    As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

    This document offers a menu of 18 different, yet complimentary preferred practices and policies. The best practices cover all phases of the wind energy development process - from the policies that allow for wind development, to the sustainable operation of a wind project, to the best practices for decommissioning a spent turbine - including applications for offshore wind. The practices include those that have been previously tested and proven effective, as well as new practices that were identified by experts in the field as needed for future wind developments. Each best practice includes information about the opportunities and challenges (pros and cons), and offers a case example that illustrates how that best practice is being utilized by a particular jurisdiction or wind project. The practices described in this publication were selected by a diverse group of interests from the Great Lakes Wind Collaborative that included environmental groups, industry, and federal, state and local government regulators. They were identified through a year long process that included a literature review, online survey and interviews with individuals from the public, private and non-profit sectors.

    EXECUTIVE SUMMARY The benefits of wind energy had previously been captured in the literature at an overview level with relatively low transparency or ability to understand the basis for that information. This has limited improvement and decision-making to larger questions such as wind versus other electrical sources (such as coal-fired plants). This research project has established a substantially different approach which is to add modular, high granularity life cycle inventory (lci) information that can be used by a wide range of decision-makers, seeking environmental improvement. Results from this project have expanded the understanding and evaluation of the underlying factors that can improve both manufacturing processes and specifically wind generators. The use of life cycle inventory techniques has provided a uniform framework to understand and compare the full range of environmental improvement in manufacturing, hence the concept of green manufacturing. In this project, the focus is on 1. the manufacturing steps that transform materials and chemicals into functioning products 2. the supply chain and end-of-life influences of materials and chemicals used in industry Results have been applied to wind generators, but also impact the larger U.S. product manufacturing base. For chemicals and materials, this project has provided a standard format for each lci that contains an overview and description, a process flow diagram, detailed mass balances, detailed energy of unit processes, and an executive summary. This is suitable for integration into other life cycle databases (such as that at NREL), so that broad use can be achieved. The use of representative processes allows unrestricted use of project results. With the framework refined in this project, information gathering was initiated for chemicals and materials in wind generation. Since manufacturing is one of the most significant parts of the environmental domain for wind generation improvement, this project research has developed a fundamental approach. The emphasis was place on individual unit processes as an organizing framework to understand the life cycle of manufactured products. The rearrangement of unit processes provides an efficient and versatile means of understanding improved manufactured products such as wind generators. The taxonomy and structure of unit process lci were developed in this project. A series of ten unit process lci were developed to sample the major segments of the manufacturing unit process taxonomy. Technical and economic effectiveness has been a focus of the project research in Task three. The use of repeatable modules for the organization of information on environmental improvement has a long term impact. The information developed can be used and reused in a variety of manufacturing plants and for a range of wind generator sizes and designs. Such a modular approach will lower the cost of life cycle analysis, that is often asked questions of carbon footprint, environmental impact, and sustainability. The use of a website for dissemination, linked to NREL, adds to the economic benefit as more users have access to the lci information. Benefit to the public has been achieved by a well-attended WSU conference, as well as presentations for the Kansas Wind Energy Commission. Attendees represented public interests, land owners, wind farm developers, those interested in green jobs, and industry. Another benefit to the public is the start of information flow from manufacturers that can inform individuals about products.

    EXECUTIVE SUMARRY This report presents accomplishments, results, and future work for one task of five in the Wichita State University Sustainable Energy Solutions Project: To develop a scale model laboratory distribution system for research into questions that arise from networked control and monitoring of low-wind energy systems connected to the AC distribution system. The lab models developed under this task are located in the Electric Power Quality Lab in the Engineering Research Building on the Wichita State University campus. The lab system consists of four parts: 1. A doubly-fed induction generator 2. A wind turbine emulator 3. A solar photovoltaic emulator, with battery energy storage 4. Distribution transformers, lines, and other components, and wireless and wired communications and control These lab elements will be interconnected and will function together to form a complete testbed for distributed resource monitoring and control strategies and smart grid applications testing. Development of the lab system will continue beyond this project.

    EXECUTIVE SUMARRY Energy storage to reduce peak-load demands on utilities is emerging as an important way to address the intermittency of renewable energy resources. Wind energy produced in the middle of the night may be wasted unless it can be stored, and conversely, solar energy production could be used after the sun goes down if we had an efficient way to store it. It is uses an electrochemical process to convert hydrogen gas into electricity. The role of fuel cells in energy storage is a very important criteria and it is compared with regular batteries for the advantages of fuel cells over the latter. For this reason fuel cells can be employed. PEM fuel cells can be effectively used for this reason. But the performance and durability of PEM fuel cells are significantly affected by the various components used in a PEM cell. Several parameters affect the performance and durability of fuel cells. They are water management, degradation of components, cell contamination, reactant starvation and thermal management. Water management is the parameter which plays a major role in the performance of a fuel cell. Based on the reviews, improvement of condensation on the cathode side of a fuel cell is expected to improve the performance of the fuel cell by reducing cathode flooding. Microchannels and minichannels can enhance condensation on the cathode side of a fuel cell. Computational fluid dynamics (CFD) analysis was performed to evaluate and compare the condensation of steam in mini and microchannels with hydraulic diameter of 2mm, 2.66mm, 200µm and 266µm respectively. The simulation was run at various mass flux values ranging from 0.5 kg/m2s and 4 kg/m2s. The length of the mini and microchannels were in the range of 20 mm to 100 mm. CFD software’s GAMBIT and FLUENT were used for simulating the condensation process through the mini and microchannels. Steam flowed through the channels, whose walls were cooled by natural convection of air at room temperature. The outlet temperature of the condensate was in the range of 25oC to 90oC. The condensation process in minichannels was observed to be different from that in microchannels. It was found that the outlet temperature of the condensate decreased as the diameter of the channel decreased. It was also evident that the increase in length of the channel further decreased the outlet temperature of the condensate and subsequently the condensation heat flux. The investigation also showed that the pressure drop along the channel length increased with decreasing hydraulic diameter and length of the mini and micro channel. Conversely, the pressure drop along the channel increased with increasing inlet velocity of the stream. It was then suggested to use microchannels on the cathode section of a fuel cell for improved condensation.

    Current building energy simulation technology requires excessive labor, time and expertise to create building energy models, excessive computational time for accurate simulations and difficulties with the interpretation of the results. These deficiencies can be ameliorated using modern graphical user interfaces and algorithms which take advantage of modern computer architectures and display capabilities. To prove this hypothesis, we developed an experimental test bed for building energy simulation. This novel test bed environment offers an easy-to-use interactivemoreĀ Ā» graphical interface, provides access to innovative simulation modules that run at accelerated computational speeds, and presents new graphics visualization methods to interpret simulation results. Our system offers the promise of dramatic ease of use in comparison with currently available building energy simulation tools. Its modular structure makes it suitable for early stage building design, as a research platform for the investigation of new simulation methods, and as a tool for teaching concepts of sustainable design. Improvements in the accuracy and execution speed of many of the simulation modules are based on the modification of advanced computer graphics rendering algorithms. Significant performance improvements are demonstrated in several computationally expensive energy simulation modules. The incorporation of these modern graphical techniques should advance the state of the art in the domain of whole building energy analysis and building performance simulation, particularly at the conceptual design stage when decisions have the greatest impact. More importantly, these better simulation tools will enable the transition from prescriptive to performative energy codes, resulting in better, more efficient designs for our future built environment.Ā«Ā less

    EXECUTIVE SUMARRY Wind as a source of energy has gained a significant amount of attention because it is free and green. Construction of a wind farm involves considerable investment, which includes the cost of turbines, nacelles, and towers as well as logistical costs such as transportation of oversized parts and installation costs such as crane-rental costs. The terrain effects at the project site exert considerable influence on the turbine assembly rate and the project duration, which increases the overall installation cost. For higher capacity wind turbines (>3MW), the rental cost of the cranes is significant. In this study, the impact of interest rate, sales price of electricity, terrain effects and availability of cranes on the duration of installation and payback period for the project is analyzed. Optimization of the logistic activities involved during the construction phase of a wind farm contributes to the reduction of the project duration and also increases electricity generation during the construction phase.

    A vertical axis wind turbine is described. The wind turbine can include a top ring, a middle ring and a lower ring, wherein a plurality of vertical airfoils are disposed between the rings. For example, three vertical airfoils can be attached between the upper ring and the middle ring. In addition, three more vertical airfoils can be attached between the lower ring and the middle ring. When wind contacts the vertically arranged airfoils the rings begin to spin. By connecting the rings to a center pole which spins an alternator, electricity can be generated from wind.

    EXECUTIVE SUMARY In this subtask, the manufacturability of hybrid carbon-glass fiber-reinforced composite wind turbine blades using Vacuum-Assisted Resin Transfer Molding (VARTM) was investigated. The objective of this investigation was to study the VARTM process and its parameters to manufacture cost-effective wind turbine blades with no defects (mainly eliminate dry spots and reduce manufacturing time). A 2.5-dimensional model and a 3-dimensional model were developed to simulate mold filling and part curing under different conditions. These conditions included isothermal and non-isothermal filling, curing of the part during and after filling, and placement of injection gates at different locations. Results from this investigation reveal that the process can be simulated and also that manufacturing parameters can be optimized to eliminate dry spot formation and reduce the manufacturing time. Using computer-based models is a cost-effective way to simulate manufacturing of wind turbine blades. The approach taken herein allows the design of the wind blade manufacturing processes without physically running trial-and-error experiments that are expensive and time-consuming; especially for larger blades needed for more demanding environmental conditions. This will benefit the wind energy industry by reducing initial design and manufacturing costs which can later be passed down to consumers and consequently make the wind energy industry more competitive.

    A winding and method of winding for a submersible linear pump for pumping liquid sodium is disclosed. The pump includes a stator having a central cylindrical duct preferably vertically aligned. The central vertical duct is surrounded by a system of coils in slots. These slots are interleaved with magnetic flux conducting elements, these magnetic flux conducting elements forming a continuous magnetic field conduction path along the stator. The central duct has placed therein a cylindrical magnetic conducting core, this core having a cylindrical diameter less than the diameter of the cylindrical duct. The core once placed to the duct defines a cylindrical interstitial pumping volume of the pump. This cylindrical interstitial pumping volume preferably defines an inlet at the bottom of the pump, and an outlet at the top of the pump. Pump operation occurs by static windings in the outer stator sequentially conveying toroidal fields from the pump inlet at the bottom of the pump to the pump outlet at the top of the pump. The winding apparatus and method of winding disclosed uses multiple slots per pole per phase with parallel winding legs on each phase equal to or less than the number of slots per pole per phase. The slot sequence per pole per phase is chosen to equalize the variations in flux density of the pump sodium as it passes into the pump at the pump inlet with little or no flux and acquires magnetic flux in passage through the pump to the pump outlet.

    EXECUTIVE SUMARRY An evaluation of nondestructive structural health monitoring methods was completed with over 132 documents, 37 specifically about wind turbines, summarized into a technology matrix. This matrix lists the technology, what can be monitored with this technology, and gives a short summary of the key aspects of the technology and its application. Passive and active acoustic emission equipment from Physical Acoustics Corp. and Acellent Technologies have been evaluated and selected for use in experimental state loading and fatigue tests of composite wind turbine blade materials. Acoustic Emission (AE) and Active Ultrasonic Testing (AUT), were applied to composite coupons with both simulated and actual damage. The results found that, while composites are more complicated in nature, compared to metallic structures, an artificial neural network analysis could still be used to determine damage. For the AE system, the failure mode could be determined (i.e. fiber breakage, delamination, etc.). The Acellent system has been evaluated to work well with composite materials. A test-rig for reliability testing of the rotating components was constructed. The research on the types of bearings used in the wind turbines indicated that in most of the designs, the main bearings utilized to support the shaft are cylindrical roller bearings. The accelerated degradation testing of a population of bearings was performed. Vibration and acoustic emission data was collected and analyzed in order to identify a representative degradation signal for each bearing to identify the initiation of the degradation process in the bearings. Afterwards, the RMS of the vibration signal from degradation initiation up to the end of the useful life of the bearing was selected to predict the remaining useful life of the bearing. This step included fitting Autoregressive Moving Average (ARMA) models to the degradation signals and approximating the probability distribution function (PDF) of remaining useful life based on the results of Monte-Carlo simulation of the ARMA models. This step was performed for different percentages of the degradation signal of each bearing. The accuracy of the proposed approach then was assessed by comparing the actual life of the bearing and the estimated life of the bearing from the developed models. The results were impressive and indicated that the accuracy of the models improved as more data was utilized in developing the ARMA models (we get closer to the end of the life of the bearing).

    Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications.     A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

    The INL Wind Farm project proposes to install a 20 MW to 40 MW wind farm on government property, consisting of approximately ten to twenty full-sized (80-meter hub height) towers with 2 MW turbines, and access roads. This includes identifying the optimal turbine locations, building access roads, and pouring the tower foundations in preparation for turbine installation. The project successfully identified a location on INL lands with commercially viable wind resources (i.e., greater than 11 mph sustained winds) for a 20 to 40 MW wind farm. Additionally, the proposed Wind Farm was evaluated against other General Plant Projects, General Purpose Capital Equipment projects, and Line Item Construction Projects at the INL to show the relative importance of the proposed Wind Farm project.

Improvements to aboveground buildings, in contrast, may not yield early economic benefits in spite of a favorable benefit-to-cost ratio. This, in addition to sensitivity to initial costs, traditionalism in residential construction, and lack of professional input to design, impede the widespread use of underground improvements and the subsequent economic losses from severe winds.     The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack reduced the wake size and enhanced the vortices in the flow downstream of the turbine-tower compared with the tower alone case. Mean and rms velocity distributions from hot wire anemometer data confirmed that in a downwind configuration, the wake of the tower dominates the flow, thus the flow fields of a tower alone and tower-turbine combinations are nearly the same. For the upwind configuration, the mean velocity shows a narrowing of the wake compared with the tower alone case. The downwind configuration wake persisted longer than that of an upwind configuration; however, it was not possible to quantify this difference because of the size limitation of the wind tunnel downstream of the test section. The water tunnel studies demonstrated that the scale model studies could be used to adequately produce accurate motions to model the motions of a wind turbine platform subject to large waves. It was found that the important factors that affect the platform is whether the platform is submerged or surface piercing. In the former, the loads on the platform will be relatively reduced whereas in the latter case, the structure pierces the wave free surface and gains stiffness and stability. The other important element that affects the movement of the platform is depth of the sea in which the wind turbine will be installed. Furthermore, the wildlife biology component evaluated migratory patterns by different monitoring systems consisting of marine radar, thermal IR camera and acoustic recorders. The types of radar used in the project are weather surveillance radar and marine radar. The weather surveillance radar (1988 Doppler), also known as Next Generation Radar (NEXRAD), provides a network of weather stations in the US. Data generated from this network were used to understand general migratory patterns, migratory stopover habitats, and other patterns caused by the effects of weather conditions. At a local scale our marine radar was used to complement the datasets from NEXRAD and to collect additional monitoring parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species. Our work focused on the design and development of custom built marine radar that used t-bar and parabolic dish antennas. The marine radar used in the project was Furuno (XANK250) which was coupled with a XIR3000B digitizing card from Russell Technologies for collection of the radar data. The radar data was processed by open source radR processing software using different computational techniques and methods. Additional data from thermal IR imaging cameras were collected to detect heat emitted from objects and provide information on movements of birds and bats, data which we used for different animal flight behavior analysis. Lastly, the data from the acoustic recorders were used to provide the number of bird calls for assessing patterns and peak passage rates during migration. The development of the geospatial database included collection of different data sources that are used to support offshore wind turbine development. Many different data sets were collected and organized using initial version of web-based repository software tools that can accommodate distribution of rectified pertinent data sets such as the lake depth, lake bottom engineering parameters, extent of ice, navigation pathways, wind speed, important bird habitats, fish efforts and other layers that are relevant for supporting robust offshore wind turbine developments. Additional geospatial products developed during the project included few different prototypes for offshore wind farm suitability which can involve different stakeholders and participants for solving complex planning problems and building consensus. Some of the prototypes include spatial decision support system (SDSS) for collaborative decision making, a web-based Participatory Geographic Information System (PGIS) framework for evaluating importance of different decision alternatives using different evaluation criteria, and an Android application for collection of field data using mobile and tablet devices . In summary, the simulations of two- and three-blade wind turbines suggested that two-bladed machines could produce comparable annual energy as the three-blade wind turbines but have a lighter tower top weight, which leads to lower cost of energy. In addition, the two-blade rotor configuration potentially costs 20% less than a three blade configuration that produces the same power at the same site. The cost model analysis predicted a potential cost savings of approximately 15% for offshore two-blade wind turbines. The foundation design for a wind turbine in Lake Erie is likely to be driven by ice loads based on the currently available ice data and ice mechanics models. Hence, for Lake Eire, the cost savings will be somewhat smaller than the other lakes in the Great Lakes. Considering the size of cranes and vessels currently available in the Great Lakes, the cost optimal wind turbine size should be 3 MW, not larger. The surveillance data from different monitoring systems suggested that bird and bat passage rates per hour were comparable during heavy migrations in both spring and fall seasons while passage rates were significantly correlated to wind directions and wind speeds. The altitude of migration was higher during heavy migrations and higher over water relative to over land. Notable portions of migration on some spring nights occurred parallel the shoreline, often moving perpendicular to southern winds. The birds approaching the Western basin have a higher propensity to cross than birds approaching the Central basin of Lake Erie and as such offshore turbine development might be a better option further east towards Cleveland than in the Western basin. The high stopover density was more strongly associated with migration volume the following night rather than the preceding night. The processed mean scalar wind speeds with temporal resolutions as fine as 10-minute intervals near turbine height showed that August is the month with the weakest winds while December is the month, which typically has the strongest winds. The ice data suggests that shallow western basin of Lake Erie has higher ice cover duration many times exceeding 90 days during some winters.

    This report discloses the design and development of an innovative wind tower system having an axisymmetric wind deflecting structure with a plurality of symmetrically mounted rooftop size wind turbines near the axisymmetric structure. The purpose of the wind deflecting structure is to increase the ambient wind speed that in turn results in an overall increase in the power capacity of the wind turbines. Two working prototypes were constructed and installed in the summer of 2009 and 2012 respectively. The system installed in the Summer of 2009 has a cylindrical wind deflecting structure, while the tower installed in 2012 has a spiral-shape wind deflecting structure. Each tower has 4 turbines, each rated at 1.65 KW Name-Plate-Rating. Before fabricating the full-size prototypes, computational fluid dynamic (CFD) analyses and scaled-down table-top models were used to predict the performance of the full-scale models. The performance results obtained from the full-size prototypes validated the results obtained from the computational models and those of the scaled-down models. The second prototype (spiral configuration) showed at a wind speed of 11 miles per hour (4.9 m/s) the power output of the system could reach 1,288 watt, when a typical turbine installation, with no wind deflecting structure, could produce only 200 watt by the same turbines at the same wind speed. At a wind speed of 18 miles per hour (8 m/sec), the spiral prototype produces 6,143 watt, while the power generated by the same turbines would be 1,412 watt in the absence of a wind deflecting structure under the same wind speed. Four US patents were allowed, and are in print, as the results of this project (US 7,540,706, US 7,679,209, US 7,845,904, and US 8,002,516).

  17. Uncovering the single top: observation of electroweak top quark production

    The top quark is generally produced in quark and anti-quark pairs. However, the Standard Model also predicts the production of only one top quark which is mediated by the electroweak interaction, known as 'Single Top'. Single Top quark production is important because it provides a unique and direct way to measure the CKM matrix element V{sub tb}, and can be used to explore physics possibilities beyond the Standard Model predictions. This dissertation presents the results of the observation of Single Top using 2.3 fb{sup -1} of Data collected with the D0 detector at the Fermilab Tevatron collider. The analysis includes the Single Top muon+jets and electron+jets final states and employs Boosted Decision Tress as a method to separate the signal from the background. The resulting Single Top cross section measurement is: (1) {sigma}(p{bar p} {yields} tb + X, tqb + X) = 3.74{sub -0.74}{sup +0.95} pb, where the errors include both statistical and systematic uncertainties. The probability to measure a cross section at this value or higher in the absence of signal is p = 1.9 x 10{sup -6}. This corresponds to a standard deviation Gaussian equivalence of 4.6. When combining this result with two other analysis methods, the resulting cross section measurement is: (2) {sigma}(p{bar p} {yields} tb + X, tqb + X) = 3.94 {+-} 0.88 pb, and the corresponding measurement significance is 5.0 standard deviations.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    Wind power production is variable, but also has diurnal and seasonal patterns. These patterns differ between sites, potentially making electric power from some wind sites more valuable for meeting customer loads or selling in wholesale power markets. This paper investigates whether the timing of wind significantly affects the value of electricity from sites in California and the Northwestern United States. We use both measured and modeled wind data and estimate the time-varying value of wind power with both financial and load-based metrics. We find that the potential difference in wholesale market value between better-correlated and poorly correlated wind sites is modest, on the order of 5-10 percent. A load-based metric, power production during the top 10 percent of peak load hours, varies more strongly between sites, suggesting that the capacity value of different wind projects could vary by as much as 50 percent based on the timing of wind alone.

    Scientists are front and center in quantifying and solving environmental problems. Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box). These are significant sums considering the opportunity costs in terms of the amount of additional research that could be funded and emissions that could be reduced if the underlying energy was used more efficiently. By following commercially proven best practices in facility design and operation, scientists--and the sponsors of science--can cost-effectively halve these costs, while doing their part to put society on alow-carbon diet.

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    Top quark production is observed in{bar p}p collisions at{radical}s= 1.8 TeV at the Fermilab Tevatron. The Collider Detector at Fermilab (CDF) and D{O} observe signals consistent with t{bar t} to WWb{bar b}, but inconsistent with the background prediction by 4.8{sigma} (CDF), 4.6a (D{O}). Additional evidence for the top quark Is provided by a peak in the reconstructed mass distribution. The kinematic properties of the excess events are consistent with the top quark decay. They measure the top quark mass to be 176{plus_minus}8(stat.){plus_minus}10(sys.) GeV/c{sup 2} (CDF), 199{sub -21}{sup+19}(stat.){plus_minus}22(sys.) GeV/c{sup 2} (D{O}), and the t{bar t} production cross section to be 6.8{sub -2.4}{sup+3.6}pb (CDF), 6.4{plus_minus}2.2 pb (D{O}).

    Top quark decays are interesting as a mean to test the Standard Model (SM) predictions. The Cabbibo-Kobayashi-Maskawa (CKM)-suppressed process t{yields}cWW, and the rare decays t{yields}cZ, t{yields}H{sup 0}+c, and t{yields}c{gamma} an excellent window to probe the predictions of theories beyond the SM. We evaluate the flavor changing neutral currents (FCNC) decay t{yields}H{sup 0}+c in the context of Alternative Left-Right symmetric Models (ALRM) with extra isosinglet heavy fermions; the FCNC decays may place at tree level and are only supressed by the mixing between ordinary top and charm quarks. We also comment on the decay process t{yields}c+{gamma}, which involves radiative corrections.

    Preliminary results on the measurement of four selected properties of the top quark are presented. The relative fraction of t{bar t} production through gluon fusion has been measured in the t{bar t} dilepton decay channel by the CDF Collaboration as F{sub gg} = 0.53{sub -0.38}{sup +0.36}. Using an integrated luminosity of 2.7 fb{sup -1} collected with the CDF II detector, we also determine the t{bar t} differential cross section with respect to values up to {approx}1 TeV of the t{bar t} invariant mass. We present a model-independent measurement of the helicity of W bosons produced in top quark decays, using an integrated luminosity of up to 2.7 fb{sup -1} collected by the D0 detector, and find the fraction of longitudinal W bosons f{sub 0} = 0.49 {+-} 0.14, and the fraction of right-handed W bosons f{sub +} = 0.11 {+-} 0.08. Finally, we measure the parton level forward-backward asymmetry of pair produced top quarks using an integrated luminosity of 3.2 fb{sup -1} collected with the CDF II detector, and find A{sub FB} = 0.19 {+-} 0.07. All results are consistent with the predictions of the standard model.

    The disclosed invention is utilized for mounting a wind turbine and blade assembly on the upper end of a wind turbine tower. The invention generally includes a frame or truss that is pivotally secured to the top bay assembly of the tower. A transverse beam is connected to the frame or truss and extends fore of the tower when the frame or truss is in a first position and generally above the tower when in a second position. When in the first position, a wind turbine or blade assembly can be hoisted to the top of the tower. The wind turbine or blade assembly is then moved into position for mounting to the tower as the frame or truss is pivoted to a second position. When the turbine and blade assembly are secured to the tower, the frame or truss is disconnected from the tower and lowered to the ground.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michiganā€™s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan. Four research objectives were defined for the project including to: 1) test and validate floating LIDAR technology; 2) collect and access offshore wind data; 3) detect and measure bird and bat activity over Lake Michigan; 4) conduct an over water sound propagation study; 5) prepare and offer a college course on offshore energy, and; 6) collect other environmental, bathometric, and atmospheric data. Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies. Related activities included: ā€¢ Siting, permitting, and deploying an offshore floating MET facility; ā€¢ Validating the accuracy of floating LWS using near shoreline cup anemometer MET instruments; ā€¢ Assessment of laser pulse technology (LIDAR) capability to establish hub height measurement of wind conditions at multiple locations on Lake Michigan; ā€¢ Utilizing an extended-season (9-10 month) strategy to collect hub height wind data and weather conditions on Lake Michigan; ā€¢ Investigation of technology best suited for wireless data transmission from distant offshore structures; ā€¢ Conducting field-validated sound propagation study for a hypothetical offshore wind farm from shoreline locations; ā€¢ Identifying the presence or absence of bird and bat species near wind assessment facilities; ā€¢ Identifying the presence or absence of benthic and pelagic species near wind assessment facilities; All proposed project activities were completed with the following major findings: ā€¢ Floating Laser Wind Sensors are capable of high quality measurement and recordings of wind resources. The WindSentinel presented no significant operational or statistical limitations in recording wind data technology at a at a high confidence level as compared to traditional anemometer cup technology. ā€¢ During storms, mean Turbulent Kinetic Energy (TKE) increases with height above water; ā€¢ Sufficient wind resources exist over Lake Michigan to generate 7,684 kWh of power using a 850 kW rated turbine at elevations between 90 - 125 meters, a height lower than originally anticipated for optimum power generation; ā€¢ Based on initial assessments, wind characteristics are not significantly different at distant (thirty-two mile) offshore locations as compared to near-shore (six mile) locations; ā€¢ Significant cost savings can be achieved in generation wind energy at lower turbine heights and locating closer to shore. ā€¢ Siting must be sufficiently distant from shore to minimize visual impact and to address public sentiment about offshore wind development; ā€¢ Project results show that birds and bats do frequent the middle of Lake Michigan, bats more so than birds; ā€¢ Based on the wind resource assessment and depths of Lake Michigan encountered during the project, future turbine placement will most likely need to incorporate floating or anchored technology; ā€¢ The most appropriate siting of offshore wind energy locations will enable direct routing of transmission cables to existing generating and transmission facilities located along the Michigan shoreline; ā€¢ Wind turbine noise propagation from a wind energy generating facility at a five mile offshore location will not be audible at the shoreline over normal background sound levels.

    The Magnetohydrodynamics (MHD) Integrated Topping Cycle (ITC) Project represents the culmination of the proof-of-concept (POC) development stage in the US Department of Energy (DOE) program to advance MHD technology to early commercial development stage utility power applications. The project is a joint effort, combining the skills of three topping cycle component developers: TRW, Avco/TDS, and Westinghouse. TRW, the prime contractor and system integrator, is responsible for the 50 thermal megawatt (50 MW{sub t}) slagging coal combustion subsystem. Avco/TDS is responsible for the MHD channel subsystem (nozzle, channel, diffuser, and power conditioning circuits), and Westinghouse is responsible for the current consolidation subsystem. The ITC Project will advance the state-of-the-art in MHD power systems with the design, construction, and integrated testing of 50 MW{sub t} power train components which are prototypical of the equipment that will be used in an early commercial scale MHD utility retrofit. Long duration testing of the integrated power train at the Component Development and Integration Facility (CDIF) in Butte, Montana will be performed, so that by the early 1990's, an engineering data base on the reliability, availability, maintainability and performance of the system will be available to allow scaleup of the prototypical designs to the next development level. This Sixteenth Quarterly Technical Progress Report covers the period May 1, 1991 to July 31, 1991.

    The overall objective of the project is to design and construct prototypical hardware for an integrated MHD topping cycle, and conduct long duration proof-of-concept tests of integrated system at the US DOE Component Development and Integration Facility in Butte, Montana. The results of the long duration tests will augment the existing engineering design data base on MHD power train reliability, availability, maintainability, and performance, and will serve as a basis for scaling up the topping cycle design to the next level of development, an early commercial scale power plant retrofit. The components of the MHD power train to be designed, fabricated, and tested include: A slagging coal combustor with a rated capacity of 50 MW thermal input, capable of operation with an Eastern (Illinois {number sign}6) or Western (Montana Rosebud) coal, a segmented supersonic nozzle, a supersonic MHD channel capable of generating at least 1.5 MW of electrical power, a segmented supersonic diffuser section to interface the channel with existing facility quench and exhaust systems, a complete set of current control circuits for local diagonal current control along the channel, and a set of current consolidation circuits to interface the channel with the existing facility inverter.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

Manufacturing of the prototypical combustor pressure shell has been completed including leak, proof, and assembly fit checking. Manufacturing of forty-five cooling panels was also completed including leak, proof, and flow testing. All precombustor internal components (combustion can baffle and swirl box) were received and checked, and integration of the components was initiated. A decision was made regarding the primary and backup designs for the 1A4 channel. The assembly of the channel related prototypical hardware continued. The cathode wall electrical wiring is now complete. The mechanical design of the diffuser has been completed.

    The mass of the top quark M{sub top} is interesting both as a fundamental parameter of the standard model and as an important input to precision electroweak tests. The Collider Detector at Fermilab (CDF) has a robust program of top quark mass analyses, including the most precise single measurement, M{sub top} = 173.4 {+-} 2.8 GeV/c{sup 2}, using 680 pb{sup -1} of p{bar p} collision data. A combination of current results from CDF gives M{sub top} = 172.0 {+-} 2.7 GeV/c{sup 2}, surpassing the stated goal of 3 GeV/c{sup 2} precision using 2 fb{sup -1} of data. Finally, a combination with current D0 results gives a world average top quark mass of 172.5 {+-} 2.3 GeV/c{sup 2}.

    A large forward-backward asymmetry is seen in both the top quark rapidity distribution AFBt and in the rapidity distribution of charged leptons AFBl from top quarks produced at the Tevatron. We study the kinematic and dynamic aspects of the relationship of the two observables arising from the spin correlation between the charged lepton and the top quark with different polarization states. We emphasize the value of both measurements, and we conclude that a new physics model which produces more right-handed than left-handed top quarks is favored by the present data.

    Analysis of the volatile and semivolatile fractions collected after use of the TOR lubricant indicated that other than contaminants in the collection laboratory, no compounds on the EPA's Target Compound Lists (Tables 2 and 5) were detected in these fractions. The data of these qualitative analyses, given in the various tables in the text, indicate only the relative amounts of the tentatively identified compounds. The authors recommend that quantitative analysis be performed on the volatile and semivolatile fractions to allow confirmation of the tentatively identified compounds and to obtain absolute amounts of the detected compounds. Additionally, the semivolatile fraction should be analyzed by liquid chromatography/mass spectrometry to identify compounds that are not chromatographable under the temperature program used for determination of semivolatile compounds. Introducing the top-of-rail (TOR) lubricant into the wheel/rail interface results in a reduction of almost 60% of lateral friction force over the forces encountered under dry conditions. This reveals good potential for energy savings, as well as wear reduction, for railroad companies. In TOR lubrication, an increase in the angle of attack and axle load results in increased lateral friction and rate of lubricant consumption. The most efficient TOR lubricant quantity to be used in the wheel/rail interface must be calculated precisely according to the number of cars, axle loads, train speed, and angle of attack.

    This fourteenth quarterly technical progress report of the MHD Integrated Topping Cycle Project presents the accomplishments during the period November 1, 1990 to January 31, 1991. Testing of the High Pressure Cooling Subsystem electrical isolator was completed. The PEEK material successfully passed the high temperature, high pressure duration tests (50 hours). The Combustion Subsystem drawings were CADAM released. The procurement process is in progress. An equipment specification and RFP were prepared for the new Low Pressure Cooling System (LPCS) and released for quotation. Work has been conducted on confirmation tests leading to final gas-side designs and studies to assist in channel fabrication.The final cathode gas-side design and the proposed gas-side designs of the anode and sidewall are presented. Anode confirmation tests and related analyses of anode wear mechanisms used in the selection of the proposed anode design are presented. Sidewall confirmation tests, which were used to select the proposed gas-side design, were conducted. The design for the full scale CDIF system was completed. A test program was initiated to investigate the practicality of using Avco current controls for current consolidation in the power takeoff (PTO) regions and to determine the cause of past current consolidation failures. Another important activity was the installation of 1A4-style coupons in the 1A1 channel. A description of the coupons and their location with 1A1 channel is presented herein.

    The Wind Powering America program produces a poster at the end of every calendar year that depicts new U.S. wind energy projects. The 2008 poster includes the following projects: Stetson Wind Farm in Maine; Dutch Hill Wind Farm in New York; Grand Ridge Wind Energy Center in Illinois; Hooper Bay, Alaska; Forestburg, South Dakota; Elbow Creek Wind Project in Texas; Glacier Wind Farm in Montana; Wray, Colorado; Smoky Hills Wind Farm in Kansas; Forbes Park Wind Project in Massachusetts; Spanish Fork, Utah; Goodland Wind Farm in Indiana; and the Tatanka Wind Energy Project on the border of North Dakota and South Dakota.

  3. Integration of Wind Energy Systems into Power Engineering Education Program at UW-Madison

    This project has developed an integrated curriculum focused on the power engineering aspects of wind energy systems that builds upon a well-established graduate educational program at UW- Madison. Five new courses have been developed and delivered to students. Some of the courses have been offered on multiple occasions. The courses include: Control of electric drives for Wind Power applications, Utility Applications of Power Electronics (Wind Power), Practicum in Small Wind Turbines, Utility Integration of Wind Power, and Wind and Weather for Scientists and Engineers. Utility Applications of Power Electronics (Wind Power) has been provided for distance education as well as on-campus education. Several industrial internships for students have been organized. Numerous campus seminars that provide discussion on emerging issues related to wind power development have been delivered in conjunction with other campus events. Annual student conferences have been initiated, that extend beyond wind power to include sustainable energy topics to draw a large group of stakeholders. Energy policy electives for engineering students have been identified for students to participate through a certificate program. Wind turbines build by students have been installed at a UW-Madison facility, as a test-bed. A Master of Engineering program in Sustainable Systems Engineering has been initiated that incorporates specializations that include in wind energy curricula. The project has enabled UW-Madison to establish leadership at graduate level higher education in the field of wind power integration with the electric grid.
