    The Texas State program approved by the Office of Surface Mining (OSM) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA) allows that selected overburden materials may, if justified, be substituted for topsoil in mined land reclamation. The report presents the Office of Surface Mining Reclamation and Enforcement's (OSM's) findings regarding the practice of topsoil substitution under the approved Texas program and related reclamation problems with potential minesoil acidification. The purpose of the study was not to determine whether the substitution of overburden for topsoil should be approved or disapproved on any specific mine or soil series in Texas. The report presents a summary of pertinent technical considerations that need to be addressed in permit approvals for surface coal mines which (1) may encounter potentially acid/toxic-forming materials during mining or (2) intend to substitute overburden for topsoil as a plant growth material. The report summarizes the results of a special study OSM conducted to evaluate the technical basis and justification for reclamation plans and the substitution of overburden for topsoil as a plant growth material suitable for the reclamation of coal mines.

    The Texas State Briefing Book is one of a series of state briefing books on low-level radioactivee waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Texas. The profile is the result of a survey of NRC licensees in Texas. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Texas.

    Texas State Lands oil and gas resources are estimated at 1.6 BSTB of remaining mobile oil, 2.1 BSTB, or residual oil, and nearly 10 Tcf of remaining gas. An integrated, detailed geologic and engineering characterization of Texas State Lands has created quantitative descriptions of the oil and gas reservoirs, resulting in delineation of untapped, bypassed compartments and zones of remaining oil and gas. On Texas State Lands, the knowledge gained from such interpretative, quantitative reservoir descriptions has been the basis for designing optimized recovery strategies, including well deepening, recompletions, workovers, targeted infill drilling, injection profile modification, and waterflood optimization. The State of Texas Advanced Resource Recovery program is currently evaluating oil and gas fields along the Gulf Coast (South Copano Bay and Umbrella Point fields) and in the Permian Basin (Keystone East, Ozona, Geraldine Ford and Ford West fields). The program is grounded in advanced reservoir characterization techniques that define the residence of unrecovered oil and gas remaining in select State Land reservoirs. Integral to the program is collaboration with operators in order to deploy advanced reservoir exploitation and management plans. These plans are made on the basis of a thorough understanding of internal reservoir architecture and its controls on remaining oil and gas distribution. Continued accurate, detailed Texas State Lands reservoir description and characterization will ensure deployment of the most current and economically viable recovery technologies and strategies available.

    The proposed establishment of the US Navy Mine Warfare Center of Excellence (MWCE) in the Corpus Christi Bay Area, Texas, involved the collocation of the Navy`s Mine Warfare and Mine Counter Measures assets in proximity to each other at Naval Station (NAVSTA) Ingleside and Naval Air Station (NAS) Corpus Christi, Texas. Collocation of these Navy forces would provide significant advantages in meeting mission and operational requirements. This action would improve the operational training and readiness of the forces. In addition to new construction or modifications at NAVSTA Ingleside, NAS Corpus Christi, and off-base; the establishment of offshore training and operating areas was required. When the project was first proposed in 1993, considerable concern was expressed by environmental interests, shrimpers, and state and federal resource agencies regarding the impact of the proposed training activities within Gulf waters. The Navy and Turner Collie and Braden, Inc., under contract to the Navy, conducted several technical studies and extensive coordination with concerned interests during the environmental impact statement process to identify and document the potential intensity, magnitude, and duration of impact from each proposed training activity.

    The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations, and regenerative braking for battery charging. It uses a 19.3 kW Ballard PEM fuel cell, will store 12.6 kg of hydrogen at 350 Bar, and includes a 60 kWh battery storage system. The objectives of the project included the following: (a) To advance commercialization of hydrogen-powered transit buses and supporting infrastructure; (b) To provide public outreach and education by showcasing the operation of a 22-foot fuel cell hybrid shuttle bus and Texas first hydrogen fueling infrastructure; and (c) To showcase operation of zero-emissions vehicle for potential transit applications. As mentioned above, the project successfully demonstrated an early vehicle technology, the Ebus plug-in hybrid fuel cell bus, and that success has led to the acquisition of a more advanced vehicle that can take advantage of the same fueling infrastructure. Needed hydrogen station improvements have been identified that will enhance the capabilities of the fueling infrastructure to serve the new bus and to meet the transit agency needs. Over the course of this project, public officials, local government staff, and transit operators were engaged in outreach and education activities that acquainted them with the real world operation of a fuel cell bus and fueling infrastructure. Transit staff members in the Dallas/Ft. Worth region were invited to a workshop in Arlington, Texas at the North Central Texas Council of Governments to participate in a workshop on hydrogen and fuel cells, and to see the fuel cell bus in operation. The bus was trucked to the meeting for this purpose so that participants could see and ride the bus. Austin area transit staff members visited the fueling site in Austin to be briefed on the bus and to participate in a fueling demonstration. This led to further meetings to determine how a fuel cell bus and fueling station could be deployed at Capital Metro Transit. Target urban regions that expressed additional interest during the project in response to the outreach meetings and showcase events include San Antonio and Austin, Texas. In summary, the project objectives were achieved in the following ways: Through presentations and papers provided to a variety of audiences in multiple venues, the project team fulfilled its goal of providing education and outreach on hydrogen technology to statewide audiences. The project team generated interest that exists well beyond the completion of the project, and indeed, helped to generate financial support for a subsequent hydrogen vehicle project in Austin. The University of Texas, Center for ElectroMechanics operated the fuel cell-electric Ebus vehicle for over 13,000 miles in Austin, Texas in a variety of routes and loading configurations. The project took advantage of prior efforts that created a hydrogen fueling station and fuel cell electric-hybrid bus and continued to verify their technical foundation, while informing and educating potential future users of how these technologies work.

    Purpose: Integrated urology-radiation oncology (RO) practices have been advocated as a means to improve community-based prostate cancer care by joining urologic and radiation care in a single-practice environment. However, little is known regarding the scope and actual physical integration of such practices. We sought to characterize the emergence of such practices in Texas, their extent of physical integration, and their potential effect on patient travel times for radiation therapy. Methods and Materials: A telephone survey identified integrated urology-RO practices, defined as practices owned by urologists that offer RO services. Geographic information software was used to determine the proximity of integrated urology-RO clinic sites with respect to the state's population. We calculated patient travel time and distance from each integrated urology-RO clinic offering urologic services to the RO treatment facility owned by the integrated practice and to the nearest nonintegrated (independent) RO facility. We compared these times and distances using the Wilcoxon-Mann-Whitney test. Results: Of 229 urology practices identified, 12 (5%) offered integrated RO services, and 182 (28%) of 640 Texas urologists worked in such practices. Approximately 53% of the state population resides within 10 miles of an integrated urology-RO clinic site. Patients with a diagnosis of prostate cancer at an integrated urology-RO clinic site travel a mean of 19.7 miles (26.1 min) from the clinic to reach the RO facility owned by the integrated urology-RO practice vs 5.9 miles (9.2 min) to reach the nearest nonintegrated RO facility (P<.001). Conclusions: Integrated urology-RO practices are common in Texas and are generally clustered in urban areas. In most integrated practices, the urology clinics and the integrated RO facilities are not at the same location, and driving times and distances from the clinic to the integrated RO facility exceed those from the clinic to the nearest nonintegrated RO facility.

    Pacific Northwest National Laboratory (PNNL) conducted in-depth research of state-level rainwater harvesting regulations for the Federal Energy Management Program (FEMP) to help federal agencies strategically identify locations conducive to rainwater harvesting projects. Currently, rainwater harvesting is not regulated by the federal government but rather it is up to individual states to regulate the collection and use of rainwater. There is no centralized information on state-level regulations on rainwater harvesting maintained by a federal agency or outside organization. To fill this information gap, PNNL performed detailed internet searches for each state, which included state agencies, universities, Cooperative Extension Offices, city governments, and related organizations. The state-by-state information on rainwater harvesting regulations was compiled and assembled into an interactive map that is color coded by state regulations. The map provides a visual representation of the general types of rainwater harvesting policies across the country as well as general information on the state programs if applicable. The map allows the user to quickly discern where rainwater harvesting is supported and regulated by the state. This map will be available on the FEMP website by September 2015.

Findings from a program of field measurements of water temperatures (mainly in South-Central Texas) and an assessment of hydrologic properties of three Cretaceous aquifers (in North-Central Texas) are included. Landsat lineaments and their pertinance to the localization of low-temperature geothermal resources are emphasized. Lineament data were compared to structural and stratigraphic features along the Balcones/Ouachita trend in Central Texas to test for correlations. (MHR)

  3. Rooftop Solar Photovoltaic Technical Potential in the United States

    How much energy could we generate if PV modules were installed on all of the suitable roof area in the nation? To answer this question, we first use GIS methods to process a lidar dataset and determine the amount of roof area that is suitable for PV deployment in 128 cities nationwide, containing 23% of U.S. buildings, and provide PV-generation results for a subset of those cities. We then extend the insights from that analysis to the entire continental United States. We develop two statistical models -- one for small buildings and one for medium and large buildings -- and populate them with geographic variables that correlate with rooftop's suitability for PV. We simulate the productivity of PV installed on the suitable roof area, and present the technical potential of PV on both small buildings and medium/large buildings for every state in the continental US. Within the 128 cities covered by lidar data, 83% of small buildings have a location suitable for a PV installation, but only 26% of the total rooftop area of small buildings is suitable for development. The sheer number of buildings in this class, however, gives small buildings the greatest technical potential. Small building rooftops could accommodate 731 GW of PV capacity and generate 926 TWh/year of PV energy, approximately 65% of rooftop PV's total technical potential. We conclude by summing the PV-generation results for all building sizes and therefore answering our original question, estimating that the total national technical potential of rooftop PV is 1,118 GW of installed capacity and 1,432 TWh of annual energy generation. This equates to 39% of total national electric-sector sales.

    Electricity generation relies heavily on water resources and their availability. To examine the interdependence of energy and water in the electricity context, the impacts of a severe drought to assess the risk posed by drought to electricity generation within the western and Texas interconnections has been examined. The historical drought patterns in the western United States were analyzed, and the risk posed by drought to electricity generation within the region was evaluated. The results of this effort will be used to develop scenarios for medium- and long-term transmission modeling and planning efforts by the Western Electricity Coordination Council (WECC) and the Electric Reliability Council of Texas (ERCOT). The study was performed in response to a request developed by the Western Governors Association in conjunction with the transmission modeling teams at the participating interconnections. It is part of a U.S. Department of Energy-sponsored, national laboratory-led research effort to develop tools related to the interdependency of energy and water as part of a larger interconnection-wide transmission planning project funded under the American Recovery and Reinvestment Act. This study accomplished three main objectives. It provided a thorough literature review of recent studies of drought and the potential implications for electricity generation. It analyzed historical drought patterns in the western United States and used the results to develop three design drought scenarios. Finally, it quantified the risk to electricity generation for each of eight basins for each of the three drought scenarios and considered the implications for transmission planning. Literature on drought impacts on electricity generation describes a number of examples where hydroelectric generation capacity has been limited because of drought but only a few examples of impact on thermoelectric generation. In all documented cases, shortfalls of generation were met by purchasing power from the market, albeit at higher prices. However, sufficient excess generation and transmission must be available for this strategy to work. Although power purchase was the most commonly discussed drought mitigation strategy, a total of 12 response strategies were identified in the literature, falling into four main categories: electricity supply, electricity demand response, alternative water supplies, and water demand response. Three hydrological drought scenarios were developed based on a literature review and historical data analysis. The literature review helped to identify key drought parameters and data on drought frequency and severity. Historical hydrological drought data were analyzed for the western United States to identify potential drought correlations and estimate drought parameters. The first scenario was a West-wide drought occurring in 1977; it represented a severe drought in five of the eight basins in the study area. A second drought scenario was artificially defined by selecting the conditions from the 10th-percentile drought year for each individual basin; this drought was defined in this way to allow more consistent analysis of risk to electricity generation in each basin. The final scenario was based upon the current low-flow hydro modeling scenario defined by WECC, which uses conditions from the year 2001. These scenarios were then used to quantify the risk to electricity generation in each basin. The risk calculations represent a first-order estimate of the maximum amount of electricity generation that might be lost from both hydroelectric and thermoelectric sources under a worst-case scenario. Even with the conservative methodology used, the majority of basins showed a limited amount of risk under most scenarios. The level of risk in these basins is likely to be amenable to mitigation by known strategies, combined with existing reserve generation and transmission capacity. However, the risks to the Pacific Northwest and Texas Basins require further study. The Pacific Northwest is vulnerable because of its heavy reliance on hydroelectric generation. Texas, conversely, is vulnerable because of its heavy dependence on thermoelectric generation, which relies on surface water for cooling, along with the fact that this basin seems to experience more severe drought events on average. Further modeling analysis will be performed in conjunction with the modeling teams at the participating interconnections (WECC and ERCOT) to explore the transmission implications of the drought scenarios in more detail. Given the first-order nature of this analysis, more detailed study of the potential impacts of drought on electricity generation is recommended. Future analyses should attempt to model the potential impacts of drought at the power-plant level, including potential mitigation strategies; include the effects of drought duration; understand the impacts of climate change; and consider economic impacts.

    This study utilizes existing data sources and previous analyses of state-level energy prices to develop consistent state-level energy prices series by fuel type and by end-use sector. The fuels are electricity, natural gas, coal, distillate fuel oil, motor gasoline, diesel, kerosene, jet fuel, residual fuel, and liquefied petroleum gas. The end-use sectors are residential, commercial, industrial, transportation, and electric utility. Based upon an evaluation of existing data sources, recommendations were formulated on the feasible approaches for developing a consistent state energy price series. The data series were compiled based upon the approaches approved after a formal EIA review. Detailed documentation was provided, including annual updating procedures. Recommendations were formulated for future improvements in the collection of data or in data processing. Generally, the geographical coverage includes the 50 states and the District of Columbia. Information on state-level energy use was generally taken from the State Energy Data System (SEDS). Corresponding average US prices are also developed using volumes reported in SEDS. To the extent possible, the prices developed are quantity weighted average retail prices. Both a Btu price series and a physical unit price series are developed for each fuel. The period covered by the data series is 1970 through 1980 for most fuels, though prices for electricity and natural gas extend back to 1960. (PSB)

    In the interval since the publication in September 1980 of the technical constraints that inhibit the application of enhanced oil recovery techniques in the United States, there has been a large number of successful field trials of enhanced oil recovery (EOR) techniques. The Department of Energy has shared the costs of 28 field demonstrations of EOR with industry, and the results have been made available to the public through DOE documents, symposiums and the technical literature. This report reexamines the constraints listed in 1980, evaluates the state-of-the-art and outlines the areas where more research is needed.     Through the support from the Department of Energy, NARUC has educated thousands of stakeholders, including Public Utility Commissioners, commission staff, and State energy officials on solar energy technology, implementation, and policy. During the lifetime of this grant, NARUC staff engaged stakeholders in policy discussions, technical research, site visits, and educational meetings/webinars/materials that provided valuable education and coordination on solar energy technology and policy among the States. Primary research geared toward State decision-makers enabled stakeholders to be informed on current issues and created new solar energy leaders throughout the United States. Publications including a Frequently Asked Questions guide on feed-in tariffs and a legal analysis of state implementation of feed-in tariffs gave NARUC members the capacity to understand complex issues related to the economic impacts of policies supportive of solar energy, and potential paths for implementation of technology. Technical partnerships with the National Renewable Energy Laboratory (NREL) instructed NARUC members on feed-in tariff policy for four States and solar PV resource assessment in seven States, as well as economic impacts of solar energy implementation in those States. Because many of the States in these technical partnerships had negligible amounts of solar energy installed, this research gave them new capacity to understand how policies and implementation could impact their constituency. This original research produced new data now available, not only to decision-makers, but also to the public at-large including educational institutions, NGOs, consumer groups, and other citizens who have an interest in solar energy adoption in the US. Under this grant, stakeholders engaged in several dialogs. These educational opportunities brought NARUC members and other stakeholders together several times each year, shared best practices with State decision-makers, fostered partnerships and relationships with solar energy experts, and aided in increasing the implementation of smart policies that will foster solar technology deployment. The support from the Department of Energy’s Office of Energy Efficiency and Renewable Energy has created solar energy leaders in the States; leaders who will serve to be a continuing valuable resource as States consider adoption of new low-carbon and domestic energy supply to meet the energy needs of the United States.

    The next step in the Wendelstein stellarator line is the large superconducting device Wendelstein 7-X, currently under construction in Greifswald, Germany. Steady-state operation is an intrinsic feature of stellarators, and one key element of the Wendelstein 7-X mission is to demonstrate steady-state operation under plasma conditions relevant for a fusion power plant. Steady-state operation of a fusion device, on the one hand, requires the implementation of special technologies, giving rise to technical challenges during the design, fabrication and assembly of such a device. On the other hand, also the physics development of steady-state operation at high plasma performance poses a challenge and careful preparation. The electron cyclotron resonance heating system, diagnostics, experiment control and data acquisition are prepared for plasma operation lasting 30 min. This requires many new technological approaches for plasma heating and diagnostics as well as new concepts for experiment control and data acquisition.

  17. Rooftop Solar Photovoltaic Technical Potential in the United States. A Detailed Assessment

    How much energy could be generated if PV modules were installed on all of the suitable roof area in the nation? To answer this question, we first use GIS methods to process a lidar dataset and determine the amount of roof area that is suitable for PV deployment in 128 cities nationwide, containing 23% of U.S. buildings, and provide PV-generation results for a subset of those cities. We then extend the insights from that analysis to the entire continental United States. We develop two statistical models--one for small buildings and one for medium and large buildings--and populate them with geographic variables that correlate with rooftop's suitability for PV. We simulate the productivity of PV installed on the suitable roof area, and present the technical potential of PV on both small buildings and medium/large buildings for every state in the continental US. Within the 128 cities covered by lidar data, 83% of small buildings have a location suitable for a PV installation, but only 26% of the total rooftop area of small buildings is suitable for development. The sheer number of buildings in this class, however, gives small buildings the greatest technical potential. Small building rooftops could accommodate 731 GW of PV capacity and generate 926 TWh/year of PV energy, approximately 65% of rooftop PV's total technical potential. We conclude by summing the PV-generation results for all building sizes and therefore answering our original question, estimating that the total national technical potential of rooftop PV is 1,118 GW of installed capacity and 1,432 TWh of annual energy generation. This equates to 39% of total national electric-sector sales.

    The United States and China are committed to cooperation to address the challenges of the next century. Technical cooperation, building on a long tradition of technical exchange between the two countries, can play an important role. This paper focuses on technical cooperation between the United States and China in the areas of nonproliferation, arms control and other nuclear security topics. It reviews cooperation during the 1990s on nonproliferation and arms control under the U.S.-China Arms Control Exchange, discusses examples of ongoing activities under the Peaceful Uses of Technology Agreement to enhance security of nuclear and radiological material, and suggests opportunities for expanding technical cooperation between the defense nuclear laboratories of both countries to address a broader range of nuclear security topics.

    Amount 61% of the water used by Texans is ground-water. Some areas, both municipal and rural, depend entirely on ground-water. In many areas long term withdrawal is lowering the water levels, causing surface land subsidence, salt-water encroachment, and reducing future reservoir availability. The increasing probability of seepage from radioactive and toxic wastes, herbicide residues, septic systems, and oilfield brines is threatening dangerous contamination of fresh ground-water reservoirs. The Texas Department of Water Resources, the Texas Department of Health, State and private colleges and universities, the US Geological Survey, the Environmental Protection Agency, various underground water districts, among others, are cooperating with concerned hydrologists in a concentrated program to increase the efficiency of ground-water use and development, preserve the aquifer reservoirs, and decrease the pollution potential. 88 references.

    The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

    The State Geological Survey Contributions to the National Geothermal Data System project is built on the work of the project managed by Boise State University to design and build the National Geothermal Data System, by deploying it nationwide and populating it with data principally from State Geological Surveys through collaboration with the Association of American State Geologists (AASG). This project subsequently incorporated the results of the design-build and other DOE-funded projects in support of the NGDS. The NGDS (www.geothermaldata.org) provides free open access to millions of data records, images, maps, and reports, sharing relevant geoscience, production, and land use data in 30+ categories to propel geothermal development and production in the U.S. NGDS currently serves information gathered from hundreds of the U.S. Department of Energy sponsored development and research projects and geologic data feeds from 60+ data providers throughout all 50 states. These data are relevant to geothermal energy exploration and development, but also have broad applicability in other areas including natural resources (e.g., energy, minerals, water), natural hazards, and land use and management.

    This paper presents an assessment of the technical potential for micro-cogeneration in small commercial buildings throughout the United States. The cogeneration devices are simulated with the computer program EnergyPlus using models developed by Annex 42, a working group of the International Energy Agency's Energy Efficiency in Buildings and Community Systems (IEA/ECBCS). Although the Annex 42 models were developed for residential applications, this study applies them to small commercial buildings, assumed to have a total floor area of 500 m2 or less. The potential for micro-cogeneration is examined for the entire existing stock of small U.S. commercial buildings using a bottom-up method based on 1,236 EnergyPlus models.

    Advanced reservoir characterization techniques are being applied to selected reservoirs in the Frio Fluvial-Deltaic Sandstone (Vicksburg Fault Zone) trend of South Texas in order to maximize the economic producibility of resources in this mature oil play. More than half of the reservoirs in this depositionally complex play have already been abandoned, and large volumes of oil may remain unproduced unless advanced characterization techniques are applied to define untapped, incompletely drained, and new pool reservoirs as suitable targets for near-term recovery methods. This project is developing interwell-scale geological facies models and assessing engineering attributes of Frio fluvial-deltaic reservoirs in selected fields in order to characterize reservoir architecture, flow unit boundaries, and the controls that these characteristics exert on the location and volume of unrecovered mobile and residual oil. The results of these studies will lead directly to the identification of specific opportunities to exploit these heterogeneous reservoirs for incremental recovery by recompletion and strategic infill drilling. Work during the second project quarter of 1994 focused on continuation of Phase 2 tasks associated with characterizing stratigraphic heterogeneity in selected Frio fluvial-deltaic sandstone reservoirs. Playwide reservoir assessment continued as reservoir engineering data from fields throughout the Frio Fluvial-Deltaic Sandstone trend were grouped within stratigraphic sub-intervals in order to characterize general reservoir heterogeneity, evaluate production behavior, and assess remaining resource potential in middle Frio, lower Frio, and upper Vicksburg reservoir sandstones.

Accordingly, the Committee identifies and examines both broad and specific issues affecting the field. Regular meetings, teleconferences, briefings from agencies and the scientific community, the formation of study panels to prepare reports, and special forums are among the mechanisms used by the SSSC to meet its charge. This progress report presents a review of SSSC activities from May 1, 1992 through April 30, 1993. The details of prior activities are discussed in earlier reports. During the above period, the SSSC has continued to track and participate, when requested, in the development of a Federal initiative on advanced materials and processing. Specifically, the SSSC is presently planning the 1993 SSSC Forum (to be cosponsored with the National Materials Advisory Board (NMAB) and the Washington Materials Forum (WMF)). The thrust will be to highlight the Federal Advanced Materials and Processing Program (AMPP). In keeping with its charge to identify and highlight specific areas for scientific and technological opportunities, the SSSC continued to oversee the conduct of a study on biomolecular materials. Preliminary plans also were developed for a study on neutron science, however, further activity is pending. A proposed study on ultrasmall devices has been expanded and absorbed into a broader context; the BPA, with SSSC participation, is preparing to hold a program initiation meeting to evaluate the need for a study on information technology and hardware.

    Use of solar water heating (SWH) in the United States grew significantly in the late 1970s and early 1980s, as a result of increasing energy prices and generous tax credits. Since 1985, however, expiration of federal tax credits and decreased energy prices have virtually eliminated the U.S. market for SWH. More recently, increases in energy prices, concerns regarding emissions of greenhouse gases, and improvements in SWH systems have created new interest in the potential of this technology. SWH, which uses the sun to heat water directly or via a heat-transfer fluid in a collector, may be particularly important in its ability to reduce natural gas use. Dependence on natural gas as an energy resource in the United States has significantly increased in the past decade, along with increased prices, price volatility, and concerns about sustainability and security of supply. One of the readily deployable technologies available to decrease use of natural gas is solar water heating. This report provides an overview of the technical potential of solar water heating to reduce fossil fuel consumption and associated greenhouse gas emissions in U.S. residential and commercial buildings.

    The State of Texas requires state agencies to purchase alternative fuel vehicles (AFVs). In 1996, Texas Department of Transportation (TxDOT) representatives added about 400 bi-fuel liquefied petroleum gas (LPG) pickup trucks to their fleet. The fleet managers were willing to share information about their fleets and the operation of these vehicles, so a study was launched to collect operations, maintenance, and cost data for selected LPG and gasoline vehicles (as controls) throughout 18 months of vehicle operation. This case study presents the results of that data collection and its subsequent analysis.

    The East Texas oil field, discovered in 1930 and located principally in Gregg and Rusk Counties, is the largest oil field in the conterminous United States. Nearly 33,000 wells are known to have been drilled in the field. The field has been undergoing water injection for pressure maintenance since 1938. As of today, 104 Class II salt-water disposal wells, operated by the East Texas Salt Water Disposal Company, are returning all produced water to the Woodbine producing reservoir. About 69 of the presently existing wells have not been subjected to US Environmental Protection Agency Area-of-Review (AOR) requirements. A study has been carried out of opportunities for variance from AORs for these existing wells and for new wells that will be constructed in the future. The study has been based upon a variance methodology developed at the University of Missouri-Rolla under sponsorship of the American Petroleum Institute and in coordination with the Ground Water Protection Council. The principal technical objective of the study was to determine if reservoir pressure in the Woodbine producing reservoir is sufficiently low so that flow of salt-water from the Woodbine into the Carrizo-Wilcox ground water aquifer is precluded. The study has shown that the Woodbine reservoir is currently underpressured relative to the Carrizo-Wilcox and will remain so over the next 20 years. This information provides a logical basis for a variance for the field from performing AORs.

    In 2010, the U.S. Department of Energy (DOE) provided $60M in funding to five regional entities to conduct interregional transmission planning activities: the Eastern Interconnection Planning Collaborative (EIPC); the Eastern Interconnection States Planning Council (EISPC); the Transmission Expansion Planning and Policy Committee (TEPPC); the State Provincial Steering Committee (SPSC);and the Electricity Reliability Council of Texas (ERCOT). DOE also provided funding to the Lawrence Berkeley National Laboratory (LBNL) to support aspects of these interregional transmission planning activities. LBNL’s support involved both technical assistance to DOE in its oversight of the activities conducted by the five regional entities and the preparation of six, standalone technical studies that were conducted in direct support for specific entities. This is the final report on LBNL’s activities. It consists of summaries of each activity; references are provided to each of the stand-alone studies.

    The Department of Energy's Office of Electricity has initiated a $60M program to assist the electric industry in interconnection-level analysis and planning. The objective of this effort is to facilitate the development or strengthening of capabilities in each of the three interconnections serving the lower 48 states of the United States, to prepare analyses of transmission requirements under a broad range of alternative futures and develop long-term interconnection-wide transmission expansion plans. The interconnections are the Western Interconnection, the Eastern Interconnection, and the Texas Interconnection. One element of this program address the support and development of an integrated energy-water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning (the Eastern Interconnection is not participating in this element). Specific objectives include: (1) Develop an integrated Energy-Water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning. (2) Pursue the formulation and development of the Energy-Water DSS through a strongly collaborative process between members of this proposal team and the Western Electricity Coordinating Council (WECC), Western Governors Association (WGA), the Electric Reliability Council of Texas (ERCOT) and their associated stakeholder teams. (3) Exercise the Energy-Water DSS to investigate water stress implications of the transmission planning scenarios put forward by WECC, WGA, and ERCOT.     This document contains the findings and associated root causes identified during the Tiger Team Assessment of the Department of Energy's (DOE) Pantex Plant in Amarillo, Texas. This assessment was conducted by the Department's Office of Environment, Safety and Health between October 2 and 31, 1989. The scope of the assessment of the Pantex Plant covered all areas of environment, safety and health (ES H) activities, including compliance with federal, state, and local regulations, requirements, permits, agreements, orders and consent decrees, and DOE ES H Orders. The assessment also included an evaluation of the adequacy of DOE and site contractor ES H management programs. The draft findings were submitted to the Office of Defense Programs, the Albuquerque Operations Office, the Amarillo Area Office, and regulatory agencies at the conclusion of the on-site assessment activities for review and comment on technical accuracy. Final modifications and any other appropriate changes have been incorporated in the final report. The Tiger Team Assessment of the Pantex Plant is part of the larger Tiger Team Assessment program which will encompass over 100 DOE operating facilities. The assessment program is part of a 10-point initiative announced by Secretary of Energy James D. Watkins on June 27, 1989, to strengthen environmental protection and waste management activities in the Department. The results of the program will provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and site contractor ES H management programs, and DOE-wide ES H compliance trends.

    This report examines the current policy, legal, and regulatory framework pertaining to used nuclear fuel and high level waste management in the United States. The goal is to identify potential changes that if made could add flexibility and possibly improve the chances of successfully implementing technical aspects of a nuclear waste policy. Experience suggests that the regulatory framework should be established prior to initiating future repository development. Concerning specifics of the regulatory framework, reasonable expectation as the standard of proof was successfully implemented and could be retained in the future; yet, the current classification system for radioactive waste, including hazardous constituents, warrants reexamination. Whether or not consideration of multiple sites are considered simultaneously in the future, inclusion of mechanisms such as deliberate use of performance assessment to manage site characterization would be wise. Because of experience gained here and abroad, diversity of geologic media is not particularly necessary as a criterion in site selection guidelines for multiple sites. Stepwise development of the repository program that includes flexibility also warrants serious consideration. Furthermore, integration of the waste management system from storage, transportation, and disposition, should be examined and would be facilitated by integration of the legal and regulatory framework. Finally, in order to enhance acceptability of future repository development, the national policy should be cognizant of those policy and technical attributes that enhance initial acceptance, and those policy and technical attributes that maintain and broaden credibility.

    The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix?s LPG fuel processor system integrated into Plug Power?s residential-scale GenSys 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program?s primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation?s TransGuide headquarters in San Antonio, Texas. Simultaneously, the team will undertake a market study aimed at identifying and quantifying early-entry customers, technical and regulatory requirements, and other challenges and opportunities that need to be addressed in planning commercialization of the units.     The project entitled, Uncertainty Quantification in the Reliability and Risk Assessment of Generation IV Reactors, was conducted as a DOE NERI project collaboration between Texas A&M University and The Ohio State University between March 2006 and June 2009. The overall goal of the proposed project was to develop practical approaches and tools by which dynamic reliability and risk assessment techniques can be used to augment the uncertainty quantification process in probabilistic risk assessment (PRA) methods and PRA applications for Generation IV reactors.     The technical and economic aspects of constructing a very high head underground hydroelectric pumped storage were examined at a prefeasibility level. Excavation of existing caverns in the West Rutland Vermont marble quarry would be used to construct the underground space. A plant capacity of 1200 MW and 12 h of continuous capacity were chosen as plant operating conditions. The site geology, plant design, and electrical and mechanical equipment required were considered. The study concluded that the cost of the 1200 MW underground pumped storage hydro electric project at this site even with the proposed savings from marketable material amounts to between $581 and $595 per kilowatt of installed capacity on a January 1982 pricing level. System studies performed by the planning group of the New England Power System indicate that the system could economically justify up to about $442 per kilowatt on an energy basis with no credit for capacity. To accommodate the plant with the least expensive pumping energy, a coal and nuclear generation mix of approximately 65% would have to be available before the project becomes feasible. It is not expected that this condition can be met before the year 2000 or beyond. It is therefore concluded that the West Rutland underground pumped storage facility is uneconomic at this time. Several variables however could have marked influence on future planning and should be examined on periodic basis.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    West Virginia University (WVU) and the US DOE Morgantown Energy Technology Center (METC) entered into a Cooperative Agreement on August 29, 1992 entitled ``Decontamination Systems Information and Research Programs.`` Stipulated within the Agreement is the requirement that WVU submit to METC a series of Technical Progress Report for Year 1 of the Agreement. This report reflects the progress and/or efforts performed on the following nine technical projects encompassed by the Year 1 Agreement for the period of April 1 through June 30, 1993: Systematic assessment of the state of hazardous waste clean-up technologies; site remediation technologies -- drain-enhanced soil flushing (DESF) for organic contaminants removal; site remediation technologies -- in situ bioremediation of organic contaminants; excavation systems for hazardous waste sites; chemical destruction of polychlorinated biphenyls; development of organic sensors -- monolayer and multilayer self-assembled films for chemical sensors; Winfield lock and dam remediation; Assessments of Technologies for hazardous waste site remediation -- non-treatment technologies and pilot scale test facility implementation; and remediation of hazardous sites with stream reforming.

To support these interpretations, reference is made throughout the paper to relevant sections of the (1) Texas Coal Mining Regulations (TCMR), (2) Surface Mining Control and Reclamation Act (SMCRA), and (3) Federal regulations promulgated by the Office of Surface Mining (OSM) to implement SMCRA. The success of the Texas reclamation program, as indicated by the quality of the reclaimed soils is also discussed. This success is partly attributed to the rigorous application of the quantification concepts and parameters discussed in this paper.

    From June 20-29, 1995, more than a thousand college and university students from across North America tested their solar cars and strategies against the environment in Sunrayce 95. The 1,250-mile race, from Indiana to Colorado, is the third in a series of collegiate solar-car races across the United States. The tradition began in 1990 with the GM Sunrayce USA from Florida to Michigan. In 1993, the tradition continued as 34 solar cars raced more than 1,100 miles from Texas to Minnesota in Sunrayce 93. The U.S. Department of Energy, General Motors Corporation, and other organizations teamed together in a unique partnership between government and industry to sponsor Sunrayce 95. Their goal was to make learning exciting and relevant to today`s concerns and to demonstrate that brain power is more important than horsepower.
