    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Commonwealth of Puerto Rico for a feasibility study of m0treAlables on several brownfield sites. The EPA defines a brownfield as 'a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.' All of the brownfields in this study are landfill sites. Citizens of Puerto Rico, city planners, and site managers are interested in redevelopment uses for landfills in Puerto Rico, which are particularly well suited for solar photovoltaic (PV) installation. The purpose of this report is to assess the landfills with the highest potential for possible solar PV installation and estimate cost, performance, and site impacts of three different PV options: crystalline silicon (fixed-tilt), crystalline silicon (single-axis tracking), and thin film (fixed-tilt). Each option represents a standalone system that can be sized to use an entire available site area. In addition, the report outlines financing options that could assist in the implementation of a system. The feasibility of PV systems installed on landfills is highly impacted by the available area for an array, solar resource, operating status, landfill cap status, distance to transmission lines, and distance to major roads. All of the landfills in Puerto Rico were screened according to these criteria in order to determine the sites with the greatest potential. Eight landfills were chosen for site visits based on the screening criteria and location. Because of time constraints and the fact that Puerto Rico is a relatively large island, the eight landfills for this visit were all located in the eastern half of the island. The findings from this report can be applied to landfills in the western half of the island. The economics of a potential PV system on landfills in Puerto Rico depend greatly on the cost of electricity. Currently, PREPA has an average electric rate of $0.119/kWh. Based on past electric rate increases in Puerto Rico and other islands in the Caribbean, this rate could increase to $0.15/kWh or higher in a relatively short amount of time. In the coming years, increasing electrical rates and increased necessity for clean power will continue to improve the feasibility of implementing solar PV systems at these sites.

    Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

    The Puerto Rico Electric Power Authority (PREPA) installed a distributed battery energy storage system in 1994 at a substation near San Juan, Puerto Rico. It was patterned after two other large energy storage systems operated by electric utilities in California and Germany. The U.S. Department of Energy (DOE) Energy Storage Systems Program at Sandia National Laboratories has followed the progress of all stages of the project since its inception. It directly supported the critical battery room cooling system design by conducting laboratory thermal testing of a scale model of the battery under simulated operating conditions. The Puerto Rico facility is at present the largest operating battery storage system in the world and is successfully providing frequency control, voltage regulation, and spinning reserve to the Caribbean island. The system further proved its usefulness to the PREPA network in the fall of 1998 in the aftermath of Hurricane Georges. The owner-operator, PREPA, and the architect/engineer, vendors, and contractors learned many valuable lessons during all phases of project development and operation. In documenting these lessons, this report will help PREPA and other utilities in planning to build large energy storage systems.

    Garcia and Associates (GANDA) was contracted by the Lawrence Livermore National Laboratory (LLNL) to collect information on golden eagle (Aquila chrysaetos) use of Site 300. During 2014, we conducted surveys at Site 300 and for an area including a 10-mile radius of Site 300. Those surveys documented 42 golden eagle territories including two territories that overlapped with Site 300. These were named ‘Tesla’ and ‘Linac Road’. In 2015, we conducted surveys to refine the territory boundaries of golden eagle territories that overlapped with Site 300 and to document eagle activity at Site 300.

    Sustainability theories in European Union (EU) development policies are facing significant challenges: it is difficult to transmit context-specific, publicly communicable messages; the recent development policies strengthen the concurrent development paradigm of economic growth and competitiveness; 'climate change' became a more popular environmental integration term than sustainability in the last few years. However, due to the recent crises of the economic growth, there is a great chance to reintroduce a sustainability-based development. A territorial/regional understanding of sustainability can also be an answer for the current challenges, a platform for refreshing the concept with relevant, specific messages that are close to the everyday life. This paper summarises the 'territorial system'-based basic principles of territorial sustainability in a model called AUTHARSIIV (AUTonomy, HARmony, Solidarity, Innovation, Identity and Values). This is a supplementary sustainability content specified for the context of spatial/regional development or planning. The paper also examines the presence of 'general and territorial sustainability' in regional development programmes, and case studies on applying the territorial sustainability principles in planning, assessment, and implementation. According to the results, sustainability is rarely adapted to the conditions of a given sector or a region, and the territorial aspect of sustainability is underrepresented even in territorial programmes. Therefore, the paper proposes a new planning and assessment system that is based on a set of regionally legitimate sustainability values.

    Arrangements might be created for siting nuclear installations on land ceded by a host State for administration by an international or multinational organization. Such arrangements might prove useful in terms of resolving suspicions of proliferation in troubled areas of the world, or as a means to introduce nuclear activities into areas where political, financial or technical capabilities might otherwise make such activities unsound, or as a means to enable global solutions to be instituted for major nuclear concerns (e.g., spent fuel management). The paper examines practical matters associated with the legal and programmatic aspects of siting nuclear installations, including diplomatic/political frameworks, engaging competent industrial bodies, protection against seizure, regulation to ensure safety and security, waste management, and conditions related to the dissolution of the extra-territorial provisions as may be agreed as the host State(s) achieve the capabilities to own and operate the installations. The paper considers the potential for using such a mechanism across the spectrum of nuclear power activities, from mining to geological repositories for nuclear waste. The paper considers the non-proliferation dimensions associated with such arrangements, and the pros and cons affecting potential host States, technology vendor States, regional neighbors and the international community. It considers in brief potential applications in several locations today.

It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Puerto Rico. The profile is the result of a survey of NRC licensees in Puerto Rico. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Puerto Rico.

    The amount of waste produced and the control of separate collection are crucial issues for the planning of a territorial Integrated Waste Management System, enabling the allocation of each sorted waste fraction to the proper treatment and recycling processes. The present study focuses on assessing indicators of different waste management systems in areas characterized by different territorial conditions. The investigated case study concerns the municipalities of Emilia Romagna (northern Italy), which present a rather uniform socioeconomic situation, but a variety of geographic, urban and waste management characteristics. A survey of waste generation and collection rates was carried out, and correlated with the different territorial conditions, classifying the municipalities according to altitude and population density. The best environmental performances, in terms of high separate collection rate, were found on average in rural areas in the plain, while the lowest waste generation was associated with rural hill towns.

    A great part of Russian territory is characterized by climate discomfort of life. In winter cold stress covers nearly all territory. The purpose of this work is to learn how the climatic discomfort of life is affected by climate change. The effect of global warming for the period 1981--1990 on geographical distribution of bioclimatic indexes by seasons (compared with average figures) is analyzed. Indexes of enthalpy, dry cooling, wind chill, wet cooling, effective temperature, physiological deficit index for monthly average figures were calculated and the data bank for the period 1981--1990 was made up. The indexes of enthalpy, wet cooling, and dry cooling according to Bodman were chosen as the most informative and independent. Maps of the climatic indexes taking into account temperature, humidity and wind speed were made up on the basis of the calculated figures.

  8. Rural electrification: Waste biomass Russian northern territories. Final report

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. The pressure in the other school is extremely positive relative to the outside, and you can stand 20-feet outside and still feel cool drafts of air exiting the building. It is recommended that humidity sensors be installed in all new projects and retrofitted into exist facilities. In this humid climate, control of humidity is very important. There are significant periods of time when the mechanical systems in many buildings can be unloaded and dehumidification is not required. The use of CO{sub 2} sensors should also be considered in representative areas. CO{sub 2} sensors determine whether spaces are occupied so that fresh air is only brought into the space when needed. By reducing the amount of outside air brought into the space, the humidity load is also substantially reduced. CO{sub 2} and humidity sensors, combined with outside air sensors, can be used to predict whether conditions are amenable to mold growth and to automatically adjust systems to help prevent mold without using extra energy. The goal of this training is to give the building operators the knowledge needed to make positive changes in the operation of building systems. As class participants apply this knowledge, building systems will run more efficiently, occupant comfort should improve, while saving energy and reducing greenhouse gas emissions.

    On Dec. 15, 1997, Enron International and Kenetech Energy Services achieved financial close on the $670 million EcoElectrica liquefied natural gas terminal and cogeneration project proposed for Puerto Rico. The project involves construction of a liquefied natural gas terminal, cogeneration plant, and desalination unit on the southern coast of Puerto Rico, in the Penuelas/Guayanilla area. EcoElectrica will include a 500-mw, combined-cycle cogeneration power plant fueled mainly by LNG imported from the 400 MMcfd Atlantic LNG project on the island of Trinidad. Achieving financial close on a project of this size is always a time-consuming matter and one with a number of challenges. These challenges were increased by the unique nature of both the project and its financing--no project financing had ever before been completed that combined an LNG terminal and power plant. The paper discusses the project, financing details and challenges, key investment considerations, and integrated project prospects.

The economics of the potential systems were analyzed using an electric rate of $0.119/kWh and incentives offered by Puerto Rico and by the serving utility, PREPA. According to the site production calculations, the most cost-effective system in terms of return on investment is the thin-film fixed-tilt technology. The report recommends financing options that could assist in the implementation of such a system.

    Recent foraminiferal assemblages from four traverses across mangrove-lagoonal environments off Puerto Rico exhibit patterns of distribution that should be useful in paleoenvironmental interpretations. Variations in sediment substrate type, abundance and distribution of marine vegetation, and degree of exposure to wave and current activity appear to be important factors related to foraminiferal distributions and abundances. Cluster analysis of foraminiferal abundance data distinguishes four major assemblages. Other generally recognizable trends in foraminiferal assemblages include: offshore increase in species diversity; offshore increase in percent miliolids while percent rotaliids remain more or less constant; small peaks in percent textulariids immediately adjacent to mangrove growth; almost 100% agglutinated assemblages in fully mangrove environments; offshore increase in foraminiferal number except in areas of abundant Halimeda plate production where numbers of foraminifera are diluted; restriction of high abundances of Fissurina, Nonionella, Fursenkoina and Helenina to lagoons behind mangrove islands; restrictions of high abundances of Rosalina, Cibicides, Discorbis, Spiroloculina, Cyclogyra, Quinqueloculina, Amphistegina, Peneroplis and Archaias to lagoons seaward of mangrove islands. These trends provide a micropaleontological link between a potential petroleum source, mangrove swamps, and the potential petroleum reservoir, reef rocks.

  16. Methane flux from mangrove sediments along the southwestern coast of Puerto Rico

    Although the sediments of coastal marine mangrove forests have been considered a minor source of atmospheric methane, these estimate have been based on sparse data from similar areas. We have gathered evidence that shows that external nutrient and freshwater loading in mangrove sediments may have a significant effect on methane flux. Experiments were performed to examine methane fluxes from anaerobic sediments in a mangrove forest subjected to secondary sewage effluents on the southwestern coast of Puerto Rico. Emission rates were measured in situ using a static chamber technique, and subsequent laboratory analysis of samples was by gas chromatography using a flame ionization detector. Results indicate that methane flux rates were lowest at the landward fringe nearest to the effluent discharge, higher in the seaward fringe occupied by red mangroves, and highest in the transition zone between black and red mangrove communities, with average values of 4 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], 42 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], and 82 mg CH[sub 4] m[sup [minus]2] d[sup [minus]1], respectively. Overall mean values show these sediments may emit as much as 40 times more methane than unimpacted pristine areas. Pneumatophores of Aviciennia germinans have been found to serve as conduits to the atmosphere for this gas. Fluctuating water level overlying the mangrove sediment is an important environmental factor controlling seasonal and interannual CH[sub 4] flux variations. Environmental controls such as freshwater inputs and increased nutrient loading influence in situ methane emissions from these environments. 34 refs., 3 figs., 3 tabs.

  17. Probing the deep critical zone beneath the Luquillo Experimental Forest, Puerto Rico

    Recent work has suggested that weathering processes occurring in the subsurface produce the majority of silicate weathering products discharged to the world s oceans, thereby exerting a primary control on global temperature via the well-known positive feedback between silicate weathering and CO2. In addition, chemical and physical weathering processes deep within the critical zone create aquifers and control groundwater chemistry, watershed geometry and regolith formation rates. Despite this, most weathering studies are restricted to the shallow critical zone (e.g., soils, outcrops). Here we investigate the chemical weathering, fracturing and geomorphology of the deep critical zone in the Bisley watershed in the Luquillo Critical Zone Observatory, Puerto Rico, from two boreholes drilled to 37.2 and 27.0 m depth, from which continuous core samples were taken. Corestones exposed aboveground were also sampled. Weathered rinds developed on exposed corestones and along fracture surfaces on subsurface rocks slough off of exposed corestones once rinds attain a thickness up to ~1 cm, preventing the corestones from rounding due to diffusion limitation. Such corestones at the land surface are assumed to be what remains after exhumation of similar, fractured bedrock pieces that were observed in the drilled cores between thick layers of regolith. Some of these subsurface corestones are massive and others are highly fractured, whereas aboveground corestones are generally massive with little to no apparent fracturing. Subsurface corestones are larger and less fractured in the borehole drilled on a road where it crosses a ridge compared to the borehole drilled where the road crosses the stream channel. Both borehole profiles indicate that the weathering zone extends to well below the stream channel in this upland catchment; hence weathering depth is not controlled by the stream level within the catchment and not all of the water in the watershed is discharged to the stream.

    The Sr-isotopic composition of marbles from the Puerto Galera area (Mindoro, Philippines) is compatible with either a Tertiary or a Paleozoic age. The former is considered as unlikely because nonmetamorphic sediments of that age overlie the metamorphic complex. This implies that the metamorphic complex does not represent the basement of the Philippine arc but is an accreted terrane.

These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    Because Ocean Thermal Energy Conversion (OTEC) operates at a low thermodynamic efficiency, heat exchangers represent a major portion of the overall cost of an OTEC power plant. For this reason, the commercial viability of OTEC depends on the design of efficient and inexpensive heat exchangers which have an operational life expectancy of 20 to 30 years and which can be maintained at a high level of efficiency by the use of effective biofouling control. Summarized here are the results of experiments conducted by the Center for Energy and Environment Research of the University of Puerto Rico to: determine the nature of the biofilm which develops on heat exchanger surfaces exposed to running seawater, test the effectiveness of brush cleaning and chlorination in controlling biofouling on these surfaces and study the corrosion behavior of zinc protected aluminum alloys under OTEC conditions in an attempt to qualify them for use in low cost OTEC heat exchangers.

    The combination of high oil costs, concerns about oil security and availability, and air quality issues related to vehicle emissions are driving interest in plug-in hybrid electric vehicles (PHEVs). PHEVs are similar to conventional hybrid electric vehicles, but feature a larger battery and plug-in charger that allows electricity from the grid to replace a portion of the petroleum-fueled drive energy. PHEVs may derive a substantial fraction of their miles from grid-derived electricity, but without the range restrictions of pure battery electric vehicles. As of early 2007, production of PHEVs is essentially limited to demonstration vehicles and prototypes. However, the technology has received considerable attention from the media, national security interests, environmental organizations, and the electric power industry. The use of PHEVs would represent a significant potential shift in the use of electricity and the operation of electric power systems. Electrification of the transportation sector could increase generation capacity and transmission and distribution (T&D) requirements, especially if vehicles are charged during periods of high demand. This study is designed to evaluate several of these PHEV-charging impacts on utility system operations within the Xcel Energy Colorado service territory.

    Purpose: We investigated whether the heart could be replaced by the anterior myocardial territory (AMT) as the organ at risk (OAR) in intensity-modulated radiotherapy (IMRT) of the breast for patients with left-sided breast cancer. Methods and Materials: Twenty-three patients with left-sided breast cancer who received postoperative radiation after breast-conserving surgery were studied. For each patient, we generated five IMRT plans including heart (H), left ventricle (LV), AMT, LV+AMT, and H+LV as the primary OARs, respectively, except both lungs and right breast, which corresponded to IMRT(H), IMRT(LV), IMRT(AMT), IMRT(LV+AMT), and IMRT(H+LV). For the planning target volumes and OARs, the parameters of dose-volume histograms were compared. Results: The homogeneity index, conformity index, and coverage index were not compromised significantly in IMRT(AMT), IMRT(LV) and IMRT(LV+ AMT), respectively, when compared with IMRT(H). The mean dose to the heart, LV, and AMT decreased 5.3-21.5% (p < 0.05), 19.9-29.5% (p < 0.05), and 13.3-24.5% (p < 0.05), respectively. Similarly, the low (e.g., V5%), middle (e.g., V20%), and high (e.g., V30%) dose-volume of the heart, LV, and AMT decreased with different levels. The mean dose and V10% of the right lung increased by 9.2% (p < 0.05) and 27.6% (p < 0.05), respectively, in IMRT(LV), and the mean dose and V5% of the right breast decreased significantly in IMRT(AMT) and IMRT(LV+AMT). IMRT(AMT) was the preferred plan and was then compared with IMRT(H+LV); the majority of dose-volume histogram parameters of OARs including the heart, LV, AMT, both lungs, and the right breast were not statistically different. However, the low dose-volume of LV increased and the middle dose-volume decreased significantly (p < 0.05) in IMRT(AMT). Also, those of the right lung (V10%, V15%) and right breast (V5%, V10%) decreased significantly (p < 0.05). Conclusions: The AMT may replace the heart as the OAR in left-sided breast IMRT after breast-conserving surgery to decrease the radiation dose to the heart.

This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

    The National Renewable Energy Laboratory (NREL) and the U.S. Navy have worked together to demonstrate new or leading-edge commercial energy technologies whose deployment will support the U.S. Department of Defense (DOD) in meeting its energy efficiency and renewable energy goals while enhancing installation energy security. This is consistent with the 2010 Quadrennial Defense Review report1 that encourages the use of 'military installations as a test bed to demonstrate and create a market for innovative energy efficiency and renewable energy technologies coming out of the private sector and DOD and Department of Energy laboratories,' as well as the July 2010 memorandum of understanding between DOD and the U.S. Department of Energy (DOE) that documents the intent to 'maximize DOD access to DOE technical expertise and assistance through cooperation in the deployment and pilot testing of emerging energy technologies.' As part of this joint initiative, a promising waste-to-energy (WTE) technology was selected for demonstration at the Hickam Commissary aboard the Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The WTE technology chosen is called high-energy densification waste-to-energy conversion (HEDWEC). HEDWEC technology is the result of significant U.S. Army investment in the development of WTE technology for forward operating bases.

The objective of this report is to outline a strategy that can be used by Fort Buchanan to further establish an effective energy management program.     The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

    Since the landfall of Hurricane Sandy in October 2012, municipalities and jurisdictions in the United States have been increasingly focused on the vulnerability of their electricity infrastructure and enhancing resilience to extreme events. Renewable energy and distributed generation resources have a critical role to play in increasing the resilience of electric grids. In remote areas and on islands, these issues have risen to the forefront because remote electric grids function in near isolation, making grid reliability, electricity supply, cost controls, and stability essential. The integration of such resources into smaller, isolated grids poses unique challenges given the relatively high penetration rates of solar photovoltaics (PV). In the U.S. these remote locations include Hawaii, Puerto Rico, Guam, Marianas, and the U.S. Virgin Islands, communities off the coast of Maine and Massachusetts, mainland communities in Alaska, and even U.S. government installations such as national parks and military bases. This paper explores how policy makers and planners interested in furthering grid resilience and increasing reliance on renewable energy resources can learn from the opportunities and challenges facing remote communities as they work to shift their generation mix to higher levels of solar PV.

    The State Energy Conservation Program was established in 1975 to promote energy conservation and to help states develop and implement their own conservation programs. Base (5) and supplemental (3) programs required states to implement programs including: mandatory thermal-efficiency standards and insulation requirements for new and renovated buildings; mandatory lighting efficiency standards for public buildings; mandatory standards and policies affecting the procurement practices of the state and its political subdivisions; program measures to promote the availability and use of carpools, vanpools, and public transportation; a traffic law or regulation which permits a right turn-on-red; and procedures to carry out a continuing public education effort to increase awareness of energy conservation; procedures which promote effective coordination among local, state, and Federal energy conservation programs; and procedures for carrying out energy audits on buildings and industrial plants. All 50 states and Puerto Rico, Guam, the Virgin Islands, American Samoa, and the District of Columbia participated in the program. The total 1980 energy savings projected by the states is about 5.9 quadrillion Btu's or about 7% of the DOE projected 1980 baseline consumption of just under 83 quads. The detailed summary is presented on the following: information the SECP evaluation; DOE response to the SECP; DOE's role in the program management process; the effectiveness of the states in managing the SECP; the status of program measure implementation; innovative state energy conservation programs; and the evaluation methodology.

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth. (3) Demonstrate benefits by reporting on a recently installed advanced energy system at a utility customer site. This study showed that advanced energy technologies are economical for many customers on the two SCE circuits analyzed, providing certain customers with considerable energy cost savings. Using reasonable assumptions about market penetration, the study showed that adding distributed generation would reduce peak demand on the two circuits enough to defer the need to upgrade circuit capacity. If the DE is optimally targeted, the deferral could economically benefit SCE, with cost savings that outweigh the lost revenues due to lower sales of electricity. To a lesser extent, economically justifiable energy-efficiency, photovoltaic technologies, and demand response could also help defer circuit capacity upgrades by reducing demand.

  18. Distributed Energy Alternative to Electrical Distribution Grid Expansion in Consolidated Edison Service Territory

    The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

    This report identifies the most important results of a comparative analysis of household commercial energy use in Venezuelan urban cities. The use of modern fuels is widespread among all cities. Cooking consumes the largest share of urban household energy use. The survey documents no use of biomass and a negligible use of kerosene for cooking. LPG, natural gas, and kerosene are the main fuels available. LPG is the fuel choice of low-income households in all cities except Maracaibo, where 40% of all households use natural gas. Electricity consumption in Venezuela`s urban households is remarkably high compared with the levels used in households in comparable Latin American countries and in households of industrialized nations which confront harsher climatic conditions and, therefore, use electricity for water and space heating. The penetration of appliances in Venezuela`s urban households is very high. The appliances available on the market are inefficient, and there are inefficient patterns of energy use among the population. Climate conditions and the urban built form all play important roles in determining the high level of energy consumption in Venezuelan urban households. It is important to acknowledge the opportunities for introducing energy efficiency and conservation in Venezuela`s residential sector, particularly given current economic and financial constraints, which may hamper the future provision of energy services.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservation Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). In addition, the majority of states have augmented the SECP with oil overcharge funding they have received over the past several years. Each state is required to provide a twenty-percent match for the Federal funds received, and its Base Plan must include the following program measures: (1) mandatory lighting efficiency standards for state public buildings; (2) programs to promote the availability and use of carpool, vanpool, and public transportation; (3) mandatory standards and policies relating to energy efficiency to govern the state procurement practices; (4) mandatory thermal efficiency standards and insulation requirements for new and renovated buildings; and (5) a traffic law or regulation, which permits the operator of a motor vehicle to turn right at a red stop light after stopping. 6 tabs.

    Landfills have been used for decades in Puerto Rico as the only alternative for the disposal of municipal solid waste (MSW). In the present, 7,300 metric tons (8,000 tons) of MSW are generated on a daily basis, of which about 43% are generated in the San Juan Metropolitan Area. Garbage dumps in the Metropolitan Area have an estimated useful life of two years from now. Furthermore, Puerto Rico`s average daily per capita generation exceeds that of US and is almost as twice as that of Europe. A novel alternative for the disposal of MSW needs to be implemented. The University of Puerto Rico (Department of Chemical Engineering), in a collaborative effort with the Sandia National Laboratory, the National Renewable Energy Laboratory, Puerto Rico`s Energy Affairs Administration, and the Institute of Chemical Engineers of Puerto Rico, have conceptualized a research program that would address the utilization of MSW and other agricultural residues for the generation of energy and/or high-value chemical products. The concept, {open_quotes}biorefinery{close_quotes} would consist of the collection of MSW and other agricultural wastes, separation of materials for recycling (glass, ceramics, metals), and use of gasification and/or hydrolysis of the screened material to produce energy and/or chemicals (such as alcohols and oxyaromatics).

    After Chornobyl NPP (ChNPP) accident the territory near destroyed Unit 4 (that now with the special confinement has the name the ''Shelter'' object) is contaminated of fuel fallouts. During liquidation of the accident consequences this territory was covered with pure earth, concrete, etc. As a result a contaminated anthropogenic layer of the soil on the depth up to 10 m was formed. Now the problem of contamination estimation and the soils management arose. For this tasks a gamma logging method was modified conformably to ChNPP conditions. The methods for necessary coefficients receiving and log treatment have been suggested.

    The solar powered electric vehicle race began in Arlington, Texas on June 20, 1993 and finished 7 days later in Minneapolis, Minnesota. Thirty four teams from Universities across the United States and Puerto Rico completed the race out of thirty six entries. The race demonstrated the viability of sunlight powered vehicles as the better average daily speeds were in excess of 50 miles an hour. Even in the rain, most average speeds were in excess of 15 miles an hour. Analyzed results, photographs, and project details are included. (GHH)
