    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    This paper describes a computable general equilibrium (CGE) model with considerable sector and technology detail, the ``All Modular Industry Growth Assessment'' Model (AMIGA). It is argued that a detailed model is important to capture and understand the several rolls that energy plays within the economy. Fundamental consumer and industrial demands are for the services from energy; hence, energy demand is a derived demand based on the need for heating, cooling mechanical, electrical, and transportation services. Technologies that provide energy-services more efficiently (on a life cycle basis), when adopted, result in increased future output of the economy and higher paths of household consumption. The AMIGA model can examine the effects on energy use and economic output of increases in energy prices (e.g., a carbon charge) and other incentive-based policies or energy-efficiency programs. Energy sectors and sub-sector activities included in the model involve energy extraction conversion and transportation. There are business opportunities to produce energy-efficient goods (i.e., appliances, control systems, buildings, automobiles, clean electricity). These activities are represented in the model by characterizing their likely production processes (e.g., lighter weight motor vehicles). Also, multiple industrial processes can produce the same output but with different technologies and inputs. Secondary recovery, i.e., recycling processes, are examples of these multiple processes. Combined heat and power (CHP) is also represented for energy-intensive industries. Other modules represent residential and commercial building technologies to supply energy services. All sectors of the economy command real resources (capital services and labor).

    A large, and growing, part of the Nation's economy either serves or depends upon the information technology industry. These high-tech or "digital" enterprises are characterized by a dependence on electronic devices, need for completely reliable power supply, and intolerance to any power quality problems. In some cases these enterprises are densely populated with electronic loads and have very high energy usage per square foot. Serving these enterprises presents both electric power and equipment cooling challenges. Traditional electric utilities are often hard-pressed to deliver power that meets the stringent requirements of digital customers, and the economic and social consequences of a service quality or reliability problem can be large. New energy delivery and control options must be developed to effectively serve a digital economy. The task of defining and measuring energy efficiency and creating statistical measures as descriptors is a daunting one. This publication is not a final product, but is EIA`s first attempt to define and measure energy efficiency in a systematic and robust manner for each of the sectors and the United States economy as a whole. In this process, EIA has relied on discussions, customer reviews, in-house reviews, and seminars that have focused on energy efficiency in each of the sectors. EIA solicits the continued participation of its customers in further refining this work.

    The U.S. transportation sector is almost totally dependent on liquid hydrocarbon fuels, primarily gasoline and diesel fuel from conventional oil. In 2002, the transportation sector accounted for 69 percent of the U.S. oil use; highway vehicles accounted for 54 percent of the U.S. oil use. Of the total energy consumed in the U.S., more than 40 percent came from oil. More significantly, more than half of this oil is imported and is projected by the Energy Information Agency (EIA) to increase to 68 percent by 2025 [1]. The supply and price of oil have been dictated by the Organization of Petroleum Exporting Countries (OPEC). In 2002, OPEC accounted for 39 percent of world oil production and this is projected by the EIA to increase to 50 percent in 2025. Of the world's oil reserves, about 80 percent is owned by OPEC members. Major oil price shocks have disrupted world energy markets four times in the past 30 years (1973-74, 1979-80, 1990-1991, and 1999- 2000) and with each came either a recession or slowdown in the GDP (Gross Domestic Product) of the United States. In addition, these market upheavals have cost the U.S. approximately $7 trillion (in 1998 dollars) in total economic costs [2]. Finally, it is estimated that military expenditures for defending oil supplies in the Middle East range from $6 billion to $60 billion per year [3] and do not take into account the costs of recent military operations in Iraq (i.e., Operation Iraqi Freedom, 2003). At the outset of his administration in 2001, President George W. Bush established the National Energy Policy Development (NEPD) Group to develop a national energy policy to promote dependable, affordable, and environmentally sound energy for the future in order to avert potential energy crises. In the National Energy Policy report [4], the NEPD Group urges action by the President to meet five specific national goals that America must meet--''modernize conservation, modernize our energy infrastructure, increase energy supplies, accelerate the protection and improvement of the environment, and increase our nation's energy security.'' It is generally recognized that energy security can be achieved partially by reducing importation of oil from sources that are less politically stable.

    The Advanced Vehicle Testing Activity (AVTA), part of the U.S. Department of Energy’s FreedomCAR and Vehicle Technologies Program, has conducted testing of advanced technology vehicles since August, 1995 in support of the AVTA goal to provide benchmark data for technology modeling, and research and development programs. The AVTA has tested over 200 advanced technology vehicles including full size electric vehicles, urban electric vehicles, neighborhood electric vehicles, and hydrogen internal combustion engine powered vehicles. Currently, the AVTA is conducting significant tests of hybrid electric vehicles (HEV). This testing has included all HEVs produced by major automotive manufacturers and spans over 1.3 million miles. The results of all testing are posted on the AVTA web page maintained by the Idaho National Laboratory. Through the course of this testing, the fuel economy of HEV fleets has been monitored and analyzed to determine the "real world" performance of their hybrid energy systems, particularly the battery. While the initial "real world" fuel economy of these vehicles has typically been less than that evaluated by the manufacturer and varies significantly with environmental conditions, the fuel economy and, therefore, battery performance, has remained stable over vehicle life (160,000 miles).

    This report documents a computable general equilibrium (CGE) model of the economy of Haiti, emphasizing energy use in agriculture. CGE models compare favorably with econometric models for developing countries in terms of their ability to take advantage of available data. The model of Haiti contains ten production sectors: manufacturing, services, transportation, electricity, rice, coffee, sugar cane, sugar refining, general agriculture, and fuelwood and charcoal. All production functions use functional forms which permit factor substitution. Consumption is specified for three income categories of consumers and a government sector with a linear expenditure system (LES) of demand equations. The economy exports four categories of products and imports six. Balanced trade and capital accounts are required for equilibrium. Total sectoral allocations of land, labor and capital are constrained to equal the quantities of these inputs in the Haitian economy as of the early 1980s. The model can be used to study the consequences of fiscal and trade policies and sectorally oriented productivity improvement policies. Guidance is offered regarding how to use the model to study economic growth and technological change. Limitations of the mode are also pointed out as well as user strategies which can lessen or work around some of those limitations. 19 refs.

    This paper presents estimates of the full cycle energy and emissions impacts of light-duty vehicles with tripled fuel economy (3X vehicles) as currently being developed by the Partnership for a New Generation of Vehicles (PNGV). Seven engine and fuel combinations were analyzed: reformulated gasoline, methanol, and ethanol in spark-ignition, direct-injection engines; low sulfur diesel and dimethyl ether in compression-ignition, direct-injection engines; and hydrogen and methanol in fuel-cell vehicles. The fuel efficiency gain by 3X vehicles translated directly into reductions in total energy demand, petroleum demand, and carbon dioxide emissions.     Reducing energy demand and increasing renewable energy generation from state and local clean energy initiatives—such as goals, standards, codes, funds, and programs—generate many benefits including: ••Security, diversity, and overall reliability improvements for the electric system. ••Improved environmental quality, human health, and quality of life. ••Increased economic prosperity. This brochure is part of a series and focuses on economic benefits. What are the economic benefits of clean energy? Clean energy initiatives, including those that advance energy efficiency, renewable energy and clean distributed generation can: ?Lower ? energy costs. ?Increase ? personal disposable income. ?Increase ? revenue for businesses. ?Increase ? income, employment, and output. ?Reduce ? fuel costs and new electric power plant construction costs. ?Reduce ? health care costs as a result of better air quality and public health. How do clean energy initiatives benefit the economy? ?Direct ? Economic Benefits: Companies that provide the equipment, technologies, and services needed to implement an initiative benefit from increased demand, which increases their revenue and their ability to hire more people.     This study examines the integration of the Brazilian economy in the global economy as a determining factor for the energy efficiency of its industry. Depending upon the profile of a country's exports (i.e., depending upon the share of energy-intensive exports out of total exports), different quantities of energy are required to produce the country's exported goods, which may counterbalance efforts made elsewhere to improve the overall energy efficiency of the country's industry. Different scenarios for the energy embodied in the industrial exports of Brazil are considered for the period 1995--2015. These scenarios are a combination of different shares of energy-intensive goods in the total exports of the country with different assumptions for gains obtained in industrial energy efficiency over time. For all scenarios the same fundamental hypothesis of liberalization of commerce and economic growth are assumed. Results for the year 2015 show that the total energy embodied in industrial exports varies from 1,413 PJ to 2,491 PJ, and the total industrial use of energy varies from 3,858 PJ to 6,153 PJ, depending upon the assumptions made. This is equivalent to an average industrial energy intensity variation ranging from 13.8 MJ to 22.0 MJ per US$-1985. The authors conclude that any policy aimed at improving Brazil's overall industrial energy efficiency should concentrate not only on the reduction of the energy intensity of particular industrial sectors, but also (and, perhaps, more importantly) on rethinking the very strategy for the integration of the country's economy in the global market in the future, with respect to the share of energy-intensive goods out of total exports. The focus is not incidental, for the ongoing structural changes in Brazilian exports alone may come to offset any efficiency improvements achieved by the national industry as a whole.

  18. Hydrogen Economy: Opportunities and Challenges *

    A hydrogen economy, the long-term goal of many nations, can potentially provide energy security, along with environmental and economic benefits. However, the transition from a conventional petroleum-based energy system to a hydrogen economy involves many uncertainties, such as the development of efficient fuel cell technologies, problems in hydrogen production and distribution infrastructure, and the response of petroleum markets. This study uses the U.S. MARKAL model to simulate the impacts of hydrogen technologies on the U.S. energy system and identify potential impediments to a successful transition. Preliminary findings identify potential market barriers facing the hydrogen economy, as well as opportunities in new R&D and product markets for bioproducts. Quantitative analysis also offers insights on policy options for promoting hydrogen technologies. The objective of this paper is to study the transition from a petroleum-based energy system to a hydrogen economy, and ascertain the consequent opportunities and

    Two key overarching goals of this Initiative are enhancing the efficiency and competitiveness of U.S. industry and reducing the trends toward higher imports. These goals take into account new Federal policies that reflect economic needs, including economic growth, deficit reduction, job creation and security, and global competitiveness, as well as the need to preserve the environment, improve energy efficiency, and provide for national security. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

    Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively new to the field, such as the over 2,000 towns, cities, states, and regions who are recipients of American Reinvestment and Recovery Act funds for clean energy programs. This report synthesizes lessons from first generation programs, highlights emerging best practices, and suggests methods and approaches to use in designing, implementing, and evaluating these programs. We examined 14 residential energy efficiency programs, conducted an extensive literature review, interviewed industry experts, and surveyed residential contractors to draw out these lessons.
