    Numerous Western analysts have suggested that all American assessments of SDI should proceed not only from a consideration of American intentions, but also from the outlook of Soviet perceptions. Since 23 March 1983, the prevailing tone of Soviet military writings on SDI has been overwhelmingly negative. Myron Hedlin has concluded that this harsh reaction to a U.S. initiative still years from realization suggests both a strong concern about the ultimate impact of these plans on the strategic balance, and a perceived opportunity for scoring propaganda points. Indeed, the present review of Soviet writings since President Reagan's so-called Star Wars speech has yielded both objective Soviet concerns and regressions to psychological warfare. This, in turn, has necessitated a careful effort to separate rhetoric from more official assessments of SDI. While there has long been dispute in the West over the validity of Soviet statements, they have time and again been subsequently confirmed in Soviet hardware, exercises, and operational behavior. Some Western analysts will nonetheless contend that the Soviet statements under examination in this study are merely a commodity for export.

    The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    The U.S. Support Program to IAEA Safeguards (USSP) has funded more than 25 Junior Professional Officer (JPO) positions in the IAEA Department of Safeguards since 2005. JPOs are college graduates with zero to two years’ work experience who work alongside experienced IAEA staff members for one to two years and assist with basic, yet essential work while obtaining valuable experience. They contribute to equipment development, testing, integration, open source information collection and analysis, and software and database development. This paper will study the trends in career progression for the JPOs who have completed assignments with the IAEA in the Department of Safeguards. Brookhaven National Laboratory, in its role in managing the USSP, has compiled information that can be analyzed for this purpose.

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

Nine of the papers primarily address coal-market analysis, coal transportation, and uranium supply.     The objectives of this study were to evaluate the use of mixed waste paper for the production of ethanol fuels and to review the available conversion technologies, and assess developmental status, current and future cost of production and economics, and the market potential. This report is based on the results of literature reviews, telephone conversations, and interviews. Mixed waste paper samples from residential and commercial recycling programs and pulp mill sludge provided by Weyerhauser were analyzed to determine the potential ethanol yields. The markets for ethanol fuel and the economics of converting paper into ethanol were investigated.

    Free-standing paper-like or foil-like materials are an integral part of our technological society. Their uses include protective layers, chemical filters, components of electrical batteries or supercapacitors, adhesive layers, electronic or optoelectronic components, and molecular storage. Inorganic 'paper-like' materials based on nanoscale components such as exfoliated vermiculite or mica platelets have been intensively studied and commercialized as protective coatings, high-temperature binders, dielectric barriers and gas-impermeable membranes. Carbon-based flexible graphite foils composed of stacked platelets of expanded graphite have long been used in packing and gasketing applications because of their chemical resistivity against most media, superior sealability over a wide temperature range, and impermeability to fluids. The discovery of carbon nanotubes brought about bucky paper, which displays excellent mechanical and electrical properties that make it potentially suitable for fuel cell and structural composite applications. Here we report the preparation and characterization of graphene oxide paper, a free-standing carbon-based membrane material made by flow-directed assembly of individual graphene oxide sheets. This new material outperforms many other paper-like materials in stiffness and strength. Its combination of macroscopic flexibility and stiffness is a result of a unique interlocking-tile arrangement of the nanoscale graphene oxide sheets.

Compainies routinely put secretaries and music majors through 30 hours of video training and turned them loose on data processing projects. As the nature of the computing task changed, these same practices were followed and the trainees were set loose on life-critical software development projects. The enormous risks of using programmers with limited training has been by the GAO report on the BSY-2 program.

Kerr Environmental Research Laboratory (RSKERL) has developed a number of issue papers and briefing documents which are designed to exchange up-to-date information related to the remediation of contaminated soil and ground water at hazardous waste sites. In an attempt to make the content of these documents available to a wider audience, RSKERL is developing a series of summary papers which are condensed versions of the original documents. Understanding the processes which dictate transport and fate characteristics of contaminants in soil and ground water is of paramount importance in designing and implementing remediation systems at hazardous waste sites. Sorption is often the most significant of these processes. The summary paper addresses the basic concepts of sorption in soil and ground water with an emphasis on organic contaminants having the characteristics of those often found at existing hazardous waste sites.

    Photorefractive interferometers have been employed for the detection of ultrasound in metals and composites since 1991 [14]. Instances of laser-generated ultrasound and laser-based detection in paper were reported in 1996 [5]. More recently, bismuth silicon oxide (BSO) photorefractive interferometers were adapted to detect ultrasound in paper [6]. In this article we discuss BSO and GaAs photorefractive detection of ultrasound on different paper grades and present the resulting waveforms. Compared to contact piezoelectric transducer methods, laser interferometry offers signifcant advantages. One of these is that it is a noncontact technique. This is especially important for on-line application to lightweight papers which could be marked or damaged by contact transducers. Broadband ultrasonic laser generation matched with the broadband sensitivity of laser interferometers is another beneft. This is important for obtaining narrow pulses in nondispersive time-of-fight determinations and for measuring the phase velocity of dispersive modes over a wide frequency band. Also, laser ultrasonic techniques provide a measure of bending stiffness through the analysis of low frequency A0 waves.

    Papers based biosensors such as lateral flow test strips and paper-based microfluidic devices (or paperfluidics) are inexpensive, rapid, flexible, and easy-to-use analytical tools. An apparent trend in their detection is to interpret sensing results from qualitative assessment to quantitative determination. Electrochemical detection plays an important role in quantification. This review focuses on electrochemical (EC) detection enabled biosensors. The first part provides detailed examples in paper test strips. The second part gives an overview of paperfluidics engaging EC detections. The outlook and recommendation of future directions of EC enabled biosensors are discussed in the end.

    This white paper has been prepared to document the approach to develop strategies to address Idaho National Engineering and Environmental Laboratory (INEEL) science and technology needs/uncertainties to support completion of INEEL Idaho Completion Project (Environmental Management [EM]) projects against the 2012 plan. Important Idaho Completion Project remediation and clean-up projects include the 2008 OU 10-08 Record of Decision, completion of EM by 2012, Idaho Nuclear Technology and Engineering Center Tanks, INEEL CERCLA Disposal Facility, and the Radioactive Waste Management Complex. The objective of this effort was to develop prioritized operational needs and uncertainties that would assist Operations in remediation and clean-up efforts at the INEEL and develop a proposed path forward for the development of science strategies to address these prioritized needs. Fifteen needs/uncertainties were selected to develop an initial approach to science strategies. For each of the 15 needs/uncertainties, a detailed definition was developed. This included extracting information from the past interviews with Operations personnel to provide a detailed description of the need/uncertainty. For each of the 15 prioritized research and development needs, a search was performed to identify the state of the associated knowledge. The knowledge search was performed primarily evaluating ongoing research. The ongoing research reviewed included Environmental Systems Research Analysis, Environmental Management Science Program, Laboratory Directed Research and Development, Inland Northwest Research Alliance, United States Geological Survey, and ongoing Operations supported projects. Results of the knowledge search are documented as part of this document.

    The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment. The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups - surveyors, planners, engineers and natural scientists - in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers - predominantly planners and lawyers - showed variations in their expectations of impact assessment depending on their respective professional affiliation. Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be reflected in the depth and length of such training; and any impact assessment training provided within a profession will often have the 'cultural' imprint of that profession.

    In July 1994, the Executive Director for Operations of the US Nuclear Regulatory Commission (NRC) appointed a Special Review Panel to assess the Differing Professional View or Opinion (DPV/DPO) process, including its effectiveness, how well it is understood by employees, and the organizational climate for having such views aired and properly decided. An additional area within this review was to address the effectiveness of the DPO procedures as they pertain to public access and confidentiality. Further, the Panel was charged with the review of the submittals completed since the last review to identify employees who made significant contributions to the agency or to the public health and safety but had not been adequately recognized for this contribution. The report presents the Special Review Panel`s evaluation of the NRC`s current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional View or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and the Special Review Panel`s recommendations for improving the DPV/DPO process.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

    The study compares commercial available filler products with a new developed “Hybrid Fiber Filler Composite Material” and how main structural, optical and strength properties are affected by increasing the filler content of at least 5% over commercial values. The study consists of: (i) an overview of paper filler materials used in the paper production process, (ii) discusses the manufacturing technology of lime based filler materials for paper applications, (iii) gives an overview of new emerging paper filler technologies, (iv) discusses a filler evaluation of commercial available digital printing paper products, (v) reports from a detailed handsheet study and 12” pilot plant paper machine trial runs with the new Hybrid Fiber Filler Composite Material, and (vi) evaluates and compares commercial filler products and the new Hybrid Fiber Filler Composite Material with a life cycle analyses that explains manufacturing, economic and environmental benefits as they are applied to uncoated digital printing papers.

    The Solar Training and Education for Professionals (STEP) funding program will tackle soft costs by addressing gaps in solar training and energy education, both within the solar workforce and in professions that play a crucial role in solar deployment. First, it will support coordination among the Solar Instructor Training Network (SITN), military bases, and the solar industry. This will ensure that solar instructors are well connected to solar employers, the SITN materials are up-to-date, and veterans are connected to solar training institutions. Second, it will establish new credentials in solar operations and maintenance, and mid-scale installations. Third, this funding program will enable solar training and education for professionals in indirect and related fields such as real estate, finance, insurance, fire and code enforcement, and state regulations. Finally, it will support the expansion of the Grid Engineering for Accelerated Renewable Energy Deployment (GEARED) initiative.

    Over the past year members of DX-1 have participated in several conferences where presentations were made and papers prepared for proceedings. There have also been several papers published in or submitted to refereed journals for publication. Rather that attach all these papers to the DX-1 Quarterly Report, we decided to put them in a Los Alamos report that could be distributed to those who get the quarterly, as well as others that have an interest in the work being done in DX-1 both inside and outside the Laboratory. This compilation does not represent all the work reported during the year because some people have chosen not to include their work here. In particular, there were a number of papers relating to deflagration-to-detonation modeling that were not included. However, this group of papers does present a good picture of much of the unclassified work being done in DX-1. Several of the papers include coauthors from other groups or divisions at the Laboratory, providing an indication of the collaborations in which people in DX-1 are involved. Discussed topics of submitted papers include: shock compression of condensed matter, pyrotechnics, shock waves, molecular spectroscopy, sound speed measurements in PBX-9501, chemical dimerization, and micromechanics of spall and damage in tantalum.

Also presented are contributions that technology will make in maintaining the strategic balance through deterrence, treaty verification, and a sound nuclear weapons complex as the nation prepares for significant arms control initiatives. The DOE nuclear weapons laboratories can contribute to the broader context of national security, one that recognizes that military strength can be maintained over the long term only if it is built upon the foundations of economic strength and energy security.

  7. New Manufacturing Method for Paper Filler and Fiber Material

    The use of fillers in printing and writing papers has become a prerequisite for competing in a global market to reduce the cost of materials. Use of calcium carbonates (ranging from 18% to 30%) as filler is a common practice in the paper industry but the choices of fillers for each type of papers vary widely according to its use. The market for uncoated digital printing paper is one that continues to introduce exciting growth projections and it is important to understand the effect that different types of calcium carbonates have on the paper properties made of 100% eucalyptus pulp. The current study is focused on selecting the most suitable market available calcium carbonate for the production of uncoated Eucalyptus digital printing paper, targeting a potential filler increase of 5% above the currently used filler content. We made hand sheets using 13 different varieties of widely used calcium carbonates [Nine samples of PCC (two rhombic and seven scalenohedral, covering a wide particle size range from 1.2 {micro}m to 2.9 {micro}m), and four samples of GCC (three anionic and one cationic, with a particle size range from 0.7 {micro}m to 1.5 {micro}m)] available in the market followed by a 12? pilot plant paper machine run. The detailed analysis on the main structural, optical and strength properties of the hand sheets found that the most suitable calcium carbonate for uncoated Eucalyptus digital printing paper production is scalenohedral PCC, with a particle size of 1.9 {micro}m for its positive effects on thickness, stiffness, brightness and opacity of paper.

    The objective of this study was to demonstrate the composite reinforcement concept in a hands-on manner, using readily available materials; to demonstrate the consequences of certain defects in these structures; and to quantify the gains made by engineering composite construction, using a simple measurement of Young's modulus of electricity. The materials used were foam rubber beams, beams reinforced on one side by bonding with heavy paper, a beam reinforced on both sides by bonding with heavy paper, and a beam with a defect caused by using a piece of waxed paper midway to prevent bonding of the paper. The experiment is designed to teach students at the high school level or above the concept of Young's modulus, a measure of a material's stiffness. 2 figs. (BM)

    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

  20. Paper area density measurement from forward transmitted scattered light

    A method whereby the average paper fiber area density (weight per unit area) can be directly calculated from the intensity of transmitted, scattered light at two different wavelengths, one being a non-absorpted wavelength. Also, the method makes it possible to derive the water percentage per fiber area density from a two-wavelength measurement. In the optical measuring technique optical transmitted intensity, for example, at 2.1 microns cellulose absorption line is measured and compared with another scattered, optical transmitted intensity reference in the nearby spectrum region, such as 1.68 microns, where there is no absorption. From the ratio of these two intensities, one can calculate the scattering absorption coefficient at 2.1 microns. This absorption coefficient at this wavelength is, then, experimentally correlated to the paper fiber area density. The water percentage per fiber area density can be derived from this two-wavelength measurement approach.

  1. New Manufacturing Method for Paper Filler and Fiber Material

    The use of fillers in printing and writing papers has become a prerequisite for competing in a global market to reduce the cost of materials. Use of calcium carbonates (ranging from 18% to 30%) as filler is a common practice in the paper industry but the choices of fillers for each type of papers vary widely according to its use. The market for uncoated digital printing paper is one that continues to introduce exciting growth projections. and it is important to understand the effect that new manufacturing methods of calcium carbonates have on the energy efficiency and paper production. Research conducted under this award showed that the new fiber filler composite material has the potential to increase the paper filler content by up to 5% without losing mechanical properties. Benefits of the technology can be summarized as follows for a 1% filler increase per metric ton of paper produced: (i) production cost savings over $12, (ii) Energy savings of 100,900 btu, (iii) CO{sub 2} emission savings of 33 lbs, and additional savings for wood preparation, pulping, recovery of 203593 btu with a 46lbs of CO{sub 2} emission savings per 1% filler increase. In addition the technology has the potential to save: (i) additional $3 per ton of bleached pulp produced, (ii) bleaching energy savings of 170,000 btu, (iii) bleaching CO{sub 2} emission savings of 39 lbs, and (iv) additional savings for replacing conventional bleaching chemicals with a sustainable bleaching chemical is estimated to be 900,000 btu with a 205 lbs of CO{sub 2} emission savings per ton of bleached pulp produced. All the above translates to a estimated annual savings for a 12% filler increase of 296 trillion buts� or 51 million barrel of oil equivalent (BOE) or 13.7% of the industries energy demand. This can lead to a increase of renewable energy usage from 56% to close to 70% for the industry sector. CO{sub 2} emission of the industry at a 12% filler increase could be lowered by over 39 million tons annually. If the new technology could be implemented for bleaching process a total annual estimated energy savings potential of 64 trillion buts� or 11 million barrel of oil equivalent (BOE) equal to 3% of the paper industries energy demand could be realized. This could lead to a increase of renewable energy usage from 56% to close to 60% for the industry. CO{sub 2} emissions could be lowered by over 7.4 million tons annually. It is estimated that an installed system could also yield a 75 to 100% return of investment (ROI) rate for the capital equipment that need to be installed for the fiber filler composite manufacturing process.

    This report evaluates the New York paper mill industry in terms of the productive management and treatment of solid wastes. It identifies current efforts by recycling mills to beneficially use paper mill residuals (often called sludge) and suggests additional options that should be considered by the industry in general and individual mills in particular. It also examines the regulations and economics affecting the mills and suggests actions that could improve the industry`s ability to convert wastes to value-added products. The report recommends that the mills should continue measures to reduce fiber and filler clay losses, promote the transfer of usable fiber and clay to mills able to use them, upgrade sludge dewatering capabilities, and take a more regional approach to solid waste disposal problems. State agencies are urged to support these efforts, encourage the development and commercialization of new beneficial use technologies, and reduce regulatory barriers whenever possible.

This is accomplished in part with a yearly meeting held at a national laboratory site. In 2011, this meeting was held at Pacific Northwest National Laboratory. This report documents the events and results of that meeting.

    In this paper, a paper-based ultracapacitors were fabricated by the rod-rolling method with the ink of carbon nanomaterials, which were synthesized by arc discharge under various magnetic conditions. Composites of carbon nanostructures, including high-purity single-walled carbon nanotubes (SWCNTs) and graphene flakes were synthesized simultaneously in a magnetically enhanced arc. These two nanostructures have promising electrical properties and synergistic effects in the application of ultracapacitors. Scanning electron microscope, transmission electron microscope, and Raman spectroscopy were employed to characterize the properties of carbon nanostructures and their thin films. The sheet resistance of the SWCNT and composite thin films was also evaluated by four-point probe from room temperature to the cryogenic temperature as low as 90?K. In addition, measurements of cyclic voltammetery and galvanostatic charging/discharging showed the ultracapacitor based on composites possessed a superior specific capacitance of up to 100?F/g, which is around three times higher than the ultracapacitor entirely fabricated with SWCNT.

  2. Improved energy efficiency in a specialty paper mill

    Energy costs at the James River KVP mill have increased sixfold since the 1973 oil embargo. The cost of energy now surpasses the cost of labor and is second only to that of pulp. Economic pressures thus provide a powerful incentive for efficient use of energy. The KVP mill is a nonintegrated mill that is capable of producing up to 450 tons/day of specialty papers. The mill is equipped with six paper machines, six parchment machines, three off-machine coaters, and related converting equipment. Energy is supplied by a central powerhouse that is equipped with: Two gas/oil-fired Combustion Engineering VU50 power boilers, each capable of producing 210,000 lb/h of 850-psig steam at 825/sup 0/F; One gas/oil-fired Riley water tube boiler capable of producing 150,000 lb/h of 220-psig steam at 525/sup 0/F; Two General Electric turbine generators. No. 5 condensing machine: throttle steam, 850 psig; high-pressure extraction, 220 psig; low-pressure extraction, 220 psig; low-pressure extraction, 38 psig; maximum generation, 9500 kW.     The Next Generation Nuclear Plant (NGNP) will be a licensed commercial high temperature gas-cooled reactor (HTGR) plant capable of producing the electricity and high temperature process heat for industrial markets supporting a range of end-user applications. The NGNP Project has adopted the 10 CFR 52 Combined License (COL) application process, as recommended in the Report to Congress, dated August 2008, as the foundation for the NGNP licensing strategy. NRC licensing of the NGNP plant utilizing this process will demonstrate the efficacy of licensing future HTGRs for commercial industrial applications. This white paper is one in a series of submittals that will address key generic issues of the COL priority licensing topics as part of the process for establishing HTGR regulatory requirements.

    The Department of Energy`s (DOE) Office of Industrial Technologies (OIT) supports research and development (R&D) in industry, the DOE national laboratories, and in universities to develop energy efficient, environmentally-acceptable industrial technologies. The Office of Industrial Technologies is working with seven energy-intensive industries to develop R&D roadmaps that will facilitate cooperative government-industry efforts to achieve energy-efficient, environmentally-acceptable, sustainable industries of the future. The forest products industry is one of the industries with which OIT is working to develop an R&D roadmap. The Advanced Industrial Materials (AIM) Program of the Office of Industrial Technologies sponsors long-term, directed research on materials that will enable industry to develop and utilize more energy-efficient, sustainable processes and technologies. The purpose of the study described in this report was to identify the material R&D needs and opportunities for the pulp and paper mill of the future.

    The US Department of Energy (DOE) is preparing to request the US Environmental Protection Agency (EPA) to certify compliance of the Waste Isolation Pilot Plant (WIPP) with long-term requirements of the environmental Radiation Protection Standards for Management and Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Waste (40 CFR Part 191). The DOE must also demonstrate compliance with the long-term requirements of the Land Disposal Restrictions of the Resource Conservation and Recovery Act (RCRA) (40 CFR Part 268.6). Sandia National Laboratories (SNL) has ben conducting iterative performance assessments (PAs) for the the WIPP to provide guidance to the project on the technical activities required to determine long-term performance of the WIPP disposal system. The most recent PA was conducted in 1992. The objectives of this paper are to: (1) Identify and describe the relationship between non-Salado hydrology and the array of scenarios that might be relevant to the long-term performance of the repository. (2) Identify and describe the array of conceptual and mechanistic models that are required to evaluate the scenarios for the purpose of compliance. (3) Identify and describe the data/information that are required to support the conceptual and mechanistic models.

    The current technique employed to determine the parameters which specify the betatron oscillation in the PEPII ring at SLAC is a global procedure in that the data from each BPM (Beam Position Monitor) is weighted equally. However for more accurate interaction point (IP) measurements it would be beneficial to weight the data from the BPMs closest to the IP much more heavily. Researchers are thus considering the possibility of developing a technique to determine the oscillation parameters near the IP using as few BPMs as possible. In this paper, allowing BPM gains and cross coupling, we show analytically that given data from N BPMs there remain 6N + 2 degrees of freedom in the matrices M{sub A,A}, M{sub B,A}, ..., M{sub N,N-1} unspecified by the observable data alone. From this we demonstrate that data from at least 3 BPMs is required to completely specify the system when the transfer maps between BPMs are assumed known, and that 4 BPMs may be more suitable.

  10. Predicting weak lensing statistics from halo mass reconstructions - Final Paper

    As dark matter does not absorb or emit light, its distribution in the universe must be inferred through indirect effects such as the gravitational lensing of distant galaxies. While most sources are only weakly lensed, the systematic alignment of background galaxies around a foreground lens can constrain the mass of the lens which is largely in the form of dark matter. In this paper, I have implemented a framework to reconstruct all of the mass along lines of sight using a best-case dark matter halo model in which the halo mass is known. This framework is then used to make predictions of the weak lensing of 3,240 generated source galaxies through a 324 arcmin field of the Millennium Simulation. The lensed source ellipticities are characterized by the ellipticity-ellipticity and galaxy-mass correlation functions and compared to the same statistic for the intrinsic and ray-traced ellipticities. In the ellipticity-ellipticity correlation function, I and that the framework systematically under predicts the shear power by an average factor of 2.2 and fails to capture correlation from dark matter structure at scales larger than 1 arcminute. The model predicted galaxy-mass correlation function is in agreement with the ray-traced statistic from scales 0.2 to 0.7 arcminutes, but systematically underpredicts shear power at scales larger than 0.7 arcminutes by an average factor of 1.2. Optimization of the framework code has reduced the mean CPU time per lensing prediction by 70% to 24 5 ms. Physical and computational shortcomings of the framework are discussed, as well as potential improvements for upcoming work.

    Testing of nuclear explosives caused widespread contamination of surface soils on the Nevada Test Site (NTS). Atmospheric tests produced the majority of this contamination. The Radionuclide Inventory and Distribution Program (RIDP) was developed to determine distribution and total inventory of radionuclides in surface soils at the NTS to evaluate areas that may present long-term health hazards. The RIDP achieved this objective with aerial radiological surveys, soil sample results, and in situ gamma spectroscopy. This white paper presents the justification to support the use of RIDP data as a guide for future evaluation and to support closure of Soils Sub-Project sites under the purview of the Federal Facility Agreement and Consent Order. Use of the RIDP data as part of the Data Quality Objective process is expected to provide considerable cost savings and accelerate site closures. The following steps were completed: - Summarize the RIDP data set and evaluate the quality of the data. - Determine the current uses of the RIDP data and cautions associated with its use. - Provide recommendations for enhancing data use through field verification or other methods. The data quality is sufficient to utilize RIDP data during the planning process for site investigation and closure. Project planning activities may include estimating 25-millirem per industrial access year dose rate boundaries, optimizing characterization efforts, projecting final end states, and planning remedial actions. In addition, RIDP data may be used to identify specific radionuclide distributions, and augment other non-radionuclide dose rate data. Finally, the RIDP data can be used to estimate internal and external dose rates. The data quality is sufficient to utilize RIDP data during the planning process for site investigation and closure. Project planning activities may include estimating 25-millirem per industrial access year dose rate boundaries, optimizing characterization efforts, projecting final end states, and planning remedial actions.     Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

    Environmental impact assessment is an international phenomenon. A concept begun by the National Environmental Policy Act (NEPA) of 1969 in the US is becoming an important component of development planning throughout the world. In the summer of 1992, professionals from 44 countries attended the annual meeting of the International Association for Impact Assessment (IAIA). The impact studies can go beyond the project focus of the US to encompass regional and country planning. Through active involvement in the meetings of the international professional organization, the environmental professional has the opportunity to hear formal presentations by those who have differing experiences based upon what is possible within their political and cultural systems. Further, informal interaction at these meetings provides the opportunity to share information, and learn from one another. This presentation will address the role of the professional organization in supporting environmental impact assessment internationally, particularly in developing nations; ways the professional organization can fulfill that role; and how a particular organization, the International Association for Impact Assessment, addresses these challenges.

    On December 8, 1999, the Department of Energy (DOE) published Title 10 CFR 850 (hereafter referred to as the Rule) to establish a chronic beryllium disease prevention program (CBDPP) to: (1) reduce the number of workers currently exposed to beryllium in the course of their work at DOE facilities managed by DOE or its contractors; (2) minimize the levels of, and potential for, exposure to beryllium; and (3) establish medical surveillance requirements to ensure early detection of the disease. On January 4, 2001, DOE issued DOE G 440.1-7A, Implementation Guide for use with 10 CFR 850, Chronic Beryllium Disease Prevention Program, to assist line managers in meeting their responsibilities for implementing the CBDPP. That guide describes methods and techniques that DOE considers acceptable in complying with the Rule. In 2005 a draft DOE Technical Standard ''Management of Items and Areas Containing Low Levels of Beryllium'' (SAFT 0103; hereafter referred to as the ''TS'') was circulated for comment (http://www.hss.energy.gov/NuclearSafety/techstds/tsdrafts/saft-0103.pdf). DOE technical standards are voluntary consensus standards developed when industry standards do not exist (see http://www.hss.energy.gov/NuclearSafety/techstds/index.html for more information). DOE does not require its field elements to implement DOE technical standards, but field elements may choose to adopt these standards to meet specific needs. This beryllium TS is intended to provide best practices and lessons learned for manageing items and areas that contain low levels of beryllium, which has been a costly and technically challenging component of CBDPPs. The TS is also intended to provide guidance for determining if the Rule's housekeeping and release criteria are met. On challenge the TS addressed was the statistical interpretation of data sets with non-detected results, a topic for which no strong consensus exists. Among the many comments on the draft TS was a suggestion that certain of the statistical comparisons described in the TS could be better implemented if analytical results, even when below a reporting limit, were to be reported by analytical laboratories. See Appendix 1 for a review of terminology related to reporting limits. The Beryllium Health and Safety Committee (BHSC) formed a Sampling and Analysis Subcommittee (SAS) in 2003. The SAS established a working group on accreditation and reporting limits. By 2006 it had become evident that the issues extended to data reporting as a whole. The SAS proposed to the BHSC the formation of a Data Reporting Task Force (DRTF) to consider issues related to data reporting. The BHSC Board agreed, and requested that the DRTF generate a white paper, to be offered by the BHSC to potential interested parties such as the DOE policy office that is responsible for beryllium health and safety policy. It was noted that additional products could include detailed guidance and potentially a journal article in the future. The SAS proposed that DRTF membership represent the affected disciplines (chemists, industrial hygiene professionals and statisticians, and the DOE office that is responsible for beryllium health and safety policy). The BHSC Board decided that DRTF membership should come from DOE sites, since the focus would be on reporting in the context of the TS and the Rule. The DRTF came into existence in late 2006. The DRTF membership includes industrial hygienists, analytical chemists and laboratory managers, members of the regulatory and oversight community, and environmental statisticians. A first White Paper, ''Summary of Issues and Path Forward'', was reviewed by the BHSC in March 2007 and issued by the DRTF in June 2007. It describes the charter of the DRTF, introduces some basic terminology (reproduced here in Appendix 1), lays out the issues the DRTF is expected to address, and describes a path forward for the DRTF's work.     The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. These new programs are training and certifying professionals who are accomplishing the goal of increasing building energy performance in both existing and new buildings.

    SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

    Objective resolution of environmental issues involves questions of facts and values, and, for environmental issues to be resolved ethically, a proper synthesis of environmental facts with questions of ethics must occur. In this case study, the proposal by the U.S. Department of Energy (DOE) to use the Yucca Mountain site in southwest Nevada as a deep geologic repository for the permanent disposal of the nation`s high-level nuclear waste is examined in part in the context of the {open_quotes}Code of Ethics and Standards of Practice for Environmental Professionals{close_quotes} adopted by the National Association of Environmental Professionals (NAEP). Current plans are that a repository at the Yucca Mountain site would begin functioning in 2010 and would be sealed after about 150 years. The requirement that a geologic repository must isolate nuclear waste from the environment for at least 10,000 years poses unique challenges to environmental professionals. This case study also analyzes the challenges in terms of the implications of a new federal Executive Order on Ecosystem Management and corresponding internal orders within all federal agencies to conform to the Executive Order. The imposition of the principles and practices of ecosystem-based resource management on federal agencies provides an opportunity to also address, in the context of the DOE Yucca Mountain Project, (1) the ecosystem approach to environmental management, (2) concepts of holistic resource management planning, and (3) the concepts of sustainability and biodiversity. Within this framework there are important implications for environmental ethics and professional practice that must remain at the forefront of concerns of the NAEP over the next two decades.
