    system design and analysis, critical lab/engine experiments, and ranking then selection of NOX control technologies against reliability, up-front cost, fuel economy, service interval/serviceability, and size/weight. The results of the investigations indicate that the best NOX control approach for LDV and LDT applications is a NOX adsorber system. A greater than 83% NOX reduction efficiency is required to achieve 0.07g/mile NOX Tier II vehicle-out emissions. Both active lean NOX and PACR technology are currently not capable of achieving the high conversion efficiency required for Tier II, Bin 5 emissions standards. In this paper, the NOX technology assessment and selection is first reviewed and discussed. Development of the selected NOX technology (NOX adsorber) and PM control are then discussed in more detail. Discussion includes exhaust sulfur management, further adsorber formulation development, reductant screening, diesel particulate filter development & active regeneration, and preliminary test results on the selected integrated SOX trap, NOX adsorber, and diesel particulate filter system over an FTP-75 emissions cycle, and its impact on fuel economy.     Regulated and unregulated emissions (individual hydrocarbons, ethanol, aldehydes and ketones, polynuclear aromatic hydrocarbons (PAH), nitro-PAH, and soluble organic fraction of particulate matter) were characterized in engines utilizing duplicate ISO 8178-C1 eight-mode tests and FTP smoke tests. Certification No. 2 diesel (400 ppm sulfur) and three ethanol/diesel blends, containing 7.7 percent, 10 percent, and 15 percent ethanol, respectively, were used. The three, Tier II, off-road engines were 6.8-L, 8.1-L, and 12.5-L in displacement and each had differing fuel injection system designs. It was found that smoke and particulate matter emissions decreased with increasing ethanol content. Changes to the emissions of carbon monoxide and oxides of nitrogen varied with engine design, with some increases and some decreases. As expected, increasing ethanol concentration led to higher emissions of acetaldehyde (increases ranging from 27 to 139 percent). Benzene emissions were reduced by up to 50 percent with the ethanol-blended fuels. Emissions of 1,3-butadiene were also substantially decreased, with reductions ranging from 24 to 82 percent. Isolated trends were noted for certain PAHs. There was a decrease in 1-nitropyrene with use of ethanol in all cases. Particulate phase 1-nitropyrene was reduced from 18 to 62 percent. There was also a general increase in the proportion of heavy PAHs in the particulate phase with ethanol use, and although less pronounced, a general decrease in light PAHs in the particulate phase.

    At the Department of Energy's Idaho Nuclear Technology and Engineering Center, as an interim waste management measure, both mixed high-level liquid waste and sodium bearing waste have been solidified by a calculation process and are stored in the Calcine Solids Storage Facilities. This calcined product will eventually be treated to allow final disposal in a national geologic repository. The Calcine Solids Storage Facilities comprise seven ''bit sets.'' Bin Set 1, the first to be constructed, was completed in 1959, and has been in service since 1963. It is the only bin set that does not meet current safe-shutdown earthquake seismic criteria. In addition, it is the only bin set that lacks built-in features to aid in calcine retrieval. One option to alleviate the seismic compliance issue is to transport the calcine from Bin Set 1 to another bin set which has the required capacity and which is seismically qualified. This report studies the feasibility of retrieving the calcine from Bi n Set 1 and transporting it into Bin Set 6 which is located approximately 650 feet away. Because Bin Set 1 was not designed for calcine retrieval, and because of the high radiation levels and potential contamination spread from the calcined material, this is a challenging engineering task. This report presents preconceptual design studies for remotely-operated, low-density, pneumatic vacuum retrieval and transport systems and equipment that are based on past work performed by the Raytheon Engineers and Constructors architectural engineering firm. The designs presented are considered feasible; however, future development work will be needed in several areas during the subsequent conceptual design phase.

    Bitmap indexing is a common technique for indexing high-dimensional data in data warehouses and scientific applications. Though efficient for low-cardinality attributes, query processing can be rather costly for high-cardinality attributes due to the large storage requirements for the bitmap indices. Binning is a common technique for reducing storage costs of bitmap indices. This technique partitions the attribute values into a number of ranges, called bins, and uses bitmap vectors to represent bins (attribute ranges) rather than distinct values. Although binning may reduce storage costs, it may increase the access costs of queries that do not fall on exact bin boundaries (edge bins). For this kind of queries the original data values associated with edge bins must be accessed, in order to check them against the query constraints.In this paper we study the problem of finding optimal locations for the bin boundaries in order to minimize these access costs subject to storage constraints. We propose a dynamic programming algorithm for optimal partitioning of attribute values into bins that takes into account query access patterns as well as data distribution statistics. Mathematical analysis and experiments on real life data sets show that the optimal partitioning achieved by this algorithm can lead to a significant improvement in the access costs of bitmap indexing systems for high-cardinality attributes.

    Data centers are significant energy users and require continuous cooling to maintain high levels of computing performance. The majority of data centers have direct-expansion cooling which typically accounts for approximately 50% of the energy usage of data centers. However, using typical meteorological year 3 (TMY3) weather data and a simple psychometric bin analysis, alternative cooling strategies using a combination of economizer, evaporative, and supplemental DX cooling have been shown to be applicable in all climate zones in the United States. Average data center cooling energy savings across the U.S. was approximately 80%. Analysis of cooling energy savings is presented for various ASHRAE climate zones. The psychometric bin analysis is conducted for the ASHRAE recommended and allowable operating environment zones, as well as, a modified allowable operating environment.     At the molecular level, biochemical processes are governed by random interactions between reactant molecules, and the dynamics of such systems are inherently stochastic. When the copy numbers of reactants are large, a deterministic description is adequate, but when they are small, such systems are often modeled as continuous-time Markov jump processes that can be described by the chemical master equation. Gillespie’s Stochastic Simulation Algorithm (SSA) generates exact trajectories of these systems, but the amount of computational work required for each step of the original SSA is proportional to the number of reaction channels, leading to computational complexity that scales linearly with the problem size. The original SSA is therefore inefficient for large problems, which has prompted the development of several alternative formulations with improved scaling properties. We describe an exact SSA that uses a table data structure with event time binning to achieve constant computational complexity with respect to the number of reaction channels for weakly coupled reaction networks. We present a novel adaptive binning strategy and discuss optimal algorithm parameters. We compare the computational efficiency of the algorithm to existing methods and demonstrate excellent scaling for large problems. This method is well suited for generating exact trajectories of large weakly coupled models, including those that can be described by the reaction-diffusion master equation that arises from spatially discretized reaction-diffusion processes.

    This WIPP Bin-Scale CH TRU Waste Test program described herein will provide relevant composition and kinetic rate data on gas generation and consumption resulting from TRU waste degradation, as impacted by synergistic interactions due to multiple degradation modes, waste form preparation, long-term repository environmental effects, engineered barrier materials, and, possibly, engineered modifications to be developed. Similar data on waste-brine leachate compositions and potentially hazardous volatile organic compounds released by the wastes will also be provided. The quantitative data output from these tests and associated technical expertise are required by the WIPP Performance Assessment (PA) program studies, and for the scientific benefit of the overall WIPP project. This Test Plan describes the necessary scientific and technical aspects, justifications, and rational for successfully initiating and conducting the WIPP Bin-Scale CH TRU Waste Test program. This Test Plan is the controlling scientific design definition and overall requirements document for this WIPP in situ test, as defined by Sandia National Laboratories (SNL), scientific advisor to the US Department of Energy, WIPP Project Office (DOE/WPO). 55 refs., 16 figs., 19 tabs.

    The surveillance program for 3013 containers is based, in part, on the separation of containers into various bins related to potential container failure mechanisms. The containers are assigned to bins based on moisture content and pre-storage estimates of content chemistry. While moisture content is measured during the packaging of each container, chemistry estimates are made by using a combination of process knowledge, packaging data and prompt gamma analyses to establish the moisture and chloride/fluoride content of the materials. Packages with high moisture and chloride/fluoride contents receive more detailed surveillances than packages with less chloride/fluoride and/or moisture. Moisture verification measurements and chemical analyses performed during the surveillance program provided an opportunity to validate the binning process. Validation results demonstrated that the binning effort was generally successful in placing the containers in the appropriate bin for surveillance and analysis.

    Fluorescence intermittency is a random switching between emitting (on) and non-emitting (off) periods found for many single chromophores such as semiconductor quantum dots and organic molecules. The statistics of the duration of on- and off-periods are commonly determined by thresholding the emission time trace of a single chromophore and appear to be power law distributed. Here we test with the help of simulations if the experimentally determined power law distributions can actually reflect the underlying statistics. We find that with the experimentally limited time resolution real power law statistics with exponents α{sub on/off} ≳ 1.6, especially if α{sub on} ≠ α{sub off} would not be observed as such in the experimental data after binning and thresholding. Instead, a power law appearance could simply be obtained from the continuous distribution of intermediate intensity levels. This challenges much of the obtained data and the models describing the so-called power law blinking.

A number of integrated systems and methods have introduced to overcome this challenge. Many researchers have aimed to develop an ideal SWM system, including approaches involving software-based routing, Geographic Information Systems (GIS), Radio-frequency Identification (RFID), or sensor intelligent bins. Image processing solutions for the Solid Waste (SW) collection have also been developed; however, during capturing the bin image, it is challenging to position the camera for getting a bin area centralized image. As yet, there is no ideal system which can correctly estimate the amount of SW. This paper briefly discusses an efficient image processing solution to overcome these problems. Dynamic Time Warping (DTW) was used for detecting and cropping the bin area and Gabor wavelet (GW) was introduced for feature extraction of the waste bin image. Image features were used to train the classifier. A Multi-Layer Perceptron (MLP) classifier was used to classify the waste bin level and estimate the amount of waste inside the bin. The area under the Receiver Operating Characteristic (ROC) curves was used to statistically evaluate classifier performance. The results of this developed system are comparable to previous image processing based system. The system demonstration using DTW with GW for feature extraction and an MLP classifier led to promising results with respect to the accuracy of waste level estimation (98.50%). The application can be used to optimize the routing of waste collection based on the estimated bin level.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

During the first run of the LHC, these two functions were tightly coupled as each Tier-1 was constrained to process only the data archived on its hierarchical storage. This lack of flexibility in the assignment of processing workflows occasionally resulted in uneven resource utilisation and in an increased latency in the delivery of the results to the physics community.The long shutdown of the LHC in 2013-2014 was an opportunity to revisit thismore » mode of operations, disentangling the processing and archive functionalities of the Tier-1 centres. The storage services at the Tier-1s were redeployed breaking the traditional hierarchical model: each site now provides a large disk storage to host input and output data for processing, and an independent tape storage used exclusively for archiving. Movement of data between the tape and disk endpoints is not automated, but triggered externally through the WLCG transfer management systems.With this new setup, CMS operations actively controls at any time which data is available on disk for processing and which data should be sent to archive. Thanks to the high-bandwidth connectivity guaranteed by the LHCOPN, input data can be freely transferred between disk endpoints as needed to take advantage of free CPU, turning the Tier-1s into a large pool of shared resources. The output data can be validated before archiving them permanently, and temporary data formats can be produced without wasting valuable tape resources. Lastly, the data hosted on disk at Tier-1s can now be made available also for user analysis since there is no risk any longer of triggering chaotic staging from tape.In this contribution, we describe the technical solutions adopted for the new disk and tape endpoints at the sites, and we report on the commissioning and scale testing of the service.     An apparatus and method to enhance the overall performance of mechanical seals in one of the following ways: by reducing seal face wear, by reducing the contact surface temperature, or by increasing the life span of mechanical seals. The apparatus is a mechanical seal (e.g., single mechanical seals, double mechanical seals, tandem mechanical seals, bellows, pusher mechanical seals, and all types of rotating and reciprocating machines) comprising a rotating ring and a double-tier mating ring. In a preferred embodiment, the double-tier mating ring comprises a first and a second stationary ring that together form an agitation-inducing, guided flow channel to allow for the removal of heat generated at the seal face of the mating ring by channeling a coolant entering the mating ring to a position adjacent to and in close proximity with the interior surface area of the seal face of the mating ring.

    Calculations of collinear correlation functions in perturbative QCD and Soft-Collinear Effective Theory (SCET) require a prescription for subtracting soft or zero-bin contributions in order to avoid double counting the contributions from soft modes. At leading order in $\\lambda$, where $\\lambda$ is the SCET expansion parameter, the zero-bin subtractions have been argued to be equivalent to convolution with soft Wilson lines. We give a proof of the factorization of naive collinear Wilson lines that is crucial for the derivation of the equivalence. We then check the equivalence by computing the non-Abelian two-loop mixed collinear-soft contribution to the jet function in the quark form factor. These results provide strong support for the equivalence, which can be used to give a nonperturbative definition of the zero-bin subtraction at lowest order in $\\lambda$.

    Bird and bat fatalities from wind energy projects are an environmental and public concern, with post-construction fatalities sometimes differing from predictions. Siting facilities in this context can be a challenge. In March 2012 the U.S. Fish and Wildlife Service (USFWS) released Land-based Wind Energy Guidelines to assess collision fatalities and other potential impacts to species of concern and their habitats to aid in siting and management. The Guidelines recommend a tiered approach for assessing risk to wildlife, including a preliminary site evaluation that may evaluate alternative sites, a site characterization, field studies to document wildlife and habitat and to predict project impacts, post construction studies to estimate impacts, and other post construction studies. We applied the tiered assessment framework to a case study site, the Mount Storm Wind Energy Facility in Grant County, West Virginia, USA, to demonstrate the use of the USFWS assessment approach, to indicate how the use of a tiered assessment framework might have altered outputs of wildlife assessments previously undertaken for the case study site, and to assess benefits of a tiered ecological assessment framework for siting wind energy facilities. The conclusions of this tiered assessment for birds are similar to those of previous environmental assessments for Mount Storm. This assessment found risk to individual migratory tree-roosting bats that was not emphasized in previous preconstruction assessments. Differences compared to previous environmental assessments are more related to knowledge accrued in the past 10 years rather than to the tiered structure of the Guidelines. Benefits of the tiered assessment framework include good communication among stakeholders, clear decision points, a standard assessment trajectory, narrowing the list of species of concern, improving study protocols, promoting consideration of population-level effects, promoting adaptive management through post

    Number concentrations, size distributions, and mixing states of aerosols are essential parameters for accurate estimation of aerosol direct and indirect effects. In this study, we developed an aerosol module, designated Aerosol Two-dimensional bin module for foRmation and Aging Simulation (ATRAS), that can represent these parameters explicitly by considering new particle formation (NPF), black carbon (BC) aging, and secondary organic aerosol (SOA) processes. A two-dimensional bin representation is used for particles with dry diameters from 40 nm to 10 m to resolve both aerosol size (12 bins) and BC mixing state (10 bins) for a total of 120 bins. The particles with diameters from 1 to 40 nm are resolved using an additional 8 size bins to calculate NPF. The ATRAS module was implemented in the WRF-chem model and applied to examine the sensitivity of simulated mass, number, size distributions, and optical and radiative parameters of aerosols to NPF, BC aging and SOA processes over East Asia during the spring of 2009. BC absorption enhancement by coating materials was about 50% over East Asia during the spring, and the contribution of SOA processes to the absorption enhancement was estimated to be 10 20% over northern East Asia and 20 35% over southern East Asia. A clear north-south contrast was also found between the impacts of NPF and SOA processes on cloud condensation nuclei (CCN) concentrations: NPF increased CCN concentrations at higher supersaturations (smaller particles) over northern East Asia, whereas SOA increased CCN concentrations at lower supersaturations (larger particles) over southern East Asia. Application of ATRAS to East Asia also showed that the impact of each process on each optical and radiative parameter depended strongly on the process and the parameter in question. The module can be used in the future as a benchmark model to evaluate the accuracy of simpler aerosol models and examine interactions between NPF, BC aging, and SOA processes

    We develop a new halo-independent strategy for analyzing emerging DM hints, utilizing the method of extended maximum likelihood. This approach does not require the binning of events, making it uniquely suited to the analysis of emerging DM direct detection hints. It determines a preferred envelope, at a given confidence level, for the DM velocity integral which best fits the data using all available information and can be used even in the case of a single anomalous scattering event. All of the halo-independent information from a direct detection result may then be presented in a single plot, allowing simple comparisons betweenmore » multiple experiments. This results in the halo-independent analogue of the usual mass and cross-section plots found in typical direct detection analyses, where limit curves may be compared with best-fit regions in halo-space. The method is straightforward to implement, using already-established techniques, and its utility is demonstrated through the first unbinned halo-independent comparison of the three anomalous events observed in the CDMS-Si detector with recent limits from the LUX experiment.« less

  18. Deep Burn Fuel Cycle Integration: Evaluation of Two-Tier Scenarios

    The use of a deep burn strategy using VHTRs (or DB-MHR), as a means of burning transuranics produced by LWRs, was compared to performing this task with LWR MOX. The spent DB-MHR fuel was recycled for ultimate final recycle in fast reactors (ARRs). This report summarizes the preliminary findings of the support ratio (in terms of MWth installed) between LWRs, DB-MHRs and ARRs in an equilibrium two-tier fuel cycle scenario. Values from literature were used to represent the LWR and DB-MHR isotopic compositions. A reactor physics simulation of the ARR was analyzed to determine the effect that the DB-MHR spent fuel cooling time on the ARR transuranic consumption rate. These results suggest that the cooling time has some but not a significant impact on the ARRs conversion ratio and transuranic consumption rate. This is attributed to fissile worth being derived from non-fissile or threshold-fissioning isotopes in the ARRs fast spectrum. The fraction of installed thermal capacity of each reactor in the DB-MHR 2-tier fuel cycle was compared with that of an equivalent MOX 2-tier fuel cycle, assuming fuel supply and demand are in equilibrium. The use of DB-MHRs in the 1st-tier allows for a 10% increase in the fraction of fleet installed capacity of UO2-fueled LWRs compared to using a MOX 1st-tier. Also, it was found that because the DB-MHR derives more power per unit mass of transuranics charged to the fresh fuel, the front-end reprocessing demand is less than MOX. Therefore, more fleet installed capacity of DB-MHR would be required to support a given fleet of UO2 LWRs than would be required of MOX plants. However, the transuranic deep burn achieved by DB-MHRs reduces the number of fast reactors in the 2nd-tier to support the DB-MHRs back-end transuranic output than if MOX plants were used. Further analysis of the relative costs of these various types of reactors is required before a comparative study of these options could be considered complete.

    A high performance system has been assembled using standard web components to deliver database information to a large number of broadly distributed clients. The CDF Experiment at Fermilab is establishing processing centers around the world imposing a high demand on their database repository. For delivering read-only data, such as calibrations, trigger information, and run conditions data, we have abstracted the interface that clients use to retrieve data objects. A middle tier is deployed that translates client requests into database specific queries and returns the data to the client as XML datagrams. The database connection management, request translation, and data encoding are accomplished in servlets running under Tomcat. Squid Proxy caching layers are deployed near the Tomcat servers, as well as close to the clients, to significantly reduce the load on the database and provide a scalable deployment model. Details the system's construction and use are presented, including its architecture, design, interfaces, administration, performance measurements, and deployment plan.

    Current pollution prevention initiatives are reactive, not proactive. Most federal and state regulations and industry participation in pollution prevention projects focus on post-production cleanup. However, an integrated systems approach to design pollution prevention strategies based on substitution of entire classes of chemicals with bio-based alternatives would significantly enhance the impact of pollution prevention efforts. Industry`s current attempts at pollution prevention efforts primarily rely on recycling, modifying processes to reduce the use of certain chemicals, or substituting a petrochemical not listed on the Toxic Release Inventory (TRI) for one currently listed. Such strategies may not constitute a long term solution to the pollution problem. A more durable and comprehensive strategy is to substitute renewable feedstock derived biochemicals for petrochemicals. The generation of pollution as driven by the consumer end-products industry occurs in three distinct levels; raw materials production (crude oil refining), commodity and intermediate chemicals production, a raw chemicals consumption. This paper suggests a three-tier substitution strategy based on the three levels of materials used in the chemical process industry with a goal of minimizing the pollution impact via substitutions. The substitution potential of each of the three tiers is determined based on the optimum impact criteria applicable to a given produce line or a process. The best existing pollution prevention initiatives should be incorporated in an integrated pollution management system. This system considers and includes long-term solutions to pollution problems faced both by the regulators and the chemical process industry. The role of existing production capacities that continue to produce toxic chemicals as a byproduct and their potential phase-out via biochemical substitution is also discussed.

    The United States Department of Energy (US DOE) has determined that Tanks 18-F and 19-F have met the F-Tank Farm (FTF) General Closure Plan Requirements and are ready to be permanently closed. The high-level waste (HLW) tanks have been isolated from FTF facilities. To complete operational closure they will be filled with grout for the purpose of: (1) physically stabilizing the tanks, (2) limiting/eliminating vertical pathways to residual waste, (3) discouraging future intrusion, and (4) providing an alkaline, chemical reducing environment within the closure boundary to control speciation and solubility of select radionuclides. Bulk waste removal and heel removal equipment remain in Tanks 18-F and 19-F. This equipment includes the Advance Design Mixer Pump (ADMP), transfer pumps, transfer jets, standard slurry mixer pumps, equipment-support masts, sampling masts, dip tube assemblies and robotic crawlers. The present Tank 18 and 19-F closure strategy is to grout the equipment in place and eliminate vertical pathways by filling voids in the equipment to vertical fast pathways and water infiltration. The mock-up tests described in this report were intended to address placement issues identified for grouting the equipment that will be left in Tank 18-F and Tank 19-F. The Tank 18-F and 19-F closure strategy document states that one of the Performance Assessment (PA) requirements for a closed tank is that equipment remaining in the tank be filled to the extent practical and that vertical flow paths 1 inch and larger be grouted. The specific objectives of the Tier 1A equipment grout mock-up testing include: (1) Identifying the most limiting equipment configurations with respect to internal void space filling; (2) Specifying and constructing initial test geometries and forms that represent scaled boundary conditions; (3) Identifying a target grout rheology for evaluation in the scaled mock-up configurations; (4) Scaling-up production of a grout mix with the target rheology

    A comprehensive structural health monitoring (SHM) system is a critical mechanism to ensure hull integrity and evaluate structural performance over the life of a ship, especially for lightweight high-speed ships. One of the most important functions of a SHM system is to provide real-time performance guidance and reduce the risk of structural damage during operations at sea. This is done by continuous feedback from onboard sensors providing measurements of seaway loads and structural responses. Applications of SHM should also include diagnostic capabilities such as identifying the presence of damage, assessing the location and extent of damage when it does occur in order to plan for future inspection and maintenance. The development of such SHM systems is extremely challenging because of the physical size of these structures, the widely varying and often extreme operational and environmental conditions associated with the missions of high performance ships, the lack of data from known damage conditions, the limited sensing that was not designed specifically for SHM, the management of the vast amounts of data, and the need for continued, real-time data processing. This paper will discuss some of these challenges and several outstanding issues that need to be addressed in the context of applying various SHM approaches to sea trials data measured on an aluminum high-speed catamaran, the HSV-2 Swift. A multi-tiered approach for sensing and data processing will be discussed as potential SHM architecture for future shipboard application. This approach will involve application of low cost and dense sensor arrays such as wireless communications in selected areas of the ship hull in addition to conventional sensors measuring global structural response of the ship. A recent wireless hull monitoring demo on FSF-I SeaFighter will be discussed as an example to show how this proposed architecture is a viable approach for long-term and real-time hull monitoring.

Termed "hydrophysical logging," this technology is based on the concept of measuring repeated depth profiles of fluid electric conductivity in a borehole that is pumping. As fluid enters the wellbore, its distinct electric conductivity causes peaks in the conductivity log that grow and migrate upward with time. Analysis of the evolution of the peaks enables characterization of groundwater flow distribution more quickly, more cost effectively, and with higher resolution than ever before. Combining the unique interpretation software Bore II with advanced downhole instrumentation (the hydrophysical logging tool), the method quantifies inflow and outflow locations, their associated flow rates, and the basic water quality parameters of the associated formation waters (e.g., pH, oxidation-reduction potential, temperature). In addition, when applied in conjunction with downhole fluid sampling, Bore II makes possible a complete assessment of contaminant concentration within groundwater.

    Consumption of vegetables that are grown in urban areas takes place worldwide. In developing countries, vegetables are traditionally grown in urban areas for cheap food supply. In developing and developed countries, urban gardening is gaining momentum. A problem that arises with urban gardening is the presence of contaminants in soil, which can be taken up by vegetables. In this study, a scientifically-based and practical procedure has been developed for assessing the human health risks from the consumption of vegetables from cadmium-contaminated land. Starting from a contaminated site, the procedure follows a tiered approach which is laid out as follows. In Tier 0, the plausibility of growing vegetables is investigated. In Tier 1 soil concentrations are compared with the human health-based Critical soil concentration. Tier 2 offers the possibility for a detailed site-specific human health risk assessment in which calculated exposure is compared to the toxicological reference dose. In Tier 3, vegetable concentrations are measured and tested following a standardized measurement protocol. To underpin the derivation of the Critical soil concentrations and to develop a tool for site-specific assessment the determination of the representative concentration in vegetables has been evaluated for a range of vegetables. The core of the procedure is based on Freundlich-type plantsoil relations, with the total soil concentration and the soil properties as variables. When a significant plantsoil relation is lacking for a specific vegetable a geometric mean of BioConcentrationFactors (BCF) is used, which is normalized according to soil properties. Subsequently, a conservative vegetable-group-consumption-rate-weighted BioConcentrationFactor is calculated as basis for the Critical soil concentration (Tier 1).     The purpose of this letter is to request Naval Reactors comments on the nuclear reactor high tier requirements for the PROMETHEUS space flight reactor design, pre-launch operations, launch, ascent, operation, and disposal, and to request Naval Reactors approval to transmit these requirements to Jet Propulsion Laboratory to ensure consistency between the reactor safety requirements and the spacecraft safety requirements. The proposed PROMETHEUS nuclear reactor high tier safety requirements are consistent with the long standing safety culture of the Naval Reactors Program and its commitment to protecting the health and safety of the public and the environment. In addition, the philosophy on which these requirements are based is consistent with the Nuclear Safety Policy Working Group recommendations on space nuclear propulsion safety (Reference 1), DOE Nuclear Safety Criteria and Specifications for Space Nuclear Reactors (Reference 2), the Nuclear Space Power Safety and Facility Guidelines Study of the Applied Physics Laboratory.

  18. Two-state theory of binned photon statistics for a large class of waiting time distributions and its application to quantum dot blinking

    A theoretical method is proposed for the calculation of the photon counting probability distribution during a bin time. Two-state fluorescence and steady excitation are assumed. A key feature is a kinetic scheme that allows for an extensive class of stochastic waiting time distribution functions, including power laws, expanded as a sum of weighted decaying exponentials. The solution is analytic in certain conditions, and an exact and simple expression is found for the integral contribution of bright and dark states. As an application for power law kinetics, theoretical results are compared with experimental intensity histograms from a number of blinking CdSe/ZnS quantum dots. The histograms are consistent with distributions of intensity states around a bright and a dark maximum. A gap of states is also revealed in the more-or-less flat inter-peak region. The slope and to some extent the flatness of the inter-peak feature are found to be sensitive to the power-law exponents. Possible models consistent with these findings are discussed, such as the combination of multiple charging and fluctuating non-radiative channels or the multiple recombination center model. A fitting of the latter to experiment provides constraints on the interaction parameter between the recombination centers. Further extensions and applications of the photon counting theory are also discussed.

The processing units are in the 200 Areas, which are on a plateau approximately 11 kilometers (7 miles) from the Columbia River. The 300 Area, located adjacent to and north of Richland, contains research and development laboratories.     The upgrade of Sandia National Laboratories particle beam fusion accelerator, PBFA I, to PBFA II presents several interesting and challenging pulsed power design problems. PBFA II requires increasing the PBFA I output parameters from 2 MV, 30 TW, 1 MJ to 4 MV, 100 TW, 3.5 MJ with the constraint of using much of the same PBFA I hardware. The increased PBFA II output will be obtained by doubling the number of modules (from 36 to 72), increasing the primary energy storage (from 4 MJ to 15 MJ), lowering the pulse forming line (PFL) output impedance, and adding a voltage doubling network.

    The Federal Funding Accountability and Transparency Act of 2006 (the Act) required the establishment of a free, public, searchable website disclosing information on all Federal awards. Federal awards included both contracts and financial assistance agreements and subcontracts and subawards. The Act was amended in 2008 to require executive compensation information to be included in the disclosure. Information on contracts and financial assistance agreements has been reported into the website, www.USAS-pending.= since December 2007. Information on executive compensation has been reported only for those contracts and agreements funded by the American Recovery and Reinvestment Act of 2009. On July 8,2008, the Federal Acquisition Regulation (FAR) was changed by an interim final rule to now include reporting on first-tier subcontractors and to expand the executive compensation reporting requirement to all contracts.     Purpose: Binning list-mode acquisitions as a function of a surrogate signal related to respiration has been employed to reduce the impact of respiratory motion on image quality in cardiac emission tomography (SPECT and PET). Inherent in amplitude binning is the assumption that there is a monotonic relationship between the amplitude of the surrogate signal and respiratory motion of the heart. This assumption is not valid in the presence of hysteresis when heart motion exhibits a different relationship with the surrogate during inspiration and expiration. The purpose of this study was to investigate the novel approach of using the BoucWen (BW) model to provide a signal accounting for hysteresis when binning list-mode data with the goal of thereby improving motion correction. The study is based on the authors previous observations that hysteresis between chest and abdomen markers was indicative of hysteresis between abdomen markers and the internal motion of the heart. Methods: In 19 healthy volunteers, they determined the internal motion of the heart and diaphragm in the superiorinferior direction during free breathing using MRI navigators. A visual tracking system (VTS) synchronized with MRI acquisition tracked the anteriorposterior motions of external markers placed on the chest and abdomen. These data were employed to develop and test the BoucWen model by inputting the VTS derived chest and abdomen motions into it and using the resulting output signals as surrogates for cardiac motion. The data of the volunteers were divided into training and testing sets. The training set was used to obtain initial values for the model parameters for all of the volunteers in the set, and for set members based on whether they were or were not classified as exhibiting hysteresis using a metric derived from the markers.     The operation of an APPLE II based undulator beamline with all its polarization states (linear horizontal and vertical, circular and elliptical, and continous variation of the linear vector) requires an effective description allowing an automated calculation of gap and shift parameter as function of energy and operation mode. The extension of the linear polarization range from 0 to 180 deg. requires 4 shiftable magnet arrrays, permitting use of the APU (adjustable phase undulator) concept. Studies for a pure fixed gap APPLE II for the SLS revealed surprising symmetries between circular and linear polarization modes allowing for simplified operation. A semi-analytical model covering all types of APPLE II and its implementation will be presented.

    Highway Fuel Economy Test (HWFET) and Federal Test Procedure 75 (FTP-75) tests were conducted on four 2007 model vehicles; a Chevrolet Impala flex-fuel and three non-flex-fuel vehicles: a Ford Fusion, a Toyota Camry, and a Chevrolet Impala. This investigation utilized a range of undenatured ethanol/Tier II gasoline blend levels from 0% to 85%. HWFET testing on ethanol blend levels of E20 in the flex fuel Chevrolet Impala and E30 in the non-flex-fuel Ford Fusion and Toyota Camry resulted in miles-per-gallon (mpg) fuel economy greater than Tier 2 gasoline, while E40 in the non-flex-fuel Chevrolet Impala resulted in an optimum mpg based on per-gallon fuel Btu content. Exhaust emission values for non-methane organic gases (NMOG), carbon monoxide (CO), and nitrogen oxides (NO{sub x}) obtained from both the FTP-75 and the HWFET driving cycles were at or below EPA Tier II, Light-Duty Vehicles, Bin 5 levels for all vehicles tested with one exception. The flex-fuel Chevrolet Impala exceeded the NMOG standard for the FTP-75 on E-20 and Tier II gasoline.

    The SkyTrough DSP will advance the state-of-the-art in parabolic troughs for utility applications, with a larger aperture, higher operating temperature, and lower cost. The goal of this project was to develop a parabolic trough collector that enables solar electricity generation in the 2020 marketplace for a 216MWe nameplate baseload power plant. This plant requires an LCOE of 9¢/kWhe, given a capacity factor of 75%, a fossil fuel limit of 15%, a fossil fuel cost of $6.75/MMBtu, $25.00/kWht thermal storage cost, and a domestic installation corresponding to Daggett, CA. The result of our optimization was a trough design of larger aperture and operating temperature than has been fielded in large, utility scale parabolic trough applications: 7.6m width x 150m SCA length (1,118m2 aperture), with four 90mm diameter × 4.7m receivers per mirror module and an operating temperature of 500°C. The results from physical modeling in the System Advisory Model indicate that, for a capacity factor of 75%: The LCOE will be 8.87¢/kWhe. SkyFuel examined the design of almost every parabolic trough component from a perspective of load and performance at aperture areas from 500 to 2,900m2. Aperture-dependent design was combined with fixed quotations for similar parts from the commercialized SkyTrough product, and established an installed cost of $130/m2 in 2020. This project was conducted in two phases. Phase I was a preliminary design, culminating in an optimum trough size and further improvement of an advanced polymeric reflective material. This phase was completed in October of 2011. Phase II has been the detailed engineering design and component testing, which culminated in the fabrication and testing of a single mirror module. Phase II is complete, and this document presents a summary of the comprehensive work.

    This report assesses challenges to BWR Mark II containment integrity that could potentially arise from severe accidents. Also assessed are some potential improvements that could prevent core damage or containment failure, or could mitigate the consequences of such failure by reducing the release of fission products to the environment. These challenges and improvements are analyzed via a limited quantitative risk/benefit analysis of a generic BWR/4 reactor with Mark II containment. Point estimate frequencies of the dominant core damage sequences are obtained and simple containment event trees are constructed to evaluate the response of the containment to these severe accident sequences. The resulting containment release modes are then binned into source term release categories, which provide inputs to the consequence analysis. The output of the consequences analysis is used to construct an overall base case risk profile. Potential improvements and sensitivities are evaluated by modifying the event tree spilt fractions, thus generating a revised risk profile. Several important sensitivity cases are examined to evaluate the impact of phenomenological uncertainties on the final results. 75 refs., 25 figs., 65 tabs.

    The BEATRIX-II experimental program was an International Energy Agency sponsored collaborative effort between Japan, Canada, and the United States to evaluate the performance of ceramic solid breeder materials in a fast-neutron environment at high burnup levels. This report addresses the Phase II activities, which included two in situ tritium-recovery canisters: temperature-change and temperature-gradient. The temperature-change canister contained a Li{sub 2}O ring specimen that had a nearly uniform temperature profile and was capable of temperature changes between 530 and 640{degrees}C. The temperature-gradient canister contained a Li{sub 2}ZrO{sub 3} pebble bed operating under a thermal gradient of 440 to 1100{degrees}C. Postirradiation examination was carried out to characterize the Phase II in situ specimens and a series of nonvented capsules designed to address the compatibility of beryllium with lithium-ceramic solid-breeder materials. The results of the BEATRIX-II, Phase II, irradiation experiment provided an extensive data base on the in situ tritium-release characteristics of Li{sub 2}O and Li{sub 2}ZrO{sub 3} for lithium burnups near 5%. The composition of the sweep gas was found to be a critical parameter in the recovery of tritium from both Li{sub 2}O and Li{sub 2}ZrO{sub 3}. Tritium inventories measured confirmed that Li{sub 2}O and Li{sub 2}ZrO{sub 3} exhibited very low tritium retention during the Phase II irradiation. Tritium inventories in Li{sub 2}ZrO{sub 3} after Phase II tended to be larger than those found for Li{sub 2}ZrO{sub 3} in other in situ experiments, but the larger values may reflect the larger generation rates in BEATRIX-II. A series of 20 capsules was irradiated to determine the compatibility of lithium ceramics and beryllium under conditions similar to a fusion blanket. It is concluded that Li{sub 2}O and Li{sub 2}ZrO{sub 3} should remain leading candidates for use in a solid-breeder fusion-blanket application.

    This report documents the history of the major buildings in Sandia National Laboratories` Technical Area II. It was prepared in support of the Department of Energy`s compliance with Section 106 of the National Historic Preservation Act. Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    The Sloan Digital Sky Survey (SDSS) is a series of three interlocking imaging and spectroscopic surveys, carried out over an eight-year period with a dedicated 2.5m telescope located at Apache Point Observatory in Southern New Mexico. The SDSS Supernova Survey was one of those three components of SDSS and SDSS-II, a 3-year extension of the original SDSS that operated from July 2005 to July 2008. The Supernova Survey was a time-domain survey, involving repeat imaging of the same region of sky every other night, weather permitting. The primary scientific motivation was to detect and measure light curves for several hundred supernovae through repeat scans of the SDSS Southern equatorial stripe 82 (about 2.5? wide by ~120? long). Over the course of three 3-month campaigns SDSS-II SN discovered and measured multi-band lightcurves for ~500 spectroscopically confirmed Type Ia supernovae in the redshift range z=0.05-0.4. In addition, the project harvested a few hundred light curves for SNe Ia and discovered about 80 spectroscopically confirmed core-collapse supernovae (supernova types Ib/c and II).

    The objective of this program was to develop, implement and demonstrate fuel consumption reduction technologies which are focused on reduction of friction and parasitic losses and on the improvement of thermal efficiency from in-cylinder combustion. The program was executed in two phases. The conclusion of each phase was marked by an on-vehicle technology demonstration. Phase I concentrated on short term goals to achieve technologies to reduce friction and parasitic losses. The duration of Phase I was approximately two years and the target fuel economy improvement over the baseline was 20% for the Phase I demonstration. Phase II was focused on the development and demonstration of a breakthrough low temperature combustion process called Gasoline Direct- Injection Compression Ignition (GDCI). The duration of Phase II was approximately four years and the targeted fuel economy improvement was 35% over the baseline for the Phase II demonstration vehicle. The targeted tailpipe emissions for this demonstration were Tier 2 Bin 2 emissions standards.

    NSLS-II, the new 3rd generation light source at BNL was designed for a brightness of 1022 photons s-1mm-2mrad-2 (0.1%BW)-1. It was constructed between 2009 and 2014. The storage ring was commissioned in April 2014 which was followed by insertion device and beamline commissioning in the fall of 2014. All ambitious design parameters of the facility have already been achieved except for commissioning the full beam intensity of 500mA which requires more RF installation. This paper reports on the results of commissioning.

    The Brookhaven National Laboratory. Accelerator Test Facility (BNL ATF) is currently undergoing a major upgrade (ATF-II). Together with a new location and much improved facilities, the ATF will see an upgrade in its major capabilities: electron beam energy and quality and CO2 laser power. The electron beam energy will be increased in stages, first to 100-150 MeV followed by a further increase to 500 MeV. Combined with the planned increase in CO2 laser power (from 1-100 TW), the ATF-II will be a powerful tool for Advanced Accelerator research. A high-brightness electron beam, produced by a photocathode gun, will be accelerated and optionally delivered to multiple beamlines. Besides the energy range (up to a possible 500 MeV in the final stage) the electron beam can be tailored to each experiment with options such as: small transverse beam size (<10 um), short bunch length (<100 fsec) and, combined short and small bunch options. This report gives a detailed overview of the ATFII capabilities and beamlines configuration.
