    Annual federal and state investments in the collection, storage, and maintenance of resource and environmental data are enormous (estimated in the range of a few to tens of billions of dollars). Despite these investments, the use of information from these databases for societal endpoints has been limited. Further research to evaluate the utility of large environmental databases in the analysis of selected scientific and regulatory questions therefore would be timely. The primary purpose of the paper is to provide an annotated review of selected literature on the topic of information integration in the context of environmental monitoring and assessment. Based on a review of this literature, significant scholarly contributions to this field have been identified as falling into the following four issue areas: institutional, resource/ecological, design, and technological. The publications are grouped, indexed, associated with keywords and organized under these four major issue areas.

    World events significantly shaped the energy issue area work in 1991. The Iraqi war and oil disruption brought our oil pricing, national energy strategy, conservation, electricity supply, and alternative motor fuels work to the forefront. The collapse of Communism also stimulated greater congressional interest in how best to manage our nuclear weapons complex. This effort led the debate on the future needs and technology of weapons facilities, while also providing thoughtful insights on the $200 billion environmental cleanup effort. This paper includes information on these and other U.S. General Accounting Office (GAO) documents directly related to energy that were issued between January and December 1991. Highlights of this paper include: Nuclear waste, Electricity supply, Nuclear science, and Nuclear safety and health.

This Congressional hearing on Societal Risks of Energy Systems reflects the growing interest on the part of Congress, the public, the scientific community, and other groups on this extremely important topic of Risk Analysis. This presentation will contain information on the emergence of an interdisciplinary professional field of risk analysis, including the recently formed Society for Risk Analysis. I will also discuss in some detail various risk analysis programs now in progress at the Oak Ridge National Laboratory and other research institutions. Also included will be some general philosophy concerning risks from energy-producing systems and my perspective on the needs for further developments in the field of risk analysis.

    This paper considers a critical component of the PV infrastructure--the many non-installation related professionals--and how the PV industry and advocates can reach out to educate and train these groups. These professionals include inspectors, builders, developers, architects, utility engineers, lenders, appraisers, and realtors. Each one of these professionals plays a different role through the life of a PV project, and although some professionals are more critical than others, each needs PV-related education. This paper addresses each of these professional groups and their relevance to expanding PV markets. Recommendations are then made for bringing these professional groups to a reasonable stage of familiarity with PV. The focus here is on the development of an infrastructure for PV, but many of the ideas and recommendations apply equally well to other solar and renewable technologies. This paper does not address the training needs for PV installers because several other organizations are now giving attention to this audience since the authors conducted their original study in mid-1998. Many of the recommendations developed in this paper are based on a survey of individuals in the solar field. A survey of over 400 professionals involved in solar energy was conducted by the NC Solar Center in August 1998. Questions addressed both public and professional education needs for the expansion of markets for PV.

    The Guidelines for Home Energy Professionals is a collaboration between the U.S. Department of Energy (DOE) and a wide range of home energy performance industry professionals. The Guidelines project, managed by the National Renewable Energy Laboratory (NREL) for DOE, addresses the need for a highly-skilled weatherization workforce equipped to complete consistent, high-quality home energy upgrades for single-family homes, multifamily homes, and manufactured housing. In doing so, it helps increase energy efficiency in housing, which can mitigate climate change, one of the major challenges of the 21st century.

    The NSF has chosen the site for the Deep Underground Science and Engineering Laboratory (DUSEL) to be in Lead, South Dakota. In fact, the state of South Dakota has already stepped up to the plate and contributed its own funding for the proposed lab, see http://www.sanfordlaboratoryathomestake.org/index.html. The final decision by NSF for funding the Initial Suite of Experiments for DUSEL will be made early in 2009. At that time the NSF Science Board must make a decision. Of order 200 experimentalists have already expressed an interest in performing experiments at DUSEL. In order to assess the interest of the theoretical community, the Center for Cosmology and Astro-Particle Physics (CCAPP) at The Ohio State University (OSU) organized a 3-day DUSEL Theory Workshop in Columbus, Ohio from April 4 - 6, 2008. The workshop focused on the scientific case for six proposed experiments for DUSEL: long baseline neutrino oscillations, proton decay, dark matter, astrophysical neutrinos, neutrinoless double beta decay and N-Nbar oscillations. The outcome of this workshop is the DUSEL Theory White paper addressing the scientific case at a level which may be useful in the decision making process for policy makers at the NSF and in the U.S. Congress.     The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

    The National Institute for Occupational Safety and Health (NIOSH) has compiled the document in response to an increasing number of requests for information about indoor air quality (IAQ), including sick building syndrome. Included in the publication are: NIOSH Congressional testimony that describes the NIOSH IAQ investigations program and summarizes the results of NIOSH research and findings on IAQ problems, NIOSH guidance for conducting indoor air quality investigations, NIOSH journal article on evaluating building ventilation systems, and list of non-NIOSH publications on indoor air quality. As the Federal agency responsible for conducting research and making recommendations for occupational safety and health standards, NIOSH limits its IAQ activities to the occupational environment. The U.S. Environmental Protection Agency (EPA) also conducts an IAQ program and can be contacted for information regarding both occupational and non-occupational settings.

    The testimony summarized information contained in the Proposed Rule on Electrical Safety-Related Work Practices as put forth by OSHA, specifically expanding for clarification the sections dealing with the definition, training, and work practices. NIOSH believes that every worker should be trained to identify and respond appropriately to electrical hazards in the workplace. NIOSH also suggests that the training include a written training program administered by a qualified person. In the selection and use of work practices, NIOSH would recommend that this section also include a specific requirement for the inspect of permanently installed electrical equipment, wiring, and connections, similar to that provided in the section dealing with portable electrical equipment. Modifications of the lockout and tagging procedures are suggested. Regarding definitions, NIOSH suggests that the definition for a qualified person be modified to more appropriately apply to the large range of job classifications covered by Part-S. For the buddy system, a NIOSH definition is offered which stresses the requirement that at least two qualified persons be in the immediate area of work being performed, both of whom have current certifications in cardiopulmonary resuscitation.

    The testimony addressed the proposed rule on control of hazardous energy sources and was offered in support of the position of the Occupational Safety and Health Administration on this issue. Provisions already in existence for cranes, derricks, and power presses require lockout provisions for electrical connections. The proposed rule will extend these protections to nonelectric power sources and add a requirement for isolating nonelectric hazards. The new rule requires a written procedure and training program. NIOSH opposed the use of tags instead of locks, as tags only provide a warning and are subject to several abuses including removal before maintenance is complete and negligence in removing the tag by the service operator when maintenance is completed. Over 20 electrically related fatalities were noted where a deenergized locked-out electrical circuit would have prevented the fatality. In a review of 160 responses concerning injuries where the equipment was turned off, six indicated the equipment was tagged out. Concern was also expressed over the simple tagout permitted for mechanical power transmission systems. NIOSH recommends that each worker should apply and remove his or her own lock.

    The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

    Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

    Free-standing paper-like or foil-like materials are an integral part of our technological society. Their uses include protective layers, chemical filters, components of electrical batteries or supercapacitors, adhesive layers, electronic or optoelectronic components, and molecular storage. Inorganic 'paper-like' materials based on nanoscale components such as exfoliated vermiculite or mica platelets have been intensively studied and commercialized as protective coatings, high-temperature binders, dielectric barriers and gas-impermeable membranes. Carbon-based flexible graphite foils composed of stacked platelets of expanded graphite have long been used in packing and gasketing applications because of their chemical resistivity against most media, superior sealability over a wide temperature range, and impermeability to fluids. The discovery of carbon nanotubes brought about bucky paper, which displays excellent mechanical and electrical properties that make it potentially suitable for fuel cell and structural composite applications. Here we report the preparation and characterization of graphene oxide paper, a free-standing carbon-based membrane material made by flow-directed assembly of individual graphene oxide sheets. This new material outperforms many other paper-like materials in stiffness and strength. Its combination of macroscopic flexibility and stiffness is a result of a unique interlocking-tile arrangement of the nanoscale graphene oxide sheets.

    A variational framework is introduced to describe how a surface bends when it is subject to local constraints on its geometry. This framework is applied to describe the patterns of a folded sheet of paper. The unstretchability of paper implies a constraint on the surface metric; bending is penalized by an energy quadratic in mean curvature. The local Lagrange multipliers enforcing the constraint are identified with a conserved tangential stress that couples to the extrinsic curvature of the sheet. The framework is illustrated by examining the deformation of a flat sheet into a generalized cone.

    Photorefractive interferometers have been employed for the detection of ultrasound in metals and composites since 1991 [1–4]. Instances of laser-generated ultrasound and laser-based detection in paper were reported in 1996 [5]. More recently, bismuth silicon oxide (BSO) photorefractive interferometers were adapted to detect ultrasound in paper [6]. In this article we discuss BSO and GaAs photorefractive detection of ultrasound on different paper grades and present the resulting waveforms. Compared to contact piezoelectric transducer methods, laser interferometry offers signifcant advantages. One of these is that it is a noncontact technique. This is especially important for on-line application to lightweight papers which could be marked or damaged by contact transducers. Broadband ultrasonic laser generation matched with the broadband sensitivity of laser interferometers is another beneft. This is important for obtaining narrow pulses in nondispersive time-of-fight determinations and for measuring the phase velocity of dispersive modes over a wide frequency band. Also, laser ultrasonic techniques provide a measure of bending stiffness through the analysis of low frequency A0 waves.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

    Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

    Five agricultural residues-olive tree fellings, wheat straw, sunflower stalks, vine shoots, and cotton stalks-were evaluated for use as raw materials for paper manufacture. The untreated raw materials and their pulps were tested for hot-water solubles, 1%-NaOH solubles, alcohol-benzene extractables, ash, holocellulose, lignin, [alpha]-cellulose, and pentosans. Handsheets were tested for breaking length, stretch, burst index, and tear index. The results showed wheat straw to be the most promising material. Vine shoots showed the least promise.

    Papers based biosensors such as lateral flow test strips and paper-based microfluidic devices (or paperfluidics) are inexpensive, rapid, flexible, and easy-to-use analytical tools. An apparent trend in their detection is to interpret sensing results from qualitative assessment to quantitative determination. Electrochemical detection plays an important role in quantification. This review focuses on electrochemical (EC) detection enabled biosensors. The first part provides detailed examples in paper test strips. The second part gives an overview of paperfluidics engaging EC detections. The outlook and recommendation of future directions of EC enabled biosensors are discussed in the end.

    The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. These new programs are training and certifying professionals who are accomplishing the goal of increasing building energy performance in both existing and new buildings.

    SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.
