    Dear Office of Energy Policy and Systems Analysis, I lead a series of annual environmental policy forums that target the leaders within the Minnesota environmental and energy policy community (http://www.environmental-initiative.org/projects/policy-forum-series), and our next forum (on Sept. 24th) will be focused on the risks and rewards associated with fuel transport to/through Minnesota, as well as what policy decisions and trade-offs we are facing as a state. I am looking for a speaker to open the four-hour forum who can provide broader context on the issue of fuel transport infrastructure, as well as speak to federal vs. state jurisdiction and both the big-picture/long-term and the immediate on-the-ground trade-offs.

    The Department of Energy Office of Nuclear Safeguards and Security (NA-241) is supporting the project Coincidence Counting With Boron-Based Alternative Neutron Detection Technology at Pacific Northwest National Laboratory (PNNL) for the development of a 3He proportional counter alternative neutron coincidence counter. The goal of this project is to design, build and demonstrate a system based upon 10B-lined proportional tubes in a configuration typical for 3He-based coincidence counter applications. This report provides results of initial testing of an Alternative Boron-Based Uranium Neutron Coincidence Collar (ABUNCL) design built by General Electric Reuter-Stokes. Several configurations of the ABUNCL models, which use 10B-lined proportional counters in place of 3He proportional counters for the neutron detection elements, were previously reported. The ABUNCL tested is of a different design than previously modeled. Initial experimental testing of the as-delivered passive ABUNCL was performed, and modeling will be conducted. Testing of the system reconfigured for active testing will be performed in the near future, followed by testing with nuclear fuel.

  5. The Murmansk Initiative - RF: Acceptance Testing

    The Murmansk Initiative-RF (MI) was conceived to provide the Russian Federation (RF) with the capacity to manage low-level liquid radioactive waste (LLRW) and comply with the requirements of the London Convention that prohibit ocean dumping. The trilateral project among Norway, the RF, and the United States of America (U.S.) began in 1994 and was the first to utilize exclusively Russian subcontractors to upgrade and expand an existing LLRW treatment plant on the premises of RTP Atomflot in Murmansk, Russia. The project moved quickly through the design phase. Progress during the construction phase was somewhat slower because of difficulties with acquisition of hardware, inexperience with automated instrumentation and control equipment, and unexpected design changes in the cementation unit. The project advanced into the test-operation phase, which is currently underway, in June 2001. Initial runs with liquid waste have revealed that procedures for unloading spent ion-exchange sorbents could be improved and that sludges formed during removal of alkaline-earth metals should be compacted in order for the facility to operate at its full potential. Resolution of these issues is expected within the next few months.

All activities are closely linked to industry outreach and advisory efforts.Generally speaking, the OPSAID project is focused on providing comprehensive security functionality to PCS that communicate using IP. This is done through creating an interoperable PCS security architecture and developing a reference implementation, which is tested extensively for performance and reliability.This report first provides background on the PCS security problem and OPSAID, followed by goals and objectives of the project. The report also includes an overview of the results, including the OPSAID architecture and testing activities, along with results from industry outreach activities. Conclusion and recommendation sections follow. Finally, a series of appendices provide more detailed information regarding architecture and testing activities.Summarizing the project results, the OPSAID architecture was defined, which includes modular security functionality and corresponding component modules. The reference implementation, which includes the collection of component modules, was tested extensively and proved to provide more than acceptable performance in a variety of test scenarios. The primary challenge in implementation and testing was correcting initial configuration errors.OPSAID industry outreach efforts were very successful. A small group of industry partners were extensively involved in both the design and testing of OPSAID. Conference presentations resulted in creating a larger group of potential industry partners.Based upon experience implementing and testing OPSAID, as well as through collecting industry feedback, the OPSAID project has done well and is well received. Recommendations for future work include further development of advanced functionality, refinement of interoperability guidance, additional laboratory and field testing, and industry outreach that includes PCS owner education. 4 5 --This page intentionally left blank --

    Future Relativistic Heavy Ion Collider (RHIC) runs, including a portion of FY10 heavy ion operations, will explore collisions at center of mass energies of 5-50 GeV/n (GeV/nucleon). Operations at these energies is motivated by a search for the QCD phase transition critical point. The lowest end of this energy range is nearly a factor of four below the nominal RHIC injection center of mass energy of {radical} s = 20.8 GeV/n. There are several operational challenges in the RHIC low-energy regime, including harmonic number changes, small longitudinal acceptance, lowered magnet field quality, nonlinear orbit control, and luminosity monitoring. We report on the experience with some of these challenges during beam tests with gold in March 2008, including first RHIC operations at {radical}s = 9.18 GeV/n and first beam experience at {radical}s = 5 GeV/n.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    This paper describes an ongoing effort to develop a detonation sensitivity test for PBX-9501 that is suitable for studying pristine and damaged HE. The approach involves testing and comparing the sensitivities of HE pressed to various densities and those of pre-damaged samples with similar porosities. The ultimate objectives are to understand the response of pre-damaged HE to shock impacts and to develop practical computational models for use in system analysis codes for HE safety studies. Computer simulation with the CTH shock physics code is used to aid the experimental design and analyze the test results. In the calculations, initiation and growth or failure of detonation are modeled with the empirical HVRB model. The historical LANL SSGT and LSGT were reviewed and it was determined that a new, modified gap test be developed to satisfy the current requirements. In the new test, the donor/spacer/acceptor assembly is placed in a holder that is designed to work with fixtures for pre-damaging the acceptor sample. CTH simulations were made of the gap test with PBX-9501 samples pressed to three different densities. The calculated sensitivities were validated by test observations. The agreement between the computed and experimental critical gap thicknesses, ranging from 9 to 21 mm under various test conditions, is well within 1 mm. These results show that the numerical modeling is a valuable complement to the experimental efforts in studying and understanding shock initiation of PBX-9501.

    In support of the US Department of Energy's Stirling Engine Highway Vehicle Systems Program, NASA Lewis Research Center is evaluating variable-stroke control for Stirling engines. The engine being tested is the Advenco Stirling engine; this engine was manufactured by Philips Research Laboratories of the Netherlands and uses a variable-angle swash-plate drive to achieve variable stroke operation. This report describes the engine, presents initial steady-state test data taken at Lewis, and describes a major drive system failure and subsequent modifications. Computer simulation results are presented to show potential part-load efficiency gains with variable-stroke control.

  20. Initial Back-to-Back Fission Chamber Testing in ATRC

    Development and testing of in-pile, real-time neutron sensors for use in Materials Test Reactor experiments is an ongoing project at Idaho National Laboratory. The Advanced Test Reactor National Scientific User Facility has sponsored a series of projects to evaluate neutron detector options in the Advanced Test Reactor Critical Facility (ATRC). Special hardware was designed and fabricated to enable testing of the detectors in the ATRC. Initial testing of Self-Powered Neutron Detectors and miniature fission chambers produced promising results. Follow-on testing required more experiment hardware to be developed. The follow-on testing used a Back-to-Back fission chamber with the intent to provide calibration data, and a means of measuring spectral indices. As indicated within this document, this is the first time in decades that BTB fission chambers have been used in INL facilities. Results from these fission chamber measurements provide a baseline reference for future measurements with Back-to-Back fission chambers.

    One of the events postulated in the hazard analysis at the Waste Treatment and Immobilization Plant (WTP) and other U.S. Department of Energy (DOE) nuclear facilities is a breach in process piping that produces aerosols with droplet sizes in the respirable range. The current approach for predicting the size and concentration of aerosols produced in a spray leak involves extrapolating from correlations reported in the literature. These correlations are based on results obtained from small engineered spray nozzles using pure liquids with Newtonian fluid behavior. The narrow ranges of physical properties on which the correlations are based do not cover the wide range of slurries and viscous materials that will be processed in the WTP and across processing facilities in the DOE complex. Two key technical areas were identified where testing results were needed to improve the technical basis by reducing the uncertainty due to extrapolating existing literature results. The first technical need was to quantify the role of slurry particles in small breaches where the slurry particles may plug and result in substantially reduced, or even negligible, respirable fraction formed by high-pressure sprays. The second technical need was to determine the aerosol droplet size distribution and volume from prototypic breaches and fluids, specifically including sprays from larger breaches with slurries where data from the literature are scarce. To address these technical areas, small- and large-scale test stands were constructed and operated with simulants to determine aerosol release fractions and net generation rates from a range of breach sizes and geometries. The properties of the simulants represented the range of properties expected in the WTP process streams and included water, sodium salt solutions, slurries containing boehmite or gibbsite, and a hazardous chemical simulant.     One of the events postulated in the hazard analysis at the Waste Treatment and Immobilization Plant (WTP) and other U.S. Department of Energy (DOE) nuclear facilities is a breach in process piping that produces aerosols with droplet sizes in the respirable range. The current approach for predicting the size and concentration of aerosols produced in a spray leak involves extrapolating from correlations reported in the literature. These correlations are based on results obtained from small engineered spray nozzles using pure liquids with Newtonian fluid behavior. The narrow ranges of physical properties on which the correlations are based do not cover the wide range of slurries and viscous materials that will be processed in the WTP and across processing facilities in the DOE complex. Two key technical areas were identified where testing results were needed to improve the technical basis by reducing the uncertainty due to extrapolating existing literature results. The first technical need was to quantify the role of slurry particles in small breaches where the slurry particles may plug and result in substantially reduced, or even negligible, respirable fraction formed by high-pressure sprays. The second technical need was to determine the aerosol droplet size distribution and volume from prototypic breaches and fluids, specifically including sprays from larger breaches with slurries where data from the literature are scarce. To address these technical areas, small- and large-scale test stands were constructed and operated with simulants to determine aerosol release fractions and generation rates from a range of breach sizes and geometries. The properties of the simulants represented the range of properties expected in the WTP process streams and included water, sodium salt solutions, slurries containing boehmite or gibbsite, and a hazardous chemical simulant.   8. Initiate test loop irradiations of ALSEP process solvent

    This report describes the initial results of the study of the impacts of gamma radiolysis upon the efficacy of the ALSEP process and is written in completion of milestone M3FT-14IN030202. Initial irradiations, up to 100 kGy absorbed dose, of the extraction section of the ALSEP process have been completed. The organic solvent used for these experiments contained 0.05 M TODGA and 0.75 M HEH[EHP] dissolved in n-dodecane. The ALSEP solvent was irradiated while in contact with 3 M nitric acid and the solutions were sparged with compressed air in order to maintain aerated conditions. The irradiated phases were used for the determination of americium and europium distribution ratios as a function of absorbed dose for the extraction and stripping conditions. Analysis of the irradiated phases in order to determine solvent composition as a function of absorbed dose is ongoing. Unfortunately, the failure of analytical equipment necessary for the analysis of the irradiated samples has made the consistent interpretation of the analytical results difficult. Continuing work will include study of the impacts of gamma radiolysis upon the extraction of actinides and lanthanides by the ALSEP solvent and the stripping of the extracted metals from the loaded solvent. The irradiated aqueous and organic phases will be analyzed in order to determine the variation in concentration of solvent components with absorbed gamma dose. Where possible, radiolysis degradation product will be identified.

    To determine current acquisition procedures and costs and to further the goals of the President's Initiative for Native Tribes, a seismic-survey project is to be conducted on Osage tribal lands. The goals of the program are to demonstrate the capabilities, costs, and effectiveness of 3-D seismic work in a small-operator setting and to determine the economics of such a survey. For these purposes, typical small-scale independent-operator practices are being followed and a shallow target chose in an area with a high concentration of independent operators. The results will be analyzed in detail to determine if there are improvements and/or innovations which can be easily introduced in field-acquisition procedures, in processing, or in data manipulation and interpretation to further reduce operating costs and to make the system still more active to the small-scale operator.

  13. Initial tests of an AC dipole for the Tevatron

    The AC dipole is a device to diagnose transverse motions of a beam. It can achieve large-amplitude oscillations without two inevitable problems of conventional kicker/pinger magnets: decoherence and emittance growth. While not the first synchrotron to operate with an AC dipole, the Tevatron can now make use of its recently upgraded BPM system, providing unprecedented resolution for use with an AC dipole, to measure both linear and nonlinear properties of the accelerator. Plans are to provide AC dipole systems for both transverse degrees of freedom. Preliminary tests have been done using an audio power amplifier with an existing vertical pinger magnet, producing oscillation amplitudes up to 2{sigma} at 150 GeV. In this paper, we will present the configuration of this system. We also show the analysis of a first few data sets, including the direct measurement of beta functions at BPM locations.

    This report contains an initial definition of the field tests proposed for the Yucca Mountain Project repository sealing program. The tests are intended to resolve various performance and emplacement concerns. Examples of concerns to be addressed include achieving selected hydrologic and structural requirements for seals, removing portions of the shaft liner, excavating keyways, emplacing cementitious and earthen seals, reducing the impact of fines on the hydraulic conductivity of fractures, efficient grouting of fracture zones, sealing of exploratory boreholes, and controlling the flow of water by using engineered designs. Ten discrete tests are proposed to address these and other concerns. These tests are divided into two groups: Seal component tests and performance confirmation tests. The seal component tests are thorough small-scale in situ tests, the intermediate-scale borehole seal tests, the fracture grouting tests, the surface backfill tests, and the grouted rock mass tests. The seal system tests are the seepage control tests, the backfill tests, the bulkhead test in the Calico Hills unit, the large-scale shaft seal and shaft fill tests, and the remote borehole sealing tests. The tests are proposed to be performed in six discrete areas, including welded and non-welded environments, primarily located outside the potential repository area. The final selection of sealing tests will depend on the nature of the geologic and hydrologic conditions encountered during the development of the Exploratory Studies Facility and detailed numerical analyses. Tests are likely to be performed both before and after License Application.

    The High Level Vibration Test data are used to assess the accuracy and usefulness of current engineering methodologies for predicting crack initiation and growth in a cast stainless steel pipe elbow under complex, large amplitude loading. The data were obtained by testing at room temperature a large scale modified model of one loop of a PWR primary coolant system at the Tadotsu Engineering Laboratory in Japan. Fatigue crack initiation time is reasonably predicted by applying a modified local strain approach (Coffin-Mason-Goodman equation) in conjunction with Miner`s rule of cumulative damage. Three fracture mechanics methodologies are applied to investigate the crack growth behavior observed in the hot leg of the model. These are: the {Delta}K methodology (Paris law), {Delta}J concepts and a recently developed limit load stress-range criterion. The report includes a discussion on the pros and cons of the analysis involved in each of the methods, the role played by the key parameters influencing the formulation and a comparison of the results with the actual crack growth behavior observed in the vibration test program. Some conclusions and recommendations for improvement of the methodologies are also provided.

  3. Documentation for initial testing and inspections of Beneficial Uses Shipping System (BUSS) Cask

    The purpose of this report is to compile data generated during the initial tests and inspections of the Beneficial Uses Shipping System (BUSS) Cask. In addition, this report will verify that the testing criteria identified in section 8.1 of the BUSS Cask Safety Analysis Report for Packaging (SARP) was met. The BUSS Cask Model R-1 is a type B shipping container used for shipment of radioactive cesium-137 and strontium-90 capsules to Waste Encapsulation and Storage Facility (WESF). The BUSS Cask body and lid are each one-piece forgings fabricated from ASTM A473, Type 304 stainless steel. The primary purpose of the BUSS Cask is to provide shielding and confinement as well as impact, puncture, and thermal protection for the capsules under both normal and accident conditions. Chapter 8 of the BUSS Cask SARP requires several acceptance tests and inspections, each intended to evaluate the performance of different components of the BUSS Cask system, to be performed before its first use. The results of the tests and inspections required are included in this document.

    V arious phenomenological delamination initiation criteria are analyzed in quasi - static punch - shear tests conducted on six different geometries. These six geometries are modeled and analyzed using elastic, large - deformation finite element analysis. Analysis output is post - processed to assess different delamination initiation criteria, and their applicability to each of the geometries. These criteria are compared to test results to assess whether or not they are appropriate based on what occurred in testing. Further, examinations of CT scans and ultrasonic images o f test specimens are conducted in the appendix to determine the sequence of failure in each test geometry.

  5. BENCHMARK EVALUATION OF THE INITIAL ISOTHERMAL PHYSICS MEASUREMENTS AT THE FAST FLUX TEST FACILITY

    The benchmark evaluation of the initial isothermal physics tests performed at the Fast Flux Test Facility, in support of Fuel Cycle Research and Development and Generation-IV activities at the Idaho National Laboratory, has been completed. The evaluation was performed using MCNP5 with ENDF/B-VII.0 nuclear data libraries and according to guidelines provided for inclusion in the International Reactor Physics Experiment Evaluation Project Handbook. Results provided include evaluation of the initial fully-loaded core critical, two neutron spectra measurements near the axial core center, 32 reactivity effects measurements (21 control rod worths, two control rod bank worths, six differential control rod worths, two shutdown margins, and one excess reactivity), isothermal temperature coefficient, and low-energy electron and gamma spectra measurements at the core center. All measurements were performed at 400 ºF. There was good agreement between the calculated and benchmark values for the fully-loaded core critical eigenvalue, reactivity effects measurements, and isothermal temperature coefficient. General agreement between benchmark experiment measurements and calculated spectra for neutrons and low-energy gammas at the core midplane exists, but calculations of the neutron spectra below the core and the low-energy gamma spectra at core midplane did not agree well. Homogenization of core components may have had a significant impact upon computational assessment of these effects. Future work includes development of a fully-heterogeneous model for comprehensive evaluation. The reactor physics measurement data can be used in nuclear data adjustment and validation of computational methods for advanced fuel cycle and nuclear reactor systems using Liquid Metal Fast Reactor technology.

    The Advanced LWR Nuclear Fuel Development R&D pathway performs strategic research focused on cladding designs leading to improved reactor core economics and safety margins. The research performed is to demonstrate the nuclear fuel technology advancements while satisfying safety and regulatory limits. These goals are met through rigorous testing and analysis. The nuclear fuel technology developed will assist in moving existing nuclear fuel technology to an improved level that would not be practical by industry acting independently. Strategic mission goals are to improve the scientific knowledge basis for understanding and predicting fundamental nuclear fuel and cladding performance in nuclear power plants, and to apply this information in the development of high-performance, high burn-up fuels. These will result in improved safety, cladding, integrity, and nuclear fuel cycle economics. To achieve these goals various methods for non-irradiated characterization testing of advanced cladding systems are needed. One such new test system is the Hot Water Corrosion System (HWCS) designed to develop new data for cladding performance assessment and material behavior under simulated off-normal reactor conditions. The HWCS is capable of exposing prototype rodlets to heated, high velocity water at elevated pressure for long periods of time (days, weeks, months). Water chemistry (dissolved oxygen, conductivity and pH) is continuously monitored. In addition, internal rodlet heaters inserted into cladding tubes are used to evaluate repeated thermal stressing and heat transfer characteristics of the prototype rodlets. In summary, the HWCS provides rapid ex-reactor evaluation of cladding designs in normal (flowing hot water) and off-normal (induced cladding stress), enabling engineering and manufacturing improvements to cladding designs before initiation of the more expensive and time consuming in-reactor irradiation testing.

  8. Complete Initial Scoping Tests on the Incorporation of Novel Loaded Iodine Getters into GCM.

    This study encompasses initial scoping tests on the incorporation of a novel iodine loaded getter material into the Sandia developed low temperature sintering glass ceramic material (GCM) waste form. In particular, we studied the PNNL Ag-I-Aerogel. Optical microscopy indicates inhomogenous samples based on particle sizes and variations in color (AgI vs Ag/AgO on silica). TGA/MS data when heated in air indicates loss of iodine and organics (CO2) between 250-450°C a total of ~15wt% loss, with additional / small iodine loss when during 550°C hold for 1 hr. TGA/MS data when heated in N2 indicates less organic and slightly less iodine loss below 550°C, with no loss of iodine in 550°C 1 hour hold. Furthermore, a substantial mass loss of sulfur containing compounds is observed (m/e of 34 and 36) between 150 – 550°C in both air and N2 sintering atmospheres. In an effort to capture iodine lost to volatilization during heating (at temps below glass sintering temperature of 550°C), we added 5 wt% Ag flake to the AgIaerogel. Resulting data indicates the iodine is retained with the addition of the Ag flake, resulting in only a small iodine loss (< 1wt%) at ~350°C. No method of curtailing loss of sulfur containing compounds due to heating was successful in this scoping study.

    In order to improve the accuracy and capabilities of neutron multiplicity counting, additional quantifiable information is needed in order to address the assumptions that are present in the point model. Extracting and utilizing higher order moments (Quads and Pents) from the neutron pulse train represents the most direct way of extracting additional information from the measurement data to allow for an improved determination of the physical properties of the item of interest. The extraction of higher order moments from a neutron pulse train required the development of advanced dead time correction algorithms which could correct for dead time effects in all of the measurement moments in a self-consistent manner. In addition, advanced analysis algorithms have been developed to address specific assumptions that are made within the current analysis model, namely that all neutrons are created at a single point within the item of interest, and that all neutrons that are produced within an item are created with the same energy distribution. This report will discuss the current status of implementation and initial testing of the advanced dead time correction and analysis algorithms that have been developed in an attempt to utilize higher order moments to improve the capabilities of correlated neutron measurement techniques.

    A key enabler for advanced fuel cycle safeguards research and technology development for programs such as the Advanced Fuel Cycle Initiative (AFCI) is access to facilities and nuclear materials. This access is necessary in many cases in order to ensure that advanced safeguards techniques and technologies meet the measurement needs for which they were designed. One such crucial facility is a hot cell based laboratory which would allow developers from universities, national laboratories, and commercial companies to perform iterative research and development of advanced safeguards instrumentation under realistic operating conditions but not be subject to production schedule limitations. The need for such a facility arises from the requirement to accurately measure minor actinide and/or fission product bearing nuclear materials that cannot be adequately shielded in glove boxes. With the contraction of the DOE nuclear complex following the end of the cold war, many suitable facilities at DOE sites are increasingly costly to operate and are being evaluated for closure. A hot cell based laboratory that allowed developers to install and remove instrumentation from the hot cell would allow for both risk mitigation and performance optimization of the instrumentation prior to fielding equipment in facilities where maintenance and repair of the instrumentation is difficult or impossible. These benefits are accomplished by providing developers the opportunity to iterate between testing the performance of the instrumentation by measuring realistic types and amounts of nuclear material, and adjusting and refining the instrumentation based on the results of these measurements. In this paper, we review the requirements for such a facility using the Wing 9 hot cells in the Los Alamos National Laboratory's Chemistry and Metallurgy Research facility as a model for such a facility and describe recent use of these hot cells in support of AFCI.

  14. Pilot scale test of a produced water-treatment system for initial removal of organic compounds

    A pilot-scale test to remove polar and non-polar organics from produced water was performed at a disposal facility in Farmington NM. We used surfactant-modified zeolite (SMZ) adsorbent beds and a membrane bioreactor (MBR) in combination to reduce the organic carbon content of produced water prior to reverse osmosis (RO). Reduction of total influent organic carbon (TOC) to 5 mg/L or less is desirable for efficient RO system operation. Most water disposed at the facility is from coal-bed gas production, with oil production waters intermixed. Up to 20 gal/d of produced water was cycled through two SMZ adsorbent units to remove volatile organic compounds (BTEX, acetone) and semivolatile organic compounds (e.g., napthalene). Output water from the SMZ units was sent to the MBR for removal of the organic acid component of TOC. Removal of inorganic (Mn and Fe oxide) particulates by the SMZ system was observed. The SMZ columns removed up to 40% of the influent TOC (600 mg/L). BTEX concentrations were reduced from the initial input of 70 mg/L to 5 mg/L by the SMZ and to an average of 2 mg/L after the MBR. Removal rates of acetate (input 120-170 mg/L) and TOC (input up to 45 mg/L) were up to 100% and 92%, respectively. The water pH rose from 8.5 to 8.8 following organic acid removal in the MBR; this relatively high pH was likely responsible for observed scaling of the MBR internal membrane. Additional laboratory studies showed the scaling can be reduced by metered addition of acid to reduce the pH. Significantly, organic removal in the MBR was accomplished with a very low biomass concentration of 1 g/L throughout the field trial. An earlier engineering evaluation shows produced water treatment by the SMZ/MBR/RO system would cost from $0.13 to $0.20 per bbl at up to 40 gpm. Current estimated disposal costs for produced water are $1.75 to $4.91 per bbl when transportation costs are included, with even higher rates in some regions.   17. Initial Testing of the Mark-0 X-Band RF Gun at SLAC

    A new X-band RF gun (Mark-0) has been assembled, tuned and was tested in the ASTA facility at SLAC. This gun has been improved from an earlier gun used in Compton-scattering experiments at SLAC by the introduction of a racetrack dual-input coupler to reduce quadrupole fields. Waveguide-to-coupler irises were also redesigned to reduce surface magnetic fields and therefore peak pulse surface heating. Tests of this photocathode gun will allow us to gain early operational experience for beam tests of a new gun with further improvements (Mark-1) being prepared for SLAC's X-Band Test Area (XTA) program and the LLNL MEGa-ray program. Results of current testing up to {approx} 200 MV/m peak surface Electric fields are presented.

    The Hanford Site's mission has been to produce nuclear materials for the US Department of Energy (DOE) and its predecessors. A large inventory of radioactive and mixed waste, largely generated during plutonium production, exists in 177 underground single- and double-shell tanks. These wastes are to be retrieved and separated into low-activity waste (LAW) and high-level waste (HLW) fractions. The total volume of LAW requiring immobilization will include the LAW separated from the tank waste, as well as new wastes generated by the retrieval, pretreatment, and immobilization processes. Per the Tri-Party Agreement (1994), both the LAW and HLW will be vitrified. It has been estimated that vitrification of the LAW waste will result in over 500,000 metric tons or 200,000 m{sup 3} of immobilized LAW (ILAW) glass. The ILAW glass is to be disposed of onsite in a near-surface burial facility. It must be demonstrated that the disposal system will adequately retain the radionuclides and prevent contamination of the surrounding environment. This report describes a study of the impacts of systematic glass-composition variation on the responses from accelerated laboratory corrosion tests of representative LAW glasses. A combination of two tests, the product consistency test and vapor-hydration test, is being used to give indictations of the relative rate at which a glass could be expected to corrode in the burial scenario.

    BSC seeks to further the energy efficiency market for New England area retrofit projects by supporting projects that are based on solid building science fundamentals and verified implementation. With the high exposure of energy efficiency and retrofit terminology being used in the general media at this time, it is important to have evidence that measures being proposed will in fact benefit the homeowner through a combination of energy savings, improved durability, and occupant comfort. There are several basic areas of research to which the technical report for these test homes can be expected to contribute. These include the combination of measures that is feasible, affordable and acceptable to homeowners as well as expectations versus results. Two Byggmeister multi-family test homes in Massachusetts are examined with the goal of providing case studies that could be applied to other similar New England homes.

  3. Summary of activities at the Engineered Barriers Test Facility, October 1, 1995 to January 31, 1997, and initial data

    Replicates of two engineered barrier designs (a thick soil barrier and a bio/capillary barrier) were constructed in the test plots of the facility. Prior to placement of any soil in the test plots, instruments were calibrated and attached to plot instrument towers, which were then installed in the test plots. Soil from Spreading Area B was installed in the test plots in lifts and compacted. Instruments attached to the instrument tower were placed in shallow trenches dug in the lifts and buried. Each instrument was checked to make sure it functioned prior to installation of the next lift. Soil samples were collected from each lift in one plot during construction for later determination of physical and hydraulic properties. After completion of the test plots, the data acquisition system was finalized, and data collection began. Appropriate instrument calibration equations and equation coefficients are presented, and data reduction techniques are described. Initial data show test plot soils drying throughout the summer and early fall. This corresponds to low rainfall during this period. Infiltration of water into the test plots was first detected around mid-November with several subsequent episodes in December. Infiltration was verified by corresponding measurements from several different instruments [time domain reflectometry (TDR), neutron probe, thermocouple psychrometers, and heat dissipation sensors]. Tensiometer data does not appear to corroborate data from the other instruments. Test plots were warmer on the side closest to the access trench indicating a temperature effect from the trench. This resulted in greater soil moisture freezing with less and shallower infiltration on the far side of the plots than on the side closest to the trench. At the end of this monitoring period, infiltration in all but two of the test plots has reached the 155-cm depth. Infiltration in test plots B2 and S3 has reached only the 140-cm depth.     The ion source for the Spallation Neutron Source (SNS) is a radio-frequency (rf) multicusp source designed to deliver H{sup -} beam pulses of 40 mA to the SNS accelerator with a normalized root-mean-square emittance of less than 0.2{pi} mm mrad, with a pulse length of 1 ms and a repetition rate of 60 Hz. In order to achieve this performance the source must operate with both high-pulse rf power, {approx}50 kW, and high average rf power, {approx}3.5 kW, over a continuous operational period of 3 weeks. During operation at these power levels the plasma-immersed, porcelain-coated rf antenna is susceptible to damage, limiting source lifetime. We are therefore developing an ion source where the plasma is separated from the Cu antenna by an Al{sub 2}O{sub 3} discharge chamber. This article describes the ion source, presents initial beam extraction measurements, and details our ongoing effort to develop this concept into a suitable ion source for the SNS.

    Irradiation-assisted stress corrosion cracking is a key materials degradation issue in today s nuclear power reactor fleet and affects critical structural components within the reactor core. The effects of increased exposure to irradiation, stress, and/or coolant can substantially increase susceptibility to stress-corrosion cracking of austenitic steels in high-temperature water environments. . Despite 30 years of experience, the underlying mechanisms of IASCC are unknown. Extended service conditions will increase the exposure to irradiation, stress, and corrosive environment for all core internal components. The objective of this effort within the Light Water Reactor Sustainability program is to evaluate the response and mechanisms of IASCC in austenitic stainless steels with single variable experiments. A series of high-value irradiated specimens has been acquired from the past international research programs, providing a valuable opportunity to examine the mechanisms of IASCC. This batch of irradiated specimens has been received and inventoried. In addition, visual examination and sample cleaning has been completed. Microhardness testing has been performed on these specimens. All samples show evidence of hardening, as expected, although the degree of hardening has saturated and no trend with dose is observed. Further, the change in hardening can be converted to changes in mechanical properties. The calculated yield stress is consistent with previous data from light water reactor conditions. In addition, some evidence of changes in deformation mode was identified via examination of the microhardness indents. This analysis may provide further insights into the deformation mode under larger scale tests. Finally, swelling analysis was performed using immersion density methods. Most alloys showed some evidence of swelling, consistent with the expected trends for this class of alloy. The Hf-doped alloy showed densification rather than swelling. This observation may be

    In this paper the performance results of the RedFlow zinc-bromide module (ZBM) Gen 2.0 are reported for Phase 1 of testing, which includes initial characterization of the module. This included physical measurement, efficiency as a function of charge and discharge rates, efficiency as a function of maximum charge capacity, duration of maximum power supplied, and limited cycling with skipped strip cycles. The goal of this first phase of testing was to verify manufacturer specifications of the zinc-bromide flow battery. Initial characterization tests have shown that the ZBM meets the manufacturer's specifications. Further testing, including testing as a function of temperature and life cycle testing, will be carried out during Phase 2 of the testing, and these results will be issued in the final report, after Phase 2 testing has concluded.

    The Fast Flux Test Facility (FFTF) was a 400-MWt, sodium-cooled, low-pressure, high-temperature, fast-neutron flux, nuclear fission reactor plant designed for the irradiation testing of nuclear reactor fuels and materials for the development of liquid metal fast breeder reactors (LMFBRs). The FFTF was fueled with plutonium-uranium mixed oxide (MOX) and reflected by Inconel-600. Westinghouse Hanford Company operated the FFTF as part of the Hanford Engineering Development Laboratory (HEDL) for the U.S. Department of Energy on the Hanford Site near Richland, Washington. Although the FFTF was a testing facility not specifically designed to breed fuel or produce electricity, it did provide valuable information for LMFBR projects and base technology programs in the areas of plant system and component design, component fabrication, prototype testing, and site construction. The major objectives of the FFTF were to provide a strong, disciplined engineering base for the LMFBR program, provide fast flux testing for other U.S. programs, and contribute to the development of a viable self-sustaining competitive U.S. LMFBR industry. During its ten years of operation, the FFTF acted as a national research facility to test advanced nuclear fuels, materials, components, systems, nuclear power plant operating and maintenance procedures, and active and passive reactor safety technologies; it also produced a large number of isotopes for medical and industrial users, generated tritium for the U.S. fusion research program, and participated in cooperative, international research work. Prior to the implementation of the reactor characterization program, a series of isothermal physics measurements were performed; this acceptance testing program consisted of a series of control rod worths, critical rod positions, subcriticality measurements, maximum reactivity addition rates, shutdown margins, excess reactivity, and isothermal temperature coefficient reactivity.     The U.S. Department of Energy (DOE) is launching a major research and development initiative to create a small, fast, inexpensive and environmentally friendly rig for drilling 5000 feet boreholes to investigate potential oil and gas reservoirs. DOE wishes to get input from petroleum industry operators, service companies and equipment suppliers on the operation and application of this coiled-tubing-based drilling unit. To that end, DOE has asked Spears & Associates, Inc. (SAI) to prepare a special state-of-the-market report and assist during a DOE-sponsored project-scoping workshop in Albuquerque near the end of April 2003. The scope of the project is four-fold: (1) Evaluate the history, status and future of demand for very small bore-hole drilling; (2) Measure the market for coiled tubing drilling and describe the state-of-the-art; (3) Identify companies and individuals who should have an interest in micro drilling and invite them to the DOE workshop; and (4) Participate in 3 concurrent workshop sessions, record and evaluate participant comments and report workshop conclusions.

    Software Built-In Test (BIT) is a design technique for collecting information from operational software that will assist in identifying differences between the real Operating Environment and either the Design or Test Environments. The BIT senses and indicates where the software is operating in new or overload environmental conditions and may, therefore, be more likely to fail. (This anomalous situation may be the result of either hardware failure or software design error.) The technical challenge is to incorporate the large number of relatively simple BIT tests into the fault-tolerant and continuously operating environment likely to characterize a solution to the battle management portion of the SDI mission. The management challenge is to provide these technical assists in such a way that they can be implemented in operational software with a minimal increase in software development time; it is then reasonable to expect that BIT will not shift from a hard requirement to a nice-to-have feature as schedule pressures potentially impact development. This approach overcomes the management problem by providing a standard set of tools for use within the software development environment which will implement BIT with a minimum amount of programmer action.

    The Tracker subsystem of the Large Area Telescope (LAT) science instrument of the Gamma-ray Large Area Space Telescope (GLAST) mission has been completed and tested. It is the central detector subsystem of the LAT and serves both to convert an incident gamma-ray into an electron-positron pair and to track the pair in order to measure the gamma-ray direction. It also provides the principal trigger for the LAT. The Tracker uses silicon strip detectors, read out by custom electronics, to detect charged particles. The detectors and electronics are packaged, along with tungsten converter foils, in 16 modular, high-precision carbon-composite structures. It is the largest silicon-strip detector system ever built for launch into space, and its aggressive design emphasizes very low power consumption, passive cooling, low noise, high efficiency, minimal dead area, and a structure that is highly transparent to charged particles. The test program has demonstrated that the system meets or surpasses all of its performance specifications as well as environmental requirements. It is now installed in the completed LAT, which is being prepared for launch in early 2008.

    The Waste Treatment and Immobilization Plant (WTP) process flow was designed to pre-treat feed from the Hanford tank farms, separate it into a High Level Waste (HLW) and Low Activity Waste (LAW) fraction and vitrify each fraction in separate facilities. Vitrification of the waste generates an aqueous condensate stream from the off-gas processes. This stream originates from two off-gas treatment unit operations, the Submerged Bed Scrubber (SBS) and the Wet Electrospray Precipitator (WESP). Currently, the baseline plan for disposition of the stream from the LAW melter is to recycle it to the Pretreatment facility where it gets evaporated and processed into the LAW melter again. If the Pretreatment facility is not available, the baseline disposition pathway is not viable. Additionally, some components in the stream are volatile at melter temperatures, thereby accumulating to high concentrations in the scrubbed stream. It would be highly beneficial to divert this stream to an alternate disposition path to alleviate the close-coupled operation of the LAW vitrification and Pretreatment facilities, and to improve long-term throughput and efficiency of the WTP system. In order to determine an alternate disposition path for the LAW SBS/WESP Recycle stream, a range of options are being studied. A simulant of the LAW Off-Gas Condensate was developed, based on the projected composition of this stream, and comparison with pilot-scale testing. The primary radionuclide that vaporizes and accumulates in the stream is Tc-99, but small amounts of several other radionuclides are also projected to be present in this stream. The processes being investigated for managing this stream includes evaporation and radionuclide removal via precipitation and adsorption. During evaporation, it is of interest to investigate the formation of insoluble solids to avoid scaling and plugging of equipment.     A comparison of glass reactivity between radioactive sludge based and simulated nuclear waste glasses has been made through long-term testing of both glass types for SRL 165, SRL 131, and SRL 200 frit compositions. The data demonstrate that for time periods through 280 days, differences in elemental release to solution up to 400% are observed. However, in general, differences in glass reactivity as measured by the release of boron, lithium, and sodium are less than a factor of two. The differences in reactivity are not large enough to alter the order of glass durability for the different compositions or to change the controlling glass dissolution mechanism. A radiation effect exists, mainly in the influence on the leachate pH, which in turn affects the glass reaction mechanism and rate. The differences in reactivity between fully radioactive and the simulated glasses can be reasonably explained if the controlling reaction mechanism is accounted for. Those differences are glass composition and leaching mechanism dependent. Lithium is found to have the highest elemental release in an ion-exchange dominated glass reaction process, while lithium has a lower release than boron and sodium in a matrix dissolution dominated process, where boron and sodium are usually among the most concentrated solution species.

    The Defense Waste Processing Facility (DWPF) will transition from Sludge Batch 5 (SB5) processing to Sludge Batch 6 (SB6) processing in late fiscal year 2010. Tests were conducted using non-radioactive simulants of the expected SB6 composition to determine the impact of varying the acid stoichiometry during the Sludge Receipt and Adjustment Tank (SRAT) and Slurry Mix Evaporator (SME) processes. The work was conducted to meet the Technical Task Request (TTR) HLW/DWPF/TTR-2008-0043, Rev.0 and followed the guidelines of a Task Technical and Quality Assurance Plan (TT&QAP). The flowsheet studies are performed to evaluate the potential chemical processing issues, hydrogen generation rates, and process slurry rheological properties as a function of acid stoichiometry. These studies were conducted with the estimated SB6 composition at the time of the study. This composition assumed a blend of 101,085 kg of Tank 4 insoluble solids and 179,000 kg of Tank 12 insoluble solids. The current plans are to subject Tank 12 sludge to aluminum dissolution. Liquid Waste Operations assumed that 75% of the aluminum would be dissolved during this process. After dissolution and blending of Tank 4 sludge slurry, plans included washing the contents of Tank 51 to {approx}1M Na. After the completion of washing, the plan assumes that 40 inches on Tank 40 slurry would remain for blending with the qualified SB6 material. There are several parameters that are noteworthy concerning SB6 sludge: (1) This is the second batch DWPF will be processing that contains sludge that has had a significant fraction of aluminum removed through aluminum dissolution; (2) The sludge is high in mercury, but the projected concentration is lower than SB5; (3) The sludge is high in noble metals, but the projected concentrations are lower than SB5; and(4) The sludge is high in U and Pu - components that are not added in sludge simulants.     This plan covers test BFY14CCIM-C which will be a first–of–its-kind demonstration for the complete non-radioactive surrogate production of multi-phase ceramic (SYNROC) High Level Waste Forms (HLW) using Cold Crucible Induction Melting (CCIM) Technology. The test will occur in the Idaho National Laboratory’s (INL) CCIM Pilot Plant and is tentatively scheduled for the week of September 15, 2014. The purpose of the test is to begin collecting qualitative data for validating the ceramic HLW form processability advantages using CCIM technology- as opposed to existing ceramic–lined Joule Heated Melters (JHM) currently producing BSG HLW forms. The major objectives of BFY14CCIM-C are to complete crystalline melt initiation with a new joule-heated resistive starter ring, sustain inductive melting at temperatures between 1600 to 1700°C for two different relatively high conductive materials representative of the SYNROC ceramic formation inclusive of a HLW surrogate, complete melter tapping and pouring of molten ceramic material in to a preheated 4 inch graphite canister and a similar canister at room temperature. Other goals include assessing the performance of a new crucible specially designed to accommodate the tapping and pouring of pure crystalline forms in contrast to less recalcitrant amorphous glass, assessing the overall operational effectiveness of melt initiation using a resistive starter ring with a dedicated power source, and observing the tapped molten flow and subsequent relatively quick crystallization behavior in pans with areas identical to standard HLW disposal canisters. Surrogate waste compositions with ceramic SYNROC forming additives and their measured properties for inductive melting, testing parameters, pre-test conditions and modifications, data collection requirements, and sampling/post-demonstration analysis requirements for the produced forms are provided and defined.

    Oak Ridge National Laboratory (ORNL) is currently developing a Centrifugal Downhole Separator (CDHS) which will extend the application of remotely operated separations equipment developed for the nuclear industry to in-well recovery of oil with in-situ recycle of the produced water. These units have been successfully used for surface treatment of produced water and wastewater generated during environmental clean-up operations. Performance data has shown that centrifugal units are capable of separating stable emulsions into ``single-phase`` streams with generally less than 1% cross-phase contamination. Initial testing will be conducted with a bench-scale separator to determine the separation efficiency of various crude oils and to provide information necessary to scale up the separator. Information from the bench-scale unit will be used in the design of a larger prototype, which will have a much larger height/diameter ratio and will incorporate some of the components necessary for down-hole operations. The prototype separator will be operated in the lab to verify scale-up parameters and separation efficiencies, as well as to provide information necessary to design a full-scale system. The full-scale system will be fabricated, installed in the field, and operated to demonstrate the technology. This paper discusses the initial testing of the bench-scale separator with a crude oil having an API gravity of 34.06{degrees}.

    Femtosecond-laser pulse driven non-adiabatic spectroscopy and dynamics in molecular and condensed phase systems continue to be a challenge for theoretical modelling. One of the main obstacles is the “curse of dimensionality” encountered in non-adiabatic, exact wavepacket propagation. A possible route towards treating complex molecular systems is via semiclassical surface-hopping schemes, in particular if they account not only for non-adiabatic post-excitation dynamics but also for the initial optical excitation. One such approach, based on initial condition filtering, will be put forward in what follows. As a simple test case which can be compared with exact wavepacket dynamics, we investigate the influence of the different parameters determining the shape of a laser pulse (e.g., its finite width and a possible chirp) on the predissociation dynamics of a NaI molecule, upon photoexcitation of the A(0{sup +}) state. The finite-pulse effects are mapped into the initial conditions for semiclassical surface-hopping simulations. The simulated surface-hopping diabatic populations are in qualitative agreement with the quantum mechanical results, especially concerning the subpicosend photoinduced dynamics, the main deviations being the relative delay of the non-adiabatic transitions in the semiclassical picture. Likewise, these differences in the time-dependent electronic populations calculated via the semiclassical and the quantum methods are found to have a mild influence on the overall probability density distribution. As a result, the branching ratios between the bound and the dissociative reaction channels and the time-evolution of the molecular wavepacket predicted by the semiclassical method agree with those computed using quantum wavepacket propagation. Implications for more challenging molecular systems are given.

    The linearized approximation to the semiclassical initial value representation (LSC-IVR) is used to calculate time correlation functions relevant to the incoherent dynamic structure factor for inelastic neutron scattering from liquid para-hydrogen at 14 K. Various time correlations functions were used which, if evaluated exactly, would give identical results, but they do not because the LSC-IVR is approximate. Some of the correlation functions involve only linear operators, and others involve non-linear operators. The consistency of the results obtained with the various time correlation functions thus provides a useful test of the accuracy of the LSC-IVR approximation and its ability to treat correlation functions involving both linear and nonlinear operators in realistic anharmonic systems. The good agreement of the results obtained from different correlation functions, their excellent behavior in the spectral moment tests based on the exact moment constraints, and their semi-quantitative agreement with the inelastic neutron scattering experimental data all suggest that the LSC-IVR is indeed a good short-time approximation for quantum mechanical correlation functions.

    A critical event in the safety analysis of the very high-temperature gas-cooled reactor (VHTR) is an air-ingress accident. This accident is initiated, in its worst case scenario, by a double-ended guillotine break of the coaxial cross vessel, which leads to a rapid reactor vessel depressurization. In a VHTR, the reactor vessel is located within a reactor cavity that is filled with air during normal operating conditions. Following the vessel depressurization, the dominant mode of ingress of an air–helium mixture into the reactor vessel will either be molecular diffusion or density-driven stratified flow. The mode of ingress is hypothesized to depend largely on the break conditions of the cross vessel. Since the time scales of these two ingress phenomena differ by orders of magnitude, it is imperative to understand under which conditions each of these mechanisms will dominate in the air ingress process. Computer models have been developed to analyze this type of accident scenario. There are, however, limited experimental data available to understand the phenomenology of the air-ingress accident and to validate these models. Therefore, there is a need to design and construct a scaled-down experimental test facility to simulate the air-ingress accident scenarios and to collect experimental data. The current paper focuses on the analyses performed for the design and operation of a 1/8th geometric scale (by height and diameter), high-temperature test facility. A geometric scaling analysis for the VHTR, a time scale analysis of the air-ingress phenomenon, a transient depressurization analysis of the reactor vessel, a hydraulic similarity analysis of the test facility, a heat transfer characterization of the hot plenum, a power scaling analysis for the reactor system, and a design analysis of the containment vessel are discussed.

    Hello, The notice for the April 21 meeting was too short. The April 15 letter just found its way to me. I hope that there will be more such focused meetings in the not too distant future. If possible, please add me to your notification email list for such meetings. Comments: There is increasing conern over the routing and purpose of additional Natural Gas Pipelines in Massachusetts. There is skepticism that the pipelines will be used for export and that the any improvement in the Energy supply for New England will be shortlived due to a rapid depletion of reserves. In other words, why tear up the landscape with little benefit to the region. If the pipelines are contructed, can a restraint be placed on them to prevent export? Have the impacts of leaks and fires been properly considered? New England has heavily forrested areas and we have been having more frequent exteremly dry summers. At least one pipeline route has been suggested that would run through large wooded areas. A pipeline initiated fire would be devestating. Sincerely, Jim Bennett

In this correspondence, the authors comment on a technical note describing a vaopr generator, discuss safety issues associated with explosives for vapor generators, and provide a concise review of vapor generators for explosive compounds. Approaches to measuring or monitoring the output of a vapor generators are also discussed.

    The Advanced Monitoring Systems Initiative (AMSI) actively searches for promising technologies and aggressively moves them from the research bench into DOE/NNSA end-user applications. There is a large unfulfilled need for an active element that reaches out to identify and recruit emerging sensor technologies into the test and evaluation function. Sensor research is ubiquitous, with the seeds of many novel concepts originating in the university systems, but at present these novel concepts do not move quickly and efficiently into real test environments.     This report documents ongoing work performed at Oak Ridge National Laboratory (ORNL) for the Department of Energy, Office of Fuel Cycle Technology Used Fuel Disposition Campaign (UFDC), and satisfies the deliverable for milestone M2FT-13OR0805041, “Data Report on Hydrogen Doping and Irradiation in HFIR.” This work is conducted under WBS 1.02.08.05, Work Package FT-13OR080504 ST “Storage and Transportation-Experiments – ORNL.” The objectives of work packages that make up the S&T Experiments Control Account are to conduct the separate effects tests (SET) and small-scale tests that have been identified in the Used Nuclear Fuel Storage and Transportation Data Gap Prioritization (FCRD-USED-2012-000109). In FY 2013, the R&D focused on cladding and container issues and small-scale tests as identified in Sections A-2.9 and A-2.12 of the prioritization report.

    Neutron coincidence counting (NCC) is used routinely around the world for nondestructive mass assay of uranium and plutonium in many forms, including waste. Compared with other methods, NCC is generally the most flexible, economic, and rapid. Many applications of NCC would benefit from a reduction in counting time required for a fixed random error. We have developed and tested the first prototype of a dual- gated, shift-register-based electronics unit that offers the potential of decreased measurement time for all passive and active NCC applications.

  14. Initial Neutronics Analyses for HEU to LEU Fuel Conversion of the Transient Reactor Test Facility (TREAT) at the Idaho National Laboratory

    The purpose of the TREAT reactor is to generate large transient neutron pulses in test samples without over-heating the core to simulate fuel assembly accident conditions. The power transients in the present HEU core are inherently self-limiting such that the core prevents itself from overheating even in the event of a reactivity insertion accident. The objective of this study was to support the assessment of the feasibility of the TREAT core conversion based on the present reactor performance metrics and the technical specifications of the HEU core. The LEU fuel assembly studied had the same overall design, materials (UO2 particles finely dispersed in graphite) and impurities content as the HEU fuel assembly. The Monte Carlo N–Particle code (MCNP) and the point kinetics code TREKIN were used in the analyses.

  15. Design, Construction, and Initial Test of High Spatial Resolution Thermometry Arrays for Detection of Surface Temperature Profiles on SRF Cavities in Super Fluid Helium

    We designed and built two high resolution (0.6-0.55mm special resolution [1.1-1.2mm separation]) thermometry arrays prototypes out of the Allen Bradley 90-120 ohm 1/8 watt resistor to measure surface temperature profiles on SRF cavities. One array was designed to be physically flexible and conform to any location on a SRF cavity; the other was modeled after the common G-10/stycast 2850 thermometer and designed to fit on the equator of an ILC (Tesla 1.3GHz) SRF cavity. We will discuss the advantages and disadvantages of each array and their construction. In addition we will present a case study of the arrays performance on a real SRF cavity TB9NR001. TB9NR001 presented a unique opportunity to test the performance of each array as it contained a dual (4mm separation) cat eye defect which conventional methods such as OST (Oscillating Superleak second-sound Transducers) and full coverage thermometry mapping were unable to distinguish between. We will discuss the new arrays ability to distinguish between the two defects and their preheating performance.

    A comparison of glass reactivity between radioactive sludge based and simulated nuclear waste glasses has been made through long-term testing of both glass types for SRL 165, SRL 131, and SRL 200 frit compositions. The data demonstrate that for time periods through 280 days, differences in elemental release to solution up to 400% are observed. However, in general, differences in glass reactivity as measured by the release of boron, lithium, and sodium are less than a factor of two. The differences in reactivity are not large enough to alter the order of glass durability for the different compositions or to change the controlling glass dissolution mechanism. A radiation effect exists, mainly in the influence on the leachate pH, which in turn affects the glass reaction mechanism and rate. The differences in reactivity between fully radioactive and the simulated glasses can be reasonably explained if the controlling reaction mechanism is accounted for. Those differences are glass composition and leaching mechanism dependent. Lithium is found to have the highest elemental release in an ion-exchange dominated glass reaction process, while lithium has a lower release than boron and sodium in a matrix dissolution dominated process, where boron and sodium are usually among the most concentrated solution species.

I attended the meeting and gave the comments orally, but I wasn't able to finish because of the 3-minute time limit, so I'm sending them in written form (with a couple of very small revisions). I'd also like to say that I was disappointed to find that the meeting was poorly publicized, that very few members of the general public or the environmental community were present, and that there were no environmentalists or opponents of the proposed AIM pipeline expansion project among the formal speakers. I sincerely hope that future hearings will be more balanced, in keeping with this Administration's promise of transparent government that's responsive to the needs and concerns of its citizens.     Future NASA deep-space missions will require radioisotope-powered electric generators that are just as reliable as current RTGs, but more efficient and of higher specific power (Wikg). Thennoacoustic engines at the -1-kW scale have converted high-temperature heat into acoustic, or PV, power without moving parts at 30% efficiency. Consisting of only tubes and a few heat exchangers, thennoacoustic engines are low mass and promise to be highly reliable. Coupling a thennoacoustic engine to a low mass, highly reliable and efficient linear alternator will create a heat-driven electric generator suitable for deep-space applications. Conversion efficiency data will be presented on a demonstration thennoacoustic engine designed for the 1 00-Watt power range.

    This report describes recent work done to demonstrate feasibility of a fail-safe Through Bulkhead Initiator with minimum dimensions and suitable for use in cyclical thermal environments. Much of the ground work for a fail-safe TBI was previously done by A.C. Schwartz. This study is an expansion of Schwartz`s work to evaluate devices with bulkheads of 304 stainless steel and Inconel 718; explosive donors of PETN, BNCP, and a 0.005 inch thick steel flying plate donor traveling at 2.6 mm/{micro}s; and explosive acceptors of PETN and BNCP. Bulkhead thickness were evaluated in the range of 0.040 to 0.180 inch. The explosive acceptors initiated a small HMX pellet to drive a 0.005 inch thick steel flying plate, and VISAR histories of the HMX-driven flying plates were the measure of acceptable performance. A companion set of samples used a PMMA acceptor to measure the particle velocities at the bulkhead/PMMA interface with VISAR. These data were used to compute the input pressure to the acceptor explosives in an attempt to measure initiation threshold. Unfortunately, the range of bulkhead thicknesses tested did not give any failures, thus the threshold was not determined. It was found that either explosive or the flying plate would perform as a TBI in the bulkhead thickness range tested. The optimum TBI is about 0.060 inches thick, and steel bulkheads seem to be more structurally sound than those made of Inconel. That is, cross section views of the Inconel bulkheads showed it to be more prone to stress cracking than was the 304 stainless steel. Both PETN and BNCP showed good performance when tested at {minus}65 F following thermal cycling of {minus}65 F to +165 F. Analysis of the TBI function times showed that BNCP acceptor explosives were undergoing the classical deflagration to detonation process. The PETN acceptors were undergoing prompt detonation.

    Evaluation of the Crack growth rate (CGR) of Alloy 617 and Alloy 276 under constant K at ambient temperature has been completed. Creep deformation of Alloy 230 at different temperature range and load level has been completed and heat to heat variation has been noticed. Creep deformation study of Alloy 276 has been completed under an applied initial stress level of 10% of yield stress at 950ºC. The grain size evaluation of the tested creep specimens of Alloy 276 has been completed.
