Summary of SMIRT20 Preconference Topical Workshop – Identifying Structural Issues in Advanced Reactors William Richins1, Stephen Novascone1, and Cheryl O’Brien1 1Idaho National Laboratory, US Dept. of Energy, Idaho Falls, Idaho, USA, e-mail: William.Richins@inl.gov The Idaho National Laboratory (INL, USA) and IASMiRT sponsored an international forum Nov 5-6, 2008 in Porvoo, Finland for nuclear industry, academic, and regulatory representatives to identify structural issues in current and future advanced reactor design, especially for extreme conditions and external threats. The purpose of this Topical Workshop was to articulate research, engineering, and regulatory Code development needs. The topics addressed by the Workshop were selected to address critical industry needs specific to advanced reactor structures that have long lead times and can be the subject of future SMiRT technical sessions. The topics were; 1) structural/materials needs for extreme conditions and external threats in contemporary (Gen. III) and future (Gen. IV and NGNP) advanced reactors and 2) calibrating simulation software and methods that address topic 1 The workshop discussions and research needs identified are presented. The Workshop successfully produced interactive discussion on the two topics resulting in a list of research and technology needs. It is recommended that IASMiRT communicate the results of the discussion to industry and researchers to encourage new ideas and projects. In addition, opportunities exist to retrieve research reports and information that currently exists, and encourage more international cooperation and collaboration. It is recommended that IASMiRT continue with an off-year workshop series on select topics.

This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

  3. Transportation energy trends and issues through 2030

    SciTech Connect (OSTI)

    DeCicco, J.M.

    1996-12-31

Controlling transportation energy use looms as a serious challenge for the United States in the 21st century. Demand for transportation services is steadily growing, driven by increasing population, economic activity, and incomes. Few forces presently constrain growth in travel by the energy-intensive modes of automobile, truck, and air transportation. In contrast to other sectors of the economy, transportation energy efficiency improvements are nearly stagnant. Efficiency increases are now absent in highway modes; aircraft efficiency is improving, but not enough to offset rising air travel. Transportation is also the most oil-dependent sector of the economy as well as the country`s most rapidly growing source of greenhouse gas emissions. A conservative forecast indicates US transportation energy consumption rising from 23 Quads in 1990 to roughly 36 Quads by 2030; less conservative assumptions push the total to 43 Quads by 2030. Yet opportunities exist for efficiency improvements to counter a substantial portion of this growth. The most promising options are technological, with potential long-term efficiency improvements of threefold for light vehicles, twofold for aircraft, and 65 percent for heavy trucks. Combined with system efficiency changes to help limit growth of the energy-intensive modes, transportation energy use might be cut to 19 Quads by 2030. Pursuing cost-effective strategies to move the system toward such reduced energy intensiveness would be clearly valuable for the economy and environment. This paper examines these trends and options, and offers suggestions for policies that could lead to reductions in transportation energy use and its associated problems such as greenhouse gas emissions and oil dependence risks. 24 refs., 6 figs., 3 tabs.

  17. Assistance to States on Policies Related to Wind Energy Issues

    SciTech Connect (OSTI)

Brown, Matthew, H; Decesaro, Jennifer; DOE Project Officer - Keith Bennett

    2005-07-15

This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

  1. Issues in International Energy Consumption Analysis: Canadian Energy Demand

    Reports and Publications (EIA)

    2015-01-01

The residential sector is one of the main end-use sectors in Canada accounting for 16.7% of total end-use site energy consumption in 2009 (computed from NRCan 2012. pp, 4-5). In this year, the residential sector accounted for 54.5% of buildings total site energy consumption. Between 1990 and 2009, Canadian household energy consumption grew by less than 11%. Nonetheless, households contributed to 14.6% of total energy-related greenhouse gas emissions in Canada in 2009 (computed from NRCan 2012). This is the U.S. Energy Information Administrations second study to help provide a better understanding of the factors impacting residential energy consumption and intensity in North America (mainly the United States and Canada) by using similar methodology for analyses in both countries.

  4. Integrating Variable Renewable Energy into the Grid: Key Issues, Greening the Grid

    SciTech Connect (OSTI)

    Katz, Jessica; Cochran, Jaquelin

    2015-05-01

To foster sustainable, low-emission development, many countries are establishing ambitious renewable energy targets for their electricity supply. Because solar and wind tend to be more variable and uncertain than conventional sources, meeting these targets will involve changes to power system planning and operations. Grid integration is the practice of developing efficient ways to deliver variable renewable energy (VRE) to the grid. Good integration methods maximize the cost-effectiveness of incorporating VRE into the power system while maintaining or increasing system stability and reliability. When considering grid integration, policy makers, regulators, and system operators consider a variety of issues, which can be organized into four broad topics: New Renewable Energy Generation, New Transmission, Increased System Flexibility, Planning for a High RE Future.

    SciTech Connect (OSTI)

    1997-01-09

This report summarizes the task conducted to examine various activities on interface development for ceramic-matrix composites (CMCs) intended for high-temperature applications. While several articles have been published on the subject of CMC interfaces, the purpose of this report is to describe the various ongoing efforts on interface concepts, material selection, and issues related to processing methods employed for developing interface coatings. The most exciting and new development in the field is the discovery of monazite as a potential interface material for mullite- and alumina-based composites. Monazite offers two critical properties to the CMC system; a weakly bonded layer due to its non-wetting behavior and chemical compatibility with both alumina and mullite up to very high temperatures (> 1,600 C). A description of the Department of Energy-related activities and some thoughts on processing issues, interface testing, and effects of processing on fiber strength are given.

  17. Energy for sustainable development: Key issues and challenges

    SciTech Connect (OSTI)

    Kaygusuz, K.

    2007-07-01

Energy generation and use are strongly linked to all elements of sustainable development such as economic, social, and environmental. The history of human development rests on the availability and use of energy, the transformation from the early use of fire and animal power that improved lives, to the present world with use of electricity and clean fuels for a multitude of purposes. Energy is the neglected issue of the development debate. The lack of access to reliable and clean energy supplies is a major barrier to improving human well-being around the globe. There are an estimated 1.6 billion people living in the rural areas of developing countries who lack access to electricity, and so dependence on fossil fuels. Combustion of fossil fuels produces large amounts of CO{sub 2}, an important greenhouse gas. In response to increasing concern about the effect of anthropogenic greenhouse gases on global climate, international action has been agreed to reduce these emissions. On the other hand, renewable energy is the great, barely tapped solution to the two great challenges of the coming century such as poverty and global warming. Not only can renewable energy provide a clean, flexible power source for homes, schools and hospitals, at the micro-to-medium scale it has huge potential to create meaningful and useful jobs.

    Mattes, Karl

    2012-11-01

Summit Texas Clean Energy, LLC (STCE) is developing the Texas Clean Energy Project (TCEP or the project) to be located near Penwell, Texas. The TCEP will include an Integrated Gasification Combined Cycle (IGCC) plant with a nameplate capacity of 400 megawatts electric (MWe), combined with the production of urea fertilizer and the capture, utilization and storage of carbon dioxide (CO2) sold commercially for regional use in enhanced oil recovery (EOR) in the Permian Basin of west Texas. The TCEP will utilize coal gasification technology to convert Powder River Basin subbituminous coal delivered by rail from Wyoming into a synthetic gas (syngas) which will be cleaned and further treated so that at least 90 percent of the overall carbon entering the facility will be captured. The clean syngas will then be divided into two high-hydrogen (H2) concentration streams, one of which will be combusted as a fuel in a combined cycle power block for power generation and the other converted into urea fertilizer for commercial sale. The captured CO2 will be divided into two streams: one will be used in producing the urea fertilizer and the other will be compressed for transport by pipeline for offsite use in EOR and permanent underground sequestration. The TCEP was selected by the U.S. Department of Energy (DOE) Office of Fossil Energy (FE) for cost-shared co-funded financial assistance under Round 3 of its Clean Coal Power Initiative (CCPI). A portion of this financial assistance was budgeted and provided for initial development, permitting and design activities. STCE and the DOE executed a Cooperative Agreement dated January 29, 2010, which defined the objectives of the project for all phases. During Phase 1, STCE conducted and completed all objectives defined in the initial development, permitting and design portions of the Cooperative Agreement. This topical report summarizes all work associated with the project objectives, and additional work

  13. Hard truths: facing the hard truths about energy. Topic Paper No. 1: Coal impact

    SciTech Connect (OSTI)

    2007-07-18

The United States has the largest coal reserves in the world, followed by Russia and China. Coal now provides about a quarter of the energy used in the United States. The share of US energy to be supplied by coal is projected to increase modestly to 2030. Coal use worldwide exhibits the same characteristics as in the United States. The largest increase in coal use through 2030 is projected to be in China, followed by the United States and India. Coal is consumed in large quantities throughout the United States, while most production is focussed in a few states, requiring significant quantities of coal to be transported long distances. To that end US coal consumers and producers have access to the world's most comprehensive and efficient coal transportation system. The extent to which coal is able to help meet future US energy challenges will depend heavily on the performance of coal transporters. Contents are: United States coal market; supply growth; demand growth; US coal transportation infrastructure: issues and prospects; and other factors impacting supply/demand growth. 25 figs., 12 tabs., 1 app.

  5. Overview of Variable Renewable Energy Regulatory Issues: A Clean Energy Regulators Initiative Report

    SciTech Connect (OSTI)

    Miller, M.; Cox, S.

    2014-05-01

This CERI report aims to provide an introductory overview of key regulatory issues associated with the deployment of renewable energy -- particularly variable renewable energy (VRE) sources such wind and solar power. The report draws upon the research and experiences from various international contexts, and identifies key ideas that have emerged from the growing body of VRE deployment experience and regulatory knowledge. The report assumes basic familiarity with regulatory concepts, and although it is not written for a technical audience, directs the reader to further reading when available. VRE deployment generates various regulatory issues: substantive, procedural, and public interest issues, and the report aims to provide an empirical and technical grounding for all three types of questions as appropriate.
