    Until recently, new weapons' warheads were most often an incremental improvement on a previous warhead design. The tools available to the munition designer today, however, allow for a more comprehensive methodology to be employed. The focus of this paper will be a portion of the process of design of an explosively formed projectile (EFP) which uses tantalum as its liner material. Several questions surrounding tantalum's behavior under high strains require answers before such an EFP can be properly designed. The base-technology issues of different material properties will be explored using a three-dimensional finite element code (DYNA3D) and then compared to experiments. State-of-the-art diagnostics are an integral part of this methodology. Predetermined ''flasher block'' contours will provide specific position/time data which will assist in improving and understanding the high explosive equation of state as well as determining the energy imparted to the liner. In turn, this will lead to improved modeling of the liner as it translates along the line of flight. Flash X-ray Radiograph (FXR) will provide clues to axial symmetry, density, and overall time/distance information. This data will also provide answers to the strain rate depencence of the tantalum. Integration of the data from the experiment with the material response models allows post-experiment normalization of the code. This ''normalized'' tool is, finally used in the point design of the warhead.

    The report consists of three chapters and four appendices. Chapter 1 provides basic information on the role of storage in today`s marketplace where natural gas is treated as a commodity. Chapter 2 provides statistical analyses of the relationship between storage and spot prices on both a monthly and daily basis. For the daily analysis, temperature data were used a proxy for storage withdrawals, providing a new means of examining the short-term relationship between storage and spot prices. Chapter 3 analyzes recent trends in storage management and use, as well as plans for additions to storage capacity. It also reviews the status of the new uses of storage resulting from Order 636, that is, market-based rates and capacity release. Appendix A serves as a stand-along primer on storage operations, and Appendix B provides further data on plans for the expansion of storage capacity. Appendix C explains recent revisions made to working gas and base gas capacity on the part of several storage operators in 1991 through 1993. The revisions were significant, and this appendix provides a consistent historical data series that reflects these changes. Finally, Appendix D presents more information on the regression analysis presented in Chapter 2. 19 refs., 21 figs., 5 tabs.

    In the good old days of monopoly, it didn't matter so much how assets or liabilities were carried on the books. Today it matters very much. But in today's competitive environment it is even more important that utilities have a corporate strategy that takes advantage of their assets and is sensitive to both their customers and their competitors. In the good old days, electric utilities were natural monopolies. Regulators substituted their judgments for those of the marketplace, the utility's engineers managed the production process, its lawyers managed the regulators, and nobody managed the utility as a business. The utility was not a business. It was a quasi-governmental public service institution that - incidentally - threw off an ever-increasing dividend stream to shareholders who thought that they had purchased the equivalent of a bond that had an attached inflation hedge. The good old days are gone. The business is becoming a real one. Customers have choices. Yet the utility's accounting, managerial, and regulatory policies are rooted in the precepts of the old natural monopoly: the utility will always be the cheapest source of electricity, and customers will always need electricity.

    Communication regarding the management of radioactive materials is a well-established challenge. Residents and consumers have suspected for years that companies and governments place short-term economic concerns ahead of health and safety. This skepticism is compounded with increased attention to safety issues at nuclear power plants everywhere after Fukushima. Nonetheless, today's environment presents unexpected opportunities to transform public fear into teachable moments that bring knowledge and facts to discussions on nuclear energy. In the weeks following Japan's crisis, the lack of reliable information on radiation levels saw citizens taking to the streets with dosimeters and Geiger counters in crowd-sourced radiation monitoring efforts. Efforts, based mainly online, represent a growing set of examples of how internet and cell-phone technology are being put to use in emergency situations. The maps, graphs and tables created to meet public interest also exemplify some of the psychological priorities of audiences and present learning tools that can improve future education efforts in non-emergency situations. Industry outreach efforts often consist of technical details and quantitative data that are difficult for lay audiences to interpret. The intense attention to nuclear energy issues since last March has produced a wide array of visual samples. Citizen monitors, news organizations, government agencies and others have displayed quantitative information in innovative ways. Their efforts offer new perspective on what charts, maps and info graphics do - or need to do - to illustrate requirements, record assessments and promote understanding of nuclear-waste issues. Surveying the best examples, nuclear communicators can improve their offerings of easy-to-use, evidence-based visuals to inform stakeholders.     This paper has three goals. The first is to review Shannon's theory of information and the subsequent advances leading to today's statistics-based text analysis algorithms, showing that the semantics of the text is neglected. The second goal is to propose an extension of Shannon's original model that can take into account semantics, where the 'semantics' of a message is understood in terms of the intended or actual changes on the recipient of a message. The third goal is to propose several lines of research that naturally fall out of the proposed model. Each computational approach to solving some problem rests on an underlying model or set of models that describe how key phenomena in the real world are represented and how they are manipulated. These models are both liberating and constraining. They are liberating in that they suggest a path of development for new tools and algorithms. They are constraining in that they intentionally ignore other potential paths of development. Modern statistical-based text analysis algorithms have a specific intellectual history and set of underlying models rooted in Shannon's theory of communication. For Shannon, language is treated as a stochastic generator of symbol sequences. Shannon himself, subsequently Weaver, and at least one of his predecessors are all explicit in their decision to exclude semantics from their models. This rejection of semantics as 'irrelevant to the engineering problem' is elegant and combined with developments particularly by Salton and subsequently by Latent Semantic Analysis, has led to a whole collection of powerful algorithms and an industry for data mining technologies. However, the kinds of problems currently facing us go beyond what can be accounted for by this stochastic model. Today's problems increasingly focus on the semantics of specific pieces of information. And although progress is being made with the old models, it seems natural to develop or extend information theory to account for

    Many relatively small electrostatic precipitators (ESP`s) exist which collect fly ash at remarkably high efficiencies and have been tested consistently at correspondingly high migration velocities. But the majority of the world`s coal supplies produce ashes which are collected at much lower migration velocities for a given efficiency and therefore require correspondingly large specific collection areas to achieve acceptable results. Early trials of flue gas conditioning (FGC) showed benefits in maximizing ESP performance and minimizing expense which justified continued experimentation. Trials of several dozen ways of doing it wrong eventually developed a set of reliable rules for doing it right. One result is that the use of sulfur trioxide (SO{sub 3}) for adjustment of the resistivity of fly ash from low sulfur coal has been widely applied and has become an automatically accepted part of the option of burning low sulfur coal for compliance with the Clean Air Act of l990 in the U.S.A. Currently, over 100,000 MW of generating capacity is using FGC, and it is estimated that approximately 45,800 MW will utilize coal-switching with FGC for Clean Air Act emission compliance. Guarantees that this equipment will be available to operate at least 98 percent of the time it is called upon are routinely fulfilled.

    Although coiled tubing (CT) was introduced to the oil and gas industry in the 1960s, the product was used for little more than nitrogen jetting and sand removal for nearly two decades. Then, in the 1990s, the availability of CT with large diameters (up to 4 inch OD) and higher strength enabled its use for more complicated and demanding jobs. For the first time, CT could provide the high flow rates and withstand the pressures required for production tubulars, without a rig or hoist unit. The paper describes composite coiled tubing, fracturing, laying offshore flow lines, and a gas storage well cleanout, and a geothermal well cleanout.

    With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

    Environmental Technologies Group International (ETG) has developed technology that appears to allow revert materials to be successfully recycled in the steelmaking process. ETG has presented research indicating revert materials can be processed to maintain thermal integrity, thus enabling them to be reduced in the steelmaking process. Additional research has been undertaken to define briquetted revert material performance in an electric arc furnace environment. Briquettes made from several revert materials with a variety of component spectrums were introduced into an experimental arc furnace to determine reduction rates and iron recovery. It was found that the iron recovery was dependent on the iron content of the revert, but all reverts yielded between 70 to 80% of the iron units present. Coke was used in the briquettes as a fuel and a carbon source for reduction. It was found that a minimum level of coke at approximately 20% was required to provide sufficient fuel and carbon to recover the available iron units. Iron recovered form the revert materials ranged from 92 to 96% with varying amounts of carbon and other materials present.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

    The various projects involving the use of wood pellets and chips as a heating fuel in Charlottetown, Prince Edward Island are described in detail. Carried out by the Institute of Man and Resources (founded in 1977) the goal is to promote renewable energy activities of special interest to Prince Edward Island residents. Four projects involving pellets and chips are described. These are: (1) the wood-fired Residential Heating Demonstration Program designed to research sophisticated central systems and alleviate pressure on the island's hardwood forests; (2) the Wood Fuel Survey Project in which 300 residents were used to gauge the impact of wood heating; (3) evaluation and testing of pellet wood stokers (using currently available coal-fired units); and (4) a demonstration program to determine costs and practicality of fuel supply systems for chips and pellets. The results of these programs are discussed and specific experiences are discussed in detail. Problems (e.g. pellet breakage and dust) are considered. It is concluded that (overall) results are satisfactory; wood chips and pellets are a convenient fuel; appliances function satisfactorily; and homeowners involved in the program are enthusiastic.     Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    The Department of Energy`s clean coal technology (CCT) program succeeded in developing more efficient, cleaner, coal-fired electricity options. The Department and its private partners succeeded in the demonstration of CCT -- a major feat that required more than a decade of commitment between them. As with many large-scale capital developments and changes, the market can shift dramatically over the course of the development process. The CCT program was undertaken in an era of unstable oil and gas prices, concern over acid rain, and guaranteed markets for power suppliers. Regulations, fuel prices, emergency of competing technologies, and institutional factors are all affecting the outlook for CCT deployment. The authors identify the major barriers to CCT deployment and then introduce some possible means to surmount the barriers.

    This report broadens a previous review of published literature on corrosion of recovery boiler superheater tube materials to consider the performance of candidate materials at temperatures near the deposit melting temperature in advanced boilers firing coal, wood-based fuels, and waste materials as well as in gas turbine environments. Discussions of corrosion mechanisms focus on the reactions in fly ash deposits and combustion gases that can give corrosive materials access to the surface of a superheater tube. Setting the steam temperature of a biomass boiler is a compromise between wasting fuel energy, risking pluggage that will shut the unit down, and creating conditions that will cause rapid corrosion on the superheater tubes and replacement expenses. The most important corrosive species in biomass superheater corrosion are chlorine compounds and the most corrosion resistant alloys are typically FeCrNi alloys containing 20-28% Cr. Although most of these materials contain many other additional additions, there is no coherent theory of the alloying required to resist the combination of high temperature salt deposits and flue gases that are found in biomass boiler superheaters that may cause degradation of superheater tubes. After depletion of chromium by chromate formation or chromic acid volatilization exceeds a critical amount, the protective scale gives way to a thick layer of Fe{sub 2}O{sub 3} over an unprotective (FeCrNi){sub 3}O{sub 4} spinel. This oxide is not protective and can be penetrated by chlorine species that cause further acceleration of the corrosion rate by a mechanism called active oxidation. Active oxidation, cited as the cause of most biomass superheater corrosion under chloride ash deposits, does not occur in the absence of these alkali salts when the chloride is present as HCl gas. Although a deposit is more corrosive at temperatures where it is molten than at temperatures where it is frozen, increasing superheater tube temperatures through the measured first melting point of fly ash deposits does not necessarily produce a step increase in corrosion rate. Corrosion rate typically accelerates at temperatures below the first melting temperature and mixed deposits may have a broad melting temperature range. Although the environment at a superheater tube surface is initially that of the ash deposits, this chemistry typically changes as the deposits mature. The corrosion rate is controlled by the environment and temperature at the tube surface, which can only be measured indirectly. Some results are counter-intuitive. Two boiler manufacturers and a consortium have developed models to predict fouling and corrosion in biomass boilers in order to specify tube materials for particular operating conditions. It would be very useful to compare the predictions of these models regarding corrosion rates and recommended alloys in the boiler environments where field tests will be performed in the current program. Manufacturers of biomass boilers have concluded that it is more cost-effective to restrict steam temperatures, to co-fire biofuels with high sulfur fuels and/or to use fuel additives rather than try to increase fuel efficiency by operating with superheater tube temperatures above melting temperature of fly ash deposits. Similar strategies have been developed for coal fired and waste-fired boilers. Additives are primarily used to replace alkali metal chloride deposits with higher melting temperature and less corrosive alkali metal sulfate or alkali aluminum silicate deposits. Design modifications that have been shown to control superheater corrosion include adding a radiant pass (empty chamber) between the furnace and the superheater, installing cool tubes immediately upstream of the superheater to trap high chloride deposits, designing superheater banks for quick replacement, using an external superheater that burns a less corrosive biomass fuel, moving circulating fluidized bed (CFB) superheaters from the convective pass into the hot recirculated fluidizing medium and adding an insulating layer to superheater tubes to raise their surface temperature above the dew point temperature of alkali chlorides. These design changes offer advantages but introduce other challenges. For example, operating with superheater temperatures above the dew point of alkali chlorides could require the use of creep-resistant tube alloys and doesn't eliminate chloride corrosion. Improved test methods that can be applied within this project include automated dimensional metrology to make a statistical analysis of depth of penetration and corrosion product thickness, and simultaneous thermal analysis measurements to quantify the melting of complex ashes and avoid the unreliability of the standard ash fusion test. Other important developments in testing include the installation of individually-temperature-controlled superheater loops for corrosion testing in operating boilers and temperature gradient testing.

    Earlier this week, we talked about Secretary Chu’s visit to the St. Petersburg Seaport. But that’s not all he did while visiting the historic Russian city this week. The Optogan LED Factory opened their doors so the Secretary could see their production facilities firsthand. Reminiscent of many stories here in the United States, the company started when three friends had an idea and started their company “in the kitchen” -- just like the “garage” businesses of American entrepreneurs. Optogan is now a multi-national, vertically integrated venture poised to produce 30 million LEDs a month. Local demand in St. Petersburg is already ahead of production capabilities, which means there’s a lot of room for the company to grow. Optogan’s success, due in part being well positioned to respond when Russia passed legislation mandating better energy-efficiency in 2009, demonstrates how innovation, determination and government can work together and lead to huge benefits.     This study uses the Pfam database to show that the sequence redundancy of protein structures deposited in the PDB is increasing. The possible reasons behind this trend are discussed. High-resolution structural knowledge is key to understanding how proteins function at the molecular level. The number of entries in the Protein Data Bank (PDB), the repository of all publicly available protein structures, continues to increase, with more than 8000 structures released in 2012 alone. The authors of this article have studied how structural coverage of the protein-sequence space has changed over time by monitoring the number of Pfam families that acquired their first representative structure each year from 1976 to 2012. Twenty years ago, for every 100 new PDB entries released, an estimated 20 Pfam families acquired their first structure. By 2012, this decreased to only about five families per 100 structures. The reasons behind the slower pace at which previously uncharacterized families are being structurally covered were investigated. It was found that although more than 50% of current Pfam families are still without a structural representative, this set is enriched in families that are small, functionally uncharacterized or rich in problem features such as intrinsically disordered and transmembrane regions. While these are important constraints, the reasons why it may not yet be time to give up the pursuit of a targeted but more comprehensive structural coverage of the protein-sequence space are discussed.
