    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management in 2013 at six uranium mill tailings disposal sites reclaimed under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978. These activities verified that the UMTRCA Title II disposal sites remain in compliance with license requirements. DOE manages six UMTRCA Title II disposal sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) established at Title 10 Code of Federal Regulations Part 40.28. Reclamation and site transition activities continue at other sites, and DOE ultimately expects to manage approximately 27 Title II disposal sites. Long-term surveillance and maintenance activities and services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective action; and performing administrative, records, stakeholder services, and other regulatory functions. Annual site inspections and monitoring are conducted in accordance with site-specific long-term surveillance plans (LTSPs) and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up inspections, or corrective action.     This document presents guidance for implementing the process that the U.S. Department of Energy (DOE) Office of Legacy Management (LM) will use for assuming perpetual responsibility for a closed uranium mill tailings site. The transition process specifically addresses sites regulated under Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA) but is applicable in principle to the transition of sites under other regulatory structures, such as the Formerly Utilized Sites Remedial Action Program.

This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. Volume 1 provides a comprehensive narrative description of the proposed facility and systems, the basis for each of the systems design, and the engineering assessments that were performed to support the technical basis of the Title II design. The intent of the system description presented is to provide WHC an understanding of the facilities and equipment provided and the A/E`s perspective on how these systems will operate.

    This guidance document has two purposes: it provides guidance for writing site-specific long-term surveillance plans (LTSP) and it describes site surveillance, monitoring, and long-term care techniques for Title I disposal sites of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC Section 7901 et seq.). Long-term care includes monitoring, maintenance, and emergency measures needed to protect public health and safety and the environment after remedial action is completed. This document applies to the UMTRCA-designated Title I disposal sites. The requirements for long-term care of the Title I sites and the contents of the LTSPs are provided in U.S. Nuclear Regulatory Commission (NRC) regulations (10 CFR Section 40.27) provided in Attachment 1.

    This report, in fulfillment of a license requirement, presents the results of long-term surveillance and maintenance activities conducted by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) in 2013 at 19 uranium mill tailings disposal sites established under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978.1 These activities verified that the UMTRCA Title I disposal sites remain in compliance with license requirements. DOE operates 18 UMTRCA Title I sites under a general license granted by the U.S. Nuclear Regulatory Commission (NRC) in accordance with Title 10 Code of Federal Regulations Part 40.27 (10 CFR 40.27). As required under the general license, a long-term surveillance plan (LTSP) for each site was prepared by DOE and accepted by NRC. The Grand Junction, Colorado, Disposal Site, one of the 19 Title I sites, will not be included under the general license until the open, operating portion of the cell is closed. The open portion will be closed either when it is filled or in 2023. This site is inspected in accordance with an interim LTSP. Long-term surveillance and maintenance services for these disposal sites include inspecting and maintaining the sites; monitoring environmental media and institutional controls; conducting any necessary corrective actions; and performing administrative, records, stakeholder relations, and other regulatory stewardship functions. Annual site inspections and monitoring are conducted in accordance with site-specific LTSPs and procedures established by DOE to comply with license requirements. Each site inspection is performed to verify the integrity of visible features at the site; to identify changes or new conditions that may affect the long-term performance of the site; and to determine the need, if any, for maintenance, follow-up or contingency inspections, or corrective action in accordance with the LTSP.     Mixing tests for the Multifunction Waste Tank Facility (MWTF) were conducted in 1/25 and 1/10 scale test tanks with different slurry levels, solids concentrations, different jet mixers and with simulated in-tank structures. The same test procedure was used as in the Title I program, documented in WHC-SD-W236A-ER-005. The test results support the scaling correlation derived previously in the Title I program. The tests also concluded that a partially filled tank requires less mixing power, and horizontal and angled jets in combination (H/A mixer) are significantly more effective than the two horizontal jet mixers (H/H mixer) when used for mixing slurry with a high solids concentrations.

  18. Performance assessment for the class L-II disposal facility

    This draft radiological performance assessment (PA) for the proposed Class L-II Disposal Facility (CIIDF) on the Oak Ridge Reservation (ORR) has been prepared to demonstrate compliance with the requirements of the US Department of Energy Order 5820.2A. This PA considers the disposal of low-level radioactive wastes (LLW) over the operating life of the facility and the long-term performance of the facility in providing protection to public health and the environment. The performance objectives contained in the order require that the facility be managed to accomplish the following: (1) Protect public health and safety in accordance with standards specified in environmental health orders and other DOE orders. (2) Ensure that external exposure to the waste and concentrations of radioactive material that may be released into surface water, groundwater, soil, plants, and animals results in an effective dose equivalent (EDE) that does not exceed 25 mrem/year to a member of the public. Releases to the atmosphere shall meet the requirements of 40 CFR Pt. 61. Reasonable effort should be made to maintain releases of radioactivity in effluents to the general environment as low as reasonably achievable. (1) Ensure that the committed EDEs received by individual who inadvertently may intrude into the facility after the loss of active institutional control (100 years) will not exceed 100 mrem/year for continuous exposure of 500 mrem for a single acute exposure. (4) Protect groundwater resources, consistent with federal, state, and local requirements.

    The purpose of this work was to provide the thermal hydraulic analysis for the Multi-Function Waste Tank Facility (MWTF) Title II design. Temperature distributions throughout the tank structure were calculated for subsequent use in the structural analysis and in the safety evaluation. Calculated temperatures of critical areas were compared to design allowables. Expected operating parameters were calculated for use in the ventilation system design and in the environmental impact documentation. The design requirements were obtained from the MWTF Functional Design Criteria (FDC). The most restrictive temperature limit given in the FDC is the 200 limit for the haunch and dome steel and concrete. The temperature limit for the rest of the primary and secondary tanks and concrete base mat and supporting pad is 250 F. Also, the waste should not be allowed to boil. The tank geometry was taken from ICF Kaiser Engineers Hanford drawing ES-W236A-Z1, Revision 1, included here in Appendix B. Heat removal rates by evaporation from the waste surface were obtained from experimental data. It is concluded that the MWTF tank cooling system will meet the design temperature limits for the design heat load of 700,000 Btu/h, even if cooling flow is lost to the annulus region, and temperatures change very slowly during transients due to the high heat capacity of the tank structure and the waste. Accordingly, transients will not be a significant operational problem from the viewpoint of meeting the specified temperature limits.

    A high integrity container (HIC) was developed, tested, and certified for use in disposing of unusual low-level radioactive waste from Three Mile Island Unit 2 (TMI-2). The work was coordinated by EG and G Idaho, Inc. and funded by the US Department of Energy. A disposal demonstration using an HIC containing an EPICOR-II prefilter from TMI-2 was completed at the commercial disposal facility in the State of Washington. A Certification of Compliance was issued by the Department of Social and Health Services of the State of Washington to use the HIC in disposing of up to 50 EPICOR-II prefilters. That Certification of Compliance was issued after rigorous review of the HIC design and test program by the State and by the US Nuclear Regulatory Commission. This report describes the processes of loading, transporting, and disposing of the demonstration HIC and briefly describes the design, testing, and approval effort leading up to the demonstration.

    This document provides the functional design criteria required for the Phase 2 Liquid Effluent Treatment and Disposal Project, Project W-252. Project W-252 shall provide new facilities and existing facility modifications required to implement Best Available Technology/All Known, Available, and Reasonable Methods of Prevention, Control, and Treatment (BAT/AKART) for the 200 East Phase II Liquid Effluent Streams. The project will also provide a 200 East Area Phase II Effluent Collection System (PTECS) for connection to a disposal system for relevant effluent streams to which BAT/AKART has been applied. Liquid wastestreams generated in the 200 East Area are currently discharged to the soil column. Included in these wastestreams are cooling water, steam condensate, raw water, and sanitary wastewaters. It is the policy of the DOE that the use of soil columns to treat and retain radionuclides and nonradioactive contaminants be discontinued at the earliest practical time in favor of wastewater treatment and waste minimization. In 1989, the DOE entered into an interagency agreement with Ecology and EPA. This agreement is referred to as the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). Project W-252 is one of the projects required to achieve the milestones set forth in the Tri-Party Agreement. One of the milestones requires BAT/AKART implementation for Phase II streams by October 1997. This Functional Design Criteria (FDC) document provides the technical baseline required to initiate Project W-252 to meet the Tri-Party Agreement milestone for the application of BAT/AKART to the Phase II effluents.

    Many electric utilities are faced with future nitrogen oxides (NO{sub x}) reduction requirements. In some instances, these utilities will be affected by multiple regulatory programs. For example, numerous fossil fired plants must comply with Phase II of Title IV of the Clean Air Act Amendments of 1990 (CAAA), state NO{sub x} rules as a result of the recommendations of the Ozone Transport Commission (OTC) and future requirements of the Proposed Rule for Reducing Regional Transport of Ground-Level Ozone (Ozone Transport SIP Rulemaking). This paper provides an overview of NO{sub x} regulatory programs, NO{sub x} compliance planning concepts, and NO{sub x} control technology options that could be components of an optimized compliance strategy.

    The 1990 Clean Air Act Amendments have required significant reductions in SO{sub 2} and NO{sub x} emissions from fossil fuel-fired power plants in the US. This paper examines some of the key technical lessons learned in Phase I following retrofit of low NO{sub x} systems, FGD systems, and continuous emissions monitors. Some of the key problems encountered have been waterwall wastage as a result of low NO{sub x} burner retrofits; high LOI (carbon) ash as a result of low NO{sub x} operation; high O&M costs associated with CEMs; and the heat rate discrepancy which has arisen between CEMs and conventional heat rate calculations. As Phase II approaches, EPRI and the electric utility industry are investigating improvements in FGD systems (e.g., clear liquor scrubbing), advances in NO{sub x} control technologies, more robust CEM systems, and tools to help in the technology decision-making process.

    The Nevada Test Site (NTS) is located approximately 105 km (65 mi) northwest of Las Vegas, Nevada. National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is the federal lands management authority for the NTS and National Security Technologies LLC (NSTec) is the Management and Operations contractor. Access on and off the NTS is tightly controlled, restricted, and guarded on a 24-hour basis. The NTS is posted with signs along its entire perimeter. NSTec is the operator of all solid waste disposal sites on the NTS. The site will be used for the disposal of refuse, rubbish, garbage, sewage sludge, pathological waste, Asbestos-Containing Material (ACM), industrial solid waste, hydrocarbon-burdened soil, hydrocarbon-burdened demolition and construction waste, and other inert waste (hereafter called permissible waste). Waste containing free liquids or regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA) will not be accepted for disposal at the site. Waste regulated under the Toxic Substance Control Act (TSCA), excluding Polychlorinated Biphenyl [PCB], Bulk Product Waste (see Section 6.2.5) and ACM (see Section 6.2.2.2) will not be accepted for disposal at the site. The disposal site will be used as the sole depository of permissible waste which is: (1) Generated by entities covered under the U.S. Environmental Protection Agency (EPA) Hazardous Waste Generator Identification Number for the NTS; (2) Generated at sites identified in the Federal Facilities Agreement and Consent Order (FFACO); (3) Sensitive records and media, including documents, vugraphs, computer disks, typewriter ribbons, magnetic tapes, etc., generated by NNSA/NSO or its contractors; (4) ACM generated by NNSA/NSO or its contractors according to Section 6.2.2.2, as necessary; (5) Hydrocarbon-burdened soil and solid waste from areas covered under the EPA Hazardous Waste Generator Identification Number for the NTS; (6) Other waste on a case-by-case concurrence by NDEP/BFF. The generator of permissible waste is responsible for preparing documentation related to waste acceptance criteria, waste characterization, and load verification. Waste and Water (WW) personnel are responsible for operating the disposal site and reviewing documentation to determine if the waste is acceptable.

    The Waste Isolation Pilot Plant (WIPP) facility comprises surface and subsurface facilities, including a repository mined in a bedded salt formation at a depth of 2,150 feet. It has been developed to safely and permanently isolate transuranic (TRU) radioactive wastes in a deep geological disposal site. On April 12, 1996, the DOE submitted a revised Resource Conservation and Recovery Act (RCRA) Part B permit application to the New Mexico Environment Department (NMED). The DOE anticipates receiving an operating permit from the NMED; this permit is required prior to the start of disposal operations. On October 29, 1996, the DOE submitted a Compliance Certification Application (CCA) to the US Environmental Protection Agency (EPA) in accordance with the WIPP land Withdrawal Act (LWA) of 1992 (Public Law 102-579) as amended, and the requirements of Title 40 of the Code of Federal Regulations (40 CFR) Parts 191 and 194. The DOE plans to begin disposal operations at the WIPP in November 1997 following receipt of certification by the EPA. The disposal phase is expected to last for 35 years, and will include recertification activities no less than once every five years. This Disposal Phase Experimental Program (DPEP) Plan outlines the experimental program to be conducted during the first 5-year recertification period. It also forms the basis for longer-term activities to be carried out throughout the 35-year disposal phase. Once the WIPP has been shown to be in compliance with regulatory requirements, the disposal phase gives an opportunity to affirm the compliance status of the WIPP, enhance the operations of the WIPP and the national TRU system, and contribute to the resolution of national and international nuclear waste management technical needs. The WIPP is the first facility of its kind in the world. As such, it provides a unique opportunity to advance the technical state of the art for permanent disposal of long-lived radioactive wastes.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The exploration and production segment of the U.S. oil and gas industry generates millions of barrels of nonhazardous oil field wastes annually. In most cases, operators can dispose of their oil fields wastes at a lower cost on-site than off site and, thus, will choose on-site disposal. However, a significant quantity of oil field wastes are still sent to off-site commercial facilities for disposal. This paper provides information on the availability of commercial disposal companies in different states, the treatment and disposal methods they employ, and how much they charge. There appear to be two major off-site disposal trends. Numerous commercial disposal companies that handle oil field wastes exclusively are located in nine oil-and gas-producing states. They use the same disposal methods as those used for on-site disposal. In addition, the Railroad Commission of Texas has issued permits to allow several salt caverns to be used for disposal of oil field wastes. Twenty-two other oil- and gas-producing states contain few or no disposal companies dedicated to oil and gas industry waste. The only off-site commercial disposal companies available handle general industrial wastes or are sanitary landfills. In those states, operators needing to dispose of oil field wastes off-site must send them to a local landfill or out of state. The cost of off-site commercial disposal varies substantially, depending on the disposal method used, the state in which the disposal company is located, and the degree of competition in the area.

    Some types of oil and gas production and processing wastes contain naturally occurring radioactive material (NORM). If NORM is present at concentrations above regulatory levels in oil field waste, the waste requires special disposal practices. The existing disposal options for wastes containing NORM are limited and costly. Argonne National Laboratory has previously evaluated the feasibility, legality, risk and economics of disposing of nonhazardous oil field wastes, other than NORM waste, in salt caverns. Cavern disposal of nonhazardous oil field waste, other than NORM waste, is occurring at four Texas facilities, in several Canadian facilities, and reportedly in Europe. This paper evaluates the legality, technical feasibility, economics, and human health risk of disposing of NORM-contaminated oil field wastes in salt caverns as well. Cavern disposal of NORM waste is technically feasible and poses a very low human health risk. From a legal perspective, a review of federal regulations and regulations from several states indicated that there are no outright prohibitions against NORM disposal in salt caverns or other Class II wells, except for Louisiana which prohibits disposal of radioactive wastes or other radioactive materials in salt domes. Currently, however, only Texas and New Mexico are working on disposal cavern regulations, and no states have issued permits to allow cavern disposal of NORM waste. On the basis of the costs currently charged for cavern disposal of nonhazardous oil field waste (NOW), NORM waste disposal in caverns is likely to be cost competitive with existing NORM waste disposal methods when regulatory agencies approve the practice.

    In recent years, all aspects of hydrocarbon exploration and production (E & P) activities have drawn closer scrutiny in terms of existing and potential impairment of the environment. In addition to drilling, production, and transportation activities, the USEPA has focused on the nature of E & P generated wastes, and the subsequent management of both hazardous and nonhazardous E & P wastes. Approximately 98% of all of the volume of wastes generated by E & P activities is salt water associated with the recovery of hydrocarbons. By far the majority of this waste is disposed of in class II salt water disposal wells. Due to the tremendous volume of salt water generated, the USEPA continues to reevaluate the federal class II salt water injection well program, offering comments, revising its interpretation of existing regulations, and promulgating new regulations. The purpose of the presentation will be to provide a review of existing class II federal regulations, and to provide an overview of potential or newly promulgated regulations.

SRNL documented in this Unreviewed Disposal Question Evaluation (UDQE) that the use of ST#12 limits as surrogates for the new ET#3 disposal unit will provide reasonable assurance that Department of Energy (DOE) 435.1 performance objectives and measures (USDOE, 1999) will be protected. Therefore new ET#3 inventory limits as determined by a Special Analysis (SA) are not required.

    The Clean Air Act of 1990 (CAA) mandated that all facilities classified as major were to obtain a Federal Title V operating permit. In addition, any facility, either major or minor, which emits certain chemicals or compounds above a specific single quantity limit or a total aggregate limit are subject to Title III requirements and are required to obtain a Title V permit as well. The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits. This paper is based on the opinions of two of the three responsible parties (facilities and consultants) that are dealing with the potential permitting and enforcement wreckage before the collision occurs.

    From 2009 through 2011, remediation of areas of a former fuel cycle facility used for government contract work was conducted. Remediation efforts were focused on building demolition, underground pipeline removal, contaminated soil removal and removal of contaminated sediments from portions of an on-site stream. Prior to conducting the remediation field effort, planning and preparation for remediation (including strategic planning for waste characterization and disposal) was conducted during the design phase. During the remediation field effort, waste characterization and disposal practices were continuously reviewed and refined to optimize waste disposal practices. This paper discusses strategic planning for waste characterization and disposal that was employed in the design phase, and continuously reviewed and refined to optimize efficiency. (authors)

  16. The preparation for and survival of an EPA Title IV and Title V facility audit

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    The record of decision (ROD) (DOE 1988) on the Final Environmental Impact Statement, Hanford Defense High-Level, Transuranic and Tank Wastes, Hanford Site, Richland Washington identifies the method for disposal of double-shell tank waste and cesium and strontium capsules at the Hanford Site. The ROD also identifies the need for additional evaluations before a final decision is made on the disposal of single-shell tank waste. This document presents the results of systematic evaluation of the present technical circumstances, alternatives, and regulatory requirements in light of the values of the leaders and constitutents of the program. It recommends a three-phased approach for disposing of tank wastes. This approach allows mature technologies to be applied to the treatment of well-understood waste forms in the near term, while providing time for the development and deployment of successively more advanced pretreatment technologies. The advanced technologies will accelerate disposal by reducing the volume of waste to be vitrified. This document also recommends integration of the double-and single-shell tank waste disposal programs, provides a target schedule for implementation of the selected approach, and describes the essential elements of a program to be baselined in 1992.

    The Department of Energy (DOE), Office of Environmental Restoration and Waste Management, has chartered a study to evaluate alternative management strategies for depleted uranium (DU) currently stored throughout the DOE complex. Historically, DU has been maintained as a strategic resource because of uses for DU metal and potential uses for further enrichment or for uranium oxide as breeder reactor blanket fuel. This study has focused on evaluating the disposal options for DU if it were considered a waste. This report is in no way declaring these DU reserves a ``waste,`` but is intended to provide baseline data for comparison with other management options for use of DU. To PICS considered in this report include: Retrievable disposal; permanent disposal; health hazards; radiation toxicity and chemical toxicity.

    A disposable telemetry cable deployment system for facilitating information retrieval while drilling a well includes a cable spool adapted for insertion into a drill string and an unarmored fiber optic cable spooled onto the spool cable and having a downhole end and a stinger end. Connected to the cable spool is a rigid stinger which extends through a kelly of the drilling apparatus. A data transmission device for transmitting data to a data acquisition system is disposed either within or on the upper end of the rigid stinger.

    Some types of oil and gas production and processing wastes contain naturally occurring radioactive materials (NORM). If NORM is present at concentrations above regulatory levels in oil field waste, the waste requires special disposal practices. The existing disposal options for wastes containing NORM are limited and costly. This paper evaluates the legality, technical feasibility, economics, and human health risk of disposing of NORM-contaminated oil field wastes in salt caverns. Cavern disposal of NORM waste is technically feasible and poses a very low human health risk. From a legal perspective, there are no fatal flaws that would prevent a state regulatory agency from approving cavern disposal of NORM. On the basis of the costs charged by caverns currently used for disposal of nonhazardous oil field waste (NOW), NORM waste disposal caverns could be cost competitive with existing NORM waste disposal methods when regulatory agencies approve the practice.

    In recent years, all aspects of hydrocarbon exploration and production (E&P) activities have drawn closer scrutiny in terms of existing and potential impairment of the environment. In addition to drilling, production, and transportation activities, the United States Environmental Protection Agency (USEPA) has focused on the nature of E&P wastes. Approximately 98% of the volume of wastes generated by E&P activities is salt water associated with the recovery of hydrocarbons. By far the majority of this waste is reinjected in Class II wells as a nonhazardous waste. Due to the tremendous volume of salt water disposed of in Class II injection wells, the USEPA continues to reevaluate the Federal salt-water injection well program, offering comments, revising its interpretation of existing regulations, and promulgating new regulations. The purpose of this paper is to provide a review of existing Federal Class II injection well regulations and to provide an overview of potential of newly promulgated regulations.

    The remote zero headspace extractor uses a sampling container inside a stainless steel vessel to perform toxicity characteristics leaching procedure to analyze volatile organic compounds. The system uses an in line filter for ease of replacement. This eliminates cleaning and disassembly of the extractor. All connections are made with quick connect fittings which can be easily replaced. After use, the bag can be removed and disposed of, and a new sampling container is inserted for the next extraction.

    Catalytic oxidizers have been used to reduce VOC emissions from various industries including printing, chemical, paint, coatings, etc. A catalytic oxidizer uses a catalyst to reduce the operating temperature for combustion to approximately 600 F, which is substantially lower than thermal oxidation unit. Title V requirements have renewed the debate on the best methods to assure compliance of catalytic oxidizers, with some suggesting the need for continuous emission monitoring equipment. This paper will discuss the various aspects of catalytic oxidation and consider options such as monitoring inlet/outlet temperatures, delta T across the catalyst, periodic laboratory testing of catalyst samples, and preventive maintenance procedures as means of assuring continuous compliance.

    The NTS is located approximately 105 km (65 mi) northwest of Las Vegas, Nevada. NNSA/NSO is the federal lands management authority for the NTS and NSTec is the Management & Operations contractor. Access on and off the NTS is tightly controlled, restricted, and guarded on a 24-hour basis. The NTS is posted with signs along its entire perimeter. NSTec is the operator of all solid waste disposal sites on the NTS. The U10C Disposal Site is located in the northwest corner of Area 9 at the NTS (Figure 1) and is located in a subsidence crater created by two underground nuclear events, one in October 1962 and another in April 1964. The disposal site opened in 1971 for the disposal of rubbish, refuse, pathological waste, asbestos-containing material, and industrial solid waste. A Notice of Intent form to operate the disposal site as a Class II site was submitted to the state of Nevada on January 26, 1994, and was acknowledged in a letter to the DOE on February 8, 1994. It operated as a state of Nevada Class II Solid Waste Disposal Site (SWDS) until it closed on October 5, 1995, for retrofit as a Class III SWDS. The retrofit consisted of the installation of a minimum four-foot compacted soil layer to segregate the different waste types and function as a liner to inhibit leachate and water flow into the lower waste zone. Five neutron monitoring tubes were installed in this layer to monitor possible leachate production and water activity.     The DOE Spent Nuclear Fuel Disposal Container (SNF DC) supports the confinement and isolation of waste within the Engineered Barrier System of the Mined Geologic Disposal System (MGDS). Disposal containers are loaded and sealed in the surface waste handling facilities, transferred to the underground through the access mains, and emplaced in emplacement drifts. The DOE Spent Nuclear Fuel Disposal Container provides long term confinement of DOE SNF waste, and withstands the loading, transfer, emplacement, and retrieval loads and environments. The DOE SNF Disposal Containers provide containment of waste for a designated period of time, and limit radionuclide release thereafter. The disposal containers maintain the waste in a designated configuration, withstand maximum handling and rockfall loads, limit the individual waste canister temperatures after emplacement. The disposal containers also limit the introduction of moderator into the disposal container during the criticality control period, resist corrosion in the expected repository environment, and provide complete or limited containment of waste in the event of an accident. Multiple disposal container designs may be needed to accommodate the expected range of DOE Spent Nuclear Fuel. The disposal container will include outer and inner barrier walls and outer and inner barrier lids. Exterior labels will identify the disposal container and contents. Differing metal barriers will support the design philosophy of defense in depth. The use of materials with different failure mechanisms prevents a single mode failure from breaching the waste package. The corrosion-resistant inner barrier and inner barrier lid will be constructed of a high-nickel alloy and the corrosion-allowance outer barrier and outer barrier lid will be made of carbon steel. The DOE Spent Nuclear Fuel Disposal Containers interface with the emplacement drift environment by transferring heat from the waste to the external environment and by protecting the DOE waste canisters and their contents from damage/degradation by the external environment. The disposal containers also interface with the SNF by limiting access of moderator and oxidizing agents to the waste. The disposal containers interface with the Ex-Container System's emplacement drift disposal container supports. The disposal containers interface with the Canister Transfer System, Waste Emplacement System, Disposal Container Handling System, and Waste Package Remediation System during loading, handling, transfer, emplacement and remediation of the disposal container.

    Low-level radioactive waste (LLW) disposal technologies are an integral part of the waste management process. In the United States, commercial LLW disposal is the responsibility of the State or groups of States (compact regions). The United States defines LLW as all radioactive waste that is not classified as spent nuclear fuel, high- level radioactive waste, transuranic waste, or by-product material as defined in Section II(e)(2) of the Atomic Energy Act. LLW may contain some long-lived components in very low concentrations. Countries outside the United States, however, may define LLW differently and may use different disposal technologies. This paper outlines the LLW disposal technologies that are planned or being used in Canada, China, Finland, France, Germany, Japan, Sweden, Taiwan, and the United Kingdom (UK).

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

  12. Draft Title 40 CFR 191 compliance certification application for the Waste Isolation Pilot Plant. Volume 1

    The Waste Isolation Pilot Plant (WIPP) is a research and development facility for the demonstration of the permanent isolation of transuranic radioactive wastes in a geologic formation. The facility was constructed in southeastern New Mexico in a manner intended to meet criteria established by the scientific and regulatory community for the safe, long-term disposal of transuranic wastes. The US Department of Energy (DOE) is preparing an application to demonstrate compliance with the requirements outlined in Title 40, Part 191 of the Code of Federal Regulations (CFR) for the permanent disposal of transuranic wastes. As mandated by the Waste Isolation Pilot Plant (WIPP) Land Withdrawal Act of 1992, the US Environmental Protection Agency (EPA) must evaluate this compliance application and provide a determination regarding compliance with the requirements within one year of receiving a complete application. Because the WIPP is a very complex program, the DOE has planned to submit the application as a draft in two parts. This strategy will allow for the DOE and the EPA to begin technical discussions on critical WIPP issues before the one-year compliance determination period begins. This report is the first of these two draft submittals.

  13. Large Component Removal/Disposal

    This paper describes the removal and disposal of the large components from Maine Yankee Atomic Power Plant. The large components discussed include the three steam generators, pressurizer, and reactor pressure vessel. Two separate Exemption Requests, which included radiological characterizations, shielding evaluations, structural evaluations and transportation plans, were prepared and issued to the DOT for approval to ship these components; the first was for the three steam generators and one pressurizer, the second was for the reactor pressure vessel. Both Exemption Requests were submitted to the DOT in November 1999. The DOT approved the Exemption Requests in May and July of 2000, respectively. The steam generators and pressurizer have been removed from Maine Yankee and shipped to the processing facility. They were removed from Maine Yankee's Containment Building, loaded onto specially designed skid assemblies, transported onto two separate barges, tied down to the barges, th en shipped 2750 miles to Memphis, Tennessee for processing. The Reactor Pressure Vessel Removal Project is currently under way and scheduled to be completed by Fall of 2002. The planning, preparation and removal of these large components has required extensive efforts in planning and implementation on the part of all parties involved.

    The Department of Energy (DOE) is in the process of converting about 700,000 metric tons (MT) of depleted uranium hexafluoride (DUF6) containing 475,000 MT of depleted uranium (DU) to a stable form more suitable for long-term storage or disposal. Potential conversion forms include the tetrafluoride (DUF4), oxide (DUO2 or DU3O8), or metal. If worthwhile beneficial uses cannot be found for the DU product form, it will be sent to an appropriate site for disposal. The DU products are considered to be low-level waste (LLW) under both DOE orders and Nuclear Regulatory Commission (NRC) regulations. The objective of this study was to assess the acceptability of the potential DU conversion products at potential LLW disposal sites to provide a basis for DOE decisions on the preferred DU product form and a path forward that will ensure reliable and efficient disposal.
