  1. Inspection of Emergency Management Programs at the Argonne National Laboratory- East, Volume II, May 2002

    The Secretary of Energy’s Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health and emergency management programs at the Department of Energy’s (DOE) Argonne National Laboratory – East (ANL-E) in April and May 2002. The OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight performed the inspection as a joint effort. This volume discusses the results of the review of the ANL-E emergency management program. The results of the review of the ANL-E environment, safety, and health programs are discussed in Volume I of this report, and the combined results are discussed in the summary report. This OA evaluation found an emergency management program in a state of transition resulting from the recent organizational, personnel, and programmatic changes. ANL has developed hazards assessments that generally serve as a good foundation for the emergency management program for the events that were analyzed, and in most cases the ICs and the emergency response center (ERC) team appropriately considered protective actions and took actions to mitigate the postulated event. Section 2 of this report provides an overall discussion of the results that characterize the ANL-E emergency management program elements that were evaluated. Section 3 provides OA’s conclusions regarding the overall effectiveness of the program. Section 4 presents the ratings assigned as a result of this review. Appendix A provides supplemental information, including team member composition. Appendix B identifies the findings that require corrective actions and follow-up. Appendices C through F detail the results of the reviews of individual emergency management program elements.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    Quantum mechanics and relativity in the continuum imply the well known spinstatistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must emerge for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: The spinstatistics theorem is not required for particles on a lattice. Spin emerges dynamically when spinless fermions have a relativistic continuum limit. Graphene and staggered fermions are examples of this phenomenon. The phenomenon is intimately tied to chiral symmetry and fermion doubling. Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    Introductory lectures to the theory of (strongly interacting) quark-gluon plasma given at the Winter School of Physics of ITEP (Moscow, February 2010). We emphasize theoretical issues highlighted by the discovery of the low viscosity of the plasma. The topics include relativistic hydrodynamics, manifestations of chiral anomaly in hydrodynamics, superfluidity, relativistic superfluid hydrodynamics, effective stringy scalars, holographic models of Yang-Mills theories.

    Marine renewable energy (MRE) is generates from waves, currents, tides, and thermal resources in the ocean. MRE has been identified as a potential commercial-scale source of renewable energy.     The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

  1. Tropospheric ozone in east Asia

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    The Emergency Electric Power Administration's Emergency Operations Handbook is designed to provide guidance to the EEPA organization. It defines responsibilities and describes actions performed by the government and electric utilities in planning for, and in operations during, national emergencies. The EEPA Handbook is reissued periodically to describe organizational changes, to assign new duties and responsibilities, and to clarify the responsibilities of the government to direct and coordinate the operations of the electric utility industry under emergencies declared by the President. This Handbook is consistent with the assumptions, policies, and procedures contained in the National Plan for Emergency Preparedness. Claimancy and restoration, communications and warning, and effects of nuclear weapons are subjects covered in the appendices.

  3. The Potential Uses of Commercial Satellite Imagery in the Middle East

    It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited. This relative scarcity, however, provides a natural motivation for collaboration in non-traditional security topics. Collaborations between scientists, businesses, universities, and non-governmental organizations can work at the grass-roots level and yield contributions to confidence building as well as scientific and economic results. Joint analysis projects would benefit the region as well as establish precedents for cooperation.

    We explore the possibility of emergent cosmology using the effective potential formalism. We discover new models of emergent cosmology which satisfy the constraints posed by the cosmic microwave background (CMB). We demonstrate that, within the framework of modified gravity, the emergent scenario can arise in a universe which is spatially open/closed. By contrast, in general relativity (GR) emergent cosmology arises from a spatially closed past-eternal Einstein Static Universe (ESU). In GR the ESU is unstable, which creates fine tuning problems for emergent cosmology. However, modified gravity models including Braneworld models, Loop Quantum Cosmology (LQC) and Asymptotically Free Gravity result in a stable ESU. Consequently, in these models emergent cosmology arises from a larger class of initial conditions including those in which the universe eternally oscillates about the ESU fixed point. We demonstrate that such an oscillating universe is necessarily accompanied by graviton production. For a large region in parameter space graviton production is enhanced through a parametric resonance, casting serious doubts as to whether this emergent scenario can be past-eternal.

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    An emergency response to a disaster is complex, requiring the rapid integration, coordination, and synchronization of multiple levels of governmental and non-governmental organizations from numerous jurisdictions into a unified community response. For example, a community’s response actions to a fixed site hazardous materials incident could occur in an area extending from an on-site storage location to points 25 or more miles away. Response actions are directed and controlled by local governments and agencies situated withinmore » the response area, as well as by state and federal operaticns centers quite removed from the area of impact. Time is critical and the protective action decision-making process is greatly compressed. The response community must carefully plan and coordinate response operations in order to have confidence that they will be effectively implemented when faced with the potentially catastrophic nature of such releases. A graphical depiction of the entire response process via an emergency response synchronization matrix is an effective tool in optimizing the planning, exercising, and implementation of emergency plans. This system—based approach to emergency planning depicts how a community organizes its response tasks across space and time in relation to hazard actions. It provides the opportunity to make real—time adjustments as necessary for maximizing the often limited resources in protecting area residents. A response must involve the entire community and must not be limited by individual jurisdictions and organizations acting on their own without coordination, integration, and synchronization.« less

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    The CSEPP (Chemical Stockpile Emergency Preparedness Program) was created to improve emergency planning and response capabilities at the eight sites around the country that store chemical weapons. These weapons are scheduled to be destroyed in the near future. In preparation of the Draft Programmatic Environmental Impact Statement (DPEIS) for the Chemical Stockpile Disposal Program (CSDP), it was proposed that the Army mitigate accidents through an enhanced community emergency preparedness program at the eight storage sites. In 1986, the Army initiated the development of an Emergency Response Concept Plan (ERCP) for the CSDP, one of 12 technical support studies conducted during preparation of the Final Programmatic Environmental Impact Statement (FPEIS). The purpose of this document is to provide a fairly comprehensive source book on risk, risk management, risk communication research and recommended risk communication practices. It does not merely summarize each publication in the risk communication literature, but attempts to synthesize them along the lines of a set of organizing principles. Furthermore, it is not intended to duplicate other guidance manuals (such as Covello et al.`s manual on risk comparison). The source book was developed for the CSEPP in support of the training module on risk communications. Although the examples provided are specific to CSEPP, its use goes beyond that of CSEPP as the findings apply to a broad spectrum of risk communication topics. While the emphasis is on communication in emergency preparedness and response specific to the CSEPP, the materials cover other non-emergency communication settings. 329 refs.

    Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

    Tropospheric O3 columns retrieved from OMI and MLS measurements, CO columns from MOPITT, and tropospheric O3 and CO concentrations from TES from May to August in 2006 are analyzed using the Regional chEmical and trAnsport Model (REAM) to investigate the impact of the East Asian summer monsoon on the air quality over China. The observed and simulated migrations of O3 and CO are in good agreement, demonstrating that the summer monsoon significantly affects the air quality over southeastern China and this influence extends to central East China from June to July. Enhancements of CO and O3 over southeastern China disappear after the onset of the summer monsoon and re-emerge in August after the monsoon wanes. The pre-monsoon high O3 concentrations over southern China are due to photochemical production from pollutant emissions and the O3 transport from the stratosphere. In the summer monsoon season, the O3 concentrations are relatively low over monsoon-affected regions because of the transport of marine air masses and weak photochemical activity. We find that the monsoon system strongly modulates the pollution problem over a large portion of East China in summer, depending on its strength and tempo-spatial extension. Model results also suggest that transport from the stratosphere and long-range transport from East China and South/Central Asia all make significant contributions to O3 enhancements over West China. Satellite observations provide valuable information for investigating the monsoon impact on air quality, particularly for the regions with limited in situ measurements.

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    First of all, we reconsider the tight-binding model of monolayer graphene, in which the variations of the hopping parameters are allowed. We demonstrate that the emergent 2D Weitzenbock geometry as well as the emergent U(1) gauge field appear. The emergent gauge field is equal to the linear combination of the components of the zweibein. Therefore, we actually deal with the gauge fixed version of the emergent 2+1 D teleparallel gravity. In particular, we work out the case, when the variations of the hopping parameters are due to the elastic deformations, and relate the elastic deformations with the emergent zweibein. Next, we investigate the tight-binding model with the varying intralayer hopping parameters for the multilayer graphene with the ABC stacking. In this case the emergent 2D Weitzenbock geometry and the emergent U(1) gauge field appear as well, and the emergent low energy effective field theory has the anisotropic scaling. -- Highlights: The tight-binding model for graphene with varying hopping parameters is considered. The emergent gravity and emergent gauge fields are derived. For the case of the multilayer graphene we obtain the analogue of Horava gravity with anisotropic scaling.

    A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    On November 1-5, 1994, the Energy & Environmental Research Center (EERC) and Power Research Institute of Prague cosponsored their second conference since 1991 in the Czech Republic, entitled ``Energy and Environment: Transitions in East Central Europe.`` This conference was a continuation of the EERC`s joint commitment, initiated in 1190, to facilitate solutions to short- and long-term energy and environmental problems in East Central Europe. Production of energy from coal in an environmentally acceptable manner is a critical issue facing East Central Europe, because the region continues to rely on coal as its primary energy source. The goal of the conference was to develop partnerships between industry, government, and the research community in East Central Europe and the United States to solve energy and environmental issues in a manner that fosters economic development. Among the topics addressed at the conference were: conventional and advanced energy generation systems; economic operation of energy systems; air pollution controls; power system retrofitting and repowering, financing options; regulatory issues; energy resource options; waste utilization and disposal; and long-range environmental issues. Selected papers in the proceedings have been processed separately for inclusion in the Energy Science and Technology database.

    In February 1995, the US Department of Energy (DOE) approved the Spent Nuclear Fuel (SNF) Project's ''Path Forward'' recommendation for resolution of the safety and environmental concerns associated with the deteriorating SNF stored in the Hanford Site's K Basins (Hansen 1995). The recommendation included an aggressive series of projects to design, construct, and operate systems and facilitates to permit the safe retrieval, packaging, transport, conditions, and interim storage of the K Basins' SNF. The facilities are the Cold VAcuum Drying Facility (CVDF) in the 100 K Area of the Hanford Site and the Canister Storage building (CSB) in the 200 East Area. The K Basins' SNF is to be cleaned, repackaged in multi-canister overpacks (MCOs), removed from the K Basins, and transported to the CVDF for initial drying. The MCOs would then be moved to the CSB and weld sealed (Loscoe 1996) for interim storage (about 40 years). One of the major tasks associated with the initial Path Forward activities is the development and maintenance of the safety documentation. In addition to meeting the construction needs for new structures, the safety documentation for each must be generated.

    The nations of East Central Europe regained their political and economic freedom in 1989, ending nearly a half century of centrally planned economies under the hegemony of the former Soviet Union (FSU). These nations are now emerging from economic conditions marked by price distortions and a focus on heavy industry, isolation from world markets, and a lack of occupational health and environmental safeguards. Economic recovery, environmental restoration, and political stability, as well as eventual entrance into the European Community (EC), require a reordering of policies and priorities, including those bearing on energy and the environment. This report, prepared as a background document for the Second International Conference on Energy and Environment to be held in Prague in November 1994, is composed of a summary table and supporting text and is intended to provide a concise review of issues related to energy and the environment for the Czech and Slovak Republics, Hungary, Poland, and Bulgaria. Organized by subject and country, Table 1 contains country profiles (Row A), information on the economy (Row B), primary energy consumption, environmental priorities, energy resources, production, and utilization (Rows C, D, F, G, H, and 1), electrical generation and transmission (Rows J and K), district heating (Row L), briquettes (Row M), and environmental regulations (Row N).     This paper discusses the results of a cost/benefit-oriented assessment related to sizing of the emergency planning zones (EPZs) for advanced, small modular reactors (SMRs). An appropriately sized EPZ could result in significant cost savings for SMR licensees. Papers published by the U.S. Nuclear Regulatory Commission and other organizations discuss the applicability of current emergency preparedness regulatory requirements to SMRs, including determining an appropriate EPZ size. Both the NRC and the industry recognize that a methodology should be developed for determining appropriate EPZ sizing for SMRs. Relative costs for smaller EPZs envisioned for SMRs have been assessed qualitatively as discussed in this paper. Building off the foundation provided in the earlier papers, this paper provides a quantitative cost/benefit-oriented assessment of offsite emergency planning costs for EPZ sizes that may be justified for SMRs as compared to costs typically incurred for the current fleet of U.S. nuclear power plants. This assessment determined that a licensee utilizing a smaller EPZ could realize significant savings in offsite emergency planning costs over the nominal 40-year lifetime for an SMR. This cost/benefit-oriented assessment suggests that a reduction of the plume exposure pathway EPZ from 10 miles to the site boundary could reduce offsite emergency planning related costs by more than 90% over the 40 year life of a typical single unit nuclear power plant.

  3. Deep Residential Retrofits in East Tennessee

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988.     From a management perspective, understanding the information that exists on a network and how it is distributed provides a critical advantage. This work explores the use of topic modeling as an approach to automatically determine the classes of information that exist on an organization's network, and then use the resultant topics as centroid vectors for the classification of individual documents in order to understand the distribution of information topics across the enterprise network. The approach is tested using the 20 Newsgroups dataset.

  9. East Spar: Alliance approach for offshore gasfield development

    East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months. The paper describes its field development.

    Petroleum production in Middle East countries during 1981 totaled 5,741,096,000 bbl, or an average rate of 15,729,030 BOPD, down 14.9% from 1980. Increases were in Oman, Dubai, and Turkey. Significant decreases occurred in Iraq, Iran, Kuwait, Divided Neutral Zone, Qatar, and Abu Dhabi. New discoveries were made in Oman, Saudi Arabia, and Abu Dhabi.

    A solar box cooker produced in Tanzania, East Africa with indigenous materials is described. When compared to a commercially produced glass and cardboard one, it was found to perform as well. Heat transfer through each major component of the cooker is presented. The smallest losses were through the walls of the box. The greatest losses were observed in the cover system.

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    An improved emergency cooling system and method are disclosed that may be adapted for incorporation into or use with a nuclear BWR wherein a reactor pressure vessel (RPV) containing a nuclear core and a heat transfer fluid for circulation in a heat transfer relationship with the core is housed within an annular sealed drywell and is fluid communicable therewith for passage thereto in an emergency situation the heat transfer fluid in a gaseous phase and any noncondensibles present in the RPV, an annular sealed wetwell houses the drywell, and a pressure suppression pool of liquid is disposed in the wetwell and is connected to the drywell by submerged vents. The improved emergency cooling system and method has a containment condenser for receiving condensible heat transfer fluid in a gaseous phase and noncondensibles for condensing at least a portion of the heat transfer fluid. The containment condenser has an inlet in fluid communication with the drywell for receiving heat transfer fluid and noncondensibles, a first outlet in fluid communication with the RPV for the return to the RPV of the condensed portion of the heat transfer fluid and a second outlet in fluid communication with the drywell for passage of the noncondensed balance of the heat transfer fluid and the noncondensibles. The noncondensed balance of the heat transfer fluid and the noncondensibles passed to the drywell from the containment condenser are mixed with the heat transfer fluid and the noncondensibles from the RPV for passage into the containment condenser. A water pool is provided in heat transfer relationship with the containment condenser and is thermally communicable in an emergency situation with an environment outside of the drywell and the wetwell for conducting heat transferred from the containment condenser away from the wetwell and the drywell. 5 figs.

    As the most populated region of the world, Asia is a major source of aerosols with potential large impact over vast downstream areas. Papers published in this special section describe the variety of aerosols observed in China and their effects and interactions with the regional climate as part of the East Asian Study of Tropospheric Aerosols and Impact on Regional Climate (EAST-AIRC). The majority of the papers are based on analyses of observations made under three field projects, namely, the Atmospheric Radiation Measurements (ARM) Mobile Facility mission in China (AMF10 China), the East Asian Study of Tropospheric Aerosols: an International Regional Experiment (EAST-AIRE), and the Atmospheric Aerosols of China and their Climate Effects (AACCE). The former two are US-China collaborative projects and the latter is a part of the China’s National Basic Research program (or often referred to as “973 project”). Routine meteorological data of China are also employed in some studies. The wealth of general and specialized measurements lead to extensive and close-up investigations of the optical, physical and chemical properties of anthropogenic, natural, and mixed aerosols; their sources, formation and transport mechanisms; horizontal, vertical and temporal variations; direct and indirect effects and interactions with the East Asian monsoon system. Particular efforts are made to advance our understanding of the mixing and interaction between dust and anthropogenic pollutants during transport. Several modeling studies were carried out to simulate aerosol impact on radiation budget, temperature, precipitation, wind and atmospheric circulation, fog, etc. In addition, impacts of the Asian monsoon system on aerosol loading are also simulated.

    The concept of distributed, dispatchable power generation is essentially the reverse of interruptible service. It can be understood by regarding both power and money as vectors: when the direction of the power flow switches, so does the direction of the money flow. At a signal given by the utility, a factory activates its emergency generating system and briefly becomes an independent power producer (IPP), feeding power into a local region of the grid. Upon receipt of another signal, it retires from that role. It may, however, continue to generate power for its own use.

    The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    A highly versatile, highly portable emergency communication system which permits deployment in a very short time to cover both wide areas and distant isolated areas depending upon mission requirements. The system employs a plurality of lightweight, fully self-contained repeaters which are deployed within the mission area to provide communication between field teams, and between each field team and a mobile communication control center. Each repeater contains a microcomputer controller, the program for which may be changed from the control center by the transmission of digital data within the audible range (300-3,000 Hz). Repeaters are accessed by portable/mobile transceivers, other repeaters, and the control center through the transmission and recognition of digital data code words in the subaudible range.

    In the past decade, great strides have been made in the adoption of noise control regulations and implementation of noise control measures; however, still prevelant are problems in the interpretation and enforcement of these regulations. Many planning commissions, building departments, and other local government officials are not aware of acoustical nomenclature and principles, although their responsibilities include making binding decisions regarding their community's noise control programs. This paper discusses a project undertaken by Dames and Moore to aid a developer to comply with strict noise regulation. Construction called for a computer/office complex in a light industrial park, located adjacent to an established suburban residential neighborhood. The major noise source consisted of an emergency generating facility including twelve-1200 kw diesel generators, twelve rooftop-mounted radiator units, six rooftop-mounted 20-hp, 50,000 cfm vaneaxial exhaust fans, and four 100-hp cooling towers.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

    The purpose of this document is to provide guidance for development of emergency plans for the USDOE Office of Defense Programs, Office of Energy Research, and Office of Environmental Management facilities. It gathers emergency planning policy and guidance from applicable federal regulations, DOE Orders and related guidance documents. This material, along with recommended good practices, is presented as a checklist against which emergency plans can be reviewed by DOE Headquarters. The Office of Emergency Response (DP-23), Office of Environment, Safety and Health Technical Support (ER-8), and Office of Transportation, Emergency Management and Analytical Services (EM-26) will use this checklist to evaluate plans submitted by DP, ER, and EM field elements. The scope of this document encompasses plans for operational emergencies at DOE facilities, both nuclear and non-nuclear. Operational emergencies, as defined in Attachment 2 to DOE Order 5500.1B (April 30, 1991) are ``significant accidents, incidents, events, or natural phenomena which seriously degrade the safety or security of DOE facilities. Operational Emergencies apply to DOE reactors and other DOE facilities (nuclear and non-nuclear) involved with hazardous materials; DOE-controlled nuclear weapons, components, or test devices; DOE safeguards and security events; and transportation accidents involving hazardous materials under DOE control.``
