    This paper discusses the value of an uncertainty analysis, discusses how to determine measurement uncertainty, and then details the sources of error in instrument calibration, data acquisition, and data reduction for a particular experiment. Methods are discussed to determine both the systematic (or bias) error in an experiment as well as to determine the random (or precision) error in the experiment. The detailed analysis is applied to two sets of conditions in measuring the effectiveness of an immersed coil heat exchanger. It shows the value of such analysis as well as an approach to reduce overall measurement uncertainty and to improve the experiment. This paper outlines how to perform an uncertainty analysis and then provides a detailed example of how to apply the methods discussed in the paper. The authors hope this paper will encourage researchers and others to become more concerned with their measurement processes and to report measurement uncertainty with all of their test results.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    Controlling nitrogen oxides (NOx) from a non-steady-state stationary source like a jet engine test cell (JETC) requires a method that is effective over a wide range of conditions. A heterogeneous, porous, high surface area sorbent material comprised of magnesium oxide powder attached to a vermiculite substrate has been commercially developed for this purpose. Data from extensive laboratory testing of this material in a packed-bed flow system are presented. NO2 removal efficiencies, kinetics, and proposed NO2 removal mechanisms over a range of representative JETC exhaust gas characteristics are described. Exhaust gas variables evaluated included: NO2 concentration, temperature, flow rate (retention time), oxygen content, and moisture content. Availability of water and oxygen were found to be important variables. It is probable that water is necessary for the conversion of MgO to Mg(OH)2, which is a more reactive compound having thermal stability over the range of temperatures evaluated. Gaseous oxygen serves to oxidize NO to NO2, the latter being more readily removed from the gas stream. The presence of oxygen also serves to offset thermal decomposition of NO2 or surface nitrite/nitrate. Effective `lifetime` and regenerability of the exposed sorbent material were also evaluated. NO2 removal efficiencies were found to greatly exceed those for NO, with a maximum value greater than 90 percent. The effective conversion of NO to NO2 is a crucial requirement for removal of the former. The reaction between NO2 and MgO-vermiculite is first-order with respect to NO2.

    From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

  13. Vendor System Vulnerability Testing Test Plan

    The Idaho National Laboratory (INL) prepared this generic test plan to provide clients (vendors, end users, program sponsors, etc.) with a sense of the scope and depth of vulnerability testing performed at the INL’s Supervisory Control and Data Acquisition (SCADA) Test Bed and to serve as an example of such a plan. Although this test plan specifically addresses vulnerability testing of systems applied to the energy sector (electric/power transmission and distribution and oil and gas systems), it is generic enough to be applied to control systems used in other critical infrastructures such as the transportation sector, water/waste water sector, or hazardous chemical production facilities. The SCADA Test Bed is established at the INL as a testing environment to evaluate the security vulnerabilities of SCADA systems, energy management systems (EMS), and distributed control systems. It now supports multiple programs sponsored by the U.S. Department of Energy, the U.S. Department of Homeland Security, other government agencies, and private sector clients. This particular test plan applies to testing conducted on a SCADA/EMS provided by a vendor. Before performing detailed vulnerability testing of a SCADA/EMS, an as delivered baseline examination of the system is conducted, to establish a starting point for all-subsequent testing. The series of baseline tests document factory delivered defaults, system configuration, and potential configuration changes to aid in the development of a security plan for in depth vulnerability testing. The baseline test document is provided to the System Provider,a who evaluates the baseline report and provides recommendations to the system configuration to enhance the security profile of the baseline system. Vulnerability testing is then conducted at the SCADA Test Bed, which provides an in-depth security analysis of the Vendor’s system.b a. The term System Provider replaces the name of the company/organization providing the system being evaluated. This can be the system manufacturer, a system user, or a third party organization such as a government agency. b. The term Vendor (or Vendor’s) System replaces the name of the specific SCADA/EMS being tested.

    Bohmian mechanics provides an explanation of quantum phenomena in terms of point particles guided by wave functions. This review focuses on the formalism of non-relativistic Bohmian mechanics, rather than its interpretation. Although the Bohmian and standard quantum theories have different formalisms, both give exactly the same predictions for all phenomena. Fifteen years ago, the quantum chemistry community began to study the practical usefulness of Bohmian mechanics. Since then, the scientific community has mainly applied it to study the (unitary) evolution of single-particle wave functions, either by developing efficient quantum trajectory algorithms or by providing a trajectory-based explanation of complicated quantum phenomena. Here we present a large list of examples showing how the Bohmian formalism provides a useful solution in different forefront research fields for this kind of problems (where the Bohmian and the quantum hydrodynamic formalisms coincide). In addition, this work also emphasizes that the Bohmian formalism can be a useful tool in other types of (non-unitary and nonlinear) quantum problems where the influence of the environment or the global wave function are unknown. This review contains also examples on the use of the Bohmian formalism for the many-body problem, decoherence and measurement processes. The ability of the Bohmian formalism to analyze this last type of problems for (open) quantum systems remains mainly unexplored by the scientific community. The authors of this review are convinced that the final status of the Bohmian theory among the scientific community will be greatly influenced by its potential success in these type of problems that present non-unitary and/or nonlinear quantum evolutions. A brief introduction of the Bohmian formalism and some of its extensions are presented in the last part of this review.

    An assembly is provided for testing one or more contact material samples in a vacuum environment. The samples are positioned as an inner conductive cylinder assembly which is mounted for reciprocal vertical motion as well as deflection from a vertical axis. An outer conductive cylinder is coaxially positioned around the inner cylinder and test specimen to provide a vacuum enclosure therefor. A power source needed to drive test currents through the test specimens is connected to the bottom of each conductive cylinder, through two specially formed conductive plates. The plates are similar in form, having a plurality of equal resistance current paths connecting the power source to a central connecting ring. The connecting rings are secured to the bottom of the inner conductive assembly and the outer cylinder, respectively. A hydraulic actuator is also connected to the bottom of the inner conductor assembly to adjust the pressure applied to the test specimens during testing. The test assembly controls magnetic forces such that the current distribution through the test samples is symmetrical and that contact pressure is not reduced or otherwise disturbed.

    A pressure change test is a common leak testing method used in construction and Non-Destructive Examination (NDE). The test is known as being a fast, simple, and easy to apply evaluation method. While this method may be fairly quick to conduct and require simple instrumentation, the engineering behind this type of test is more complex than is apparent on the surface. This paper intends to discuss some of the more common errors made during the application of a pressure change test and give the test engineer insight into how to correctly compensate for these factors. The principals discussed here apply to ideal gases such as air or other monoatomic or diatomic gasses; however these same principals can be applied to polyatomic gasses or liquid flow rate with altered formula specific to those types of tests using the same methodology.

It covers the many types of internal combustion engines, including spark ignition, compression ignition, and stratified charge engines, and examines processes, keeping equations of state simple by assuming constant specific heats. Equations are limited to heat engines and later applied to combustion engines. Topics include realistic equations of state, stroichiometry, predictions of chemical equilibrium, engine performance criteria, and friction, which is discussed in terms of the hydrodynamic theory of lubrication and experimental methods such as dimensional analysis.

    An apparatus (10) for applying at least one load to a specimen (12) according to one embodiment of the invention may comprise a mass (18). An actuator (20) mounted to the specimen (12) and operatively associated with the mass (18) moves the mass (18) along a linear displacement path (22) that is perpendicular to a longitudinal axis of the specimen (12). A control system (26) operatively associated with the actuator (20) operates the actuator (20) to reciprocate the mass (18) along the linear displacement path (22) at a reciprocating frequency, the reciprocating frequency being about equal to a resonance frequency of the specimen (12) in a test configuration.

    The Single Heater Test is the first of the in-situ thermal tests conducted by the U.S. Department of Energy as part of its program of characterizing Yucca Mountain in Nevada as the potential site for a proposed deep geologic repository for the disposal of spent nuclear fuel and high-level nuclear waste. The Site Characterization Plan (DOE 1988) contained an extensive plan of in-situ thermal tests aimed at understanding specific aspects of the response of the local rock-mass around the potential repository to the heat from the radioactive decay of the emplaced waste. With the refocusing of the Site Characterization Plan by the ''Civilian Radioactive Waste Management Program Plan'' (DOE 1994), a consolidated thermal testing program emerged by 1995 as documented in the reports ''In-Situ Thermal Testing Program Strategy'' (DOE 1995) and ''Updated In-Situ Thermal Testing Program Strategy'' (CRWMS M&O 1997a). The concept of the Single Heater Test took shape in the summer of 1995 and detailed planning and design of the test started with the beginning fiscal year 1996. The overall objective of the Single Heater Test was to gain an understanding of the coupled thermal, mechanical, hydrological, and chemical processes that are anticipated to occur in the local rock-mass in the potential repository as a result of heat from radioactive decay of the emplaced waste. This included making a priori predictions of the test results using existing models and subsequently refining or modifying the models, on the basis of comparative and interpretive analyses of the measurements and predictions. A second, no less important, objective was to try out, in a full-scale field setting, the various instruments and equipment to be employed in the future on a much larger, more complex, thermal test of longer duration, such as the Drift Scale Test. This ''shake down'' or trial aspect of the Single Heater Test applied not just to the hardware, but also to the teamwork and cooperation between multiple organizations performing their part in the test.

    A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms. The charged particles are separately transported, by the accelerations provided by electric potentials produced by an electrode structure, to substrates where they combine and form the coatings.     The Safety and Tritium Applied Research (STAR) Facility, a US DOE National User Facility at the Idaho National Engineering and Environmental Laboratory (INEEL), comprises capabilities and infrastructure to support both tritium and non-tritium research activities important to the development of safe and environmentally friendly fusion energy. Research thrusts include (1) interactions of tritium and deuterium with plasma-facing-component (PFC) materials, (2) fusion safety issues [PFC material chemical reactivity and dust/debris generation, activation product mobilization, tritium behavior in fusion systems], and (3) molten salts and fusion liquids for tritium breeder and coolant applications. This paper updates the status of STAR and the capabilities for ongoing research activities, with an emphasis on the development, testing and integration of the infrastructure to support tritium research activities. Key elements of this infrastructure include a tritium storage and assay system, a tritium cleanup system to process glovebox and experiment tritiated effluent gases, and facility tritium monitoring systems.

    This document describes the testing and facility requirements to support the Yucca Mountain Project long-term corrosion testing needs. The purpose of this document is to describe a corrosion testing program that will (a) reduce model uncertainty and variability, (b) reduce the reliance upon overly conservative assumptions, and (c) improve model defensibility. Test matrices were developed for 17 topical areas (tasks): each matrix corresponds to a specific test activity that is a subset of the total work performed in a task. A future document will identify which of these activities are considered to be performance confirmation activities. Detailed matrices are provided for FY08, FY09 and FY10 and rough order estimates are provided for FY11-17. Criteria for the selection of appropriate test facilities were developed through a meeting of Lead Lab and DOE personnel on October 16-17, 2007. These criteria were applied to the testing activities and recommendations were made for the facility types appropriate to carry out each activity. The facility requirements for each activity were assessed and activities were identified that can not be performed with currently available facilities. Based on this assessment, a total of approximately 10,000 square feet of facility space is recommended to meet all future testing needs, given that all testing is consolidated to a single location. This report is a revision to SAND2007-7027 to address DOE comments and add a series of tests to address NWTRB recommendations.

    This thesis investigates the use of a fast imaging technique to deduce the spatial conductivity distribution in the earth from low frequency (< 1 MHz), cross well electromagnetic (EM) measurements. The theory embodied in this work is the extension of previous strategies and is based on the Born series approximation to solve both the forward and inverse problem. Nonlinear integral equations are employed to derive the series expansion which accounts for the scattered magnetic fields that are generated by inhomogeneities embedded in either a homogenous or a layered earth. A sinusoidally oscillating, vertically oriented magnetic dipole is employed as a source, and it is assumed that the scattering bodies are azimuthally symmetric about the source dipole axis. The use of this model geometry reduces the 3-D vector problem to a more manageable 2-D scalar form. The validity of the cross well EM method is tested by applying the imaging scheme to two sets of field data. Images of the data collected at the Devine, Texas test site show excellent correlation with the well logs. Unfortunately there is a drift error present in the data that limits the accuracy of the results. A more complete set of data collected at the Richmond field station in Richmond, California demonstrates that cross well EM can be successfully employed to monitor the position of an injected mass of salt water. Both the data and the resulting images clearly indicate the plume migrates toward the north-northwest. The plausibility of these conclusions is verified by applying the imaging code to synthetic data generated by a 3-D sheet model.

  1. A combined cycle engine test facility

    Rocket-Based Combined-Cycle (RBCC) engines intended for missiles and/or space launch applications incorporate features of rocket propulsion systems operating in concert with airbreathing engine cycles. Performance evaluation of these types of engines, which are intended to operate from static sea level take-off to supersonic cruise or accerlerate to orbit, requires ground test capabilities which integrate rocket component testing with airbreathing engine testing. A combined cycle engine test facility has been constructed in the General Applied Science Laboratories, Inc. (GASL) Aeropropulsion Test Laboratory to meet this requirement. The facility was designed to support the development of an innovative combined cycle engine concept which features a rocket based ramjet combustor. The test requirements included the ability to conduct tests in which the propulsive force was generated by rocket only, the ramjet only and simultaneous rocket and ramjet power (combined cycle) to evaluate combustor operation over the entire engine cycle. The test facility provides simulation over the flight Mach number range of 0 to 8 and at various trajectories. The capabilities of the combined cycle engine test facility are presented.

    This document describes the testing and facility requirements to support the Yucca Mountain Project long-term corrosion testing program. The purpose of this document is to describe a corrosion testing program that will (a) reduce model uncertainty and variability, (b) reduce the reliance upon overly conservative assumptions, and (c) improve model defensibility. Test matrices were developed for 17 topical areas (tasks): each matrix corresponds to a specific test activity that is a subset of the total work performed in a task. A future document will identify which of these activities are considered to be performance confirmation activities. Detailed matrices are provided for FY08, FY09 and FY10 and rough order estimates are provided for FY11-17. Criteria for the selection of appropriate test facilities were developed through a meeting of Lead Lab and DOE personnel on October 16-17, 2007. These criteria were applied to the testing activities and recommendations were made for the facility types appropriate to carry out each activity. The facility requirements for each activity were assessed and activities were identified that can not be performed with currently available facilities. Based on this assessment, a total of approximately 10,000 square feet of facility space is recommended to accommodate all future testing, given that all testing is consolidated to a single location. This report is a revision to SAND2008-4922 to address DOE comments.

    The topic of the 2009 Gordon Conference on Applied and Environmental Microbiology is: From Single Cells to the Environment. The Conference will present and discuss cutting-edge research on applied and environmental microbiology with a focus on understanding interactions between microorganisms and the environment at levels ranging from single cells to complex communities. The Conference will feature a wide range of topics such as single cell techniques (including genomics, imaging, and NanoSIMS), microbial diversity at scales ranging from clonal to global, environmental 'meta-omics', biodegradation and bioremediation, metal - microbe interactions, animal microbiomes and symbioses. The Conference will bring together investigators who are at the forefront of their field, and will provide opportunities for junior scientists and graduate students to present their work in poster format and exchange ideas with leaders in the field. Some poster presenters will be selected for short talks. The collegial atmosphere of this Conference, with extensive discussion sessions as well as opportunities for informal gatherings in the afternoons and evenings, provides an ideal setting for scientists from different disciplines to exchange ideas, brainstorm and discuss cross-disciplinary collaborations.

    Bare steel pipelines were first installed years before the turn of the century. Pipeline operators soon realized the lie of bare steel could be greatly enhanced by applying coatings. Thus began ``pipeline rehabilitation.`` Many of the older pipelines were exposed, evaluated, coated and returned to service. This procedure has reached new heights in recent years as coated pipelines of the twentieth century, having lived past their original design life, are now subject to coating failure. Many operator companies with pipelines thirty years or older are faced with ``replace or recondition.`` Considering the emphasis on cost restraints and environmental issues, replacing an existing pipeline is often not the best decision. Rehabilitation is a preferred solution for many operators.

    Benford's Law states that the frequency of first digits of numbers in naturally occurring systems is not evenly distributed. Numbers beginning with a 1 occur roughly 30\\% of the time, and are six times more common than numbers beginning with a 9. We show that Benford's Law applies to social and behavioral features of users in online social networks. We consider social data from five major social networks: Facebook, Twitter, Google Plus, Pinterest, and Live Journal. We show that the distribution of first significant digits of friend and follower counts for users in these systems follow Benford's Law. The same holds for the number of posts users make. We extend this to egocentric networks, showing that friend counts among the people in an individual's social network also follow the expected distribution. We discuss how this can be used to detect suspicious or fraudulent activity online and to validate datasets.
