    Time-based rate programs1, enabled by utility investments in advanced metering infrastructure (AMI), are increasingly being considered by utilities as tools to reduce peak demand and enable customers to better manage consumption and costs. There are several customer systems that are relatively new to the marketplace and have the potential for improving the effectiveness of these programs, including in-home displays (IHDs), programmable communicating thermostats (PCTs), and web portals. Policy and decision makers are interested in more information about customer acceptance, retention, and response before moving forward with expanded deployments of AMI-enabled new rates and technologies. Under the Smart Grid Investment Grant Program (SGIG), the U.S. Department of Energy (DOE) partnered with several utilities to conduct consumer behavior studies (CBS). The goals involved applying randomized and controlled experimental designs for estimating customer responses more precisely and credibly to advance understanding of time-based rates and customer systems, and provide new information for improving program designs, implementation strategies, and evaluations. The intent was to produce more robust and credible analysis of impacts, costs, benefits, and lessons learned and assist utility and regulatory decision makers in evaluating investment opportunities involving time-based rates. To help achieve these goals, DOE developed technical guidelines to help the CBS utilities estimate customer acceptance, retention, and response more precisely.

    Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    Electric transmission lines are the lifeline of the electric utility industry, delivering its product from source to consumer. This critical infrastructure is often constrained such that there is inadequate capacity on existing transmission lines to efficiently deliver the power to meet demand in certain areas or to transport energy from high-generation areas to high-consumption regions. When this happens, the cost of the energy rises; more costly sources of power are used to meet the demand or the system operates less reliably. These economic impacts are known as congestion, and they can amount to substantial dollars for any time frame of reference: hour, day or year. There are several solutions to the transmission constraint problem, including: construction of new generation, construction of new transmission facilities, rebuilding and reconductoring of existing transmission assets, and Dynamic Line Rating (DLR). All of these options except DLR are capital intensive, have long lead times and often experience strong public and regulatory opposition. The Smart Grid Demonstration Program (SGDP) project co-funded by the Department of Energy (DOE) and Oncor Electric Delivery Company developed and deployed the most extensive and advanced DLR installation to demonstrate that DLR technology is capable of resolving many transmission capacity constraint problems with a system that is reliable, safe and very cost competitive. The SGDP DLR deployment is the first application of DLR technology to feed transmission line real-time dynamic ratings directly into the system operation’s State Estimator and load dispatch program, which optimizes the matching of generation with load demand on a security, reliability and economic basis. The integrated Dynamic Line Rating (iDLR)1 collects transmission line parameters at remote locations on the lines, calculates the real-time line rating based on the equivalent conductor temperature, ambient temperature and influence of wind and solar radiation on the stringing section, transmits the data to the Transmission Energy Management System, validates its integrity and passes it on to Oncor and ERCOT (Electric Reliability Council of Texas) respective system operations. The iDLR system is automatic and transparent to ERCOT System Operations, i.e., it operates in parallel with all other system status telemetry collected through Supervisory Control and Data Acquisition (SCADA) employed across the company.

    The Interlaboratory Reaction Rate UILRR) program is establishing the capability to accurately measure neutron-induced reactions and reaction rates for reactor fuels and materials development programs. The goal for the principal fission reactions, /sup 235/U, /sup 238/U and /sup 239/Pu, is an accuracy to within +- 5% at the 95% confidence level. Accurate measurement of other fission and nonfission reactions is also required, but to a lesser accuracy, between +- 5% and 10% at the 95% confidence level. A secondary program objective is improvement in knowledge of the nuclear parameters involved in the standarization of fuels and materials dosimetry measurements of neutron flux, spectra, fluence and burnup.

  7. User's guide to SERICPAC: A computer program for calculating electric-utility avoided costs rates

    SERICPAC is a computer program developed to calculate average avoided cost rates for decentralized power producers and cogenerators that sell electricity to electric utilities. SERICPAC works in tandem with SERICOST, a program to calculate avoided costs, and determines the appropriate rates for buying and selling of electricity from electric utilities to qualifying facilities (QF) as stipulated under Section 210 of PURA. SERICPAC contains simulation models for eight technologies including wind, hydro, biogas, and cogeneration. The simulations are converted in a diversified utility production which can be either gross production or net production, which accounts for an internal electricity usage by the QF. The program allows for adjustments to the production to be made for scheduled and forced outages. The final output of the model is a technology-specific average annual rate. The report contains a description of the technologies and the simulations as well as complete user's guide to SERICPAC.

    This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

    A key challenge for policy-makers and technology market forecasters is to estimate future technology costs and in particular the rate of cost reduction versus production volume. A related, critical question is what role should state and federal governments have in advancing energy efficient and renewable energy technologies? This work provides retrospective experience curves and learning rates for several energy-related technologies, each of which have a known history of federal and state deployment programs. We derive learning rates for eight technologies including energy efficient lighting technologies, stationary fuel cell systems, and residential solar photovoltaics, and provide an overview and timeline of historical deployment programs such as state and federal standards and state and national incentive programs for each technology. Piecewise linear regimes are observed in a range of technology experience curves, and public investments or deployment programs are found to be strongly correlated to an increase in learning rate across multiple technologies. A downward bend in the experience curve is found in 5 out of the 8 energy-related technologies presented here (electronic ballasts, magnetic ballasts, compact fluorescent lighting, general service fluorescent lighting, and the installed cost of solar PV). In each of the five downward-bending experience curves, we believe that an increase in the learning rate can be linked to deployment programs to some degree. This work sheds light on the endogenous versus exogenous contributions to technological innovation and highlights the impact of exogenous government sponsored deployment programs. This work can inform future policy investment direction and can shed light on market transformation and technology learning behavior.

    In 1991 and early 1992, the U.S. Department of Energy (DOE), in cooperation with the U.S. Department of Housing and Urban Development (HUD), established a National Collaborative on Home Energy Rating Systems (HERS) and Energy Efficient Mortgages (EEMs). The Collaborative's purpose was to involve stakeholders at a national policy level to develop a plan leading the nation toward a voluntary system linking HERS with EEMs. The National Renewable Energy Laboratory (NREL) coordinated the National Collaborative's meetings for DOE. Composed of representatives from 25 stakeholder organizations, the Collaborative, after some 14 meetings, reached consensus on two documents, both published by NREL in mg 1992: A National Program for Energy-Efficient Mortgages and Home Energy Rating Systems: A Blueprint for Action and Going National with HERS and EEMs: Issues and Impacts, The Collected Papers of the National Collaborative.

    This document was prepared to support the Smart Buildings-Material Testing and Rating Centres (SB-2) activity of the Asia-Pacific Economic Cooperation (APEC) Energy Smart Communities Initiative (ESCI). The ESCI was put forward by APEC Leaders at the 2010 meeting in Japan. APEC is the premier forum for facilitating economic growth, cooperation, trade and investment in the Asia-Pacific region. This document addresses the testing and certification of building products and equipment to support building energy codes, focusing specifically on energy-efficient factory-built windows. It sets forth a proposed structure for an APEC economy to establish a testing, rating, certification, and labeling program for efficient factory-built windows. In the context of this document, efficient windows would be windows made with insulating glass (IG) and an efficient frame assembly. The minimum efficiency metric (or thermal performance) for these windows is not quantified in this document and would generally be established by a governmental agency.

    Laboratories are very energy intensive, with significant opportunities for improved efficiency. However, their inherent complexity and variety makes benchmarking of their energy and environmental performance a unique and challenging task. Furthermore, laboratories have a myriad of health and safety requirements that significantly affect energy use, adding complexity to their benchmarking. The Labs21 program, a joint program of the US EPA and US DOE, has developed two resources specifically for assessing laboratory energy and environmental performance: (1) An energy benchmarking tool which allows users to compare laboratories using a standard set of building and system level energy use metrics. (2) The Environmental Performance Criteria (EPC) a point-based rating system that builds on the LEED(TM) green building rating system, designed to score overall environmental performance. In this paper, for each of these tools we present the underlying methodology and results from their use. For the benchmarking tool, we contrast our approach, which includes a simulation model-based component, with those used for other building types. We also present selected results from data collection and analysis of about 40 private and public sector laboratory facilities. In the case of the EPC, we describe variations from the LEED standard, focusing on the energy credits. Finally, using laboratories as a case in point, we discuss lessons learned that can be applied to the development of similar tools for other building types that have complex requirements impacting energy and environmental performance.

    The Small Gram Quantity (SGQ) concept is based on the understanding that small amounts of hazardous materials, in this case radioactive materials (RAM), are significantly less hazardous than large amounts of the same materials. This paper describes a methodology designed to estimate an SGQ for several neutron and gamma emitting isotopes that can be shipped in a package compliant with 10 CFR Part 71 external radiation level limits regulations. These regulations require packaging for the shipment of radioactive materials, under both normal and accident conditions, to perform the essential functions of material containment, subcriticality, and maintain external radiation levels within the specified limits. By placing the contents in a helium leak-tight containment vessel, and limiting the mass to ensure subcriticality, the first two essential functions are readily met. Some isotopes emit sufficiently strong photon radiation that small amounts of material can yield a large dose rate outside the package. Quantifying the dose rate for a proposed content is a challenging issue for the SGQ approach. It is essential to quantify external radiation levels from several common gamma and neutron sources that can be safely placed in a specific packaging, to ensure compliance with federal regulations. The Packaging Certification Program (PCP) Methodology for Determining Dose Rate for Small Gram Quantities in Shipping Packagings provides bounding shielding calculations that define mass limits compliant with 10 CFR 71.47 for a set of proposed SGQ isotopes. The approach is based on energy superposition with dose response calculated for a set of spectral groups for a baseline physical packaging configuration. The methodology includes using the MCNP radiation transport code to evaluate a family of neutron and photon spectral groups using the 9977 shipping package and its associated shielded containers as the base case. This results in a set of multipliers for 'dose per particle' for each spectral group. For a given isotope, the source spectrum is folded with the response for each group. The summed contribution from all isotopes determines the total dose from the RAM in the container.

    Calculating the benefits and costs of water conservation orefficiency programs requires knowing the marginal cost of the water andwastewater saved by those programs. Developing an accurate picture of thepotential cost savings from water conservation requires knowing the costof the last few units of water consumed or wastewater released, becausethose are the units that would be saved by increased water efficiency.This report describes the data we obtained on water and wastewater ratesand costs, data gaps we identified, and other issues related to using thedata to estimate the cost savings that might accrue from waterconservation programs. We identified three water and wastewater ratesources. Of these, we recommend using Raftelis Financial Corporation(RFC) because it: a) has the most comprehensive national coverage; and b)provides greatest detail on rates to calculate marginal rates. The figurebelow shows the regional variation in water rates for a range ofconsumption blocks. For example, from 1996 to 2004 the average water rateincreased 39.5 percent, average wastewater rate increased 37.8 percent,the CPI (All Urban) increased 20.1 percent, and the CPI (Water andSewerage Maintenance) increased 31.1 percent. On average, annualincreases were 4.3 percent for water and 4.1 percent for wastewater,compared to 2.3 percent for the All Urban CPI and 3.7 percent for the CPIfor water and sewerage maintenance. If trends in rates for water andwastewater rates continue, water-efficient products will become morevaluable and more cost-effective.

    In this paper, we review experiences with programs to support the deployment of photovoltaics (PV) in new, market-rate homes, drawing upon interviews with program managers around the country, project data, and publicly-available documentation on program design, impacts, and experiences. We focus on state clean energy funds, which have been established in 14 U.S. states to build markets for clean energy resources, as well as a select number of other state or local organizations whose activities are particularly noteworthy. We describe the types of programs implemented and their impacts to date, and discuss key issues and lessons learned for initiatives aimed at growing the new home market for PV.

    The RATEPAC computer program is designed to model the financial aspects of an electric power plant or other investment requiring capital outlays and having annual operating expenses. The program produces incremental pro forma financial statements showing how an investment will affect the overall financial statements of a business entity. The code accepts parameters required to determine capital investment and expense as a function of time and sums these to determine minimum revenue requirements (cost of service).     An economical and environment-friendly ironmaking process based on heating the chemiexecy self-sufficient green balls of iron ore and coal in a hearth furnace is being developed with financial support from AISI members and DOE. DRI, which is hot (1400 C), dense (3.2 g/cm) and of high degree of metallization (95%), has been produced in laboratory and in a pilot plant in Genoa, Italy. Products of such quality have been made from American and Brazilian ores, BOF sludge, EAF dust/BOF sludge mixtures and millscale. The removal of zinc and lead from green balls by this process is essentially complete. In comparison with typical blast furnace operation, the new technology with a melter would have a lower total coal rate by 200kg.THM. The elimination of cokemaking and high temperature agglomeration steps, and a simpler gas handling system would lead to lower capital and operating costs. In comparison with commercial RHF practice it is different in atmosphere (fully oxidized at 1600 to 1650 C), in bed height (120 mm instead of 20-25 mm) and in pellet composition (much less coal but of higher VM). The combined effect leads to three times higher furnace productivity, lower coal consumption and superior DRI quality. The risk of re-oxidation (slag formation) and dusty operation are practiexecy eliminated. The process is stable, tolerant and independent of the size, shape and movement of the hearth. However, materials handling (e.g., discharge of hot DRI) and the exact energy savings have to be established in a larger furnace, straight or rotary, and in a continuous mode of operation.

    A deep drilling research program titled 'An Industry/DOE Program to Develop and Benchmark Advanced Diamond Product Drill Bits and HP/HT Drilling Fluids to Significantly Improve Rates of Penetration' was conducted at TerraTek's Drilling and Completions Laboratory. Drilling tests were run to simulate deep drilling by using high bore pressures and high confining and overburden stresses. The purpose of this testing was to gain insight into practices that would improve rates of penetration and mechanical specific energy while drilling under high pressure conditions. Thirty-seven test series were run utilizing a variety of drilling parameters which allowed analysis of the performance of drill bits and drilling fluids. Five different drill bit types or styles were tested: four-bladed polycrystalline diamond compact (PDC), 7-bladed PDC in regular and long profile, roller-cone, and impregnated. There were three different rock types used to simulate deep formations: Mancos shale, Carthage marble, and Crab Orchard sandstone. The testing also analyzed various drilling fluids and the extent to which they improved drilling. The PDC drill bits provided the best performance overall. The impregnated and tungsten carbide insert roller-cone drill bits performed poorly under the conditions chosen. The cesium formate drilling fluid outperformed all other drilling muds when drilling in the Carthage marble and Mancos shale with PDC drill bits. The oil base drilling fluid with manganese tetroxide weighting material provided the best performance when drilling the Crab Orchard sandstone.

    A recursive verification protocol to reduce the time variance due to delays in the network by putting the subject node at most one hop from the verifier node provides for an efficient manner to test wireless sensor nodes. Since the software signatures are time based, recursive testing will give a much cleaner signal for positive verification of the software running on any one node in the sensor network. In this protocol, the main verifier checks its neighbor, who in turn checks its neighbor, and continuing this process until all nodes have been verified. This ensures minimum time delays for the software verification. Should a node fail the test, the software verification downstream is halted until an alternative path (one not including the failed node) is found. Utilizing techniques well known in the art, having a node tested twice, or not at all, can be avoided.

    This field study measured ventilation rates and indoor air quality parameters in 21 visits to retail stores in California. The data was collected to guide the development of new, science-based commercial building ventilation rate standards that balance the dual objectives of increasing energy efficiency and maintaining acceptable indoor air quality. Data collection occurred between September 2011 and March 2013. Three types of stores participated in this study: grocery stores, furniture/hardware stores, and apparel stores. Ventilation rates and indoor air contaminant concentrations were measured on a weekday, typically between 9 am and 6 pm. Ventilation rates measured using a tracer gas decay method exceeded the minimum requirement of California’s Title 24 Standard in all but one store. Even though there was adequate ventilation according to Title 24, concentrations of formaldehyde, acetaldehyde, and acrolein exceeded the most stringent chronic health guidelines. Other indoor air contaminants measured included carbon dioxide (CO{sub 2}), carbon monoxide (CO), ozone (O{sub 3}), and particulate matter (PM). Concentrations of CO{sub 2} were kept low by adequate ventilation, and were assumed low also because the sampling occurred on a weekday when retail stores were less busy. CO concentrations were also low. The indoor-outdoor ratios of O{sub 3} showed that the first-order loss rate may vary by store trade types and also by ventilation mode (mechanical versus natural). Analysis of fine and ultrafine PM measurements showed that a substantial portion of the particle mass in grocery stores with cooking-related emissions was in particles less than 0.3 μm. Stores without cooking as an indoor source had PM size distributions that were more similar indoors and outdoors. The whole-building emission rates of volatile organic compounds (VOCs) and PM were estimated from the measured ventilation rates and indoor and outdoor contaminant concentrations. Mass balance models were then used to determine the ventilation rates, filtration strategies, or source reductions needed to maintain indoor contaminant concentrations below reference levels. Several scenarios of potential concern were considered: (i) formaldehyde levels in furniture/hardware stores, (ii) contaminants associated with cooking (e.g., PM, acrolein, and acetaldehyde) in grocery stores, and (iii) outdoor contaminants (e.g., PM and O{sub 3}) impacting stores that use natural ventilation. Estimated formaldehyde emission rates suggest that retail stores would need to ventilate at levels far exceeding the current Title 24 requirement to lower indoor concentrations below California’s stringent formaldehyde reference level. Given the high costs of providing ventilation but only modest chronic health benefit is expected, effective source control is an attractive alternative, as demonstrated by some retail stores in this study. Predictions showed that grocery stores need MERV 13 air filters, instead of MERV 8 filters that are more commonly used, to maintain indoor PM at levels that meet the chronic health standards for PM. Exposure to acrolein is a potential health concern in grocery stores, and should be addressed by increasing the use of kitchen range hoods or improving their contaminant removal efficiency. In stores that rely on natural ventilation, indoor PM can be a health concern if the stores are located in areas with high outdoor PM. This concern may be addressed by switching to mechanical ventilation when the outdoor air quality is poor, while continuing natural ventilation when outdoor air quality is good.

    The NASA CEC Code was the starting point for PACKAGE, whose function is to evaluate the composition of a multiphase combustion product mixture under the following chemical conditions: (1) total equilibrium with pure condensed species; (2) total equilibrium with ideal liquid solution; (3) partial equilibrium/partial finite rate chemistry; and (4) fully finite rate chemistry. The last three conditions were developed to treat the evolution of complex mixtures such as coal combustion products. The thermodynamic variable pairs considered are either pressure (P) and enthalpy, P and entropy, at P and temperature. Minimization of Gibbs free energy is used. This report gives detailed discussions of formulation and input/output information used in the code. Sample problems are given.     When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    Logic modeling is a thought process program evaluators have found to be useful for at least forty years and has become increasingly popular with program managers during the last decade. A logic model presents a plausible and sensible model of how the program will work under certain environmental conditions to solve identified problems.     As nuclear power plants age, the increasing neutron fluence experienced by stainless steels components affects the materials resistance to stress corrosion cracking and fracture toughness. The purpose of this report is to identify any new issues that are expected to rise as boiling water reactor power plants reach the end of their initial life and to propose a path forward to study such issues. It has been identified that the efficiency of hydrogen water chemistry mitigation technology may decrease as fluence increases for high-stress intensity factors. This report summarizes the data available to support this hypothesis and describes a program plan to determine the efficiency of hydrogen water chemistry as a function of the stress intensity factor applied and fluence. This program plan includes acquisition of irradiated materials, generation of material via irradiation in a test reactor, and description of the test plan. This plan offers three approaches, each with an estimated timetable and budget.

    Engineering estimates of savings resulting from installation of energy conservation measures in homes are often greater than the savings actually realized. A brief review of prior studies of realization rates prefaces this study of rates from an engineering audit tool, NEAT, (developed for the Department of Energy`s Low-Income Weatherization Assistance Program) used in a New York state utility`s low-income program. Estimates of metered and predicted savings are compared for 49 homes taken from a data base of homes that participated in the first year of the utility`s program. Average realization rates ranging from 57% to 69% result, depending on the data quality. Detailed examinations of two houses using an alternate engineering method, the DOE-2 computer program (considered an industry standard), seem to indicate that the low realization rates mainly result from factors other than inaccuracies in the audit`s internal algorithms. Causes of the low realization rates are examined, showing that the strongest single factor linked to the low rates in this study is the use of secondary heating fuels that supplement the primary heating fuel. This study, like the other similar studies, concludes that engineering estimates are valuable tools in determining ranked lists of cost-effective weatherization measures, but may not be accurate substitutes for measured results in evaluating program performance.

    A rate sensor for angular/rotational acceleration includes a housing defining a fluid cavity essentially completely filled with an electrolyte fluid. Within the housing, such as a toroid, ions in the fluid are swept during movement from an excitation electrode toward one of two output electrodes to provide a signal for directional rotation. One or more ground electrodes within the housing serve to neutralize ions, thus preventing any effect at the other output electrode.

    The major goals of this program were to study the efficacy of low dose rate radiation exposures for the induction of acute myeloid leukemia (AML) and to characterize the leukemias that are caused by radiation exposures at low dose rate. An irradiator facility was designed and constructed that allows large numbers of mice to be irradiated at low dose rates for protracted periods (up to their life span). To the best of our knowledge this facility is unique in the US and it was subsequently used to study radioprotectors being developed for radiological defense (PLoS One. 7(3), e33044, 2012) and is currently being used to study the role of genetic background in susceptibility to radiation-induced lung cancer. One result of the irradiation was expected; low dose rate exposures are ineffective in inducing AML. However, another result was completely unexpected; the irradiated mice had a very high incidence of hepatocellular carcinoma (HCC), approximately 50%. It was unexpected because acute exposures are ineffective in increasing HCC incidence above background. This is a potential important finding for setting exposure limits because it supports the concept of an 'inverse dose rate effect' for some tumor types. That is, for the development of some tumor types low dose rate exposures carry greater risks than acute exposures.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    The Lco tracking program is a computer based solution for tracking time limited action items for Limited Conditions of Operation (LCO) for nuclear and industrial processes. This use is not limited to any process except those not requiring specific action steps and times. The visual and audible assistance the LCO Tracking Program provides significantly reduces the chance of missing crucial actions required for safe operation of any facility in time of limited operations. The LCOmore » Tracking Program maintains all applicable action steps and times for each limited condition for the facility in its data base. The LCO Tracking Program is used to enter that condition by number, and the data base provides the applicble action steps and starts tracking their times based on the time the LCO was entered. The LCO display graphically displays, by colored bar charts, the time expired/time remaining of each specific action item. At 60% time expired, the bar chart turns yellow to caution personnel and then turns red at 90% time expired. Then an audible alarm is sounded at 95% as a warning, to finish or accomplish the required actions to satisfy the requirements. These warning and alarm limits are modifiable by the user and can be set at different values for each action. The display file is dynamic in function, checking every minute, and responds in real time to changes to the LCO Tracking Form file, providing the visual and audible warnings as to the status of the action steps chosen for display. The LCO Tracking Program efficiently tracks action times in minutes or days, up to 2 years. All current LCO''s are easily documentated using the LCO Tracking Form file with ease of printing and disposition.     This final project report presents the activities and accomplishments of the ''Coal Combustion Products Extension Program'' conducted at The Ohio State University from August 1, 2000 to June 30, 2005 to advance the beneficial uses of coal combustion products (CCPs) in highway and construction, mine reclamation, agricultural, and manufacturing sectors. The objective of this technology transfer/research program at The Ohio State University was to promote the increased use of Ohio CCPs (fly ash, FGD material, bottom ash, and boiler slag) in applications that are technically sound, environmentally benign, and commercially competitive. The project objective was accomplished by housing the CCP Extension Program within The Ohio State University College of Engineering with support from the university Extension Service and The Ohio State University Research Foundation. Dr. Tarunjit S. Butalia, an internationally reputed CCP expert and registered professional engineer, was the program coordinator. The program coordinator acted as liaison among CCP stakeholders in the state, produced information sheets, provided expertise in the field to those who desired it, sponsored and co-sponsored seminars, meetings, and speaking at these events, and generally worked to promote knowledge about the productive and proper application of CCPs as useful raw materials. The major accomplishments of the program were: (1) Increase in FGD material utilization rate from 8% in 1997 to more than 20% in 2005, and an increase in overall CCP utilization rate of 21% in 1997 to just under 30% in 2005 for the State of Ohio. (2) Recognition as a ''voice of trust'' among Ohio and national CCP stakeholders (particularly regulatory agencies). (3) Establishment of a national and international reputation, especially for the use of FGD materials and fly ash in construction applications. It is recommended that to increase Ohio's CCP utilization rate from 30% in 2005 to 40% by 2010, the CCP Extension Program be expanded at OSU, with support from state and federal agencies, utilities, trade groups, and the university, to focus on the following four specific areas of promise: (a) Expanding use in proven areas (such as use of fly ash in concrete); (b) Removing or reducing regulatory and perceptual barriers to use (by working in collaboration with regulatory agencies); (c) Developing new or under-used large-volume market applications (such as structural fills); and (d) Placing greater emphasis on FGD byproducts utilization.

    On December 21, 2004, the Surface Transportation Board (STB) requested that the Energy Information Administration (EIA) analyze the impact of changes in coal transportation rates on projected levels of electric power sector energy use and emissions. Specifically, the STB requested an analysis of changes in national and regional coal consumption and emissions resulting from adjustments in railroad transportation rates for Wyoming's Powder River Basin (PRB) coal using the National Energy Modeling System (NEMS). However, because NEMS operates at a relatively aggregate regional level and does not represent the costs of transporting coal over specific rail lines, this analysis reports on the impacts of interregional changes in transportation rates from those used in the Annual Energy Outlook 2005 (AEO2005) reference case.

The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

    Numerical simulations of dynamic uniaxial strain loading of fiber-reinforced composites are presented that illustrate the wide range of deformation mechanisms that can be captured using a micromechanics-based homogenization technique as the material model in existing continuum mechanics computer programs. Enhancements to the material model incorporate high strain-rate plastic response, elastic nonlinearity, and rate-dependent strength degradation due to material damage, fiber debonding, and delamination. These make the model relevant to designing composite structural components for crash safety, armor, and munitions applications.

It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and C that allow the reuse of existing code in multilingual parallel programs.     CAVSIM is a three-dimensional, axisymmetric model for resource recovery and cavity growth during underground coal gasification (UCG). CAVSIM is capable of following the evolution of the cavity from near startup to exhaustion, and couples explicitly wall and roof surface growth to material and energy balances in the underlying rubble zones. Growth mechanisms are allowed to change smoothly as the system evolves from a small, relatively empty cavity low in the coal seam to a large,more » almost completely rubble-filled cavity extending high into the overburden rock. The model is applicable to nonswelling coals of arbitrary seam thickness and can handle a variety of gas injection flow schedules or compositions. Water influx from the coal aquifer is calculated by a gravity drainage-permeation submodel which is integrated into the general solution. The cavity is considered to consist of up to three distinct rubble zones and a void space at the top. Resistance to gas flow injected from a stationary source at the cavity floor is assumed to be concentrated in the ash pile, which builds up around the source, and also the overburden rubble which accumulates on top of this ash once overburden rock is exposed at the cavity top. Char rubble zones at the cavity side and edges are assumed to be highly permeable. Flow of injected gas through the ash to char rubble piles and the void space is coupled by material and energy balances to cavity growth at the rubble/coal, void/coal and void/rock interfaces. One preprocessor and two postprocessor programs are included - SPALL calculates one-dimensional mean spalling rates of coal or rock surfaces exposed to high temperatures and generates CAVSIM input: TAB reads CAVSIM binary output files and generates ASCII tables of selected data for display; and PLOT produces dot matrix printer or HP printer plots from TAB output.« less

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilitiesor about 20% of all utilities nationallyprovide their customers a green power option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needsor make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.     This proposal brought together teams at Brookhaven National Laboratory (BNL), Lawrence Berkeley National Laboratory (LBNL) and Stony Brook University (SBU) to study photocathodes for high repetition rate light sources such as Free Electron Lasers (FEL) and Energy Recovery Linacs (ERL). The work done under this grant comprises a comprehensive program on critical aspects of the production of the electron beams needed for future user facilities. Our program pioneered in situ and in operando diagnostics for alkali antimonide growth. The focus is on development of photocathodes for high repetition rate Free Electron Lasers (FELs) and Energy Recovery Linacs (ERLs), including testing SRF photoguns, both normal-conducting and superconducting. Teams from BNL, LBNL and Stony Brook University (SBU) led this research, and coordinated their work over a range of topics. The work leveraged a robust infrastructure of existing facilities and the support was used for carrying out the research at these facilities. The program concentrated in three areas: a) Physics and chemistry of alkali-antimonide cathodes b) Development and testing of a diamond amplifier for photocathodes c) Tests of both cathodes in superconducting RF photoguns and copper RF photoguns

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    This paper discusses the current level of demand-side management (DSM) occurring in selected European countries and reviews the availability of information on DSM programs and program evaluation. Next, thirteen European DSM programs are compared by examining such factors as: motivations for program implementation, marketing methods, participation rates, total energy savings, and program costs. The transfer of DSM program results and experiences found in these case studies is also discussed, as well as the lessons learned during the design, implementation, and evaluation of these programs. This paper represents a preliminary assessment of the state of DSM and DSM program evaluation in Europe. The findings from this work also represent the first steps in a joint international effort to compile and analyze the measured results of energy efficiency programs in a consistent and comprehensive fashion. The authors find that these programs represent cost-effective resources: the cost of energy saved by the programs ranged from a low of 0.0005 ECUs/kWh (0.01 {cents}/kWh) to a high of 0.077 ECUs/kWh (9.7 {cents}/kWh), with an average cost of 0.027 ECUs/kWh (3.3 {cents}/kWh). Weighted by energy savings, the average cost of energy saved by the programs was 0.014 ECUs/kWh (1.8 {cents}/kWh).

    SandIR is a sophisticated Windows2000/WindowsXP program for the capture and analysis of thermal images in real time. It is a 32-bit, 5 thread C++ OOP application that rests on Microsoft’s MFC and DirectDraw libraries, the DT3152LS driver functions and the LabEngine link libraries of Origin 4.1 for full functionality. Images may be loaded in from saved files or viewed live by connection to a FLIR (Inframetrics) 600 or 760 IR camera or a video cassettemore » recorder playing tapes recorded from a FLIR (Inframetrlcs) 600 or 760 IR camera- At this time, no other IR camera formats are supported. The raw radiosity data used by SandiR is derived from the 8-bit, 256 level, RS-170 (grayscale) NTSC camera signal. The FLIR camera images contain 175x131 pixels of real IR data. SandIR displays these data in a 604x410 image. The maximum matrix size is 640x452 Including VIR and grayscale. Live IR images can be frozen and then stored to computer disk. An incrementing save command makes It easy to save a sequence of images with a series of related file names. These files can then be loaded into SandIR at a later time for anatysis by a number of predefined tools or data probes. Multiple pseudo-color palettes containing 64 colors are available as well as a 256 level grayscale palette for image colorizing. SandtR always processes all the data in the ROt for each acquired image; so a complete temperature matrix is always available for any frozen image. SandIR performs nearly 7 million temperature calculations per second and updates the image display through Direct Draw over the PCI bus at frequencies of 30 Hz. 3-d surface plots, projections, wire maps or contour plots of absolute temperatures are also updated at 20 to 30 Hz which approaches the real-time acquisition rate of the camera, These plots may be viewed full-screen or frozen in separate windows for comparison to later images. The full set of both 2-d and 3-d Origin plotting tools can be used to manipulate the attached plots. M plots can be manually rescaled. As, Origin script window can be used to send text commands directly to the Origin graphics server. This allows any of the SandIR plots to be formatted using the full power and capabilities of Origin. A section tool is provided to dissector cleave the surface plots. The options button in the Origin 3-d toolbar can be used to enhance the plotting resolution, which defaults to 24x16 when In surveillance mode, Note, higher resolutions slow the plot update rate and are best used for frozen images. The program provides an extensive range of tools, which can be applied to static images loaded from disk as well as live images. Tools used on live images display and update in real time with temperature data overlaid on the image itself. Active spot and area tools may be selected for temporal plotting using acquisition time intervals in the range of 33 ms to 1 hour. Temporal data are plotted on a scrolling strlpchart and can be recorded to an ascii or Excel file. Analysis tools include: Spot temperature tools to display the temperature at a set point in the image; Cursor probe to display the temperature under the tip of the mouse Line tools to be used as graphic objects or rulers, or to display the temperature profile along the line in a separate xy graphic window; On-screen profile tools, which superimpose the display of a temperature profile over the image itself; Rectangle, ellipse and polygon tools to be used as graphic objects, to display the maximum, minimum and mean temperatures within the region; Annotation tool to identify points in the image and make notations on the Image; Selector tool used to move or delete one of the above analysis tools.« less

    The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology. This publications is one of a series of documents on the Renewable Energy programs sponsored by the US Department of Energy.
