    In the summer of 2000, the National Safe Skies Alliance (NSSA) awarded a project to the Applied Visualization Center (AVC) at the University of Tennessee, Knoxville (UTK) to develop a 3D computer tool to assist the Federal Aviation Administration security group, now the Transportation Security Administration (TSA), in evaluating new equipment and procedures to improve airport checkpoint security. A preliminary tool was demonstrated at the 2001 International Aviation Security Technology Symposium. Since then, the AVC went on to construct numerous detection equipment models as well as models of several airports. Airport Viz has been distributed by the NSSA to a number of airports around the country which are able to incorporate their own CAD models into the software due to its unique open architecture. It provides a checkpoint design and passenger flow simulation function, a layout design and simulation tool for checked baggage and cargo screening, and a means to assist in the vulnerability assessment of airport access points for pedestrians and vehicles.

    Federal agencies, such as the Department of Defense and Department of Homeland Security, as well as numerous private entities are actively pursuing the installation of solar technologies to help reduce fossil fuel energy use and associated emissions, meet sustainability goals, and create more robust or reliable operations. One potential approach identified for siting solar technologies is the installation of solar energy technologies at airports and airfields, which present a significant opportunity for hosting solar technologies due to large amounts of open land. This report focuses largely on the Federal Aviation Administration's (FAA's) policies toward siting solar technologies at airports.

    Airports present a significant opportunity for hosting solar technologies due to their open land; based on a 2010 Federal Aviation Administration study, the US Department of Agriculture, and the US Fish and Wildlife Service, there's potential for 116,704 MW of solar photovoltaics (PV) on idle lands at US airports. PV has a low profile and likely low to no impact on flight operations. This paper outlines guidance for implementing solar technologies at airports and airfields, focusing largely on the Federal Aviation Administration's policies. The paper also details best practices for siting solar at airports, provides information on the Solar Glare Hazard Analysis Tool, and highlights a case study example where solar has been installed at an airport.

    The Real Time System Operations (RTSO) 2006-2007 project focused on two parallel technical tasks: (1) Real-Time Applications of Phasors for Monitoring, Alarming and Control; and (2) Real-Time Voltage Security Assessment (RTVSA) Prototype Tool. The overall goal of the phasor applications project was to accelerate adoption and foster greater use of new, more accurate, time-synchronized phasor measurements by conducting research and prototyping applications on California ISO's phasor platform - Real-Time Dynamics Monitoring System (RTDMS) -- that provide previously unavailable information on the dynamic stability of the grid. Feasibility assessment studies were conducted on potential application of this technology for small-signal stability monitoring, validating/improving existing stability nomograms, conducting frequency response analysis, and obtaining real-time sensitivity information on key metrics to assess grid stress. Based on study findings, prototype applications for real-time visualization and alarming, small-signal stability monitoring, measurement based sensitivity analysis and frequency response assessment were developed, factory- and field-tested at the California ISO and at BPA. The goal of the RTVSA project was to provide California ISO with a prototype voltage security assessment tool that runs in real time within California ISO?s new reliability and congestion management system. CERTS conducted a technical assessment of appropriate algorithms, developed a prototype incorporating state-of-art algorithms (such as the continuation power flow, direct method, boundary orbiting method, and hyperplanes) into a framework most suitable for an operations environment. Based on study findings, a functional specification was prepared, which the California ISO has since used to procure a production-quality tool that is now a part of a suite of advanced computational tools that is used by California ISO for reliability and congestion management.

    This article describes the first major privatization effort to be completed at John F. Kennedy International Airport. The airport owner and operator, the Port Authority of New York and New Jersey, decided to seek private sector involvement in a capital-intensive project to expand and upgrade the airport`s heating and air conditioning facilities and construct a new cogeneration plant. Kennedy International Airport Cogeneration (KIAC) Partners, a partnership between Gas Energy Incorporated of New York and Community Energy Alternatives of New Jersey, was selected to develop an energy center to supply electricity and hot and chilled water to meet the airport`s growing energy demand. Construction of a 110 MW cogeneration plant, 7,000 tons of chilled water equipment, and 30,000 feet of hot water delivery piping started immediately. JFK Airport`s critical international position called for this substantial project to be developed almost invisibly; no interruption in heating and air conditioning service and no interference in the airport`s active operations could be tolerated. Commercial operation was achieved in February 1995.

    In recent years, uses of high-resolution population distribution databases are increasing steadily for environmental, socioeconomic, public health, and disaster-related research and operations. With the development of daytime population distribution, temporal resolution of such databases has been improved. However, the lack of incorporation of transitional population, namely business and leisure travelers, leaves a significant population unaccounted for within the critical infrastructure networks, such as at transportation hubs. This paper presents two general methodologies for estimating passenger populations in airport and cruise port terminals at a high temporal resolution which can be incorporated into existing population distribution models. The methodologies are geographically scalable and are based on, and demonstrate how, two different transportation hubs with disparate temporal population dynamics can be modeled utilizing publicly available databases including novel data sources of flight activity from the Internet which are updated in near-real time. The airport population estimation model shows great potential for rapid implementation for a large collection of airports on a national scale, and the results suggest reasonable accuracy in the estimated passenger traffic. By incorporating population dynamics at high temporal resolutions into population distribution models, we hope to improve the estimates of populations exposed to or at risk to disasters, thereby improving emergency planning and response, and leading to more informed policy decisions.

    This work demonstrates that simulations of advanced burning plasma operation scenarios can be successfully parallelized in time using the parareal algorithm. CORSICA - an advanced operation scenario code for tokamak plasmas is used as a test case. This is a unique application since the parareal algorithm has so far been applied to relatively much simpler systems except for the case of turbulence. In the present application, a computational gain of an order of magnitude has been achieved which is extremely promising. A successful implementation of the Parareal algorithm to codes like CORSICA ushers in the possibility of time efficient simulations of ITER plasmas.

  4. Real time detection and correction of distribution feeder operational problems

    The paper presents a new technique that detects and corrects distribution operational problems using closed loop control of substation transformers, capacitors and reactors by an online computer. This allows the distribution system to be operated close to its capacity without sacrificing the quality of power supply. Such operations help defer the additional cost of installing new substations. The technique integrates the Distribution Feeder Analysis (DFA) and the Distribution Substation Control (DSC) functions to achieve this. The DFA function provides the topology and power flow results for the feeders using the substation real time measurements. It does not require feeder section measurements. The realtime feeder results are used in detecting any currently existing feeder operational problems such as feeder section voltages and currents outside their limits. The detected feeder problems are transformed into substation distribution bus objectives and then corrected by the DSC function using controls available at the substation. The DSC function has been performing successfully for several years at Potomac Electric Power Company (PEPCO) in Washington, D.C. It uses a closed loop control scheme that controls the substation transformer taps and shunt capacitor and reactor breakers and optimizes the substation operation. By combining the DFA and DSC functions into a single function and with proper transformation of feeder problems into substation objectives, a new closed loop control scheme for the substation controls is achieved. This scheme corrects the detected feeder problems and optimizes the substation operation. This technique is implemented and tested using the actual substation and feeder models of PEPCO.

    Abstract—Dynamic pricing schemes have been implemented in commercial and industrial application settings, and recently they are getting attention for application to residential customers. Time-of-use and critical-peak-pricing rates are in place in various regions and are being piloted in many more. These programs are proving themselves useful for balancing energy during peak periods; however, real-time (5 minute) pricing signals combined with automation in end-use systems have the potential to deliver even more benefits to operators and consumers. Besides system peak shaving, a real-time pricing system can contribute demand response based on the locational marginal price of electricity, reduce load in response to a generator outage, and respond to local distribution system capacity limiting situations. The US Department of Energy (DOE) is teaming with a mid-west electricity service provider to run a distribution feeder-based retail electricity market that negotiates with residential automation equipment and clears every 5 minutes, thus providing a signal for lowering or raising electric consumption based on operational objectives of economic efficiency and reliability. This paper outlines the capability of the real-time pricing system and the operational scenarios being tested as the system is rolled-out starting in the first half of 2012.

    We have developed microsecond timing and profiling software that runs on standard Windows and Linux based operating systems. This software is orders of magnitudes better than most of the standard native functions in wide use. Our software libraries calibrate RDTSC in microseconds or seconds to provide two different types of delays: a ''Guaranteed Minimum'' and a precision ''Long Delay'', which releases to the kernel. Both return profiling information of the actual delay.

  10. Integrating repositories with fuel cycles: The airport authority model

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

  11. Simulation to assess the efficacy of US airport entry scrreening of passengers for pandemic influenza

    We present our methodology and stochastic discrete-event simulation developed to model the screening of passengers for pandemic influenza at the US port-of-entry airports. Our model uniquely combines epidemiology modelling, evolving infected states and conditions of passengers over time, and operational considerations of screening in a single simulation. The simulation begins with international aircraft arrivals to the US. Passengers are then randomly assigned to one of three states -- not infected, infected with pandemic influenza and infected with other respiratory illness. Passengers then pass through various screening layers (i.e. pre-departure screening, en route screening, primary screening and secondary screening) and ultimately exit the system. We track the status of each passenger over time, with a special emphasis on false negatives (i.e. passengers infected with pandemic influenza, but are not identified as such) as these passengers pose a significant threat as they could unknowingly spread the pandemic influenza virus throughout our nation.

This CONOPS provides general information on operational processes and procedures required to utilize RAMS, and expected performance benefits of the system. The primary audiences for this document are the end users of RAMS (including flight operators and incident commanders) and the RAMS management team. Other audiences include interested offices within the Department of Homeland Security (DHS), and officials from other state and local jurisdictions who want to implement similar systems.

  14. Yeager Airport Hydrogen Vehicle Test Project

    The scope of this project was changed during the course of the project. Phase I of the project was designed to have the National Alternative Fuels Training Consortium (NAFTC), together with its partners, manage the Hydrogen Vehicle Test Project at the Yeager Airport in conjunction with the Central West Virginia Regional Airport Authority (CWVRAA) in coordination with the United States Department of Energy National Energy Technology Laboratory (U.S. DOE NETL). This program would allow testing and evaluation of the use of hydrogen vehicles in the state of West Virginia utilizing the hydrogen fueling station at Yeager Airport. The NAFTC and CWVRAA to raise awareness and foster a greater understanding of hydrogen fuel and hydrogen-powered vehicles through a targeted utilization and outreach and education effort. After initial implementation of the project, the project added, determine the source(s) of supply for hydrogen powered vehicles that could be used for the testing. After completion of this, testing was begun at Yeager Airport. During the course of the project, the station at Yeager Airport was closed and moved to Morgantown and the West Virginia University Research Corporation. The vehicles were then moved to Morgantown and a vehicle owned by the CWVRAA was purchased to complete the project at the new location. Because of a number of issues detailed in the report for DE-FE0002994 and in this report, this project did not get to evaluate the effectiveness of the vehicles as planned.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    This document provides general guidelines for developing a Restoration Plan for a major airport following release of a biological warfare agent. San Francisco International Airport was selected as the example airport during development of the Plan to illustrate specific details. The spore forming bacterium Bacillus anthracis was selected as the biological agent of primary concern because it is the most difficult of known bioterrorism agents to inactivate and is considered to be one of the agents most likely to be used as a biological weapon. The focus of the Plan is on activities associated with the Characterization, Remediation, and Clearance Phases that are defined herein. Activities associated with the Notification and First-Response Phases are briefly discussed in Appendixes A and B, respectively. In addition to the main text of this Plan and associated appendixes, a data supplement was developed specifically for San Francisco International Airport. Requests for the data supplement must be made directly to the Emergency Planning Operations Division of San Francisco International Airport.

    This report documents efforts to develop a computer tool for modeling the economic payback for comparative airport ground support equipment (GSE) that are propelled by either electric motors or gasoline and diesel engines. The types of GSE modeled are pushback tractors, baggage tractors, and belt loaders. The GSE modeling tool includes an emissions module that estimates the amount of tailpipe emissions saved by replacing internal combustion engine GSE with electric GSE. This report contains modeling assumptions, methodology, a users manual, and modeling results. The model was developed based on the operations of two airlines at four United States airports.

    Los Alamos scientists have advanced a Magnetic Resonance Imaging (MRI) technology that may provide a breakthrough for screening liquids at airport security. They've added low-power X-ray data to the mix, and as a result have unlocked a new detection technology. Funded in part by the Department of Homeland Security's Science and Technology Directorate, the new system is named MagRay. The goal is to quickly and accurately distinguish between liquids that visually appear identical. For example, what appears to be a bottle of white wine could potentially be nitromethane, a liquid that could be used to make an explosive. Both are clear liquids, one would be perfectly safe on a commercial aircraft, the other would be strictly prohibited. How to tell them apart quickly without error at an airport security area is the focus of Michelle Espy, Larry Schultz and their team. In this video, Espy and the MagRay team explain how the new technology works, how they've developed an easy operator interface, and what the next steps might be in transitioning this technology to the private sector.

    This paper presents an energy dispatch algorithm for real-time topping cycle Cooling, Heating, and Power (CHP) operation for buildings with the objective of minimizing the operational cost, primary energy consumption (PEC), or carbon dioxide emission (CDE). The algorithm features a supervisory feed-forward control for real-time CHP operation using short-term weather forecasting. The advantages of the proposed control scheme for CHP operation are (a) relatively simple and efficient implementation allowing realistic real-time operation , (b) optimized CHP operation with respect to operational cost, PEC, or CDE, and (c) increased site-energy consumption (SEC) resulting in less dependence on the electric grid. In the feed-forward portion of the control scheme, short-term electric, cooling, and heating loads are predicted using the U.S. Department of Energy (DOE) benchmark small office building model. The results are encouraging regarding the potential saving of operational cost, PEC, and CDE from using the control system for a CHP system with electric and thermal energy storages.

The proposed fault analysis tool comes into the picture only after the protective device has operated and tripped the line. The proposed methodology is able not only to detect, classify, and locate transmission line faults, but also to accurately confirm whether the line was tripped due to a mis-operation of protective relays. The analysis report includes either detailed description of the fault type and location or detection of relay mis-operation. As such, it can be a source of very useful information to support the system restoration. The focus of the paper is on the implementation requirements that allow practical application of the methodology, which is illustrated using the field data obtained the real power system. Testing and validation is done using the field data recorded by digital fault recorders and protective relays. The test data included several hundreds of event records corresponding to both relay mis-operations and actual faults. The discussion of results addresses various challenges encountered during the implementation and validation of the presented methodology.

  15. Developing health-based pre-planning clearance goals for airport remediation following chemical terrorist attack: Introduction and key assessment considerations

    In the event of a chemical terrorist attack on a transportation hub, post-event remediation and restoration activities necessary to attain unrestricted facility re-use and re-entry could require hours to multiple days. While restoration timeframes are dependent on numerous variables, a primary controlling factor is the level of pre-planning and decision-making completed prior to chemical terrorist release. What follows is the first of a two-part analysis identifying key considerations, critical information, and decision criteria to facilitate post-attack and post-decontamination consequence management activities. A conceptual site model and human health-based exposure guidelines are developed and reported as an aid to site-specific pre-planning in the current absence of U.S. state or Federal values designated as compound-specific remediation or re-entry concentrations, and to safely expedite facility recovery to full operational status. Chemicals of concern include chemical warfare nerve and vesicant agents and the toxic industrial compounds phosgene, hydrogen cyanide, and cyanogen chloride. This work has been performed as a national case study conducted in partnership with the Los Angeles International Airport and The Bradley International Terminal. All recommended guidelines have been selected for consistency with airport scenario release parameters of a one-time, short-duration, finite airborne release from a single source followed by compound-specific decontamination.

    This report documents an interim framework for the quantification of the probability of errors of decision on the part of nuclear power plant operators after the initiation of an accident. The framework can easily be incorporated into an event tree/fault tree analysis. The method presented consists of a structure called the operator action tree and a time reliability correlation which assumes the time available for making a decision to be the dominating factor in situations requiring cognitive human response. This limited approach decreases the magnitude and complexity of the decision modeling task. Specifically, in the past, some human performance models have attempted prediction by trying to emulate sequences of human actions, or by identifying and modeling the information processing approach applicable to the task. The model developed here is directed at describing the statistical performance of a representative group of hypothetical individuals responding to generalized situations.

    By identifying groundwater retention times near managed aquifer recharge (MAR) facilities is a high priority for managing water quality, especially for operations that incorporate recycled wastewater. In order to protect public health, California guidelines for Groundwater Replenishment Reuse Projects require a minimum 2–6 month subsurface retention time for recycled water depending on the level of disinfection, which highlights the importance of quantifying groundwater travel times on short time scales. This study developed and evaluated a new intrinsic tracer method using the naturally occurring radioisotope sulfur-35 (35S). The 87.5 day half-life of 35S is ideal for investigating groundwater travel times onmore » the <1 year timescale of interest to MAR managers. Natural concentrations of 35S found in water as dissolved sulfate (35SO4) were measured in source waters and groundwater at the Rio Hondo Spreading Grounds in Los Angeles County, CA, and Orange County Groundwater Recharge Facilities in Orange County, CA. 35SO4 travel times are comparable to travel times determined by well-established deliberate tracer studies. The study also revealed that 35SO4 in MAR source water can vary seasonally and therefore careful characterization of 35SO4 is needed to accurately quantify groundwater travel time. But, more data is needed to fully assess whether or not this tracer could become a valuable tool for managers.« less

  7. Real-Time Combined Heat and Power Operational Strategy Using a Hierarchical Optimization Algorithm

    Existing attempts to optimize the operation of Combined Heat and Power (CHP) systems for building applications have two major limitations: the electrical and thermal loads are obtained from historical weather profiles; and the CHP system models ignore transient responses by using constant equipment efficiencies. This paper considers the transient response of a building combined with a hierarchical CHP optimal control algorithm to obtain a real-time integrated system that uses the most recent weather and electric load information. This is accomplished by running concurrent simulations of two transient building models. The first transient building model uses current as well as forecast input information to obtain short term predictions of the thermal and electric building loads. The predictions are then used by an optimization algorithm, i.e., a hierarchical controller, that decides the amount of fuel and of electrical energy to be allocated at the current time step. In a simulation, the actual physical building is not available and, hence, to simulate a real-time environment, a second, building model with similar but not identical input loads are used to represent the actual building. A state-variable feedback loop is completed at the beginning of each time step by copying, i.e., measuring, the state variable from the actual building and restarting the predictive model using these ?measured? values as initial conditions. The simulation environment presented in this paper features nonlinear effects such as the dependence of the heat exchanger effectiveness on their operating conditions. The results indicate that the CHP engine operation dictated by the proposed hierarchical controller with uncertain weather conditions have the potential to yield significant savings when compared to conventional systems using current values of electricity and fuel prices.

The ESPM processes mine information to determine a likelihood of a presence of a mine. A robot can autonomously modify behavior responsive to an indication of a detected mine. The behavior is modified between detection of mines, detailed scanning and characterization of the mine, developing mine indication parameters, and resuming detection. Real time messages are passed between the RIK and the ESPM. A combination of ESPM bound messages and RIK bound messages cause the robot platform to switch between modes including a calibration mode, the mine detection mode, and the mine characterization mode.

    Power grids worldwide are undergoing an unprecedented transition as a result of grid evolution meeting information revolution. The grid evolution is largely driven by the desire for green energy. Emerging grid technologies such as renewable generation, smart loads, plug-in hybrid vehicles, and distributed generation provide opportunities to generate energy from green sources and to manage energy use for better system efficiency. With utility companies actively deploying these technologies, a high level of penetration of these new technologies is expected in the next 5-10 years, bringing in a level of intermittency, uncertainties, and complexity that the grid did not see nor design for. On the other hand, the information infrastructure in the power grid is being revolutionized with large-scale deployment of sensors and meters in both the transmission and distribution networks. The future grid will have two-way flows of both electrons and information. The challenge is how to take advantage of the information revolution: pull the large amount of data in, process it in real time, and put information out to manage grid evolution. Without addressing this challenge, the opportunities in grid evolution will remain unfulfilled. This transition poses grand challenges in grid modeling, simulation, and information presentation. The computational complexity of underlying power grid modeling and simulation will significantly increase in the next decade due to an increased model size and a decreased time window allowed to compute model solutions. High-performance computing is essential to enable this transition. The essential technical barrier is to vastly increase the computational speed so operation response time can be reduced from minutes to seconds and sub-seconds. The speed at which key functions such as state estimation and contingency analysis are conducted (typically every 3-5 minutes) needs to be dramatically increased so that the analysis of contingencies is both

    The use of an innovative wireless bottom hole pressure/temperature telemetry acquisition system in artificial lift operations can dramatically improve efficiency and optimize fluid producing rates in those wells. The tool is installed into the producing well in the vicinity of the perforations, measuring and transmitting the producing bottom hole pressures and temperatures to the surface for instantaneous control of the surface pumping motor speed. This insures the lowest possible fluid level back pressures, thus allowing for the highest possible fluid entry into the wellbore from that reservoir`s capacity. Operating costs per barrel are lowered since the maximum oil production can now be realized from existing wells. The telemetry tool is deployed with standard slickline equipment and is installed inside a well in a manner similar to ordinary pressure recorder tools. Several unique advantages of the tool are: (1) no moving parts; (2) no wireline to the surface; (3) real time measurement of bottom hole data; and (4) slickline retrievable. Future versions of the acquisition system tool will improve operating efficiency in the following ways: (1) Temperature monitoring and control of perforation scaling, tubular waxing, and tubular hydrating plugs. (2) Provide data necessary to create diagnostically predictive IPR curves through monitoring of reservoir in-flow rates. (3) Enabling early warning of water encroachment or lensing through fluid resistivity monitoring.

  16. Real-Time Traffic Information for Emergency Evacuation Operations: Phase A Final Report

    There are many instances in which it is possible to plan ahead for an emergency evacuation (e.g., an explosion at a chemical processing facility). For those cases, if an accident (or an attack) were to happen, then the best evacuation plan for the prevailing network and weather conditions would be deployed. In other cases (e.g., the derailment of a train transporting hazardous materials), there may not be any previously developed plan to be implemented and decisions must be made ad-hoc on how to proceed with an emergency evacuation. In both situations, the availability of real-time traffic information plays a critical role in the management of the evacuation operations. To improve public safety during a vehicular emergency evacuation it is necessary to detect losses of road capacity (due to incidents, for example) as early as possible. Once these bottlenecks are identified, re-routing strategies must be determined in real-time and deployed in the field to help dissipate the congestion and increase the efficiency of the evacuation. Due to cost constraints, only large urban areas have traffic sensor deployments that permit access to some sort of real-time traffic information; any evacuation taking place in any other areas of the country would have to proceed without real-time traffic information. The latter was the focus of this SERRI/DHS (Southeast Region Research Initiative/Department of Homeland Security) sponsored project. That is, the main objective on the project was to improve the operations during a vehicular emergency evacuation anywhere by using newly developed real-time traffic-information-gathering technologies to assess traffic conditions and therefore to potentially detect incidents on the main evacuation routes. Phase A of the project consisted in the development and testing of a prototype system composed of sensors that are engineered in such a way that they can be rapidly deployed in the field where and when they are needed.     We present the experimental observation of the localized amplification of externally excited, propagating spin waves in a transversely in-plane magnetized Ni{sub 81}Fe{sub 19} magnonic waveguide by means of parallel pumping. By employing microfocussed Brillouin light scattering spectroscopy, we analyze the dependency of the amplification on the applied pumping power and on the delay between the input spin-wave packet and the pumping pulse. We show that there are two different operation regimes: At large pumping powers, the spin-wave packet needs to enter the amplifier before the pumping is switched on in order to be amplified while at low powers the spin-wave packet can arrive at any time during the pumping pulse.

  2. Target characterization using decomposition of the time-reversal operator: electromagnetic scattering from small ellipsoids

    Decomposition of the time-reversal operator for an array, or equivalently the singular value decomposition of the multistatic response matrix, has been used to improve imaging and localization of targets in complicated media. Typically, each singular value is associated with one scatterer even though it has been shown in several cases that a single scatterer can generate several singular values. In earlier papers Chambers and Berryman [1, 2] showed that a small spherical scatterer can generate up to six singular values depending on the array geometry and sphere composition. It was shown that the existence and characteristics of multiple singular values for each scatterer can, in principle, be used to determine certain properties of the scatterers, e.g. conducting or non-conducting material. In this paper, we extend this analysis to non-spherical targets and show how orientation information about the target may be obtained from the spectrum of singular values. The general properties of the decomposition for small non-spherical dielectric (and possibly conductive) targets in an electromagnetic field are derived and detailed results are obtained for the specific cases of non-magnetic and perfectly conducting needles and disks. It is shown that scatterer orientation can be estimated by tracking the singular values of a linear array as it is rotated around its midpoint.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Tonopah Airport, Beatty, Rachel, Caliente, Pahranagat NWR, Crater Flat, and the Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. The system is meant to be installed at the concourse or lobby ticketing areas of US commercial airports and uses a sealed radioactive source of californium-252 to irradiate baggage items. The major impact of the use of this system arises from direct exposure of the public to scattered or leakage radiation from the source and to induced radioactivity in baggage items.     The Savannah River Site operates a Relief Valve Repair Shop certified by the National Board of Pressure Vessel Inspectors to NB-23, The National Board Inspection Code. Local maintenance forces perform inspection, testing, and repair of approximately 1200 spring-operated relief valves (SORV) each year as the valves are cycled in from the field. The Site now has over 7000 certified test records in the Computerized Maintenance Management System (CMMS); a summary of that data is presented in this paper. In previous papers, several statistical techniques were used to investigate failure on demand and failure rates including a quantal response method for predicting the failure probability as a function of time in service. The non-conservative failure mode for SORV is commonly termed 'stuck shut'; industry defined as the valve opening at greater than or equal to 1.5 times the cold set pressure. Actual time to failure is typically not known, only that failure occurred some time since the last proof test (censored data). This paper attempts to validate the assumptions underlying the statistical lifetime prediction results using Monte Carlo simulation. It employs an aging model for lift pressure as a function of set pressure, valve manufacturer, and a time-related aging effect. This paper attempts to answer two questions: (1) what is the predicted failure rate over the chosen maintenance/ inspection interval; and do we understand aging sufficient enough to estimate risk when basing proof test intervals on proof test results?

    This presentation will describe a unique public-private partnership - the Integrated Airport - that was created to engage in research and testing related to NextGen Technology deployment.  NextGen refers to the program that will be initiated to modernize the US National Airspace.  As with any major, multi-decade initiative, such as NextGen, integration of work efforts by multiple partners in the modernization is critical for success.  This talk will focus on the development of the consortium, how the consortium plans for NextGen initiatives, the series of technology demonstrations we have produced and plans for the future of NextGen testing and implementation.

    The intent of the electric Ground Support Equipment (eGSE) demonstration is to evaluate the day-to-day vehicle performance of electric baggage tractors using two advanced battery technologies to demonstrate possible replacements for the flooded lead-acid (FLA) batteries utilized throughout the industry. These advanced battery technologies have the potential to resolve barriers to the widespread adoption of eGSE deployment. Validation testing had not previously been performed within fleet operations to determine if the performance of current advanced batteries is sufficient to withstand the duty cycle of electric baggage tractors. This report summarizes the work performed and data accumulated during this demonstration in an effort to validate the capabilities of advanced battery technologies.   15. Uranium characterization at the St. Louis Airport Site

    In support of the Department of Energy/Office of Technology Development`s Expedited Site Characterization (ESC) project (coordinated by Ames Laboratory), the Pacific Northwest Laboratory demonstrated two complementary technologies at the St. Louis Airport (SLAP) site that have been designed and optimized for the rapid, in situ quantification of radionuclide contamination in surface soils. The sensors are optimized for the detection of high-energy beta particles or gamma rays emitted from the decay of specific radionuclides of interest. These technologies were demonstrated by measuring the beta and gamma fluxes at several locations within the SLAP site. Measurements were converted to average contamination levels, using detector calibrations performed with spiked samples (beta) or sealed sources (gamma). Additionally, subsurface activity levels were derived from discrete soil samples (provided by the ESC field crew) via gamma-ray spectrometry in a controlled laboratory setting. Since the beta and gamma sensor technologies are intrinsically sensitive to different types of radiation and activity distributions (i.e., surface and shallow subsurface, respectively), the data obtained from the two detectors provide complementary information about the distribution of the contamination. The results reported here suggest that a number of locations within the SLAP site have elevated levels of {sup 211}U, and the differences between the beta and gamma activities indicate that the contamination is largely located near the surface of the soil.

  18. Assessment and management of aquatic impacts from airport de-icing activities -- The Canadian perspective

    Historically, aircraft deicing fluids have simply drained from aircraft and runway surfaces into airport drainage systems and invariably end up in surrounding receiving aquatic systems. This led to recent concerns over environmental impacts from glycol-based fluids typically used for deicing aircraft. Glycols from de-icing fluids have been detected at high levels at Canadian airports. Concern not only stems from the high volumes being used at relatively few point sources, but also to the higher toxicity of the formulated de-icing fluids, compared to pure glycols. As a result, significant environmental management efforts have been made at Canadian airports over the last 4 years, including extensive stormwater monitoring, glycol mitigation and pollution prevention plans. Site-specific mitigation plans have been implemented at 15 major Canadian airports which typically include glycol containment, collection and removal. While a reasonable dataset is available on the toxicity of pure glycols, much less information is available on the toxicity of formulated deicers. Furthermore, there have been very few field assessments of the aquatic impacts of de-icing. To date, management regimes developed to address the problem in Canada have focused almost exclusively on glycols and voluntary compliance to discharge limits and receiving water quality guidelines. This approach has resulted in reductions in the quantities of glycols which are released from Canadian airports into the surrounding environment. Currently, government and industry are refining this management system with an examination of new approaches and options such as more holistic airport wastewater quality assessments and toxicity-based guidelines.

  19. Application of Time-Lapse Seismic Monitoring for the Control and Optimization of CO2 Enhanced Oil Recovery Operations

    This project, 'Application of Time-Lapse Seismic Monitoring for the Control and Optimization of CO{sub 2} Enhanced Oil Recovery Operations', investigated the potential for monitoring CO{sub 2} floods in carbonate reservoirs through the use of standard p-wave seismic data. This primarily involved the use of 4D seismic (time lapse seismic) in an attempt to observe and map the movement of the injected CO{sub 2} through a carbonate reservoir. The differences between certain seismic attributes, such as amplitude, were used for this purpose. This technique has recently been shown to be effective in CO{sub 2} monitoring in Enhanced Oil Recovery (EOR) projects, such as Weyborne. This study was conducted in the Charlton 30/31 field in the northern Michigan Basin, which is a Silurian pinnacle reef that completed its primary production in 1997 and was scheduled for enhanced oil recovery using injected CO{sub 2}. Prior to injection an initial 'Base' 3D survey was obtained over the field and was then processed and interpreted. CO{sub 2} injection within the main portion of the reef was conducted intermittently during 13 months starting in August 2005. During this time, 29,000 tons of CO{sub 2} was injected into the Guelph formation, historically known as the Niagaran Brown formation. By September 2006, the reservoir pressure within the reef had risen to approximately 2000 lbs and oil and water production from the one producing well within the field had increased significantly. The determination of the reservoir's porosity distribution, a critical aspect of reservoir characterization and simulation, proved to be a significant portion of this project.     The Renewable Aviation Fuels Development Center at Baylor University in Waco, Texas, was designated, in March 1996, by the US Department of Energy (US DOE) as the national coordinator of the Clean Airports Program. This program, a spin-off of the Clean Cities Program, was initiated to increase the use of alternative fuels in aviation. There are two major fuels used in aviation today, the current piston engine aviation gasoline, and the current turbine engine fuel. The environmental impact of each of these fuels is significant. Aviation Gasoline (100LL), currently used in the General Aviation piston engine fleet, contributes 100% of the emissions containing lead in the USA today. In the case of the turbine engine fuel (Jet fuel), there are two major environmental impacts to be considered: the local, in the vicinity of the airports, and the global impact on climate change.     In the event of a chemical terrorist attack on a transportation hub, post-event remediation and restoration activities necessary to attain unrestricted facility re-use and re-entry could require hours to multiple days. While timeframes are dependent on numerous variables, a primary controlling factor is the level of pre-planning and decision-making completed prior to chemical release. What follows is the second of a two-part analysis identifying key considerations, critical information and decision criteria to facilitate post-attack and post-decontamination consequence management activities. Decision criteria analysis presented here provides first-time, open-literature documentation of multi-pathway, health-based remediation exposure guidelines for selected toxic industrial compounds, chemical warfare agents, and agent degradation products for pre-planning application in anticipation of a chemical terrorist attack. Guideline values are provided for inhalation and direct ocular vapor exposure routes as well as percutaneous vapor, surface contact, and ingestion. Target populations include various employees as well as transit passengers. This work has been performed as a national case study conducted in partnership with the Los Angeles International Airport and The Bradley International Terminal. All recommended guidelines have been selected for consistency with airport scenario release parameters of a one-time, short-duration, finite airborne release from a single source followed by compound-specific decontamination.

    The proven value of DOD Unmanned Aerial Vehicles (UAVs) will ultimately transition to National and Homeland Security missions that require real-time aerial surveillance, situation awareness, force protection, and sensor placement. Public services first responders who routinely risk personal safety to assess and report a situation for emergency actions will likely be the first to benefit from these new unmanned technologies. ‘Packable’ or ‘Portable’ small class UAVs will be particularly useful to the first responder. They require the least amount of training, no fixed infrastructure, and are capable of being launched and recovered from the point of emergency. All UAVs require wireless communication technologies for real- time applications. Typically on a small UAV, a low bandwidth telemetry link is required for command and control (C2), and systems health monitoring. If the UAV is equipped with a real-time Electro-Optical or Infrared (EO/Ir) video camera payload, a dedicated high bandwidth analog/digital link is usually required for reliable high-resolution imagery. In most cases, both the wireless telemetry and real-time video links will be integrated into the UAV with unity gain omni-directional antennas. With limited on-board power and payload capacity, a small UAV will be limited with the amount of radio-frequency (RF) energy it transmits to the users. Therefore, ‘packable’ and ‘portable’ UAVs will have limited useful operational ranges for first responders. This paper will discuss the limitations of small UAV wireless communications. The discussion will present an approach of utilizing a dynamic ground based real-time tracking high gain directional antenna to provide extend range stand-off operation, potential RF channel reuse, and assured telemetry and data communications from low-powered UAV deployed wireless assets.

    This project was charged with the responsibility of conducting tests on static aircraft panels mounted on the ground at various ranges from the blast. Pressure-versus-time data were obtained using interferometer gauges. The gauge proved to be reliable and easy to operate. Its high-frequency response enabled it to record data to the pressure rise at the front of the blast wave which had not been noted previously. These results show, from measurements taken by pressure instruments mounted flush with the ground, that the rise times at the front of the blast waves were on gamma-radiation intensity by the smple expedient of stacking a few layers of lead breic around the gauge mounts.

    The primary objective of the project was to obtain information regarding the effect of the length of the positive phase of blast on the response of drag and semidrag structures. A total of six steel-frame buildings were tested during this operation. The structure of each type nearest ground zero was located such that if the yield of the weapon was near the lower limit of its predicted range, it would probably undergo considerable inelastic deformation. Conversely, those structures farthest from ground zero were located such that if the yield of the nuclear device was near the upper limit of its predicted range, they would be substantially deformed, but would not collapse. The third building of each type was located at an intermediate point between these two extremes. Instrumentation was provided to obtain records of the transient structural deflections, strains, and accelerations, as well as of overpressure and dynamic pressure versus time at the sites of the various test structures.

    The St. Louis Airport Storage Site (SLASS) became radioactively contaminated as a result of wastes that were being stored from operations to recover uranium from pitchblende ores in the 1940s and 1950s. The US Department of Energy is considering various remedial action options for the SLASS under the Formerly Utilized Site Remedial Action Program (FUSRAP). This report describes the results of geochemical investigations, carried out to support the FUSRAP activities and to aid in quantifying various remedial action options. Soil and groundwater samples from the site were characterized, and sorption ratios for uranium and radium and apparent concentration limit values for uranium were measured in soil/groundwater systems by batch contact methodology. The uranium and radium concentrations in soil samples were significantly above background near the old contaminated surface horizon (now at the 0.3/sup -/ to 0.9/sup -/m depth); the maximum values were 1566 ..mu..g/g and 101 pCi/g, respectively. Below about the 6/sup -/m depth, the concentrations appeared to be typical of those naturally present in soils of this area (3.8 +- 1.2 ..mu..g/g and 3.1 +- 0.6 pCi/g). Uranium sorption ratios showed stratigraphic trends but were generally moderate to high (100 to 1000 L/kg). The sorption isotherm suggested an apparent uranium concentration limit of about 200 mg/L. This relatively high solubility can probably be correlated with the carbonate content of the soil/groundwater systems. The lower sorption ratio values obtained from the sorption isotherm may have resulted from changes in the experimental procedure or the groundwater used. The SLASS appears to exhibit generally favorable behavior for the retardation of uranium solubilized from waste in the site. Parametric tests were conducted to estimate the sensitivity of uranium sorption and solubility to the pH and carbonate content of the system.

    The environmental monitoring program, which began in 1984, continued during 1989 at the St. Louis Airport Site (SLAPS) in St. Louis County, Missouri. SLAPS and its vicinity properties, including ditches north and south of the site, were designated for cleanup as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a United States Department of Energy (DOE) program to identify and decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program. The monitoring program at SLAPS measures radon concentrations in air; external gamma dose rates; and uranium, thorium, and radium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To assess the potential effect of SLAPS on public health, the potential radiation dose was estimated for a hypothetical maximally exposed individual. This report presents the findings of the environmental monitoring program conducted at the St. Louis Airport Site (SLAPS) during calendar year 1989. 19 refs., 13 figs., 14 tabs.

    This paper describes a risk-based approach for bioremediation of fuel-hydrocarbon-contaminated soil and ground water at a major airport in Colorado. In situ bioremediation pilot testing, natural attenuation modeling, and full-scale remedial action planning and implementation for soil and ground water contamination has conducted at four airport fuel farms. The sources of fuel contamination were leaking underground storage tanks (USTs) or pipelines transporting Jet A fuel and aviation gasoline. Continuing sources of contamination were present in several small cells of free-phase product and in fuel residuals trapped within the capillary fringe at depths 15 to 20 feet below ground surface. Bioventing pilot tests were conducted to assess the feasibility of using this technology to remediate contaminated soils. The pilot tests included measurement of initial soil gas chemistry at the site, determination of subsurface permeability, and in situ respiration tests to determine fuel biodegradation rates. A product recovery test was also conducted. ES designed and installed four full-scale bioventing systems to remediate the long-term sources of continuing fuel contamination. Benzene, toluene, ethylbenzene, and xylenes (BTEX) and total petroleum hydrocarbons (TPH) were detected in ground water at concentrations slightly above regulatory guidelines.

    The Savannah River Site (SRS) spring operated pressure relief valve (SORV) maintenance intervals were evaluated using an approach provided by the American Petroleum Institute (API RP 581) for risk-based inspection technology (RBI). In addition, the impact of extending the inspection schedule was evaluated using Monte Carlo Simulation (MCS). The API RP 581 approach is characterized as a Weibull analysis with modified Bayesian updating provided by SRS SORV proof testing experience. Initial Weibull parameter estimates were updated as per SRS's historical proof test records contained in the Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD). The API RP 581 methodology was used to estimate the SORV's probability of failing on demand (PFD), and the annual expected risk. The API RP 581 methodology indicates that the current SRS maintenance plan is conservative. Cost savings may be attained in certain mild service applications that present low PFD and overall risk. Current practices are reviewed and recommendations are made for extending inspection intervals. The paper gives an illustration of the inspection costs versus the associated risks by using API RP 581 Risk Based Inspection (RBI) Technology. A cost effective maintenance frequency balancing both financial risk and inspection cost is demonstrated.

    A density sensor (densimeter) to monitor and control slurries in-line real-time during radioactive waste retrieval and transport and detect conditions leading to degraded transport and line plugging is described. Benefits over baseline grab samples and off line analysis include: early detection and prevention of pipeline plugging, real-time density through the transfer process, elimination of grab sampling and off-line analysis, and reduced worker radiation exposure. The sensor is small, robust and could be retrofitted into existing pump pit manifolds and transfer lines. The probe uses ultrasonic signal reflection at the fluid-pipe wall interface to quantify density and features include: a non-intrusive sensing surface located flush with the pipeline wall; performance that is not affected by entrained air or by electromagnetic noise from nearby pumps and other equipment and is compact. Components were tested for chemical and radiation resistance and the spool piece was pressure tested in accordance with ASME Process Piping Code B31.3 and approved by the Hanford Site Flammable Gas Equipment Advisory Board for installation. During pipeline tests, the sensor predicted density within + 2% oriented in vertical and horizontal position. The densimeter is installed in the modified process manifold that is installed in the prefabricated pump pit at Hanford tank SY-101 site. In FY-2002 the density sensor performance will be evaluated during transfers of both water and waste through the pipeline. A separate project developed an ultrasonic sensor that: 1) can be attached permanently to a pipeline wall, possibly as a spool piece inserted into the line or 2) can clamp onto an existing pipeline wall and be movable to another location. This method is attractive for radioactive fluids transport applications because the sensors could be applied to existing equipment without the need to penetrate the pipe pressure boundary or to open the system to install new equipment.

    This report describes the procedure followed and the results obtained in measuring, as a function of time, the prompt gamma radiation emitted within 1,000 seconds after the explosion of the atomic weapons studies in Operation Greenhouse. The design of the experiment and a description of the equipment are given. The fast coaxial scintillation detectors for the Greenhouse test were used without collimators at a distance of several mean free paths from the source. Numerous factors complicated the interpretation of the data obtained, thus reducing the accuracy that may be ascribed to the results. The probable peak gamma-ray intensity, the time of occurrence of the peak, and the prompt-gamma decay curves as a function of time were obtained for each shot. A composite decay curve fitting all the shots was obtained, and from this, a scaling factor was deduced which related the shot energy to the gamma-ray intensity.

    The objective of the laboratory and field work described in this report was to make accurate measurements of air blast in the Mach region from two explosions of Operation Greenhouse. Measurements were made at constant height along a single radius on Test Dog and along two different radii for test Easy. In addition, diaphragm-type inductance gages were installed at five different heights on approximately the same radii on test Easy. The spring-piston gage successfully did the job it was designed to do. The diaphragm-type inductance-gage measuring system had an accuracy of 2% in pressure and a resolving time of approximately 1 musec. Complete details concerning equipment design, field operation, and recommendations for future use of the systems are presented.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Virginia Army National Guard (VaARNG) property in Sandston, Virginia. The Army Aviation Support Facility (AASF) is contiguous with the Richmond International Airport. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The PA is designed to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. The AASF, originally constructed as an active Air Force interceptor base, provides maintenance support for VaARNG aircraft. Hazardous materials used and stored at the facility include JP-4 jet fuel, diesel fuel, gasoline, liquid propane gas, heating oil, and motor oil.

    The U.S. Department of Energy (DOE), in collaboration with the National Oceanic and Atmospheric Administration (NOAA), has recently completed the installation of three new wind profiling radars on the Washington and Oregon coasts. These systems operate at a frequency of 449 MHz and provide mean wind profiles to a height of roughly 8 km, with the maximum measurement height depending on time-varying atmospheric conditions. This is roughly half the depth of the troposphere at these latitudes. Each system is also equipped with a radio acoustic sounding system (RASS), which provides a measure of the temperature profile to heights of approximately 2 km. Other equipment deployed alongside the radar includes a surface meteorological station and GPS for column water vapor. This project began in fiscal year 2014, starting with equipment procurements and site selection. In addition, environmental reviews, equipment assembly and testing, site access agreements, and infrastructure preparations have been performed. Finally, with equipment deployment with data collection and dissemination, the primary tasks of this project have been completed. The three new wind profiling radars have been deployed at airports near Coos Bay, OR, and Astoria, OR, and at an industrial park near Forks, WA. Data are available through the NOAA Earth Systems Research Laboratory Data Display website, and will soon be made available through the DOE Atmosphere to Electrons data archive and portal as well.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    This patent relates to means for ascertaining the instant of arrival of a shock wave in an exploslve charge and apparatus utilizing this means to coordinate the timing of two operations involving a short lnterval of time. A pair of spaced electrodes are inserted along the line of an explosive train with a voltage applied there-across which is insufficient to cause discharge. When it is desired to initiate operation of a device at the time the explosive shock wave reaches a particular point on the explosive line, the device having an inherent time delay, the electrodes are located ahead of the point such that the ionization of the area between the electrodes caused by the traveling explosive shock wave sends a signal to initiate operation of the device to cause it to operate at the proper time. The operated device may be photographic equipment consisting of an x-ray illuminating tube.

    Detectors in particle physics, particularly when including cryogenic components, are often enclosed in vessels that do not provide any physical or visual access to the detectors themselves after installation. However, it can be desirable for experiments to visually investigate the inside of the vessel. The MicroBooNE cryostat hosts a TPC with sense-wire planes, which had to be inspected for damage such as breakage or sagging. This inspection was performed after the transportation of the vessel with the enclosed detector to its final location, but before filling with liquid argon. Our paper describes an approach to view the inside of the MicroBooNE cryostat with a setup of a camera and a mirror through one of its cryogenic service nozzles. The paper also describes the camera and mirror chosen for the operation, the illumination, and the mechanical structure of the setup. It explains how the system was operated and demonstrates its performance.

    The Iraq Department of Border Enforcement is rich in personnel, but poor in equipment. An effective border control system must include detection, discrimination, decision, tracking and interdiction, capture, identification, and disposition. An equipment solution that addresses only a part of this will not succeed, likewise equipment by itself is not the answer without considering the personnel and how they would employ the equipment. The solution should take advantage of the existing in-place system and address all of the critical functions. The solutions are envisioned as being implemented in a phased manner, where Solution 1 is followed by Solution 2 and eventually by Solution 3. This allows adequate time for training and gaining operational experience for successively more complex equipment. Detailed descriptions of the components follow the solution descriptions. Solution 1 - This solution is based on changes to CONOPs, and does not have a technology component. It consists of observers at the forts and annexes, forward patrols along the swamp edge, in depth patrols approximately 10 kilometers inland from the swamp, and checkpoints on major roads. Solution 2 - This solution adds a ground sensor array to the Solution 1 system. Solution 3 - This solution is based around installing a radar/video camera system on each fort. It employs the CONOPS from Solution 1, but uses minimal ground sensors deployed only in areas with poor radar/video camera coverage (such as canals and streams shielded by vegetation), or by roads covered by radar but outside the range of the radar associated cameras. This document provides broad operational requirements for major equipment components along with sufficient operational details to allow the technical community to identify potential hardware candidates. Continuing analysis will develop quantities required and more detailed tactics, techniques, and procedures.

OCRWM was created to manage acceptance and disposal of SNF and HLW in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. This responsibility includes managing the transportation of SNF and HLW from origin sites to the Repository for disposal. The Transportation System Concept of Operations is the core high-level OCRWM document written to describe the Transportation System integrated design and present the vision, mission, and goals for Transportation System operations. By defining the functions, processes, and critical interfaces of this system early in the system development phase, programmatic risks are minimized, system costs are contained, and system operations are better managed, safer, and more secure. This document also facilitates discussions and understanding among parties responsible for the design, development, and operation of the Transportation System. Such understanding is important for the timely development of system requirements and identification of system interfaces. Information provided in the Transportation System Concept of Operations includes: the functions and key components of the Transportation System; system component interactions; flows of information within the system; the general operating sequences; and the internal and external factors affecting transportation operations.     The Relativistic Heavy Ion Collider (RHIC) operation as the polarized proton collider presents unique challenges since both luminosity(L) and spin polarization(P) are important. With longitudinally polarized beams at the experiments, the figure of merit is LP{sup 4}. A lot of upgrades and modifications have been made since last polarized proton operation. A 9 MHz rf system is installed to improve longitudinal match at injection and to increase luminosity. The beam dump was upgraded to increase bunch intensity. A vertical survey of RHIC was performed before the run to get better magnet alignment. The orbit control is also improved this year. Additional efforts are put in to improve source polarization and AGS polarization transfer efficiency. To preserve polarization on the ramp, a new working point is chosen such that the vertical tune is near a third order resonance. The overview of the changes and the operation results are presented in this paper. Siberian snakes are essential tools to preserve polarization when accelerating polarized beams to higher energy. At the same time, the higher order resonances still can cause polarization loss. As seen in RHIC, the betatron tune has to be carefully set and maintained on the ramp and during the store to avoid polarization loss. In addition, the orbit control is also critical to preserve polarization. The higher polarization during this run comes from several improvements over last run. First we have a much better orbit on the ramp. The orbit feedback brings down the vertical rms orbit error to 0.1mm, much better than the 0.5mm last run. With correct BPM offset and vertical realignment, this rms orbit error is indeed small. Second, the jump quads in the AGS improved input polarization for RHIC. Third, the vertical tune was pushed further away from 7/10 snake resonance. The tune feedback maintained the tune at the desired value through the ramp.     With the rise in liquid level technology in Europe comes new standards for boiler operation. SMART technology for level probes and auxiliary equipment, means many European countries allow a boiler to operate completely unmanned (without operators) for up to 72 hours at a time. It is not just a level control system, but a total boiler control scheme. This incorporates level control, continuous TDS monitoring with blowdown, automatic timed bottom blowdown, feed water control, contamination detection systems for monitoring of incoming feed water, monitoring of exhaust stack temperatures, over pressure alarms and timed automatic blowdown of level pots. One of the main reasons for the development of the SMART equipment and the new boiler codes was to increase reliability of boiler operation. Surveys in Germany and England showed that almost 90 percent of boiler failures was due to operator error, this has almost been eliminated through the use of new equipment based on the new codes.

    Not-normally-manned platforms are not a new development. However, their use in harsher environments has until recently, been limited. Development of reliable communications networks capable of handling the large amounts of data required for process control in real time with distributed control systems (DCSs) has been a key factor in making the concept viable for harsher, more remote environments. The article below examines the transparent communications network and DCS installed on Pickerill field, offshore UK, by Fisher-Rosemount Systems and its operational parameters. Pickerill field, some 50 mi off the Lincolnshire coast, comprises two small unmanned platforms producing gas under remote control from Arco`s operations base at Great Yarmouth about 60 mi south. Reliable communication is required both with the two platforms offshore and with Conoco`s gas processing operators at Theddlethorpe. Fundamental to project success was the ability of the process control system to provide entirely secure and transparent communication with equipment offshore and thus enable operators at Great Yarmouth to interact with the process as if it were local to their control center.

    Some specific points of the Frascati Tokamak Upgrade (FTU) operation are presented for plasma performance as well as for the machine availability and the development of new tools needed to operate in a complex scenario needed for tokamak research. The different techniques adopted for wall conditioning of the FTU are reviewed. Plasmas with low Z{sub eff} have been achieved including those at low density and high additional heating power. The obtained experimental results are discussed in terms of better operation and plasma performance achieved. As with any other large - and thus long-lasting - experiments, a mixture of old and new technological solutions inserted in an open source framework characterizes the FTU data control and acquisition systems. We give some information on the original architecture and try to detail its current state. The high level of reliability presently achieved is discussed.

The extension of the linear polarization range from 0 to 180 deg. requires 4 shiftable magnet arrrays, permitting use of the APU (adjustable phase undulator) concept. Studies for a pure fixed gap APPLE II for the SLS revealed surprising symmetries between circular and linear polarization modes allowing for simplified operation. A semi-analytical model covering all types of APPLE II and its implementation will be presented.

    A computerized operator support system (COSS) is proposed for use in nuclear power plants to assist control room operators in addressing time-critical plant upsets. A COSS is a collection of technologies to assist operators in monitoring overall plant performance and making timely, informed decisions on appropriate control actions for the projected plant condition. A prototype COSS was developed in order to demonstrate the concept and provide a test bed for further research. The prototype is based on four underlying elements consisting of a digital alarm system, computer-based procedures, piping and instrumentation diagram system representations, and a recommender module for mitigation actions. The initial version of the prototype is now operational at the Idaho National Laboratory using the Human System Simulation Laboratory.

    Stack monitors are used to sense radioactive particulates and gases in effluent air being vented from rooms of nuclear facilities. These monitors record the levels and types of effluents to the environment. This paper presents the results of a stack monitor operating experience review of the U.S. Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS) database records from the past 18 years. Regulations regarding these monitors are briefly described. Operating experiences reported by the U.S. DOE and in engineering literature sources were reviewed to determine the strengths and weaknesses of these monitors. Electrical faults, radiation instrumentation faults, and human errors are the three leading causes of failures. A representative “all modes” failure rate is 1E-04/hr. Repair time estimates vary from an average repair time of 17.5 hours (with spare parts on hand) to 160 hours (without spare parts on hand). These data should support the use of stack monitors in any nuclear facility, including the National Ignition Facility and the international ITER project.

    The Intelligent Potroom Operation project focuses on maximizing the performance of an aluminum smelter by innovating components for an intelligent manufacturing system. The Intelligent Potroom Advisor (IPA) monitors process data to identify reduction cells exhibiting behaviors that require immediate attention. It then advises operational personnel on those heuristic-based actions to bring the cell back to an optimal operating state in order to reduce the duration and frequency of substandard reduction cell performance referred to as ''Off-Peak Modes'' (OPMs). Techniques developed to identify cells exhibiting OPMs include the use of a finite element model-based cell state estimator for defining the cell's current operating state via advanced cell noise analyses. In addition, rule induction was also employed to identify statistically significant complex behaviors that occur prior to OPMs. The intelligent manufacturing system design, concepts and formalisms developed in this project w ere used as a basis for an intelligent manufacturing system design. Future research will incorporate an adaptive component to automate continuous process improvement, a technology platform with the potential to improve process performance in many of the other Industries of the Future applications as well.

    In this paper, we study the effects of compression on bitmap indexes. The main operations on the bitmaps during query processing are bitwise logical operations such as AND, OR, NOT, etc. Using the general purpose compression schemes, such as gzip, the logical operations on the compressed bitmaps are much slower than on the uncompressed bitmaps. Specialized compression schemes, like the byte-aligned bitmap code(BBC), are usually faster in performing logical operations than the general purpose schemes, but in many cases they are still orders of magnitude slower than the uncompressed scheme. To make the compressed bitmap indexes operate more efficiently, we designed a CPU-friendly scheme which we refer to as the word-aligned hybrid code (WAH). Tests on both synthetic and real application data show that the new scheme significantly outperforms well-known compression schemes at a modest increase in storage space. Compared to BBC, a scheme well-known for its operational efficiency, WAH performs logical operations about 12 times faster and uses only 60 percent more space. Compared to the uncompressed scheme, in most test cases WAH is faster while still using less space. We further verified with additional tests that the improvement in logical operation speed translates to similar improvement in query processing speed.

The invention provides a means readily operable from the exterior of the vacuum tank of the apparatuss without mechanical transmission of forces for the quick and accurate control of the ionizing arc by a corresponding control of gas flow theretos thereby producing an effective way of carefully regulating the operation of the calutron. The invention consists essentially of a tube member extending into the charge bottle of a calutron devices having a poppet type valve closing the lower end of the tube. An electrical heating means is provided in the valve stem to thermally vary the length of the stem to regulate the valve opening to control the flow of material from the charge bottle.

    The Lco tracking program is a computer based solution for tracking time limited action items for Limited Conditions of Operation (LCO) for nuclear and industrial processes. This use is not limited to any process except those not requiring specific action steps and times. The visual and audible assistance the LCO Tracking Program provides significantly reduces the chance of missing crucial actions required for safe operation of any facility in time of limited operations. The LCOmore » Tracking Program maintains all applicable action steps and times for each limited condition for the facility in its data base. The LCO Tracking Program is used to enter that condition by number, and the data base provides the applicble action steps and starts tracking their times based on the time the LCO was entered. The LCO display graphically displays, by colored bar charts, the time expired/time remaining of each specific action item. At 60% time expired, the bar chart turns yellow to caution personnel and then turns red at 90% time expired. Then an audible alarm is sounded at 95% as a warning, to finish or accomplish the required actions to satisfy the requirements. These warning and alarm limits are modifiable by the user and can be set at different values for each action. The display file is dynamic in function, checking every minute, and responds in real time to changes to the LCO Tracking Form file, providing the visual and audible warnings as to the status of the action steps chosen for display. The LCO Tracking Program efficiently tracks action times in minutes or days, up to 2 years. All current LCO''s are easily documentated using the LCO Tracking Form file with ease of printing and disposition.   16. Tevatron injection timing

    Bunched beam transfer from one accelerator to another requires coordination and synchronization of many ramped devices. During collider operation timing issues are more complicated since one has to switch from proton injection devices to antiproton injection devices. Proton and antiproton transfers are clearly distinct sequences since protons and antiprotons circulate in opposite directions in the Main Ring (MR) and in the Tevatron. The time bumps are different, the kicker firing delays are different, the kickers and lambertson magnets are different, etc. Antiprotons are too precious to be used for tuning purposes, therefore protons are transferred from the Tevatron back into the Main Ring, tracing the path of antiprotons backwards. This tuning operation is called ``reverse injection.`` Previously, the reverse injection was handled in one supercycle. One batch of uncoalesced bunches was injected into the Tevatron and ejected after 40 seconds. Then the orbit closure was performed in the MR. In the new scheme the lambertson magnets have to be moved and separator polarities have to be switched, activities that cannot be completed in one supercycle. Therefore, the reverse injection sequence was changed. This involved the redefinition of TVBS clock event $D8 as MRBS $D8 thus making it possible to inject 6 proton batches (or coalesced bunches) and eject them one at a time on command, performing orbit closure each time in the MR. Injection devices are clock event driven. The TCLK is used as the reference clock. Certain TCLK events are triggered by the MR beam synchronized clock (MRBS) events. Some delays are measured in terms of MRBS ticks and MR revolutions. See Appendix A for a brief description of the beam synchronized clocks.

    The initial four sections treat basic information concerning atomic structure and other useful physical quantities, natural radioactivity, the properties of {alpha}, {beta}, {gamma}, x rays and neutrons, and the concepts and units of radiation dosimetry (including SI units). Section 5 deals with biological effects and the risks associated with radiation exposure. Background radiation and man-made sources are discussed next. The basic recommendations of the ICRP concerning dose limitations: justification, optimization (ALARA concepts and applications) and dose limits are covered in Section seven. Section eight is an expanded version of shielding, and the internal dosimetry discussion has been extensively revised to reflect the concepts contained in the MIRD methodology and ICRP 30. The remaining sections discuss the operational health physics approach to monitoring radiation. Individual sections include radiation detection principles, instrument operation and counting statistics, health physics instruments and personnel monitoring devices. The last five sections deal with the nature of, operation principles of, health physics aspects of, and monitoring approaches to air sampling, reactors, nuclear safety, gloveboxes and hot cells, accelerators and x ray sources. Decontamination, waste disposal and transportation of radionuclides are added topics. Several appendices containing constants, symbols, selected mathematical topics, and the Chart of the Nuclides, and an index have been included.

    Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three T’s: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

    Drilling with a continuous (rather than jointed) drill string is an old concept that is gaining new attention as a result of recent advances made in coiled tubing and drilling technology. The development of larger diameter, reliable, high-strength coiled tubing and smaller diameter, positive displacement motors, orienting tools, surveying systems and fixed cutting drill bits have given drilling with a continuous drill string a capability that was previously unattainable. Like its many other uses, (e.g., squeeze cementing, wellbore cleanouts, flow initiation, logging) the continuity of coiled tubing gives it several advantages over conventional drill strings. These include: drilling underbalanced safely, significantly reduced trip time, continuous circulation, smaller surface requirements. Coiled tubing drilling operations have smaller surface lease requirements than most conventional rigs due to the smaller footprint of the coiled tubing unit and associated equipment. Current coiled tubing drilling operations have the following limitations: conventional rig assistance is required for well preparation; conventional rigs must assist in running long protective and production casing strings or liners; hole sizes are smaller; working depth capabilities are shallower, coiled tubing life is less. This paper goes on to discuss the history of continuous drill strings and includes information on tubing units, circulating systems, drilling fluids, well control systems, downhole tools, orientation tools, and bottomhole assemblies. It then gives a cost comparison and an application of this type of drilling.
