    A major international RBMK safety review project managed by AEA Technology and funded by the CEC TACIS Programme, and the governments of Canada, Sweden and Finland is assessing the safety of RBMK Reactors as operated in Russia, Lithuania and Ukraine. RBMK reactors have been the subject of numerous safety studies by other Eastern and Western European organizations and Canada. Their objectives were, by necessity, not consistent (for example, identifying the deficiencies, reviewing and assessing the safety, checking the existing safety reports, establishing western style safety justifications). However, they share a common technical content in many areas. As a result a considerable number of Safety Recommendations have already been published. The current problem is to categorize and evaluate these recommendations.

    In this study, we examine the arrangements for and experiences of end-use loads providing ancillary services (AS) in five electricity markets: Australia, the United Kingdom (UK), the Nordic market, and the ERCOT and PJM markets in the United States. Our objective in undertaking this review of international experience was to identify specific approaches or market designs that have enabled customer loads to effectively deliver various ancillary services (AS) products. We hope that this report will contribute to the ongoing discussion in the U.S. and elsewhere regarding what institutional and technical developments are needed to ensure that customer loads can meaningfully participate in all wholesale electricity markets.

    The two broad categories of fiber-reinforced composite liner repair and deposited weld metal repair technologies were reviewed and evaluated for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without liners, indicating that this type of liner is generally ineffective at restoring the pressure containing capabilities of pipelines. Failure pressure for pipe repaired with carbon fiber-reinforced composite liner was greater than that of the un-repaired pipe section with damage, indicating that this type of liner is effective at restoring the pressure containing capability of pipe. Pipe repaired with weld deposition failed at pressures lower than that of un-repaired pipe in both the virgin and damaged conditions, indicating that this repair technology is less effective at restoring the pressure containing capability of pipe than a carbon fiber-reinforced liner repair. Physical testing indicates that carbon fiber-reinforced liner repair is the most promising technology evaluated to-date. Development of a comprehensive test plan for this process is recommended for use in the next phase of this project.

The current study aims to review the experience gained with the quota obligation system. The report provides an overview of the regions where obligation systems have been implemented and contains a detailed evaluation of the performance of the obligation systems in the USA, the UK and in Sweden. The obligation systems in these countries have been evaluated based on the following criteria: Effectiveness; Market efficiency; Certainty for the renewable energy industry; Cost effectiveness; Stakeholder support for the obligation system; and Equity. The evaluation of international experiences with the obligation system gives rise to a mixed picture. Although an obligation in theory is effective and cost effective, it seems too early to conclude that the system delivers these promises in practice. On the one hand this is due to the limited period of implementation that makes it hard to distinguish between the direct effect of the system and some teething problems that will be solved in due time. On the other hand, the conclusion can be drawn that the obligation is a complex system, which will only function well if designed carefully. It does seem worthwhile, however, to continue monitoring the experiences with the obligation system abroad, because this will further reveal whether the system is indeed effective and cost effective in practice. In the longer term, e.g. beyond 2010, the introduction of an obligation system in the Netherlands could be considered. Finally, as the design of support schemes is being improved, it appears that the basic concepts of both the obligation system and the feed in system have been refined in such a way that the two systems are gradually converging.     Here we review developments in the understanding of cycle to cycle variability in internal combustion engines, with a focus on spark-ignited and premixed combustion conditions. Much of the research on cyclic variability has focused on stochastic aspects, that is, features that can be modeled as inherently random with no short term predictability. In some cases, models of this type appear to work very well at describing experimental observations, but the lack of predictability limits control options. Also, even when the statistical properties of the stochastic variations are known, it can be very difficult to discern their underlying physical causes andmore » thus mitigate them. Some recent studies have demonstrated that under some conditions, cyclic combustion variations can have a relatively high degree of low dimensional deterministic structure, which implies some degree of predictability and potential for real time control. These deterministic effects are typically more pronounced near critical stability limits (e.g. near tipping points associated with ignition or flame propagation) such during highly dilute fueling or near the onset of homogeneous charge compression ignition. We review recent progress in experimental and analytical characterization of cyclic variability where low dimensional, deterministic effects have been observed. We describe some theories about the sources of these dynamical features and discuss prospects for interactive control and improved engine designs. In conclusion, taken as a whole, the research summarized here implies that the deterministic component of cyclic variability will become a pivotal issue (and potential opportunity) as engine manufacturers strive to meet aggressive emissions and fuel economy regulations in the coming decades.« less

    A review of the Crystal River Unit 3 Probabilistic Risk Assessment (CR-3 PRA) was performed with the objective of evaluating the dominant accident sequences and major contributions to the core damage frequency from internally-generated initiators. This review included not only an assessment of the assumption and methods used in the CR-3 PRA, but also included a quantitative analysis of the accident initiators, and accident sequences resulting in core damage. The effects of data uncertainties on the core damage frequency were quantified and sensitivity analysis was also performed. 55 refs., 22 figs., 30 tabs.

  14. The collision of Title III and Title V: A potential permitting and enforcement nightmare

    The Clean Air Act of 1990 (CAA) mandated that all facilities classified as major were to obtain a Federal Title V operating permit. In addition, any facility, either major or minor, which emits certain chemicals or compounds above a specific single quantity limit or a total aggregate limit are subject to Title III requirements and are required to obtain a Title V permit as well. The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits. This paper is based on the opinions of two of the three responsible parties (facilities and consultants) that are dealing with the potential permitting and enforcement wreckage before the collision occurs.

  18. The preparation for and survival of an EPA Title IV and Title V facility audit

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    At the request of the United States (U.S.) government, the International Atomic Energy Agency (IAEA) assembled a team of 20 senior safety experts to review the regulatory framework for the safety of operating nuclear power plants in the United States. This review focused on the effectiveness of the regulatory functions implemented by the NRC and on its commitment to nuclear safety and continuous improvement. One suggestion resulting from that review was that the U.S. Nuclear Regulatory Commission (NRC) incorporate lessons learned from periodic safety reviews (PSRs) performed in other countries as an input to the NRC’s assessment processes. In the U.S., commercial nuclear power plants (NPPs) are granted an initial 40-year operating license, which may be renewed for additional 20-year periods, subject to complying with regulatory requirements. The NRC has established a framework through its inspection, and operational experience processes to ensure the safe operation of licensed nuclear facilities on an ongoing basis. In contrast, most other countries do not impose a specific time limit on the operating licenses for NPPs, they instead require that the utility operating the plant perform PSRs, typically at approximately 10-year intervals, to assure continued safe operation until the next assessment. The staff contracted with Argonne National Laboratory (Argonne) to perform a pilot review of selected translated PSR assessment reports and related documentation from foreign nuclear regulatory authorities to identify any potential new regulatory insights regarding license renewal-related topics and NPP operating experience (OpE). A total of 14 PSR assessment documents from 9 countries were reviewed. For all of the countries except France, individual reports were provided for each of the plants reviewed.     The Clean Air Act Amendments of 1990 required the USEPA to establish a comprehensive operating permit program which is being administered by the states. Most major air pollution sources will be required to submit operating permit applications by November 15, 1995 or earlier. Portland cement plants that burn waste-derived fuel face some special permitting problems that need to be addressed during the permit application process. This paper presents a brief summary of the Title V application with special emphasis on the permitting requirements incurred by the utilization of waste fuel at cement plants.

    The discovery of polonium (Po) was first published in July 1898 by P. and M. Curie. It was the first element to be discovered by the radiochemical method. Polonium can be considered as a famous but neglected element: only a few studies of polonium chemistry have been published, mostly between 1950 and 1990. The recent (2006) event in which 2106 Po evidently was used as a poison to kill A. Litvinenko has raised new interest in polonium. 2011 being the 100th 8 anniversary of Marie Curie Nobel Prize in Chemistry, the aim of this paper is to review several aspect of polonium linked to its chemical properties and its radiotoxicity, including : i) its radiochemistry and interaction with matter; ii) its main sources and uses; iii) its physico-chemical properties; iv) its main analytical methods; v) its background exposure risk in water, food, and other environmental media; vi) its biokinetics and distribution following inhalation, ingestion and wound contamination; vii) its dosimetry and viii) treatments available (decorporation) in case of internal contamination.

  18. International Review of the Development and Implementation of Energy Efficiency Standards and Labeling Programs

    Appliance energy efficiency standards and labeling (S&L) programs have been important policy tools for regulating the efficiency of energy-using products for over 40 years and continue to expand in terms of geographic and product coverage. The most common S&L programs include mandatory minimum energy performance standards (MEPS) that seek to push the market for efficient products, and energy information and endorsement labels that seek to pull the market. This study seeks to review and compare some of the earliest and most well-developed S&L programs in three countries and one region: the U.S. MEPS and ENERGY STAR, Australia MEPS and Energy Label, European Union MEPS and Ecodesign requirements and Energy Label and Japanese Top Runner programs. For each program, key elements of S&L programs are evaluated and comparative analyses across the programs undertaken to identify best practice examples of individual elements as well as cross-cutting factors for success and lessons learned in international S&L program development and implementation. The international review and comparative analysis identified several overarching themes and highlighted some common factors behind successful program elements. First, standard-setting and programmatic implementation can benefit significantly from a legal framework that stipulates a specific timeline or schedule for standard-setting and revision, product coverage and legal sanctions for non-compliance. Second, the different MEPS programs revealed similarities in targeting efficiency gains that are technically feasible and economically justified as the principle for choosing a standard level, in many cases at a level that no product on the current market could reach. Third, detailed survey data such as the U.S. Residential Energy Consumption Survey (RECS) and rigorous analyses provide a strong foundation for standard-setting while incorporating the participation of different groups of stakeholders further strengthen the process

    The purpose of this paper is to develop and document a proposed position on the performance of independent peer reviews on selected design and analysis components of the Title 1 [Preliminary] and Title 2 [Final] design phases of the Multi-Function Waste Tank Facility [MWTF] project. An independent, third-party peer review is defined as a documented critical review of documents, data, designs, design inputs, tests, calculations, or related materials. The peer review should be conducted by persons independent of those who performed the work, but who are technically qualified to perform the original work. The peer review is used to assess the validity of assumptions and functional requirements, to assess the appropriateness and logic of selected methodologies and design inputs, and to verify calculations, analyses and computer software. The peer review can be conducted at the end of the design activity, at specific stages of the design process, or continuously and concurrently with the design activity. This latter method is often referred to as ``Continuous Peer Review.``

    Although not a problem in recent commercial power reactors, including the Shippingport Light Water Breeder Reactor, internal hydriding of Zircaloy cladding was a persistent cause of gross cladding failures during the 1960s. It occurred in the fuel rods of water-cooled nuclear power reactors that had a small cladding defect. This report summarizes the experimental findings, causes, mechanisms, and methods of minimizing internal hydriding in defected Zircaloy-clad fuel rods. Irradiation test data on the different types of defected fuel rods, intentionally fabricated defected and in-pile operationally defected rods, are compared. Significant factors affecting internal hydriding in defected Zircaloy-clad fuel rods (defect hole size, internal and external sources of hydrogen, Zircaloy cladding surface properties, nickel alloy contamination of Zircaloy, the effect of heat flux and fluence) are discussed. Pertinent in-pile and out-of-pile test results from Bettis and other laboratories are used as a data base in constructing a qualitative model which explains hydrogen generation and distribution in Zircaloy cladding of defected water-cooled reactor fuel rods. Techniques for minimizing internal hydride failures in Zircaloy-clad fuel rods are evaluated.

Current research concerning the in-cylinder airflow characteristics of rotary and piston engines is presented. Results showing the output of multidimensional models, laser velocimetry measurements and the application of a holographic optical element are described.     The purpose of this symposium was to honor initial research at Brookhaven by bringing internationally recognized leaders in the fields of genetics, cytogenetics, carcinogenesis, mutagenesis, radiation biology, toxicology, and environmental health together into an open forum to present and discuss: (1) current knowledge of the induction and formation of SCEs and their relationship to other biological endpoints, including carcinogenesis, mutagenesis, transformation, clastogenesis, DNA damage and repair, and cellular toxicity; (2) the optimal strategies for the utilization of SCEs in genetic toxicology testing schemes involving in vitro and in vivo exposure situations; (3) the most valid statistical methods for analyzing SCE data obtained from cells in culture, from cells in intact organisms, and from cells in humans; (4) the relevance of SCEs as an indicator of human disease states, both inherited and acquired, and of progress in disease treatment; and (5) the use of SCEs as an indicator of human exposure to genotoxic agents and their relevance as a prognosticator of future adverse health outcomes.     Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The regulation of hazardous air pollutants by Title III of the Clean Air Act Amendments of 1990 has a potential wide-ranging impact for the natural gas industry. Title III includes a list of 189 hazardous air pollutants (HAPs) which are targeted for reduction. Under Title III, HAP emissions from major sources will be reduced by the implementation of maximum achievable control technology (MACT) standards. If the source is defined as a major source, it must also comply with Title V (operating permit) and Title VII (enhanced monitoring) requirements. This presentation will review Title III`s effect on the natural gas industry by discussing the regulatory requirements and schedules associated with MACT as well as the control technology options available for affected sources.

    The United States Government has employed international collaborations in magnetic fusion energy research since the program was declassified in 1958. These collaborations have been successful not only in producing high quality scientific results that have contributed to the advancement of fusion science and technology, they have also allowed us to highly leverage our funding. Thus, in the 1980s, when the funding situation made it necessary to reduce the technical breadth of the U.S. domestic program, these highly leveraged collaborations became key strategic elements of the U.S. program, allowing us to maintain some degree of technical breadth. With the recent, nearly complete declassification of inertial confinement fusion, the use of some international collaboration is expected to be introduced in the related inertial fusion energy research activities as well. The United States has been a leader in establishing and fostering collaborations that have involved scientific and technological exchanges, joint planning, and joint work at fusion facilities in the U.S. and worldwide. These collaborative efforts have proven mutually beneficial to the United States and our partners. International collaborations are a tool that allows us to meet fusion program goals in the most effective way possible. Working with highly qualified people from other countries and other cultures provides the collaborators with an opportunity to see problems from new and different perspectives, allows solutions to arise from the diversity of the participants, and promotes both collaboration and friendly competition. In short, it provides an exciting and stimulating environment resulting in a synergistic effect that is good for science and good for the people of the world.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management in 2015 at six uranium mill tailings disposal sites reclaimed under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978. These activities verified that the UMTRCA Title II disposal sites remain in compliance with license requirements.

    This report summarizes a number of research efforts completed over the past 20 years in the El Paso del Norte region to characterize pollution sources and air quality trends. The El Paso del Norte region encompasses the cities of El Paso, Texas and Ciudad Juarez, Chihuahua and is representative of many US-Mexico border communities that are facing important air quality issues as population growth and industrialization of Mexican border communities continue. Special attention is given to a group of studies carried out under special US Congressional funding and administered by the US Environmental Protection Agency. Many of these studies were fielded within the last several years to develop a better understanding of air pollution sources and trends in this typical border community. Summary findings from a wide range of studies dealing with such issues as the temporal and spatial distribution of pollutants and pollution potential from both stationary and mobile sources in both cities are presented. Particular emphasis is given to a recent study in El Paso-Ciudad Juarez that focussed on winter season PM{sub 10} pollution in El Paso-Ciudad Juarez. Preliminary estimates from this short-term study reveal that biomass combustion products and crustal material are significant components of winter season PM{sub 10} in this international border community.

    Santa Fe pacific Pipeline Partners, L.P. (SFPP) is a refined petroleum pipeline operating in six states in the western United States. Sixteen terminals are subject to the Title V permit to operate requirements. There are many obstacles to overcome, not only when preparing applications for Title V operating permits, but in the implementation phase of the project as well. Each Air District has its own set of rules and regulations that must be adhered to in preparing the application. For example, some districts required the insignificant sources to be documented and included in compliance plans and some do not. The format required for the application varies from stringent forms that must be completed to no forms at all. In preparing the Title V application for SFPP, the author quickly realized if this confusion was transferred to the implementation phase, compliance would be a failure. Therefore, early on the environmental manager instituted a training program. Beginning with a pilot program in one district the author began training managers and supervisors. This program quickly was expanded to include senior vice presidents and technicians. This training session was a one hour of general overview to visually describe how the Title V process would affect the facilities. As a result of this training, virtually every employee became familiar with how the Title V program was affecting the facilities. Engineering and Customer Service is instructed to notify the manager of any and every new project so it could undergo a review to determine if it affected a Title V facility. The field acts as a check of the system. Any change or modification at any facility is immediately under scrutiny for Title V implications. Another obstacle to overcome is to help the facility deal with something that is new and basically a different way of operating.

    Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    Catalytic oxidizers have been used to reduce VOC emissions from various industries including printing, chemical, paint, coatings, etc. A catalytic oxidizer uses a catalyst to reduce the operating temperature for combustion to approximately 600 F, which is substantially lower than thermal oxidation unit. Title V requirements have renewed the debate on the best methods to assure compliance of catalytic oxidizers, with some suggesting the need for continuous emission monitoring equipment. This paper will discuss the various aspects of catalytic oxidation and consider options such as monitoring inlet/outlet temperatures, delta T across the catalyst, periodic laboratory testing of catalyst samples, and preventive maintenance procedures as means of assuring continuous compliance.

    A current sentiment within some parts of the environmental policy community is that market-based regulatory approaches such as emissions trading have proven so effective that actual costs will be only a small fraction of what ex ante cost estimation procedures would project. With this line of reasoning, some have dismissed available cost estimates for major proposed new regulations, such as the new PM and ozone NAAQS, as not meaningful for policy decisions. The most commonly used evidence in support of this position is the experience with SO{sub 2} reductions under Title IV of the 1990 Clean Air Act Amendments. In Title IV, a market for emissions allowances has been used to achieve reductions in sulfur dioxides (SO{sub 2}) to ameliorate acid rain. It is commonly asserted today that the cost of achieving the SO{sub 2} emissions reductions has been only one-tenth or less of what Title IV was originally expected to cost. This paper demonstrates that, to the contrary, actual costs for SO{sub 2} reductions remain roughly in line with original estimates associated with Title IV. Erroneous conclusions about Title IV`s costs are due to inappropriate comparisons of a variety of different measures that appear to be comparable only because they are all stated in dollars per ton. Program cost estimates include the total costs of a fully-implemented regulatory program. The very low costs of Title IV that are commonly cited today are neither directly reflective of a fully implemented Title IV, (which is still many years away) nor reflective of all the costs already incurred. Further, a careful review of history finds that the initial cost estimates that many cite were never associated with Title IV. Technically speaking, people are comparing the estimated control costs for the most-costly power plant associated with earlier acid rain regulatory proposals with prices from a market that do not directly reflect total costs.

  18. Should Title 24 Ventilation Requirements Be Amended to include an Indoor Air Quality Procedure?

    Minimum outdoor air ventilation rates (VRs) for buildings are specified in standards, including California?s Title 24 standards. The ASHRAE ventilation standard includes two options for mechanically-ventilated buildings ? a prescriptive ventilation rate procedure (VRP) that specifies minimum VRs that vary among occupancy classes, and a performance-based indoor air quality procedure (IAQP) that may result in lower VRs than the VRP, with associated energy savings, if IAQ meeting specified criteria can be demonstrated. The California Energy Commission has been considering the addition of an IAQP to the Title 24 standards. This paper, based on a review of prior data and new analyses of the IAQP, evaluates four future options for Title 24: no IAQP; adding an alternate VRP, adding an equivalent indoor air quality procedure (EIAQP), and adding an improved ASHRAE-like IAQP. Criteria were established for selecting among options, and feedback was obtained in a workshop of stakeholders. Based on this review, the addition of an alternate VRP is recommended. This procedure would allow lower minimum VRs if a specified set of actions were taken to maintain acceptable IAQ. An alternate VRP could also be a valuable supplement to ASHRAE?s ventilation standard.

    Since the mid-1970's earth sheltered buildings in the US have become more numerous and important as a contemporary passive building concept. Further, an intense international interest has now developed, as evidenced by a number of important activities. One of these events is the 1983 International Conference on Energy Efficient Buildings with Earth Shelter Protection to be conducted during 1-6 August in Sydney, Australia. A review of past activities leading up to this event, as well as a brief review of the conference program, is the subject of this discussion.

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    The proposed internationally monitored retrievable storage system (IMRSS) is intended to provide an orderly and secure alternative to continuation of the current individualistic spent-fuel management trends in nuclear-power countries. The IMRSS concept, in its broadest terms, proposes that an international entity undertake the management responsibility for spent fuel after its discharge from power plant cooling ponds. The IMRSS envisages international management of a small number of surface (or near-surface) storage facilities distributed globally (in major nuclear countries and elsewhere) and a transportation system between nuclear plants and the storage facilities. The International Atomic Energy Agency (IAEA) would maintain responsibility for adherence to safeguards criteria. The IMRSS operation would be similar to that of an international bank, with each nation maintaining title to its spent fuel and able to withdraw it for peaceful purposes. The system would provide transparency, accountability, and security. The IMRSS would be a step to establishing an inter- national regime for the prudent management of spent fuel and excess civilian plutonium. The IMRSS concept has been studied in three international workshops. Among the major issues that have been addressed are the global distribution of spent fuel if current trends continue, the need for international criteria and management to ensure public health and nonproliferation, the value of spent-fuel retrievability, the future role of a plutonium resource in the fuel cycle, the operating format of a practical IMRSS, and the integration of an IMRSS with existing geopolitical agreements and arrangements.

    The coal industry has already begun to feel the affects of the acid deposition title, particularly in Illinois. Two challenges to the producers and sellers of coal; i.e., (1) Title III, Hazardous Air Pollutants and what is in store for customers, and (2) Title V, Operating Permits, which may affect production facilities are discussed. The utilities are temporarily exempted from Title III. The Great Waters report suggests that mercury will be regulated, and it looks like risk assessments will be based on coal analysis rather than on actual emission measurements. Stack sampling is difficult, expensive and slow. Coal cleaning is important in reducing trace elements. Electrostatic precipitators also remove trace elements. ESPs are less effective for mercury and selenium because they are emitted in the gas phase. FGD can remove hazardous air pollutants, but it is not well documented.

    The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.
