This paper reports on oil exploration which is booming in Papua New Guinea (PNG) following a rash of license applications and farm-ins. Most activity is onshore, but success is beginning to drift offshore. Currently, 40 petroleum prospecting licenses (PPL) and one producing license are active, and eight more PPL applications are being considered. PNG is expected to become an oil exporter by September 1992 when initial production is expected from Iagifu, Hedina and Agogo fields.

This assessment is concerned with energy planning for the governments of the American territories of Guam and American Samoa, and of the four nations that are now emerging from the United Nations Trust Territory of the Pacific Islands: the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Republic of Palau, and the Federated States of Micronesia. This study was directed by the United States Congress under Public Law 96-597, and carried out by the United States Department of Energy in cooperation with the respective island governments. This report addressed the current and future energy needs of the island governments and considers the feasibility of employing alternate sources of energy, especially indigenous renewable energy resources, to reduce dependence on petroleum-based fuels.

Inspired by the collective phenomenon of territorial emergence, whereby animals move and interact through the scent marks they deposit, we study the dynamics of a 1D Brownian walker in a random environment consisting of confining boundaries that are themselves diffusing anomalously. We show how to reduce, in certain parameter regimes, the non-Markovian, many-body problem of territoriality to the analytically tractable one-body problem studied here. The mean square displacement (MSD) of the 1D Brownian walker within subdiffusing boundaries is calculated exactly and generalizes well known results when the boundaries are immobile. Furthermore, under certain conditions, if the boundary dynamics are strongly subdiffusive, we show the appearance of an interesting non-monotonicity in the time dependence of the MSD, giving rise to transient negative diffusion.

The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

Cerebral Artery Territories with Angiographically Confirmed Site of Arterial Occlusion

BACKGROUND AND PURPOSE: Early CT signs in the deep middle cerebral artery (MCA) territories have been reported to be seen at the initial period of ischemia. We attempted to investigate the incidence of parenchymal hypodensity within 3 hours after ischemic onset among patients with angiographically proved embolic MCA occlusion and to assess the cor-relation of subtle hypodensity in the deep MCA territories with involvement of the lenticulos-triate arteries in the presence of ischemia. METHODS: Fifty CT images obtained within 3 hours after onset of embolic MCA occlusion were retrospectively reviewed by three neurosurgeons who were aware of clinical features. Early CT signs in the deep MCA territories were divided into three grades according to their anatomic location: grade I, normal basal ganglia with hypodensity localized to the insula; grade II, partial obscuration of the posterolateral part of the putamen; and grade III, hypodensity of the entire lentiform nucleus. A grade I CT sign was considered to be a negative finding for lenticulostriate artery involvement, whereas grade II and III CT signs were considered to be positive findings. Site of occlusion and involvement of the lenticulostriate arteries were con-firmed by angiography.

Large High Resolution Displays for Co-Located Collaborative Sensemaking: Display Usage and Territoriality

Large, high-resolution vertical displays carry the potential to increase the accuracy of collaborative sensemaking, given correctly designed visual analytics tools. From an exploratory user study using a fictional textual intelligence analysis task, we investigated how users interact with the display to construct spatial schemas and externalize information, as well as how they establish shared and private territories. We investigated the space management strategies of users partitioned by type of tool philosophy followed (visualization- or text-centric). We classified the types of territorial behavior exhibited in terms of how the users interacted with information on the display (integrated or independent workspaces). Next, we examined how territorial behavior impacted the common ground between the pairs of users. Finally, we offer design suggestions for building future co-located collaborative visual analytics tools specifically for use on large, high-resolution vertical displays.

Coal as an option for power generation in US territories of the Pacific

A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

The Super Efficient Refrigerator Program (SERP) is a collaborative utility program intended to transform the market for energy-efficient and environmentally friendly refrigerators. it is one of the first examples of large-scale {open_quotes}market transformation{close_quotes} energy efficiency program. This report documents the evaluation of SERP ({open_quotes}the Program{close_quotes}) in the Bonneville Power Administration`s (Bonneville`s) service territory. Pacific Northwest National Laboratory (PNNL) conducted this evaluation for Bonneville. This study includes the process evaluation, preliminary impact evaluation, and market transformation assessment. It is based on site visits and interviews with refrigerator dealers and manufacturers, industry data, and Bonneville information. Results from this study are compared with those from a parallel study that examines the Program across the 24 participating utilities.

Suitability of salt-gradient solar ponds for electrical power generation in the US Trust Territory of the Pacific Islands, Guam, and American Samoa

The procedures and findings of a study to assess the suitability of salt-gradient solar ponds for base-load (firm) electricity generation in the US Trust Territory of the Pacific Islands (TTPI), Guam and American Samoa are described. The general conclusion is that solar pond power plants (SPPPs) are viable both technically and economically for some applications, possibly including atolls. The most practical immediate application would be to small and intermediate power users such as villages and airports. It is recommended that (1) at least one small SPPP be built immediately on a dry land site such as for the main village on Peleliu, Palau, (considered in this report) or at other identified feasible sites, and (2) that a design study be conducted to adapt the technology to atoll sites. This study was carried out by first reviewing all available literature on solar ponds and the regions concerned. All the regions in question were visited. Several sites were selected for specific study and SPPP conceptual designs were developed for these sites. These sites are (1) North Peleliu, Palau, with (2) Peleliu airport as an auxiliary site, (3) Aimeliik, Palau, and (4) atoll environments. Cultural, political, environmental and legal considerations were given equal weight with technical and economic factors, and locally resident persons were used as interpreters and liaisons. There exists strong support in the government and the community to develop these proposed site-specific SPPPs and land is available. Power needs were defined, construction and operation costs were calculated and performance was predicted for the site-specific designs. The results of the Palau site-specific studies were generalized to other areas and environments in the TTPI, Guam and American Samoa. An economic analysis of the SPPP conceptual design developed for Palau was made using the discounted cash flow method.

Anterior Myocardial Territory May Replace the Heart as Organ at Risk in Intensity-Modulated Radiotherapy for Left-Sided Breast Cancer

Purpose: We investigated whether the heart could be replaced by the anterior myocardial territory (AMT) as the organ at risk (OAR) in intensity-modulated radiotherapy (IMRT) of the breast for patients with left-sided breast cancer. Methods and Materials: Twenty-three patients with left-sided breast cancer who received postoperative radiation after breast-conserving surgery were studied. For each patient, we generated five IMRT plans including heart (H), left ventricle (LV), AMT, LV+AMT, and H+LV as the primary OARs, respectively, except both lungs and right breast, which corresponded to IMRT(H), IMRT(LV), IMRT(AMT), IMRT(LV+AMT), and IMRT(H+LV). For the planning target volumes and OARs, the parameters of dose-volume histograms were compared. Results: The homogeneity index, conformity index, and coverage index were not compromised significantly in IMRT(AMT), IMRT(LV) and IMRT(LV+ AMT), respectively, when compared with IMRT(H). The mean dose to the heart, LV, and AMT decreased 5.3-21.5% (p < 0.05), 19.9-29.5% (p < 0.05), and 13.3-24.5% (p < 0.05), respectively. Similarly, the low (e.g., V5%), middle (e.g., V20%), and high (e.g., V30%) dose-volume of the heart, LV, and AMT decreased with different levels. The mean dose and V10% of the right lung increased by 9.2% (p < 0.05) and 27.6% (p < 0.05), respectively, in IMRT(LV), and the mean dose and V5% of the right breast decreased significantly in IMRT(AMT) and IMRT(LV+AMT). IMRT(AMT) was the preferred plan and was then compared with IMRT(H+LV); the majority of dose-volume histogram parameters of OARs including the heart, LV, AMT, both lungs, and the right breast were not statistically different. However, the low dose-volume of LV increased and the middle dose-volume decreased significantly (p < 0.05) in IMRT(AMT). Also, those of the right lung (V10%, V15%) and right breast (V5%, V10%) decreased significantly (p < 0.05). Conclusions: The AMT may replace the heart as the OAR in left-sided breast IMRT after breast-conserving surgery to decrease the radiation dose to the heart.

Dosimetric Comparison of Intensity-Modulated Radiotherapy Plans, With or Without Anterior Myocardial Territory and Left Ventricle as Organs at Risk, in Early-Stage Left-Sided Breast Cancer Patients

Purpose: We evaluated heart sparing using an intensity-modulated radiotherapy (IMRT) plan with the left ventricle (LV) and/or the anterior myocardial territory (AMT) as additional organs at risk (OARs). Methods and Materials: A total of 10 patients with left-sided breast cancer were selected for dosimetric planning. Both lungs, the right breast, heart, LV, and AMT were defined as OARs. We generated one tangential field plan and four IMRT plans for each patient. We examined the dose-volume histogram parameters of the planning target volume and OARs. Results: Compared with the tangential field plan, the mean dose to the heart in the IMRT plans did not show significant differences; however, the dose to the AMT and LV decreased by 18.7-45.4% and 10.8-37.4%, respectively. The maximal dose to the heart decreased by 18.6-35.3%, to the AMT by 22.0-45.1%, and to the LV by 23.5-45.0%, And the relative volumes of the heart (V{sub {>=}12}), AMT (V{sub >11}) and LV (V{sub >10}) decreased significantly with different levels, respectively. The volume of the heart, AMT, LV, both lungs, and right breast receiving {>=}5 Gy showed a significant increase. Compared with the IMRT (H) plan, the mean dose to the heart, AMT, and LV decreased by 17.5-21.5%, 25.2-29.8%, and 22.8-29.8% and the maximal dose by 13.6-20.6%, 23.1-29.6%, and 17.3-29.1%, respectively. The IMRT plans for both lungs and the right breast showed no significant differences. Conclusions: The IMRT plans with the addition of the AMT and/or LV as OARs considerably increased heart sparing. We recommend including the LV as an additional OAR in such plans.

This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth. (3) Demonstrate benefits by reporting on a recently installed advanced energy system at a utility customer site. This study showed that advanced energy technologies are economical for many customers on the two SCE circuits analyzed, providing certain customers with considerable energy cost savings. Using reasonable assumptions about market penetration, the study showed that adding distributed generation would reduce peak demand on the two circuits enough to defer the need to upgrade circuit capacity. If the DE is optimally targeted, the deferral could economically benefit SCE, with cost savings that outweigh the lost revenues due to lower sales of electricity. To a lesser extent, economically justifiable energy-efficiency, photovoltaic technologies, and demand response could also help defer circuit capacity upgrades by reducing demand.

Distributed Energy Alternative to Electrical Distribution Grid Expansion in Consolidated Edison Service Territory

The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

Atmospheric Radiation Measurement (ARM) Data from the Tropical Western Pacific (TWP) Site.

ARM maintains four major, permanent sites for data collection and deploys the ARM Mobile Facility to other sites as determined. The Tropical Western Pacific (TWP) site is one of the four fixed sites. It consists of three climate research facilities; the Manus facility on Los Negros Island in Manus, Papua New Guinea (established in 1996); the Nauru facility on Nauru Island, Republic of Nauru (1998); and the Darwin facility in Darwin, Northern Territory, Australia (2002). The operations are supported by government agencies in each host country. Covering the area roughly between 10 degrees N and 10 degrees S of the equator and from 130 degrees E to 167 degrees E, the TWP locale includes a region that plays a large role in the interannual variability observed in the global climate system. More than 250,000 TWP data sets from 1996 to the present reside in the ARM Archive. Begin at the TWP information page for links or access data directly from the ARM Archive at http://www.archive.arm.gov/. Users will need to register for a password, but all files are then free for viewing or downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

Time dependence of the {sup 137}Cs resuspension factor on the Romanian territory after the Chernobyl accident

On the basis of the radioactivity levels in aerosol and atmospheric deposition samples due to the Chernobyl accident, the resuspension factor of {sup 137}Cs as a four-parameter function has been inferred. The standard procedure to derive the dependence of resuspension on time assumes that the initial deposit is instantaneous. A simple method assuming a constant deposition rate over a fixed period has been proposed. Also, based on existing experimental data, an attempt was made to consider a realistic time dependence of the deposition rate to cope with the particular case of the Chernobyl accident. The differences between the two models are outlined. The Chernobyl direct deposit has been assumed to be the deposit measured between 30 April and 30 June 1986. The calculated values of the resuspension factor are consistent with the IAEA`s recommended model and depend on the rainfall that occurred in June 1986 and the site-specific disturbance conditions during the first 100 d following 1 July 1986 and only on artificial disturbance by humans and vehicles after that. 16 refs., 5 figs., 3 tabs.

The Toxic Chemical Release Inventory (TRI) data gives annual estimated releases of toxic chemicals to the environment for the area indicated. Section 313 of the Emergency Planning and Community Right-to- Know Act (also known as Title III) of the Superfund Amendments and Reauthorization Act (SARA) of 1986 (Public Law 99-499) requires EPA to establish an inventory of toxic chemical emissions from certain facilities. Section 313 informs the public of the presence of chemicals in their communities and releases of these chemicals into the community. With this information, States and communities, working with industrial facilities required to comply with this law, will be better able to protect public health and the environment. The TRI data on diskette includes (1) the names, addresses, counties, and public contacts of facilities manufacturing, processing or using the reported chemicals; (2) the SIC code for the plants; (3) the chemical involved; and (4) the estimated quantity emitted into the air (point and non-point emissions), discharged into bodies of water, injected underground, released to land, or released to publicly owned treatment works. Beginning with the 1991 reports, facilities also are required to provide information about pollution prevention and source reduction activities. New data elements include quantities of the listed chemical recycled and used for energy recovery on-site; quanties transferred off- site for recycling and energy recovery. Source reduction activities, and methods used to indentify those activities. All releases are in pounds per year.Also provided is the FIPS code corresponding to the facility state and county; the unique ID number assigned by Dun and Bradstreet to the parent company of the reporting facility as well as the name of the corporation or other business entity that owns or controls the reporting facility; the first nine digit alphanumeric number a facility holds under the National Pollutant Discharge Elimination Systems.

The Electric Power Research Institute (EPRI) has undertaken a project to assess the impact of energy efficient supermarket refrigeration on the electric capacity requirements of the New England Electric System (NEES) service territories. The leading supermarket chains in the NEES service territories were contacted and the number of supermarkets and the types of refrigeration systems employed were established. Estimates were then made of the potential demand and energy savings that NEES and the supermarkets could realize if energy efficient refrigeration systems were employed. Hazardous waste control activities in Asia and the Pacific have been reviewed. The review includes China (mainland, Hong Kong, and Taiwan), Indonesia, Korea, Malaysia, Papua New Guinea, the Philippines, Singapore, and Thailand. It covers the sources of hazardous waste, the government structure for dealing with hazardous waste, and current hazardous waste control activities in each country. In addition, the hazardous waste program activities of US government agencies, US private-sector organizations, and international organizations are reviewed. The objective of these reviews is to provide a comprehensive picture of the current hazardous waste problems and the waste management approaches being used to address them so that new program activities can be designed more efficiently.

In a series of maps and figures, this atlas summarizes what is known about the energy resources and how these resources and oil imports supply the energy needs of five Central American countries: Guatemala, El Salvador, Honduras, Costa Rica, and Panama. The main exploited energy resources are firewood, hydroelectric energy, bagasse from sugar cane residues, and geothermal energy. Limited oil exploration in the region has uncovered modest oil resources only in Guatemala. Peat and small coal deposits are also known to exist but are not presently being exploited. After the description of energy resources, this atlas describes energy supply and demand patterns in each country. It concludes with a description of socioeconomic data that strongly affect energy demand. 4 refs.

San Jose Accord: energy aid or petroleum-marketing strategy

The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed. Specific briefs about some of the individual countries in the Accord are included. The fuel price/tax series for the Western Hemisphere countries is updated.

The energy situation in five Central American countries

This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

United Nations geothermal activities in developing countries

The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

Endovascular Treatment of the Carotid Stump Syndrome

In patients with an occluded internal carotid artery, the carotid stump syndrome is a potential source of microemboli that pass through the ipsilateral external carotid artery and the ophthalmic artery to the territory of the middle cerebral artery. Thus, the syndrome is associated with carotid territory symptoms although the internal carotid artery is occluded. Surgical exclusion of the internal carotid artery associated with endarterectomy of the external carotid artery has been described as the gold standard of treatment by many authors. This report is the second case, to our knowledge, of endovascular treatment of the carotid stump syndrome with the use of a stent-graft.
