    A new demonstration biomass gasifier in Burlington, Vermont, is a major advance toward biopower systems of the 21st century. The purpose of the project is to verify design and operating characteristics of this gasification technology at an intermediate size. The Vermont gasifier is rated at 200 tons of biomass per day. The demonstration will allow further scale-up to a first-of-its-kind commercial gasifier to be demonstrated in the future at an industrial or utility scale.

    A dramatic and extraordinary instance of state and local government control of nuclear power, the purchase by New York of the Shoreham plant is nonetheless indicative of the political demands that some states confront for additional involvement in the regulation of the radiological hazards associated with commercial nuclear power plants. Although the Supreme Court has appeared to expand, in the eight years since PG&E and Silkwood, the acceptable extent of state regulation, some states, in addition to New York, have acquired, with the acquiescence of the NRC, a degree of involvement that exceeds the role for state and local governments provided by the Court. For example, the Commonwealth of Pennsylvania concluded with the Philadelphia Electric Company (PECO) in June 1989 an agreement that commits PECO to various initiatives, not otherwise required under NRC regulations, for the safe operation of the Peach Bottom nuclear power plant in Pennsylvania. In July 1991 the State of Vermont and Vermont Yankee Nuclear Power Corporation (Vermont Yankee) concluded an agreement similar to that concluded between Pennsylvania and PECO. The agreement also commits Vermont Yankee to certain initiatives, not otherwise required under NRC regulations, related to its operation of the Vermont Yankee nuclear power plant in Vermont. The agreement was precipitated by a challenge to an application, submitted to the NRC by Vermont Yankee in April 1989, to amend the Vermont Yankee plant license to extend its expiration date from December 11, 2007 to March 21, 2012. The amendment would allow the Vermont Yankee plant to operate for forty full years.

    A power broker to handle QF sales - this is the unique approach taken by the Vermont Public Service Board to implement the Federal PURPA rules. In 1983, the Vermont Public Service Board used its rule making power to create a central purchasing agent which would buy power from QFs and redistribute it to the state's retail electric companies.     Deglaciation of the Hoosic River drainage basin in southwestern Vermont was more complex than previously described. Detailed surficial mapping, stratigraphic relationships, and terrace levels/delta elevations reveal new details in the chronology of glacial Lake Bascom: (1) a pre-Wisconsinan proglacial lake was present in a similar position to Lake Bascom as ice advanced: (2) the northern margin of 275m (900 ft) glacial Lake Bascom extended 10 km up the Vermont Valley; (3) the 215m (705 ft) Bascom level was stable and long lived; (4) intermediate water planes existed between 215m and 190m (625 ft) levels; and (5) a separate ice tongue existed in Shaftsbury Hollow damming a small glacial lake, here named glacial Lake Emmons. This information is used to correlate ice margins to different lake levels. Distance of ice margin retreat during a lake level can be measured. Lake levels are then used as control points on a Lake Bascom relative time line to compare rate of retreat of different ice tongues. Correlation of ice margins to Bascom levels indicates ice retreat was asynchronous between nearby tongues in southwestern Vermont. The Vermont Valley ice tongue retreated between two and four times faster than the Hoosic Valley tongue during the Bascom 275m level. Rate of retreat of the Vermont Valley tongue slowed to one-half of the Hoosic tongue during the 215m--190m lake levels. Factors responsible for varying rates of retreat are subglacial bedrock gradient, proximity to the Hudson-Champlain lobe, and the presence of absence of a calving margins. Asynchronous retreat produced splayed ice margins in southwestern Vermont. Findings from this study do not support the model of parallel, synchronous retreat proposed by many workers for this region.

    Case study on Vermont's innovative strategy for helping low-income families save energy through its Sustainable Energy Resources for Consumers (SERC) program. The DOE Weatherization Assistance Program (WAP) granted Vermont to give its weatherization clients access to solar energy systems and one-on-one assistance from energy efficiency coaches to help clients achieve meaningful and long-lasting reductions in their energy bills. Vermont-SERC is administered by the Vermont Office of Economic Opportunity and is carried out by five local weatherization agencies. The purpose of the program is to identify technologies and new approaches-in this case, solar energy and energy efficiency coaches-that can improve weatherization services to low-income clients. The program selects households that have previously received weatherization services. This has several advantages. First, the clients already understand how weatherization works and are willing to strive for additional energy savings. Second, the weatherization agencies are working with clients who have previously had weatherization and therefore have complete energy usage data from utility bills collected during the first energy upgrade installation. This allows the agencies to select the best potential candidates for solar energy. Agencies have existing knowledge of the homes and can pre-screen them for potential structural problems or lack of south-facing exposure.

    The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund�s (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont�s dependency on petroleum through the development of homegrown alternatives. As such, it supports the four key priorities of the U.S. Department of Energy�s Multi-year Biomass Plan: 1.) Dramatically reduce dependence on foreign oil; 2.) Promote the use of diverse, domestic and sustainable energy resources; 3.) Reduce carbon emissions from energy production and consumption; 4.) Establish a domestic bioindustry. In 2005 VSJF was awarded with a $496,000 Congressionally directed award from U.S. Senator Patrick Leahy. This award was administered through the U.S. Department of Energy (DE-FG36- 05GO85017, hereafter referred to as DOE FY05) with $396,000 to be used by VSJF for biodiesel development and $100,000 to be used by the Vermont Department of Public Service for methane biodigester projects. The intent and strategic focus of the VBI is similar to another DOE funded organization� the Biofuels Center of North Carolina�in that it is a nonprofit driven, statewide biofuels market development effort. DOE FY05 funds were expensed from 2006 through 2008 for seven projects: 1) a feedstock production, logistics, and biomass conversion research project conducted by the University of Vermont Extension; 2) technical assistance in the form of a safety review and engineering study of State Line Biofuels existing biodiesel production facility; 3) technical assistance in the form of a safety review and engineering study of Borderview Farm�s proposed biodiesel production facility; 4) technology and infrastructure purchases for capacity expansion at Green Technologies, LLC, a waste vegetable biodiesel producer; 5) technical assistance in the form of feasibility studies for AgNorth Biopower LLC�s proposed multi-feedstock biodigester; 6) technology and infrastructure purchases for the construction of a �Cow Power� biodigester at Gervais Family Farm; and 7) the education and outreach activities of the Vermont Biofuels Association. DOE FY05 funded research, technical assistance, and education and outreach activities have helped to provide Vermont farmers and entrepreneurs with important feedstock production, feedstock logistics, and biomass conversion information that did not exist prior as we work to develop an instate biodiesel sector. The efficacy of producing oilseed crops in New England is now established: Oilseed crops can grow well in Vermont, and good yields are achievable given improved harvesting equipment and techniques. DOE FY05 funds used for technology and infrastructure development have expanded Vermont�s pool of renewable electricity and liquid fuel generation. It is now clear that on-farm energy production provides an opportunity for Vermont farmers and entrepreneurs to reduce on-farm expenditures of feed and fuel while providing for their energy security. Meanwhile they are developing new value-added revenue sources (e.g., locally produced livestock meal), retaining more dollars in the local economy, and reducing greenhouse gas emissions.

    This paper discusses the implementation of interim storage of low level radioactive waste using concrete modules at the Vermont Yankee Nuclear Power Station in Vernon, Vermont. Under the threat of possible loss of disposal capability in 1986, Vermont Yankee first considered the on-site storage option in 1985. prior to settling on a design, an investigation and economic analysis was performed of several designs. Modular concrete storage on a gravel pad was chosen as the most economical and the one providing the greatest flexibility. The engineering work, safety analysis, and pad construction were completed in 1985. Because of the passage of the Low Level Radioactive Waste Policy amendments Act in 1985, the loss of disposal capability did not occur in 1986. However, because the State of Vermont failed to meet the milestones of the Amendments Act, Vermont Yankee was restricted from the existing disposal sites on January 31, 1989. As a result, modules were purchased and waste was stored on site from 1989 until 1991. In 1991, the State of Vermont came back into compliance with the Amendments Act, and all waste stored on-site was shipped for burial. During the storage period 2 types of modules (1 box type and 1 cylinder type) were used. Lessons were learned, and changes were made to better control the off-site dose contribution of the waste. Recommendations are made to enhance the usability of the facility, such s lighting power, phones, etc. A shortcoming of the module storage concept is the inability to move waste during inclement weather. Despite this, the modules have provided an economical, technically sound, method of waste storage. The storage pad has not been used since 1991, but work is under way to review, and update as necessary, the safety analysis and procedures in preparation for reuse of the on-site storage facility after June 30, 1994.

    The Vermont Biomass Gasifier Project is part of a major DOE initiative to demonstrate indirect gasification of renewable biomass for electricity production. The Vermont Project has been undertaken to demonstrate the integration of the Battelle Columbus Laboratories (Battelle) indirectly-heated gasifier with a high-efficiency gas turbine. The demonstration and validation of this gasification/gas turbine system is being performed at the existing 50 MW wood-fired McNeil Power Generating Station in Burlington, Vermont, thereby significantly reducing the time scale for deployment and the necessary capital investment for DOE and the Vermont project partnership. The development and commercialization of this technology is important for several reasons: (1) it does not require a hot-gas clean-up for gas turbine operation, thus removing this technical hurdle from the commercialization path; (2) it is the only US biomass gasification system that has successfully powered a gas turbine, supporting its near-term viability for commercial deployment; and (3) it produces a medium-heating-value gas without employing an oxygen plant, thus allowing the use of existing unmodified industrial gas turbines. Gasifier construction was completed in late 1997; commissioning and parametric testing was completed during the spring and summer of 1998. This paper discusses the results of this testing and presents plans for both the next phase of testing and prospects for near-term commercialization.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The environmental, organizational, and energy conservation issues related to a domed structure enveloping Winooski, Vermont, are discussed. Alternative means of accomplishing energy conservation will be addressed. These include retrofitting of existing structures, replacement with state-of-the-art structures, the use of planting shelter-belts, redevelopment to an earth-sheltered community, and redevelopment to a composite domed neighborhood and earth-sheltered community. The assets and liabilities of each alternative are addressed.

    In the spring of 1996, construction of a six-megawatt wind power facility commenced on a mountain ridge in the town of Searsburgh in southern Vermont. While this process marked the beginning of physical development on the ridge, Green Mountain Power Corporation (GMP) had been planning the process for over 25 years. From wind speed data collection in 1971, to site selection, and environmental studies still ongoing, GMP has sought to increase their renewable energy portfolio by bringing wind power to the state of Vermont. While on the surface, wind power appears to be relatively pollution free, producing no emissions, it should be noted that there are environmental impacts associated with wind power and these would have to be addressed before any substantial development could occur. But how would this happen in Vermont? Power generating facilities are not subject to the Act 250 process; rather they require certification from the Public Service Board (P.S.B.). As the project progressed, questions arose over just how the process would adequately address the environmental impacts associated with developing a remote ridge in southern Vermont. In preparing for and participating in the certification process, GMP identified several environmental impact issues in need of investigation. GMP initiated studies in several fields and hired consultants to investigate these issues with the hope that they would not serve as an impediment to their project. Preliminary analysis revealed the need for in-depth studies in four specific impact areas, including aesthetics, critical wildlife habitat, noise and avian studies. While all participants in the process do not share the same concerns, different stakeholders have raised enough questions to justify a critical look at the certification process.

    EMCON designed a Permeable Reactive Barrier (PRB) for a site in Vermont to passively remediate in situ groundwater impacted with chlorinated volatile organic compounds (CVOCs). The PRB was selected over more conventional remediation approaches because it is a potentially low maintenance and long lasting solution for containment of groundwater impacts. Iron media are used as an agent to produce reductive dehalogenation reactions that break down the CVOCs. At the Vermont site, impacted groundwater is found from approximately 1.3 to 4.3 meters (4 to 14 feet) below ground surface in the uppermost aquifer, which is underlain by a silty clay aquitard. These are virtually optimum conditions for the implementation of this kind of technology. Effective design of the PRB required site specific hydrogeologic, geochemical, and geotechnical data, a substantial amount that was already available and some which was collected during the recent Corrective Action Feasibility Investigation (CAFI). Most PRBs have been constructed using sheet pilings to shore excavations backfilled by iron filings. On the Vermont project, continuous trenching is proposed to install HDPE sheeting for the funnel and alternative reactive media may be used in the reactive gates. The Funnel and Gate{trademark} system is being designed to regulate flow velocity through the gate to yield critical contact time between the CVOCs and the reactive media.
