    This report describes current progress on a project funded by the Bonneville Power Administration (BPA) to develop a set of state-of-the-art analysis software (termed the Power System Identification [PSI] Toolbox) for fitting dynamic models to measured data. The project is being conducted as a three-phase effort. The first phase, completed in late 1992, involved investigating the characteristics of the analysis techniques by evaluating existing software and developing guidelines for best use. Phase Two includes extending current software, developing new analysis algorithms and software, and demonstrating and developing applications. The final phase will focus on reorganizing the software into a modular collection of documented computer programs and developing user manuals with instruction and application guidelines. Phase Two is approximately 50% complete; progress to date and a vision for the final product of the PSI Toolbox are described. The needs of the power industry for specialized system identification methods are particularly acute. The industry is currently pushing to operate transmission systems much closer to theoretical limits by using real-time, large-scale control systems to dictate power flows and maintain dynamic stability. Reliably maintaining stability requires extensive system-dynamic modeling and analysis capability, including measurement-based methods. To serve this need, the BPA has developed specialized system-identification computer codes through in-house efforts and university contract research over the last several years. To make full integrated use of the codes, as well as other techniques, the BPA has commissioned Pacific Northwest Laboratory (PNL) to further develop the codes and techniques into the PSI Toolbox.

Code integration refers to the interfacing to standalone CBP partner codes, used to analyze the performance of cementitious materials, with the CBP Software Toolbox. The most significant enhancements are: 1) Improved graphical display of model results. 2) Improved error analysis and reporting. 3) Increase in the default maximum model mesh size from 301 to 501 nodes. 4) The ability to set the LeachXS/Orchestra simulation times through the GoldSim interface. These code interface enhancements have been included in a new release (Version 2.0) of the CBP Toolbox.

    Public mediated resource planning is quickly becoming the norm rather than the exception. Unfortunately, supporting tools are lacking that interactively engage the public in the decision-making process and integrate over the myriad values that influence water policy. In the pages of this report we document the first steps toward developing a specialized decision framework to meet this need; specifically, a modular and generic resource-planning ''toolbox''. The technical challenge lies in the integration of the disparate systems of hydrology, ecology, climate, demographics, economics, policy and law, each of which influence the supply and demand for water. Specifically, these systems, their associated processes, and most importantly the constitutive relations that link them must be identified, abstracted, and quantified. For this reason, the toolbox forms a collection of process modules and constitutive relations that the analyst can ''swap'' in and out to model the physical and social systems unique to their problem. This toolbox with all of its modules is developed within the common computational platform of system dynamics linked to a Geographical Information System (GIS). Development of this resource-planning toolbox represents an important foundational element of the proposed interagency center for Computer Aided Dispute Resolution (CADRe). The Center's mission is to manage water conflict through the application of computer-aided collaborative decision-making methods. The Center will promote the use of decision-support technologies within collaborative stakeholder processes to help stakeholders find common ground and create mutually beneficial water management solutions. The Center will also serve to develop new methods and technologies to help federal, state and local water managers find innovative and balanced solutions to the nation's most vexing water problems. The toolbox is an important step toward achieving the technology development goals of this center.

    It has been reported that the number of transcription factors encoded in prokaryotic genomes scales approximately quadratically with their total number of genes. We propose a conceptual explanation of this finding and illustrate it using a simple model in which metabolic and regulatory networks of prokaryotes are shaped by horizontal gene transfer of coregulated metabolic pathways. Adapting to a new environmental condition monitored by a new transcription factor (e.g., learning to use another nutrient) involves both acquiring new enzymes and reusing some of the enzymes already encoded in the genome. As the repertoire of enzymes of an organism (its toolbox) grows larger, it can reuse its enzyme tools more often and thus needs to get fewer new ones to master each new task. From this observation, it logically follows that the number of functional tasks and their regulators increases faster than linearly with the total number of genes encoding enzymes. Genomes can also shrink, e.g., because of a loss of a nutrient from the environment, followed by deletion of its regulator and all enzymes that become redundant. We propose several simple models of network evolution elaborating on this toolbox argument and reproducing the empirically observed quadratic scaling. The distribution of lengths of pathway branches in our model agrees with that of the real-life metabolic network of Escherichia coli. Thus, our model provides a qualitative explanation for broad distributions of regulon sizes in prokaryotes.

    The Cementitious Barriers Partnership (CBP) Project is a multi-disciplinary, multi-institutional collaboration supported by the U.S. Department of Energy (US DOE) Office of Tank Waste Management. The CBP program has developed a set of integrated tools (based on state-of-the-art models and leaching test methods) that help improve understanding and predictions of the long-term structural, hydraulic and chemical performance of cementitious barriers used in nuclear applications. The CBP Software Toolbox – “Version 1.0” was released early in FY2013 and was used to support DOE-EM performance assessments in evaluating various degradation mechanisms that included sulfate attack, carbonation and constituent leaching. The sulfate attack analysis predicted the extent and damage that sulfate ingress will have on concrete vaults over extended time (i.e., > 1000 years) and the carbonation analysis provided concrete degradation predictions from rebar corrosion. The new release “Version 2.0” includes upgraded carbonation software and a new software module to evaluate degradation due to chloride attack. Also included in the newer version are a dual regime module allowing evaluation of contaminant release in two regimes – both fractured and un-fractured. The integrated software package has also been upgraded with new plotting capabilities and many other features that increase the “user-friendliness” of the package. Experimental work has been generated to provide data to calibrate the models to improve the credibility of the analysis and reduce the uncertainty. Tools selected for and developed under this program have been used to evaluate and predict the behavior of cementitious barriers used in near-surface engineered waste disposal systems for periods of performance up to or longer than 100 years for operating facilities and longer than 1000 years for waste disposal. The CBP Software Toolbox is and will continue to produce tangible benefits to the working DOE Performance Assessment (PA) community.

    A data bank of monthly-mean surface air temperature and sea-level or station-level pressures is presented for 29 stations over the Antarctic region south of 60/sup 0/S. Considerable attempts have been made to locate missing data in nationally published sources and in World Weather Records. By cross-checking neighboring station data, suspect values have been either verified or corrected. At four sites in the Antarctic Peninsula region, composite records were produced by amalgamating records from a number of short and longer length records at or near the key sites. The four sites were Bellingshausen, Faraday, Esperenza and Rothera. The mean Antarctic temperature series produced by Raper et al. (1984) is updated using the same method of calculation.

The CBP program has developed a set of integrated tools (based on state-of-the-art models and leaching test methods) that help improve understanding and predictions of the long-term structural, hydraulic and chemical performance of cementitious barriers used in nuclear applications. Tools selected for and developed under this program have been used to evaluate and predict the behavior of cementitious barriers used in near-surface engineered waste disposal systems for periods of performance up to 100 years and longer for operating facilities and longer than 1000 years for waste disposal. The CBP Software Toolbox has produced tangible benefits to the DOE Performance Assessment (PA) community. A review of prior DOE PAs has provided a list of potential opportunities for improving cementitious barrier performance predictions through the use of the CBP software tools. These opportunities include: 1) impact of atmospheric exposure to concrete and grout before closure, such as accelerated slag and Tc-99 oxidation, 2) prediction of changes in K{sub d}/mobility as a function of time that result from changing pH and redox conditions, 3) concrete degradation from rebar corrosion due to carbonation, 4) early age cracking from drying and/or thermal shrinkage and 5) degradation due to sulfate attack. The CBP has already had opportunity to provide near-term, tangible support to ongoing DOE-EM PAs such as the Savannah River Saltstone Disposal Facility (SDF) by providing a sulfate attack analysis that predicts the extent and damage that sulfate ingress will have on the concrete vaults over extended time (i.e., > 1000 years). This analysis is one of the many technical opportunities in cementitious barrier performance that can be addressed by the DOE-EM sponsored CBP software tools. Modification of the existing tools can provide many opportunities to bring defense in depth in prediction of the performance of cementitious barriers over time. (authors)

    The Cementitious Barriers Partnership (CBP) Project is a multi-disciplinary, multi-institutional collaboration supported by the U.S. Department of Energy (US DOE) Office of Tank Waste and Nuclear Materials Management. The CBP program has developed a set of integrated tools (based on state-of-the-art models and leaching test methods) that help improve understanding and predictions of the long-term structural, hydraulic and chemical performance of cementitious barriers used in nuclear applications. Tools selected for and developed under this program have been used to evaluate and predict the behavior of cementitious barriers used in near-surface engineered waste disposal systems for periods of performance up to 100 years and longer for operating facilities and longer than 1000 years for waste disposal. The CBP Software Toolbox has produced tangible benefits to the DOE Performance Assessment (PA) community. A review of prior DOE PAs has provided a list of potential opportunities for improving cementitious barrier performance predictions through the use of the CBP software tools. These opportunities include: 1) impact of atmospheric exposure to concrete and grout before closure, such as accelerated slag and Tc-99 oxidation, 2) prediction of changes in Kd/mobility as a function of time that result from changing pH and redox conditions, 3) concrete degradation from rebar corrosion due to carbonation, 4) early age cracking from drying and/or thermal shrinkage and 5) degradation due to sulfate attack. The CBP has already had opportunity to provide near-term, tangible support to ongoing DOE-EM PAs such as the Savannah River Saltstone Disposal Facility (SDF) by providing a sulfate attack analysis that predicts the extent and damage that sulfate ingress will have on the concrete vaults over extended time (i.e., > 1000 years). This analysis is one of the many technical opportunities in cementitious barrier performance that can be addressed by the DOE-EM sponsored CBP software tools. Modification of the existing tools can provide many opportunities to bring defense in depth in prediction of the performance of cementitious barriers over time.

    Ballistic missiles and other means of long-range destruction, traditionally limited to a handful of industrialized nations, are fast becoming a fixture in many regional conflicts. The Third World military buildup is perhaps even more worrisome than its First World prototype, for it is far more likely to find expression in war. There are several reasons why this should be so. In the past decade the number of countries in the missile club has more than doubled, to 18. Many of the new members have been at war or are embroiled in disputes. Unlike the major powers, these countries have not had time enough to perfect systems of command and control over their new strategic forces. They have had little time to learn to manage the complexities of military brinksmanship. Finally, because many regional conflicts overlap, an escalation in the arms race tends to convey itself from one area of tension to another. For many years the big industrialized countries ignored the proliferation of ballistic missiles and sought political advantage by arming their clients. In doing so, they presumed that the bipolar alignment of power would restrain regional conflicts. The preoccupation with East-West issues overshadowed problems in the Third World. Smaller industrialized powers sold missiles to generate revenues to support their own military industries. Meanwhile the developing countries eagerly acquired missiles for the same reasons that had motivated their predecessors: to deter attack, intimidate enemies, build a technological base and win prestige.

    This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives. As a result, the global biofuel demand is expected to grow very rapidly over the next two decades, provided policymakers stay the course with their policy goals. This project relied on a scenario-based analysis to study global biofuel markets. Scenarios were designed to evaluate the impact of different policy proposals and market conditions. World biofuel supply for selected scenarios is shown in Figure 1. The reference case total biofuel production increases from 12 billion gallons of ethanol equivalent in 2005 to 54 billion gallons in 2020 and 83 billion gallons in 2030. The scenarios analyzed show volumes ranging from 46 to 64 billion gallons in 2020, and from about 72 to about 100 billion gallons in 2030. The highest production worldwide occurs in the scenario with high feedstock availability combined with high oil prices and more rapid improvements in cellulosic biofuel conversion technologies. The lowest global production is found in the scenario with low feedstock availability, low oil prices and slower technology progress.

    The Cementitious Barriers Partnership (CBP) Project is a multi-disciplinary, multi-institutional collaboration supported by the U.S. Department of Energy Office of Tank Waste Management. The CBP project has developed a set of integrated modeling tools and leaching test methods to help improve understanding and prediction of the long-term hydraulic and chemical performance of cementitious materials used in nuclear applications. State-of-the-art modeling tools, including LeachXS{sup TM}/ORCHESTRA and STADIUM{sup R}, were selected for their demonstrated abilities to simulate reactive transport and degradation in cementitious materials. The new U.S. Environmental Protection Agency leaching test methods based on the Leaching Environmental Assessment Framework (LEAF), now adopted as part of the SW-846 RCRA methods, have been used to help make the link between modeling and experiment. Although each of the CBP tools has demonstrated utility as a standalone product, coupling the models over relevant spatial and temporal solution domains can provide more accurate predictions of cementitious materials behavior over relevant periods of performance. The LeachXS{sup TM}/ORCHESTRA and STADIUM{sup R} models were first linked to the GoldSim Monte Carlo simulator to better and more easily characterize model uncertainties and as a means to coupling the models allowing linking to broader performance assessment evaluations that use CBP results for a source term. Two important degradation scenarios were selected for initial demonstration: sulfate ingress / attack and carbonation of cementitious materials. When sufficient sulfate is present in the pore solution external to a concrete barrier, sulfate can diffuse into the concrete, react with the concrete solid phases, and cause cracking that significantly changes the transport and structural properties of the concrete. The penetration of gaseous carbon dioxide within partially saturated concrete usually initiates a series of carbonation reactions with both dissolved ions and the hydrated cement paste. The carbonation process itself does not have a negative effect, per se, on the paste physical properties and can even result in reduced porosity and can help form a protective layer at the surface of concrete. However, carbonation has been shown to increase leaching of some constituents and can potentially have a detrimental effect on reinforced concrete structures by lowering pH to ca. 9 and de-passivating embedded steel (e.g. rebar) and accelerating corrosion, which are important processes related to high-level waste tank integrity and closure evaluations. The use of the CBP Software Toolbox to simulate these important degradation phenomena for both concrete vaults and high-level waste tanks are demonstrated in this paper. (authors)

    This article reports the results of a survey of the responsible crime laboratories in the first 19 states with legislation establishing forensic DNA data banks. The survey inquired into the labs` policies and procedures regarding the collection, storage, and analysis of samples; the retention of samples and data; search protocols; access to samples and data by third parties; and related matters. The research suggests that (1) the number of samples collected from convicted offenders for DNA data banking has far surpassed the number that have been analyzed; (2) data banks have already been used in a small but growing number of cases, to locate suspects and to identify associations between unresolved cases; (3) crime labs currently plan to retain indefinitely the samples collected for their data banks; and (4) the nature and extent of security safeguards that crime labs have implemented for their data banks vary among states. The recently enacted DNA Identification Act (1994) will provide $40 million in federal matching grants to states for DNA analysis activities, so long as states comply with specified quality-assurance standards, submit to external proficiency testing, and limit access to DNA information. Although these additional funds should help to ease some sample backlogs, it remains unclear how labs will allocate the funds, as between analyzing samples for their data banks and testing evidence samples in cases without suspects. The DNA Identification Act provides penalties for the disclosure or obtaining of DNA data held by data banks that participate in CODIS, the FBI`s evolving national network of DNA data banks, but individual crime labs must also develop stringent internal safeguards to prevent breaches of data-bank security. 9 refs., 3 tabs.

    This paper examines the current system development processes of three major Turkish banks in terms of compliance to internationally accepted system development and software engineering standards to determine the common process problems of banks. After an in-depth investigation into system development and software engineering standards, related process-based standards were selected. Questions were then prepared covering the whole system development process by applying the classical Waterfall life cycle model. Each question is made up of guidance and suggestions from the international system development standards. To collect data, people from the information technology departments of three major banks in Turkey were interviewed. Results have been aggregated by examining the current process status of the three banks together. Problematic issues were identified using the international system development standards.

    American Control Engineering is pleased to submit to LLNL this Final Report describing the final assembly and preliminary testing of the 1.7 megajoule prototype capacitor bank that is located at our facility. The purpose of this test program was to evaluate and characterize the performance of this capacitor bank. These tests were necessary in order to proceed with the design of a final building block module that is to be used to create a reliable and cost effective multi-hundred megajoule energy storage system. The period of performance covered by this contract is from January 1, 1991 through August 31, 1992. American Control Engineering has provided all of the necessary facilities, personnel and materials that were required to perform this testing effort (except for the existing capacitor bank, the LLNL provided flashlamp assembly and E-size ignitron switch tube), An overall view of the assembled capacitor bank system as it appeared at the completion of this subcontract is shown. The initial statement-of-work for the testing and characterization of the capacitor bank was as follows: (1) Measure all of the principal electrical parameters for the 1.7 megajoule prototype capacitor bank at low voltage before proceeding to high voltage testing. This low voltage testing is to include measurement of both normal and fault current and voltage waveforms, starting with the smallest building block grouping and proceeding systematically through to the capacitor bank load. (2) Assemble and attach each of the major subsystem elements to the capacitor bank as they are required for low voltage testing including the ignition output switch structure, coaxial transmission line and load assembly. (3) Make comparison of the test results collected through low voltage testing with those forecasted by the computer mode. Evaluate and resolve any discrepancies between the two results until the computer model achieves reasonable agreement with the actual measured test results.

    Up to 1965 the world produced and consumed only 10% of the oil available on this planet; between 1965 and 2040 we will use up 80% of the remaining reserves, leaving only 10% of the resource for the years to follow. Clearly, the epoch of petroleum is a transitory one. Nevertheless, petroleum is at present the most important component of the energy base supporting the industrialized world. This book describes and analyzes the geological basis for the current world petroleum situation. Mr. Riva exaplains the formation and accumulation of conventional and unconventional oil and gas, methods used by geologists in search for petroleum and petroleum-containing basins, and techniques for petroleum production. He then discusses the uneven distribution of the world's oil, focusing on the Arabian-Iranian basin, which contains half of the world's known recoverable reserves, and examines the petroleum prospects in several distinctly different areas of the world. The United States is presented as an example of an area in general decline already exhaustively explored. In contrast, the case study of the Soviet petroleum industry and a geological assessment of Soviet production prospects show a region at the peak of its oil production, with its decline about to begin. He chooses Indonesia as the focus for a typical Southeast Asian petroleum history and develops a profile of Mexico's petroleum situation as an example of an area with increasing production potential. Mr. Riva concludes with an assessment of the prospects for future world petroleum discoveries and a geologically based estimate of the earth's total original stock of recoverable petroleum.

    Miscellaneous electric loads (MELs) are loads outside of a building's core functions of heating, ventilating, air conditioning, lighting, and water heating. MELs are a large percentage of total building energy loads. This report reviews methods for reducing MELs in Banks. Reducing MELs in a bank setting requires both local and corporate action. Corporate action centers on activities to prioritize and allocate the right resources to correct procurement and central control issues. Local action includes branch assessment or audits to identify specific loads and needs. The worksheet at the end of this guide can help with cataloging needed information and estimating savings potential. The following steps provide a guide to MEL reductions in Bank Branches. The general process has been adapted from a process developed for office buildings the National Renewable Energy Laboratory (NREL, 2011).

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    The Gras Dowr, a floating production, storage, and offloading vessel (FPSD) for Amerada Hess Ltd.`s North Sea Durward and Dauntless fields, is one of the latest additions to the world`s growing FPSO fleet. The Gras Dowr, anchored in about 90 m of water, lies between the Durward (U.K. Block 21/16) and Dauntless (U.K. Block 21/11) fields, about 3.5 km from the subsea wellhead locations. The Gras Dowr`s main functions, according to Bluewater Offshore Production Systems Ltd., are to: receive fluids from well risers; process incoming fluids to separate the fluid into crude, water, and gas; store dry crude oil and maintain the required temperature; treat effluent to allow for water discharge to the sea; compress gas for gas lift as a future option; provide chemical injection skid for process chemical injection; use a part of the produced gas for fuel gas, and flare excess gas; inject treated seawater into the injection wells; house power generation for process and offloading operation and utilities; offload to a tandem moored shuttle tanker including receiving liquid fuel from the same tanker; provide accommodations for operating and maintenance crews; allow helicopters landings and takeoffs; allow handling and storage of goods transported by supply vessels; moor a shuttle tanker; and control the subsea wells.

    Wetland mitigation banks are already in existence in the United States, and the number is increasing. To date, most of these banks have been created and operated for mitigation of impacts arising from highway or commercial development and have not been associated with the oil and gas industry. Argonne National Laboratory evaluated the positive and negative aspects of wetland mitigation banking for the oil and gas industry by examining banks already created for other uses by federal, state, and private entities. Specific issues addressed in this study include (1) the economic, ecological, and technical effectiveness of existing banks; (2) the changing nature of local, state, and federal jurisdiction; and (3) the unique regulatory and jurisdictional problems affecting bank developments associated with the oil and gas industry.

    The Washington Department of Fish and Wildlife implemented the Banks Lake Fishery Evaluation Project (BLFEP) in September 2001 with funds from the Bonneville Power Administration. Fiscal Year (FY) 2001 of the BLFEP was used to gather historic information, establish methods and protocols, collect limnology data, and conduct the first seasonal fish surveys. FY 2002 was used to continue seasonal fish and lakewide creel surveys and adjust methods and protocols as needed. Water quality parameters were collected monthly from February to May and bi-monthly from June to August. Banks Lake water temperatures began to increase in April and stratification was apparent by June at all 3 limnology collection sites. By late August, the thermocline had dropped to nearly 20 meters deep, with 16-17 C temperatures throughout the epilimnion. Dissolved oxygen levels were generally above 10 mg/L until August when dissolved oxygen dropped near or below 5 mg/L below 20-meters deep. Secchi depths ranged from 2.5-8 meters and varied by location and date. Nearshore and offshore fish surveys were conducted in October 2002 and May and July 2003 using boat electrofishing, fyke net, gill net, and hydroacoustic surveys. Yellow Perch Perca flavescens (32 %) and cottid spp. (22 %) dominated the nearshore species composition in October; however, by May yellow perch (12 %) were the third most common species followed by smallmouth bass Micropterous dolomieui (34 %) and lake whitefish Coregonus clupeaformis (14 %). Lake whitefish dominated the offshore catch during October (78 %) and May (81 %). Fish diet analysis indicated that juvenile fishes consumed primarily insects and zooplankton, while adult piscivores consumed cottids spp. and yellow perch most frequently. For FY 2002, the following creel statistics are comprehensive through August 31, 2003. The highest angling pressure occurred in June 2003, when anglers were primarily targeting walleye and smallmouth bass. Boat anglers utilized Steamboat State Park more frequently than any other boat ramp on Banks Lake. Shore anglers used the rock jetty at Coulee City Park 76 % of the time, with highest use occurring from November through April. An estimated total of 11,915 ({+-}140 SD) smallmouth bass, 6,412 ({+-}59 SD) walleye, 5,470 ({+-}260 SD) rainbow trout, and 1,949 ({+-}118 SD) yellow perch were harvested from Banks Lake in FY 2002. Only 3 kokanee were reported in the catch during the FY 2002 creel survey. In the future, data from the seasonal surveys and creel will be used to identify potential factors that may limit the production and harvest of kokanee, rainbow trout, and various spiny-rayed fishes in Banks Lake. The limiting factors that will be examined consist of: abiotic factors including water temperature, dissolved oxygen levels, habitat, exploitation and entrainment; and biotic factors including food limitation and predation. The BLFEP will also evaluate the success of several rearing and stocking strategies for hatchery kokanee in Banks Lake.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

    The substantial increases in oil prices since 1973 have had tremendous impacts on world energy, and particularly on oil consumption. These impacts have varied across regions and energy types. As shown in a table, from 1960 through 1973 the real price of internationally traded crude oil, as measured in constant US dollars, changed very little. In this stable oil price environment, Free World energy consumption grew at 5.3% per year and oil use rose at 7.5% per year, increasing its share of Free World energy consumption from 43 to 56%. 6 tables.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

    The US Nuclear Regulatory Commission (NRC) is conducting a research program to determine the need for a human-reliability data bank unique to the nuclear industry. This report, in describing a proposed data bank, focuses primarily on four requirements: human-performance data collection, treatment, structuring (storage), and retrieval. Four data-collection methods are proposed: three are extensions to existing systems (i.e., Licensee Event Reports (LER), Nuclear Plant Reliability Data System (NPRDS), and Plant Incident Reports (PIR)); the fourth is a new system called the Nuclear Safety Reporting System (NSRS). Data treatment involves evaluating raw field data and data from other sources (e.g., training simulator, expert judgment, and performance modeling), and preparing them for entry into the data bank. Data structuring involves storage of data by equipment characteristics and human actions at the system, component, and individual control/display levels. Data retrieval uses a set of matrices based on the data-structuring taxonomy.

    Matched filtering is used to search for gravitational waves emitted by inspiralling compact binaries in data from ground-based interferometers. One of the key aspects of the detection process is the deployment of a set of templates, also called a template bank, to cover the astrophysically interesting region of the parameter space. In a companion paper, we described the template-bank algorithm used in the analysis of LIGO data to search for signals from non-spinning binaries made of neutron star and/or stellar-mass black holes; this template bank is based upon physical template families. In this paper, we describe the phenomenological template bank that was used to search for gravitational waves from non-spinning black hole binaries (from stellar mass formation) in the second, third and fourth LIGO science runs. We briefly explain the design of the bank, whose templates are based on a phenomenological detection template family. We show that this template bank gives matches greater than 95% with the physical template families that are expected to be captured by the phenomenological templates.

    The Brookhaven AGS Main Magnet Power Supply (MMPS) is a thyristor control supply rated at 5500 Amps, +/-9000 Volts. The peak magnet power is 50 MWatts. The power supply is fed from a motor/generator manufactured by Siemens. The generator is 3 phase 7500 Volts rated at 50 MVA. The peak power requirements come from the stored energy in the rotor of the motor/generator. The motor generator is about 45 years old, made by Siemens and it is not clear if companies will be manufacturing similar machines in the future. We are therefore investigating different ways of storing energy for future AGS MMPS operations. This paper will present simulations of a power supply where energy is stored in capacitor banks. Two dc to dc converters will be presented along with the control system of the power section. The switching elements will be IGCT's made by ABB. The simulation program used is called PSIM version 6.1. The average power from the local power authority into the power supply will be kept constant during the pulsing of the magnets at +/-50 MW. The reactive power will also be kept constant below 1.5 MVAR. Waveforms will be presented.

The E- string in the new realization is depicted as spiral 5-branes web equipped with the cyclic structure which is a key to uplifting to 6 dimensions. Utilizing the topological vertex to the 5-brane web configuration enables us to write down a combinatorial formula for the generating function of the E-string elliptic genera, namely the full partition function of topological strings on local 1/2 K3 surface.

While great efforts are made to map and characterize the Internet's infrastructure, little is known about the topology of the web. Here we take a first step to fill this gap: we use local connectivity measurements to construct a topological model of the world wide web, allowing us to explore and characterize its large scale properties.

    Various classification schemes exist for homogeneous and isotropic (CP) world models, which include pressureless matter (so-called dust) and Einstein's cosmological constant Lambda. We here classify the solutions of more general world models consisting of up to four non-interacting fluids, each with pressure P, energy density epsilon and an equation of state P = (gamma - 1) epsilon with 0 0) tends to yield the smoothest fits of the Supernova Ia data from Perlmutter et al. (1999). Adopting the SN Ia constraints, exotic negative energy density components can be fittingly included only if the universe consists of four or more fluids.

Here the bulk energy is in the form of cosmological constant, while the brane consists of the Chaplygin gas with the modified equation of state such as $p=A\\rho-B/\\rho$. Initially the brane matter for the special choice $A=1/3$ may have negative or positive pressure depending on the relative magnitudes of the parameter $B$ and the cosmological constant of the bulk, while asymptotically in future the brane world approaches a $\\Lambda$CDM model.

    We have conducted a search for giant pulses from four millisecond pulsars using the 100m Green Bank Telescope. Coherently dedispersed time-series from PSR J0218+4232 were found to contain giant pulses of very short intrinsic duration whose energies follow power-law statistics. The giant pulses are in phase with the two minima of the radio integrated pulse profile but are phase aligned with the peaks of the X-ray profile. Historically, individual pulses more than 10-20 times the mean pulse energy have been deemed to be ``giant pulses''. As only 4 of the 155 pulses had energies greater than 10 times the mean pulse-energy, we argue the emission mechanism responsible for giant pulses should instead be defined through: (a) intrinsic timescales of microsecond or nanosecond duration; (b) power-law energy statistics; and (c) emission occurring in narrow phase-windows coincident with the phase windows of non-thermal X-ray emission. Four short-duration pulses with giant-pulse characteristics were also observed from PSR B1957+20. As the inferred magnetic fields at the light cylinders of the millisecond pulsars that emit giant pulses are all very high, this parameter has previously been considered to be an indicator of giant pulse emissivity. However, the frequency of giant pulse emission from PSR~B1957+20 is significantly lower than for other millisecond pulsars that have similar magnetic fields at their light cylinders. This suggests that the inferred magnetic field at the light cylinder is a poor indicator of the rate of emission of giant pulses.

    As the US continues its vigilance against distributed, embedded threats, understanding the political and social structure of these groups becomes paramount for predicting and dis- rupting their attacks. Agent-based models (ABMs) serve as a powerful tool to study these groups. While the popularity of social network tools (e.g., Facebook, Twitter) has provided extensive communication data, there is a lack of ne-grained behavioral data with which to inform and validate existing ABMs. Virtual worlds, in particular massively multiplayer online games (MMOG), where large numbers of people interact within a complex environ- ment for long periods of time provide an alternative source of data. These environments provide a rich social environment where players engage in a variety of activities observed between real-world groups: collaborating and/or competing with other groups, conducting battles for scarce resources, and trading in a market economy. Strategies employed by player groups surprisingly re ect those seen in present-day con icts, where players use diplomacy or espionage as their means for accomplishing their goals. In this project, we propose to address the need for ne-grained behavioral data by acquiring and analyzing game data a commercial MMOG, referred to within this report as Game X. The goals of this research were: (1) devising toolsets for analyzing virtual world data to better inform the rules that govern a social ABM and (2) exploring how virtual worlds could serve as a source of data to validate ABMs established for analogous real-world phenomena. During this research, we studied certain patterns of group behavior to compliment social modeling e orts where a signi cant lack of detailed examples of observed phenomena exists. This report outlines our work examining group behaviors that underly what we have termed the Expression-To-Action (E2A) problem: determining the changes in social contact that lead individuals/groups to engage in a particular behavior. Results from our work indicate that virtual worlds have the potential for serving as a proxy in allocating and populating behaviors that would be used within further agent-based modeling studies.
