    The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the mixer pump, directional drive system, and the instrumentation associated with the SY-101 tank and support systems, and the proper functioning of the DACS with new Model 984-785 Programmable Logic Controllers (PLCs), new MODBUS PLUS version 2.01 software for the PLCs, and version 3.72 of the GENESIS software will be systematically evaluated by performance of this procedure. The DACS, which is housed in a trailer located just outside of the north fence at the SY tank farm, receives input signals from a variety of sensors located in and around the SY-101 tanks. These sensors provide information such as: tank vapor space and ventilation system H{sub 2} concentration; tank waste temperature; tank pressure; waste density; operating pump parameters such as speed, flow, rotational position, discharge pressure, and internal temperature; strain (for major equipment); and waste level. The output of these sensors is conditioned and transmitted to the DACS computers where these signals are displayed, recorded, and monitored for out-of-specification conditions. If abnormal conditions are detected, then, in certain situations, the DACS automatically generates alarms and causes the system to abort pump operations.

    The 100 and 300 areas of the Hanford Site are included on the US Environmental Protection Agencies (EPA) National Priorities List under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Soil washing is a treatment process that is being considered for the remediation of the soil in these areas. Contaminated soil washing fines can be mixed or blended with cementations materials to produce stable waste forms that can be used for beneficial purposes in mixed or low-level waste landfills, burial trenches, environmental restoration sites, and other applications. This process has been termed co-disposal. The Co-Disposal Treatability Study Test Plan is designed to identify a range of cement-based formulations that could be used in disposal efforts in Hanford in co-disposal applications. The purpose of this document is to provide explicit procedural information for the testing of co-disposal formulations. This plan also provides a discussion of laboratory safety and quality assurance necessary to ensure safe, reproducible testing in the laboratory.

    This report describes results of experiments that were conducted in an unoccupied 1600 square foot house--the Manufactured Housing (MH Lab) at the Florida Solar Energy Center (FSEC)--to evaluate the delivered performance as well as the relative performance of a SEER 21 variable capacity heat pump versus a SEER 13 heat pump. The performance was evaluated with two different duct systems: a standard attic duct system and an indoor duct system located in a dropped-ceiling space.

    In January 2004, after years of litigation in a case that pitted environmental groups and Attorneys General from 10 states against the U.S. Secretary of Energy, the U.S. Court of Appeals for the Second Circuit reestablished the central air conditioner and heat pump standard originally set in January 200. The Courts ruling, which struck down a May 2002 rollback of the 2001 standard to a 12 Seasonal Energy Efficiency Ratio (SEER) mandates that all new central air conditioners and heat pumps meet a 13 SEER standard by January 2006, requiring a 30% increase in efficiency relative to current law. The Annual Energy Outlook 2005 reference case incorporates the 13 SEER standard as mandated by the Courts ruling.

    Enhanced knowledge preservation for DOE DP technical component activities has recently received much attention. As part of this recent knowledge preservation effort, improved documentation of the sample preparation and electrical testing procedures for lead magnesium niobate--lead titanate (PMN/PT) qualification pellets was completed. The qualification pellets are fabricated from the same parent powders used to produce PMN/PT lightning arrestor connector (LAC) granules at HWF&T. In our report, the procedures for fired pellet surface preparation, electrode deposition, electrical testing and data recording are described. The dielectric measurements described in our report are an information only test. Technical reasons for selecting the electrode material, electrode size and geometry are presented. The electrical testing is based on measuring the dielectric constant and dissipation factor of the pellet during cooling from 280 C to 220 C. The most important data are the temperature for which the peak dielectric constant occurs (Curie Point temperature) and the peak dielectric constant magnitude. We determined that the peak dielectric constant for our procedure would be that measured at 1 kHz at the Curie Point. Both the peak dielectric constant and the Curie point parameters provide semi-quantitative information concerning the chemical and microstructural homogeneity of the parent material used for the production of PMN/PT granules for LACs. Finally, we have proposed flag limits for the dielectric data for the pellets. Specifically, if the temperature of the peak dielectric constant falls outside the range of 250 C {+-} 30 C we propose that a flag limit be imposed that will initiate communication between production agency and design agency personnel. If the peak dielectric constant measured falls outside the range 25,000 {+-} 10,000 we also propose that a flag limit be imposed.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

These sensors are used on the Rotary Mode Core Sampling (RMCS) flammable gas interlock (FGI), to detect and quantify hydrogen gas. This procedure supports the testing, that is being performed after cold weather attempts on the Whittaker cell failed.

    We analyze the lung cancer data available from the SEER program with the aim of developing accurate survival prediction models for lung cancer. Carefully designed preprocessing steps resulted in removal/modification/splitting of several attributes, and 2 of the 11 derived attributes were found to have significant predictive power. Several supervised classification methods were used on the preprocessed data along with various data mining optimizations and validations. In our experiments, ensemble voting of five decision tree based classifiers and meta-classifiers was found to result in the best prediction performance in terms of accuracy and area under the ROC curve. We have developedmore » an on-line lung cancer outcome calculator for estimating the risk of mortality after 6 months, 9 months, 1 year, 2 year and 5 years of diagnosis, for which a smaller non-redundant subset of 13 attributes was carefully selected using attribute selection techniques, while trying to retain the predictive power of the original set of attributes. Further, ensemble voting models were also created for predicting conditional survival outcome for lung cancer (estimating risk of mortality after 5 years of diagnosis, given that the patient has already survived for a period of time), and included in the calculator.   12. Review of Test Procedure for Determining HSPFs of Residential Variable-Speed Heat Pumps

    This report reviews the suitability of the existing Heating Seasonal Performance Factor (HSPF) ratings and testing requirements for the current generation of variable-speed (VS) air-source heat pumps. Recent field test results indicate larger discrepancies between rated HSPF and field-observed HSPF for VS models than for single-speed models in the same houses. These findings suggest that the heating season test and ratings procedure should be revisited for VS heat pumps. The ratings and testing procedures are described in ANSI/AHRI 210/240 (2008) for single-speed, two-capacity, and variable-speed units. Analysis of manufacturer and independent test performance data on VS units reveals why the current VS testing/ratings procedure results in overly optimistic HSPF ratings for some VS units relative to other types of heat pumps. This is due to a combination of extrapolation of low speed test data beyond the originally anticipated ambient temperature operating range and the constraints of unit controls, which prevent low speed operation over the range of ambient temperatures assumed in the procedure for low speed. As a result, the HSPFs of such units are being overpredicted relative to those for single- and two-capacity designs. This overprediction has been found to be significantly reduced by use in the HSPF ratings procedure of an alternative higher-load heating load line, described in a companion report (Rice et al., 2015).

The Wastewater Rules and Wastewater Reuse Permit LA-000141-03 require that the procedure used for performing a seepage test be approved by IDEQ prior to conducting the seepage test. The procedures described herein are based on a seepage testing plan that was developed by J-U-B ENGINEERS, Inc. (J-U-B) and has been accepted by several IDEQ offices for lagoons in Idaho.

    The condition of a nuclear material control and accountability system (MC&A) and its individual components, as with any system combining technical elements and documentation, may be characterized through an aggregate of values for the various parameters that determine the system's ability to perform. The MC&A system's status may be functioning effectively, marginally or not functioning based on a summary of the values of the individual parameters. This work included a review of the following subsystems, MC&A and Detecting Material Losses, and their respective elements for the material control and accountability system: (a) Elements of the MC&A Subsystem - Information subsystem (Accountancy/Inventory), Measurement subsystem, Nuclear Material Access subsystem, including tamper-indicating device (TID) program, and Automated Information-gathering subsystem; (b) Elements for Detecting Nuclear Material Loses Subsystem - Inventory Differences, Shipper/receiver Differences, Confirmatory Measurements and differences with accounting data, and TID or Seal Violations. In order to detect the absence or loss of nuclear material there must be appropriate interactions among the elements and their respective subsystems from the list above. Additionally this work includes a review of regulatory requirements for the MC&A system component characteristics and criteria that support the evaluation of the performance of the listed components. The listed components had performance testing algorithms and procedures developed that took into consideration the regulatory criteria. The developed MC&A performance-testing procedures were the basis for a Guide for MC&A Performance Testing at the material balance areas (MBAs) of State Scientific Center of the Russian Federation - Institute for Physics and Power Engineering (SSC RF-IPPE).

    Bidirectional power electronics can add vehicle-to-grid (V2G) capability in a plug-in vehicle, which then allows the vehicle to operate as a distributed resource (DR). The uniqueness of the battery-based V2G power electronics requires a test procedure that will not only maintain IEEE interconnection standards, but can also evaluate the electrical performance of the vehicle working as a DR. The objective of this paper is to discuss a recently published NREL technical report that provides interim test procedures for V2G vehicles for their integration into the electrical distribution systems and for their performance in terms of continuous output power, efficiency, and losses. Additionally, some other test procedures are discussed that are applicable to a V2G vehicle that desires to provide power reserve functions. A few sample test results are provided based on testing of prototype V2G vehicles at NREL.

    This test plan describes the methods to be used in the forensic examination of the Multi-probe Corrosion Monitoring System (MPCMS) installed in the double-shell tank 241-AY-101 (AY-101). The probe was designed by Applied Research and Engineering Sciences (ARES) Corporation. The probe contains four sections, each of which can be removed from the tank independently (H-14-107634, AY-101 MPCMS Removable Probe Assembly) and one fixed center assembly. Each removable section contains three types of passive corrosion coupons: bar coupons, round coupons, and stressed C-rings (H-14-l07635, AY-101 MPCMS Details). Photographs and weights of each coupon were recorded and reported on drawing H-14-107634 and in RPP-RPT-40629, 241-AY-101 MPCMS C-Ring Coupon Photographs. The coupons will be the subject of the forensic analyses. The purpose of this examination will be to document the nature and extent of corrosion of the 29 coupons. This documentation will consist of photographs and photomicrographs of the C-rings and round coupons, as well as the weights of the bar and round coupons during corrosion removal. The total weight loss of the cleaned coupons will be used in conjunction with the surface area of each to calculate corrosion rates in mils per year. The bar coupons were presumably placed to investigate the liquid-air-interface. An analysis of the waste level heights in the waste tank will be investigated as part of this examination.

    A conceptual framework is developed that categorizes measurement protocols for forced-air thermal distribution systems in small buildings. This framework is based on the distinction between two generic approaches. The {open_quote}system-comparison{close_quote} approach seeks to determine, via a pair of whole-house energy-use measurements, the difference in energy use between the house with the as-found duct system and the same house with no energy losses attributable to the thermal distribution system. The {open_quote}component loss-factor{close_quote} approach identifies and measures the individual causes of duct losses, and then builds up a value for the net overall duct efficiency, usually with the help of computer simulation. Examples of each approach are analyzed and related to a proposed Figure of Merit for thermal distribution systems. This Figure of Merit would serve as the basis for a Standard Method of Test analogous to those already in place for furnaces, boilers, air conditioners, and heat pumps.

    The spiral notch torsion test (SNTT) has been utilized to investigate the crack growth behavior of X52 steel base and welded materials used for hydrogen infrastructures. The X52 steel materials are received from a welded pipe using friction stir welding techniques. Finite element models were established to study the crack growth behavior of steel SNTT steel samples, which were assumed to be isotropic material. A series SNTT models were set up to cover various crack penetration cases, of which the ratios between crack depth to diameter (a/D ratio) ranging from 0.10 to 0.45. The evolution of compliance and energy release rates in the SNTT method have been investigated with different cases, including different geometries and materials. Indices of characteristic compliance and energy release rates have been proposed. Good agreement has been achieved between predictions from different cases in the same trend. These work shed lights on a successful protocol for SNTT application in wide range of structural materials. The further effort needed for compliance function development is to extend the current developed compliance function to the deep crack penetration arena, in the range of 0.55 to 0.85 to effectively determine fracture toughness for extremely tough materials.

    Since the late 1970s, energy labeling programs and mandatory energy performance standards have been used in many different countries to improve the efficiency levels of major residential and commercial equipment. As more countries and regions launch programs covering a greater range of products that are traded worldwide, greater attention has been given to harmonizing the specific efficiency criteria in these programs and the test methods for measurements. For example, an international compact fluorescent light (CFL) harmonization initiative was launched in 2006 to focus on collaboration between Australia, China, Europe and North America. Given the long history of standards and labeling programs, most major energy-consuming residential appliances and commercial equipment are already covered under minimum energy performance standards (MEPS) and/or energy labels. For these products, such as clothes washers and CFLs, harmonization may still be possible when national MEPS or labeling thresholds are revised. Greater opportunity for harmonization exists in newer energy-consuming products that are not commonly regulated but are under consideration for new standards and labeling programs. This may include commercial products such as water dispensers and vending machines, which are only covered by MEPS or energy labels in a few countries or regions. As China continues to expand its appliance standards and labeling programs and revise existing standards and labels, it is important to learn from recent international experiences with efficiency criteria and test procedures for the same products. Specifically, various types of standards and labeling programs already exist in North America, Europe and throughout Asia for products in China's 2010 standards and labeling programs, namely clothes washers, water dispensers, vending machines and CFLs. This report thus examines similarities and critical differences in energy efficiency values, test procedure specifications and other technical performance requirements in existing international programs in order to shed light on where Chinese programs currently stands and considerations for their 2010 programs.

    Window air conditioners are the dominant cooling product for residences, in terms of annual unit sales. They are inexpensive, portable and can be installed by the owner. For this reason, they are an attractive solution for supplemental cooling, for retrofitting air conditioning into a home which lacks ductwork, and for renters. Window air conditioners for sale in the United States are required to meet very modest minimum efficiency standards. Four window air conditioners' performance were tested in the Advanced HVAC Systems Laboratory on NREL's campus in Golden, CO. In order to separate and study the refrigerant system's performance, the unit's internal leakage pathways, the unit's fanforced ventilation, and the leakage around the unit resulting from installation in a window, a series of tests were devised that focused on each aspect of the unit's performance. These tests were designed to develop a detailed performance map to determine whole-house performance in different climates. Even though the test regimen deviated thoroughly from the industry-standard ratings test, the results permit simple calculation of an estimated rating for both capacity and efficiency that would result from a standard ratings test. Using this calculation method, it was found that the three new air conditioners' measured performance was consistent with their ratings. This method also permits calculation of equivalent SEER for the test articles. Performance datasets were developed across a broad range of indoor and outdoor operating conditions, and used them to generate performance maps.

    The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

    A procedure and tools for quantifying surface cleanliness are described. Cleanliness of a target surface is quantified by wiping a prescribed area of the surface with a flexible, bright white cloth swatch, preferably mounted on a special tool. The cloth picks up a substantial amount of any particulate surface contamination. The amount of contamination is determined by measuring the reflectivity loss of the cloth before and after wiping on the contaminated system and comparing that loss to a previous calibration with similar contamination. In the alternative, a visual comparison of the contaminated cloth to a contamination key provides an indication of the surface cleanliness.

    This test report documents the results that were obtained while conducting the test procedure which bypassed the heat exchangers in the HC-21C sludge stabilization process. The test was performed on November 15, 1994 using WHC-SD-CP-TC-031, ``Heat Exchanger Bypass Test Procedure.`` The primary objective of the test procedure was to determine if the heat exchangers were contributing to condensation of moisture in the off-gas line. This condensation was observed in the rotameters. Also, a secondary objective was to determine if temperatures at the rotameters would be too high and damage them or make them inaccurate without the heat exchangers in place.

    The New Brunswick Laboratory (NBL) provides assessment support to the DOE Operations Offices in the area of Material Control and Accountability (MC and A). During surveys of facilities, the Operations Offices have begun to request from NBL either assistance in providing materials for performance testing of accountability measurements or both materials and personnel to do performance testing. To meet these needs, NBL has developed measurement and measurement control performance test procedures and materials. The present NBL repertoire of performance tests include the following: (1) mass measurement performance testing procedures using calibrated and traceable test weights, (2) uranium elemental concentration (assay) measurement performance tests which use ampulated solutions of normal uranyl nitrate containing approximately 7 milligrams of uranium per gram of solution, and (3) uranium isotopic measurement performance tests which use ampulated uranyl nitrate solutions with enrichments ranging from 4% to 90% U-235. The preparation, characterization, and packaging of the uranium isotopic and assay performance test materials were done in cooperation with the NBL Safeguards Measurements Evaluation Program since these materials can be used for both purposes.

    The objective of the United States (U.S.) Department of Energy's (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations.Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes.     This paper provides a characterization of human reliability analysis (HRA) issues for computerized procedures in nuclear power plant control rooms. It is beyond the scope of this paper to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper provides a review of HRA as applied to traditional paper-based procedures, followed by a discussion of what specific factors should additionally be considered in HRAs for computerized procedures. Performance shaping factors and failure modes unique to computerized procedures are highlighted. Since there is no definitive guide to HRA for paper-based procedures, this paper also serves to clarify the existing guidance on paper-based procedures before delving into the unique aspects of computerized procedures.

    The widespread introduction of electrically-propelled vehicles is currently part of many political strategies and introduction plans. These new vehicles, ranging from limited (mild) hybrid to plug-in hybrid to fully-battery powered, will rely on a new class of advanced storage batteries, such as those based on lithium, to meet different technical and economical targets. The testing of these batteries to determine the performance and life in the various applications is a time-consuming and costly process that is not yet well developed. There are many examples of parallel testing activities that are poorly coordinated, for example, those in Europe, Japan and the US. These costs and efforts may be better leveraged through international collaboration, such as that possible within the framework of the International Energy Agency. Here, a new effort is under development that will establish standardized, accelerated testing procedures and will allow battery testing organizations to cooperate in the analysis of the resulting data. This paper reviews the present state-of-the-art in accelerated life testing in Europe, Japan and the US. The existing test procedures will be collected, compared and analyzed with the goal of international collaboration.

    A solution of the well response to a prematurely terminated slug test (PTST) is presented. The advantages of a PTST over conventional slug tests are discussed. A systematized procedure of a PTST is proposed, where a slug test is terminated in the midpoint of the flow point, and the subsequent shut-in data is recorded and analyzed. This method requires a downhole shut-in device and a pressure transducer, which is no more than the conventional deep-well slug testing. As opposed to slug tests, which are ineffective when a skin is present, more accurate estimate of formation permeability can be made using a PTST. Premature termination also shortens the test duration considerably. Because in most cases no more information is gained by completing a slug test to the end, the author recommends that conventional slug tests be replaced by the premature termination technique. This study is part of an investigation of the feasibility of geologic isolation of nuclear wastes being carried out by the US Department of Energy and the National Cooperative for the Storage of Radioactive Waste of Switzerland.

    The purpose of this report is to evaluate the repeatability of the three most significant measurement techniques for duct leakage using data from the literature and recently obtained field data. We will also briefly discuss the first two factors. The main question to be answered by this study is to determine if differences in the repeatability of these tests methods is sufficient to indicate that any of these methods is so poor that it should be excluded from consideration as an allowed procedure in codes and standards. The three duct leak measurement methods assessed in this report are the two duct pressurization methods that are commonly used by many practitioners and the DeltaQ technique. These are methods B, C and A, respectively of the ASTM E1554 standard. Although it would be useful to evaluate other duct leak test methods, this study focused on those test methods that are commonly used and are required in various test standards, such as BPI (2010), RESNET (2014), ASHRAE 62.2 (2013), California Title 24 (CEC 2012), DOE Weatherization and many other energy efficiency programs.

    Most activities that involve human interaction with systems in a nuclear power plant are guided by procedures. Traditionally, the use of procedures has been a paper-based process that supports safe operation of the nuclear power industry. However, the nuclear industry is constantly trying to find ways to decrease the human error rate, especially the human errors associated with procedure use. Advances in digital technology make computer-based procedures (CBPs) a valid option that provides further enhancement of safety by improving human performance related to procedure use. The transition from paper-based procedures (PBPs) to CBPs creates a need for a computer-based procedure system (CBPS). A CBPS needs to have the ability to perform logical operations in order to adjust to the inputs received from either users or real time data from plant status databases. Without the ability for logical operations the procedure is just an electronic copy of the paper-based procedure. In order to provide the CBPS with the information it needs to display the procedure steps to the user, special care is needed in the format used to deliver all data and instructions to create the steps. The procedure should be broken down into basic elements and formatted in a standard method for the CBPS. One way to build the underlying data architecture is to use an Extensible Markup Language (XML) schema, which utilizes basic elements to build each step in the smart procedure. The attributes of each step will determine the type of functionality that the system will generate for that step. The CBPS will provide the context for the step to deliver referential information, request a decision, or accept input from the user. The XML schema needs to provide all data necessary for the system to accurately perform each step without the need for the procedure writer to reprogram the CBPS. The research team at the Idaho National Laboratory has developed a prototype CBPS for field workers as well as the underlying data structure for such CBPS. The objective of the research effort is to develop guidance on how to design both the user interface and the underlying schema. This paper will describe the result and insights gained from the research activities conducted to date.

    The design, analysis, and key features of the Modular Isotopic Thermoelectric Generator (MITG) were described in a 1981 IECEC paper; and the design, fabrication, testing, and post-test analysis of test assemblies simulating prototypical MITG modules were described in preceding papers in these proceedings. These analyses succeeded in identifying and explaining the principal causes of thermal-stress problems encountered in the tests, and in confirming the effectiveness of design changes for alleviating them. The present paper presents additional design improvements for solving these and other problems, and describes new thermoelectric material properties generated by independent laboratories over the past two years. Based on these changes and on a revised fabrication procedure, it presents a reoptimization of the MITG design and computes the power-to-weight ratio for the revised design. That ratio is appreciably lower than the 1981 prediction, primarily because of changes in material properties; but it is still much higher than the specific power of current-generation RTGs.

    We have demonstrated the feasibility of conducting penetration tests on high efficiency particulate air (HEPA) filters as installed in nuclear ventilation systems. The in-place penetration test, which is designed to yield equivalent penetration measurements as the standard DOP efficiency test, is based on measuring the aerosol penetration of the filter installation as a function of particle size using a portable laser particle counter. This in-place penetration test is compared to the current in-place leak test using light scattering photometers for single HEPA filter installations and for HEPA filter plenums using the shroud method. Test results show the in-place penetration test is more sensitive than the in-place leak test, has a similar operating procedure, but takes longer to conduct. Additional tests are required to confirm that the in-place penetration test yields identical results as the standard dioctyl phthalate (DOP) penetration test for HEPA filters with controlled leaks in the filter and gasket and duct by-pass leaks. Further development of the procedure is also required to reduce the test time before the in- place penetration test is practical.

    A well-test method involving injection of hot (or cold) water into a groundwater aquifer, or injecting cold water into a geothermal reservoir is disclosed. By making temperature measurements at various depths in one or more observation wells, certain properties of the aquifer are determined. These properties, not obtainable from conventional well test procedures, include the permeability anisotropy, and layering in the aquifer, and in-situ thermal properties. The temperature measurements at various depths are obtained from thermistors mounted in the observation wells.

Typical results from the use of this procedure are the monthly and annual energy used for lighting, energy savings from occupancy or daylighting controls, and the percent of the total building energy use that is used by the lighting system.     The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

It is based on technical targets established for energy storage development projects aimed at meeting system level DOE goals for Plug-in Hybrid Electric Vehicles (PHEV). The specific procedures defined in this manual support the performance and life characterization of advanced battery devices under development for PHEVs. However, it does share some methods described in the previously published battery test manual for power-assist hybrid electric vehicles. Due to the complexity of some of the procedures and supporting analysis, a revision including some modifications and clarifications of these procedures is expected. As in previous battery and capacitor test manuals, this version of the manual defines testing methods for full-size battery systems, along with provisions for scaling these tests for modules, cells or other subscale level devices.

    Duct leakage often needs to be measured to demonstrate compliance with requirements or to determine energy or Indoor Air Quality (IAQ) impacts. Testing is often done using standards such as ASTM E1554 (ASTM 2013) or California Title 24 (California Energy Commission 2013 & 2013b), but there are several choices of methods available within the accepted standards. Determining which method to use or not use requires an evaluation of those methods in the context of the particular needs. Three factors that are important considerations are the cost of the measurement, the accuracy of the measurement and the repeatability of the measurement. The purpose of this report is to evaluate the repeatability of the three most significant measurement techniques using data from the literature and recently obtained field data. We will also briefly discuss the first two factors. The main question to be answered by this study is to determine if differences in the repeatability of these tests methods is sufficient to indicate that any of these methods is so poor that it should be excluded from consideration as an allowed procedure in codes and standards.

    A double-shell tank (DST) inspection (DSTI) system was performance tested over three months until August 1995 at Pittsburgh, Pennsylvania, completing a contract initiated in February 1993 to design, fabricate, and test an ultrasonic inspection system intended to provide ultrasonic test (UT) and visual data to determine the integrity of 28 DSTs at Hanford. The DSTs are approximately one-million-gallon underground radioactive-waste storage tanks. The test was performed in accordance with a procedure (Jensen 1995) that included requirements described in the contract specification (Pfluger 1995). This report documents the results of tests conducted to evaluate the performance of the DSTI system against the requirements of the contract specification. The test of the DSTI system also reflects the performance of qualified personnel and operating procedures.

    A vertical vessel, having a low bed of broken material, having included combustible material, is initially ignited by a plurality of ignitors spaced over the surface of the bed, by adding fresh, broken material onto the bed to buildup the bed to its operating depth and then passing a combustible mixture of gas upwardly through the material, at a rate to prevent back-firing of the gas, while air and recycled gas is passed through the bed to thereby heat the material and commence the desired laterally uniform combustion in the bed. The procedure permits precise control of the air and gaseous fuel mixtures and material rates, and permits the use of the process equipment designed for continuous operation of the vessel.

    The panel data modeling has received a great attention in econometric research recently. This is due to the availability of data sources and the interest to study cross sections of individuals observed over time. However, the problems may arise in modeling the panel in the presence of cross sectional dependence and outliers. Even though there are few methods that take into consideration the presence of cross sectional dependence in the panel, the methods may provide inconsistent parameter estimates and inferences when outliers occur in the panel. As such, an alternative method that is robust to outliers and cross sectional dependence is introduced in this paper. The properties and construction of the confidence interval for the parameter estimates are also considered in this paper. The robustness of the procedure is investigated and comparisons are made to the existing method via simulation studies. Our results have shown that robust approach is able to produce an accurate and reliable parameter estimates under the condition considered.

Since the decoder requires only the actual bin width values -- but not the method by which they were computed -- the standard allows for future refinements of the WSQ algorithm by improving the method used to select the scalar quantizer bin widths. This report proposes a bit allocation procedure for use with the first-generation WSQ encoder. In previous work a specific formula is provided for the relative sizes of the scalar quantizer bin widths in terms of the variances of the SWT subbands. An explicit specification for the constant of proportionality, q, that determines the absolute bin widths was not given. The actual compression ratio produced by the WSQ algorithm will generally vary from image to image depending on the amount of coding gain obtained by the run-length and Huffman coding, stages of the algorithm, but testing performed by the FBI established that WSQ compression produces archival quality images at compression ratios of around 20 to 1. The bit allocation procedure described in this report possesses a control parameter, r, that can be set by the user to achieve a predetermined amount of lossy compression, effectively giving the user control over the amount of distortion introduced by quantization noise. The variability observed in final compression ratios is thus due only to differences in lossless coding gain from image to image, chiefly a result of the varying amounts of blank background surrounding the print area in the images. Experimental results are presented that demonstrate the proposed method`s effectiveness.

    A habitat evaluation procedures (HEP) analysis was conducted on the Eder acquisition in July 2007 to determine how many protection habitat units to credit Bonneville Power Administration (BPA) for providing funds to acquire the project site as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. Baseline HEP surveys generated 3,857.64 habitat units or 1.16 HUs per acre. HEP surveys also served to document general habitat conditions. Survey results indicated that the herbaceous plant community lacked forbs species, which may be due to both livestock grazing and the late timing of the surveys. Moreover, the herbaceous plant community lacked structure based on lower than expected visual obstruction readings (VOR); likely a direct result of livestock impacts. In addition, introduced herbaceous vegetation including cultivated pasture grasses, e.g. crested wheatgrass and/or invader species such as cheatgrass and mustard, were present on most areas surveyed. The shrub element within the shrubsteppe cover type was generally a mosaic of moderate to dense shrubby areas interspersed with open grassland communities while the 'steppe' component was almost entirely devoid of shrubs. Riparian shrub and forest areas were somewhat stressed by livestock. Moreover, shrub and tree communities along the lower reaches of Nine Mile Creek suffered from lack of water due to the previous landowners 'piping' water out of the stream channel.

    Accurate measurements of wick properties must be available to design high-performance beat pipes and to properly interpret results from heat pipe tests. In a program that is aimed at developing heat-pipe receivers for solar-Stirling electric systems, we have recently explored procedures to measure the effective pore radius and permeability of wick materials in their final ``as fabricated`` condition. Measurement techniques are compared in this paper and problems that are frequently encountered in measuring wick properties are discussed.
