    We have mapped the central 10'x10' of the dense core TMC-1C at 450 and 850 microns using SCUBA on the James Clerk Maxwell Telescope. The unusually high quality of the 450 micron map allows us to make a detailed analysis of the temperature and column density profiles of the core. We find that the dust temperature at the center of TMC-1C is 7 K, rising to 11 K at the edges. We discuss the possibility and effects of a variable emissivity spectral index on the derived mass profile. The low dust temperature of TMC-1C results in a high derived mass for the core, significantly larger than the virial mass estimated from the linewidth of the N2H+ (1-0) transition. This result is valid within a wide range of dust properties and ellipticities of the core. The N2H+ (1-0) spectra, taken with the IRAM 30m telescope, show signs of self-absorption, which provide evidence of sub-sonic infall motions. The derived density profile and infall velocity is compared to the predictions of several popular star formation models, and the Bonnor-Ebert model isthe best fit analytic model.

    We report a sensitive search for the rotational transitions of the carbon-chain alcohol HC{sub 4}OH in the frequency range 21.2-46.7 GHz in the star-forming region L1527 and the dark cloud TMC-1. The motivation was laboratory detection of HC{sub 4}OH by microwave spectroscopy. Despite achieving rms noise levels of several millikelvin in the antenna temperature using the 45 m telescope at Nobeyama Radio Observatory, the detection was not successful, leading to 3{sigma} upper limits corresponding to the column densities of 2.0 Multiplication-Sign 10{sup 12} and 5.6 Multiplication-Sign 10{sup 12} cm{sup -2} in L1527 and TMC-1, respectively. These upper limits indicate that [HC{sub 4}OH]/[HC{sub 5}N] ratios are less than 0.3 and 0.1 in L1527 and TMC-1, respectively, where HC{sub 5}N is an HC{sub 4}-chain cyanide and HC{sub 4}OH is a hydroxide. These ratios suggest that the cyano carbon-chain molecule dominates the hydroxyl carbon-chain molecule in L1527 and TMC-1. This is contrary to the case of saturated compounds in hot cores, e.g., CH{sub 3}OH and CH{sub 3}CN, and can be a chemical feature of carbon-chain molecules in L1527 and TMC-1. In addition, the column densities of the 'unsubstituted' carbon-chain molecule C{sub 4}H and the sulfur-bearing molecules SO and HCS{sup +} were determined from detected lines in L1527.

    The binding properties of the protein-inhibitor complex of human immunodeficiency virus type 1 (HIV-1) protease with the inhibitor TMC-126 are investigated by combining computational alanine scanning (CAS) mutagenesis with binding free-energy decomposition (BFED). The calculated results demonstrate that the flap region (residues 38-58) and the active site region (residues 23-32) in HIV-1 protease contribute 63.72% of the protease to the binding of the inhibitor. In particular, the mechanisms for the interactions of key residues of these species are fully explored and analyzed. Interestingly, the regression analyses show that both CAS and BFED based on the generalized Born model yield similar results, with a correlation coefficient of 0.94. However, compared to CAS, BFED is faster and can decompose the per-residue binding free-energy contributions into backbone and sidechain contributions. The results obtained in this study are useful for studying the binding mechanism between receptor and ligand and for designing potent inhibitors that can combat diseases.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

    To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 “Tools for Nanotechnology Education Development”, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

    The following pages present the final report of activities undertaken by Carpenter Environmental Associates, Inc. (CEA) in carrying out its contractual obligations for the New York Support Office of the US Department of Energy. The contract calls for the field monitoring/review of DOE grants to schools and hospitals under the Institutional Conservation Program (ICP). This final report is the result of a review of statistics and findings gathered over the period of the contract, which included monitoring visits to 50 grantees in New York State and New Jersey. The report is intended to highlight aspects of the monitoring project and to make recommendations.     In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

    Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance and limitations of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight evidence-based principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.

    The Institute for Fusion Studies is a national center for theoretical fusion plasma physics research. Its purposes are: (1) to conduct research on theoretical questions concerning the achievement of controlled fusion energy by means of magnetic confinement--including both fundamental problems of long-range significance, as well as shorter-term issues; (2) to serve as a center for information exchange, nationally and internationally, by hosting exchange visits, conferences, and workshops; (3) and to train students and postdoctoral research personnel for the fusion energy program and plasma physics research areas. The theoretical research results that are obtained by the Institute contribute mainly to the progress of national and international efforts in nuclear fusion research, whose goal is the development of fusion power.as a basic energy source. In addition to its primary focus on fusion physics, the Institute is also involved with research in related fields, such as advanced computing techniques, nonlinear dynamics, plasma astrophysics, and accelerator physics. The work of EFS scientists continued to receive national and international recognition. Numerous invited papers were given during the past year at workshops, conferences, and scientific meetings. Last year IFS scientists published 95 scientific articles in technical journals and monographs.

The Enrico Fermi Institute pursues research in some core areas of the physical sciences. These include cosmology, particle physics, theoretical physics, particle astrophysics, and cosmochemistry.     Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    The Institute for Ultrascale Visualization aims to address visualization needs of SciDAC science domains, including research topics in advanced scientific visualization architectures, algorithms, and interfaces for understanding large, complex datasets. During the current project period, the focus of the team at the University of Virginia has been interactive remote rendering for scientific visualization. With high-performance computing resources enabling increasingly complex simulations, scientists may desire to interactively visualize huge 3D datasets. Traditional large-scale 3D visualization systems are often located very close to the processing clusters, and are linked to them with specialized connections for high-speed rendering. However, this tight coupling of processing and display limits possibilities for remote collaboration, and prohibits scientists from using their desktop workstations for data exploration. In this project, we are developing a client/server system for interactive remote 3D visualization on desktop computers.

    The Joint Institute for Nanoscience (JIN) is a cooperative venture of the University of Washington and Pacific Northwest National Laboratory to encourage and enhance high-impact and high-quality nanoscience and nanotechnology of all types. This first annual report for the JIN summarizes activities beginning in 2001 and ending at the close of fiscal year 2003 and therefore represents somewhat less than two years of activities. Major portions of the JIN resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by Pacific Northwest National Laboratory (PNNL) staff scientists and University of Washington (UW) professors. These fellowships were awarded on the basis of applications that included research proposals. JIN co-sponsors an annual Nanoscale Science and Technology Workshop held in Seattle. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The initial JIN agreement recognized that expansion of cooperation beyond UW and PNNL would be highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N?). In concept, N? is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    This Institutional Plan for Argonne National Laboratory contains central elements of Argonne`s strategic plan. Chapter II of this document discusses the Laboratory`s mission and core competencies. Chapter III presents the Science and Technology Strategic Plan, which summarizes key features of the external environment, presents Argonne`s vision, and describes how the Laboratory`s strategic goals and objectives map onto and support DOE`s four business lines. The balance of the chapter comprises the science and technology area plans, organized by the four DOE business lines. Chapter IV describes the Laboratory`s ten major initiatives, which cover a broad spectrum of science and technology. Our proposal for an Exotic Beam Facility aims at, among other things, increased understanding of the processes of nuclear synthesis during and shortly after the Big Bang. Our Advanced Transportation Technology initiative involves working with US industry to develop cost-effective technologies to improve the fuel efficiency and reduce the emissions of transportation systems. The Laboratory`s plans for the future depend significantly on the success of its major initiatives. Chapter V presents our Operations and Infrastructure Strategic Plan. The main body of the chapter comprises strategic plans for human resources; environmental protection, safety, and health; site and facilities; and information management. The chapter concludes with a discussion of the business and management practices that Argonne is adopting to improve the quality and cost-effectiveness of its operations. The structure and content of this document depart from those of the Institutional Plan in previous years. Emphasis here is on directions for the future; coverage of ongoing activities is less detailed. We hope that this streamlined plan is more direct and accessible.

  8. PETASCALE DATA STORAGE INSTITUTE (PDSI) Final Report

    Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability. The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools. The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz. Because the Institute focuses on low level files systems and storage systems, its role in improving SciDAC systems was one of supporting application middleware such as data management and system-level performance tuning. In retrospect, the Petascale Data Storage Institute’s most innovative and impactful contribution is the Parallel Log-structured File System (PLFS). Published in SC09, PLFS is middleware that operates in MPI-IO or embedded in FUSE for non-MPI applications. Its function is to decouple concurrently written files into a per-process log file, whose impact (the contents of the single file that the parallel application was concurrently writing) is determined on later reading, rather than during its writing. PLFS is transparent to the parallel application, offering a POSIX or MPI-IO interface, and it shows an order of magnitude speedup to the Chombo benchmark and two orders of magnitude to the FLASH benchmark. Moreover, LANL production applications see speedups of 5X to 28X, so PLFS has been put into production at LANL. Originally conceived and prototyped in a PDSI collaboration between LANL and CMU, it has grown to engage many other PDSI institutes, international partners like AWE, and has a large team at EMC supporting and enhancing it. PLFS is open sourced with a BSD license on sourceforge. Post PDSI funding comes from NNSA and industry sources. Moreover, PLFS has spin out half a dozen or more papers, partnered on research with multiple schools and vendors, and has projects to transparently 1) dis- tribute metadata over independent metadata servers, 2) exploit drastically non-POSIX Hadoop storage for HPC POSIX applications, 3) compress checkpoints on the fly, 4) batch delayed writes for write speed, 5) compress read-back indexes and parallelize their redistribution, 6) double-buffer writes in NAND Flash storage to decouple host blocking during checkpoint from disk write time in the storage system, 7) pack small files into a smaller number of bigger containers. There are two large scale open source Linux software projects that PDSI significantly incubated, though neither were initated in PDSI. These are 1) Ceph, a UCSC parallel object storage research project that has continued to be a vehicle for research, and has become a released part of Linux, and 2) Parallel NFS (pNFS) a portion of the IETF’s NFSv4.1 that brings the core data parallelism found in Lustre, PanFS, PVFS, and Ceph to the industry standard NFS, with released code in Linux 3.0, and its vendor offerings, with products from NetApp, EMC, BlueArc and RedHat. Both are fundamentally supported and advanced by vendor companies now, but were critcally transferred from research demonstration to viable product with funding from PDSI, in part. At this point Lustre remains the primary path to scalable IO in Exascale systems, but both Ceph and pNFS are viable alternatives with different fundamental advantages. Finally, research community building was a big success for PDSI. Through the HECFSIO workshops and HECURA project with NSF PDSI stimulated and helped to steer leveraged funding of over $25M. Through the Petascale (now Parallel) Data Storage Workshop series, www.pdsw.org, colocated with SCxy each year, PDSI created and incubated five offerings of this high-attendance workshop. The

    This document reports the results of the fiscal year 2006 institutional controls assessment at Comprehensive Environmental Response, Compensation, and Liability Act sites at the Idaho National Laboratory. These activities are described in the INEEL Sitewide Institutional Control Plan. Inspections were performed by Long-term Stewardship Program personnel with representatives of the various facilities. The assessments showed that the various institutional control measures in place across the Idaho National Laboratory Site are functioning as intended. Information in the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan was reviewed as part of the annual assessment and was revised as needed to reflect the current status of the institutional control sites.

    While initially a virtual institute, the driving force behind the creation of the DOE Joint Genome Institute in Walnut Creek, California in the Fall of 1999 was the Department of Energy's commitment to sequencing the human genome. With the publication in 2004 of a trio of manuscripts describing the finished 'DOE Human Chromosomes', the Institute successfully completed its human genome mission. In the time between the creation of the Department of Energy Joint Genome Institute (DOE JGI) and completion of the Human Genome Project, sequencing and its role in biology spread to fields extending far beyond what could be imagined when the Human Genome Project first began. Accordingly, the targets of the DOE JGI's sequencing activities changed, moving from a single human genome to the genomes of large numbers of microbes, plants, and other organisms, and the community of users of DOE JGI data similarly expanded and diversified. Transitioning into operating as a user facility, the DOE JGI modeled itself after other DOE user facilities, such as synchrotron light sources and supercomputer facilities, empowering the science of large numbers of investigators working in areas of relevance to energy and the environment. The JGI's approach to being a user facility is based on the concept that by focusing state-of-the-art sequencing and analysis capabilities on the best peer-reviewed ideas drawn from a broad community of scientists, the DOE JGI will effectively encourage creative approaches to DOE mission areas and produce important science. This clearly has occurred, only partially reflected in the fact that the DOE JGI has played a major role in more than 45 papers published in just the past three years alone in Nature and Science. The involvement of a large and engaged community of users working on important problems has helped maximize the impact of JGI science. A seismic technological change is presently underway at the JGI. The Sanger capillary-based sequencing process that dominated how sequencing was done in the last decade is being replaced by a variety of new processes and sequencing instruments. The JGI, with an increasing number of next-generation sequencers, whose throughput is 100- to 1,000-fold greater than the Sanger capillary-based sequencers, is increasingly focused in new directions on projects of scale and complexity not previously attempted. These new directions for the JGI come, in part, from the 2008 National Research Council report on the goals of the National Plant Genome Initiative as well as the 2007 National Research Council report on the New Science of Metagenomics. Both reports outline a crucial need for systematic large-scale surveys of the plant and microbial components of the biosphere as well as an increasing need for large-scale analysis capabilities to meet the challenge of converting sequence data into knowledge. The JGI is extensively discussed in both reports as vital to progress in these fields of major national interest. JGI's future plan for plants and microbes includes a systematic approach for investigation of these organisms at a scale requiring the special capabilities of the JGI to generate, manage, and analyze the datasets. JGI will generate and provide not only community access to these plant and microbial datasets, but also the tools for analyzing them. These activities will produce essential knowledge that will be needed if we are to be able to respond to the world's energy and environmental challenges. As the JGI Plant and Microbial programs advance, the JGI as a user facility is also evolving. The Institute has been highly successful in bending its technical and analytical skills to help users solve large complex problems of major importance, and that effort will continue unabated. The JGI will increasingly move from a central focus on 'one-off' user projects coming from small user communities to much larger scale projects driven by systematic and problem-focused approaches to selection of sequencing targets.     The Institute for Multiscale Modeling of Biological Interactions (IMMBI) has two primary goals: Foster interdisciplinary collaborations among faculty and their research laboratories that will lead to novel applications of multiscale simulation and modeling methods in the biological sciences and engineering; and Building on the unique biophysical/biology-based engineering foundations of the participating faculty, train scientists and engineers to apply computational methods that collectively span multiple time and length scales of biological organization.     Sandia recently completed an updated strategic plan, the essence of which is presented in chapter 4. Sandia`s Strategic Plan 1994 takes its direction from DOE`s Fueling a Competitive Economy: Strategic Plan and provides tangible guidance for Sandia`s programs and operations. Although it is impossible to foresee precisely what activities Sandia will pursue many years from now, the strategic plan makes one point clear: the application of our scientific and engineering skills to the stewardship of the nation`s nuclear deterrent will be central to our service to the nation. We will provide the necessary institutional memory and continuity, experience base, and technical expertise to ensure the continued safety, security, and reliability of the nuclear weapons stockpile. As a multiprogram laboratory, Sandia will also continue to focus maximum effort on a broad spectrum of other topics consistent with DOE`s enduring core mission responsibilities: Defense (related to nuclear weapons), Energy, Environment (related to waste management and environmental remediation), and Basic Science.

    The Institutional Plan has been rearranged this year as a reflection of new Department of Energy (DOE) guidelines and to better illustrate the Laboratory`s mission-oriented focus. In Section 1 of this plan, the authors set forth their vision, mission, core competencies, strategic view, and related material. This section illustrates integration with the vision, mission, priorities, and core businesses of DOE. They define strategies, tactics, and guidelines and describe how they measure progress. In Section 2, they have elaborated on how they plan to address the Laboratory`s mission, describing programs and activities in the context of their role in this mission. Section 3 contains information on their approach to managing their business and operations. First they address the most critical issue safety. In this section, they confirm that Los Alamos is addressing the DOE critical success factors and describe the initiatives and plans that make their mission successful and leads them toward their vision. Section 4 contains details of their resources. 44 figs., 56 tabs.

    The Aspen Global Change Institute (AGCI) successfully organized and convened six interdisciplinary meetings over the course of award NNG04GA21G. The topics of the meetings were consistent with a range of issues, goals and objectives as described within the NASA Earth Science Enterprise Strategic Plan and more broadly by the US Global Change Research Program/Our Changing Planet, the more recent Climate Change Program Strategic Plan and the NSF Pathways report. The meetings were chaired by two or more leaders from within the disciplinary focus of each session. 222 scholars for a total of 1097 participants-days were convened under the auspices of this award. The overall goal of each AGCI session is to further the understanding of Earth system science and global environmental change through interdisciplinary dialog. The format and structure of the meetings allows for presentation by each participant, in-depth discussion by the whole group, and smaller working group and synthesis activities. The size of the group is important in terms of the group dynamics and interaction, and the ability for each participant's work to be adequately presented and discussed within the duration of the meeting, while still allowing time for synthesis
