Also included are US information obtained through acquisition programs or interagency agreements and international information obtained through the International Energy Agency's Energy Technology Data Exchange or government-to-government agreements. The digests in NRT and other citations to information on nuclear reactors back to 1948 are available for online searching and retrieval on EDB and Nuclear Science Abstracts (NSA) database. Current information, added daily to EDB, is available to DOE and its contractors through the DOE integrated Technical Information System. Customized profiles can be developed to provide current information to meet each user's needs.

    This discussion will be confined to those research and development programs of the US Department of Energy (DOE) for increasing the use of coal by conversion to clean liquid and gaseous fuels. It will not include the DOE research and development on increasing the direct use of coal, underground gasification or oil shale - all of which could also provide clean fuels from domestic resources and thus permit oil imports to be reduced. The Annexes appended describe the liquefaction and surface gasification programs supported in whole or in part by DOE funding. For each of the processes the technology is described along with its unique features, present status, major technical problems that must be solved to more to the next phase of development, and the anticipated project schedule.

    This report contains the results of efforts under the six tasks of the Tenth Amendment anti Extension of Annex IV, Enhanced Oil Recovery Thermal Processes of the Venezuela/USA Energy Agreement. This report is presented in sections (for each of the six Tasks) and each section contains one or more reports that were prepared to describe the results of the effort under each of the Tasks. A statement of each Task, taken from the Agreement Between Project Managers, is presented on the first page of each section. The Tasks are numbered 68 through 73. The first through tenth report on research performed under Annex IV Venezuela MEM/USA-DOE Fossil Energy Report Number IV-1, IV-2, IV-3, IV-4, IV-5, IV-6, IV-7, IV-8, IV-9, IV-10 contain the results of the first 67 Tasks. These reports are dated April 1983, August 1984, March 1986, July 1987, November 1988, December 1989, October 1991, February 1993, March 1995, and December 1997, respectively.

  9. RESULTS FROM RECENT SCIENCE AND TECHNOLOGY INVESTIGATIONS TARGETING CHROMIUM IN THE 100D AREA HANFORD SITE WASHINGTON USA

    Sodium dichromate was used in Hanford's 100D Area during the reactor operations period of 1950 to 1964 to retard corrosion in the reactor cooling systems. Some of the sodium dichromate was released to the environment by spills and/or leaks from pipelines used to deliver the chemical to water treatment plants in the area. As a result, hexavalent chromium [Cr(VI)] has migrated through the vadose zone to the groundwater and contaminated nearly 1 km{sup 2} of groundwater to above the drinking water standard of 48 {micro}g/L. Three technology tests have recently been completed in this area to characterize the source area of the plumes and evaluate alternative methods to remove Cr(VI) from groundwater. These are (1) refine the source area of the southern plume; (2) test electrocoagulation as an alternative groundwater treatment technology; and (3) test the ability to repair a permeable reactive barrier by injecting micron or nanometer-size zero-valent iron (ZVI). The projects were funded by the US Department of Energy as part of a program to interject new technologies and accelerate active cleanup. Groundwater monitoring over the past 10 years has shown that Cr(VI) concentrations in the southern plume have not significantly diminished, strongly indicating a continuing source. Eleven groundwater wells were installed in 2007 and 2008 near a suspected source area and monitored for Cr(VI) and groundwater levels. Interpretation of these data has led to refinement of the source area location to an area of less than 1 hectare (ha, 2.5 acres). Vadose zone soil samples collected during drilling did not discover significant concentrations of Cr(VI), indicating the source is localized, with a narrow wetted path from the surface to the water table. Electrocoagulation was evaluated through a pilot-scale treatability test. Over 8 million liters of groundwater were treated to Cr(VI) concentrations of {le}20 {micro}g/L.   10. World Record Earned Value Management System Certification for Cleanup of the East Tennessee Technology Park, Oak Ridge, Tennessee, USA - 13181

    On projects that require Earned Value Management (EVMS) Certification, it is critical to quickly prepare for and then successfully obtain certification. This is especially true for government contracts. Projects that do poorly during the review are subject to financial penalties to their company and they lose creditability with their customer creating problems with the project at the outset. At East Tennessee Technology Park (ETTP), we began preparing for Department of Energy (DOE) certification early during proposal development. Once the contract was awarded, while still in transition phase from the previous contractor to our new company, we immediately began reviewing the project controls systems that were in place on the project and determined if any replacements needed to be made immediately. The ETTP contract required the scheduling software to be upgraded to Primavera P6 and we determined that no other software changes would be done prior to certification. Next, preparation of the Project Controls System Description (PCSD) and associated procedures began using corporate standards as related to the project controls systems. During the transition phase, development was started on the Performance Measurement Baseline which is the resource loaded schedule used to measure our performance on the project and which is critical to good Earned Value Management of the project. Early on, and throughout the baseline review, there was positive feedback from the Department of Energy that the quality of the new baseline was good. Having this superior baseline also contributed to our success in EVMS certification. The combined companies of URS and CH2M Hill had recent experience with certifications at other Department of Energy sites and we were able to capitalize on that knowledge and experience. Generic PCSD and procedures consistent with our co-operations approach to Earned Value Management were available to us and were easily tailorable to the specifics of our contract

    The IEA HPT Annex 40 "Heat pump concepts for Nearly Zero Energy Buildings" deals with the application of heat pumps as a core component of the HVAC system for Nearly or Net Zero energy buildings (nZEB). This report covers Task 2 on the system comparison and optimisation and Task 3 dedicated to the development of adapted technologies for nZEB and field monitoring results of heat pump systems in nZEB. In the US team three institutions are involved and have worked on the following projects: The Oak Ridge National Laboratory (ORNL) will summarize development activities through the field demonstration stage for several integrated heat pump (IHP) systems electric ground-source (GS-IHP) and air-source (AS-IHP) versions and an engine driven AS-IHP version. The first commercial GS-IHP product was just introduced to the market in December 2012. This work is a contribution to Task 3 of the Annex. The University of Maryland will contribute a software development project to Task 2 of the Annex. The software ThermCom evaluates occupied space thermal comfort conditions accounting for all radiative and convective heat transfer effects as well as local air properties. The National Institute of Standards and Technology (NIST) is working on a field study effort on the NIST Net Zero Energy Residential Test Facility (NZERTF). This residential building was constructed on the NIST campus and officially opened in summer 2013. During the first year, between July 2013 and June 2014, baseline performance of the NZERTF was monitored under a simulated occupancy protocol. The house was equipped with an air-to-air heat pump which included a dedicated dehumidification operating mode. Outdoor conditions, internal loads and modes of heat pump operation were monitored. Field study results with respect to heat pump operation will be reported and recommendations on heat pump optimization for a net zero energy building will be provided. This work is a contribution to Task 3 of the Annex.

Audiovisual materials, computer media (magnetic tapes, diskettes, etc.), and engineering drawings are included in this definition. ERA also covers other energy information prepared in report form by federal and state government organizations, foreign governments, and domestic and foreign universities and research organizations, provided that the full text of the document has been received by OSTI. Foreign report information is obtained through the International Energy Agency's fourteen nation Energy Technology Data Exchange, the International Atomic Energy Agency's International Nuclear Information System, or nation-to-nation agreements. The purpose of this publication is to announce documents produced or obtained by DOE that are not so readily available as journal articles, books, or patents. ERA does not cover nonreport literature.     Crosswell seismic imaging technology has advanced rapidly over the last three years as the processing methods have become more robust, the cost of data acquisition has fallen, and the interwell distances of operation have increased. The Permian Basin of west Texas, USA is proving to be an ideal environment in which to develop this technology because of the relatively low seismic attenuation of the carbonate-dominated lithology, the moderate well spacings in the large number of mature fields, and the unusually high number of reflecting horizons. Current technology permits us to operate in carbonates at well spacings on the order of 2000 ft (650 m) and to image P- and S-wave reflecting horizons on a scale of 8 to 25 ft (2.4 to 7.6 m). Crosswell technology is not limited to carbonates, although the majority of recent applications have been in this environment. We are involved in three separate crosswell experiments in the Permian Basin, each with unique objectives. The first experiment involves a CO{sub 2} pilot project in a Grayburg Formation reservoir on the eastern edge of the Central Basin Platform. Here we are attempting to characterize the reservoir at a scale unobtainable from 3-D surface seismic data and to image CO{sub 2} fronts directly. The second experiment deals with a waterflood in a Middle Clearfork Formation reservoir on the Eastern Shelf, where we are trying to explain the erratic response of adjacent wells to water injection. In the third project we are trying to image the structure and stratigraphy of subtle {open_quotes}anomalies{close_quotes} in 3-D surface seismic images of the Wolfcamp Formation.

    There is increased recognition that geothermal energy resources are more widespread than previously thought, with potential for providing a significant amount of sustainable clean energy worldwide. Recent advances in drilling, completion, and production technology from the oil and gas industry can now be applied to unlock vast new geothermal resources, with some estimates for potential electricity generation from geothermal energy now on the order of 2 million megawatts. The primary objectives of this DOE research effort are to develop and document optimum design configurations and operating practices to produce geothermal power from hot permeable sedimentary and crystalline formations using advanced horizontal well recirculation systems. During Phase I of this research project Terralog Technologies USA and The University of California, Irvine (UCI), have completed preliminary investigations and documentation of advanced design concepts for paired horizontal well recirculation systems, optimally configured for geothermal energy recovery in permeable sedimentary and crystalline formations of varying structure and material properties. We have also identified significant geologic resources appropriate for application of such technology. The main challenge for such recirculation systems is to optimize both the design configuration and the operating practices for cost-effective geothermal energy recovery. These will be strongly influenced by sedimentary formation properties, including thickness and dip, temperature, thermal conductivity, heat capacity, permeability, and porosity; and by working fluid properties.

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

The purpose of the Workforce Development portion of the award was to create an education outreach program for middle & high-school students focused on clean technology science and engineering. While originally targeting San Diego, California and Cambridge, Massachusetts, the scope of the program was expanded to include a major clean technology speaking series and expo as part of the USA Science & Engineering Festival on the National Mall in Washington, D.C.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    Fuel flexibility and a smaller carbon footprint are behind renewed interest in circulating fluidized bed (CFB) technology. The article explains the technology of CFB and discusses development of CFB units since the late 1990s. China is seeing an explosion in the number of utility-size CFBs. Alstom, Foster Wheeler, Babcock and Wilson and Alex Kvaener are today's major CFB boiler manufacturers. Alstom is testing and developing oxy-firing and post-combustion carbon capture strategies on CFB boilers. One CFB asset is its ability to burn a variety of fuels including waste coal, high sulfur coal and even discarded tires. The article mentions successful CFB projects at the Seward Station using waste coal and at the Gilbert 3 plant in the USA. Lamar is converting its Light and Power Plant from natural gas to burn coal in a 38.5 MW CFB boiler. 1 tab., 3 photos.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

    This paper presents performance data from nearly 50,000 Photovoltaic systems totaling 1.7 Gigawatts installed capacity in the USA from 2009 to 2012. 90% of the systems performed to within 10% or better of expected performance. Only 2-4% of the data indicate issues significantly affecting the system performance. Special causes of underperformance and their impacts are delineated by reliability category. Delays and interconnections dominate project-related issues particularly in the first year, but total less than 0.5% of all systems. Hardware-related issues are dominated by inverter problems totaling less than 0.4% and underperforming modules to less than 0.1%.

    Horizontal technology has been applied in over 110 formations in the USA. Volume I of this study addresses the overall success of horizontal technology, especially in less-publicized formations, i.e., other than the Austin Chalk, Bakken, and Niobrara. Operators in the USA. and Canada were surveyed on a formation-by-formation basis by means of a questionnaire. Response data were received describing horizontal well projects in 58 formations in the USA. and 88 in Canada. Operators responses were analyzed for trends in technical and economic success based on lithology (clastics and carbonates) and resource type (light oil, heavy oil, and gas). The potential impact of horizontal technology on reserves was also estimated. A forecast of horizontal drilling activity over the next decade was developed.

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    A geodatabase of tidal constituents is developed to present the regional assessment of tidal stream power resource in the USA. Tidal currents are numerically modeled with the Regional Ocean Modeling System (ROMS) and calibrated with the available measurements of tidal current speeds and water level surfaces. The performance of the numerical model in predicting the tidal currents and water levels is assessed by an independent validation. The geodatabase is published on a public domain via a spatial database engine with interactive tools to select, query and download the data. Regions with the maximum average kinetic power density exceeding 500 W/m2 (corresponding to a current speed of ~1 m/s), total surface area larger than 0.5 km2 and depth greater than 5 m are defined as hotspots and documented. The regional assessment indicates that the state of Alaska (AK) has the largest number of locations with considerably high kinetic power density, followed by, Maine (ME), Washington (WA), Oregon (OR), California (CA), New Hampshire (NH), Massachusetts (MA), New York (NY), New Jersey (NJ), North and South Carolina (NC, SC), Georgia (GA), and Florida (FL).

  17. Global Economic Effects of USA Biofuel Policy and the Potential Contribution from Advanced Biofuels

    This study evaluates the global economic effects of the USA renewable fuel standards (RFS2), and the potential contribution from advanced biofuels. Our simulation results imply that these mandates lead to an increase of 0.21 percent in the global gross domestic product (GDP) in 2022, including an increase of 0.8 percent in the USA and 0.02 percent in the rest of the world (ROW); relative to our baseline, no-RFS scenario. The incremental contributions to GDP from advanced biofuels in 2022 are estimated at 0.41 percent and 0.04 percent in the USA and ROW, respectively. Although production costs of advanced biofuels are higher than for conventional biofuels in our model, their economic benefits result from reductions in oil use, and their smaller impacts on food markets compared with conventional biofuels. Thus, the USA advanced biofuels targets are expected to have positive economic benefits.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    Background: Listeriosis is a food-borne disease often associated with ready-to-eat foods. It usually causes mild febrile gastrointestinal illness in immunocompetent persons. In pregnant women, it may cause more severe infection and often crosses the placenta to infect the fetus, resulting in miscarriage, fetal death or neonatal morbidity. Simple precautions during pregnancy can prevent listeriosis. However, many women are unaware of these precautions and listeriosis education is often omitted from prenatal care. Methods: Volunteer pregnant women were recruited to complete a questionnaire to assess their knowledge of listeriosis and its prevention, in two separate studies. One study was a nationalmore » survey of 403 women from throughout the USA, and the other survey was limited to 286 Minnesota residents. Results: In the multi-state survey, 74 of 403 respondents (18%) had some knowledge of listeriosis, compared with 43 of 286 (15%) respondents to the Minnesota survey. The majority of respondents reported hearing about listeriosis from a medical professional. In the multi-state survey, 33% of respondents knew listeriosis could be prevented by not eating delicatessen meats, compared with 17% in the Minnesota survey ( p = 0.01). Similarly, 31% of respondents to the multi-state survey compared with 19% of Minnesota survey respondents knew listeriosis could be prevented by avoiding unpasteurized dairy products (p = 0.05). As for preventive behaviors, 18% of US and 23% of Minnesota respondents reported avoiding delicatessen meats and ready-to-eat foods during pregnancy, whereas 86% and 88%, respectively, avoided unpasteurized dairy products. Conclusions: Most pregnant women have limited knowledge of listeriosis prevention. Even though most respondents avoided eating unpasteurized dairy products, they were unaware of the risk associated with ready-to-eat foods. Improved education of pregnant women regarding the risk and sources of listeriosis in pregnancy is needed.« less

To manage program growth, we have developed a new inertial fusion energy research and we have established a Virtual National Laboratory for Heavy Ion Fusion. There has been significant technical progress. Improvements in target design have reduced the predicted energy requirements by approximately a factor of two. There have also been important experiments on chamber dynamics and other inertial fusion technologies. The accelerator program has completed a number of small-scale experiments. Experiments with driver-scale beams are being designed -- including experiments with driver-scale ion sources and injectors.     The results from Annex XIII of the Cooperative Agreement between the United States Department of Energy (DOE) and the Ministry of Energy and Mines of the Republic of Venezuela (MEMV) have been documented and published with many researchers involved. Integrate comprehensive research programs in the area of Microbial Enhanced Oil Recovery (MEOR) ranged from feasibility laboratory studies to full-scale multi-well field pilots. The objective, to cooperate in a technical exchange of ideas and information was fully met throughout the life of the Annex. Information has been exchanged between the two countries through published reports and technical meetings between experts in both country's research communities. The meetings occurred every two years in locations coincident with the International MEOR conferences & workshops sponsored by DOE (June 1990, University of Oklahoma, September 1992, Brookhaven, September 1995, National Institute of Petroleum and Energy Research). Reports and publications produced during these years are listed in Appendix B. Several Annex managers have guided the exchange through the years. They included Luis Vierma, Jose Luis Zirritt, representing MEMV and E. B. Nuckols, Edith Allison, and Rhonda Lindsey, representing the U.S. DOE. Funding for this area of research remained steady for a few years but decreased in recent years. Because both countries have reduced research programs in this area, future exchanges on this topic will occur through ANNEX XV. Informal networks established between researchers through the years should continue to function between individuals in the two countries.

    Relatively recently, inorganic colloids have been invoked to reconcile the apparent contradictions between expectations based on classical dissolved-phase Pu transport and field observations of 'enhanced' Pu mobility (Kersting et al. Nature 1999, 397, 56-59). A new paradigm for Pu transport is mobilization and transport via biologically produced ligands. This study for the first time reports a new finding of Pu being transported, at sub-pM concentrations, by a cutin-like natural substance containing siderophore-like moieties and virtually all mobile Pu. Most likely, Pu is complexed by chelating groups derived from siderophores that are covalently bound to a backbone of cutin-derived soil degradation products, thus revealing the history of initial exposure to Pu. Features such as amphiphilicity and small size make this macromolecule an ideal collector for actinides and other metals and a vector for their dispersal. Cross-linking to the hydrophobic domains (e.g., by polysaccharides) gives this macromolecule high mobility and a means of enhancing Pu transport. This finding provides a new mechanism for Pu transport through environmental systems that would not have been predicted by Pu transport models.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

  10. Estimates of the Global Indirect Energy-Use Emission Impacts of USA Biofuel Policy

    This paper evaluates the indirect energy-use emission implications of increases in the use of biofuels in the USA between 2001 and 2010 as mandates within a dynamic global computable general equilibrium model. The study incorporates explicit markets for biofuels, petroleum and other fossil fuels, and accounts for interactions among all sectors of an 18-region global economy. It considers bilateral trade, as well as the dynamics of capital allocation and investment. Simulation results show that the biofuel mandates in the USA generate an overall reduction in global energy use and emissions over the simulation period from 2001 to 2030. Consequently, the indirect energy-use emission change or emission leakage under the mandate is negative. That is, global emission reductions are larger than the direct emission savings from replacing petroleum with biofuels under the USA RFS2 over the last decade. Under our principal scenario this enhanced the direct emission reduction from biofuels by about 66%. The global change in lifecycle energy-use emissions for this scenario was estimated to be about 93 million tons of CO2e in 2010, 45 million tons of CO2e in 2020, and an increase of 5 million tons of CO2e in 2030, relative to the baseline scenario. Sensitivity results of six alternative scenarios provided additional insights into the pattern of the regional and global effects of biofuel mandates on energy-use emissions.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    This document details the progress to date on the OPTIMIZATION OF MUD HAMMER DRILLING PERFORMANCE--A PROGRAM TO BENCHMARK THE VIABILITY OF ADVANCED MUD HAMMER DRILLING contract for the quarter starting January 2004 through March 2004. The DOE and TerraTek continue to wait for Novatek on the optimization portion of the testing program (they are completely rebuilding their fluid hammer). The latest indication is that the Novatek tool would be ready for retesting only 3Q 2004. Smith International's hammer will be tested in April of 2004 (2Q 2004 report). Accomplishments included the following: (1) TerraTek presented a paper for publication in conjunction with a peer review at the GTI Natural Gas Technologies Conference February 10, 2004. Manuscripts and associated presentation material were delivered on schedule. The paper was entitled ''Mud Hammer Performance Optimization''. (2) Shell Exploration and Production continued to express high interest in the ''cutter impact'' testing program Task 8. Hughes Christensen supplied inserts for this testing program. (3) TerraTek hosted an Industry/DOE planning meeting to finalize a testing program for ''Cutter Impact Testing--Understanding Rock Breakage with Bits'' on February 13, 2004. (4) Formal dialogue with Terralog was initiated. Terralog has recently been awarded a DOE contract to model hammer mechanics with TerraTek as a sub-contractor. (5) Novatek provided the DOE with a schedule to complete their new fluid hammer and test it at TerraTek.

    Lawrence Livermore National Laboratory's Engineering Directorate has two primary discretionary avenues for its investment in technologies: the Laboratory Directed Research and Development (LDRD) program and the ''Tech Base'' program. This volume summarizes progress on the projects funded for technology-base efforts in FY2004. The Engineering Technical Reports exemplify Engineering's more than 50-year history of researching and developing (LDRD), and reducing to practice (technology-base) the engineering technologies needed to support the Laboratory's missions. Engineering has been a partner in every major program and project at the Laboratory throughout its existence, and has prepared for this role with a skilled workforce and technical resources. This accomplishment is well summarized by Engineering's mission: ''Enable program success today and ensure the Laboratory's vitality tomorrow''. LDRD is the vehicle for creating those technologies and competencies that are cutting edge. These require a significant level of research or contain some unknown that needs to be fully understood. Tech Base is used to apply those technologies, or adapt them to a Laboratory need. The term commonly used for Tech Base projects is ''reduction to practice''.
