    The Secretary of Energy’s Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health and emergency management programs at the Department of Energy’s (DOE) Argonne National Laboratory – East (ANL-E) in April and May 2002. The OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight performed the inspection as a joint effort. This volume discusses the results of the review of the ANL-E emergency management program. The results of the review of the ANL-E environment, safety, and health programs are discussed in Volume I of this report, and the combined results are discussed in the summary report. This OA evaluation found an emergency management program in a state of transition resulting from the recent organizational, personnel, and programmatic changes. ANL has developed hazards assessments that generally serve as a good foundation for the emergency management program for the events that were analyzed, and in most cases the ICs and the emergency response center (ERC) team appropriately considered protective actions and took actions to mitigate the postulated event. Section 2 of this report provides an overall discussion of the results that characterize the ANL-E emergency management program elements that were evaluated. Section 3 provides OA’s conclusions regarding the overall effectiveness of the program. Section 4 presents the ratings assigned as a result of this review. Appendix A provides supplemental information, including team member composition. Appendix B identifies the findings that require corrective actions and follow-up. Appendices C through F detail the results of the reviews of individual emergency management program elements.

    Quantum mechanics and relativity in the continuum imply the well known spin–statistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must “emerge” for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: •The spin–statistics theorem is not required for particles on a lattice. •Spin emerges dynamically when spinless fermions have a relativistic continuum limit. •Graphene and staggered fermions are examples of this phenomenon. •The phenomenon is intimately tied to chiral symmetry and fermion doubling. •Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    In this work, we propose a novel search strategy for new physics at the LHC that utilizes calorimeter jets that (i) are composed dominantly of displaced tracks and (ii) have many different vertices within the jet cone. Such emerging jet signatures are smoking guns for models with a composite dark sector where a parton shower in the dark sector is followed by displaced decays of dark pions back to SM jets. No current LHC searches are sensitive to this type of phenomenology. We perform a detailed simulation for a benchmark signal with two regular and two emerging jets, and present and implement strategies to suppress QCD backgrounds by up to six orders of magnitude. At the 14 TeV LHC, this signature can be probed with mediator masses as large as 1.5 TeV for a range of dark pion lifetimes, and the reach is increased further at the high-luminosity LHC. The emerging jet search is also sensitive to a broad class of long-lived phenomena, and we show this for a supersymmetric model with R-parity violation. Possibilities for discovery at LHCb are also discussed.

    This monograph considers a few topics in the theory of primitive roots g(p) modulo a prime p>=2. A few estimates of the least primitive roots g(p) and the least prime primitive roots g^*(p) modulo p, a large prime, are determined. One of the estimate here seems to sharpen the Burgess estimate g(p) 0, to the smaller estimate g(p) 2. The expected order of magnitude is g(p) 1 constant. The corresponding estimates for least prime primitive roots g^*(p) are slightly higher. Anotrher topic deals with an effective lower bound #{p > x/log x for the number of primes p 1. The current results in the literature claim the lower bound #{p > x/(log x)^2, and have restrictions on the minimal number of fixed integers to three or more.

    We consider two questions in string ``phenomenology.'' First, are there any generic string predictions? Second, are there any general lessons which string theory suggests for thinking about low energy models, particularly in the framework of supersymmetry?     Emergent gravity is based on a novel form of the equivalence principle known as the Darboux theorem or the Moser lemma in symplectic geometry stating that the electromagnetic force can always be eliminated by a local coordinate transformation as far as spacetime admits a symplectic structure, in other words, a microscopic spacetime becomes noncommutative (NC). If gravity emerges from U(1) gauge theory on NC spacetime, this picture of emergent gravity suggests a completely new quantization scheme where quantum gravity is defined by quantizing spacetime itself, leading to a dynamical NC spacetime. Therefore the quantization of emergent gravity is radically different from the conventional approach trying to quantize a phase space of metric fields. This approach for quantum gravity allows a background independent formulation where spacetime as well as matter fields is equally emergent from a universal vacuum of quantum gravity.

    It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited. This relative scarcity, however, provides a natural motivation for collaboration in non-traditional security topics. Collaborations between scientists, businesses, universities, and non-governmental organizations can work at the grass-roots level and yield contributions to confidence building as well as scientific and economic results. Joint analysis projects would benefit the region as well as establish precedents for cooperation.

    In this work the possible role that Decoherence Model could play in the emergence of the classical concept of time is analyzed. We take the case of a Mixmaster universe with small anisotropy and construct its Halliwell propagator. Afterwards we introduce in our system terms that comprise the effects of Decoherence Model. This is done by means of the so called Restricted Path Integral Formalism. We obtain Halliwell's modified propagator and find that a gauge invariant physical time emerges as consequence of this process.

    Task 5 of the collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focuses on operator control and protection system interaction, with particular emphasis on developing emergency response guidelines (ERGs). As in the earlier tasks, we will use the IRIS plant as a specific example of an integrated primary system reactor (IPSR) design. The present state of the IRIS plant design – specifically, the lack of a detailed secondary system design – precludes establishing detailed emergency procedures at this time. However, we can create a structure for their eventual development. This report summarizes our progress to date. Section 1.2 describes the scope of this effort. Section 2 compares IPSR ERG development to the recent AP1000 effort, and identifies three key plant differences that affect the ERGs and control room designs. The next three sections investigate these differences in more detail. Section 3 reviews the IRIS Safety-by-Design™ philosophy and its impact on the ERGs. Section 4 looks at differences between the IRIS and traditional loop PWR I&C Systems, and considers their implications for both control room design and ERG development. Section 5 examines the implications of having one operating staff control multiple reactor units. Section 6 provides sample IRIS emergency operating procedures (EOPs). Section 7 summarizes our conclusions.

    The CSEPP (Chemical Stockpile Emergency Preparedness Program) was created to improve emergency planning and response capabilities at the eight sites around the country that store chemical weapons. These weapons are scheduled to be destroyed in the near future. In preparation of the Draft Programmatic Environmental Impact Statement (DPEIS) for the Chemical Stockpile Disposal Program (CSDP), it was proposed that the Army mitigate accidents through an enhanced community emergency preparedness program at the eight storage sites. In 1986, the Army initiated the development of an Emergency Response Concept Plan (ERCP) for the CSDP, one of 12 technical support studies conducted during preparation of the Final Programmatic Environmental Impact Statement (FPEIS). The purpose of this document is to provide a fairly comprehensive source book on risk, risk management, risk communication research and recommended risk communication practices. It does not merely summarize each publication in the risk communication literature, but attempts to synthesize them along the lines of a set of organizing principles. Furthermore, it is not intended to duplicate other guidance manuals (such as Covello et al.`s manual on risk comparison). The source book was developed for the CSEPP in support of the training module on risk communications. Although the examples provided are specific to CSEPP, its use goes beyond that of CSEPP as the findings apply to a broad spectrum of risk communication topics. While the emphasis is on communication in emergency preparedness and response specific to the CSEPP, the materials cover other non-emergency communication settings. 329 refs.

    The different slope of the Wadati-Benioff zones oriented towards east and west is considered a main asymmetry of the Earth's globe. Under the Americas they have angles of about 30o, while under the Pacific east coasts (Asia, Japan) the angles are steeper. In the framework of plate tectonics geodynamics the cause of this difference can be identified in the tidal drag that would cause a global shift of the lithosphere towards west. But this solution has been many times criticized on the basis of the irrelevance of the tidal forces with respect to viscous friction. Instead, it is possible to show that in a different framework, in which sudden extrusions of mantle materials occur by local phase change toward a more unpacked lattice, the value of the Coriolis fictitious force can rise of several magnitude orders, becoming the main cause of the east-west asymmetry of the Wadati-Benioff zones, which might be ascribed entirely to internal causes of the planet (its rotation and geodynamics) and not to external causes ...

    Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

    Often in the past, Western analysts of global energy demand have treated Eastern Europe as just part of a black box labeled Communist. Only the net flow of energy to the non-Communist world was of any consequence. The region, although primarily a major net importer of energy from the Soviet Union, was a very small net exporter of energy to non-Communist countries based Polish coal exports. Romanian refined petroleum product exports, and some minor exports of refined products by other East European countries. The political and economic configurations of Eastern Europe has changed dramatically over the past 2 years, however, and the way in which East European energy relationships are considered will have to change accordingly. With the sweeping transformation of these economies (for the most part, radically in the direction of a market orientation) and the breakup of their unique system of mutual trade, the patterns of energy production, consumption, and trade which have prevailed in the region during the post-war period will also change significantly. Forecasting the net-impact on energy demand in this region of offsetting trends due to economic reform (i.e., renewed economic dynamism vs. decreased energy intensity of aggregate economic output) is a very difficult task. Moreover, there are additional complications introduced by changes in the political system, such as the increased importance of environmental quality in the choice of fuel and production technology due to clearly enunciated concern of the popular political movements with these issues.

    A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    A 140GHz electron cyclotron resonance heating and current drive (EC H and CD) project for EAST Tokamak is launched in 2011 with a total power of 4MW and pulse length of 100 s. The main objectives of the system are to provide central H and CD, assist start-up and control of MHD activities. The system comprises four gyrotrons each with nominal output power of 1MW at 140GHz. The RF power, transmitted through four evacuated corrugated waveguides will be injected into plasma from the low field side (radial port). The front steering equatorial launcher directs the RF beam over ±25° toroidally and scans over 38° poloidally. At present, the construction of the first 1MW system is undergoing for the expected campaign in the end of 2013. In this paper, the current status of the development and the design of the 140-GHz ECRH system are presented.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    On November 1-5, 1994, the Energy & Environmental Research Center (EERC) and Power Research Institute of Prague cosponsored their second conference since 1991 in the Czech Republic, entitled ``Energy and Environment: Transitions in East Central Europe.`` This conference was a continuation of the EERC`s joint commitment, initiated in 1190, to facilitate solutions to short- and long-term energy and environmental problems in East Central Europe. Production of energy from coal in an environmentally acceptable manner is a critical issue facing East Central Europe, because the region continues to rely on coal as its primary energy source. The goal of the conference was to develop partnerships between industry, government, and the research community in East Central Europe and the United States to solve energy and environmental issues in a manner that fosters economic development. Among the topics addressed at the conference were: conventional and advanced energy generation systems; economic operation of energy systems; air pollution controls; power system retrofitting and repowering, financing options; regulatory issues; energy resource options; waste utilization and disposal; and long-range environmental issues. Selected papers in the proceedings have been processed separately for inclusion in the Energy Science and Technology database.

    This paper discusses the results of a cost/benefit-oriented assessment related to sizing of the emergency planning zones (EPZs) for advanced, small modular reactors (SMRs). An appropriately sized EPZ could result in significant cost savings for SMR licensees. Papers published by the U.S. Nuclear Regulatory Commission and other organizations discuss the applicability of current emergency preparedness regulatory requirements to SMRs, including determining an appropriate EPZ size. Both the NRC and the industry recognize that a methodology should be developed for determining appropriate EPZ sizing for SMRs. Relative costs for smaller EPZs envisioned for SMRs have been assessed qualitatively as discussed in this paper. Building off the foundation provided in the earlier papers, this paper provides a quantitative cost/benefit-oriented assessment of offsite emergency planning costs for EPZ sizes that may be justified for SMRs as compared to costs typically incurred for the current fleet of U.S. nuclear power plants. This assessment determined that a licensee utilizing a smaller EPZ could realize significant savings in offsite emergency planning costs over the nominal 40-year lifetime for an SMR. This cost/benefit-oriented assessment suggests that a reduction of the plume exposure pathway EPZ from 10 miles to the site boundary could reduce offsite emergency planning related costs by more than 90% over the 40 year life of a typical single unit nuclear power plant.

    The possibility of an emergent universe solution to Einstein's field equations allowing for an irreversible creation of matter at the expense of the gravitational field is shown. With the universe being chosen as spatially flat FRW spacetime together with equation of state proposed in [17], the solution exists when the ratio of the phenomenological matter creation rate to the number density times the Hubble parameter is a number $\\beta$ of the order of unity and independent of time. The thermodynamic behaviour is also determined for this solution. Interestingly, we also find that an emergent universe scenario is present with usual equation of state in cosmology when the matter creation rate is chosen to be a constant. More general class of emergent universe solutions are also discussed.

    The worldwide embargo of oil from Iraq and Kuwait imposed following Iraq's Aug. 2 takeover of its neighbor cut world oil supply by an estimated 4.3 million barrels per day--7 percent of world production. Other major oil producers, notably Saudi Arabia, the United Arab Emirates and Venezuela, are stepping up their production and are expected to make up for most of the shortfall--at least for awhile. As a result, the International Energy Agency, the 21-member agency set up in the 1970s to respond to such emergencies, expects world oil supplies to be adequate through October. But two factors complicate matters in the long run: the drawdown of inventories in August that cut out a cushion that could have been used later and the use now of excess OPEC production capacity that was expected to be used this winter. The result is that the increase in cold weather demand could bring on a 3 million bpd shortage this winter, which would push prices higher.

    We consider a scale invariant model which includes a R{sup 2} term in action and show that a stable ''emerging universe'' scenario is possible. The model belongs to the general class of theories, where an integration measure independent of the metric is introduced. To implement scale invariance (S.I.), a dilaton field is introduced. The integration of the equations of motion associated with the new measure gives rise to the spontaneous symmetry breaking (S.S.B) of S.I. After S.S.B. of S.I. in the model with the R{sup 2} term (and first order formalism applied), it is found that a non trivial potential for the dilaton is generated. The dynamics of the scalar field becomes non linear and these non linearities are instrumental in the stability of some of the emerging universe solutions, which exists for a parameter range of the theory.

  7. Deep Residential Retrofits in East Tennessee

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

    An improved emergency cooling system and method are disclosed that may be adapted for incorporation into or use with a nuclear BWR wherein a reactor pressure vessel (RPV) containing a nuclear core and a heat transfer fluid for circulation in a heat transfer relationship with the core is housed within an annular sealed drywell and is fluid communicable therewith for passage thereto in an emergency situation the heat transfer fluid in a gaseous phase and any noncondensibles present in the RPV, an annular sealed wetwell houses the drywell, and a pressure suppression pool of liquid is disposed in the wetwell and is connected to the drywell by submerged vents. The improved emergency cooling system and method has a containment condenser for receiving condensible heat transfer fluid in a gaseous phase and noncondensibles for condensing at least a portion of the heat transfer fluid. The containment condenser has an inlet in fluid communication with the drywell for receiving heat transfer fluid and noncondensibles, a first outlet in fluid communication with the RPV for the return to the RPV of the condensed portion of the heat transfer fluid and a second outlet in fluid communication with the drywell for passage of the noncondensed balance of the heat transfer fluid and the noncondensibles. The noncondensed balance of the heat transfer fluid and the noncondensibles passed to the drywell from the containment condenser are mixed with the heat transfer fluid and the noncondensibles from the RPV for passage into the containment condenser. A water pool is provided in heat transfer relationship with the containment condenser and is thermally communicable in an emergency situation with an environment outside of the drywell and the wetwell for conducting heat transferred from the containment condenser away from the wetwell and the drywell. 5 figs.

    In this article the anomalous dimension of a class of operators with a bare dimension of O(N) is studied. The operators considered are dual to excited states of a two giant graviton system. In the Yang-Mills theory they are described by restricted Schur polynomials, labeled with Young diagrams that have at most two columns. In a certain limit the dilatation operator looks like a lattice version of a second derivative, with the lattice emerging from the Young diagram itself.

    We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. Also by relating a topic's interestingness to an article's interestingness, iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 9% to 14% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

    Environmental and breathing-zone samples were analyzed for polynuclear aromatic hydrocarbons (PAHs) and coal-tar-pitch volatiles at the Inland Steel Company, East Chicago, Indiana in November, 1982 and September, 1984. The evaluation was requested because of concern about employee exposures during maintenance of the coke battery precipitator at the number 2 facility. Four former employees were interviewed. The cyclohexane soluble fraction of coal-tar-pitch volatiles ranged from 0.232 to 0.668 mg/m/sup 3/. The OSHA standard is 0.15mg/m/sup 3/. Naphthalene concentrations up to 0.107mg/m/sup 3/ were detected. The OSHA standard for naphthalene is 50mg/m/sup 3/. Other PAHs detected included phenanthrene, fluorene and acenaphthene. The employees reported experiencing local skin, eye, ear, nose, and throat irritation while working on the coke battery precipitator in the past. Personal protective measures such as wearing safety boots, barrier creams on exposed skin surfaces, and showering and changing clothes before leaving the facility were implemented. The authors conclude that a potential health hazard from PAHs and coal-tar-pitch volatiles is being adequately addressed by the facility. Recommendations include continuing the present personal protective measures and providing emergency rescue training.

    The cryogenic control system for EAST (Experimental Advanced Superconducting Tokamak) was designed based on DeltaV DCS of Emerson Corporation. The automatic control of the cryoplant warm compressors has been implemented. However, with ever-degrading performance of critical equipment, the cryoplant operation in the partial design conditions makes the control system fluctuate and unstable.     Sgr A East appears to be a single, mixed morphology 10,000 year-old supernova remnant (SNR) at the Galactic Center. It also appears to belong to a class of remnants that have been observed and detected at 1720 MHz, the transition frequency of OH maser emission. However, if the EGRET source 3EG J1746-2852 conincident with the Galactic center is itself associated with this object, it would endow it with a gamma-ray luminosity almost two orders of magnitude greater than that of the other EGRET-detected SNR's. We here reconsider the viability of a pion-production mechanism as the source of the broadband emission observed from Sgr A East, and show that what connects these objects -- and ultimately also accounts for their different gamma-ray emissivity -- is the very important interaction between the expanding SNR shell and the surrounding molecular cloud environment. The singularly high gamma-ray luminosity of Sgr A East, as well as its unusually steep radio spectral index, can thereby be attributed to the high-density, strong magnetized environment in which it is located.

    The North Africa-Middle East petroleum provinces are part of the broad sedimentary platform that occupied the northern and northeastern borders of the African-Arabian craton adjacent to the ancestral Hercynian (late Paleozoic) and subsequent Tethyan-Alpine oceans. Carbonate-clastic-evaporite sediments of infra-Cambrian through Holocene age were cyclically deposited in a relatively continuous belt around the eastern and northern borders of the craton, mainly on a broad, shallow-water platform adjacent to the proto-Tethys and Tethys seaway. The Paleozoic section reaches a substantial thickness in the subsurface of the Middle East and in northern Africa adjacent to the Mediterranean Sea, but all or part of it is absent because of nondeposition or erosion over much of the region. Post-Paleozoic deposition was more or less continuous across the entire craton border region in the Middle East and along the northern border of the Sahara platform in North Africa and in Somalia and eastern Ethiopia. Similar marine and associated sedimentary rock facies are present in all of these regions, although paleotectonic-stratigraphic interrelationships and continental paleolatitude positions have greatly affected petroleum generation and accumulation in the specific provinces along the craton border. A series of regional stratigraphic-sedimentary environment, and continental position, layer maps illustrates the relative influence of these factors through geologic time with respect to the relationship between petroleum reservoirs, source rocks, and confining rock facies.

    We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 25% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

    Transition metal oxides (TMOs) are an ideal arena for the study of electronic correlations because the s-electrons of the transition metal ions are removed and transferred to oxygen ions, and hence the strongly correlated d-electrons determine their physical properties such as electrical transport, magnetism, optical response, thermal conductivity, and superconductivity. These electron correlations prohibit the double occupancy of metal sites and induce a local entanglement of charge, spin, and orbital degrees of freedom. This gives rise to a variety of phenomena, e.g., Mott insulators, various charge/spin/orbital orderings, metal-insulator transitions, multiferroics, and superconductivity. In recent years, there has been a burst of activity to manipulate these phenomena, as well as create new ones, using oxide heterostructures. Most fundamental to understanding the physical properties of TMOs is the concept of symmetry of the order parameter. As Landau recognized, the essence of phase transitions is the change of the symmetry. For example, ferromagnetic ordering breaks the rotational symmetry in spin space, i.e., the ordered phase has lower symmetry than the Hamiltonian of the system. There are three most important symmetries to be considered here. (i) Spatial inversion (I), defined as r {yields} -r. In the case of an insulator, breaking this symmetry can lead to spontaneous electric polarization, i.e. ferroelectricity, or pyroelectricity once the point group belongs to polar group symmetry. (ii) Time-reversal symmetry (T) defined as t {yields} -t. In quantum mechanics, the time-evolution of the wave-function {Psi} is given by the phase factor e{sup -iEt/{h_bar}} with E being the energy, and hence time-reversal basically corresponds to taking the complex conjugate of the wave-function. Also the spin, which is induced by the 'spinning' of the particle, is reversed by time-reversal. Broken T-symmetry is most naturally associated with magnetism, since the spin operator changes sign with T-operation. (iii) Gauge symmetry (G), which is associated with a change in the phase of the wave-function as {Psi} {yields} e{sup i{theta}}{Psi}. Gauge symmetry is connected to the law of charge conservation, and broken G-symmetry corresponds to superconductivity/superfluidity. To summarize, the interplay among these electronic degrees of freedom produces various forms of symmetry breaking patterns of I, T, and G, leading to novel emergent phenomena, which can appear only by the collective behavior of electrons and cannot be expected from individual electrons. Figure 1 shows this schematically by means of several representative phenomena. From this viewpoint, the interfaces of TMOs offer a unique and important laboratory because I is already broken by the structure itself, and the detailed form of broken I-symmetry can often be designed. Also, two-dimensionality usually enhances the effects of electron correlations by reducing their kinetic energy. These two features of oxide interfaces produce many novel effects and functions that cannot be attained in bulk form. Given that the electromagnetic responses are a major source of the physical properties of solids, and new gauge structures often appear in correlated electronic systems, we put 'emergent electromagnetism' at the center of Fig. 1.

    Measurement and control of the current profile is essential for high performance and steady state operation of Experimental Advanced Superconducting Tokamak (EAST). For this purpose, a conventional Motional Stark Effect (MSE) diagnostics utilizing photoelastic modulators is proposed and investigated. The pilot experiment includes one channel to verify the feasibility of MSE, whose sightline intersects with Neutral Beam Injection at major radius of R = 2.12 m. A beam splitter is adopted for simultaneous measurements of Stark multiplets and their polarization directions. A simplified simulation code was also developed to explore the Stark splitting spectra. Finally, the filter is optimized based on the viewing geometry and neutral beam parameters.

    This revision of the LLNL Fire Protection Baseline Needs Assessment (BNA) was prepared by John A. Sharry, LLNL Fire Marshal and LLNL Division Leader for Fire Protection and reviewed by Martin Gresho, Sandia/CA Fire Marshal. The document follows and expands upon the format and contents of the DOE Model Fire Protection Baseline Capabilities Assessment document contained on the DOE Fire Protection Web Site, but only address emergency response. The original LLNL BNA was created on April 23, 1997 as a means of collecting all requirements concerning emergency response capabilities at LLNL (including response to emergencies at Sandia/CA) into one BNA document. The original BNA documented the basis for emergency response, emergency personnel staffing, and emergency response equipment over the years. The BNA has been updated and reissued five times since in 1998, 1999, 2000, 2002, and 2004. A significant format change was performed in the 2004 update of the BNA in that it was 'zero based.' Starting with the requirement documents, the 2004 BNA evaluated the requirements, and determined minimum needs without regard to previous evaluations. This 2010 update maintains the same basic format and requirements as the 2004 BNA. In this 2010 BNA, as in the previous BNA, the document has been intentionally divided into two separate documents - the needs assessment (1) and the compliance assessment (2). The needs assessment will be referred to as the BNA and the compliance assessment will be referred to as the BNA Compliance Assessment. The primary driver for separation is that the needs assessment identifies the detailed applicable regulations (primarily NFPA Standards) for emergency response capabilities based on the hazards present at LLNL and Sandia/CA and the geographical location of the facilities. The needs assessment also identifies areas where the modification of the requirements in the applicable NFPA standards is appropriate, due to the improved fire protection provided, the remote location and low population density of some the facilities. As such, the needs assessment contains equivalencies to the applicable requirements. The compliance assessment contains no such equivalencies and simply assesses the existing emergency response resources to the requirements of the BNA and can be updated as compliance changes independent of the BNA update schedule. There are numerous NFPA codes and standards and other requirements and guidance documents that address the subject of emergency response. These requirements documents are not always well coordinated and may contain duplicative or conflicting requirements or even coverage gaps. Left unaddressed, this regulatory situation results in frequent interpretation of requirements documents. Different interpretations can then lead to inconsistent implementation. This BNA addresses this situation by compiling applicable requirements from all identified sources (see Section 5) and analyzing them collectively to address conflict and overlap as applicable to the hazards presented by the LLNL and Sandia/CA sites (see Section 7). The BNA also generates requirements when needed to fill any identified gaps in regulatory coverage. Finally, the BNA produces a customized simple set of requirements, appropriate for the DOE protection goals, such as those defined in DOE O 420.1B, the hazard level, the population density, the topography, and the site layout at LLNL and Sandia/CA that will be used as the baseline requirements set - the 'baseline needs' - for emergency response at LLNL and Sandia/CA. A template approach is utilized to accomplish this evaluation for each of the nine topical areas that comprise the baseline needs for emergency response. The basis for conclusions reached in determining the baseline needs for each of the topical areas is presented in Sections 7.1 through 7.9.     We present a broadband tomographic model of Lg attenuation in the Middle East derived from source- and site-corrected amplitudes. Absolute amplitude measurements are made on hand-selected and carefully windowed seismograms for tens of stations and thousands of crustal earthquakes resulting in excellent coverage of the region. A conjugate gradient method is used to tomographically invert the amplitude dataset of over 8000 paths over a 45{sup o} x 40{sup o} region of the Middle East. We solve for Q variation, as well as site and source terms, for a wide range of frequencies ranging from 0.5-10 Hz. We have modified the standard attenuation tomography technique to more explicitly define the earthquake source expression in terms of the seismic moment. This facilitates the use of the model to predict the expected amplitudes of new events, an important consideration for earthquake hazard or explosion monitoring applications. The attenuation results have a strong correlation to tectonics. Shields have low attenuation, while tectonic regions have high attenuation, with the highest attenuation at 1 Hz is found in eastern Turkey. The results also compare favorably to other studies in the region made using Lg propagation efficiency, Lg/Pg amplitude ratios and two-station methods. We tomographically invert the amplitude measurements for each frequency independently. In doing so, it appears the frequency-dependence of attenuation is not compatible with the power law representation of Q(f), an assumption that is often made.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits.     Barber-Nichols has completed the design, fabrication and installation of a geothermal pump test facility at the DOE geothermal site at East Mesa, California which is capable of testing 70 to 750 horsepower downwell pumps in a controlled geothermal environment. The facility consists of a skid-mounted brine control module, a 160 foot below ground test well section, a hydraulic turbine for power recovery, a gantry-mounted hoist for pump handling and a 3-phase, 480 VAC, 1200 amp power supply to handle pump electric requirements. Geothermal brine is supplied to the EMPTF from one of the facility wells at East Mesa. The EMPTF is designed with a great amount of flexibility to attract the largest number of potential users. The 20-inch diameter test well can accommodate a wide variety of pumps. The controls are interactive and can be adjusted to obtain a full complement of pump operation data, or set to maintain constant conditions to allow long-term testing with a minimum of operator support. The hydraulic turbine allows the EMPTF user to recover approximately 46% of the input pump power to help defray the operating cost of the unit.   17. East Mesa geothermal pump test facility (EMPTF). Final report

    The design, fabrication and installation of a geothermal pump test facility (EMPFT) at the DOE geothermal site at East Mesa, California which is capable of testing 70 to 750 horsepower downwell pumps in a controlled geothermal environment were completed. The facility consists of a skid-mounted brine control module, a 160 foot below test well section, a hydraulic turbine for power recovery, a gantry-mounted hoist for pump handling and a 3-phase, 480 VAC, 1200 amp power supply to handle pump electric requirements. Geothermal brine is supplied to the EMPTF from one of the facility wells at East Mesa. The EMPTF is designed with a great amount of flexibility. The 20-inch diameter test well can accommodate a wide variety of pumps. The controls are interactive and can be adjusted to obtain a full complement of pump operation data, or set to maintain constant conditions to allow long-term testing with a minimum of operator support. The hydraulic turbine allows the EMPTF user to recover approximately 46% of the input pump power to help defray the operating cost of the unit. The hoist is provided for material handling and pump servicing and reduces the equipment that the user must supply for pump installation, inspection and removal.
