    An oversight hearing on March 9, 1981 to review DOE's treatment of Tina Hobson of the Office of Consumer Affairs explored four possible law violations: the Civil Service Reform Act (CSRA) prohibition of involuntary reassignments; CSRA prohibition of reprisals; Executive Order 12036 prohibiting citizen surveillance; and title X of the Congressional Budget and Impoundment Control Act of 1974 procedures for impounding appropriated money. At issue were policy shifts toward large energy-development projects and away from the small-scale, consumer-oriented, self-sufficiency activities begun under the Carter administration. The hearing record includes the testimony of witnesses from DOE, additional material submitted for the record, and the texts of relevant statutes. (DCK)

    In this reporting period, we extended the fault study to include more faults and developed new techniques to visualize the faults. We now have used data from the Dundee Formation to document 11 major faults in the Michigan Basin and are in the process of reviewing data from other horizons. These faults appear to control the locations of many of the large anticlinal structures in the Michigan Basin and likely controlled fluid movements as well. The surface geochemistry program is also moving along well with emphasis on measuring samples collected last sampling season. The new laboratory is now functional and has been fully staffed as of December. The annual project review has been set for March 7-9 in Tampa, Florida. Contracts are being prepared for drilling the Bower's prospects in Isabella County, Michigan, this spring or summer.

    We have obtained new Hubble Space Telescope (HST) observations of M84, a nearby massive elliptical galaxy whose nucleus contains a 1.5 X 10^9 Msun dark compact object, which presumably is a supermassive black hole. Our Space Telescope Imaging Spectrograph (STIS) spectrum provides the first clear detection of emission lines in the blue (e.g., [O II] 3727, Hbeta, and [O III] 4959, 5007), which arise from a compact region 0.28" across centered on the nucleus. Our Near Infrared Camera and Multi-Object Spectrometer (NICMOS) images exhibit the best view through the prominent dust lanes evident at optical wavelengths and provide a more accurate correction for the internal extinction. The relative fluxes of the emission lines we have detected in the blue together with those detected in the wavelength range 6295 - 6867 AA by Bower et al. (1998, ApJ, 492, L111) indicate that the gas at the nucleus is photoionized by a nonstellar process, instead of hot stars. Stellar absorption features from cool stars at the nucleus are very weak. We update the spectral energy distribution of the nuclear point source and find that although it is roughly flat in most bands, the optical to UV continuum is very red, similar to the spectral energy distribution of BL Lac. Thus, the nuclear point source seen in high-resolution optical images (Bower et al. 1997, ApJ, 483, L33) is not a star cluster but is instead a nonstellar source. Assuming isotropic emission from this source, we estimate that the ratio of bolometric luminosity to Eddington luminosity is 5 X 10^(-7). However, this could be underestimated if this source is a misaligned BL Lac object, which is a possibility suggested by the spectral energy distribution and the evidence of optical variability we describe.

Clemson University, Clemson, South Carolina. 41 pp. From 1998 to 2001, 134 wild turkeys were captured, including 2 recaptures. Hens were fitted with radio transmitters to monitor nesting, brooding and movement activities. Of 37 known nests, including 6 renests, overall nest success was 28%. Causes of nest failure included abandonment, depredation, and fire. Mean clutch size was 11. Mean date of nest initiation was April 9 for first nests and May 14 for renests. Mean annual poult to hen ratios were determined for 1990 to 2000 from a South Carolina Department of Natural Resources roadside survey and ranged from 0.6 to 4.0 poults per hen. Soft mast and hard mast production data were provided by D.J. Levey, Univ. of Florida. Rainfall and temperature data were collected at 12 weather stations on Savannah River Site. Notable correlations were found between hard mast production and jake weight, and June rainfall and poult to hen ratio.

    The asteroid (31) Euphrosyne is the largest body of its namesake family, and it contains more than 99% of the family mass. Among large asteroid families, the Euphrosyne group is peculiar because of its quite steep size-frequency distribution (SFD), significantly depleted in large- and medium-sized asteroids (8 < D < 12 km). The current steep SFD of the Euphrosyne family has been suggested to be the result of a grazing impact in which only the farthest, smallest members failed to accrete. The Euphrosyne family is, however, also very peculiar because of its dynamics: near its center it is crossed by the ?{sub 6} = g – g {sub 6} linear secular resonance, and it hosts the largest population (140 bodies) of asteroids in ?{sub 6} antialigned librating states (or Tina-like asteroids) in the main belt. In this work we investigated the orbital evolution of newly obtained members of the dynamical family, with an emphasis on its interaction with the ?{sub 6} resonance. Because of its unique resonant configuration, large- and medium-sized asteroids tend to migrate away from the family orbital region faster than small-sized objects, which were ejected farther away from the family center. As a consequence, the SFD of the Euphrosyne family becomes steeper in time with a growing depletion in the number of the largest family members. We estimate that the current SFD could be attained from a typical, initial SFD on timescales of 500 Myr, consistent with estimates of the family age obtained with other independent methods.

    'Undergraduate Research at the Center for Energy Efficient Materials (CEEM)' was submitted by CEEM to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. CEEM, an EFRC directed by John Bowers at the University of California, Santa Barbara is a partnership of scientists from four institutions: UC, Santa Barbara (lead), UC, Santa Cruz, Los Alamos National Laboratory, and National Renewable Energy Laboratory. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009. These collaboratively-organized centers conduct fundamental research focused on 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community. The overall purpose is to accelerate scientific progress toward meeting the nation's critical energy challenges.     Pulsar timing measurements can be used to detect gravitational radiation from massive black hole binaries. The ~106d quasi-periodic flux variations in Sagittarius A* at radio wavelengths reported by Zhao, Bower, & Goss (2001) may be due to binarity of the massive black hole that is presumed to be responsible for the radio emission. A 106d equal-mass binary black hole is unlikely based on its short inspiral lifetime and other arguments. Nevertheless the reported quasi-periodicity has led us to consider whether the long-wavelength gravitational waves from a conjectured binary might be detected in present or future precision timing of millisecond pulsars. While present timing cannot reach the level expected for an equal-mass binary, we estimate that future efforts could. This inquiry has led us to further consider the detection of binarity in the massive black holes now being found in nearby galaxies. For orbital periods of ~2000d where the pulsar timing measurements are most precise, we place upper limits on the mass ratio of binaries as small as 0.06.

These faults control the locations of many of the large anticlinal structures in the Michigan Basin and likely controlled fluid movements as well. The surface geochemistry program is also moving along well with emphasis on measuring samples collected last sampling season. The new GC laboratory is now functional and has been fully staffed as of December. The annual project review was held March 7-9 in Tampa, Florida. Contracts are being prepared for drilling the Bower's prospects in Isabella County, Michigan, this spring or summer. A request was made to extend the scope of the project to include the Willison Basin. A demonstration well has been suggested in Burke County, N. Dakota, following a review of 2D seismic and surface geochem. A 3D seismic survey is scheduled for the prospect.

    Presented in this quarterly report is the Case History and Well Summary for the Vernon Field demonstration project in Isabella County, Michigan. This new case history and well summary format organizes and presents the technical and historical details of the Vernon Field demonstration, as well as the field demonstration results and the applicability of these results to other demonstration projects. This format could be duplicated for other demonstration projects and will be used on all subsequent field demonstrations as they near completion. Planning for the annual project meeting in Tampa, Florida has begun. This meeting will be held March 7-9, 2003 at the same site as the last three meetings. The goals of this project were to: (1) test the use of multi-lateral wells to recover bypassed hydrocarbons and (2) to access the potential of using surface geochemistry to reduce drilling risk. Two new demonstration wells, the State-Smock and the Bowers 4-25, were drilled to test the Dundee Formation at Vernon Field for bypassed oil. Neither well was commercial, although both produced hydrocarbon shows. An extensive geochemical survey in the vicinity of Vernon Field, covering much of Isabella County, has produced a base map for interpretation of anomalies in Michigan. Several potential new anomalies were discovered that could be further investigated.

  10. Dentritic morphology and microsegregation in directionally solidified superalloy, PWA-1480, single crystal: Effect of gravity; center director's discretionary fund report

    Primary dendrite spacings, secondary dendrite spacings, and microsegregation have been examined in PWA-1480 single crystal specimens which were directionally solidified during parabolic maneuvers on the KC-135 aircraft. Experimentally observed growth rate and thermal gradient dependence of primary dendrite spacings are in good agreement with predictions from dendrite growth models for binary alloys. Secondary dendrite coarsening kinetics show a reasonable fit with the predictions from an analytical model proposed by Kirkwood for a binary alloy. The partition coefficients of tantalum, titanium, and aluminum are observed to be less than unity, while that for tungsten and cobalt are greater than unity. This is qualitatively similar to the nickel base binaries. Microsegregation profiles experimentally observed for PWA-1480 superalloy show a good fit with Bower, Brody, and Flemings model developed for binary alloys. Transitions in gravity levels do not appear to affect primary dendrite spacings. A trend of decreased secondary arm spacings with transition from high gravity to the low gravity period was observed at a growth speed of 0.023 cm s(exp -1). However, definite conclusions can only be drawn by experiments at lower growth speeds which make it possible to examine the side-branch coarsening kinetics over a longer duration. Such experiments, not possible due to the insufficient low-gravity time of the KC-135, may be carried out in the low-gravity environment of space.

  11. Joint Urban 2003: Study Overview And Instrument Locations

    Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. The data from this field study is available to the scientific community through an on-line database that is managed by Dugway Proving Ground. This report will be included in the database to provide its users with some general information about the field study, and specific information about the instrument coordinates. Appendix A of this document provides the definitive record of the instrument locations during this field campaign, and Appendix B lists all the study principal investigators and participants.

  12. Evaluation of the Life History of Native Salmonids in the Malheur River Basin; Cooperative Bull Trout/Redband Trout Research Project, 1999-2000 Annual Report.

    The purpose of this study is to document the seasonal distribution of adult/sub-adult bull trout (Salvelinus confluentus) in the Malheur River basin. Due to the decline of bull trout in the Columbia Basin, the United States Fish and Wildlife Service listed bull trout as a threatened species in June 1998. Past land management activities; construction of dams; and fish eradication projects in the North Fork and Middle Fork Malheur River by poisoning have worked in concert to cumulatively impact native species in the Malheur Basin (Bowers et. al. 1993). Survival of the remaining bull trout populations is severely threatened (Buchanan 1997). 1999 Research Objects are: (1) Document the migratory patterns of adult/sub-adult bull trout in the North Fork Malheur River; (2) Determine the seasonal bull trout use of Beulah Reservoir and bull trout entrainment; and (3) Timing and location of bull trout spawning in the North Fork Malheur River basin. The study area includes the Malheur basin from the mouth of the Malheur River located near Ontario, Oregon to the headwaters of the North Fork Malheur River (Map 1). All fish collected and most of the telemetry effort was done on the North Fork Malheur River subbasin (Map 2). Fish collection was conducted on the North Fork Malheur River at the tailwaters of Beulah Reservoir (RK 29), Beulah Reservoir (RK 29-RK 33), and in the North Fork Malheur River at Crane Crossing (RK 69) to the headwaters of the North Fork Malheur. Radio telemetry was done from the mouth of the Malheur River in Ontario, Oregon to the headwaters of the North Fork Malheur. This report will reflect all migration data collected from 3/1/99 to 12/31/99.
