    Papua New Guinea (PNG) has considerable mineral wealth, especially in gold and copper. Large-scale mining takes place, and these activities are the source of most of PNG`s hazardous waste. Most people live in small farming communities throughout the region. Those living adjacent to mining areas have experienced some negative impacts from river ecosystem damage and erosion of their lands. Industry is centered mainly in urban areas and Generates waste composed of various products. Agricultural products, pesticide residues, and chemicals used for preserving timber and other forestry products also produce hazardous waste. Most municipal waste comes from domestic and commercial premises; it consists mainly of combustibles, noncombustibles, and other wastes. Hospitals generate pathogenic organisms, radioactive materials, and chemical and pharmaceutical laboratory waste. Little is known about the actual treatment of waste before disposal in PNG. Traditional low-cost waste disposal methods are usually practiced, such as use of landfills; storage in surface impoundments; and disposal in public sewers, rivers, and the sea. Indiscriminate burning of domestic waste in backyards is also commonly practiced in urban and rural areas. 10 refs., 4 tabs.

    West Papua region has fairly high of seismicity activities due to tectonic setting and many inland faults. In addition, the region has a unique and complex tectonic conditions and this situation lead to high potency of seismic hazard in the region. The precise earthquake hypocenter location is very important, which could provide high quality of earthquake parameter information and the subsurface structure in this region to the society. We conducted 1-D P-wave velocity using earthquake data catalog from BMKG for April, 2009 up to March, 2014 around West Papua region. The obtained 1-D seismic velocity then was used as input for improving hypocenter location using double-difference method. The relocated hypocenter location shows fairly clearly the pattern of intraslab earthquake beneath New Guinea Trench (NGT). The relocated hypocenters related to the inland fault are also observed more focus in location around the fault.

    Comparisons between the fecal microbiota of humans from industrialized and non-industrialized communities indicate a pronounced impact of westernization on the diversity and composition of the human gut microbiota. However, the exact consequences of westernization on community characteristics are still insufficiently understood, and the ecological processes that drive differences have not been elucidated. Here we have compared the fecal microbiota of adults from two non-industrialized regions in Papua New Guinea (PNG) with that of United States (US) residents. Papua New Guineans harbor communities with greater bacterial diversity but lower inter-individual variation. Although the fecal microbiota in PNG and US was largelymore » dominated by shared bacterial lineages, the relative abundance of 25 families, 45 genera, and 230 species-level OTUs differed, and 47 core OTUs in PNG were undetectable in US residents. To gain insight into the ecological mechanisms that cause the observed differences, we quantified community assembly processes in PNG and US microbiomes using a null modeling approach. This analysis demonstrated a significant higher rate of bacterial dispersal in PNG and divergent selective environments in the US. Interestingly, equivalent findings were obtained for other datasets comparing industrialized and non-industrialized microbiomes. Overall, the findings demonstrate a dominant role for microbial dispersal in shaping the human gut microbiota in non-industrialized societies, and point to differential selection pressures across individuals as a major factor shaping microbiomes associated with modern lifestyle.« less

  1. A territorial understanding of sustainability in public development

    Sustainability theories in European Union (EU) development policies are facing significant challenges: it is difficult to transmit context-specific, publicly communicable messages; the recent development policies strengthen the concurrent development paradigm of economic growth and competitiveness; 'climate change' became a more popular environmental integration term than sustainability in the last few years. However, due to the recent crises of the economic growth, there is a great chance to reintroduce a sustainability-based development. A territorial/regional understanding of sustainability can also be an answer for the current challenges, a platform for refreshing the concept with relevant, specific messages that are close to the everyday life. This paper summarises the 'territorial system'-based basic principles of territorial sustainability in a model called AUTHARSIIV (AUTonomy, HARmony, Solidarity, Innovation, Identity and Values). This is a supplementary sustainability content specified for the context of spatial/regional development or planning. The paper also examines the presence of 'general and territorial sustainability' in regional development programmes, and case studies on applying the territorial sustainability principles in planning, assessment, and implementation. According to the results, sustainability is rarely adapted to the conditions of a given sector or a region, and the territorial aspect of sustainability is underrepresented even in territorial programmes. Therefore, the paper proposes a new planning and assessment system that is based on a set of regionally legitimate sustainability values.

  2. Extra-Territorial Siting of Nuclear Installations

    Arrangements might be created for siting nuclear installations on land ceded by a host State for administration by an international or multinational organization. Such arrangements might prove useful in terms of resolving suspicions of proliferation in troubled areas of the world, or as a means to introduce nuclear activities into areas where political, financial or technical capabilities might otherwise make such activities unsound, or as a means to enable global solutions to be instituted for major nuclear concerns (e.g., spent fuel management). The paper examines practical matters associated with the legal and programmatic aspects of siting nuclear installations, including diplomatic/political frameworks, engaging competent industrial bodies, protection against seizure, regulation to ensure safety and security, waste management, and conditions related to the dissolution of the extra-territorial provisions as may be agreed as the host State(s) achieve the capabilities to own and operate the installations. The paper considers the potential for using such a mechanism across the spectrum of nuclear power activities, from mining to geological repositories for nuclear waste. The paper considers the non-proliferation dimensions associated with such arrangements, and the pros and cons affecting potential host States, technology vendor States, regional neighbors and the international community. It considers in brief potential applications in several locations today.

    The amount of waste produced and the control of separate collection are crucial issues for the planning of a territorial Integrated Waste Management System, enabling the allocation of each sorted waste fraction to the proper treatment and recycling processes. The present study focuses on assessing indicators of different waste management systems in areas characterized by different territorial conditions. The investigated case study concerns the municipalities of Emilia Romagna (northern Italy), which present a rather uniform socioeconomic situation, but a variety of geographic, urban and waste management characteristics. A survey of waste generation and collection rates was carried out, and correlated with the different territorial conditions, classifying the municipalities according to altitude and population density. The best environmental performances, in terms of high separate collection rate, were found on average in rural areas in the plain, while the lowest waste generation was associated with rural hill towns.

    On April 27, 1986, at least 8 million liters of medium-weight crude oil spilled from a ruptured storage tank into the Bahia Las Minas on the Caribbean Coast of Panama. Coral reefs, seagrass communities, and mangroves were affected. The area of the spill was also the location of the Smithsonian Tropical Research Institute's Galeta Laboratory where resident and visiting scientists have been studying the ecology of the Bahia Las Minas and the adjacent areas for over 15 years. Because this was a unique opportunity to assess the immediate biological effects following a major spill in the Caribbean region and to monitor the subsequent recovery, the U.S. Department of the Interior Minerals Management Service supported a 5-year environmental study. The objectives of the study are to identify any long-term changes in the marine environment that may have resulted from the spill and to understand the ecological processes causing such changes. This is the first report from the study and addresses the effects observed during the first two years of the effort.

    A great part of Russian territory is characterized by climate discomfort of life. In winter cold stress covers nearly all territory. The purpose of this work is to learn how the climatic discomfort of life is affected by climate change. The effect of global warming for the period 1981--1990 on geographical distribution of bioclimatic indexes by seasons (compared with average figures) is analyzed. Indexes of enthalpy, dry cooling, wind chill, wet cooling, effective temperature, physiological deficit index for monthly average figures were calculated and the data bank for the period 1981--1990 was made up. The indexes of enthalpy, wet cooling, and dry cooling according to Bodman were chosen as the most informative and independent. Maps of the climatic indexes taking into account temperature, humidity and wind speed were made up on the basis of the calculated figures.

  7. Rural electrification: Waste biomass Russian northern territories. Final report

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

  9. Coal as an option for power generation in US territories of the Pacific

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    The U.S. Department of Energy (DOE) is proposing to authorize the expenditure of federal funding to the Seneca Nation of Indians, to design, permit, and construct up to a 2.0-megawatt wind turbine on Tribal common lands in the Cattaraugus Territory, New York. The turbine would be located near Lucky Lane and Gil Lay Arena. An Environmental Assessment (EA) has been prepared by DOE pursuant to the requirements of the National Environmental Policy Act (NEPA).

    The combination of high oil costs, concerns about oil security and availability, and air quality issues related to vehicle emissions are driving interest in plug-in hybrid electric vehicles (PHEVs). PHEVs are similar to conventional hybrid electric vehicles, but feature a larger battery and plug-in charger that allows electricity from the grid to replace a portion of the petroleum-fueled drive energy. PHEVs may derive a substantial fraction of their miles from grid-derived electricity, but without the range restrictions of pure battery electric vehicles. As of early 2007, production of PHEVs is essentially limited to demonstration vehicles and prototypes. However, the technology has received considerable attention from the media, national security interests, environmental organizations, and the electric power industry. The use of PHEVs would represent a significant potential shift in the use of electricity and the operation of electric power systems. Electrification of the transportation sector could increase generation capacity and transmission and distribution (T&D) requirements, especially if vehicles are charged during periods of high demand. This study is designed to evaluate several of these PHEV-charging impacts on utility system operations within the Xcel Energy Colorado service territory.

    Purpose: We investigated whether the heart could be replaced by the anterior myocardial territory (AMT) as the organ at risk (OAR) in intensity-modulated radiotherapy (IMRT) of the breast for patients with left-sided breast cancer. Methods and Materials: Twenty-three patients with left-sided breast cancer who received postoperative radiation after breast-conserving surgery were studied. For each patient, we generated five IMRT plans including heart (H), left ventricle (LV), AMT, LV+AMT, and H+LV as the primary OARs, respectively, except both lungs and right breast, which corresponded to IMRT(H), IMRT(LV), IMRT(AMT), IMRT(LV+AMT), and IMRT(H+LV). For the planning target volumes and OARs, the parameters of dose-volume histograms were compared. Results: The homogeneity index, conformity index, and coverage index were not compromised significantly in IMRT(AMT), IMRT(LV) and IMRT(LV+ AMT), respectively, when compared with IMRT(H). The mean dose to the heart, LV, and AMT decreased 5.3-21.5% (p < 0.05), 19.9-29.5% (p < 0.05), and 13.3-24.5% (p < 0.05), respectively. Similarly, the low (e.g., V5%), middle (e.g., V20%), and high (e.g., V30%) dose-volume of the heart, LV, and AMT decreased with different levels. The mean dose and V10% of the right lung increased by 9.2% (p < 0.05) and 27.6% (p < 0.05), respectively, in IMRT(LV), and the mean dose and V5% of the right breast decreased significantly in IMRT(AMT) and IMRT(LV+AMT). IMRT(AMT) was the preferred plan and was then compared with IMRT(H+LV); the majority of dose-volume histogram parameters of OARs including the heart, LV, AMT, both lungs, and the right breast were not statistically different. However, the low dose-volume of LV increased and the middle dose-volume decreased significantly (p < 0.05) in IMRT(AMT). Also, those of the right lung (V10%, V15%) and right breast (V5%, V10%) decreased significantly (p < 0.05). Conclusions: The AMT may replace the heart as the OAR in left-sided breast IMRT after breast-conserving surgery to decrease the radiation dose to the heart.

    The Bureau of Mines report gives the mineral industry highlights of two of the world's major mineral producing countries, Australia and Canada, and seven Pacific island nations or territories--Fiji, New Caledonia, New Zealand, Papua New Guinea, Republic of Nauru, Solomon Islands, and Vanuatu. The mineral resources of Antarctica are also discussed.   12. Exploring Distributed Energy Alternatives to Electrical Distribution Grid Expansion in Souhern California Edison Service Territory

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth. (3) Demonstrate benefits by reporting on a recently installed advanced energy system at a utility customer site. This study showed that advanced energy technologies are economical for many customers on the two SCE circuits analyzed, providing certain customers with considerable energy cost savings. Using reasonable assumptions about market penetration, the study showed that adding distributed generation would reduce peak demand on the two circuits enough to defer the need to upgrade circuit capacity. If the DE is optimally targeted, the deferral could economically benefit SCE, with cost savings that outweigh the lost revenues due to lower sales of electricity. To a lesser extent, economically justifiable energy-efficiency, photovoltaic technologies, and demand response could also help defer circuit capacity upgrades by reducing demand.

  13. Distributed Energy Alternative to Electrical Distribution Grid Expansion in Consolidated Edison Service Territory

    The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

    ARM maintains four major, permanent sites for data collection and deploys the ARM Mobile Facility to other sites as determined. The Tropical Western Pacific (TWP) site is one of the four fixed sites. It consists of three climate research facilities; the Manus facility on Los Negros Island in Manus, Papua New Guinea (established in 1996); the Nauru facility on Nauru Island, Republic of Nauru (1998); and the Darwin facility in Darwin, Northern Territory, Australia (2002). The operations are supported by government agencies in each host country. Covering the area roughly between 10 degrees N and 10 degrees S of the equator and from 130 degrees E to 167 degrees E, the TWP locale includes a region that plays a large role in the interannual variability observed in the global climate system. More than 250,000 TWP data sets from 1996 to the present reside in the ARM Archive.     We present a method to estimate precise relative magnitudes using cross correlation of seismic waveforms. Our method incorporates the intercorrelation of all events in a group of earthquakes, as opposed to individual event pairings relative to a reference event. This method works well when a reliable reference event does not exist. We illustrate the method using vertical strike-slip earthquakes located in the northeast Pacific and Panama fracture zone regions. Our results are generally consistent with the Global Centroid Moment Tensor catalog, which we use to establish a baseline for the relative event sizes.

The Seneca Nation, one of the Six Nations of the Iroquois Confederacy, holds title to three distinct territories in western New York.     The C-band scanning ARM precipitation radar (C-SAPR) is a scanning polarimetric Doppler radar transmitting simultaneously in both H and V polarizations. With a 350-kW magnetron transmitter, this puts 125 kW of transmitted power for each polarization. The receiver for the C-SAPR is a National Center for Atmospheric Research (NCAR) -developed Hi-Q system operating in a coherent-on-receive mode. The ARM Climate Research Facility operates two C-SAPRs; one of them is deployed near the Southern Great Plains (SGP) Central Facility near the triangular array of X-SAPRs, and the second C-SAPR is deployed at ARMs Tropical Western Pacific (TWP) site on Manus Island in Papua New Guinea.

    The United States Department of Energy's (DOE) Atmospheric Radiation Measurement (ARM) Program began operations in its Tropical Western Pacific (TWP) locale in October 1996 when the first Atmospheric Radiation and Cloud Station (ARCS) began collecting data on Manus Island in Papua New Guinea (PNG). Two years later, in November 1998, a second ARCS began operations on the island of Nauru in the Central Pacific. Now a third ARCS has begun collecting data in Darwin, Australia. The Manus, Nauru, and Darwin sites are operated through collaborative agreements with the PNG National Weather Service, The Nauru Department of Industry and Economic Development (IED), and the Australian Bureau of Meteorology's (BOM) Special Services Unit (SSU) respectively. All ARM TWP activities in the region are coordinated with the South Pacific Regional Environment Programme (SPREP) based in Apia, Samoa.     In 1986 more than 8 million liters of crude oil spilled into a complex region of mangroves, seagrasses, and coral reefs just east of the Caribbean entrance to the Panama Canal. This was the largest recorded spill into coastal habitats in the tropical Americas. Many populations of plants and animals in both oiled and unoiled sites had been studied previously, thereby providing an unprecedented measure of ecological variation before the spill. Documentation of the spread of oil and its biological effects begun immediately. Intertidal mangroves, seagrasses, algae, and associated invertebrates were covered by oil and died soon after. More surprisingly, there was also extensive mortality of shallow subtidal reef corals and infauna of seagrass beds. After 1.5 years only some organisms in areas exposed to the open sea have recovered.

    This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. We analyze the variables selected for defining territorial carrying capacity. The quality of the studies is acceptable (methodology, variable weighting, mapping). There is heterogeneity in the methods for territorial carrying capacity valuation.

    It is already known that tomography has a great impact for analyzing and mapping unknown objects based on inversion, travel time as well as waveform inversion. Therefore, tomography has used in wide area, not only in medical but also in petroleum as well as mining. Recently, tomography method is being applied in several mining industries. A case study of tomography imaging has been carried out in DOZ ( Deep Ore Zone ) block caving mine, Tembagapura, Papua. Many researchers are undergoing to investigate the properties of DOZ cave not only outside but also inside which is unknown. Tomography takes a part for determining this objective.The sources are natural from the seismic events that caused by mining induced seismicity and rocks deformation activity, therefore it is called as passive seismic. These microseismic travel time data are processed by Simultaneous Iterative Reconstruction Technique (SIRT). The result of the inversion can be used for DOZ cave monitoring. These information must be used for identifying weak zone inside the cave. In addition, these results of tomography can be used to determine DOZ and cave information to support mine activity in PT.   12. High resolution capillary column development for selective separations in gas chromatography

    A review of techniques for the preparation of high resolution capillary columns for gas chromatography is presented. Surface roughing, surface deactivation, stationary phase coating, and stationary phase crosslinking are discussed. Criteria for the selection of GC stationary phases and procedures for column evaluation are presented. A method is proposed for the isolation and determination of crude oil contamination in tropical plants and sediments. The method uses Florisil (TM) chromatography for the simultaneous clean-up and fractionation of aliphatic and aromatic hydrocarbons. Crosslinked SE-54 fused silica capillary columns prepared in our laboratory were employed for all GC separations. Mass spectrometry was used to help locate and identify specific oil components despite the intense background of the chromatogram. Crude oil components were identified in extracts of mangrove plant samples collected from the Peck Slip oil spill site at Media Munda, Puerto Rico. Crude oil components were also identified in sediment samples from controlled oil spill of Prudhoe Bay oil at Laguna de Chiriqui, Panama.

    This paper summarizes research into waste management activities and carbon emissions from territories in sub-Saharan Africa with the main objective of quantifying emission reductions (ERs) that can be gained through viable improvements to waste management in Africa. It demonstrates that data on waste and carbon emissions is poor and generally inadequate for prediction models. The paper shows that the amount of waste produced and its composition are linked to national Gross Domestic Product (GDP). Waste production per person is around half that in developed countries with a mean around 230 kg/hd/yr. Sub-Saharan territories produce waste with a biogenic carbon content of around 56% (+/-25%), which is approximately 40% greater than developed countries. This waste is disposed in uncontrolled dumps that produce large amounts of methane gas. Greenhouse gas (GHG) emissions from waste will rise with increasing urbanization and can only be controlled through funding mechanisms from developed countries.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. This poster: examines the history of the residential pricing structure and key milestones; summarizes and analyzes the usage between 2006 and 2009 for different baseline/climate areas; discusses the residential electricity Smart Meter roll out; and compares sample bills for customers in two climates under the current pricing structure and also the future time of use (TOU) structure.

    Finite-element simulations using a large-strain thaw-consolidation model, formulated by the writers, are presented and compared with the data obtained from a warm-oil test pipeline at Inuvik, Northwest Territory, Canada. Nondimensional design charts generated by the method are used to predict thaw-consolidation settlements. A good agreement is found between observed and predicted settlement values giving encouragement for future thaw-settlement predictions, based on finite-element-generated nondimensional charts.

    Chapter 5 analyzes the anthropogenic greenhouse gas (GHG) emission trends until the present and the main drivers that explain those trends. The chapter uses different perspectives to analyze past GHG-emissions trends, including aggregate emissions flows and per capita emissions, cumulative emissions, sectoral emissions, and territory-based vs. consumption-based emissions. In all cases, global and regional trends are analyzed. Where appropriate, the emission trends are contextualized with long-term historic developments in GHG emissions extending back to 1750.

    As the electric industry continues its unprecedented restructuring, state public utility regulators must determine which rules and analytical tools will best enable the industry`s participants to compete to provide electricity and its functional components. Even in the early stages of transformation, elements of a competitive marketplace are pervasive: generation markets are battlegrounds for increasingly diverse, numerous, and zealous participants; boundaries delineating traditional service territories are becoming blurred; associations of similarly-situated participants are forming to promote their interests; increased concentration through mergers and joint ventures looms as a possibility; vertically integrated utilities are considering or are being challenged to consider reconfiguration into a more horizontal structure; and generally, the industry`s end-users, its retail customers, are demanding choice. Large industrial customers, groups of residential customers, or entire municipalities are seeking to obtain electric service outside their native electric utilities service territories. These demands for increased consumer choice threaten the legislatively defined franchise rules, which grant monopolies to utilities in exchange for a system of regulation which includes an obligation to serve customers in the service territories both reliably and at reasonable cost. These events foreshadow an industry-wide transition to a customer-driven, competitive system for the provision of electric service in which the price for the service is determined by market-based signals. It would be unrealistic if state utility regulators did not expect commensurate change in the issues they confront and the existing methods of analysis.

    The location of the Atmospheric Radiation Measurement (ARM) site on Manus island in Papua New Guinea was chosen because it is very close the coast, in a geographically at, near-sea level area of the island, minimizing the impact of local island effects on the meteorology of the measurements [Ackerman et al., 1999]. In this study, we confirm that the Manus site is in deed less impacted by the island meteorology than slightly inland by comparing over a year of broadband surface irradiance and ceilometer measurements and derived quantities at the standard Manus site and a second location 7 km away as part of the AMIE-Manus campaign. The two sites show statistically similar distributions of irradiance and other derived quantities for all wind directions except easterly winds, when the inland site is down wind from the standard Manus site. Under easterly wind conditions, which occur 17% of the time, there is a higher occurrence of cloudiness at the down wind site likely do to land heating and orographic effects. This increased cloudiness is caused by shallow, broken clouds often with bases around 700 m in altitude. While the central Manus site consistently measures a frequency of occurrence of low clouds (cloud base height less than 1200 m) about 25+4% regardless of wind direction, the AMIE site has higher frequencies of low clouds (38%) when winds are from the east. This increase in low, locally produced clouds causes an additional -20 W/m2 shortwave surface cloud radiative effect at the AMIE site in easterly conditions than in other meteorological conditions that exhibit better agreement between the two sites.

Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

    The U.S. Department of Energy's (DOE's) State Energy Program (SEP) was established in 1996 by merging the State Energy Conservation Program (SECP) and the Institutional Conservation Program (ICP), both of which had been in existence since 1976 (U.S. DOE 2001a). The SEP provides financial and technical assistance for a wide variety of energy efficiency and renewable energy activities undertaken by the states and territories. SEP provides money to each state and territory according to a formula that accounts for population and energy use. In addition to these ''Formula Grants'', SEP ''Special Project'' funds are made available on a competitive basis to carry out specific types of energy efficiency and renewable energy activities (U.S. DOE 2003c). The resources provided by DOE typically are augmented by money and in-kind assistance from a number of sources, including other federal agencies, state and local governments, and the private sector. The states SEP efforts include several mandatory activities, such as establishing lighting efficiency standards for public buildings, promoting car and vanpools and public transportation, and establishing policies for energy-efficient government procurement practices. The states and territories also engage in a broad range of optional activities, including holding workshops and training sessions on a variety of topics related to energy efficiency and renewable energy, providing energy audits and building retrofit services, offering technical assistance, supporting loan and grant programs, and encouraging the adoption of alternative energy technologies. The scope and variety of activities undertaken by the various states and territories is extremely broad, and this reflects the diversity of conditions and needs found across the country and the efforts of participating states and territories to respond to them. The purpose of this report is to present estimates of the energy and cost savings and emissions reductions associated with SEP activities performed by the states during the 2002 program year, based on primary data provided by the states themselves. This is the second systematic evaluation of SEP accomplishments performed by Oak Ridge National Laboratory (ORNL) for DOE. A report documenting the findings of the first study was published in January 2003 (Schweitzer et.al., 2003).

  20. Contrasting impacts of localised versus catastrophic oil spills in coastal wetlands

    A localised oil spill was observed on the wetland marshes bordering a tidal creek near Cairns, Queensland in January 1994. Pollution and conservation issues are of paramount public concern in this region which boarders World Heritage Areas of coral reefs and coastal habitats. Local residents observed oil being dumped from a truck which was contracted to of oil the surface of the roads in the contiguous sugar cane farm for dust control. During this incident several truckloads of mixed waste oil were dumped onto a short section of road and into the wetlands. The oil contaminated a band of marsh 15-30 m wide along approximately 200 m of road. Impacted marsh included Melaleuca forest on the high side of the road and intertidal mangroves on the seaward side. The Queensland Department of Environment (QDE) initiated an impact assessment and directed the trucking company to clean up impacted areas. The extent of damage to wetlands from oil spills is related to the amount and type of oil spilled and the sensitivity of the habitats oiled. QDE asked the Australian Institute of Marine Sciences to assist with their study on the fate of the oil in this localised spill. The initial levels of petroleum hydrocarbons in surface sediments reached 17% of the dry weight in heavily impacted areas. Thus levels were similar to those reached after the catastrophic oil spill in Panama. Clean up efforts and natural dissipation processes reduced sediment hydrocarbon loads to nonacutely toxic levels in only 1.5 years in the intertidal mangroves. High levels remain in the Melaleuca sediments. We used internal molecular markers to detail hydrocarbon dissipation vs degradation. This study provides a contrast between impacts of localised versus catastrophic oil spills in deep mud coastal habitats.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRIs cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexicos largest radioactive sites have had security upgrades in place within 18 months of cooperation.

    The RHIC 2003 Physics Run [1] required collisions between gold ions and deuterons. The injector necessarily had to deliver adequate quality (transverse and longitudinal emittance) and quantity of both species. For gold this was a continuing evolution from past work [2]. For deuterons it was new territory. For the filling of the RHIC the injector not only had to deliver quality beams but also had to switch between these species quickly. This paper details the collider requirements and our success in meeting these. Some details of the configurations employed are given.

    Some conclusions from this presentation are: (1) EV Charging/discharging pattern mainly depends on the objective of the building (cost versus CO{sub 2}); (2) performed optimization runs show that stationary batteries are more attractive than mobile storage when putting more focus on CO{sub 2} emissions because stationary storage is available 24 hours a day for energy management - it's more effective; (3) stationary storage will be charged by PV, mobile only marginally; and (4) results will depend on the considered region and tariff. Final research work will show the results for 138 different buildings in nine different climate zones and three major utility service territories.
