    The state of stress in a subterranean rock mass has classically been assumed to be constant at best. In soil with a high clay content, preconsolidation and drainage methods can lead to more stable foundation material, but methods for engineering the stresses in large masses of rock are not well known. This paper shows the results from an experiment designed to alter the in situ rock stress field in an oil shale mine. This was done by hydrofracturing the rock by use of a packed-well injection system and then propping the crack open with a thixotropic gel, which slowly hardened to the consistency of cement. Successive hydrofracture and high-pressure grouting resulted in an overstressed region. Well-head injection pressures, surface tilts, injection rates, and subterranean strains were measured and recorded on floppy disk by a Z-80 microprocessor. The results were then transmitted to the large computer system at the Los Alamos Scientific Laboratory (LASL). To put the data in a more useful form, computer-generated movies of the tilts and strains were made by use of computer graphics developed at LASL. The purpose of this paper is to present results from the Single Large Instrumented Test conducted in the Colony Oil Shale Mine near Rifle, Colorado. 13 figures.

    The State of Texas requires state agencies to purchase alternative fuel vehicles (AFVs). In 1996, Texas Department of Transportation (TxDOT) representatives added about 400 bi-fuel liquefied petroleum gas (LPG) pickup trucks to their fleet. The fleet managers were willing to share information about their fleets and the operation of these vehicles, so a study was launched to collect operations, maintenance, and cost data for selected LPG and gasoline vehicles (as controls) throughout 18 months of vehicle operation. This case study presents the results of that data collection and its subsequent analysis.

  5. Concepts and criteria for evaluating topsoil substitutes: The Texas experience

    Presented in this paper are: (1) historical background, (2) Federal and State regulatory basis and authority, and (3) justification for selected criteria and parameters which are currently used to evaluate the quality of topsoil-substitute materials and postmine soils in Texas. The specific parameters and concepts discussed include (1) acid- and toxic-forming materials (AFM and TFM), (2) quantification procedures for AFM and TFM, (3) procedures used to identify topsoil substitutes that are {open_quotes}equal to or more suitable than{close_quotes} existing premine native soils, and (4) current interpretations of what is meant by {open_quotes}the best available material to support revegetation{close_quotes} of surface-mined areas. To support these interpretations, reference is made throughout the paper to relevant sections of the (1) Texas Coal Mining Regulations (TCMR), (2) Surface Mining Control and Reclamation Act (SMCRA), and (3) Federal regulations promulgated by the Office of Surface Mining (OSM) to implement SMCRA. The success of the Texas reclamation program, as indicated by the quality of the reclaimed soils is also discussed. This success is partly attributed to the rigorous application of the quantification concepts and parameters discussed in this paper.

    Recovery of transuranic actinides (TRU) using electrorefining is a process being investigated as part of the Department of Energy (DOE) Advanced Fuel Cycle Initiative (AFCI). TRU recovery via electrorefining onto a solid cathode is very difficult as the thermodynamic properties of transuranics are not favourable for them to remain in the metal phase while significant quantities of uranium trichloride exist in the electrolyte. Theoretically, the concentration of transuranics in the electrolyte must be approximately 106 greater than the uranium concentration in the electrolyte to produce a transuranic deposit on a solid cathode. Using liquid cadmium as a cathode contained within a LiCl-KCl eutectic salt, the co-deposition of uranium and transuranics is feasible because the activity of the transuranics in liquid cadmium is very small. Depositing transuranics and uranium in a liquid cadmium cathode (LCC) theoretically requires the concentration of transuranics to be two to three times the uranium concentration in the electrolyte. Three LCC experiments were performed in an Engineering scale elecdtrorefiner, which is located in the argon hot cell of the Fuel Conditioning Facility at the Materials and Fuels Complex on the Idaho National Laboratory. Figure 1 contains photographs of the LCC assembly in the hot cell prior to the experiment and a cadmium ingot produced after the first LCC test. Figure 1. The secondary goal was to examine fission product contaminations in the materials collected by the LCC. Each LCC experiment used chopped spent nuclear fuel from the blanket region of the Experimental Breeder Reactor II loaded into steel baskets as the anode with the LCC containing 26 kg of cadmium metal.     The Argonne Plasma Engineering Experiment (APEX) Tokamak was designed to provide hot plasmas for reactor-relevant experiments with rf heating (current drive) and plasma wall experiments, principally in-situ low-Z wall coating and maintenance. The device, sized to produce energetic plasmas at minimum cost, is small (R = 51 cm, r = 15 cm) but capable of high currents (100 kA) and long pulse durations (100 ms). A design using an iron central core with no return legs, pure tension tapewound toroidal field coils, digital radial position control, and UHV vacuum technology was used. Diagnostics include monochrometers, x-ray detectors, and a microwave interferometer and radiometer for density and temperature measurements. Stable 100 ms shots were produced with electron temperatures in the range 500 to 1000 eV. Initial results included studies of thermal desorption and recoating of wall materials.

    This paper describes the design and operation of the Argonne Plasma Engineering Experiment (APEX) tokamak. This machine was designed to provide a high performance plasma at a minimum cost, thus combining, to some extent, the high current densities, long pulse duration, and flexibility of operation of large, multipurpose machines, with the low cost of small machines. The APEX tokamak was designed specifically for studies in plasma-wall interactions and rf heating and current drive, and some tradeoffs were made in order to optimize the device for this purpose. The general design, however, should be quite applicable to other uses and could be fairly easily scaled up or down to fit available power supplies and needs. Special features of this design included use of the self-centering force of the toroidal field (TF) coil to simplify the mechanical design of the coils and digital equilibrium field (EF) control.

    GMR (General Motors Research Laboratories, now GM R and D Center) has a history of improving the internal combustion engine, especially as it relates to automotive use. During the quarter century from 1950--75, considerable effort was devoted to evaluating alternative powerplants based on thermodynamic cycles different from those on which the established spark-ignition and diesel engines are founded. Two of these, the steam engine and the Stirling engine, incorporated external combustion. Research on those two alternatives is reviewed. Both were judged to fall short of current needs for commercial success as prime movers for conventional automotive vehicles.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

  2. A Study of Experience Credit for Professional Engineering Licensure

    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and

    A reservoir engineering study was conducted of waterflood performance in the South Cowden field, an Upper Permian Grayburg reservoir on the Central Basin Platform in West Texas. The study was undertaken to understand the historically poor waterflood performance, evaluate three techniques for incorporating petrophysical measurements and geological interpretation into heterogeneous reservoir models, and identify issues in heterogeneity modeling and fluid-flow scaleup that require further research. The approach included analysis of relative permeability data, analysis of injection and production data, heterogeneity modeling, and waterflood simulation. The poor South Cowden waterflood recovery is due, in part, to completion of wells in only the top half of the formation. Recompletion of wells through the entire formation is estimated to improve recovery in ten years by 6 percent of the original oil in place in some areas of the field. A direct three-dimensional stochastic approach to heterogeneity modeling produced the best fit to waterflood performance and injectivity, but a more conventional model based on smooth mapping of layer-averaged properties was almost as good. The results reaffirm the importance of large-scale heterogeneities in waterflood modeling but demonstrate only a slight advantage for stochastic modeling at this scale. All the flow simulations required a reduction to the measured whole-core k{sub v}/k{sub h} to explain waterflood behavior, suggesting the presence of barriers to vertical flow not explicitly accounted for in any of the heterogeneity models. They also required modifications to the measured steady-state relative permeabilities, suggesting the importance of small-scale heterogeneities and scaleup. Vertical flow barriers, small-scale heterogeneity modeling, and relative permeability scaleup require additional research for waterflood performance prediction in reservoirs like South Cowden.

    An investigation was conducted to study the feasibility of operating a natural gas two-stroke engine using glow plug ignition with very lean mixtures. The term Stratified-Charge Glow Plus Ignition (SCGI) was coined to describe the engine. A JLO DL 365 single-cylinder, two-stroke, diesel engine was converted first to a natural gas fueled spark-ignited engine for the baseline tests, and then to the SCGI engine. The engine was successfully run, but was found to be sensitive to various conditions such as the glow plug temperature. The engine ran very lean, to an equivalence ratio of 0.33, offering the potential of good fuel economy and low NOx emissions. Numerous photographs, diagrams, and charts are included.

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    Reservoir performance of the South Cowden Grayburg field suggests that only 21 percent of the original oil in place has been recovered. The purpose of this study is to construct a realistic reservoir model to be used to predict the location of the remaining mobile oil. Construction of reservoir models for fluid-flow simulation of carbonate reservoirs is difficult because they typically have complicated and unpredictable permeability patterns. Much of the difficulty results from the degree to which diagenetic overprinting masks depositional textures and patterns. For example, the task of constructing a reservoir model of a limestone reservoir that has undergone only cementation and compaction is easier than constructing a model of a karsted reservoir that has undergone cavern formation and collapse as well as cementation and compaction. The Permian-age carbonate-ramp reservoirs in the Permian Basin, West Texas and New Mexico, are typically anhydritic dolomitized limestone. Because the dolomitization occurred soon after deposition, depositional fabrics and patterns are often retained, and a reservoir model can be constructed using depositional concepts. Recent studies of the San Andres outcrop in the Guadalupe Mountains and the Seminole San Andres reservoir in the Permian Basin illustrate how depositional fabrics and patterns can be used to construct a reservoir model when depositional features are retained.

    The NRC Human Factors Engineering Program Review Model (HFE PRM, NUREG-0711) was developed to support a design process review for advanced reactor design certification under 10CFR52. The HFE PRM defines ten fundamental elements of a human factors engineering program. An Operating Experience Review (OER) is one of these elements. The main purpose of an OER is to identify potential safety issues from operating plant experience and ensure that they are addressed in a new design. Broad-based experience reviews have typically been performed in the past by reactor designers. For the HFE PRM the intent is to have a more focussed OER that concentrates on HFE issues or experience that would be relevant to the human-system interface (HSI) design process for new advanced reactors. This document provides a detailed list of HFE-relevant operating experience pertinent to the HSI design process for advanced nuclear power plants. This document is intended to be used by NRC reviewers as part of the HFE PRM review process in determining the completeness of an OER performed by an applicant for advanced reactor design certification. 49 refs.

    South Cowden Unit, located on the eastern margin of the Central Basin Platform, has produced 35 million barrels of oil since initial development in the late 1940`s. The Unit, under waterflood since 1965, has been proposed for a CO{sub 2} flood using horizontal injection wells. A team of geologists and engineers was formed to characterize the reservoir. The early and complete integration of geologic and engineering work has resulted in a detailed reservoir description to be used in reservoir simulation. Regional mapping and 3D seismic data indicate that sediments within the reservoir interval were draped over a paleohigh resulting in an unfaulted, anticlinal-like structure. A field-wide stratigraphic framework was developed using two to four-foot thick, gamma-ray log markers which correspond to low permeability, sandy dolomite layers recognized in core. These log correlations indicate fairly simple and uniform structure and stratigraphy. The gamma-ray markers delineate four zones within the 150 foot reservoir interval. Rocks composing these zones are extensively dolomitized and display a complex color mottling. This mottling is related most likely to bioturbation of carbonate sediments in a shallow, subtidal marine environment. Extensive and interconnected bioturbated areas have core analysis porosities averaging approximately 20% and permeabilities generally ranging from 2 to 350 md. The intervening, nonburrowed and unstained areas have porosities averaging 5% and permeabilities typically ranging form 0.01 to 2 md. Variations in the quality and thickness of the mottled facies are major parameters controlling oil recovery. A belt of better reservoir-quality rock runs roughly parallel to structure and results in an area of higher cumulative oil production. Good waterflood response and uniform pressure distribution indicate continuity of the pay zones within this belt.

    Texas has identified a potential site in Hudspeth County in far West Texas near the town of Fort Hancock. Over the past year the Texas Low-Level Radioactive Waste Disposal Authority has been conducting detailed geology, hydrology, meteorology, soils, and flora and fauna evaluations. An authorization by the Board of Directors of the Authority to proceed with a license application, assuming that the detailed evaluation indicates that the site is suitable, is expected by September. A prototype license has been prepared in anticipation of the order to proceed with licensing, and the formal license application is expected to be submitted to the Texas Department of Health-Bureau of Radiation Control in December, meeting the license application milestone. Although site selection processes in all siting areas across the country have experienced organized opposition, El Paso County has funded a particularly well-organized, well-financed program to legally and technically stop consideration of the Fort Hancock site prior to the licensing process. Many procedural, regulatory, and technical issues have been raised which have required responses from the Authority in order to proceed with licensing. This has provided a unique perspective of what to expect from well-organized opposition at the licensing stage. This paper presents an update on the Texas siting activity with detailed information on the site evaluation and license application. Experience of dealing with issues raised by opposition relating to NRC guidelines and rules is also discussed.

    A kinetic Stirling cycle engine, the Stirling Thermal Motors (STM) STM4-120, was tested at the Sandia National Laboratories Engine Test Facility (ETF) from March 1989--August 1992. Sandia is interested in determining this engine`s potential for solar-thermal-electric applications. The last round of testing was conducted from July--August 1992 using Sandia-designed gas-fired heat pipe evaporators as the heat input system to the engine. The STM4-120 was performance mapped over a range of sodium vapor temperatures, cooling water temperatures, and cycle pressures. The resulting shaft power output levels ranged from 5--9 kW. The engine demonstrated high conversion efficiency (24--31%) even though the power output level was less than 40% of the rated output of 25 kW. The engine had been previously derated from 25 kW to 10 kW shaft power due to mechanical limitations that were identified by STM during parallel testing at their facility in Ann Arbor, MI. A statistical method was used to design the experiment, to choose the experimental points, and to generate correlation equations describing the engine performance given the operating parameters. The testing was trunacted due to a failure of the heat pipe system caused by entrainment of liquid sodium in the condenser section of the heat pipes. Enough data was gathered to generate the correlations and to demonstrate the experimental technique. The correlation is accurate in the experimental space and is simple enough for use in hand calculations and spreadsheet-based system models. Use of this method can simplify the construction of accurate performance and economic models of systems in which the engine is a component. The purpose of this paper is to present the method used to design the experiments and to analyze the performance data.

  8. Abandoned Texas oil fields

    Data for Texas abandoned oil fields were primarily derived from two sources: (1) Texas Railroad Commission (TRRC), and (2) Dwight's ENERGYDATA. For purposes of this report, abandoned oil fields are defined as those fields that had no production during 1977. The TRRC OILMASTER computer tapes were used to identify these abandoned oil fields. The tapes also provided data on formation depth, gravity of oil production, location (both district and county), discovery date, and the cumulative production of the field since its discovery. In all, the computer tapes identified 9211 abandoned fields, most of which had less than 250,000 barrel cumulative production. This report focuses on the 676 abandoned onshore Texas oil fields that had cumulative production of over 250,000 barrels. The Dwight's ENERGYDATA computer tapes provided production histories for approximately two-thirds of the larger fields abandoned in 1966 and thereafter. Fields which ceased production prior to 1966 will show no production history nor abandonment date in this report. The Department of Energy hopes the general availability of these data will catalyze the private sector recovery of this unproduced resource.

    Since 1983, development of the Pre-Stratified Charge (PSC) means of NO/sub x/ control has focused upon gas fueled industrial engines following a decade of development in automobile-type liquid fueled engines. The early test results indicated exceptional potential and wre previously reported. In the two years following the initial tests of PSC on in-field gas engines, over 140 units have been installed in a wide range of applications including compression, generation, and pumping service. Importantly, the applications have demonstrated PSC effectiveness and longevity where other means of emissions control are either not applicable or ineffective. These include higher digester gas, landfill gas, and sour natural gas (containing substantial H/sub 2/S). This work is concerned with the Field experience in general, but with emphasis on particular applications and specific results.

    The concept of oxygen enriched air applied to reciprocating engines is getting renewed attention in the context of the progress made in the enrichment methods and the tougher emissions regulations imposed on diesel and gasoline engines. An experimental project was completed in which a direct injection diesel engine was tested with intake oxygen levels of 21% -- 35%. Since an earlier study indicated that it is necessary to use a cheaper fuel to make the concept economically attractive, a less refined fuel was included in the test series. Since a major objection to the use of oxygen enriched combustion air had been the increase in NO{sub x} emissions, a method must be found to reduce NO{sub x}. Introduction of water into the engine combustion process was included in the tests for this purpose. Fuel emulsification with water was the means used here even though other methods could also be used. The teat data indicated a large increase in engine power density, slight improvement in thermal efficiency, significant reductions in smoke and particulate emissions and NO{sub x} emissions controllable with the addition of water. 15 refs., 10 figs., 2 tabs.

    NSTX is one of the largest of a new class of magnetic plasma research devices known as spherical toroids (STs). The plasma in a ST is characterized by its almost spherical shape with a slender cylindrical region through its vertical axis. The so-called ''center stack'' is located in this region. It contains magnetic windings for confining the plasma, induce the plasma current, and shape the plasma.     In this paper the surge phenomenon in small centrifugal compressors used for turbocharging internal combustion engines is analyzed. The experimental work was focused on the measurement of compressor behaviour within the surge zone by means of a specifically designed facility. The presented model is based on the introduction of a fluid inertia term that accounts for the non quasi steady effects and the use of a compressor map extended to the surge and negative flows zone obtained from experimental tests. The compressor model was implemented in a one-dimensional gas-dynamic model. The comparison of the modelled and measured evolution of instantaneous pressure during deep surge operation shows good agreement. Furthermore, the model is also able to predict the amplitude and frequency of pressure pulses when the compressor operates in surge with different outlet duct lengths. (author)

    Recent experiments on the National Spherical Torus eXperiment (NSTX) have shown the benefits of solid lithium coatings on carbon PFC's to diverted plasma performance, in both Land H- mode confinement regimes. Better particle control, with decreased inductive flux consumption, and increased electron temperature, ion temperature, energy confinement time, and DD neutron rate were observed. Successive increases in lithium coverage resulted in the complete suppression of ELM activity in H-mode discharges. A liquid lithium divertor (LLD), which will employ the porous molybdenum surface developed for the LTX shell, is being installed on NSTX for the 2010 run period, and will provide comparisons between liquid walls in the Lithium Tokamak eXperiment (LTX) and liquid divertor targets in NSTX. LTX, which recently began operations at the Princeton Plasma Physics Laboratory, is the world's first confinement experiment with full liquid metal plasma-facing components (PFCs). All materials and construction techniques in LTX are compatible with liquid lithium. LTX employs an inner, heated, stainless steel-faced liner or shell, which will be lithium-coated. In order to ensure that lithium adheres to the shell, it is designed to operate at up to 500 - 600 oC to promote wetting of the stainless by the lithium, providing the first hot wall in a tokamak to operate at reactor-relevant temperatures. The engineering of LTX will be discussed.

    Amount 61% of the water used by Texans is ground-water. Some areas, both municipal and rural, depend entirely on ground-water. In many areas long term withdrawal is lowering the water levels, causing surface land subsidence, salt-water encroachment, and reducing future reservoir availability. The increasing probability of seepage from radioactive and toxic wastes, herbicide residues, septic systems, and oilfield brines is threatening dangerous contamination of fresh ground-water reservoirs. The Texas Department of Water Resources, the Texas Department of Health, State and private colleges and universities, the US Geological Survey, the Environmental Protection Agency, various underground water districts, among others, are cooperating with concerned hydrologists in a concentrated program to increase the efficiency of ground-water use and development, preserve the aquifer reservoirs, and decrease the pollution potential. 88 references.
