    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at Two Mile Creek, Tonawanda, New York. The survey was performed in November 1991 and May 1996. The purpose of the survey was to determine if radioactive materials from work performed under government contract at the Linde Air Products Division of Union Carbide Corporation, Tonawanda, New York, had been transported into the creek. The survey included a surface gamma scan in accessible areas near the creek and the collection of soil, sediment, and core samples for radionuclide analyses. Survey results indicate that no significant material originating at the Linde plant is presently in the creek. Three of the 1991 soil sample locations on the creek bank and one near the lake contained slightly elevated concentrations of {sup 238}U with radionuclide distributions similar to that found in materials resulting from former processing activities at the Linde site.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

  12. ANNUAL REPORT FOR THE FINAL GROUNDWATER REMEDIATION, TEST AREA NORTH, OPERABLE UNIT 1-07B, FISCAL YEAR 2009

    This Annual Report presents the data and evaluates the progress of the three-component remedy implemented for remediation of groundwater contamination at Test Area North, Operable Unit 1-07B, at the Idaho National Laboratory Site. Overall, each component is achieving progress toward the goal of total plume remediation. In situ bioremediation operations in the hot spot continue to operate as planned. Progress toward the remedy objectives is being made, as evidenced by continued reduction in the amount of accessible residual source and decreases in downgradient contaminant flux, with the exception of TAN-28. The injection strategy is maintaining effective anaerobic reductive dechlorination conditions, as evidenced by complete degradation of trichloroethene and ethene production in the biologically active wells. In the medial zone, the New Pump and Treat Facility operated in standby mode. Trichloroethene concentrations in the medial zone wells are significantly lower than the historically defined concentration range of 1,000 to 20,000 ?g/L. The trichloroethene concentrations in TAN-33, TAN-36, and TAN-44 continue to be below 200 ?g/L. Monitoring in the distal zone wells outside and downgradient of the plume boundary demonstrate that some plume expansion has occurred, but less than the amount allowed in the Record of Decision Amendment. Additional data need to be collected for wells in the monitored natural attenuation part of the plume to confirm that the monitored natural attenuation part of the remedy is proceeding as predicted in the modeling.

    This remedial action work plan identifies the approach and requirements for implementing the medial zone remedial action for Test Area North, Operable Unit 1-07B, at the Idaho National Laboratory. This plan details the management approach for the construction and operation of the New Pump and Treat Facility (NPTF). As identified in the remediatial design/remedial action scope of work, a separate remedial design/remedial action work plan will be prepared for each remedial component of the Operable Unit 1-07B remedial action.

  14. Results of the Independent Radiological Verification Survey of Remediation at Building 31, Former Linde Uranium Refinery, Tonawanda, New York (LI001V)

    As part of the Formerly Utilized Sites Remedial Action Progmq a team from Oak Ridge National Laboratory (ORNL) conducted a radiological veriihtion survey of Building 31 at the former Linde Uranium Refinery, Tonawau& New York. The purpose of the survey was to ver@ that remedial action completed by the project management contractor had reduced contamination levels to within authorized limits. Prior to remediatioq tied radioactive material was prevalent throughout the building and in some of the ductwork Decontaminadon consisted of removing surfhce contamination from floors, baseboards, and overhead areas; removing some air ducts; and vacuuming dust. Building 31 at the former Linde site in TonawandA New Yorlq was thoroughly investigated inside and outside for radionuclide residues. The verification team discovered previously undetected contaminadon beneath the concrete pad on the first floor and underneath floor tiles on the second floor. All suspect floor tiles were removed and any contamination beneath them cleaned to below guideline levels. The verification team also discovered elevated radiation levels associated with overhead air lines that led to the eventual removal of the entire air lige and a complete investigation of the history of all process piping in the building. Final verification surveys showed that residual surface beta-gamma activity levels were slightly elevated in some places but below U.S. Department of Energy applicable guidelines for protection against radiation (Table 1). Similarly, removable radioactive contamination was also below applicable guidelines. Exposure rates within the building were at typical background levels, and no consistently elevated indoor radon concentrations were measured. However, radionuclide analysis of subsurface soil from beneath the concrete floor on the ground level showed concentrations of `*U and'% that exceeded applicable guidelines. At the time of this survey, there was no measured exposure pathway for this subslab contamination under current use scenarios, and there was low risk associated with this contaminadon if the conaete slab is not cracked or penetrated. However, any penetration of the concrete slab caused by renovations, repairs, demolitio% or a naturally-occurring craclq would require further investigation and evaluation. Analysis of the project management contractor's post-remedial action data and results of this independent radiological vaification survey by ORNL confirm that all radiological measurements inside the building, on the exterior walls, and on the roof are below the limits prescribed by applicable guidelines for protection against radiation.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at Los Alamos National Laboratory (LANL). The ultimate objective of this research project is to make understanding and predicting regional climate easier. The long-term goals of this project are (1) to construct a coupled ocean-atmosphere model (COAM) system, (2) use it to explore the interannual-to-decadal climate variability over the North Pacific Basin, and (3) determine climate effects on the precipitation over the Southwestern United States. During this project life, three major tasks were completed: (1) Mesoscale ocean and atmospheric model; (2) global-coupled ocean and atmospheric modeling: completed the coupling of LANL POP global ocean model with NCAR CCM2+ global atmospheric model; and (3) global nested-grid ocean modeling: designed the boundary interface for the nested-grid ocean models.

  16. Closure Report for Corrective Action Unit 404: Roller Coaster Sewage Lagoons and North Disposal Trench, Tonopah Test Range, Nevada with ROTC 1, Revision 0

    This Closure Report provides the documentation for closure of the Roller Coaster Sewage Lagoons and North Disposal Trench Comective Action Unit (CAU) 404. CAU 404 consists of the Roller Coaster Sewage Lagoons (Corrective Action Site [CAS] TA-03-O01-TA-RC) and the North Disposal Trench (CAS TA-21-001-TA-RC). The site is located on the Tonopah Test Range, approximately 225 kilometers (km) (140 miles [mi]) northwest ofLas Vegas, Nevada. . The sewage lagoons received ~quid sanitary waste horn the Operation Roller Coaster Man Camp in 1963 and debris from subsequent range and construction cleanup activities. The debris and ordnance was subsequently removed and properly dispos~, however, pesticides were detected in soil samples born the bottom of the lagoons above the U,S. Environmental Protection Agency Region IX Prelimimuy Remediation Goals (EPA 1996). . The North Disposal Trench was excavated in 1963. Debris from the man camp and subsequent range and construction cleanup activities was placed in the trench. Investigation results indicated that no constituents of concern were detected in soil samples collected from the trench. Remedial alternative proposed in the Comctive Action Decision Document (CADD) fm the site was “Covering” (DOE, 1997a). The Nevada Division of”Enviromnental Protection (NDEP)-approved Correction Action Plan (CAP) proposed the “Covering” niethodology (1997b). The closure activities were completed in accorhce with the approwil CAP and consisted of baclctllling the sewage lagoons and disposal trench, constructing/planting an engineered/vegetative cover in the area of the sewage lagoons and dikposal trencQ installing a perimeter fence and signs, implementing restrictions on fi~e use, and preparing a Post-Closure Monitoring Plan. “ Since closure activities. for CAU 404 have been completed in accordance with the Nevada Division of Environmental Protection-approved CAP (DOE, 1997b) as documented in this Closure Report, the U.S. Department of Energy, NevadaOperations Office (DOE/NV) requests: CAU 404 be moved from Appendix III to Appendix IV of the Federal Facility Agreement and Consent Order. NDEP provide a Notice of Completion to the DOE/NV.

  17. Ultrasonic Phased Array Assessment of the Interference Fit and Leak Path of the North Anna Unit 2 Control Rod Drive Mechanism Nozzle 63 with Destructive Validation

    The objective of this investigation was to evaluate the efficacy of ultrasonic testing (UT) for primary water leak path assessments of reactor pressure vessel (RPV) upper head penetrations. Operating reactors have experienced leakage when stress corrosion cracking of nickel-based alloy penetrations allowed primary water into the annulus of the interference fit between the penetration and the low-alloy steel RPV head. In this investigation, UT leak path data were acquired for an Alloy 600 control rod drive mechanism nozzle penetration, referred to as Nozzle 63, which was removed from the North Anna Unit 2 reactor when the RPV head was replaced in 2002. In-service inspection prior to the head replacement indicated that Nozzle 63 had a probable leakage path through the interference fit region. Nozzle 63 was examined using a phased-array UT probe with a 5.0-MHz, eight-element annular array. Immersion data were acquired from the nozzle inner diameter surface. The UT data were interpreted by comparing to responses measured on a mockup penetration with known features. Following acquisition of the UT data, Nozzle 63 was destructively examined to determine if the features identified in the UT examination, including leakage paths and crystalline boric acid deposits, could be visually confirmed. Additional measurements of boric acid deposit thickness and low-alloy steel wastage were made to assess how these factors affect the UT response. The implications of these findings for interpreting UT leak path data are described.

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    We present the Berkeley-Trent North American contaminant fate model (BETR North America), a regionally segmented multimedia contaminant fate model based on the fugacity concept. The model is built on a framework that links contaminant fate models of individual regions, and is generally applicable to large, spatially heterogeneous areas. The North American environment is modeled as 24 ecological regions, within each region contaminant fate is described using a 7 compartment multimedia fugacity model including a vertically segmented atmosphere, freshwater, freshwater sediment, soil, coastal water and vegetation compartments. Inter-regional transport of contaminants in the atmosphere, freshwater and coastal water is described using a database of hydrological and meteorological data compiled with Geographical Information Systems (GIS) techniques. Steady-state and dynamic solutions to the 168 mass balance equations that make up the linked model for North America are discussed, and an illustrative case study of toxaphene transport from the southern United States to the Great Lakes Basin is presented. Regionally segmented models such as BETR North America can provide a critical link between evaluative models of long-range transport potential and contaminant concentrations observed in remote regions. The continent-scale mass balance calculated by the model provides a sound basis for evaluating long-range transport potential of organic pollutants, and formulation of continent scale management and regulatory strategies for chemicals.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable.     Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    The purpose of this action is to mitigate any threat to public health and the environment from hazards on the North Slope and meet the expedited response action (ERA) objective of cleanup to a degree requiring no further action. The ERA may be the final remediation of the 100-I-3 Operable Unit. A No Action record of decision (ROD) may be issued after remediation completion. The US Department of Energy (DOE) currently owns or administers approximately 140 mi{sup 2} (about 90,000 acres) of land north and east of the Columbia River (referred to as the North Slope) that is part of the Hanford Site. The North Slope, also commonly known as the Wahluke Slope, was not used for plutonium production or support facilities; it was used for military air defense of the Hanford Site and vicinity. The North Slope contained seven antiaircraft gun emplacements and three Nike-Ajax missile positions. These military positions were vacated in 1960--1961 as the defense requirements at Hanford changed. They were demolished in 1974. Prior to government control in 1943, the North Slope was homesteaded. Since the initiation of this ERA in the summer of 1992, DOE signed the modified Hanford Federal Agreement and Consent Order (Tri-Party Agreement) with the Washington Department of Ecology (Ecology) and the US Environmental Protection Agency (EPA), in which a milestone was set to complete remediation activities and a draft closeout report by October 1994. Remediation activities will make the North Slope area available for future non-DOE uses. Thirty-nine sites have undergone limited characterization to determine if significant environmental hazards exist. This plan documents the results of that characterization and evaluates the potential remediation alternatives.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    The North Sea may be a mature play, but operators are continually searching for new ways to develop small finds near existing infrastructure and to develop discoveries in new areas at low cost. As they fill in gaps in the North Sea oil and gas infrastructure, companies are also exploring and planning developments in new plays such as the U.K.`s West of Shetlands area, the Irish Sea, and the Atlantic Margin from off western Ireland to northern Norway. Floating production systems and subsea technology are vital parts of many of Northwest Europe`s recently sanctioned field developments, for both large and small reservoirs. The paper discusses the dominant role of floating production units, the niche for subsea developments, new production, the Harding field, the Schieballion and Clair fields (UK), Norway`s plans, the Elgin/Franklin field, small fields, frontier work, in-field projects, flexible floating platforms, deepwater technology, a gas monotower, and subsea control.

Although the book details current energy situations and provides some historical background, its main emphasis is on estimates of future consumption and production, and descriptions of energy programs and plans.     The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    The authors are studying Cenozoic correlation patterns, burial trends, and subsidence history of the Central North Sea, Labrador, and Orphan basins. The authors objectives are (1) to detail intraregional mid-high latitude biozonations using noise filtering and probabilistic zonation techniques; (2) to detail paleobathymetric trends from basin margins to centers; (3) to apply this knowledge to model basin evolution, in the perspective of the evolving North Atlantic Ocean; (4) to evaluate causes for the occurrence of major hiatuses and rapid changes of subsidence; and (5) to relate rapid changes in sedimentation in the last few millions of years to model observed undercompaction trends. Cenozoic microfossil assemblages in these basins are similar, related to similarities in sedimentary and paleoeceanographic conditions. In more basinal wells, flysch-type agglutinated foraminiferal assemblages occur, also known from Carpathians, Trinidad, and Moroccan foredeeps. Over 90% of agglutinated taxa are common between these basins, although local stratigraphic ranges vary sufficiently to rely on the concept of average ranges, rather than total ones for correlations. Cenozoic stratigraphic resolution in the North Sea and Labrador basins generally is in 3-5-Ma units. and paleobathymetric zonations define a minimum of five niches, from inner shelf to middle slope regimes. Significant hiatuses occurred in the late Eocene through the Miocene, particularly in northern Labrador and northern North Sea. Subsidence in the Labrador/Grand Banks passive margin half grabens was strongly influenced by Labrador Sea opening between anomalies 34 (Campanian) and 13 (early Oligocene), when subsidence exceeded sedimentation and bathyal conditions prevailed along the margin. Thermally induced subsidence in the central North Sea grabens was considerable in the late Paleocene, when the Norwegian Sea started to open.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

The August 14 2003 blackout in the eastern interconnection of the North America revealed the urgent need for wide-area information acquisition for better power grid operations. The Eastern Interconnection Phasor Project (EIPP) was launched in 2003 to deploy a WAMS system in the eastern interconnection. Development of IEEE C37.118, a standard for phasor data acquisition and transmission, will aid in deployment of phasor measurement systems for WAMS applications. Technologies of Phasor Measurement Units (PMUs) with high precision time synchronization and Phasor Data Concentrators (PDCs) for phasor data aggregation and event recording are key to the success of WAMS implementation. This paper reviews the WAMS development in the North America and presents current and potential WAMS applications including dynamic modeling and validation and wide-area control. Past experience shows a promising future of WAMS in improving power system planning, operation and control. However, there remain challenges to make phasor measurement consistent and to meet both slow and fast data application needs.

    The large and small-scale geothermal features of the North American continent and surrounding ocean areas illustrated on the new 1:5,000,000 DNAG Geothermal Map of North America are summarized. Sources for the data included on the map are given. The types of data included are heat flow sites coded by value, contours of heat flow with a color fill, areas of major groundwater effects on regional heat flow, the top-of-geopressure in the Gulf Coast region, temperature on the Dakota aquifer in the midcontinent, location of major hot springs and geothermal systems, and major center of Quaternary and Holocene volcanism. The large scale heat flow pattern that is well known for the conterminous United States and Canada of normal heat flow east of the Cordillera and generally high heat flow west of the front of the Cordillera dominates the continental portion of the map. However, details of the heat flow variations are also seen and are discussed briefly in this and the accompanying papers.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    Gas hydrates are crystalline substances composed of water and gas, mainly methane, in which a solid-water lattice accommodates gas molecules in a cage-like structure, or clathrate. These substances often have been regarded as a potential (unconventional) source of natural gas. Significant quantities of naturally occurring gas hydrates have been detected in many regions of the Arctic including Siberia, the Mackenzie River Delta, and the North Slope of Alaska. On the North Slope, the methane-hydrate stability zone is areally extensive beneath most of the coastal plain province and has thicknesses as great as 1000 meters in the Prudhoe Bay area. Gas hydrates have been identified in 50 exploratory and production wells using well-log responses calibrated to the response of an interval in one well where gas hydrates were recovered in a core by ARCO Alaska and EXXON. Most of these gas hydrates occur in six laterally continuous Upper Cretaceous and lower Tertiary sandstone and conglomerate units; all these gas hydrates are geographically restricted to the area overlying the eastern part of the Kuparuk River Oil Field and the western part of the Prudhoe Bay Oil Field. The volume of gas within these gas hydrates is estimated to be about 1.0 {times} 10{sup 12} to 1.2 {times} 10{sup 12} cubic meters (37 to 44 trillion cubic feet), or about twice the volume of conventional gas in the Prudhoe Bay Field. Geochemical analyses of well samples suggest that the identified hydrates probably contain a mixture of deep-source thermogenic gas and shallow microbial gas that was either directly converted to gas hydrate or first concentrated in existing traps and later converted to gas hydrate. The thermogenic gas probably migrated from deeper reservoirs along the same faults thought to be migration pathways for the large volumes of shallow, heavy oil that occur in this area. 51 refs., 11 figs., 3 tabs.

    The recoverable natural gas available for sale in the developed and known undeveloped fields on the Alaskan North Slope (ANS) total about 26 trillion cubic feet (TCF), including 22 TCF in the Prudhoe Bay Unit (PBU) and 3 TCF in the undeveloped Point Thomson Unit (PTU). No significant commercial use has been made of this large natural gas resource because there are no facilities in place to transport this gas to current markets. To date the economics have not been favorable to support development of a gas transportation system. However, with the declining trend in ANS oil production, interest in development of this huge gas resource is rising, making it important for the U.S. Department of Energy, industry, and the State of Alaska to evaluate and assess the options for development of this vast gas resource. The purpose of this study was to assess whether gas-to-liquids (GTL) conversion technology would be an economic alternative for the development and sale of the large, remote, and currently unmarketable ANS natural gas resource, and to compare the long term economic impact of a GTL conversion option to that of the more frequently discussed natural gas pipeline/liquefied natural gas (LNG) option. The major components of the study are: an assessment of the ANS oil and gas resources; an analysis of conversion and transportation options; a review of natural gas, LNG, and selected oil product markets; and an economic analysis of the LNG and GTL gas sales options based on publicly available input needed for assumptions of the economic variables. Uncertainties in assumptions are evaluated by determining the sensitivity of project economics to changes in baseline economic variables.

    The Energy & Environmental Research Center (EERC) has pursued a research program for producing activated carbon from North Dakota lignite that can be competitive with commercial-grade activated carbon. As part of this effort, small-scale production of activated carbon was produced from Fort Union lignite. A conceptual design of a commercial activated carbon production plant was drawn, and a market assessment was performed to determine likely revenue streams for the produced carbon. Activated carbon was produced from lignite coal in both laboratory-scale fixed-bed reactors and in a small pilot-scale rotary kiln. The EERC was successfully able to upgrade the laboratory-scale activated carbon production system to a pilot-scale rotary kiln system. The activated carbon produced from North Dakota lignite was superior to commercial grade DARCO{reg_sign} FGD and Rheinbraun's HOK activated coke product with respect to iodine number. The iodine number of North Dakota lignite-derived activated carbon was between 600 and 800 mg I{sub 2}/g, whereas the iodine number of DARCO FGD was between 500 and 600 mg I{sub 2}/g, and the iodine number of Rheinbraun's HOK activated coke product was around 275 mg I{sub 2}/g. The EERC performed both bench-scale and pilot-scale mercury capture tests using the activated carbon made under various optimization process conditions. For comparison, the mercury capture capability of commercial DARCO FGD was also tested. The lab-scale apparatus is a thin fixed-bed mercury-screening system, which has been used by the EERC for many mercury capture screen tests. The pilot-scale systems included two combustion units, both equipped with an electrostatic precipitator (ESP). Activated carbons were also tested in a slipstream baghouse at a Texas power plant. The results indicated that the activated carbon produced from North Dakota lignite coal is capable of removing mercury from flue gas. The tests showed that activated carbon with the greatest iodine number was superior to commercial DARCO FGD for mercury capture. The results of the activated carbon market assessment indicate an existing market for water treatment and an emerging application for mercury control. That market will involve both existing and new coal-fired plants. It is expected that 20% of the existing coal-fired plants will implement activated carbon injection by 2015, representing about 200,000 tons of annual demand. The potential annual demand by new plants is even greater. In the mercury control market, two characteristics are going to dominate the customer's buying habit-performance and price. As continued demonstration testing of activated carbon injection at the various coal-fired power plants progresses, the importance of fuel type and plant configuration on the type of activated carbon best suited is being identified.

    Cenozoic biostratigraphy and climatology of the North Atlantic and adjacent land areas reflects the continuing fragmentation of Eurasia and concomitant changes on ocean-continent geometry. A latitudinal (zonal) Mesozoic circulation pattern evolved into a predominantly longitudinal (meridional) pattern during the Cenozoic in which the development of oceanic gateways and barriers gradually decreased the efficiency of poleward heat transfer resulting in the progressive climatic change which has taken place over the past 50 million years. Cenozoic distributional data from the North Atlantic and adjacent land areas will be reviewed from the following fields: a) terrestrial vertebrates and floras: b) marine calcareous microplankton and benthic foraminifera; c) other marine invertebrates. Available data suggests that the present climate in the northern hemisphere has resulted from a gradual, but inexorable, strengthening of latitudinal and vertical temperature gradients punctuated by several brief intervals of accelerated change. The absence of evidence for northern hemisphere polar glaciation prior to the late Neogene does not preclude seasonal cooling near the freezing point in post-Eocene time. Evidence for early Paleogene cold climates is not reflected in the fossil record.
