    This code provides an application programming interface to the Macintosh OSX Carbon Databrowser from Macintosh Common Lisp. The Databrowser API is made available to Lisp via high level native CLOS classes and methods, obviating the need to write low-level Carbon code. This code is primarily ‘glue’ in that its job is to provide an interface between two extant software tools: Macintosh Common Lisp and the OSX Databrowser, both of which are COTS products from privatemore » vendors. The Databrowser is an extremely useful user interface widget that is provided with Apple’s OSX (and to some extent, OS9) operating systems. One Apple-sanctioned method for using the Databrowser is via an API called Carbon, which is designed for C and C++ programmers. We have translated the low-level Carbon programming interface to the Databrowser into high-level object-oriented Common Lisp calls, functions, methods. and classes to enable MCL programmers to more readily take advantage of the Databrowser from Lisp programs.« less

    Given a large-scale time-evolving multi-modal and multi-relational complex network (a.k.a., a large-scale dynamic semantic graph), we want to implement algorithms that discover patterns of activities on the graph and learn predictive models of those discovered patterns. This document outlines the application programming interface (API) requirements for fast prototyping of feature extraction, learning, and prediction algorithms on large dynamic semantic graphs. Since our algorithms must operate on large-scale dynamic semantic graphs, we have chosen to use the graph API developed in the CASC Complex Networks Project. This API is supported on the back end by a semantic graph database (developed by Scott Kohn and his team). The advantages of using this API are (i) we have full-control of its development and (ii) the current API meets almost all of the requirements outlined in this document.

    Calibrations and conditions databases can be accessed from within the JANA Event Processing framework through the API defined in its JCalibration base class. The API is designed to support everything from databases, to web services to flat files for the backend. A Web Service backend using the gSOAP toolkit has been implemented which is particularly interesting since it addresses many modern cybersecurity issues including support for SSL. The API allows constants to be retrieved through a single line of C++ code with most of the context, including the transport mechanism, being implied by the run currently being analyzed and the environment relieving developers from implementing such details.

    The American Petroleum Institute was founded in 1919 as an outgrowth of the National Petroleum War Committee. That committee was comprised of U.S. oil industry leaders who worked together with the federal government to meet the tremendous demand for petroleum fuel during World War I. The experience demonstrated that, oil industry representatives could work together on common problems affecting the industry and still compete with one another in the marketplace. This in an important concept because under U.S. antitrust law, industry competitors can work together toward mutual objectives using API as the forum. API was the first national petroleum trade association to include all five of the major branches of the industry - exploration, production, refining, transportation and marketing. Today, API is the oil industry`s largest trade association with about 250 member companies. As a non-profit organization, API`s objectives, as set fort in its charter, are: (1) Promote the interests of the U.S. oil industry; (2) Encourage the development of petroleum technology; (3) Cooperate with government on matters of national concern; (4) Foster foreign and domestic trade in U.S. petroleum products; and (5) Inform government and the general public on matters affecting the petroleum industry.

    Portals is a low-level network programming interface for distributed memory massively parallel computing systems designed by Sandia, UNM, and Intel. Portals has been designed to provide high message rates and to provide the flexibility to support a variety of higher-level communication paradigms. This project developed and analyzed an implementation of Portals using shared memory in order to measure and understand the impact of using general-purpose compute cores to handle network protocol processing functions. The goal of this study was to evaluate an approach to high-performance networking software design and hardware support that would enable important DOE modeling and simulation applications to perform well and to provide valuable input to Intel so they can make informed decisions about future network software and hardware products that impact DOE applications.

    This paper has the aim to give a general overview of the api Energia IGCC project starting from the project background in 1992 and ending with the progress of construction. api Energia S.p.A., a joint VENTURE between api anonima petroli italiana S.p.A., Roma, Italy (51%), ABB Sae Sadelmi S.p.A., Milano, Italy (25%) and Texaco Development Corporation (24%), is building a 280 MW Integrated Gasification Combined Cycle plant in the api refinery at Falconara Marittima, on Italy' s Adriatic coast, using heavy oil residues. The plant is based on the modern concept of employing a highly efficient combined cycle power plant fed with a low heating value fuel gas produced by gasifying heavy refinery residues. This scheme provides consistent advantages in terms of efficiency and environmental impact over alternative applications of the refinery residues. The electric power produced will feed the national grid. The project has been financed using the ``project financing'' scheme: over 1,000 billion Lira, representing 75% of the overall capital requirement, have been provided by a pool of international banks. In November 1996 the project reached financial closure and immediately after the detailed design and procurement activities started. Engineering, Procurement and Construction activities, carried out by a Consortium of companies of the ABB group, are totally in line with the schedule. Commercial operation of the plant, is scheduled for November 1999.

    The subject of this paper is the definition of species based on the assumption that genome is the fundamental level for the origin and maintenance of biological diversity. For this view to be logically consistent it is necessary to assume the existence and operation of the new law which we call genome law. For this reason the genome law is included in the explanation of species phenomenon presented here even if its precise formulation and elaboration are left for the future. The intellectual underpinnings of this definition can be traced to Goldschmidt. We wish to explore some philosophical aspects of the definition of species in terms of the genome. The point of proposing the definition on these grounds is that any real advance in evolutionary theory has to be correct in both its philosophy and its science.

The library enables programmers to, after a simple initialization step, to convert a multidimensional array from row-major to Z- order layouts, then use a single, generic API call to access data from any arbitrary (i,j,k) location from within themore » array, whether it it be stored in row- major or z-order format. The motivation for using a SFC in-memory layout is for improved spatial locality, which results in increased use of local high speed cache memory. The basic idea is that with row-major order layouts, a data access to some location that is nearby in index space is likely far away in physical memory, resulting in poor spatial locality and slow runtime. On the other hand, with a SFC-based layout, accesses that are nearby in index space are much more likely to also be nearby in physical memory, resulting in much better spatial locality, and better runtime performance. Numerous studies over the years have shown significant runtime performance gains are realized by using a SFC-based memory layout compared to a row-major layout, sometimes by as much as 50%, which result from the better use of the memory and cache hierarchy that are attendant with a SFC-based layout (see, for example, [Beth2012]).     Metagenomic sequencing has produced significant amounts of data in recent years. For example, as of summer 2013, MGRAST has been used to annotate over 110,000 data sets totaling over 43 Terabases. With metagenomic sequencing finding even wider adoption in the scientific community, the existing web-based analysis tools and infrastructure in MG-RAST provide limited capability for data retrieval and analysis, such as comparative analysis between multiple data sets. Moreover, although the system provides many analysis tools, it is not comprehensive. By opening MG-RAST up via a web services API (application programmers interface) we have greatly expanded access to MG-RAST data, as well as provided a mechanism for the use of third-party analysis tools with MG-RAST data. This RESTful API makes all data and data objects created by the MG-RAST pipeline accessible as JSON objects. As part of the DOE Systems Biology Knowledgebase project (KBase, http:// kbase.us) we have implemented a web services API for MG-RAST. This API complements the existing MG-RAST web interface and constitutes the basis of KBase’s microbial community capabilities. In addition, the API exposes a comprehensive collection of data to programmers. This API, which uses a RESTful (Representational State Transfer) implementation, is compatible with most programming environments and should be easy to use for end users and third parties. It provides comprehensive access to sequence data, quality control results, annotations, and many other data types. Where feasible, we have used standards to expose data and metadata. Code examples are provided in a number of languages both to show the versatility of the API and to provide a starting point for users. We present an API that exposes the data in MG-RAST for consumption by our users, greatly enhancing the utility of the MG-RAST service.

    The mechanical properties of submerged arc weldment (SAW) in gas transportation pipeline steel of grade API X65 (65 ksi yield strength) were investigated. This steel is produced by thermo mechanical control rolled (TMC), and is largely used in Iran gas piping systems and networks. The results from laboratory study on three different regions; i.e. base metal (BM), fusion zone (FZ) and heat affected zone (HAZ) were used to compare weldment mechanical characteristics with those specified by API 5L (revision 2004) standard code. Different laboratory experiments were conducted on test specimens taken from 48 inch outside diameter and 14.3 mm wall thickness gas pipeline. The test results showed a gradient of microstructure and Vickers hardness data from the centerline of FZ towards the unaffected MB. Similarly, lower Charpy absorbed energy (compared to BM) was observed in the FZ impact specimens. Despite this, the API specifications were fulfilled in three tested zones, ensuring pipeline structural integrity under working conditions.

The primary motivation for this work is to improve the performance of many types of data- intensive codes by increasing both spatial and temporal locality of memory accesses. The basic idea is that the cost associated with accessing a datum is less when it is nearby in either space or time.

    This work focuses on research and development activities that bridge a gap between fundamental data management technology index, query, storage and retrieval and use of such technology in computational and computer science algorithms and applications. The work has resulted in a streamlined applications programming interface (API) that simplifies data storage and retrieval using the HDF5 data I/O library, and eases use of the FastBit compressed bitmap indexing software for data indexing/querying. The API, which we call HDF5-FastQuery, will have broad applications in domain sciences as well as associated data analysis and visualization applications.

    Recently developed neutron imaging methods require high neutron yields for fast imaging times and small beam widths for good imaging resolution. For ion sources with low current density to be viable for these types of imaging methods, large extraction apertures and beam focusing must be used. We present recent work on the optimization of a Penning-type ion source for neutron generator applications. Two multi-cusp magnet configurations have been tested and are shown to increase the extracted ion current density over operation without multi-cusp magnetic fields. The use of multi-cusp magnetic confinement and gold electrode surfaces have resulted in increased ion current density, up to 2.2 mA/cm{sup 2}. Passive beam focusing using tapered dielectric capillaries has been explored due to its potential for beam compression without the cost and complexity issues associated with active focusing elements. Initial results from first experiments indicate the possibility of beam compression. Further work is required to evaluate the viability of such focusing methods for associated particle imaging (API) systems.

    Public constituencies frequently are criticized by technical experts as being irrational in response to low-probability risks. This presentation argued that most people are concerned with a variety of risk attributes other than probability and that is rather irrational to exclude these from the definition and analysis of technological risk. Risk communication, which is at the heart of the right-to-know concept, is described as the creation of shared meaning rather than the mere transmission of information. A case study of utilities, public utility commissions, and public interest groups illustrates how the diversity of institutional cultures in modern society leads to problems for the creation of shared meanings in establishing trust, distributing liability, and obtaining consent to risk. This holistic approach to risk analysis is most appropriate under conditions of high uncertainty and/or decision stakes. 1 fig., 5 tabs.

    The results of the system definition studies conducted by NASA as a part of the Department of Energy/National Aeronautics and Space Administration SPS Concept Development and Evaluation Program are summarized. The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid. Topics covered include system definition; energy conversion and power management; power transmission and reception; structures, controls, and materials; construction and operations; and space transportation.

    The direct irradiance received on a plane normal to the sun, called direct normal irradiance (DNI), is of particular relevance to concentrated solar technologies, including concentrating solar thermal plants and concentrated photovoltaic systems. Following various standards from the International Organization for Standardization (ISO), the DNI definition is related to the irradiance from a small solid angle of the sky, centered on the position of the sun. Half-angle apertures of pyrheliometers measuring DNI have varied over time, up to ≈10°. The current recommendation of the World Meteorological Organization (WMO) for this half-angle is 2.5°. Solar concentrating collectors have an angular acceptance function that can be significantly narrower, especially for technologies with high concentration ratios. The disagreement between the various interpretations of DNI, from the theoretical definition used in atmospheric physics and radiative transfer modeling to practical definitions corresponding to specific measurements or conversion technologies is significant, especially in the presence of cirrus clouds or large concentration of aerosols. Under such sky conditions, the circumsolar radiation—i.e. the diffuse radiation coming from the vicinity of the sun—contributes significantly to the DNI ground measurement, although some concentrating collectors cannot utilize the bulk of it. These issues have been identified in the EU-funded projects MACC-II (Monitoring Atmospheric Composition and Climate-Interim Implementation) and SFERA (Solar Facilities for the European Research Area), and have been discussed within a panel of international experts in the framework of the Solar Heating and Cooling (SHC) program of the International Energy Agency’s (IEA’s) Task 46 “Solar Resource Assessment and Forecasting”. In accordance with these discussions, the terms of reference related to DNI are specified here. The important role of circumsolar radiation is evidenced, and its potential contribution is evaluated for typical atmospheric conditions. Thus, thorough analysis of performance of concentrating solar systems, it is recommended that, in addition to the conventional DNI related to 2.5° half-angle of today’s pyrheliometers, solar resource data sets also report the sunshape, the circumsolar contribution or the circumsolar ratio (CSR).

  20. Margin of Safety Definition and Examples Used in Safety Basis Documents and the USQ Process

    The Nuclear Safety Management final rule, 10 CFR 830, provides an undefined term, margin of safety (MOS). Safe harbors listed in 10 CFR 830, Table 2, such as DOE-STD-3009 use but do not define the term. This lack of definition has created the need for the definition. This paper provides a definition of MOS and documents examples of MOS as applied in a U.S. Department of Energy (DOE) approved safety basis for an existing nuclear facility. If we understand what MOS looks like regarding Technical Safety Requirements (TSR) parameters, then it helps us compare against other parameters that do not involve a MOS. This paper also documents parameters that are not MOS. These criteria could be used to determine if an MOS exists in safety basis documents. This paper helps DOE, including the National Nuclear Security Administration (NNSA) and its contractors responsible for the safety basis improve safety basis documents and the unreviewed safety question (USQ) process with respect to MOS.

    Defining high-level features, detecting them, tracking them and deriving quantities based on them is an integral aspect of modern data analysis and visualization. In combustion simulations, for example, burning regions, which are characterized by high fuel-consumption, are a possible feature of interest. Detecting these regions makes it possible to derive statistics about their size and track them over time. However, features of interest in scientific simulations are extremely varied, making it challenging to develop cross-domain feature definitions. Topology-based techniques offer an extremely flexible means for general feature definitions and have proven useful in a variety of scientific domains. This paper will provide a brief introduction into topological structures like the contour tree and Morse-Smale complex and show how to apply them to define features in different science domains such as combustion. The overall goal is to provide an overview of these powerful techniques and start a discussion how these techniques can aid in the analysis of astrophysical simulations.

    Since 1973, electrical utilities have gained a sharply increased awareness of the impact of fuel prices and fuel availabilities on their operations and performance. The remarkable increase in oil and gas prices, the ever-present threat of an oil embargo, and the coal strike of 1978 all highlight the instability of the current fuel supply situation. Moreover, one sees little hope of an appreciable near-term or long-term improvement. This study was undertaken to determine practical approaches by which utilities might incorporate the economics of the fuels market into their operational planning, scheduling and dispatching processes. The objective of Phase 1 was not to develop digital computer programs, but rather to determine the mathematical approaches that seem most promising. The computer program development will be done in later phases of the project. A substantial literature search and industry survey were performed. Fuel contract management was found to be of key importance, and the inherent uncertainty in the basic data (heat rate curves, fuel costs, etc.) suggested the use of simplified formulations and solution techniques. The yearly fuel planning problem and the weekly fuel scheduling problems are cast as linear network flow optimization problems, for which very efficient digital computer programs are available.

    Purpose: The Varian EDGE machine is a new stereotactic platform, combining Calypso and VisionRT localization systems with a stereotactic linac. The system includes TrueBeam DeveloperMode, making possible the use of XML-scripting for automation of linac-related tasks. This study details the use of DeveloperMode to automate commissioning tasks for Varian EDGE, thereby improving efficiency and measurement consistency. Methods: XML-scripting was used for various commissioning tasks,including couch model verification,beam-scanning,and isocenter verification. For couch measurements, point measurements were acquired for several field sizes (22,44,1010cm{sup 2}) at 42 gantry angles for two couch-models. Measurements were acquired with variations in couch position(rails in/out,couch shifted in each of motion axes) compared to treatment planning system(TPS)-calculated values,which were logged automatically through advanced planning interface(API) scripting functionality. For beam scanning, XML-scripts were used to create custom MLC-apertures. For isocenter verification, XML-scripts were used to automate various Winston-Lutz-type tests. Results: For couch measurements, the time required for each set of angles was approximately 9 minutes. Without scripting, each set required approximately 12 minutes. Automated measurements required only one physicist, while manual measurements required at least two physicists to handle linac positions/beams and data recording. MLC apertures were generated outside of the TPS,and with the .xml file format, double-checking without use of TPS/operator console was possible. Similar time efficiency gains were found for isocenter verification measurements Conclusion: The use of XML scripting in TrueBeam DeveloperMode allows for efficient and accurate data acquisition during commissioning. The efficiency improvement is most pronounced for iterative measurements, exemplified by the time savings for couch modeling measurements(approximately 10 hours). The scripting also allowed for creation of the files in advance without requiring access to TPS. The API scripting functionality enabled efficient creation/mining of TPS data. Finally, automation reduces the potential for human error in entering linac values at the machine console,and the script provides a log of measurements acquired for each session. This research was supported in part by a grant from Varian Medical Systems, Palo Alto, CA.

    When an internet user clicks on a result in a search engine, a request is submitted to the destination web server that includes a referrer field containing the search terms given by the user. Using this information, website owners can analyze the search terms leading to their websites to better understand their visitors needs. This work explores some of the features that can be used for classification-based analysis of such referring search terms. We present initial results for the example task of classifying HTTP requests countries of origin. A system that can accurately predict the country of origin from query text may be a valuable complement to IP lookup methods which are susceptible to the obfuscation of dereferrers or proxies. We suggest that the addition of semantic features improves classifier performance in this example application. We begin by looking at related work and presenting our approach. After describing initial experiments and results, we discuss paths forward for this work.

    Due to the reduction of nuclear weapon stockpile, there will be an excess of tritium returned from the field. The excess tritium needs to be stored for future use, which might be several years away. A safe and cost effective means for long term storage of tritium is needed. Storing tritium in a solid metal tritide is preferred to storing tritium as a gas, because a metal tritide can store tritium in a compact form and the stored tritium will not be released until heat is applied to increase its temperature to several hundred degrees centigrade. Storing tritium as a tritide is safer and more cost effective than as a gas. Several candidate metal hydride materials have been evaluated for long term tritium storage. They include uranium, La-Ni-Al alloys, zirconium and titanium. The criteria used include material cost, radioactivity, stability to air, storage capacity, storage pressure, loading and unloading conditions, and helium retention. Titanium has the best combination of properties and is recommended for long term tritium storage.

    The Department of Energy (DOE) has several facilities that either generate and/or store transuranic (TRU)-waste from weapons program research and production. Much of this waste also contains hazardous waste constituents as regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA). Toxicity characteristic metals in the waste principally include lead, occurring in leaded rubber gloves and shielding. Other RCRA metals may occur as contaminants in pyrochemical salt, soil, debris, and sludge and solidified liquids, as well as in equipment resulting from decontamination and decommissioning activities. Volatile organic compounds (VOCS) contaminate many waste forms as a residue adsorbed on surfaces or occur in sludge and solidified liquids. Due to the presence of these hazardous constituents, applicable disposal regulations include land disposal restrictions established by Hazardous and Solid Waste Amendments (HSWA). The DOE plans to dispose of TRU-mixed waste from the weapons program in the Waste Isolation Pilot Plant (WIPP) by demonstrating no-migration of hazardous constituents. This paper documents the current technical basis for methodologies proposed to develop a post-closure RCRA hazardous constituent source term. For the purposes of demonstrating no-migration, the hazardous constituent source term is defined as the quantities of hazardous constituents that are available for transport after repository closure. Development of the source term is only one of several activities that will be involved in the no-migration demonstration. The demonstration will also include uncertainty and sensitivity analyses of contaminant transport.

    August 2012 1 August 2012 Short-Term Energy Outlook Highlights  EIA projects that the Brent crude oil spot price will average about $103 per barrel during the second half of 2012, about $3.50 per barrel higher than in last month's Outlook. The forecast Brent crude oil spot price falls to an average of $100 per barrel in 2013. The projected West Texas Intermediate (WTI) crude oil spot price discount to Brent crude oil narrows from about $14 in the third quarter of 2012 to $9 by late 2013.

    The National Renewable Energy Laboratory started collecting wind power data from large commercial wind power plants (WPPs) in southwest Minnesota with dedicated dataloggers and communication links in the spring of 2000. Over the years, additional WPPs in other areas were added to and removed from the data collection effort. The longest data stream of actual wind plant output is more than 10 years. The resulting data have been used to analyze wind power fluctuations, frequency distribution of changes, the effects of spatial diversity, and wind power ancillary services. This report uses the multi-year wind power data to examine long-term wind power variability.

    ORIGEN 2.2 are employed to obtain data regarding ? source term and the radio-activity of irradiated TRIGA fuel. The fuel composition are specified in grams for use as input data. Three types of fuel are irradiated in the reactor, each differs from the other in terms of the amount of Uranium compared to the total weight. Each fuel are irradiated for 365 days with 50 days time step. We obtain results on the total radioactivity of the fuel, the composition of activated materials, composition of fission products and the photon spectrum of the burned fuel. We investigate the differences of results using BWR and PWR library for ORIGEN. Finally, we compare the composition of major nuclides after 1 year irradiation of both ORIGEN library with results from WIMS. We found only minor disagreements between the yields of PWR and BWR libraries. In comparison with WIMS, the errors are a little bit more pronounced. To overcome this errors, the irradiation power used in ORIGEN could be increased a little, so that the differences in the yield of ORIGEN and WIMS could be reduced. A more permanent solution is to use a different code altogether to simulate burnup such as DRAGON and ORIGEN-S. The result of this study are essential for the design of radiation shielding from the fuel.

    To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a ''moving target''.

  5. Definition of energy-calibrated spectra for national reachback

    Accurate energy calibration is critical for the timeliness and accuracy of analysis results of spectra submitted to National Reachback, particularly for the detection of threat items. Many spectra submitted for analysis include either a calibration spectrum using 137Cs or no calibration spectrum at all. The single line provided by 137Cs is insufficient to adequately calibrate nonlinear spectra. A calibration source that provides several lines that are well-spaced, from the low energy cutoff to the full energy range of the detector, is needed for a satisfactory energy calibration. This paper defines the requirements of an energy calibration for the purposes of National Reachback, outlines a method to validate whether a given spectrum meets that definition, discusses general source considerations, and provides a specific operating procedure for calibrating the GR-135.

  6. Long-term control of root growth

    A method and system for long-term control of root growth without killing the plants bearing those roots involves incorporating a 2,6-dinitroaniline in a polymer and disposing the polymer in an area in which root control is desired. This results in controlled release of the substituted aniline herbicide over a period of many years. Herbicides of this class have the property of preventing root elongation without translocating into other parts of the plant. The herbicide may be encapsulated in the polymer or mixed with it. The polymer-herbicide mixture may be formed into pellets, sheets, pipe gaskets, pipes for carrying water, or various other forms. The invention may be applied to other protection of buried hazardous wastes, protection of underground pipes, prevention of root intrusion beneath slabs, the dwarfing of trees or shrubs and other applications. The preferred herbicide is 4-difluoromethyl-N,N-dipropyl-2,6-dinitro-aniline, commonly known as trifluralin.

The purpose of this document is to describe a corrosion testing program that will (a) reduce model uncertainty and variability, (b) reduce the reliance upon overly conservative assumptions, and (c) improve model defensibility. Test matrices were developed for 17 topical areas (tasks): each matrix corresponds to a specific test activity that is a subset of the total work performed in a task. A future document will identify which of these activities are considered to be performance confirmation activities. Detailed matrices are provided for FY08, FY09 and FY10 and rough order estimates are provided for FY11-17. Criteria for the selection of appropriate test facilities were developed through a meeting of Lead Lab and DOE personnel on October 16-17, 2007. These criteria were applied to the testing activities and recommendations were made for the facility types appropriate to carry out each activity. The facility requirements for each activity were assessed and activities were identified that can not be performed with currently available facilities. Based on this assessment, a total of approximately 10,000 square feet of facility space is recommended to meet all future testing needs, given that all testing is consolidated to a single location. This report is a revision to SAND2007-7027 to address DOE comments and add a series of tests to address NWTRB recommendations.

    State and federal regulators, private and public utilities, large and small customers, power brokers and marketers, and others are engaged in major debates about the future structure of the electric industry. Although the outcomes are far from certain, it seems clear that customers will have much greater choices about the electric services they purchase and from whom they buy these services. This report examines the ``ancillary`` services that are today buried within the typical vertically integrated utility. These ancillary services support and make possible the provision of the basic services of generating capacity, energy supply, and power delivery. These ancillary services include: Management of generating units; reserve generating capacity to follow variations in customer loads, to provide capacity and energy when generating units or transmission lines suddenly fall, to maintain electric-system stability, and to provide local-area security; transmission-system monitoring and control; replacement of real power and energy losses; reactive-power management and voltage regulation; transmission reserves; repair and maintenance of the transmission network; metering, billing, and communications; and assurance of appropriate levels of power quality. Our focus in this report, the first output from a larger Oak Ridge National Laboratory project, is on identification and definition of these services.     This report aims to clarify many of the issues being discussed within the AFCI program, including Inert Matrix Fuel (IMF) versus Mixed Oxide (MOX) fuel, single-pass versus multi-pass recycling, thermal versus fast reactors, potential need for transmutation of technetium and iodine, and the value of separating cesium and strontium. It documents most of the work produced by INL, ANL, and SNL personnel under their Simulation, Evaluation, and Trade Study (SETS) work packages during FY2005 and the first half of FY2006. This report represents the first attempt to calculate a full range of metrics, covering all four AFCI program objectives - waste management, proliferation resistance, energy recovery, and systematic management/economics/safety - using a combination of "static" calculations and a system dynamic model, DYMOND. In many cases, we examine the same issue both dynamically and statically to determine the robustness of the observations. All analyses are for the U.S. reactor fleet. This is a technical report, not aimed at a policy-level audience. A wide range of options are studied to provide the technical basis for identifying the most attractive options and potential improvements. Option improvement could be vital to accomplish before the AFCI program publishes definitive cost estimates. Information from this report will be extracted and summarized in future policy-level reports. Many dynamic simulations of deploying those options are included. There are few "control knobs" for flying or piloting the fuel cycle system into the future, even though it is dark (uncertain) and controls are sluggish with slow time response: what types of reactors are built, what types of fuels are used, and the capacity of separation and fabrication plants. Piloting responsibilities are distributed among utilities, government, and regulators, compounding the challenge of making the entire system work and respond to changing circumstances. We identify four approaches that would increase our ability to pilot the fuel cycle system: (1) have a recycle strategy that could be implemented before the 2030-2050 approximate period when current reactors retire so that replacement reactors fit into the strategy, (2) establish an option such as multi-pass blended-core IMF as a downward plutonium control knob and accumulate waste management benefits early, (3) establish fast reactors with flexible conversion ratio as a future control knob that slowly becomes available if/when fast reactors are added to the fleet, and (4) expand exploration of blended assemblies and cores, which appear to have advantages and agility. Initial results suggest multi-pass full-core MOX appears to be a less effective way than multi-pass blended core IMF to manage the fuel cycle system because it requires higher TRU throughput while more slowly accruing waste management benefits. Single-pass recycle approaches for LWRs (we did not study the VHTR) do not meet AFCI program objectives and could be considered a "dead end". Fast reactors appear to be effective options but a significant number of fast reactors must be deployed before the benefit of such strategies can be observed.

    The analyses of Coupled Model Intercomparison Project phase 5 simulations suggest that climate models with more positive cloud feedback in response to interannual climate fluctuations also have more positive cloud feedback in response to long-term global warming. Ensemble mean vertical profiles of cloud change in response to interannual and long-term surface warming are similar, and the ensemble mean cloud feedback is positive on both timescales. However, the average long-term cloud feedback is smaller than the interannual cloud feedback, likely due to differences in surface warming pattern on the two timescales. Low cloud cover (LCC) change in response to interannual and long-term global surface warming is found to be well correlated across models and explains over half of the covariance between interannual and long-term cloud feedback. In conclusion, the intermodel correlation of LCC across timescales likely results from model-specific sensitivities of LCC to sea surface warming.

    Long-term stewardship consists of those actions necessary to maintain and demonstrate continued protection of human health and the environment after facility cleanup is complete. As the Department of Energys (DOE) lead laboratory for environmental management programs, the Idaho National Engineering and Environmental Laboratory (INEEL) administers DOEs long-term stewardship science and technology efforts. The INEEL provides DOE with technical, and scientific expertise needed to oversee its long-term environmental management obligations complexwide. Long-term stewardship is administered and overseen by the Environmental Management Office of Science and Technology. The INEEL Long-Term Stewardship Program is currently developing the management structures and plans to complete INEEL-specific, long-term stewardship obligations. This guidance document (1) assists in ensuring that the program leads transition planning for the INEEL with respect to facility and site areas and (2) describes the classes and types of criteria and data required to initiate transition for areas and sites where the facility mission has ended and cleanup is complete. Additionally, this document summarizes current information on INEEL facilities, structures, and release sites likely to enter long-term stewardship at the completion of DOEs cleanup mission. This document is not intended to function as a discrete checklist or local procedure to determine readiness to transition. It is an overarching document meant as guidance in implementing specific transition procedures. Several documents formed the foundation upon which this guidance was developed. Principal among these documents was the Long-Term Stewardship Draft Technical Baseline; A Report to Congress on Long-Term Stewardship, Volumes I and II; Infrastructure Long-Range Plan; Comprehensive Facility Land Use Plan; INEEL End-State Plan; and INEEL Institutional Plan.

    In radioactive waste packages hydrogen is generated, in one hand, from the radiolysis of wastes (mainly organic materials) and, in the other hand, from the radiolysis of water content in the cement matrix. In order to assess hydrogen generation 2 tools based on operational models have been developed. One is dedicated to the determination of the hydrogen source term issues from the radiolysis of the wastes: the STORAGE tool (Simulation Tool Of Emission Radiolysis Gas), the other deals with the hydrogen source term gas, produced by radiolysis of the cement matrices (the Damar tool). The approach used by the STORAGE tool for assessing the production rate of radiolysis gases is divided into five steps: 1) Specification of the data packages, in particular, inventories and radiological materials defined for a package medium; 2) Determination of radiochemical yields for the different constituents and the laws of behavior associated, this determination of radiochemical yields is made from the PRELOG database in which radiochemical yields in different irradiation conditions have been compiled; 3) Definition of hypothesis concerning the composition and the distribution of contamination inside the package to allow assessment of the power absorbed by the constituents; 4) Sum-up of all the contributions; And finally, 5) validation calculations by comparison with a reduced sampling of packages. Comparisons with measured values confirm the conservative character of the methodology and give confidence in the safety margins for safety analysis report.
