  8. Active-sterile neutrino oscillations in the early Universe with full collision terms

    Sterile neutrinos are thermalised in the early Universe via oscillations with the active neutrinos for certain mixing parameters. The most detailed calculation of this thermalisation process involves the solution of the momentum-dependent quantum kinetic equations, which track the evolution of the neutrino phase space distributions. Until now the collision terms in the quantum kinetic equations have always been approximated using equilibrium distributions, but this approximation has never been checked numerically. In this work we revisit the sterile neutrino thermalisation calculation using the full collision term, and compare the results with various existing approximations in the literature. We find a better agreement than would naively be expected, but also identify some issues with these approximations that have not been appreciated previously. These include an unphysical production of neutrinos via scattering and the importance of redistributing momentum through scattering, as well as details of Pauli blocking. Finally, we devise a new approximation scheme, which improves upon some of the shortcomings of previous schemes.

    This paper summarizes current and planned activities in the areas of hydrogen production and use, near-term venture opportunities, and codes and standards. The rationale for these efforts is to assess industry interest and engage in activities that move hydrogen technologies down the path to commercialization. Some of the work presented in this document is a condensed, preliminary version of reports being prepared under the DOE/NREL contract. In addition, the NHA work funded by Westinghouse Savannah River Corporation (WSRC) to explore the opportunities and industry interest in a Hydrogen Research Center is briefly described. Finally, the planned support of and industry input to the Hydrogen Technical Advisory Panel (HTAP) on hydrogen demonstration projects is discussed.

  10. Activation characteristics of different steel alloys proposed for near-term fusion reactors

    Analyses have been made for different structural alloys proposed for the International Thermonuclear Experimental Reactor (ITER). Candidate alloys include austenitic steels stabilized with nickel (NiSS) or manganese (MnSS). The radioactivity, the decay heat, and the waste disposal rating of each alloy have been calculated for the inboard shield of the ITER design option utilizing water cooled solid breeder blanket. The results show, for the 55 cm inboard shield and after 3 MW.yr/m2 fluence, that the long term activation problems, e.g., radioactive waste, of the MnSS are much less than that of the NiSS. All the MnSS alloys considered are qualified as Class C or better low level waste. Most of the NiSS alloys are not qualified for near surface burial. However, the short term decay heat generation rate for the MnSS is much higher than that of the NiSS. 6 refs., 8 figs., 2 tabs.

    Radioactive waste has been stored in large underground storage tanks at the Hanford Site since 1944. Approximately 212 million liters of waste containing approximately 240,000 metric tons of processed chemicals and 177 mega-curies of radionuclides are now stored in 177 tanks. These caustic wastes are in the form of liquids, slurries, saltcakes, and sludge. In 1991, the Tank Waste Remediation System (TWRS) Program was established to manage, retrieve, treat, immobilize, and dispose of these wastes in a safe, environmentally sound, and cost-effective manner. The Department of Energy (DOE) has believes that it is feasible to privatize portions of the TWRS Program. Under the privatization strategy embodied in the Request for Proposal (RFP), DOE will purchase services from a contractor-owned, contractor-operated facility under a fixed-price contract. Phase I of the TWRS privatization strategy is a proof-of-concept/commercial demonstration-scale effort. The objectives of Phase I are to demonstrate the technical and business viability of using privatized facilities to treat Hanford tank waste; define and maintain required levels of radiological, nuclear, process, and occupational safety; maintain environmental protection and compliance; and substantially reduce life-cycle costs and time required to treat Hanford tank waste. Three low-activity waste (LAW) envelopes are identified for Phase I of the privatization contract and are representative of the range of Hanford double-shelled tank (DST) waste.

    The subject of this paper is the definition of species based on the assumption that genome is the fundamental level for the origin and maintenance of biological diversity. For this view to be logically consistent it is necessary to assume the existence and operation of the new law which we call genome law. For this reason the genome law is included in the explanation of species phenomenon presented here even if its precise formulation and elaboration are left for the future. The intellectual underpinnings of this definition can be traced to Goldschmidt. We wish to explore some philosophical aspects of the definition of species in terms of the genome. The point of proposing the definition on these grounds is that any real advance in evolutionary theory has to be correct in both its philosophy and its science.

    Previous studies reported about a correlation between HTO activity distribution in unsaturated soil layer and atmospheric long-term releases of HTO in the vicinity of Savannah River Site. The Tritium Working Group of BIOMASS Programme has performed a model-model intercomparison study of HTO transport from atmosphere to unsaturated soil and has evaluated HTO activity distribution in the unsaturated soil layer in the vicinity of permanent atmospheric sources. The Tritium Working Group has also reported about such a correlation, however the conclusion was that experimental data sets are needed to confirm this conclusion and also to validate appropriate computer models.     The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is assuming responsibilities for long-term surveillance and maintenance (LTS and M) activities at the Rocky Flats Environmental Technology Site (RFETS) during fiscal year 2006. During the transition, LM is consolidating databases and applications that support these various functions into a few applications which will streamline future management and retrieval of data. This paper discussed the process of evaluating, migrating, and consolidating these databases and applications for LTS and M activities and provides lessons learned that will benefit future transitions.     From May through August, 1993, the M-2 Group within M Division at LANL conducted with the support of the LANL Integration and Coordination Office (ICO) and Applied Decision Analysis, Inc. (ADA), whose purpose was to develop a system for setting priorities among activities. This phase of the project concentrated on prioritizing near-tenn activities (i.e., activities that must be conducted in the next six months) necessary for setting up this new group. Potential future project phases will concentrate on developing a tool for setting priorities and developing annual budgets for the group`s operations. The priority screening system designed to address the near-term problem was developed, applied in a series of meeting with the group managers, and used as an aid in the assignment of tasks to group members. The model was intended and used as a practical tool for documenting and explaining decisions about near-term priorities, and not as a substitute for M-2 management judgment and decision-making processes.

    not exceed the regulatory limits prescribed by 10 CFR 71 for non-exclusive shipments. The mass of each radioisotope presented in this paper is limited by the radiation dose rate on the external surface of the package, which per the regulatory limit should not exceed 200 mrem/hr. The results presented are a compendium of allowable masses of a variety of different isotopes (with varying impurity levels of beryllium in some of the actinide isotopes) that, when loaded in an unshielded packaging, do not result in an external dose rate on the surface of the package that exceeds 190 mrem/hr (190 mrem/hr was chosen to provide 5% conservatism relative to the regulatory limit). These mass limits define the term 'Small Gram Quantity' (SGQ) contents in the context of radioactive material transportation packages. The term SGQ is isotope-specific and pertains to contents in radioactive material transportation packages that do not require shielding and still satisfy the external dose rate requirements. Since these calculated mass limits are for contents without shielding, they are conservative for packaging materials that provide some limited shielding or if the contents are placed into a shielded package. The isotopes presented in this paper were chosen as the isotopes that Department of Energy (DOE) sites most likely need to ship. Other more rarely shipped isotopes, along with industrial and medical isotopes, are planned to be included in subsequent extensions of this work.

    The federal facilities located on the Hanford Site in southeastern Washington State have been used extensively by the U.S. government to produce nuclear materials for the U.S. strategic defense arsenal. Currently, the Hanford Site is under the stewardship of the U.S. Department of Energy (DOE) Office of Environmental Management (EM). A large inventory of radioactive and mixed waste resulting from the production of nuclear materials has accumulated, mainly in 177 underground single- and double-shell tanks located in the central plateau of the Hanford Site (Mann et al., 2001). The DOE-EM Office of River Protection (ORP) is proceeding with plans to immobilize and permanently dispose of the low-activity waste (LAW) fraction onsite in a shallow subsurface disposal facility (the Integrated Disposal Facility [IDF]). Pacific Northwest National Laboratory (PNNL) was contracted to provide the technical basis for estimating radionuclide release from the engineered portion of the IDF (the source term) as part of an immobilized low-activity waste (ILAW) glass testing program to support future IDF performance assessments (PAs).

    Substantial increases in the concentrations of the stronger of two Fe(III) complexing organic ligand classes measured during the mesoscale Fe enrichment studies IronEx II and SOIREE appeared to sharply curtailed Fe availability to diatoms and thus limited the efficiency of carbon sequestration to the deep. Detailed observations during IronEx II (equatorial Pacific Ocean) and SOIREE (Southern Ocean –Pacific sector) indicate that the diatoms began re-experiencing Fe stress even though dissolved Fe concentrations remained elevated in the patch. This surprising outcome likely is related to the observed increased concentrations of strong Fe(III)-complexing ligands in seawater. Preliminary findings from other studies indicate that diatoms may not readily obtain Fe from these chemical species whereas Fe bound by strong ligands appears to support growth of cyanobacteria and nanoflagellates. The difficulty in assessing the likelihood of these changes with in-situ mesoscale experiments is the extended monitoring period needed to capture the long-term trajectory of the carbon cycle. A more detailed understanding of Fe complexing ligand effects on long-term ecosystem structure and carbon cycling is essential to ascertain not only the effect of Fe enrichment on short-term carbon sequestration in the oceans, but also the potential effect of Fe enrichment in modifying ecosystem structure and trajectory.

    Public constituencies frequently are criticized by technical experts as being irrational in response to low-probability risks. This presentation argued that most people are concerned with a variety of risk attributes other than probability and that is rather irrational to exclude these from the definition and analysis of technological risk. Risk communication, which is at the heart of the right-to-know concept, is described as the creation of shared meaning rather than the mere transmission of information. A case study of utilities, public utility commissions, and public interest groups illustrates how the diversity of institutional cultures in modern society leads to problems for the creation of shared meanings in establishing trust, distributing liability, and obtaining consent to risk.     Purpose: Exposure to ionizing radiation is an established risk factor for breast cancer. Radiation exposure during infancy, childhood, and adolescence confers the highest risk. Although radiation is a proven mammary carcinogen, it remains unclear where it acts in the complex multistage process of breast cancer development. In this study, we investigated the long-term pathophysiologic effects of ionizing radiation at a dose (2 Gy) relevant to fractionated radiotherapy. Methods and Materials: Adolescent (6-8 weeks old; n = 10) female C57BL/6J mice were exposed to 2 Gy total body {gamma}-radiation, the mammary glands were surgically removed, and serum and urine samples were collected 2 and 12 months after exposure. Molecular pathways involving estrogen receptor-{alpha} (ER{alpha}) and phosphatidylinositol-3-OH kinase (PI3K)-Akt signaling were investigated by immunohistochemistry and Western blot. Results: Serum estrogen and urinary levels of the oncogenic estrogen metabolite (16{alpha}OHE1) were significantly increased in irradiated animals. Immunostaining for the cellular proliferative marker Ki-67 and cyclin-D1 showed increased nuclear accumulation in sections of mammary glands from irradiated vs. control mice. Marked increase in p85{alpha}, a regulatory sub-unit of the PI3K was associated with increase in Akt, phospho-Akt, phospho-BAD, phospho-mTOR, and c-Myc in irradiated samples. Persistent increase in nuclear ER{alpha} in mammary tissues 2 and 12 months after radiation exposure was also observed. Conclusions: Taken together, our data not only support epidemiologic observations associating radiation and breast cancer but also, specify molecular events that could be involved in radiation-induced breast cancer.

    The results of the system definition studies conducted by NASA as a part of the Department of Energy/National Aeronautics and Space Administration SPS Concept Development and Evaluation Program are summarized. The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid. Topics covered include system definition; energy conversion and power management; power transmission and reception; structures, controls, and materials; construction and operations; and space transportation.

Following various standards from the International Organization for Standardization (ISO), the DNI definition is related to the irradiance from a small solid angle of the sky, centered on the position of the sun. Half-angle apertures of pyrheliometers measuring DNI have varied over time, up to ≈10°. The current recommendation of the World Meteorological Organization (WMO) for this half-angle is 2.5°. Solar concentrating collectors have an angular acceptancemore » function that can be significantly narrower, especially for technologies with high concentration ratios. The disagreement between the various interpretations of DNI, from the theoretical definition used in atmospheric physics and radiative transfer modeling to practical definitions corresponding to specific measurements or conversion technologies is significant, especially in the presence of cirrus clouds or large concentration of aerosols. Under such sky conditions, the circumsolar radiation—i.e. the diffuse radiation coming from the vicinity of the sun—contributes significantly to the DNI ground measurement, although some concentrating collectors cannot utilize the bulk of it. The purpose of this document is to describe a corrosion testing program that will (a) reduce model uncertainty and variability, (b) reduce the reliance upon overly conservative assumptions, and (c) improve model defensibility. Test matrices were developed for 17 topical areas (tasks): each matrix corresponds to a specific test activity that is a subset of the total work performed in a task. A future document will identify which of these activities are considered to be performance confirmation activities. Detailed matrices are provided for FY08, FY09 and FY10 and rough order estimates are provided for FY11-17. Criteria for the selection of appropriate test facilities were developed through a meeting of Lead Lab and DOE personnel on October 16-17, 2007. These criteria were applied to the testing activities and recommendations were made for the facility types appropriate to carry out each activity. The facility requirements for each activity were assessed and activities were identified that can not be performed with currently available facilities. Based on this assessment, a total of approximately 10,000 square feet of facility space is recommended to meet all future testing needs, given that all testing is consolidated to a single location. This report is a revision to SAND2007-7027 to address DOE comments and add a series of tests to address NWTRB recommendations.

    The Nuclear Safety Management final rule, 10 CFR 830, provides an undefined term, margin of safety (MOS). Safe harbors listed in 10 CFR 830, Table 2, such as DOE-STD-3009 use but do not define the term. This lack of definition has created the need for the definition. This paper provides a definition of MOS and documents examples of MOS as applied in a U.S. Department of Energy (DOE) approved safety basis for an existing nuclear facility. If we understand what MOS looks like regarding Technical Safety Requirements (TSR) parameters, then it helps us compare against other parameters that do not involve a MOS. This paper also documents parameters that are not MOS. These criteria could be used to determine if an MOS exists in safety basis documents. This paper helps DOE, including the National Nuclear Security Administration (NNSA) and its contractors responsible for the safety basis improve safety basis documents and the unreviewed safety question (USQ) process with respect to MOS.

    Entropy of distribution P can be defined in at least three different ways: 1) as the expectation of the Kullback-Leibler (KL) divergence of P from elementary δ-measures (in this case, it is interpreted as expected surprise); 2) as a negative KL-divergence of some reference measure ν from the probability measure P; 3) as the supremum of Shannon’s mutual information taken over all channels such that P is the output probability, in which case it is dual of some transportation problem. In classical (i.e. commutative) probability, all three definitions lead to the same quantity, providing only different interpretations of entropy. In non-commutative (i.e. quantum) probability, however, these definitions are not equivalent. In particular, the third definition, where the supremum is taken over all entanglements of two quantum systems with P being the output state, leads to the quantity that can be twice the von Neumann entropy. It was proposed originally by V. Belavkin and Ohya [1] and called the proper quantum entropy, because it allows one to define quantum conditional entropy that is always non-negative. Here we extend these ideas to define also quantum counterpart of proper cross-entropy and cross-information. We also show inequality for the values of classical and quantum information.

Much of this waste also contains hazardous waste constituents as regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA). Toxicity characteristic metals in the waste principally include lead, occurring in leaded rubber gloves and shielding. Other RCRA metals may occur as contaminants in pyrochemical salt, soil, debris, and sludge and solidified liquids, as well as in equipment resulting from decontamination and decommissioning activities. Volatile organic compounds (VOCS) contaminate many waste forms as a residue adsorbed on surfaces or occur in sludge and solidified liquids. Due to the presence of these hazardous constituents, applicable disposal regulations include land disposal restrictions established by Hazardous and Solid Waste Amendments (HSWA). The DOE plans to dispose of TRU-mixed waste from the weapons program in the Waste Isolation Pilot Plant (WIPP) by demonstrating no-migration of hazardous constituents. This paper documents the current technical basis for methodologies proposed to develop a post-closure RCRA hazardous constituent source term. For the purposes of demonstrating no-migration, the hazardous constituent source term is defined as the quantities of hazardous constituents that are available for transport after repository closure. Development of the source term is only one of several activities that will be involved in the no-migration demonstration. The demonstration will also include uncertainty and sensitivity analyses of contaminant transport.

    Defining high-level features, detecting them, tracking them and deriving quantities based on them is an integral aspect of modern data analysis and visualization. In combustion simulations, for example, burning regions, which are characterized by high fuel-consumption, are a possible feature of interest. Detecting these regions makes it possible to derive statistics about their size and track them over time. However, features of interest in scientific simulations are extremely varied, making it challenging to develop cross-domain feature definitions. Topology-based techniques offer an extremely flexible means for general feature definitions and have proven useful in a variety of scientific domains. This paper will provide a brief introduction into topological structures like the contour tree and Morse-Smale complex and show how to apply them to define features in different science domains such as combustion. The overall goal is to provide an overview of these powerful techniques and start a discussion how these techniques can aid in the analysis of astrophysical simulations.

    ORIGEN 2.2 are employed to obtain data regarding ? source term and the radio-activity of irradiated TRIGA fuel. The fuel composition are specified in grams for use as input data. Three types of fuel are irradiated in the reactor, each differs from the other in terms of the amount of Uranium compared to the total weight. Each fuel are irradiated for 365 days with 50 days time step. We obtain results on the total radioactivity of the fuel, the composition of activated materials, composition of fission products and the photon spectrum of the burned fuel. We investigate the differences of results using BWR and PWR library for ORIGEN. Finally, we compare the composition of major nuclides after 1 year irradiation of both ORIGEN library with results from WIMS. We found only minor disagreements between the yields of PWR and BWR libraries. In comparison with WIMS, the errors are a little bit more pronounced. To overcome this errors, the irradiation power used in ORIGEN could be increased a little, so that the differences in the yield of ORIGEN and WIMS could be reduced. A more permanent solution is to use a different code altogether to simulate burnup such as DRAGON and ORIGEN-S. The result of this study are essential for the design of radiation shielding from the fuel.

    This calculation is a revision of a previous calculation (Ref. 7.5) that bears the same title and has the document identifier BBAC00000-01717-0210-00006 REV 01. The purpose of this revision is to remove TBV (to-be-verified) -41 10 associated with the output files of the previous version (Ref. 7.30). The purpose of this and the previous calculation is to generate source terms for a representative boiling water reactor (BWR) spent nuclear fuel (SNF) assembly for the first one million years after the SNF is discharged from the reactors. This calculation includes an examination of several ways to represent BWR assemblies and operating conditions in SAS2H in order to quantify the effects these representations may have on source terms. These source terms provide information characterizing the neutron and gamma spectra in particles per second, the decay heat in watts, and radionuclide inventories in curies. Source terms are generated for a range of burnups and enrichments (see Table 2) that are representative of the waste stream and stainless steel (SS) clad assemblies. During this revision, it was determined that the burnups used for the computer runs of the previous revision were actually about 1.7% less than the stated, or nominal, burnups. See Section 6.6 for a discussion of how to account for this effect before using any source terms from this calculation. The source term due to the activation of corrosion products deposited on the surfaces of the assembly from the coolant is also calculated. The results of this calculation support many areas of the Monitored Geologic Repository (MGR), which include thermal evaluation, radiation dose determination, radiological safety analyses, surface and subsurface facility designs, and total system performance assessment. This includes MGR items classified as Quality Level 1, for example, the Uncanistered Spent Nuclear Fuel Disposal Container (Ref. 7.27, page 7).     A genome is the sum total of the DNA sequences in the cells of an individual organism. The common usage that species possess genomes comes naturally to biochemists, who have shown that all protein and nucleic acid molecules are at the same time species and individual-specific, with minor individual variations being superimposed on a consensus sequence that is constant for a species. By extension, this property is attributed to the common features of DNA in the chromosomes of members of a given species and is called (species) genome. The definition of species based on chromosomes, genes, or genome common to its member organisms has been implied or mentioned in passing numerous times. Some population biologists think that members of species have similar ``homeostatic genotypes,`` which are to a degree resistant to mutation or environmental change in the production of a basic phenotype.
