    China's economic boom in the last three decades has spurred increasing demand for transportation services and personal mobility. Consequently, vehicle population has grown rapidly since the early 1990s, especially in megacities such as Beijing, Guangzhou, and Tianjin. As a result, mobile sources have become more conspicuous contributors to urban air pollution in Chinese cities. Tianjin was our first focus city, and the study there took us about two years to complete. Building upon the experience and partnership generated through the Tianjin study, the research team carried out the Beijing study from fall 2007–fall 2008. Beijing was chosen to be our second focus city for several reasons: it has the largest local fleet and the highest percentage of the population owning vehicles among all Chinese cities, and it has suffered from severe air pollution, partially due to the ever-growing population of on-road vehicles.

    Recovering and disposal of radioactive sources that are no longer in service in their intended capacity is an area of high concern Globally. A joint effort to recover and dispose of such sources was formed between the US Department of Energy and the Chinese Ministry of Environmental Protection (MEP), in preparation for the 2008 Beijing Olympics. LANL involvement in this agreement continues today under the DOE-Global Threat Reduction Initiative (GTRI) program. LANL will be presenting overview information on their Offsite Source Recovery (OSRP) and Source Disposal programs, in a workshop for the Ministry of Environmental Protection (MEP) at Tianjin, China, on July 16 and 17, 2012.

    A USEPA procedure, ISCLT3 (Industrial Source Complex Long-Term), was applied to model the spatial distribution of polycyclic aromatic hydrocarbons (PAHs) emitted from various sources including coal, petroleum, natural gas, and biomass into the atmosphere of Tianjin, China. Benzo(a)pyrene equivalent concentrations (BaPeq) were calculated for risk assessment. Model results were provisionally validated for concentrations and profiles based on the observed data at two monitoring stations. The dominant emission sources in the area were domestic coal combustion, coke production, and biomass burning. Mainly because of the difference in the emission heights, the contributions of various sources to the average concentrations at receptors differ from proportions emitted. The shares of domestic coal increased from {approximately} 43% at the sources to 56% at the receptors, while the contributions of coking industry decreased from {approximately} 23% at the sources to 7% at the receptors. The spatial distributions of gaseous and particulate PAHs were similar, with higher concentrations occurring within urban districts because of domestic coal combustion. With relatively smaller contributions, the other minor sources had limited influences on the overall spatial distribution. The calculated average BaPeq value in air was 2.54 {+-} 2.87 ng/m{sup 3} on an annual basis. Although only 2.3% of the area in Tianjin exceeded the national standard of 10 ng/m{sup 3}, 41% of the entire population lives within this area. 37 refs., 9 figs.

    The issue of municipal solid waste (MSW) management has been highlighted in China due to the continually increasing MSW volumes being generated and the limited capacity of waste treatment facilities. This article presents a quantitative eco-efficiency (E/E) analysis on MSW management in terms of greenhouse gas (GHG) mitigation. A methodology for E/E analysis has been proposed, with an emphasis on the consistent integration of life cycle assessment (LCA) and life cycle costing (LCC). The environmental and economic impacts derived from LCA and LCC have been normalized and defined as a quantitative E/E indicator. The proposed method was applied in a case study of Tianjin, China. The study assessed the current MSW management system, as well as a set of alternative scenarios, to investigate trade-offs between economy and GHG emissions mitigation. Additionally, contribution analysis was conducted on both LCA and LCC to identify key issues driving environmental and economic impacts. The results show that the current Tianjin's MSW management system emits the highest GHG and costs the least, whereas the situation reverses in the integrated scenario. The key issues identified by the contribution analysis show no linear relationship between the global warming impact and the cost impact in MSW management system. The landfill gas utilization scenario is indicated as a potential optimum scenario by the proposed E/E analysis, given the characteristics of MSW, technology levels, and chosen methodologies. The E/E analysis provides an attractive direction towards sustainable waste management, though some questions with respect to uncertainty need to be discussed further.

    This paper first describes the state-of-the-art of compressed natural gas (CNG) technologies and evaluates the market prospects for CNG vehicles in Beijing. An analysis of the natural gas resource supply for fleet vehicles follows. The costs and benefits of establishing natural gas filling stations and promoting the development of vehicle technology are evaluated. The quantity of GHG reduction is calculated. The objective of the paper is to provide information of transfer niche of CNG vehicle and equipment production in Beijing. This paper argues that the development of CNG vehicles is a cost-effective strategy for mitigating both air pollution and GHG.

  14. A case study of agricultural residue availability and cost for a cellulosic ethanol conversion facility in the Henan province of China

    A preliminary analysis of the availability and cost of corn stover and wheat straw for the area surrounding a demonstration biorefinery in the Henan Province of China was performed as a case study of potential cooperative analyses of bioenergy feedstocks between researchers and industry in the US and China. Though limited in scope, the purpose of this analysis is to provide insight into some of the issues and challenges of estimating feedstock availability in China and how this relates to analyses of feedstocks in the U.S. Completing this analysis also highlighted the importance of improving communication between U.S. researchers and Chinese collaborators. Understanding the units and terms used in the data provided by Tianguan proved to be a significant challenge. This was further complicated by language barriers between collaborators in the U.S. and China. The Tianguan demonstration biorefinery has a current capacity of 3k tons (1 million gallons) of cellulosic ethanol per year with plans to scale up to 10k tons (3.34 million gallons) per year. Using data provided by Tianguan staff in summer of 2011, the costs and availability of corn stover and wheat straw were estimated. Currently, there are sufficient volumes of wheat straw and corn stover that are considered 'waste' and would likely be available for bioenergy in the 20-km (12-mile) region surrounding the demonstration biorefinery at a low cost. However, as the industry grows, competition for feedstock will grow and prices are likely to rise as producers demand additional compensation to fully recover costs.

    This paper examines Beijing air quality in the winter and summer of 2001 using an integrated air quality modeling system (Fifth Generation Mesoscale Meteorological Model (MM5)/Community Multiscale Air Quality (CMAQ)) in nested mode. The National Aeronautics and Space Administration (NASA) Transport and Chemical Evolution over the Pacific (TRACE-P) emission inventory is used in the 36- (East Asia), 12- (East China), and 4-km (greater Beijing area) domains. Furthermore, we develop a local Beijing emission inventory that is used in the 4-km domain. We also construct a corroborated mapping of chemical species between the TRACE-P inventory and the Carbon Bond IV (CB-IV) chemical mechanism before the integrated modeling system is applied to study ozone (O{sub 3}) and particulate matter (PM) in Beijing. Meteorological data for the integrated modeling runs are extracted from MM5. Model results show O{sub 3} hourly concentrations in the range of 80-159 parts per billion (ppb) during summer in the urban areas and up to 189 ppb downwind of the city. High fine PM (PM2.5) concentrations (monthly average of 75 {mu}g.m{sup -3} in summer and 150 {mu}g.m{sup -3} in winter) are simulated over the metropolitan and down-wind areas with significant secondary constituents. Major sources of particulates were biomass burning, coal combustion and industry. A comparison against available O{sub 3} and PM measurement data in Beijing is described. We recommend refinements to the developed local Beijing emission inventory to improve the simulation of Beijing's air quality. The 4-km modeling configuration is also recommended for the development of air pollution control strategies. 31 refs., 5 figs., 3 tabs.

    The environmental impacts of municipal solid waste management in Beijing City were evaluated using a life-cycle-based model, EASEWASTE, to take into account waste generation, collection, transportation, treatment/disposal technologies, and savings obtained by energy and material recovery. The current system, mainly involving the use of landfills, has manifested significant adverse environmental impacts caused by methane emissions from landfills and many other emissions from transfer stations. A short-term future scenario, where some of the landfills (which soon will reach their capacity because of rising amount of waste in Beijing City) are substituted by incinerators with energy recovery, would not result in significant environmental improvement. This is primarily because of the low calorific value of mixed waste, and it is likely that the incinerators would require significant amounts of auxiliary fuels to support combustion of wet waste. As for the long-term future scenario, efficient source separation of food waste could result in significant environmental improvements, primarily because of increase in calorific value of remaining waste incinerated with energy recovery. Sensitivity analysis emphasized the importance of efficient source separation of food waste, as well as the electricity recovery in incinerators, in order to obtain an environmentally friendly waste management system in Beijing City.

    Buildings are at the locus of three trends driving China's increased energy use and emissions: urbanization, growing personal consumption, and surging heavy industrial production. Migration to cities and urban growth create demand for new building construction. Higher levels of per-capita income and consumption drive building operational energy use with demand for higher intensity lighting, thermal comfort, and plug-load power. Demand for new buildings, infrastructure, and electricity requires heavy industrial production. In order to quantify the implications of China's ongoing urbanization, rising personal consumption, and booming heavy industrial sector, this study presents a lifecycle assessment (LCA) of the energy use and carbon emissions related to residential and commercial buildings. The purpose of the LCA model is to quantify the impact of a given building and identify policy linkages to mitigate energy demand and emissions growth related to China's new building construction. As efficiency has become a higher priority with growing energy demand, policy and academic attention to buildings has focused primarily on operational energy use. Existing studies estimate that building operational energy consumption accounts for approximately 25% of total primary energy use in China. However, buildings also require energy for mining, extracting, processing, manufacturing, and transporting materials, as well as energy for construction, maintenance, and decommissioning. Building and supporting infrastructure construction is a major driver of industry consumption--in 2008 industry accounted for 72% of total Chinese energy use. The magnitude of new building construction is large in China--in 2007, for example, total built floor area reached 58 billion square meters. During the construction boom in 2007 and 2008, more than two billion m{sup 2} of building space were added annually; China's recent construction is estimated to account for half of global construction. Lawrence Berkeley National Laboratory (LBNL) developed an integrated LCA model to capture the energy and emissions implications of all aspects of new buildings from material mining through construction, operations, and decommissioning. Over the following four sections, this report describes related existing research, the LBNL building LCA model structure and results, policy linkages of this lifecycle assessment, and conclusions and recommendations for follow-on work. The LBNL model is a first-order approach to gathering local data and applying lifecycle assessment to buildings in the Beijing area--it represents one effort among a range of established, predominantly American and European, LCA models. This report identifies the benefits, limitations, and policy applications of lifecycle assessment modeling for quantifying the energy and emissions impacts of specific residential and commercial buildings.

    Convection-resolving ensemble simulations using the WRF-Chem model coupled with a single-layer Urban Canopy Model (UCM) are conducted to investigate the individual and combined impacts of land use and anthropogenic pollutant emissions from urbanization on a heavy rainfall event in the Greater Beijing Metropolitan Area (GBMA) in China. The simulation with the urbanization effect included generally captures the spatial pattern and temporal variation of the rainfall event. An improvement of precipitation is found in the experiment including aerosol effect on both clouds and radiation. The expanded urban land cover and increased aerosols have an opposite effect on precipitation processes, with the latter playing a more dominant role, leading to suppressed convection and rainfall over the upstream (northwest) area, and enhanced convection and more precipitation in the downstream (southeast) region of the GBMA. In addition, the influence of aerosol indirect effect is found to overwhelm that of direct effect on precipitation in this rainfall event. Increased aerosols induce more cloud droplets with smaller size, which favors evaporative cooling and reduce updrafts and suppress convection over the upstream (northwest) region in the early stage of the rainfall event. As the rainfall system propagates southeastward, more latent heat is released due to the freezing of larger number of smaller cloud drops that are lofted above the freezing level, which is responsible for the increased updraft strength and convective invigoration over the downstream (southeast) area.

    Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    We applied a daily-assimilated inversion method to estimate NOx (NO+NO2) emissions for June-September 2007 and 2008 on the basis of the Aura Ozone Monitoring Instrument (OMI) observations of nitrogen dioxide (NO2) and model simulations using the Regional chEmistry and trAnsport Model (REAM). Over urban Beijing, rural Beijing, and the Huabei Plain, OMI column NO2 reductions are approximately 45%, 33%, and 14%, respectively, while the corresponding anthropogenic NOx emission reductions are only 28%, 24%, and 6%, during the full emission control period (July 20 Sep 20, 2008). The emission reduction began in early July and was in full force by July 20, corresponding to the scheduled implementation of emission controls over Beijing. The emissions did not appear to recover after the emission control period. Meteorological change from summer 2007 to 2008 is the main factor contributing to the column NO2 decreases not accounted for by the emission reduction. Model simulations suggest that the effect of emission reduction on ozone concentrations over Beijing is relatively minor using a standard VOC emission inventory in China. With an adjustment of the model emissions to reflect in situ observations of VOCs in Beijing, the model simulation suggests a larger effect of the emission reduction.

    The site of Jiahu is located in Jiahu village, Wuyang County, Henan province, on the Western edge of the broad plain of Huanhuaihai. On its north the site borders the Sha River, in the upper reaches of the Huai River; its latitude is 33{degree} 36 minutes North, longitude 113{degree} 40 minutes East, and it is 67.5 meters above sea level. Between 1983 and 1987, the Henan Cultural Relics and Archaeology Institute carried out six campaigns of excavation here, revealing an area of 2400 square meters. Except for the trial excavation in the spring of 1983, Zhang Juzhong has been in charge of all the excavations. In early May 1986, while excavating tomb 78, Zhang Juzhong and Yang Zhenwei first discovered two funerary bone flutes. They soon found other, similar bone flutes in tombs 73, 94 and 121 respectively. Mr. Zhang's attention was instantly focused on these remarkable finds. In the campaign of autumn 1986, one or two more bone flutes were discovered in each of tombs 233,273, 263 and 270. Finally, in the spring of 1987, again one or two bone flutes were found in each of the tombs 282, 363,341,411,344 and 387. Up to the end of excavation in June 1987, altogether 25 bone flutes had been found, of which 17 were complete or almost complete, 6 broken or fragmentary and 2 were half-finished examples. Among the 17 complete bone flutes, there were 14 having seven holes, one five-hole, one six-hole and one eight-hole bone flute. In particular, the bone flute M282:20 was exquisitely made, and complete. Zhang Juzhong, the discoverer of the bone flutes, researcher Pei Mingxiang, the. ex-director of the division, who came to the digging site to see the progress of the work, and their coworkers were all understandably very excited.

    Determination of the amount of greenhouse gas (GHG) emitted during municipal solid waste incineration (MSWI) is complex because both contributions and savings of GHGs exist in the process. To identify the critical factors influencing GHG emissions from MSWI in China, a GHG accounting model was established and applied to six Chinese cities located in different regions. The results showed that MSWI in most of the cities was the source of GHGs, with emissions of 25-207 kg CO{sub 2}-eq t{sup -1} rw. Within all process stages, the emission of fossil CO{sub 2} from the combustion of MSW was the main contributor (111-254 kg CO{sub 2}-eq t{sup -1} rw), while the substitution of electricity reduced the GHG emissions by 150-247 kg CO{sub 2}-eq t{sup -1} rw. By affecting the fossil carbon content and the lower heating value of the waste, the contents of plastic and food waste in the MSW were the critical factors influencing GHG emissions of MSWI. Decreasing food waste content in MSW by half will significantly reduce the GHG emissions from MSWI, and such a reduction will convert MSWI in Urumqi and Tianjin from GHG sources to GHG sinks. Comparison of the GHG emissions in the six Chinese cities with those in European countries revealed that higher energy recovery efficiency in Europe induced much greater reductions in GHG emissions. Recovering the excess heat after generation of electricity would be a good measure to convert MSWI in all the six cities evaluated herein into sinks of GHGs.

    A pair of superconducting interaction region quadrupole magnets in Beijing Electron-Positron Collider Upgrade (BEPCII) are to be cooled by supercritical helium in order to eliminate the flow instabilities in the constrained cooling channels. The fluid flow is simulated by the commercial computational dynamics fluid software. The heat loads to the superconducting quadrupole (SCQ) magnets from the radiation shields at 80 K and from the thermal conduction of mechanical supports are considered. The temperature distribution of the fluid in the liquid helium cooling channels, and the heat transfer in the SCQ magnet and by its supports are presented. The influence of mass flow rate on pressure drop in the cooling passage is analyzed.

The Asia-Pacific region is the center of new construction and expanded capacity and also a mixture of mature, developing and emerging petrochemical industries. Established countries must mold and grow with emerging economies as the newcomers access natural resources and develop their own petrochemical infrastructures.   6. Electron gun jitter effects on beam bunching

    For routine operation of Beijing Electron Positron Collider II (BEPCII) linac, many factors may affect the beam bunching process directly or indirectly. We present the measurements and analyses of the gun timing jitter, gun high voltage jitter, and beam energy at the exit of the standard acceleration section of the linac quantitatively. Almost 80 mV and more than 200 ps of gun high voltage and time jitters have ever been measured, respectively. It was analyzed that the gun timing jitter produced severe effects on beam energy than the gun high voltage jitter, if the timing jitter exceeded 100 ps which eventually deteriorates both the beam performance and the injection rate to the storage ring.

    Thermo-structural analyses of the Beijing Electron-Positron Collider (BEPCII) linear-accelerator, electron gun, were performed for the gun operating with the cathode at 1000 °C. The gun was modeled in computer aided three-dimensional interactive application for finite element analyses through ANSYS workbench. This was followed by simulations using the SLAC electron beam trajectory program EGUN for beam optics analyses. The simulations were compared with experimental results of the assembly to verify its beam parameters under the same boundary conditions. Simulation and test results were found to be in good agreement and hence confirmed the design parameters under the defined operating temperature. The gun is operating continuously since commissioning without any thermal induced failures for the BEPCII linear accelerator.

Building codes and standards have been implemented to head off this trend, tightening prescriptive requirements for fenestration component measures using methods similar to the U.S. model energy code American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) 90.1. The objective of this study is to (a) provide an overview of applicable code requirements and current efforts within China to enable characterization and comparison of window and shading products, and (b) quantify the load reduction and energy savings potential of several key advanced window and shading systems, given the divergent views on how space conditioning requirements will be met in the future. System-level heating and cooling loads and energy use performance were evaluated for a code-compliant large office building using the EnergyPlus building energy simulation program. Commercially-available, highly-insulating, low-emittance windows were found to produce 24%–66% lower perimeter zone HVAC electricity use compared to the mandated energy-efficiency standard in force (GB 50189-2005) in cold climates like Beijing. Low-e windows with operable exterior shading produced up to 30%–80% reductions in perimeter zone HVAC electricity use in Beijing and 18%–38% reductions in Shanghai compared to the standard. The economic context of China is unique since the cost of labor and materials for the building industry is so low. Broad deployment of these commercially available technologies with the proper supporting infrastructure for design, specification, and verification in the field would enable significant reductions in energy use and greenhouse gas emissions in the near term.

    Purpose: Successful clinical treatment in prostate brachytherapy is largely dependent on the effectiveness of pre-surgery dose planning. Conventional dose planning method could hardly arrive at a satisfy result. In this abstract, a three-dimensional conformal localized dose planning method is put forward to ensure the accuracy and effectiveness of pre-implantation dose planning. Methods: Using Monte Carlo method, the pre-calculated 3-D dose map for single source is obtained. As for multiple seeds dose distribution, the maps are combined linearly to acquire the 3-D distribution. The 3-D dose distribution is exhibited in the form of isodose surface together with reconstructed 3-D organs group real-timely. Then it is possible to observe the dose exposure to target volume and normal tissues intuitively, thus achieving maximum dose irradiation to treatment target and minimum healthy tissues damage. In addition, the exfoliation display of different isodose surfaces can be realized applying multi-values contour extraction algorithm based on voxels. The needles could be displayed in the system by tracking the position of the implanted seeds in real time to conduct block research in optimizing insertion trajectory. Results: This study extends dose planning from two-dimensional to three-dimensional, realizing the three-dimensional conformal irradiation, which could eliminate the limitations of 2-D images and two-dimensional dose planning. A software platform is developed using VC++ and Visualization Toolkit (VTK) to perform dose planning. The 3-D model reconstruction time is within three seconds (on a Intel Core i5 PC). Block research could be conducted to avoid inaccurate insertion into sensitive organs or internal obstructions. Experiments on eight prostate cancer cases prove that this study could make the dose planning results more reasonable.     The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China Institute of Atomic Energy (CIAE) in Beijing. This paper provides details of the successful cooperation between DOE/NNSA and CAEA for all phases of the cooperative effort to enhance civil domestic MPC&A inspections in China.

    A new prototype of a Long-Strip Multi-Gap Resistive Plate Chamber (LMRPC) for the STAR Muon Telescope Detector (MTD) at RHIC has been developed. This prototype has an active area of 52 x 90 cm{sup 2} and consists of six 250 {mu}m wide gaps. Each detector has 12 strips, read-out at both ends, which are each 3.8 cm wide and 90 cm long with 0.6 cm intervals. In cosmic-ray tests, the efficiency was larger than 95% and the time resolution was {approx}75 ps for the 94% Freon, 5% iso-butane, and 1% SF{sub 6} gas mixture. There was good uniformity in the performance across the different strips. The module was also tested in a proton beam at IHEP in Beijing. The efficiency was close to 100% and the best timing resolution achieved was 55 ps for the 90% Freon, 5% iso-butane, and 5% SF6 gas mixture. Trigger scans along and across the strip direction were also performed.

  14. Hidden benefits of electric vehicles for addressing climate change

    There is an increasingly hot debate on whether the replacement of conventional vehicles (CVs) by electric vehicles (EVs) should be delayed or accelerated since EVs require higher cost and cause more pollution than CVs in the manufacturing process. Here we reveal two hidden benefits of EVs for addressing climate change to support the imperative acceleration of replacing CVs with EVs. As EVs emit much less heat than CVs within the same mileage, the replacement can mitigate urban heat island effect (UHIE) to reduce the energy consumption of air conditioners, benefitting local and global climates. To demonstrate these effects brought by the replacement of CVs by EVs, we take Beijing, China, as an example. EVs emit only 19.8% of the total heat emitted by CVs per mile. The replacement of CVs by EVs in 2012 could have mitigated the summer heat island intensity (HII) by about 0.94°C, reduced the amount of electricity consumed daily by air conditioners in buildings by 14.44 million kilowatt-hours (kWh), and reduced daily CO₂ emissions by 10,686 tonnes.

  15. Comparison of Triton SODAR Data to Meteorological Tower Wind Measurement Data in Hebei Province, China

    With the increased interest in remote sensing of wind information in recent years, it is important to determine the reliability and accuracy of new wind measurement technologies if they are to replace or supplement conventional tower-based measurements. In view of this, HydroChina Corporation and the United States National Renewable Energy Laboratory (NREL) conducted a comparative test near a wind farm in Hebei Province, China. We present the results of an analysis characterizing the measurement performance of a state-of-the-art Sound Detection and Ranging (sodar) device when compared to a traditional tower measurement program. NREL performed the initial analysis of a three-month period and sent the results to HydroChina. When another month of data became available, HydroChina and their consultant Beijing Millenium Engineering Software (MLN) repeated NREL's analysis on the complete data set, also adding sensitivity analysis for temperature, humidity, and wind speed (Section 6). This report presents the results of HydroChina's final analysis of the four-month period.

  16. Municipal solid waste source-separated collection in China: A comparative analysis

    A pilot program focusing on municipal solid waste (MSW) source-separated collection was launched in eight major cities throughout China in 2000. Detailed investigations were carried out and a comprehensive system was constructed to evaluate the effects of the eight-year implementation in those cities. This paper provides an overview of different methods of collection, transportation, and treatment of MSW in the eight cities; as well as making a comparative analysis of MSW source-separated collection in China. Information about the quantity and composition of MSW shows that the characteristics of MSW are similar, which are low calorific value, high moisture content and high proportion of organisms. Differences which exist among the eight cities in municipal solid waste management (MSWM) are presented in this paper. Only Beijing and Shanghai demonstrated a relatively effective result in the implementation of MSW source-separated collection. While the six remaining cities result in poor performance. Considering the current status of MSWM, source-separated collection should be a key priority. Thus, a wider range of cities should participate in this program instead of merely the eight pilot cities. It is evident that an integrated MSWM system is urgently needed. Kitchen waste and recyclables are encouraged to be separated at the source. Stakeholders involved play an important role in MSWM, thus their responsibilities should be clearly identified. Improvement in legislation, coordination mechanisms and public education are problematic issues that need to be addressed.

  17. US/China Energy and Environmental Technology Center (EETC) international business development and technology transfer

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    Using a 478 pb⁻¹ data sample collected with the BESIII detector operating at the Beijing Electron Positron Collider storage ring at a center-of-mass energy of s√=4.009 GeV, the production of e⁺e⁻→ηJ/ψ is observed for the first time with a statistical significance of greater than 10σ. The Born cross section is measured to be (32.1±2.8±1.3) pb, where the first error is statistical and the second systematic. Assuming the ηJ/ψ signal is from a hadronic transition of the ψ(4040), the fractional transition rate is determined to be B(ψ(4040)→ηJ/ψ)=(5.2±0.5±0.2±0.5)×10⁻³, where the first, second, and third errors are statistical, systematic, and the uncertainty frommore » the ψ(4040) resonant parameters, respectively. The production of e⁺e⁻→π0J/ψ is searched for, but no significant signal is observed, and B(ψ(4040)→π⁰J/ψ)<2.8×10⁻⁴ is obtained at the 90% confidence level.« less

  19. Summary of safeguards interactions between Los Alamos and Chinese scientists

    Los Alamos has been collaborating since 1984 with scientists from the Chinese Institute of Atomic Energy (CIAE) to develop nuclear measurement instrumentation and safeguards systems technologies that will help China support implementation of the nonproliferation treaty (NPT). To date, four Chinese scientists have visited Los Alamos, for periods of six months to two years, where they have studied nondestructive assay instrumentation and learned about safeguards systems and inspection techniques that are used by International Atomic Energy Agency (IAEA) inspectors. Part of this collaboration involves invitations from the CIAE to US personnel to visit China and interact with a larger number of Institute staff and to provide a series of presentations on safeguards to a wider audience. Typically, CIAE scientists, Beijing Institute of Nuclear Engineering (BINE) staff, and officials from the Government Safeguards Office attend the lectures. The BINE has an important role in developing the civilian nuclear power fuel cycle. BINE is designing a reprocessing plant for spent nuclear fuel from Chinese nuclear Power reactors. China signed the nonproliferation treaty in 1992 and is significantly expanding its safeguards expertise and activities. This paper describes the following: DOE support for US and Chinese interactions on safeguards; Chinese safeguards; impacts of US-China safeguards interactions; and possible future safeguards interactions.

  20. Sensitivity of a global climate model to the critical Richardson number in the boundary layer parameterization

This paper examines the sensitivity of a Global Climate Model, the Beijing Climate Center Atmospheric General Circulation Model, BCC_AGCM to Ricr. The results show that the simulated global average of PBL height increases nearly linearly with Ricr, with a change of about 114 m for a change of 0.5 in Ricr. The surface sensible (latent) heat flux decreases (increases) as Ricr increases. The influence of Ricr on surface air temperature and specific humidity is not significant. The increasing Ricr may affect the location of the Westerly Belt in the Southern Hemisphere. Further diagnosis reveals that changes in Ricr affect stratiform and convective precipitations differently. Increasing Ricr leads to an increase in the stratiform precipitation but a decrease in the convective precipitation. Significant changes of convective precipitation occur over the inter-tropical convergence zone, while changes of stratiform precipitation mostly appear over arid land such as North Africa and Middle East.

  1. J/psi physics at BEPC

    J/psi physics is discussed which will be of interest at T > 1988, the period of operation of the Beijing Electron Positron Collider. Emphasis is placed on the gluonic states which are best studied in radiative J/psi decay. The difficulties of these studies are discussed and the need for very high statistics is stressed. In particular it is essential to partial-wave-analyze the hadronic final states produced in J/psi ..-->.. ..gamma..X. An estimate using fixed target data suggests that 0(10/sup 8/) J/psi decays are needed to do an unambiguous partial wave analysis for hadron masses up to about 2 GeV. This requirement is an excellent match to the BEPC design parameters, which imply production of 0(10/sup 8/) J/psi's per year. With a J/psi production rate an order of magnitude greater than other electron-positron storage rings, BEPC will be a unique world facility for these studies. 58 references.

    This paper presents CCD multicolor photometry for 304 old star clusters in the nearby spiral galaxy M31, from which the photometry of 55 star clusters is first obtained. The observations were carried out as a part of the BeijingArizonaTaiwanConnecticut Multicolor Sky Survey from 1995 February to 2008 March, using 15 intermediate-band filters covering 300010000 ?. Detailed comparisons show that our photometry is in agreement with previous measurements. Based on the ages and metallicities from Caldwell et al. and the photometric measurements here, we estimated the clusters masses by comparing their multicolor photometry with stellar population synthesis models. The results show that the sample clusters have masses between ?310{sup 4}M{sub ?} and ?10{sup 7}M{sub ?} with a peak of ?410{sup 5}M{sub ?}. The masses here are in good agreement with those in previous studies. Combined with the masses of young star clusters of M31 from Wang et al., we find that the peak mass of the old clusters is 10 times that of young clusters.

  4. Source Contribution Analysis of Surface Particulate Polycyclic Aromatic Hydrocarbon Concentrations in Northeastern Asia by Source-receptor Relationships

    We analyzed the sourceereceptor relationships for particulate polycyclic aromatic hydrocarbon (PAH) concentrations in northeastern Asia using an aerosol chemical transport model. The model successfully simulated the observed concentrations. In Beijing (China) benzo[a]pyren (BaP) concentrations are due to emissions from its own domain. In Noto, Oki and Tsushima (Japan), transboundary transport from northern China (>40N, 40-60%) and central China (30-40N, 10-40%) largely influences BaP concentrations from winter to spring, whereas the relative contribution from central China is dominant (90%) in Hedo. In the summer, the contribution from Japanese domestic sources increases (40-80%) at the 4 sites. Contributions from Japan and Russia are additional source of BaP over the northwestern Pacific Ocean in summer. The contribution rates for the concentrations from each domain are different among PAH species depending on their particulate phase oxidation rates. Reaction with O3 on particulate surfaces may be an important component of the PAH oxidation processes.

  5. Hidden benefits of electric vehicles for addressing climate change

    There is an increasingly hot debate on whether the replacement of conventional vehicles (CVs) by electric vehicles (EVs) should be delayed or accelerated since EVs require higher cost and cause more pollution than CVs in the manufacturing process. Here we reveal two hidden benefits of EVs for addressing climate change to support the imperative acceleration of replacing CVs with EVs. As EVs emit much less heat than CVs within the same mileage, the replacement can mitigate urban heat island effect (UHIE) to reduce the energy consumption of air conditioners, benefitting local and global climates. To demonstrate these effects brought bymore » the replacement of CVs by EVs, we take Beijing, China, as an example. EVs emit only 19.8% of the total heat emitted by CVs per mile. The replacement of CVs by EVs in 2012 could have mitigated the summer heat island intensity (HII) by about 0.94°C, reduced the amount of electricity consumed daily by air conditioners in buildings by 14.44 million kilowatt-hours (kWh), and reduced daily CO₂ emissions by 10,686 tonnes.« less

  6. The PEP-II Project: Low-Energy Ring Design and Project Status

    We describe the present status of the PEP-II project. The project comprises four major systems: Injector, High-Energy Ring (HER), Low-Energy Ring (LER), and Interaction Region (IR). We focus in detail on the design of the LER, as its parameters and requirements are most closely related to those required for the Beijing Tau-Charm Factory rings. The PEP-II LER is a high-current, 3.1-GeV positron ring mounted above the 9-GeV HER. The LER uses a wiggler located in one of its six straight sections to provide emittance control and additional damping. We describe the rather complicated IR, which must transport the LER beam into the plane of the HER, focus it to a common beam size, and separate the beams after the head-on collisions. Both permanent magnet and conventional electromagnets are used in this area. The LER lattice has now adopted a simplified non-interleaved sextupole correction scheme that has reduced the required number of sextupoles substantially. We describe the LER vacuum system, one of the most challenging subsystems in PEP-II. It employs several technologies. In the arcs, aluminum extrusions and titanium sublimation pumps are employed; the straight sections use stainless steel chambers with lumped ion pumps. In the wiggler area, an extended copper photon dump with nonevaporable getter (NEG) pumps is employed to handle the very large synchrotron radiation power. The design of the room-temperature RF system, the bunch-by-bunch longitudinal and transverse feedback systems, and some of the special diagnostics will be described briefly. The PEP-II project remains on schedule to begin commissioning of the HER in April 1997, followed by the LER a year later.

    Purpose: Photo-dynamic therapy (PDT) is an effective treatment modality because of the preferential absorption of photosensitizing agent in tumor cells than in surrounding normal tissues. A limitation of PDT for cancer therapy is the finite penetration of laser light to activate the targeting agent in deep-seated tumors. Radio-dynamic therapy (RDT) is designed to overcome this problem by the combination of high-energy (up to 45MV) photon beams and photo/radio-sensitizers. This work investigates the feasibility of PDT for late-stage cancer patients who are no longer respond to conventional therapies available. Methods: The high-energy photon beams are generated using a LA45 RaceTrack Microtron (Top Grade Medical, Beijing, China). The targeting agent investigated is 5- aminolevulinic acid (5-ALA). Both in vitro cell lines and in vivo animal models have been used to investigate the mechanisms of RDT and its therapeutic effects and normal tissue toxicities. Oral 5-ALA (30-60 mg/kg) was administered 4-6 hours before the radiation treatment and the total radiation dose varied between 0.1-4.0Gy in 1-4 fractions. Clinical trials are initiated in China for late-stage cancer patients targeting both primary tumors utilizing localized therapies such as 3DCRT/IMRT and metastases using TBI. Results: There is clear correlation between the cell death and the 5-ALA concentration/radiation dose. The therapeutic effect of RDT is demonstrated using an animal model where the volume of parotid tumors for the RT only group continued to grow after 3Gy irradiation while the RDT group showed a complete response with the same radiation dose. The preliminary clinical results showed encouraging clinical outcome. Conclusion: RDT is a novel treatment technique that may be developed into an effective cancer treatment modality. Further studies on the mechanisms of RDT and its potential clinical applications are warranted.

  8. Application of hybrid coal reburning/SNCR processes for NOx reduction in a coal-fired boiler

    Boilers in Beijing Thermal Power Plant of Zhongdian Guohua Co. in China are coal-fired with natural circulation and tangential fired method, and the economical continuous rate is 410 ton per hour of steam. Hybrid coal reburning/SNCR technology was applied and it successfully reduced NOx to about 170 mg/Nm{sup 3} from about 540 mg/Nm{sup 3}, meanwhile ammonia slip was lower than 10 ppm at 450-210 t/h load and the total reduction efficiency was about 70%. Normal fineness pulverized coal from the bin was chosen as the reburning fuel and the nozzles of the upper primary air were retrofitted to be used as the reburning fuel nozzles. The reducing agent of SNCR was an urea solution, and it was injected by the four layer injectors after online dilution. At 410 t/h load, NOx emission was about 300 mg/Nm{sup 3} when the ratio of reburning fuel to the total fuel was 25.9%-33.4%. Controlling the oxygen content of the gas in the reversal chamber to less than 3.4% resulted in not only low NOx emission but also high combustion efficiency. Ammonia slip distribution in the down gas pass was uneven and ammonia slip was higher in the front of the down gas pass than in the rear of the down gas pass. NSR and NOx reduction were proportional to each other and usually resulted in more ammonia slip with reduction in NOx. About 100 mg/Nm{sup 3} NOx emission could be achieved with about 40 ppm NH{sub 3} slip at 300-450 t/h, and ammonia slip from the SNCR reactions could be used as reducing agent of SCR, which was favorable for the future SCR retrofit.

    Atmospheric pollution poses a huge challenge especially for densely populated urban areas. Although a tremendous knowledge already exists on atmospheric particulate pollution, only very limited knowledge is available on mineral and chemical composition of single atmospheric particles because most studies on air pollution focus on total mass concentrations or bulk elemental analysis. However, it is of particular importance to investigate the properties of single particles since according to their individually composition they differ in their specific impact on climate change, negative environment and health effects, as well as accelerating the weathering of stone buildings in urban areas. Particles with sulfate and nitrate coatings together with sufficient moisture increase metal solubility and possibly catalyze further surface reactions on stone facades of buildings. From the viewpoint of health effects of aerosols it is important to consider agglomerations processes of fine anthropogenic and highly toxic particles with coarse geogenic and less toxic particles. With respect to fundamental research in mineralogy, processes forming composed coarse particles consisting of geogenic and anthropogenic substances are valuable to study since a new type of particle is produced. In this context, the important and still in detail unknown role of geogenic particles as catchers for anthropogenic aerosols can be investigated more closely. Coarse particles can provide a possible sink for fine particles. Moreover, the intermixture of particles from geogenic and anthropogenic sources and the spatial and temporal variations of contributions from different sources, which plays a decisive role in the study area of Beijing, can be clarified with this approach. For this study, particles were collected with the passive sampling device Sigma-2 and analyzed for particles from 3 to 96 {mu}m. The analyzed particles showed a very inhomogeneous distribution in their elemental composition. For this study, synchrotron radiation based mu-X-ray fluorescence analysis (mu-SXRF) proved to be an excellent tool to investigate mu-scalic distributions of main and trace element concentrations within individual airborne particles.

  10. Overview of high gradient SRF R&D for ILC cavities at Jefferson Lab

    We report the progress on high gradient R&D of ILC cavities at Jefferson Lab (JLab) since the Beijing workshop. Routine 9-cell cavity electropolishing (EP) processing and RF testing has been enhanced with added surface mapping and T-mapping instrumentations. 12 new 9-cell cavities (10 of them are baseline fine-grain TESLA-shape cavities: 5 built by ACCEL/Research Instruments, 4 by AES and 1 by JLab; 2 of them are alternative cavities: 1 fine-grain ICHIRO-shape cavity built by KEK/Japan industry and 1 large-grain TESLA-shape cavity built by JLab) are EP processed and tested. 76 EP cycles are accumulated, corresponding to more than 200 hours of active EP time. Field emission (FE) and quench behaviors of electropolished 9-cell cavities are studied. EP process continues to be optimized, resulting in advanced procedures and hence improved cavity performance. Several 9-cell cavities reached 35 MV/m after the first light EP processing. FE-free performance has been demonstrated in 9-cell cavities in 35-40 MV/m range. 1-cell cavity studies explore new techniques for defect removal as well as advanced integrated cavity processing. Surface studies of niobium samples electropolished together with real cavities provide new insight into the nature of field emitters. Close cooperation with the US cavity fabrication industry has been undertaking with the successful achievement of 41 MV/m for the first time in a 9-cell ILC cavity built by AES. As the size of the data set grows, it is now possible to construct gradient yield curves, from which one can see that significant progress has been made in raising the high gradient yield.

  11. Report on DOE support for GSC13 travel award

    Consortium. The 3-day conference was held at the Kingkey Palace Hotel, Shenzhen, China, on March 5-7th, 2012, and was hosted by the Beijing Genomics Institute (BGI). The meeting was entitled From Genomes to Interactions to Communities to Models and aimed to be a scientific meeting that highlighted the role of data standards associated with genomic, metagenomic and amplicon sequence data, and the contextual information associated with the sample that data was generated from. To this end the meeting focused on genomic projects for animals, plants, fungi and viruses, metagenomic studies in host-microbe interactions, and community dynamics in microbial communities. In addition the meeting hosted a Genomic Observatories Network session, a GSC biodiversity working group session, and a Microbiology of the Built Environment session sponsored by the Alfred P. Sloan Foundation. The meeting was very well organized by the local hosts at BGI, and all attendees reported that they were very happy with the outcome, service and quality of the science presented. Highlights were keynotes by Rita Colwell, Mitch Sogin and Jim Tiedje. The 5 attendees paid for by the DOE award were Daniel Smith and Jared Wilkening (University of Chicago); Patrick Chain (Los Alamos National Laboratory), Austin Davis-Richardson (University of Florida) and Greg Caporoaso (University of Northern Arizona). Each attendee was able to either present or become involved with the attending scientists, and each reported that they had got something significant out of the meeting. Here are detailed their personal accounts of the GSC13 meeting. We thank DOE for the helping to fund this valuable outreach initiative, and for supporting the attendance of these bright young scientists at this important meeting.

  12. Impact of isoprene and HONO chemistry on ozone and OVOC formation in a semirural South Korean forest

    Rapid urbanization and economic development in East Asia in past decades has led to photochemical air pollution problems such as excess photochemical ozone and aerosol formation. Asian megacities such as Seoul, Tokyo, Shanghai, Gangzhou, and Beijing are surrounded by densely forested areas and recent research has consistently demonstrated the importance of biogenic volatile organic compounds from vegetation in determining oxidation capacity in the suburban Asian megacity regions. Uncertainties in constraining tropospheric oxidation capacity, dominated by hydroxyl radical concentrations, undermine our ability to assess regional photochemical air pollution problems. We present an observational dataset of CO, NOX, SO2, ozone, HONO, and VOCs (anthropogenic and biogenic) from Taehwa Research Forest (TRF) near the Seoul Metropolitan Area (SMA) in early June 2012. The data show that TRF is influenced both by aged pollution and fresh BVOC emissions. With the dataset, we diagnose HOx (OH, HO2, and RO2) distributions calculated with the University of Washington Chemical Box Model (UWCM v 2.1). Uncertainty from unconstrained HONO sources and radical recycling processes highlighted in recent studies is examined using multiple model simulations with different model constraints. The results suggest that 1) different model simulation scenarios cause systematic differences in HOX distributions especially OH levels (up to 2.5 times) and 2) radical destruction (HO2+HO2 or HO2+RO2) could be more efficient than radical recycling (HO2+NO) especially in the afternoon. Implications of the uncertainties in radical chemistry are discussed with respect to ozone-VOC-NOX sensitivity and oxidation product formation rates. Overall, the VOC limited regime in ozone photochemistry is predicted but the degree of sensitivity can significantly vary depending on the model scenarios. The model results also suggest that RO2 levels are positively correlated with OVOCs production that is not routinely constrained by observations. These unconstrained OVOCs can cause higher than expected OH loss rates (missing OH reactivity) and secondary organic aerosol formation. The series of modeling experiments constrained by observations strongly urge observational constraint of the radical pool to enable precise understanding of regional photochemical pollution problems in the East Asian megacity region.

  13. Effect of heterogeneous aqueous reactions on the secondary formation of inorganic aerosols during haze events

    In this study, the effect of heterogeneous aqueous reactions on the secondary formation of inorganic aerosols during haze events was investigated by analysis of comprehensive measurements of aerosol composition and concentrations [e.g., particular matters (PM2.5), nitrate (NO3), sulfate (SO4), ammonium (NH4)], gas-phase precursors [e.g., nitrogen oxides (NOx), sulfur dioxide (SO2), and ozone (O3)], and relevant meteorological parameters [e.g., visibility and relative humidity (RH)]. The measurements were conducted in Beijing, China from Sep. 07, 2012 to Jan. 16, 2013. The results show that the conversion ratios of N from NOx to nitrate (Nratio) and S from SO2 to sulfate (Sratio) both significantly increased in haze events, suggesting enhanced conversions from NOx and SO2 to their corresponding particle phases in the late haze period. Further analysis shows that Nratio and Sratio increased with increasing RH, with Nratio and Sratio being only 0.04 and 0.03, respectively, when RH < 40%, and increasing up to 0.16 and 0.12 when RH reached 60–80%, respectively. The enhanced conversion ratios of N and S in the late haze period is likely due to heterogeneous aqueous reactions, because solar radiation and thus the photochemical capacity are reduced by the increases in aerosols and RH. This point was further affirmed by the relationships of Nratio and Sratio to O3: the conversion ratios increase with decreasing O3 concentration when O3 concentration is lower than <15 ppb but increased with increasing O3 when O3 concentration is higher than 15 ppb. The results suggest that heterogeneous aqueous reactions likely changed aerosols and their precursors during the haze events: in the beginning of haze events, the precursor gases accumulated quickly due to high emission and low reaction rate; the occurrence of heterogeneous aqueous reactions in the late haze period, together with the accumulated high concentrations of precursor gases such as SO2 and NOx, accelerated the formation of secondary inorganic aerosols, and led to rapid increase of the PM2.5 concentration.

  14. Physical analysis of the radiation shielding for the medical accelerators

    Radiation safety standards today require comprehensive shielding protection schemes for all particle accelerators. The original shielding system of BJ-20 (BeiJing-20 MeV), the high-energy medical electron linac, was designed only for the 18 MeV level. And the dose caused by the lost electrons in the 270 deg. bending magnet system was neglected. In this paper, the leakage dose of BJ-20 is carefully analyzed. The radiation leakage dose distribution of the photons coming from the accelerator head is obtained for energy levels of 6, 12, 14, and 18 MeV. The dose of the photoneutrons is especially analyzed for the 18 MeV level. The result gives that even neglecting the dose from the 270 deg. bending magnet system, the shielding system is still not enough for the energy levels lower than 18 MeV. The radiation leakage produced by electrons that are lost in the 270 deg. bending magnet system has been particularly studied. Using beam transport theory and Monte Carlo sampling methods, which have been combined in calculations, we have obtained the distribution of the energy, position, and direction of the lost electrons. These data were then further processed by the Monte Carlo N-particle (MCNP) code as input data. The results show that when the electron loss rate in the 270 deg. bending magnet system is 13.5%, the radiation leakage dose of the photons generated by the lost electrons is 0.1% higher than that at the isocenter, and the corresponding relative leakage dose of the photoneutrons reaches 0.045% around an angle of 170 deg. at 18 MeV level. Both of these parameters exceed radioprotection safety standards for medical accelerators. The original shielding design is therefore not suitable and is also incomplete since the radiation produced by the electrons being lost in the 270 deg. bending magnet system was neglected and the leakage dose for the low-energy levels was not considered in the original design. Our calculations provide a very useful tool for further optimization and design improvement that will enable this radiation shielding to conform to present day safety standards.

  17. Impact of isoprene and HONO chemistry on ozone and OVOC formation in a semirural South Korean forest

    Rapid urbanization and economic development in East Asia in past decades has led to photochemical air pollution problems such as excess photochemical ozone and aerosol formation. Asian megacities such as Seoul, Tokyo, Shanghai, Guangzhou, and Beijing are surrounded by densely forested areas, and recent research has consistently demonstrated the importance of biogenic volatile organic compounds (VOCs) from vegetation in determining oxidation capacity in the suburban Asian megacity regions. Uncertainties in constraining tropospheric oxidation capacity, dominated by hydroxyl radical, undermine our ability to assess regional photochemical air pollution problems. We present an observational data set of CO, NOx, SO2, ozone, HONO, and VOCs (anthropogenic and biogenic) from Taehwa research forest (TRF) near the Seoul metropolitan area in early June 2012. The data show that TRF is influenced both by aged pollution and fresh biogenic volatile organic compound emissions. With the data set, we diagnose HOx (OH, HO2, and RO2) distributions calculated using the University of Washington chemical box model (UWCM v2.1) with near-explicit VOC oxidation mechanisms from MCM v3.2 (Master Chemical Mechanism). Uncertainty from unconstrained HONO sources and radical recycling processes highlighted in recent studies is examined using multiple model simulations with different model constraints. The results suggest that (1) different model simulation scenarios cause systematic differences in HOx distributions, especially OH levels (up to 2.5 times), and (2) radical destruction (HO2 + HO2 or HO2 + RO2) could be more efficient than radical recycling (RO2 + NO), especially in the afternoon. Implications of the uncertainties in radical chemistry are discussed with respect to ozoneVOCNOx sensitivity and VOC oxidation product formation rates.   18. Product Quality Assurance for Off-Grid Lighting in Africa

    Although the emergence of markets for high efficiency off-grid lighting technologies holds promise, realizing the potential of this opportunity on a long-term, sustainable basis requires careful attention to issues of product quality, consumer protection, and the potential for significant 'market spoiling', in anticipation of increases of sales of low cost, low performance off-grid lighting products. The goal of the Lighting Africa quality assurance workshop was to articulate strategies to mitigate the dangers of market spoiling and to explore ways to protect consumers from misleading advertising for sales of inferior, off-grid lighting products in the context of Lighting Africa's overarching objective to support the industry in developing a robust off-grid lighting market in Africa. The workshop resulted in the identification of two strategic approaches for meeting Lighting Africa quality assurance programmatic needs. The first strategy is intended to meet a short-term programmatic need for quality associated with requests for lighting products by bulk procurement agents, such as in a World Bank-financed project. The development of procurement specifications and test procedures that could be used in a quality/usability screening method in order to provide guidance for forthcoming large volume purchases emerged as the best solution to meet this need. Such approaches are used in World Bank-financed solar home systems (SHSs) projects in Bangladesh, Sri Lanka, and China, among others. However, unlike the SHSs which have multiple balance-of-system (BOS) components warranting the need for an array of specifications for individual components, stand alone lighting systems require specifications that are amenable to individual light points. To test this approach, Lighting Africa elected to use the technical specifications issued by the Photovoltaic Global Approval Program for solar lanterns that use CFL bulbs (PVRS11A) as the basis of qualifying such products. A contract has been competitively awarded to the Global Approval Program for Photovoltaics (PV GAP) under the Lighting Africa Program to select and test ten solar lantern product models. Lantern selection will be determined based on a number of criteria, among them, the ability to provide a daily duty cycle of at least 3 hours of light, the number of days of autonomy of battery, the volume of sales (especially in Africa), and whether or not the manufacturing facility is ISO 9000 certified. Those that are confirmed as meeting the specifications may be eligible to receive a PVGAP quality seal. The work is being carried out in partnership with the Photovoltaic and Wind Quality Test Center in Beijing, China and TUV Rhineland in Koeln, Germany. As off-grid LED-based stand-alone lighting products is in a nascent stage of development compared to CFL-based lanterns, Lighting Africa will support the development of a 'Quality Screening' approach to selecting LED lighting, in order not to delay consumers benefiting from such advances. The screening methodology could be used by procurement agencies to qualify LED lighting products for bulk or programmatic procurements. The main elements of this work comprises of developing a procurement specification and test procedure for undertaking a 'quick' quality/usability screening to be used for procuring LED lights and to test up to 30 LED-based lights to screen products that meet the requirement. The second strategy is intended to meet a longer-term need associated with creating a self-sustaining product quality assurance program that will effectively protect the African consumer, prevent significant market spoiling, adapt with expected technological advancements over the long-term--in other words, give consumers the ability to detect quality products and the information needed to find products that meet their specific needs from among the myriad of lighting products that become available commercially. Workshop discussions and the discussions evolving from the workshop led the Lighting Africa team to opt for an approach similar to that of th
