    In an image registration method, edges are detected in a first image and a second image. A percentage of edge pixels in a subset of the second image that are also edges in the first image shifted by a translation is calculated. A best registration point is calculated based on a maximum percentage of edges matched. In a predefined search region, all registration points other than the best registration point are identified that are not significantly worse than the best registration point according to a predetermined statistical criterion.

    This report summarizes the Nuclear Regulatory Commission staff`s observations and lessons learned from the five License Renewal Demonstration Program (LRDP) site visits performed by the staff from March 25, 1996, through August 16, 1996. The LRDP was a Nuclear Energy Institute (NEI) program intended to assess the effectiveness of the guidance provided by NEI 95-10, Revision 0, {open_quotes}Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule,{close_quotes} to implement the requirements of Title 10 of the Code of Federal Regulations, Part 54 (10 CFR Part 54), {open_quotes}Requirements for Renewal of Operating Licenses for Nuclear Power Plants.{close_quotes} In general, NEI 95-10 appeared to contain the basic guidance needed for scoping, screening, identifying aging effects, developing aging management programs, and performing time-limited aging analyses. However, inconsistent implementation of this guidance in some areas was an indication that clarification of existing guidance and/or the inclusion-of some new guidance may be needed for applicants to develop a license renewal program that is consistent with the intent of the rule.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) in 2013 at 19 uranium mill tailings disposal sites established under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978.1 These activities verified that the UMTRCA Title I disposal sites remain in compliance with license requirements. DOE operates 18 UMTRCA Title I sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) in accordance with Title 10 Code of Federal Regulations Part 40.27 (10 CFR 40.27). As required under the general license, a long-term surveillance plan (LTSP) for each site was prepared by DOE and accepted by NRC. The Grand Junction, Colorado, Disposal Site, one of the 19 Title I sites, will not be included under the general license until the open, operating portion of the cell is closed. The open portion will be closed either when it is filled or in 2023. This site is inspected in accordance with an interim LTSP. Long-term surveillance and maintenance services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective actions; and performing administrative, records, stakeholder relations, and other regulatory stewardship functions. Annual site inspections and monitoring are conducted in accordance with site-specific LTSPs and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up or contingency inspections, or corrective action in accordance with the LTSP. LTSPs and site compliance reports are available on the Internet at http://www.lm.doe.gov/.

    The Department of Energy (DOE) Order DOE 5480.6, Safety of Department of Energy-Owned Nuclear Reactors, establishes reactor safety requirements to assure that reactors are sited, designed, constructed, modified, operated, maintained, and decommissioned in a manner that adequately protects health and safety and is in accordance with uniform standards, guides, and codes which are consistent with those applied to comparable licensed reactors. This document identifies nuclear safety criteria applied to NRC (Nuclear Regulatory Commission) licensed reactors. The titles of the chapters and sections of USNRC Regulatory Guide 1.70, Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants, Rev. 3, are used as the format for compiling the NRC criteria applied to the various areas of nuclear safety addressed in a safety analysis report for a nuclear reactor. In each section the criteria are compiled in four groups: (1) Code of Federal Regulations, (2) US NRC Regulatory Guides, SRP Branch Technical Positions and Appendices, (3) Codes and Standards, and (4) Supplemental Information. The degree of application of these criteria to a DOE-owned reactor, consistent with their application to comparable licensed reactors, must be determined by the DOE and DOE contractor.

  3. Louisiana Title V General Permits

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management in 2013 at six uranium mill tailings disposal sites reclaimed under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978. These activities verified that the UMTRCA Title II disposal sites remain in compliance with license requirements. DOE manages six UMTRCA Title II disposal sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) established at Title 10 Code of Federal Regulations Part 40.28. Reclamation and site transition activities continue at other sites, and DOE ultimately expects to manage approximately 27 Title II disposal sites. Long-term surveillance and maintenance activities and services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective action; and performing administrative, records, stakeholder services, and other regulatory functions. Annual site inspections and monitoring are conducted in accordance with site-specific long-term surveillance plans (LTSPs) and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up inspections, or corrective action.     This report provides a technical and regulatory assessment of the fissile material general licenses and fissile material exemptions within Title 10 of the Code of Federal Regulations Part 71. The assessment included literature studies and calculational analyses to evaluate the technical criteria; review of current industry practice and concerns; and a detailed evaluation of the regulatory text for clarity, consistency and relevance. Recommendations for potential consideration by the Nuclear Regulatory Commission staff are provided. The recommendations call for a simplification and consolidation of the general licenses and a change in the technical criteria for the first fissile material exemptions.

    An apparatus for enabling accurate retaining of a precise position, such as for reacquisition of a microscopic spot or feature having a size of 0.1 mm or less, on broad-area surfaces after non-in situ processing. The apparatus includes a sample and sample holder. The sample holder includes a base and three support posts. Two of the support posts interact with a cylindrical hole and a U-groove in the sample to establish location of one point on the sample and a line through the sample. Simultaneous contact of the third support post with the surface of the sample defines a plane through the sample. All points of the sample are therefore uniquely defined by the sample and sample holder. The position registration system of the current invention provides accuracy, as measured in x, y repeatability, of at least 140 .mu.m.

    Texas has identified a potential site in Hudspeth County in far West Texas near the town of Fort Hancock. Over the past year the Texas Low-Level Radioactive Waste Disposal Authority has been conducting detailed geology, hydrology, meteorology, soils, and flora and fauna evaluations. An authorization by the Board of Directors of the Authority to proceed with a license application, assuming that the detailed evaluation indicates that the site is suitable, is expected by September. A prototype license has been prepared in anticipation of the order to proceed with licensing, and the formal license application is expected to be submitted to the Texas Department of Health-Bureau of Radiation Control in December, meeting the license application milestone. Although site selection processes in all siting areas across the country have experienced organized opposition, El Paso County has funded a particularly well-organized, well-financed program to legally and technically stop consideration of the Fort Hancock site prior to the licensing process. Many procedural, regulatory, and technical issues have been raised which have required responses from the Authority in order to proceed with licensing. This has provided a unique perspective of what to expect from well-organized opposition at the licensing stage. This paper presents an update on the Texas siting activity with detailed information on the site evaluation and license application. Experience of dealing with issues raised by opposition relating to NRC guidelines and rules is also discussed.
