    The U.S. Trade and Development Program (TDP) contracted a Definitional Mission to evaluate the prospects of TDP funding feasibility studies of three petroleum refining projects for Maraven, an integrated oil subsidiary of Petroleos de Venezuela, S.A. (PDVSA). Maraven has requested TDP support for feasibility studies of the following projects: Zuata (Orinoco Belt) Extra Heavy Crude Upgrading, Boscan Heavy Crude Gasification Complex, and High Quality Lube Oil Base Manufacting Project. The ratio of U.S. export potential to the cost of the feasibility studies is very high (350:1 for the lube project to 1600:1 for the heavy crude projects). Even assuming relatively low probabilities of timely implementation, the projects meet TDP potential export benefit/cost requirements. Therefore, the study recommends that TDP support all three projects at a level of 50 percent of the estimated cost.

    The Ministry of Agriculture of Paraguay and the Municipality of Asuncion (MA) requested the assistance of the U.S. Trade and Development Program (TDP) in the form of a grant to support an Engineering/Economic Feasibility Study. The study would address the requirements for the collection and treatment of wastewaters generated from municipal and industrial sources within the greater Asuncion area. The feasibility study would be contracted to a U.S. firm. The Definitional Mission (DM) recommends that TDP finance the requested Feasibility Study (FS) for the implementation of an adequate wastewater collection and treatment system for Paraguay. The recommended TDP investment is justifiable because this is a project that has strong popular and government support. Treating wastewaters will benefit the public health and environment of all the people within a vast geographical region and will promote economic growth. This recommendation is consistent and supportive of the U.S. foreign policy as well as providing significant opportunities for the export of U.S. goods and services.

    The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

Exports to Canada increased by 10 percent from the 1993 level (22 vs. 20 Bcf) and exports to Mexico decreased by 64 percent (5 vs. 14 Bcf).

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    The subject of this paper is the definition of species based on the assumption that genome is the fundamental level for the origin and maintenance of biological diversity. For this view to be logically consistent it is necessary to assume the existence and operation of the new law which we call genome law. For this reason the genome law is included in the explanation of species phenomenon presented here even if its precise formulation and elaboration are left for the future. The intellectual underpinnings of this definition can be traced to Goldschmidt. We wish to explore some philosophical aspects of the definition of species in terms of the genome.     Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    One approach to improving the competitiveness of photovoltaic systems is the development of designs specifically for export applications. In other words, where is it appropriate in a system design to incorporate components manufactured and/or assembled in the receiving country in order to improve the photovoltaic exports from the US? What appears to be needed is a systematic method of evaluating the potential for export from the US of PV systems for various application in different countries. Development of such a method was the goal of this project.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    US agricultural export marketing opportunities are limited by the existence of trade barriers in many overseas countries. For example, Japan and South Korea do not permit the importation of apples due to their stated concern over codling moth infestation. One of the purposes of this study was to evaluate the potential of exporting irradiated fruits and vegetables from Washington State to overcome existing trade barriers and prevent the establishment of future barriers. The Asian countries specifically evaluated in this study are Japan, Hong Kong and Singapore. Another purpose of this project was to determine the feasibility of locating an irradiation facility in Washington State. Advantages that irradiated agricultural products would bring in terms of price and quality in export markets were also evaluated.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    Total is on track to become Indonesia's leading gas exporter by the turn of the century. Total's aggressive development of its Mahakam Delta acreage in East Kalimantan is intended to keep pace with growing liquefied natural gas demand, mainly from Japan but also increasingly from South Korea and Taiwan. A frantic scramble is under way among natural gas suppliers in the Pacific Rim region, particularly those with current LNG export facilities, to accommodate projections of soaring natural gas demand in the region. Accordingly, Total's Indonesian gas production goal is the centerpiece of a larger strategy to become a major player in the Far East Asia gas scene. Its goals also fall in line with Indonesia's. Facing flat or declining oil production while domestic oil demand continues to soar along with a rapidly growing economy, Indonesia is heeding some studies that project the country could become a net oil importer by the turn of the century. The paper describes Total's Far East strategy, the Mahakam acreage which it operates, the shift to gas development, added discoveries, future development, project spending levels, and LNG export capacity.

    First oil from near Lake Kutubu in Papua New Guinea began flowing in June through pipelines and marine facilities recently installed by Chevron Niugini Pty. Ltd. Production facilities were built near Lake Kutubu. The export pipeline was laid form the central production facility to landfall on the Kikori River - approximately 171 km (106 miles) away - and then another 56 miles to a platform in 66 ft of water in the gulf.
