This article recommends improving local exchange carriers (LEC) incentive regulation plans. The benefits of incentive regulation to customers/ratepayers, stockholders, LEC management, and regulators is reviewed. The potential pitfalls in recession risk, investment decisions and pricing inflexibility are examined. A review of the various forms of modified rate of return incentive regulation is included as a way to examine the characteristics needed for a successful incentive regulation plan.

Within the frame of the EuCARD program, the GSI Helmholtzzentrum fr Schwerionenforschung in Darmstadt is performing accelerator R&D in workpackage 8: ColMat. The coordinated effort is focussed on materials aspects important for building the FAIR accelerator facility at GSI and the LHC upgrade at CERN. Accelerator components and especially protection devices have to be operated in high dose environments. The radiation hazard occurs either by the primary proton and ion beams or the secondary radiation after initial beam loss. Detailed numerical simulations have been carried out to study the damage caused to solid targets by the full impact of the LHC beam as well as the SPS beam. Tungsten, copper and graphite as possible collimator materials have been studied. Experimental an theoretical studies on radiation damage on materials used for the LHC upgrade and the FAIR accelerators are performed at the present GSI experimental facilities. COL Application Content Guide for HTGRs: Revision to RG 1.206, Part 1 - Status Report

A combined license (COL) application is required by the Nuclear Regulatory Commission (NRC) for all proposed nuclear plants. The information requirements for a COL application are set forth in 10 CFR 52.79, Contents of Applications; Technical Information in Final Safety Analysis Report. An applicant for a modular high temperature gas-cooled reactor (HTGR) must develop and submit for NRC review and approval a COL application which conforms to these requirements. The technical information necessary to allow NRC staff to evaluate a COL application and resolve all safety issues related to a proposed nuclear plant is detailed and comprehensive. To this, Regulatory Guide (RG) 1.206, Combined License Applications for Nuclear Power Plants (LWR Edition), was developed to assist light water reactor (LWR) applicants in incorporating and effectively formatting required information for COL application review (Ref. 1). However, the guidance prescribed in RG 1.206 presumes a LWR design proposal consistent with the systems and functions associated with large LWR power plants currently operating under NRC license.

THE SOLAR NEIGHBORHOOD. XXVI. AP Col: THE CLOSEST (8.4 pc) PRE-MAIN-SEQUENCE STAR

We present the results of a multi-technique investigation of the M4.5Ve flare star AP Col, which we discover to be the nearest pre-main-sequence star. These include astrometric data from the CTIO 0.9 m, from which we derive a proper motion of 342.0 {+-} 0.5 mas yr{sup -1}, a trigonometric parallax of 119.21 {+-} 0.98 mas (8.39 {+-} 0.07 pc), and photometry and photometric variability at optical wavelengths. We also provide spectroscopic data, including radial velocity (22.4 {+-} 0.3 km s{sup -1}), lithium equivalent width (EW) (0.28 {+-} 0.02 A), H{alpha} EW (-6.0 to -35 A), vsin i (11 {+-} 1 km s{sup -1}), and gravity indicators from the Siding Spring 2.3 m WiFeS, Lick 3 m Hamilton echelle, and Keck-I HIRES echelle spectrographs. The combined observations demonstrate that AP Col is the closer of only two known systems within 10 pc of the Sun younger than 100 Myr. Given its space motion and apparent age of 12-50 Myr, AP Col is likely a member of the recently proposed {approx}40 Myr old Argus/IC 2391 Association.

The nearby M-dwarf AP Col was recently identified by Riedel et al. as a pre-main-sequence star (age 12-50 Myr) situated only 8.4 pc from the Sun. The combination of its youth, distance, and intrinsically low luminosity make it an ideal target to search for extrasolar planets using direct imaging. We report deep adaptive optics observations of AP Col taken with VLT/NACO and Keck/NIRC2 in the L band. Using aggressive speckle suppression and background subtraction techniques, we are able to rule out companions with mass m {>=} 0.5-1 M{sub Jup} for projected separations a > 4.5 AU, and m {>=} 2 M{sub Jup} for projected separations as small as 3 AU, assuming an age of 40 Myr using the COND theoretical evolutionary models. Using a different set of models, the mass limits increase by a factor of {approx}>2. The observations presented here are the deepest mass-sensitivity limits yet achieved within 20 AU on a star with direct imaging. While Doppler radial velocity surveys have shown that Jovian bodies with close-in orbits are rare around M-dwarfs, gravitational microlensing studies predict that 17{sup +6}{sub -9}% of these stars host massive planets with orbital separations of 1-10 AU. Sensitive high-contrast imaging observations, like those presented here, will help to validate results from complementary detection techniques by determining the frequency of gas giant planets on wide orbits around M-dwarfs.

Three-point Green Functions in the resonance region: LEC's

Using the 1/N_C expansion scheme and truncating the hadronic spectrum to the lowest-lying multiplets of resonances we develop a procedure to implement QCD information on the non-perturbative regime populated by resonances through the use of three-point Green Functions of QCD currents. The process implies to enforce on these functions the constraints provided by their asymptotic behaviour ruled by QCD using their OPE or associated form factors. As a result we are able to determine several couplings of the O(p^6) Chiral Perturbation Theory Lagrangian and, in consequence, to address phenomenological issues such as the SU(3) breaking in Kl3 decays.

Next generation magnet systems needed for cooling channels in both neutrino factories and muon colliders will be innovative and complicated. Designing, simulating and optimizing these systems is a challenge. Using COSY INFINITY, a differential algebra-based code, to simulate complicated elements can allow the computation and correction of a variety of higher order effects, such as spherical and chromatic aberrations, that are difficult to address with other simulation tools. As an example, a helical dipole magnet has been implemented and simulated, and the performance of an epicyclic parametric ionization cooling system for muons is studied and compared to simulations made using G4Beamline, a GEANT4 toolkit.

Final Report for Regulation of Embryonic Development in Higher Plants

The overall goal of the project was to define the cellular processes that underlie embryo development in plants at a mechanistic level. Our studies focused on a critical transcriptional regulator, Arabidopsis LEAFY COTYLEDON (LEC1), that is necessary and sufficient to induce processes required for embryo development. Because LEC1 regulates lipid accumulation during the maturation phase of embryo development, information about LEC1 may be useful in designing approaches to enhance biofuel production in plants. During the tenure of this project, we determined the molecular mechanisms by which LEC1 acts as a transcription factor in embryos. We also identified genes directly regulated by LEC1 and showed that many of these genes are involved in maturation processes. This information has been useful in dissecting the gene regulatory networks controlling embryo development. Finally, LEC1 is a novel isoform of a transcription factor that is conserved among eukaryotes, and LEC1 is active primarily in seeds. Therefore, we determined that the LEC1-type transcription factors first appeared in lycophytes during land plant evolution. Together, this study provides basic information that has implications for biofuel production.

Lymphatic vessels play an important role in tissue fluid homeostasis, intestinal fat absorption and immunosurveillance. Furthermore, they are involved in pathologic conditions, such as tumor cell metastasis and chronic inflammation. In comparison to blood vessels, the molecular phenotype of lymphatic vessels is less well characterized. Performing comparative gene expression analysis we have recently found that coxsackie- and adenovirus receptor (CAR) is significantly more highly expressed in cultured human, skin-derived lymphatic endothelial cells (LECs), as compared to blood vascular endothelial cells. Here, we have confirmed these results at the protein level, using Western blot and FACS analysis. Immunofluorescence performed on human skin confirmed that CAR is expressed at detectable levels in lymphatic vessels, but not in blood vessels. To address the functional significance of CAR expression, we modulated CAR expression levels in cultured LECs in vitro by siRNA- and vector-based transfection approaches. Functional assays performed with the transfected cells revealed that CAR is involved in distinct cellular processes in LECs, such as cell adhesion, migration, tube formation and the control of vascular permeability. In contrast, no effect of CAR on LEC proliferation was observed. Overall, our data suggest that CAR stabilizes LEC-LEC interactions in the skin and may contribute to lymphatic vessel integrity.

Because TVA's Bellefonte COL application and Duke's Lee Nuclear COL application were prepared in close coordination through NuStart and the AP 1000 Design Centered Work Group (DCWG), and because these two COL applications were prepared by the same contractor, the audits were performed essentially simultaneously. The referenced audit report requested that the audit response requests (ARRs) be addressed prior to or as part of the respective COL application submittals. Responses to the ARRs are enclosed. The ARRs in the audit report did not directly impact the content of the COL applications, and the timing of the issuance of the audit report did not facilitate a response prior to the filing of the applications.

In Enclosure 1 to that letter, and in response to question 3(a) of RIS 2007-08, Duke indicated its planning basis reflected an intent to submit the William States Lee III (Lee Nuclear) COL application at approximately the same time as the AP1000 reference plant (R-COL) application in late October 2007. Duke also committed to communicate promptly to the NRC Staff any changes to this planning basis approximately 90 days prior to the application submittal date. In consultation with NuStart, Duke believes it prudent to avoid potential interference between the R-COL application acceptance review and any subsequent (S-COL) application (such as Duke's). Duke and NuStart believe that staggering these applications slightly will ensure more efficient and effective interactions during both R-COL and S-COL acceptance reviews. Accordingly, Duke hereby amends its response to question 3(a) of RIS 2007-08, and intends to submit the Lee Nuclear COL application by mid-December 2007.

The licensing framework established by the U.S. Nuclear Regulatory Commission under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants, provides requirements for standard design certifications (DCs) and combined license (COL) applications. The intent of this process is the early reso- lution of safety issues at the DC application stage. Subsequent COL applications may incorporate a DC by reference. Thus, the COL review will not reconsider safety issues resolved during the DC process. However, a COL application that incorporates a DC by reference must demonstrate that relevant site-specific de- sign parameters are within the bounds postulated by the DC, and any departures from the DC need to be justified. Structural Design Challenges in Design Certification Applications for New Reactors

The licensing framework established by the U.S. Nuclear Regulatory Commission under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants, provides requirements for standard design certifications (DCs) and combined license (COL) applications. The intent of this process is the early reso- lution of safety issues at the DC application stage. Subsequent COL applications may incorporate a DC by reference. Thus, the COL review will not reconsider safety issues resolved during the DC process. However, a COL application that incorporates a DC by reference must demonstrate that relevant site-specific de- sign parameters are confined within the bounds postulated by the DC, and any departures from the DC need to be justified. This paper provides an overview of structural design chal- lenges encountered in recent DC applications under the 10 CFR Part 52 process, in which the authors have participated as part of the safety review effort.

We solve the equations of radiation hydrodynamics in the two-temperature fluid approximation on an adaptive grid. The temperature structure depends upon the electron-ion energy exchange length, $l_{ei}$, and the electron conduction length, $l_{ec}$. Three types of radiating shock structure are observed: subcritical, where preheating of the unshocked gas is negligible; electron supercritical, where radiation preheating raises the temperature of the unshocked electron fluid to be equal to the final electron temperature; supercritical, where preheating and electron-ion energy exchange raise the preshock $T_{e,i}$ to their final post shock values. No supercritical shock develops when $l_{ei}$ is larger than the photospheric depth of the shocked gas because a negligible amount of the ion energy is transferred to the electrons and the shock is weakly radiating. Electron conduction smooths the $T_e$ profile on a length scale $l_{ec}$, reducing the radiation flux.

A computer simulation appraisal of non-residential low energy cooling systems in California

An appraisal of the potential performance of different Low Energy Cooling (LEC) systems in nonresidential buildings in California is being conducted using computer simulation. The paper presents results from the first phase of the study, which addressed the systems that can be modeled, with the DOE-2.1E simulation program. The following LEC technologies were simulated as variants of a conventional variable-air-volume system with vapor compression cooling and mixing ventilation in the occupied spaces: Air-side indirect and indirect/direct evaporative pre-cooling. Cool beams. Displacement ventilation. Results are presented for four populous climates, represented by Oakland, Sacramento, Pasadena and San Diego. The greatest energy savings are obtained from a combination of displacement ventilation and air-side indirect/direct evaporative pre-cooling. Cool beam systems have the lowest peak demand but do not reduce energy consumption significantly because the reduction in fan energy is offse t by a reduction in air-side free cooling. Overall, the results indicate significant opportunities for LEC technologies to reduce energy consumption and demand in nonresidential new construction and retrofit.

3 3 News Updates  Dominion Resources, Inc. has informed the NRC that Dominion Virginia Power will amend its COL application to reflect the ESBWR technology by the end of 2013. In 2009 Dominion dropped the ESBWR from its COLA after failing to reach a commercial agreement with General Electric-Hitachi (GEH). A COL is expected no earlier than late 2015. Dominion Virginia Power has not yet committed to building a new nuclear unit at North Anna.  NRC has determined that the latest revision to the South Texas Project COLA does not alleviate foreign interest concerns; the staff found that despite having only a 10% ownership stake in Nuclear Innovation North America LLC (NINA), Toshiba American Nuclear Energy Corporation's financing of all project costs effectively resulted in control and domination of NINA. The COL review remains active while NINA considers its options

Project successes, lessons learned, and suggestions for improvement are discussed. Objectives of the North Anna COL project included preparation and submittal of a COLA to the USNRC incorporating ESBWR technology for a third unit a the North Anna Power Station site, support for the NRC review process and mandatory hearing, obtaining NRC approval of the COLA and issuance of a COL, and development of a business case necessary to support a decision on building a new nuclear power plant at the North Anna site.

BeppoSAX Observations of the TeV Blazar Mkn 421

The blazar Mkn 421 has been observed, as part of the AO1 Core Program, five times from 2 to 7 May 1997. In the LECS+MECS energy band the spectrum shows convex curvature, well represented by a broken power--law. Flux variability (more than a factor 2) has been detected over the entire 0.1--10 keV range, accompanying which the spectrum steepens with the decrease in intensity. Mkn 421 has also been detected with the PDS instrument. Our preliminary analysis indicates that the PDS spectrum lies significantly above the extrapolation from the MECS, suggesting a contribution from a flatter high energy component.

Constraints on supermassive black hole spins from observations of active galaxy jets

We discuss the origin of the low-energy cutoff, or LEC, seen in the radio spectra of many extragalactic jets and relate this to the spin of the supermassive black holes that presumably power them. Pion decay via proton-proton collisions is a possible mechanism to supply a secondary positron population with a low energy limit. We expect that pion production would occur in advection dominated accretion flows or ADAFs. In radiatively inefficient ADAFs the heat energy of the accreting gas is unable to radiate in less than the accretion time and the particle temperature could be high enough so that thermal protons can yield such pion production. Strong starbursts are another option for the injection of a truncated particle population into the jet. The role of both mechanisms is discussed with respect to the black hole spin estimate. The energy demanded to produce the pion decay process involves a minimum threshold for kinetic energy of the interacting protons. Therefore the mean proton speed in the flow can determine whether a LEC is generated. In ADAFs the random velocity of the protons can exceed the minimum speed limit of pion production around the jet launching region in the innermost part of the flow. Finally we summarize the additional work needed to put the model assumptions on a more rigorous basis.

Six different isoforms of Type IV collagen (colIV?1-6) have been identified. The individual isoforms of colIV are termed alpha chains and are translated from six different COLIV genes (COLIVA1-A6). Collagen Type IV gene products compose the structural framework of basement membranes. The glomerular basement membrane (GBM) is a specialized basement membrane involved in the ultrafiltration processes of the kidney. The colIV?1-?5 chains are expressed in the human GBM while the colIV ?1-?6 chains are expressed in the canine GBM. Many inherited diseases of the kidney have been reported and mutations in genes regulating kidney function have been identified. Alport syndrome (AS) is the most common form of human hereditary nephritis (HN). AS is defined as an inherited progressive kidney disorder associated with sensoneural deafness and is characterized by extensive thickening and multilamminar splitting of the GBM when examined by electron microscopy. AS has both X-linked (XLAS) and autosomal (ARAS) modes of inheritance. Mutations in the COLIVA5 gene are responsible for XLAS. A form of HN with characteristic splitting of the GBM with X-linked inheritance has been described in Samoyed dogs. A specific mutation in the COLIVA5 gene has been identified in Samoyed dogs affected with HN. Mutations in the COLIVA3 and COLIVA4 genes are responsible for ARAS. A form of HN has been identified in English cocker spaniel dogs (ECS) that has been described as autosomal in inheritance and includes GBM abnormalities including extensive lammination characteristic of ARAS. Both ARAS and ECS-HN show loss of the colIVA3 and colIVA4 chains in the GBM when examined with monoclonal anitibodies. ECS-HN has been hypothesized to have the same molecular basis of disease as ARAS. As such, we have isolated and characterized canine COLIVA3 and COLIVA4 sequences from normal dogs and ECS dogs affected with HN and compared the coding regions of these candidate genes.

The Next Generation Nuclear Plant (NGNP) will be a licensed commercial high temperature gas-cooled reactor (HTGR) plant capable of producing the electricity and high temperature process heat for industrial markets supporting a range of end-user applications. The NGNP Project has adopted the 10 CFR 52 Combined License (COL) application process, as recommended in the Report to Congress, dated August 2008, as the foundation for the NGNP licensing strategy. NRC licensing of the NGNP plant utilizing this process will demonstrate the efficacy of licensing future HTGRs for commercial industrial applications. This white paper is one in a series of submittals that will address key generic issues of the COL priority licensing topics as part of the process for establishing HTGR regulatory requirements.

Vibrational mode and collision energy effects on reaction of H{sub 2}CO{sup +} with C{sub 2}H{sub 2}: Charge state competition and the role of Franck-Condon factors in endoergic charge transfer

The effects of collision energy (E{sub col}) and six different H{sub 2}CO{sup +} vibrational states on the title reaction have been studied over the center-of-mass E{sub col} range from 0.1 to 2.6 eV, including measurements of product ion recoil velocity distributions. Ab initio and Rice-Ramsperger-Kassel-Marcus calculations were used to examine the properties of complexes and transition states that might be important in mediating the reaction. Reaction is largely direct, despite the presence of multiple deep wells on the potential surface. Five product channels are observed, with a total reaction cross section at the collision limit. The competition among the major H{sub 2}{sup +} transfer, hydrogen transfer, and proton transfer channels is strongly affected by E{sub col} and H{sub 2}CO{sup +} vibrational excitation, providing insight into the factors that control competition and charge state 'unmixing' during product separation. One of the more interesting results is that endoergic charge transfer appears to be controlled by Franck-Condon factors, implying that it occurs at large inter-reactant separations, contrary to the expectation that endoergic reactions should require intimate collisions to drive the necessary energy conversion.

Market potential for solar thermal energy supply systems in the United States industrial and commercial sectors: 1990--2030. Final report

This report revises and extends previous work sponsored by the US DOE on the potential industrial market in the United States for solar thermal energy systems and presents a new analysis of the commercial sector market potential. Current and future industrial process heat demand and commercial water heating, space heating and space cooling end-use demands are estimated. The PC Industrial Model (PCIM) and the commercial modules of the Building Energy End-Use Model (BEEM) used by the DOE`s Energy Information Administration (EIA) to support the recent National Energy Strategy (NES) analysis are used to forecast industrial and commercial end-use energy demand respectively. Energy demand is disaggregated by US Census region to account for geographic variation in solar insolation and regional variation in cost of alternative natural gas-fired energy sources. The industrial sector analysis also disaggregates demand by heat medium and temperature range to facilitate process end-use matching with appropriate solar thermal energy supply technologies. The commercial sector analysis disaggregates energy demand by three end uses: water heating, space heating, and space cooling. Generic conceptual designs are created for both industrial and commercial applications. Levelized energy costs (LEC) are calculated for industrial sector applications employing low temperature flat plate collectors for process water preheat; parabolic troughs for intermediate temperature process steam and direct heat industrial application; and parabolic dish technologies for high temperature, direct heat industrial applications. LEC are calculated for commercial sector applications employing parabolic trough technologies for low temperature water and space heating. Cost comparisons are made with natural gas-fired sources for both the industrial market and the commercial market assuming fuel price escalation consistent with NES reference case scenarios for industrial and commercial sector gas markets.

Thermal energy storage in utility-scale applications

The Thermal Energy Storage (TES) Progran focuses on developing TES for daily cycling (diurnal storage), annual cycling (seasonal storage), and utility-scale applications [utility thermal energy storage (UTES)]. TES technology can be used in a new or an existing power generation facility to increase its efficiency and promote the use of this technology within the utility and the industrial sectors. The UTES project has included studies of both heat and cool storage systems for different, utility-scale applications. For example, one study showed that a molten salt TES system can substantially reduce the cost of coal-fired peak and intermediate load power production in an integrated gasification combined-cycle (IGCC) plant. The levelized energy cost (LEC) of an IGCC/TES plant can be reduced by as much as 20% over the LEC of a conventional IGCC plant. This concept produces lower-cost power than the natural-gas-fired alternative if significant escalation rates in the fuel price are assumed. In another study, an oil/rock diurnal TES system when integrated with a simple gas turbine cogeneration system was shown to produce on-peak power,for $0.045 to $0.06/kWh while supplying a 24-hour process steam load. The molten salt storage system was found to be less suitable for simple as well as combined-cycle cogeneration applications. However, in both the IGCC and the cogeneration plant applications, advanced TES concepts could substantially improve performance and economic benefits. An evaluation of TES options for precooling gas turbine inlet air showed that an ice storage system could be used to effectively increase the peak generating capacity of gas turbines when operating in hot ambient conditions.
