    Seadrift Pipeline Corp. recently decommissioned its Ella Pipeline, an 108-mile, 8-in. line between the King Ranch and a Union Carbide plant at Seadrift, Texas. The pipeline company opted for the product transfer services of pipeline Dehydrators Inc. to evacuate the ethane-rich LPG mixture from the pipeline instead of flaring the LPG or displacing it with nitrogen at operating pressures into another pipeline. The product transfer system of Pipeline Dehydrators incorporates the use of highly specialized portable compressors, heat exchangers and interconnected piping. The product transfer process of evacuating a pipeline is an economically viable method that safely recovers a very high percentage of the product while maintaining product purity. Using positive-displacement compressors, PLD transferred the LPG from the idled 8-in. Ella line into an adjacent 12-in. ethane pipeline that remained in service at approximately 800 psig. Approximately 4.3 million lb of LPG (97% ethane, 2.7% methane and 0.3% propane) were transferred into the ethane pipeline, lowering the pressure on the Ella Pipeline from 800 psig to 65 psig.

    The U.S. Department of Energy (DOE) owns, operates, and manages the buildings and land areas on the Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. As land and buildings are declared excess or underutilized, it is the intent of DOE to either transfer the title of or lease suitable property to the Community Reuse Organization of East Tennessee (CROET) or other entities for public use. It is DOE's responsibility, in coordination with the U.S. Environmental Protection Agency (EPA), Region 4, and the Tennessee Department of Environment and Conservation (TDEC), to ensure that the land, facilities, and personal property that are to have the title transferred or are to be leased are suitable for public use. Release of personal property must also meet site requirements and be approved by the DOE contractor responsible for site radiological control. The terms title transfer and lease in this document have unique meanings. Title transfer will result in release of ownership without any restriction or further control by DOE. Under lease conditions, the government retains ownership of the property along with the responsibility to oversee property utilization. This includes involvement in the lessee's health, safety, and radiological control plans and conduct of site inspections. It may also entail lease restrictions, such as limiting access to certain areas or prohibiting digging, drilling, or disturbing material under surface coatings. Survey and sampling requirements are generally more rigorous for title transfer than for lease. Because of the accelerated clean up process, there is an increasing emphasis on title transfers of facilities and land. The purpose of this document is to describe the radiological survey and sampling protocols that are being used for assessing the radiological conditions and characteristics of building and land areas on the Oak Ridge Reservation that contain space potentially available for title transfer or lease.     The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.   14. Evaluation of Hose in Hose Transfer Line Service Life for Hanford's Interim Stabilization Program

    RPP-6153, Engineering Task Plan for Hose-in-Hose Transfer System for the Interim Stabilization Program, defines the programmatic goals, functional requirements, and technical criteria for the development and subsequent installation of transfer line equipment to support Hanford's Interim Stabilization Program. RPP-6028, Specification for Hose in Hose Transfer Lines for Hanford's Interim Stabilization Program, has been issued to define the specific requirements for the design, manufacture, and verification of transfer line assemblies for specific waste transfer applications. Included in RPP-6028 are tables defining the chemical constituents of concern to which transfer lines will be exposed. Current Interim Stabilization Program planning forecasts that the at-grade transfer lines will be required to convey pumpable waste for as much as three years after commissioning. Prudent engineering dictates that the equipment placed in service have a working life in excess of this forecasted time period, with some margin to allow for future adjustments to the planned schedule. This document evaluates the effective service life of the Hose-in-Hose Transfer Lines, based on information submitted by the manufacturer and published literature. The effective service life of transfer line assemblies is a function of several factors. Foremost among these are process fluid characteristics, ambient environmental conditions, and the manufacturer's stated shelf life. This evaluation examines the manufacturer's certification of shelf life, the manufacturer's certifications of chemical compatibility with waste, and published literature on the effects of exposure to ionizing radiation on the mechanical properties of elastomeric materials to evaluate transfer line service life.

    This environmental baseline survey (EBS) report documents the baseline environmental conditions of the U. S. Department of Energy's (DOE's) Parcel ED-9 at the East Tennessee Technology Park (ETTP). Parcel ED-9 consists of about 13 acres that DOE proposes to transfer to Heritage Center, LLC (hereafter referred to as 'Heritage Center'), a subsidiary of the Community Reuse Organization of East Tennessee (CROET). The 13 acres include two tracts of land, referred to as ED-9A (7.06 acres) and ED-9B (5.02 acres), and a third tract consisting of about 900 linear feet of paved road and adjacent right-of-way, referred to as ED-9C (0.98 acres). Transfer of the title to ED-9 will be by deed under a Covenant Deferral Request (CDR) pursuant to Section 120(h)(3)(C) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). This report provides a summary of information to support the transfer of this government-owned property at ETTP to a non-federal entity.

    This environmental baseline survey (EBS) documents the baseline environmental conditions of the U. S. Department of Energy's (DOE's) K-792 Switchyard Complex, which includes the former K-792 Switchyard, the K-79 1-B building, the K-796-A building, and the K-792 Northern Expansion Area located in the northwestern portion of the East Tennessee Technology Park (ETTP). The total area of the property is approximately 19.91 acres. DOE is proposing to transfer the title of this land area and buildings to the Heritage Center, LLC (Heritage Center), a subsidiary corporation of the Community Reuse Organization of East Tennessee (CROET). This report provides supporting information for the transfer of this government-owned facility at ETTP to a non-federal entity. The area proposed for title transfer includes the former K-792 Switchyard, the K-792 Northern Expansion Area, Bldg. K-791-B, Bldg. K-796-A, and the underlying property known as the underlying fee. Located within the K-792 Switchyard footprint but not included in the transfer are Bldg. K-131 0-MP and Bldg. K- 131 0-MQ, two buildings owned by a private company that leases space in the northern portion of the Switchyard. The transfer footprint is bounded by Perimeter Road to the north and west, the parking area for Portal 8 to the south, and primarily the former K-792 Powerhouse Complex and Avenue 'U' North to the east; however, the eastern boundary along the Northern Expansion area has no physical features associated with it. Zone 2 remedial action objectives were developed by the DVS to support the future use of ETTP as a mixed-use commercial and industrial park. Therefore, remediation criteria were designed for the protection of the future industrial worker under the assumption the worker normally would not have the potential for exposure to soils at depths below 10 ft below ground surface (bgs).     This environmental baseline survey (EBS) report documents the baseline environmental conditions of a land parcel referred to as 'ED-4' (ED-4) at the U. S. Department of Energy's (DOE's) East Tennessee Technology Park (ETTP). DOE is proposing to transfer the title of this land to the Heritage Center, LLC. Parcel ED-4 is a land parcel that consists of two noncontiguous areas comprising a total of approximately 18 acres located east of the ETTP. The western tract of ED-4 encompasses approximately 8.5 acres in the northeastern quadrant of the intersection of Boulevard Road and Highway 58. The eastern tract encompasses an area of approximately 9.5 acres in the northwestern quadrant of the intersection of Blair Road and Highway 58 (the Oak Ridge Turnpike). Aerial photographs and site maps from throughout the history of the ETTP, going back to its initial development in the 1940s as the Oak Ridge Gaseous Diffusion Plant (ORGDP), indicate that this area has been undeveloped woodland with the exception of three support facilities for workers constructing the ORGDP since federal acquisition in 1943. These three support facilities, which were located in the western tract of ED-4, included a recreation hall, the Town Hall Camp Operations Building, and the Property Warehouse. A railroad spur also formerly occupied a portion of Parcel ED-4. These former facilities only occupied approximately 5 percent of the total area of Parcel ED-4. This report provides supporting information for the transfer of this government-owned property at ETTP to a non-federal entity. This EBS is based upon the requirements of Sect. 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). In order to support a Clean Parcel Determination (CPD) in accordance with CERCLA Sect. 120(h)(4)(d), groundwater and sediment samples were collected within, and adjacent to, the Parcel ED-4 study area.     Santa Fe pacific Pipeline Partners, L.P. (SFPP) is a refined petroleum pipeline operating in six states in the western United States. Sixteen terminals are subject to the Title V permit to operate requirements. There are many obstacles to overcome, not only when preparing applications for Title V operating permits, but in the implementation phase of the project as well. Each Air District has its own set of rules and regulations that must be adhered to in preparing the application. For example, some districts required the insignificant sources to be documented and included in compliance plans and some do not. The format required for the application varies from stringent forms that must be completed to no forms at all. In preparing the Title V application for SFPP, the author quickly realized if this confusion was transferred to the implementation phase, compliance would be a failure. Therefore, early on the environmental manager instituted a training program. Beginning with a pilot program in one district the author began training managers and supervisors. This program quickly was expanded to include senior vice presidents and technicians. This training session was a one hour of general overview to visually describe how the Title V process would affect the facilities. As a result of this training, virtually every employee became familiar with how the Title V program was affecting the facilities. Engineering and Customer Service is instructed to notify the manager of any and every new project so it could undergo a review to determine if it affected a Title V facility. The field acts as a check of the system. Any change or modification at any facility is immediately under scrutiny for Title V implications. Another obstacle to overcome is to help the facility deal with something that is new and basically a different way of operating.

    The U.S. Department of Energy's (DOE's) Rocky Flats Site (Rocky Flats), located near Denver, Colorado, was listed on the Comprehensive Environmental Response, Compensation, and Liability Act National Priorities List (NPL) in 1989. Subsequent cleanup and closure activities were completed in October 2005 and the final remedy was selected in September 2006. The remedy is 'no further action' for the generally un-impacted Peripheral Operable Unit (OU), formerly known as the Buffer Zone, and institutional and physical controls with continued monitoring for the Central OU, formerly the industrialized area. The Peripheral OU has been deleted from the NPL and jurisdiction over the majority of land in that OU (3,953 acres) was transferred to the U.S. Fish and Wildlife Service (USFWS) on July 12, 2007, to establish the Rocky Flats National Wildlife Refuge. The remaining approximately 929 acres in the Peripheral OU were retained by DOE's Office of Legacy Management where outstanding mineral leases and mining operations exist. As mineral rights are purchased or mining operations and mineral leases are completed and fully reclaimed, jurisdiction of portions of the 929 acres will also be transferred to USFWS for inclusion into the refuge. During the almost 2 years since cleanup and closure work was completed at Rocky Flats, DOE and USFWS have worked the specific legal parameters, timing, and constraints of the 3,953-acre transfer. Many lessons have been learned, based on these early experiences. (authors)

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.
