    Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed in the British Museum known as 'Early Man Goes to Market' received different treatment when placed inside the walls. It was adopted into the permanent collection! I like his story because it's so counter-intuitive. Who would have thought that modern museum security might involve preventing people not just from stealing art, but from sneaking 'unauthorized' art into museums? What is next, tampering with the archive records in order to make it look like the piece in question has always been there? To learn more about museum security, I interviewed multiple experts in the field. It turns out that the glamorous lifestyle of Thomas Crown is not particularly relevant. In fact, usually nobody can point to a Mr. Big of the underworld coordinating thefts, though some organized crime families have been known to use stolen art as black market chips to trade. The common consensus among experts in the field of art theft is that, instead of most high-value pieces being stolen by outsiders with a blue print in hand and rappelling from a ceiling skylight, in reality, 80 percent of art thefts involve insiders or accomplices that execute the crime over a period of time while working or volunteering in the museum. Indeed, according to FBI statistics, between 70 and 80 percent of all solved art theft cases involve insider participation of some kind, yet according to Tom Cremers of the Musuem Security Network, 'Having been involved in risk assessments in over hundreds of museums over the past ten years, it is quite astonishing how rarely the risk of insider participation is discussed.' In regards to the insider threat, a museum is not much different from any corporation or other organization. There are directors, employees, interns, and cleaning staff (very often outsourced), security guards (again outsourced, typically with very high turnover rates). Unlike corporations, most museums also have volunteer staff, docents, and authorized visiting scholars.     The US Department of Energy (DOE) proposes to lease the Strategic Petroleum Reserve`s (SPR) St. James Terminal to private industry. The St. James Terminal consists of six storage tanks, a pumping station, two maine docks and ancillary facilities. DOE believes that the St. James Terminal presents an opportunity to establish a government- industry arrangement that could more effectively use this asset to serve the nations`s oil distribution needs, reduce the operational cost of the SPR, and provide a source of revenue for the Government. DOE solicited interest in leasing its distribution facilities in a notice published March 16, 1994. In response, industry has expressed interest in leasing the St. James Terminal, as well as several DOE pipelines, to enhance the operation of its own facilities or to avoid having to construct new ones. Under such a lease, industry use would be subordinate to DOE use in the event of a national energy emergency. This Environmental Assessment describes the proposed leasing operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) OF 1969 and has issued the Finding of No Significant Impact (FONSI).

    In this paper, we study the charge shielding within the relativistic Thomas-Fermi model for a wide range of electron number-densities and the atomic-number of screened ions. A generalized energy-density relation is obtained using the force-balance equation and taking into account the Chandrasekhar's relativistic electron degeneracy pressure. By numerically solving a second-order nonlinear differential equation, the Thomas-Fermi screening length is investigated, and the results are compared for three distinct regimes of the solid-density, warm-dense-matter, and white-dwarfs (WDs). It is revealed that our nonlinear screening theory is compatible with the exponentially decaying Thomas-Fermi-type shielding predicted by the linear response theory. Moreover, the variation of relative Thomas-Fermi screening length shows that extremely dense quantum electron fluids are relatively poor charge shielders. Calculation of the total number of screening electrons around a nucleus shows that there is a position of maximum number of screening localized electrons around the screened nucleus, which moves closer to the point-like nucleus by increase in the plasma number density but is unaffected due to increase in the atomic-number value. It is discovered that the total number of screening electrons, (N{sub s}?r{sub TF}{sup 3}/r{sub d}{sup 3} where r{sub TF} and r{sub d} are the Thomas-Fermi and interparticle distance, respectively) has a distinct limit for extremely dense plasmas such as WD-cores and neutron star crusts, which is unique for all given values of the atomic-number. This is equal to saying that in an ultrarelativistic degeneracy limit of electron-ion plasma, the screening length couples with the system dimensionality and the plasma becomes spherically self-similar. Current analysis can provide useful information on the effects of relativistic correction to the charge screening for a wide range of plasma density, such as the inertial-confined plasmas and compact stellar objects.

    We use the continuum shell model approach to explore the resonance width distribution in unstable many-body systems. The single-particle nature of a decay, the few-body character of the interaction Hamiltonian, and the collectivity that emerges in nonstationary systems due to the coupling to the continuum of reaction states are discussed. Correlations between the structures of the parent and daughter nuclear systems in the common Fock space are found to result in deviations of decay width statistics from the Porter-Thomas distribution.

    The SPIRES database was created in the late 1960s to catalogue the high energy physics preprints received by the SLAC Library. In the early 1990s it became the first database on the web and the first website outside of Europe. Although indispensible to the HEP community, its aging software infrastructure is becoming a serious liability. In a joint project involving CERN, DESY, Fermilab and SLAC, a new database, INSPIRE, is being created to replace SPIRES using CERN's modern, open-source Invenio database software. INSPIRE will maintain the content and functionality of SPIRES plus many new features. I describe this evolution from the birth of SPIRES to the current day, noting that the career of Tony Thomas spans this timeline.

    The ThomasFermi approach for self-gravitating fermions is revisited within the theoretical framework of the q-statistics. Starting from the q-deformation of the FermiDirac distribution function, a generalized ThomasFermi equation is derived. It is shown that the Tsallis entropy preserves a scaling property of this equation. The q-statistical approach to Jeans instability in a system of self-gravitating fermions is also addressed. The dependence of the Jeans wavenumber (or the Jeans length) on the parameter q is traced. It is found that the q-statistics makes the Fermionic system unstable at scales shorter than the standard Jeans length. -- Highlights: ThomasFermi approach for self-gravitating fermions.     We study the non-uniform nuclear matter using the self-consistent Thomas-Fermi approximation with a relativistic mean-field model. The non-uniform matter is assumed to be composed of a lattice of heavy nuclei surrounded by dripped nucleons. At each temperature T, proton fraction Y{sub p} , and baryon mass density ? {sub B}, we determine the thermodynamically favored state by minimizing the free energy with respect to the radius of the Wigner-Seitz cell, while the nucleon distribution in the cell can be determined self-consistently in the Thomas-Fermi approximation. A detailed comparison is made between the present results and previous calculations in the Thomas-Fermi approximation with a parameterized nucleon distribution that has been adopted in the widely used Shen equation of state.

The report covers each of the seven components of the SROPTTC framework: Site, Resource, Off-take, Permitting, Technology, Team, and Capital as they apply to wind power in the USVI and specifically to a site in Bovoni, St. Thomas. The report concludes that Bovoni peninsula is a strong candidate for utility-scale wind generation in the territory. It represents a reasonable compromise in terms of wind resource, distance from residences, and developable terrain. Hurricane risk and variable terrain on the peninsula and on potential equipment transport routes add technical and logistical challenges but do not appear to represent insurmountable barriers. In addition, integration of wind power into the St. Thomas power system will present operational challenges, but based on experience in other islanded power systems, there are reasonable solutions for addressing these challenges.

    It is often the belief that electron accelerators are clean machines, producing little or no measurable removable contamination. However, at the Thomas Jefferson National Accelerator Facility (Jefferson Lab), a 200 {micro}A continuous wave, 4 GeV electron accelerator, there are several types of contamination that may be found: external contamination of beamline components near high beam loss points, radionuclides produced from the spallation of oxygen in air, and internal contamination of water systems used to cool beamline components. The last two categories, however, are fairly well understood and are not discussed herein. The Jefferson Lab Radiation Control Group has developed a comprehensive set of contamination control practices to identify and control personnel exposure to these radionuclides.

The EFI talk will focus on some examples of these activities which together will provide a broad overview of EFI science. Research at the James Franck Institute centers on the intersection between physics, chemistry and materials science, with the aim to unravel the complex connections between structure and dynamics in condensed matter systems. The JFI is also home to the Chicago Materials Research Science and Engineering Center. The JFI talk will provide highlights of current projects by JFI members.

    The construction of the James Bay hydroelectric power project in subarctic Canada started in 1972, but environmental information that would permit mitigation measures did not become available until about 1975. It is suggested that this pattern may be characteristic of large-scale development projects in remote areas where the time lags involved in obtaining environmental data, beyond the simply descriptive information, are such that engineering plans would proceed, for economic reasons, without such environmental data as a planning input. Some environmental and social impact case studies are presented in this paper with regard to the LaGrande Complex phase of the James Bay development. The environmental impact case study involves the subsystem of estuarine fisheries and the effect on it of changes in the flow regime of the LaGrande River, the relocation of the first dam (LG-1) on the LaGrande, saltwater encroachment up the river during the filling of the second dam (LG-2), and the changes in the thermal regime of the river. The social impact case study examines the effect of the road network associated with the hydro development, on the land tenure system of the native Cree Indians of the area. The behavior of developers, as they optimize their engineering plans over the years to develop as much power as is feasible, is contrasted with the behavior of the organizations representing the native peopleof the area, first opposing the project but later giving up the aboriginal title to the land in exchange for some legally recognized rights, and subsequently making additional concessions from their established rights in exchange for various community benefits. It is argued that this process has been resulting in an incremental erosion of the land and resource base of the Cree Indian people.

    In response to a request from OSHA, a possible cancer cluster was investigated at the James River Corporation (SIC-2657), Newnan, Georgia. The paperboard packaging facility had been in operation for over 30 years. A retrospective cohort mortality study of 2050 workers employed at the facility between 1957 and 1988 was conducted. As of the study date, 141 workers were deceased, 1705 were alive, and 204 had been lost to follow-up. Overall mortality was similar to that expected as was mortality from diseases of the heart, accidents, and violence. The Standardized Mortality Ratios for all cancers was less than expected. Three workers with bladder cancer and six with kidney cancer were identified. No increased risk of bladder cancer was determined. The risk of kidney cancer was increased. The excess risk was associated with overall duration of employment but was not limited to any single department or work process. The author concludes that workers at the facility had an increased rate of kidney cancer. The author recommends measures to reduce exposures to inks containing pigments made from aromatic amines. Personal protective equipment should not be considered a substitute for adequate engineering controls. Follow-up on the cohort should continue.

    Knowledge of the diversity and ecological function of the microbial consortia of James River in Virginia, USA, is essential to developing a more complete understanding of the ecology of this model river system. Metagenomic analysis of James River's planktonic microbial community was performed for the first time using an unamplified genomic library and a 16S rDNA amplicon library prepared and sequenced by Ion PGM and MiSeq, respectively. From the 0.46-Gb WGS library (GenBank:SRR1146621; MG-RAST:4532156.3), 4 x 106 reads revealed >3 x 106 genes, 240 families of prokaryotes, and 155 families of eukaryotes. From the 0.68-Gb 16S library (GenBank:SRR2124995; MG-RAST:4631271.3; EMB:2184), 4 x 106 reads revealed 259 families of eubacteria. Results of the WGS and 16S analyses were highly consistent and indicated that more than half of the bacterial sequences were Proteobacteria, predominantly Comamonadaceae. The most numerous genera in this group were Acidovorax (including iron oxidizers, nitrotolulene degraders, and plant pathogens), which accounted for 10 % of assigned bacterial reads. Polaromonas were another 6 % of all bacterial reads, with many assignments to groups capable of degrading polycyclic aromatic hydrocarbons. Albidiferax (iron reducers) and Variovorax (biodegraders of a variety of natural biogenic compounds as well as anthropogenic contaminants such as polycyclic aromatic hydrocarbons and endocrine disruptors) each accounted for an additional 3% of bacterial reads. Comparison of these data to other publically-available aquatic metagenomes revealed that this stretch of James River is highly similar to the upper Mississippi River, and that these river systems are more similar to aquaculture and sludge ecosystems than they are to lakes or to a pristine section of the upper Amazon River. Altogether, these analyses exposed previously unknown aspects of microbial biodiversity, documented the ecological responses of microbes to urban effects, and revealed the noteworthy presence of 22 human-pathogenic bacterial genera (e.g., Enterobacteriaceae, pathogenic Pseudomonadaceae, and ‘Vibrionales') and 6 pathogenic eukaryotic genera (e.g., Trypanosomatidae and Vahlkampfiidae). This information about pathogen diversity may be used to promote human epidemiological studies, enhance existing water quality monitoring efforts, and increase awareness of the possible health risks associated with recreational use of James River.

Thompson oceanographic cruise in the Pacific Ocean (Section P10). Conducted as part of the World Ocean Circulation Experiment (WOCE), the cruise began in Suva, Fiji, on October 5, 1993, and ended in Yokohama, Japan, on November 10, 1993.     A unique opportunity for cooperation and community development exists in Harrisonburg, Virginia. James Madison University, located in Harrisonburg, is undergoing an aggressive growth plan of its academic base which also includes the physical expansion of its campus. The City of Harrisonburg is presently supplying steam to meet a portion of the heating needs of the existing James Madison campus from a city owned and operated waste-to-energy plant. In an effort of cooperation, Harrisonburg and James Madison University have now negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. In another unique turn of events, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project in order to reduce and maintain existing electric rates thus further benefiting the community. Through the cooperation of these three entities, the conceptual design phase of the project has been completed. The plant design developed through this process includes 3,000 tons of chilled water capacity, an additional 64,000 lb/hr of steam capacity and 2.5 MW of cogeneration capacity. This paper describes the conceptual design process for this interesting project.

    We present the results of large-area {sup 12}CO J = 3-2 emission mapping of three nearby field galaxies, NGC 628, NGC 3521, and NGC 3627, completed at the James Clerk Maxwell Telescope as part of the Nearby Galaxies Legacy Survey. These galaxies all have moderate to strong {sup 12}CO J = 3-2 detections over large areas of the fields observed by the survey, showing resolved structure and dynamics in their warm/dense molecular gas disks. All three galaxies were part of the Spitzer Infrared Nearby Galaxies Survey sample, and as such have excellent published multiwavelength ancillary data. These data sets allow us to examine the star formation properties, gas content, and dynamics of these galaxies on sub-kiloparsec scales. We find that the global gas depletion time for dense/warm molecular gas in these galaxies is consistent with other results for nearby spiral galaxies, indicating this may be independent of galaxy properties such as structures, gas compositions, and environments. Similar to the results from The H I Nearby Galaxy Survey, we do not see a correlation of the star formation efficiency with the gas surface density consistent with the Schmidt-Kennicutt law. Finally, we find that the star formation efficiency of the dense molecular gas traced by {sup 12}CO J = 3-2 is potentially flat or slightly declining as a function of molecular gas density, the {sup 12}CO J = 3-2/J = 1-0 ratio (in contrast to the correlation found in a previous study into the starburst galaxy M83), and the fraction of total gas in molecular form.

    Hello, The notice for the April 21 meeting was too short. The April 15 letter just found its way to me. I hope that there will be more such focused meetings in the not too distant future. If possible, please add me to your notification email list for such meetings. Comments: There is increasing conern over the routing and purpose of additional Natural Gas Pipelines in Massachusetts. There is skepticism that the pipelines will be used for export and that the any improvement in the Energy supply for New England will be shortlived due to a rapid depletion of reserves. In other words, why tear up the landscape with little benefit to the region. If the pipelines are contructed, can a restraint be placed on them to prevent export? Have the impacts of leaks and fires been properly considered? New England has heavily forrested areas and we have been having more frequent exteremly dry summers. At least one pipeline route has been suggested that would run through large wooded areas. A pipeline initiated fire would be devestating. Sincerely, Jim Bennett

    This data documentation discusses the procedures and methods used to measure total carbon dioxide (TCO{sub 2}), discrete partial pressure of TCO{sub 2} (pCO{sub 2}), and total alkalinity (TALK), during the Research Vessel (R/V) Thomas Washington TUNES Leg 2 Expedition in the central South Pacific Ocean. Conducted as part of the World Ocean Circulation Experiment (WOCE), the cruise began in Papeete, Tahiti, French Polynesia, on July 16, 1991, and returned to Papeete on August 25, 1991. WOCE Meridional Sections P17S along 135{degrees} W and P16S along 150{degrees} W were completed during the 40-day expedition. A total of 97 hydrographic stations were occupied. Hydrographic and chemical measurements made along WOCE Sections P17S and P16S included pressure, temperature, salinity, and oxygen measured by conductivity, temperature and depth sensor; bottle salinity; oxygen; phosphate; nitrate; nitrite; silicate; CFC-12; CFC- 11; TCO{sub 2}; TALK; and pCO{sub 2} measured at 20{degrees}C. The TCO{sub 2} concentration in 1000 seawater samples was determined with a coulometric analysis system, the pCO{sub 2} in 940 water samples was determined with an equilibrator/gas chromatograph system, while the TALK concentration in 139 samples was determined on shore at the laboratory of C. Goyet of Woods Hole Oceanographic Institution with an alkalinity titration system. In addition, 156 coulometric measurements for the Certified Reference Material (Batch {number_sign}6) were made and yielded a mean value of 2303.2 {plus_minus} 1.5 {mu}mol/kg. This mean value agrees within a standard deviation of the 2304.6 {plus_minus} 1.6 {mu}mol/kg (N=9) value determined with the manometer of C. D. Keeling at Scripps Institution of Oceanography (SIO). Replicate samples from 11 Niskin bottles at 4 stations were also collected for later shore-based reference analyses of TCO{sub 2} and TALK by vacuum extraction and manometry in the laboratory of C. D. Keeling of SIO.

    This report presents methods, and analytical and quality control procedures for salinity, oxygen, nutrients, total carbon dioxide (TCO2), total alkalinity (TALK), pH, discrete CO2 partial pressure (pCO2), dissolved organic carbon (DOC), chlorofluorocarbons (CFCs), radiocarbon, δ13C, and underway carbon measurements performed during the P16S-2005 (9 January - 19 February 2005) and P16N-2006 (13 February - 30 March, 2006) cruises in the Pacific Ocean. The research vessel (R/V) Roger Revelle departed Papeete, Tahiti, on January 9, 2005 for the Repeat Section P16S, nominally along 150°W, ending in Wellington, New Zealand, on February 19. During this cruise, samples were taken from 36 depths at 111 CTD stations between 16°S and 71°S. The Repeat Section P16N, nominally along 152°W, consisted of two legs. Leg 1 started on February 13, 2006 in Papeete, Tahiti, and finished on March 3, in Honolulu, Hawaii. The R/V Thomas G. Thompson departed Honolulu for Leg 2 on March 10, 2006 and arrived in Kodiak, Alaska, on March 30. During the P16N cruises, samples were taken from 34 or 36 depths at 84 stations between 17°S and 56.28°N. The research conducted on these cruises was part of a series of repeat hydrography sections jointly funded by the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF) as part of the Climate Variability Program (CLIVAR)/CO2 Repeat Hydrography Program. The P16S and P16N data sets are available free of charge as a numeric data package (NDP) from the Carbon Dioxide Information Analysis Center (CDIAC). The NDP consists of the oceanographic data files and this printed documentation, which describes the procedures and methods used to obtain the data.
