    True open access to scientific publications not only gives readers the possibility to read articles without paying subscription, but also makes the material available for automated ingestion and harvesting by 3rd parties. Once articles and associated data become universally treatable as computable objects, openly available to 3rd party aggregators and value-added services, what new services can we expect, and how will they change the way that researchers interact with their scholarly communications infrastructure? I will discuss straightforward applications of existing ideas and services, including citation analysis, collaborative filtering, external database linkages, interoperability, and other forms of automated markup, and speculate on the sociology of the next generation of users.

    In April 1996, the Federal Regulatory Commission (PERC) approved Orders 888 and 889 and released a draft rule for public comment on capacity reservation tariffs (CRTs). Order No. 888 requires electric utilities to file transmission tariffs that would allow transmission access to third parties who want to conduct wholesale transactions, and Order No. 889 requires transmission-owning utilities to set up open access, same-time information systems (OASIS), using commercial software and Internet protocols. This paper discusses these Orders in detail, as well as some of the issues before FERC with implications for renewables, which include: transmission pricing; transmission terms and conditions; reassignment of transmission capacity; defining state and FERC jurisdiction over transmission and distribution; the pricing of ancillary services; and the adoption and implementation of independent system operators.

    A pragmatic framework is available for maintaining reliable system operations in the context of an unbundled open access environment, while fostering a competitive supply/demand market. The proposed framework shows how incentives will meld a decentralized, competitive profit-driven market and a centrally directed services market together into a reliable free market. The electric power industry is in the midst of developing responses to the Federal Energy Regulatory Commission`s mandate to provide open access transmission service. The benfits and consequences of alternative financial, regulatory, and operational designs for unbundling and restructuring are being actively debated within the industry. Each alternative must meet three goals: (1) provide open access to transmission facilities; (2) create competition among generation resources; and (3) preserve system reliability. The differences among the alternatives are in details of how to meet these goals. It is a question of where and how to draw the lines between the infrastructure and the ancillary services required to support that infrastructure. Of particular note is the debate between proponents of a Poolco and the proponents of Bilateral scheduling transactions. Both schemes incorporate the use of a third-party Independent System Operator (ISO). The ISO is required to maintain system security and reliability in a non-discriminatory fashion. Much of this debate has taken place on a philosophical level, more concerned with competitive paradigms and analogies to other industries than with an informed engineering discussion. The authors try to put some practical concerns into this discussion.

    The concentric wrench includes an outer tube having flats at one end and a gripping surface at an opposite end. An inner tube has interior flats at one end and a gripping surface at its opposite end. With the inner and outer tubes disposed about a pressure transmitting conduit, the tubes may be inserted into a blind access opening in the outer turbine casing to engage the flats of the tubes against hex nuts of an internal fitting. By relatively rotating the tubes using the externally exposed gripping surfaces, the threaded connection between the parts of the fitting bearing the respective hex nuts can be tightened or loosened.

    Open-access databases with utility in fisheries science have grown exponentially in quantity and scope over the past decade, with profound impacts to our discipline. The management, distillation, and sharing of an exponentially growing stream of open-access data represents several fundamental challenges in fisheries science. Many of the currently available open-access resources may not be universally known among fisheries scientists. We therefore introduce many national- and global-scale open-access databases with applications in fisheries science and provide an example of how they can be harnessed to perform valuable analyses without additional field efforts. We also discuss how the development, maintenance, and utilization of open-access data are likely to pose technical, financial, and educational challenges to fisheries scientists. Such cultural implications that will coincide with the rapidly increasing availability of free data should compel the American Fisheries Society to actively address these problems now to help ease the forthcoming cultural transition.

    The formal launch of National Geothermal Data System (NGDS – www.geothermaldata.org) in 2014 will provide open access to technical geothermal-relevant data from all of the Department of Energy- sponsored geothermal development and research projects and geologic data from all 50 states. By making data easily discoverable and accessible this system will open new exploration opportunities and shorten project development. The prototype data system currently includes multiple data nodes, and nationwide data online and available to the public, indexed through a single catalog under construction at http://search.geothermaldata.org. Data from state geological surveys and partners includes more than 5 million records online, including 1.48 million well headers (oil and gas, water, geothermal), 732,000 well logs, and 314,000 borehole temperatures and is growing rapidly. There are over 250 Web services and another 138 WMS (Web Map Services) registered in the system as of August, 2013. Additional data record is being added by companion projects run by Boise State University, Southern Methodist University, and the USGS. The National Renewable Energy Laboratory is managing the Geothermal Data Repository, an NGDS node that will be a clearinghouse for data from hundreds of DOE-funded geothermal projects. NGDS is built on the US Geoscience Information Network (USGIN) data integration framework, which is a joint undertaking of the USGS and the Association of American State Geologists (AASG). NGDS is fully compliant with the White House Executive Order of May 2013, requiring all federal agencies to make their data holdings publicly accessible online in open source, interoperable formats with common core and extensible metadata.     Policies supporting the rapid and open sharing of proteomic data are being implemented by the leading journals in the field. The proteomics community is taking steps to ensure that data are made publicly accessible and are of high quality, a challenging task that requires the development and deployment of methods for measuring and documenting data quality metrics. On September 18, 2010, the U.S. National Cancer Institute (NCI) convened the 'International Workshop on Proteomic Data Quality Metrics' in Sydney, Australia, to identify and address issues facing the development and use of such methods for open access proteomics data. The stakeholders at the workshop enumerated the key principles underlying a framework for data quality assessment in mass spectrometry data that will meet the needs of the search community, journals, funding agencies, and data repositories. Attendees discussed and agreed upon two primary needs for the wide use of quality metrics: (i)an evolving list of comprehensive quality metrics and (ii)standards accompanied by software analytics. Attendees stressed the importance of increased education and training programs to promote reliable protocols in proteomics. This workshop report explores the historic precedents, key discussions, and necessary next steps to enhance the quality of open access data. By agreement, this article is published simultaneously in Proteomics, Proteomics Clinical Applications, Journal of Proteome Research, and Molecular and Cellular Proteomics, as a public service to the research community.The peer review process was a coordinated effort conducted by a panel of referees selected by the journals.

    The Federal Energy Regulatory Commission (FERC) expanded its authority under the Energy Policy Act of 1992 and issued a Policy Statement on July 30, 1993, for the formation of Regional Transmission Groups (RTGs). In this Policy Statement, FERC laid out a minimum of seven components of RTG Governing Agreements. The purpose of the policy is for an RTG to become an effective instrument in enhancing competition in generation markets, and providing transmission access to requesting entities. The key components of the RTGs are: Coordinated Transmission Planning, Access Rules, Pricing Principles, Dispute Resolution, and adequate consultation and coordination with state regulatory commissions and other stakeholders. Though it is the responsibility of each regulated utility to obtain approval on transmission projects from its respective state commission and siting authority, the RTGs would create a mechanism to keep all commissions and other stakeholders informed on the development and finalization of new transmission projects. This would be done by providing copies of planning studies performed in the technical and economical evaluation of these projects.

    Primary biodiversity data constitute observations of particular species at given points in time and space. Open-access electronic databases provide unprecedented access to these data, but their usefulness in characterizing species distributions and patterns in biodiversity depend on how complete species inventories are at a given survey location and how uniformly distributed survey locations are along dimensions of time, space, and environment. Our aim was to compare completeness and coverage among three open-access databases representing ten taxonomic groups (amphibians, birds, freshwater bivalves, crayfish, freshwater fish, fungi, insects, mammals, plants, and reptiles) in the contiguous United States. We compiled occurrence records frommore » the Global Biodiversity Information Facility (GBIF), the North American Breeding Bird Survey (BBS), and federally administered fish surveys (FFS). In this study, we aggregated occurrence records by 0.1° × 0.1° grid cells and computed three completeness metrics to classify each grid cell as well-surveyed or not. Next, we compared frequency distributions of surveyed grid cells to background environmental conditions in a GIS and performed Kolmogorov–Smirnov tests to quantify coverage through time, along two spatial gradients, and along eight environmental gradients. The three databases contributed >13.6 million reliable occurrence records distributed among >190,000 grid cells. The percent of well-surveyed grid cells was substantially lower for GBIF (5.2%) than for systematic surveys (BBS and FFS; 82.5%). Still, the large number of GBIF occurrence records produced at least 250 well-surveyed grid cells for six of nine taxonomic groups. Coverages of systematic surveys were less biased across spatial and environmental dimensions but were more biased in temporal coverage compared to GBIF data.     Metabolomics have proven difficult to execute in an untargeted and generalizable manner. Liquid chromatography–mass spectrometry (LC–MS) has made it possible to gather data on thousands of cellular metabolites. However, matching metabolites to their spectral features continues to be a bottleneck, meaning that much of the collected information remains uninterpreted and that new metabolites are seldom discovered in untargeted studies. These challenges require new approaches that consider compounds beyond those available in curated biochemistry databases. Here we present Metabolic In silico Network Expansions (MINEs), an extension of known metabolite databases to include molecules that have not been observed, but are likely to occur based on known metabolites and common biochemical reactions. We utilize an algorithm called the Biochemical Network Integrated Computational Explorer (BNICE) and expert-curated reaction rules based on the Enzyme Commission classification system to propose the novel chemical structures and reactions that comprise MINE databases. Starting from the Kyoto Encyclopedia of Genes and Genomes (KEGG) COMPOUND database, the MINE contains over 571,000 compounds, of which 93% are not present in the PubChem database. However, these MINE compounds have on average higher structural similarity to natural products than compounds from KEGG or PubChem. MINE databases were able to propose annotations for 98.6% of a set of 667 MassBank spectra, 14% more than KEGG alone and equivalent to PubChem while returning far fewer candidates per spectra than PubChem (46 vs. 1715 median candidates). Application of MINEs to LC–MS accurate mass data enabled the identity of an unknown peak to be confidently predicted.     Purpose: Current training and education delivery models have limitations which result in gaps in clinical proficiency with equipment, procedures, and techniques. Educational and training opportunities offered by vendors and professional societies are by their nature not available at point of need or for the life of clinical systems. The objective of this work is to leverage modern communications technology to provide peer-to-peer training and education for radiotherapy professionals, in the clinic and on demand, as they undertake their clinical duties. Methods: We have developed a free of charge web site ( https://i.treatsafely.org ) using the Google App Engine and datastore (NDB, GQL), Python with AJAX-RPC, and Javascript. The site is a radiotherapy-specific hosting service to which user-created videos illustrating clinical or physics processes and other relevant educational material can be uploaded. Efficient navigation to the material of interest is provided through several RT specific search tools and videos can be scored by users, thus providing comprehensive peer review of the site content. The site also supports multilingual narration\\translation of videos, a quiz function for competence assessment and a library function allowing groups or institutions to define their standard operating procedures based on the video content. Results: The website went live in August 2013 and currently has over 680 registered users from 55 countries; 27.2% from the United States, 9.8% from India, 8.3% from the United Kingdom, 7.3% from Brazil, and 47.5% from other countries. The users include physicists (57.4%), Oncologists (12.5%), therapists (8.2%) and dosimetrists (4.8%). There are 75 videos to date including English, Portuguese, Mandarin, and Thai. Conclusion: Based on the initial acceptance of the site, we conclude that this open access web-based peer-to-peer tool is fulfilling an important need in radiotherapy training and education. Thus the entire termination is near the coolant supply pressure and the high voltage and shield cold bushings, a highly stressed component used in most HTS cables, are eliminated.     This invention teaches methods of making a hermetic terminal assembly comprising the steps of: inserting temporary stops, shims and jigs on the bottom face of a terminal assembly thereby blocking assembly core open passageways; mounting the terminal assembly inside a vacuum chamber using a temporary assembly perimeter seal and flange or threaded assembly interfaces; mixing a seal admixture and hardener in a mixer conveyor to form a polymer seal material; conveying the polymer seal material into a polymer reservoir; feeding the polymer seal material from the reservoir through a polymer outlet valve and at least one polymer outlet tube into the terminal assembly core thereby filling interstitial spaces in the core adjacent to service conduits, temporary stop, and the terminal assembly casing; drying the polymer seal material at room temperature thereby hermetically sealing the core of the terminal assembly; removing the terminal assembly from the vacuum chamber, and; removing the temporary stops, shims.

    This paper describes a study of various termination constructions for medium voltage cross-linked polyethylene (XLPE) cables. A special device was used for electrical field measurements around the cable termination which made it possible to monitor how stress relief materials with different permittivity and placement of isolated or grounded embedded electrodes (EE) affected electrical stress grading. The results of measurements for each configuration were examined by mathematical modeling based on the finite element method (FEM). Finally, the selected constructions of cable termination have passed severe test conditions with load cycling.

    A solution of the well response to a prematurely terminated slug test (PTST) is presented. The advantages of a PTST over conventional slug tests are discussed. A systematized procedure of a PTST is proposed, where a slug test is terminated in the midpoint of the flow point, and the subsequent shut-in data is recorded and analyzed. This method requires a downhole shut-in device and a pressure transducer, which is no more than the conventional deep-well slug testing. As opposed to slug tests, which are ineffective when a skin is present, more accurate estimate of formation permeability can be made using a PTST. Premature termination also shortens the test duration considerably. Because in most cases no more information is gained by completing a slug test to the end, the author recommends that conventional slug tests be replaced by the premature termination technique. This study is part of an investigation of the feasibility of geologic isolation of nuclear wastes being carried out by the US Department of Energy and the National Cooperative for the Storage of Radioactive Waste of Switzerland.

    Mobil Technology Company and Mobil Shipping and Transportation Company have jointly developed a new combination of existing proven equipment to regasify LNG. Advantages of this Shipboard Regasification Terminal (SRT) include accelerated initial gas delivery schedule, low capital cost, delivery of smaller quantities of LNG at a competitive price and shorter term of LNG purchase and improved financing options. These advantages benefit both the supplier of LNG and the purchaser. SRT can be used as an interim supply to developing markets allowing the demand to grow while developing downstream infrastructure. This concept does not involve offshore transfer of cryogenic fluids while delivering near-ambient temperature pipeline quality gas at typical pipeline pressures. During times when gas is not required, the SRT ship can easily be returned to the trade of transporting and delivering LNG to conventional land based terminals. This paper will discuss the merits of Shipboard Regasification Terminals in general, cover the development of this concept and review the factors guiding the use of SRT vs. an onshore terminal.

    This paper reports on the largest Taiwan single-point mooring (SPM) terminal. Chinese Petroleum Corp. (CPC) last year installed and commissioned Taiwan's SPM terminal. This, the third of four planned SPM terminals, is unloading 100,000-300,000 dwt crude-oil tankers 5 miles offshore Kaohsiung, Taiwan, on the southwest coast of the Republic of China. Construction on the fourth SPM terminal, for unloading naphtha and diesel gas oil from 20,000 -100,000 dwt tankers, began late last year. The third terminal consists of a catenary anchor leg mooring (CALM) system, a 56-in, (1,422 mm) OD crude-oil pipeline and a 16-in. (406 mm) OD fuel-oil pipeline. The subsea pipelines extend from the CALM installed in a water depth of 118 ft to an existing shore tank farm tie-in valve station.

    An apparatus is presented for use in a reactor of the heterogeneous, fluid cooled type for the purpose of quickly terminating the reaction, the coolant being circulated through coolant tubes extending through the reactor core. Several of the tubes in the critical region are connected through valves to a tank containing a poisoning fluid having a high neutron capture crosssection and to a reservoir. When it is desired to quickly terminate the reaction, the valves are operated to permit the flow of the poisoning fluid through these particular tubes and into the reservoir while normal coolant is being circulated through the remaining tubes. The apparatus is designed to prevent contamination of the primary coolant by the poisoning fluid.

    Volume 2: Improved Sensor and Control Designs Many residential clothes dryers on the market today provide automatic cycles that are intended to stop when the clothes are dry, as determined by the final remaining moisture content (RMC). However, testing of automatic termination cycles has shown that many dryers are susceptible to over-drying of loads, leading to excess energy consumption. In particular, tests performed using the DOE Test Procedure in Appendix D2 of 10 CFR 430 subpart B have shown that as much as 62% of the energy used in a cycle may be from over-drying. Volume 1 of this report shows an average of 20% excess energy from over-drying when running automatic cycles with various load compositions and dryer settings. Consequently, improving automatic termination sensors and algorithms has the potential for substantial energy savings in the U.S.

    As Congress voted to terminate the Superconducting Super Collider (SSC) Laboratory in October of 1993, the Department of Energy was encouraged to maximize the benefits to the nation of approximately $2 billion which had already been expended to date on its evolution. Having been recruited to Texas from other intellectually challenging enclaves around the world, many regional scientists, especially physicists, of course, also began to look for viable ways to preserve some of the potentially short-lived gains made by Texas higher education in anticipation of {open_quotes}the SSC era.{close_quotes} In fact, by November, 1993, approximately 150 physicists and engineers from thirteen Texas universities and the SSC itself, had gathered on the SMU campus to discuss possible re-uses of the SSC assets. Participants at that meeting drew up a petition addressed to the state and federal governments requesting the creation of a joint Texas Facility for Science Education and Research. The idea was to create a facility, open to universities and industry alike, which would preserve the research and development infrastructure and continue the educational mission of the SSC.

    Petroleum products terminals, used in conjunction with transportation operations to accomplish the flow of products from their source in refineries down to the consumers, are relatively simple facilities comprising product storage, the means for connecting storage to transportation operations, and other operations to support those functions. Although wastewater generation at terminals is relatively minor, increasingly strict regulation of wastewater from even minor sources is making it more critical that terminal wastewater handling, treatment, and disposal be understood and optimized to ensure that effective wastewater treatment is accomplished at reasonable cost. Anticipating the increased demands on terminal wastewater handling, the API Marketing Terminal Effluent Task Force has sponsored a number of studies to characterize wastewater at terminals and to develop practical means for treating the water. In addition, the Task Force sponsored Texaco`s writing of the report on which this paper is based, API 4602, Minimization, Handling, Treatment, and Disposal of Petroleum Products Terminal Wastewaters. This paper highlights some of the key recommendations in the report, which are: (1) begin characterizing the terminal`s tank bottoms water flow and quality as soon as possible; (2) determine the optimum wastewater disposal option; (3) for most situations, segregate stormwater from contaminated water; (4) if wastewater is treated, use a collection tank to equalize the flow and concentration of tank bottoms water; (5) if wastewater is hauled off to a disposal company, consider removing benzene first; and (6) minimize the use of detergents in the terminal.

    Many simulation software produce data in the form of a set of field values or of a set of particle positions. (one such example is that of particle-in-cell codes, which produce data on the electromagnetic fields that they simulate.) However, each particular software uses its own particular format and layout, for the output data. This makes it difficult to compare the results of different simulation software, or to have a common visualization tool for these results. However, a standardized layout for fields and particles has recently been developed: the openPMD format ( HYPERLINK "http://www.openpmd.org/"www.openpmd.org) This format is open- source, and specifies a standard way in which field data and particle data should be written. The openPMD format is already implemented in the particle-in-cell code Warp (developed at LBL) and in PIConGPU (developed at HZDR, Germany). In this context, the proposed software (openPMD-viewer) is a Python package, which allows to access and visualize any data which has been formatted according to the openPMD standard. This package contains two main components: - a Python API, which allows to read and extract the data from a openPMD file, so as to be able to work with it within the Python environment. (e.g. plot the data and reprocess it with particular Python functions) - a graphical interface, which works with the ipython notebook, and allows to quickly visualize the data and browse through a set of openPMD files. The proposed software will be typically used when analyzing the results of numerical simulations. It will be useful to quickly extract scientific meaning from a set of numerical data.

    For over two years, Sandia National Laboratories has been using a Gigabit Passive Optical Network (GPON) access layer for selected networks. The GPON equipment includes the Tellabs 1150 Multiservice Access Platform (MSAP) Optical Line Terminal (OLT), the Tellabs ONT709 and ONT709GP Optical Network Terminals (ONTs), and the Panorama PON Network Manager. In late 2013, the Tellabs equipment was updated to Software Release FP27.1_015130. Because a new software release has the potential to affect performance and functionality, it needed to be thoroughly tested. This report documents that testing. It also provides a comparison between the current release and the previous Software Release FP25.5.1_013274 that was being used.

    The paper describes a study of various cable termination constructions for medium voltage cross-linked polyethylene (MV XLPE) cables. A special device was used for electrical field measurements around the cable termination, which made it possible to monitor how stress relief materials with different relative permittivity, thickness of stress relief layer and placement of isolated or grounding embedded electrodes (EE) affect electrical stress grading. The results of measurement for each construction were examined by mathematical modeling based on finite element method (FEM). Also, the influence of dielectric losses in the termination was considered, when relative permittivity of the stress relief material is high. Finally, the selected constructions of cable termination were tested in service conditions with load cycling.

    A feedthrough terminal for a high power electrochemical storage cell providing low resistance coupling to the conductive elements therein while isolating the terminal electrode from the highly corrosive environment within the cell is disclosed. A large diameter, cylindrical copper electrode is enclosed in a stainless steel tube with a BN powder feedthrough seal maintained around the stainless steel tube by means of facing insulative bushings and an outer sleeve. One end of the copper conductor is silver-brazed directly to a flat, butterfly bus bar within the cell, with the adjacent end of the surrounding outer feedthrough sleeve welded to the bus bar. A threaded seal is fixedly positioned on a distal portion of the stainless steel tube immediately adjacent the distal insulative bushing so as to compress the feedthrough seal in tight fitting relation around the stainless steel tube in providing a rugged, leak-proof electrical feedthrough terminal for the power cell.

    The Department of Energy’s (DOE’s) Building Technologies Office (BTO) is supporting the development of an open-source software tool for analyzing building energy and operational data: OpenEIS (open energy information system). This tool addresses the problems of both owners of building data and developers of tools to analyze this data. Building owners and managers have data but lack the tools to analyze it while tool developers lack data in a common format to ease development of reusable data analysis tools. This document is intended for developers of applications and explains the mechanisms for building analysis applications, accessing data, and displaying data using a visualization from the included library. A brief introduction to the visualizations can be used as a jumping off point for developers familiar with JavaScript to produce their own. Several example applications are included which can be used along with this document to implement algorithms for performing energy data analysis.

    Norway, in common with many countries nowadays, is very protective of its environment. This consciousness and responsibility are reflected by the strict limits on air pollution, in particular noise, and hydrocarbon contaminant levels in discharged water that were imposed for the TROLL terminal design. The capacity of the terminal and the size of its equipment have necessitated new research in the field of noise prediction some of which conflicts with current industry beliefs. This paper discusses some of the engineered solutions to in-plant and community noise abatement and describes the water treatment facilities installed to meet hydrocarbon discharge limits of 5 mg/l.

    The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. OSG provides support for and evolution of the infrastructure through activities that cover operations, security, software, troubleshooting, addition of new capabilities, and support for existing and engagement with new communities. The OSG SciDAC-2 project provides specific activities to manage and evolve the distributed infrastructure and support its use. The innovative aspects of the project are the maintenance and performance of a collaborative (shared & common) petascale national facility over tens of autonomous computing sites, for many hundreds of users, transferring terabytes of data a day, executing tens of thousands of jobs a day, and providing robust and usable resources for scientific groups of all types and sizes.     LNG projects are highly capital intensive and this has long been regarded as being inevitable. However, recent developments are forcing the LNG industry to aggressively seek cost reductions. For example, the gas-to-liquids (GTL) process is increasingly seen as a potential rival technology and is often being touted as an economically superior alternative fuel source. Another strong driving force behind needed cost reductions is the low crude oil price which seems to have settled in the $10--13/bb. range. LNG is well positioned as the fuel of choice for environmentally friendly new power projects. As a result of the projected demand for power especially in the Pacific Rim countries several LNG terminal projects are under consideration. Such projects will require a new generation of LNG terminal designs emphasizing low cost, small scale and safe and fully integrated designs from LNG supply to power generation. The integration of the LNG terminal with the combined cycle gas turbine (CCGT) power plant offers substantial cost savings opportunities for both plants. Various cost reduction strategies and their impact on the terminal design are discussed including cost reduction due to integration.

    September 2013 [PATCHED] python/2.7.4 gzip package fails September 24, 2013 by Doug Jacobsen The modules version of python (python/2.7.4) had a bug in the default gzip python package. This was due to problems introduced in python 2.7.4 and fixed in python 2.7.5. Receiving a TypeError or structError upon opening and reading a gzip'ped file were the phenotypes of this bug. This has been corrected by installing the python 2.7.5 version of gzip.py into our python distribution.

At first glance, plans to add China's coastal tanker terminal capacity would seem to slightly exceed projected needs. However, officials say, existing major terminals are already woefully underutilized. That over capacity will only worsen as plans proceed to construct a number of major new terminals to accommodate the expected surge in calls by large ocean going tankers as exports increase.     Atomic memory access requests are handled using a variety of systems and methods. According to one example method, a data-processing circuit having an address-request generator that issues requests to a common memory implements a method of processing the requests using a memory-access intervention circuit coupled between the generator and the common memory. The method identifies a current atomic-memory access request from a plurality of memory access requests. A data set is stored that corresponds to the current atomic-memory access request in a data storage circuit within the intervention circuit. It is determined whether the current atomic-memory access request corresponds to at least one previously-stored atomic-memory access request. In response to determining correspondence, the current request is implemented by retrieving data from the common memory. The data is modified in response to the current request and at least one other access request in the memory-access intervention circuit.

    The Terminal Expansion Project is proposed by Bonneville Power Administration (BPA), Southern California Edison (SCE), and the Los Angeles Department of Water and Power (LADWP) to increase the operating capacity of the existing bipole direct current (dc) Intertie line between the Celilo Converter Station at The Dalles, Oregon, and the Sylmar converter Station at Sylmar, California. The proposal will allow a greater exchange of electric power between the Pacific Northwest (PNW) and Southern California without constructing new interregional transmission lines. By adding more alternating ac/dc converter equipment at the terminals, the conductors on the existing 845-mile dc intertie transmission line can be operated at full design capacity. The dc Intertie plus two other ac lines which terminate near San Francisco comprise the ''Intertie.'' Though the project is interregional, relatively little construction will be needed. This Environmental Assessment addresses the environmental impacts of the proposed actions and makes a determination as to their significance. Though LADWP is complying with the State environmental process, as required by the California Environmental Quality Act (CEQA), the impacts of their construction are being considered as part of the impacts of the overall proposal and are considered in the determination of significance.

    The manycore revolution can be characterized by increasing thread counts, decreasing memory per thread, and diversity of continually evolving manycore architectures. High performance computing (HPC) applications and libraries must exploit increasingly finer levels of parallelism within their codes to sustain scalability on these devices. We found that a major obstacle to performance portability is the diverse and conflicting set of constraints on memory access patterns across devices. Contemporary portable programming models address manycore parallelism (e.g., OpenMP, OpenACC, OpenCL) but fail to address memory access patterns. The Kokkos C++ library enables applications and domain libraries to achieve performance portability on diverse manycore architectures by unifying abstractions for both fine-grain data parallelism and memory access patterns. In this paper we describe Kokkos’ abstractions, summarize its application programmer interface (API), present performance results for unit-test kernels and mini-applications, and outline an incremental strategy for migrating legacy C++ codes to Kokkos. Furthermore, the Kokkos library is under active research and development to incorporate capabilities from new generations of manycore architectures, and to address a growing list of applications and domain libraries.

  4. Photovoltaic module electrical termination design requirement study. Final report

    Motorola Inc., in conjunction with ITT Cannon, has conducted a study to develop information to facilitate the selection of existing, commercial, electrical termination hardware for photovoltaic modules and arrays. Details of the study are presented in this volume. Module and array design parameters were investigated and recommendations were developed for use in surveying, evaluating, and comparing electrical termination hardware. Electrical termination selection criteria factors were developed and applied to nine generic termination types in each of the four application sectors. Remote, residential, intermediate and industrial. Existing terminations best suited for photovoltaic modules and arrays were identified. Cost information was developed to identify cost drivers and/or requirements which might lead to cost reductions. The general conclusion is that there is no single generic termination that is best suited for photovoltaic application, but that the appropriate termination is strongly dependent upon the module construction and its support structure as well as the specific application sector.

    A series of complexes with {pi}-conjugated carbon chains terminated by bipyridyl moieties has been prepared. These allenylidene complexes were derived from 9-hydroxy-9-ethynyl-4,5-diazafluorene, the preparation of which is reported; the new allenylidene complexes are highly colored with the cumulated carbon chain terminating in a bipyridyl unit providing a site for further coordination. The synthesis, characterization, and X-ray structure determination of trans-[MCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]PF{sub 6} (M = Ru, P{intersection}P = bis(diphenylphosphino)methane (dppm), 1,2-bis(diphenylphosphino)ethane (dppe), 1,2-bis(dimethylphosphino)ethane (dmpe); M = Os, P{intersection}P = dppm) are described. The effect of the variation in metal and ligand on electronic and electrochemical characteristics of these complexes has been investigated by using UV-vis, solution electrochemistry, and a combination of these techniques in spectroelectrochemical experiments. DFT calculations have been performed on trans-[RuCl(P{intersection}P){sub 2}{sub {double_bond}}C{sub {double_bond}}C{sub {double_bond}}(4,5-diazafluoren-9-yl)]{sup q} (P{intersection}P = dppm, bis(dimethylphosphino)methane (dmpm); q = -1, 0, +1, +2) and subsequently solvent-corrected calculations with use of COSMO were also undertaken to examine the nature of electronic transitions in various oxidation states.

    The accurate determination of quantity and quality of crude oil transferred from shore to tanker or tanker to shore, is the function of Marine Crude Oil Terminal Measuring Systems. From the measurement data, a Bill of Lading can be prepared and transport costs, taxes, royalties, and customs fees can be computed Accuracy is essential as each tanker load represents a value of ten to twenty million dollars. Even errors of {+-} 0.1% represent a significant amount of revenue. In addition to accuracy, meter systems offer several other advantages over older more traditional tank gaging methods. Specification guidelines for meter systems and associated equipment are presented in this paper. Since most ports are in environmentally sensitive areas, design for protection from spills is also essential.

    A communication device in the form of data terminal equipment permits two data communication equipments, each having its own master clock and operating at substantially the same nominal clock rate, to communicate with each other in a multi-segment circuit configuration of a general communication network even when phase or frequency errors exist between the two clocks. Data transmitted between communication equipments of two segments of the communication network is buffered. A variable buffer fill circuit is provided to fill the buffer to a selectable extent prior to initiation of data output clocking. Selection switches are provided to select the degree of buffer preload. A dynamic buffer fill circuit may be incorporated for automatically selecting the buffer fill level as a function of the difference in clock frequencies of the two equipments. Controllable alarm circuitry is provided for selectively generating an underflow or an overflow alarm to one or both of the communicating equipments. 5 figs.

    We have carried out a series of ab-initio calculations to investigate changes in the optical properties of Si quantum dots as a function of surface passivation. In particular, we have compared hydrogen passivated dots with those having alkyl groups at the surface. We find that, while on clusters with reconstructed surfaces a complete alkyl passivation is possible, steric repulsion prevents full passivation of Si dots with unreconstructed surfaces. In addition, our calculations show that steric repulsion may have a dominant effect in determining the surface structure, and eventually the stability of alkyl passivated clusters, with results dependent on the length of the carbon chain. Alkyl passivation weakly affects optical gaps of silicon quantum dots, while it substantially decreases ionization potentials and electron affinities and affect their excited state properties. On the basis of our results we propose that alkyl terminated quantum dots may be size selected taking advantage of the change in ionization potential as a function of the cluster size.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) provides personnel protection from prompt radiation due to accelerated beam. The Personnel Access Control System (PACS) is a component of the RSS that is designed to prevent personnel access to areas where prompt radiation is a hazard. PACS was designed to replace several older personnel safety systems (PSS) with a single modem unified design. Lessons learned from the operation over the last 20 years were incorporated into a redundant sensor, single-point failure safe, fault tolerant, and tamper-resistant system that prevents access to the beam areas by controlling the access keys and beam stoppers. PACS uses a layered philosophy to the physical and electronic design. The most critical assemblies are battery backed up, relay logic circuits; less critical devices use Programmable Logic Controllers (PLCs) for timing functions and communications. Outside reviewers have reviewed the operational safety of the design. The design philosophy, lessons learned, hardware design, software design, operation, and limitations of the device are described.

    A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

    VLT came to be used at SLAC (Stanford Linear Accelerator Center), because SLAC wanted to assess the Amiga's usefulness as a color graphics terminal and T{sub E}X workstation. Before the project could really begin, the people at SLAC needed a terminal emulator which could successfully talk to the IBM 3081 (now the IBM ES9000-580) and all the VAXes on the site. Moreover, it had to compete in quality with the Ann Arbor Ambassador GXL terminals which were already in use at the laboratory. Unfortunately, at the time there was no commercial program which fit the bill. Luckily, Willy Langeveld had been independently hacking up a public domain VT100 emulator written by Dave Wecker et al. and the result, VLT, suited SLAC's purpose. Over the years, as the program was debugged and rewritten, the original code disappeared, so that now, in the present version of VLT, none of the original VT100 code remains.

    A drying apparatus is disclosed that includes a drum and an open-loop airflow pathway originating at an ambient air inlet, passing through the drum, and terminating at an exhaust outlet. A passive heat exchanger is included for passively transferring heat from air flowing from the drum toward the exhaust outlet to air flowing from the ambient air inlet toward the drum. A heat pump is also included for actively transferring heat from air flowing from the passive heat exchanger toward the exhaust outlet to air flowing from the passive heat exchanger toward the drum. A heating element is also included for further heating air flowing from the heat pump toward the drum.

    A memory system is disclosed which is comprised of a memory controller and addressable memory devices such as DRAMs. The invention provides a programmable register to control the high vs. low drive state of each bit of a memory system address and control bus during periods of bus inactivity. In this way, termination voltage supply current can be minimized, while permitting selected bus bits to be driven to a required state. This minimizes termination power dissipation while not affecting memory system performance. The technique can be extended to work for other high-speed busses as well.

    A high power switching circuit which utilizes a four-terminal Darlington transistor block to improve switching speed, particularly in rapid turn-off. Two independent reverse drive currents are utilized during turn off in order to expel the minority carriers of the Darlington pair at their own charge sweep-out rate. The reverse drive current may be provided by a current transformer, the secondary of which is tapped to the base terminal of the power stage of the Darlington block. In one application, the switching circuit is used in each power switching element in a chopper-inverter drive of an electric vehicle propulsion system.

    A new type of thermodynamic device combining a thermodynamic cycle with the externally applied steady flow of an open thermodynamic process is discussed and experimentally demonstrated. The gas flowing through this device can be heated or cooled in a series of semi-open cyclic steps. The combination of open and cyclic flows makes possible the elimination of some or all of the heat exchangers (with their associated irreversibility). Heat is directly exchanged with the process fluid as it flows through the device when operating as a refrigerator, producing a staging effect that tends to increase First Law thermodynamic efficiency. An open-flow thermoacoustic refrigerator was built to demonstrate this concept. Several approaches are presented that describe the physical characteristics of this device. Tests have been conducted on this refrigerator with good agreement with a proposed theory.

  19. Terminal-level relaxation in ND-doped laser materials

    During the energy extraction of a 1-{mu}m pulse in a Nd-doped laser material, the Nd-ion population is transferred from the metastable {sup 4}F{sub 3/2} level into the terminal {sup 4}I{sub 11/2} level. The terminal-level lifetime, {tau}{sub 11/2}, is defined in this case as the time it takes the Nd-ion population to decay from the {sup 4}I{sub 11/2} level into the {sup 4}I{sub 9/2} ground state. Several experimental and theoretical approaches over the last three decades have been made to measure the terminal-level lifetime. However, an agreement in the results among the different approaches for a large sampling of laser materials has never been demonstrated. This article presents three independent methods (pump-probe, emission, and energy extraction) for measuring the terminal-level lifetime in Nd:phosphate glass LG-750. The authors find remarkable agreement among the data and determine the {tau}{sub 11/2} lifetime to be 253{+-}50 ps. They extend their studies to show that the results of the pump-probe and emission methods agree to within a factor of two for additional Nd-doped glases and crystals investigated, thus offering validation for the emission method, which is a simpler, indirect approach.

    The National Renewable Energy Laboratory (NREL) has created the OpenStudio software platform that makes it easier for architects and engineers to evaluate building energy efficiency measures throughout the design process. OpenStudio makes energy modeling more accessible and affordable, helping professionals to design structures with lower utility bills and less carbon emissions, resulting in a healthier environment. OpenStudio includes a user-friendly application suite that makes the U.S. Department of Energy's EnergyPlus and Radiance simulation engines easier to use for whole building energy and daylighting performance analysis. OpenStudio is freely available and runs on Windows, Mac, and Linux operating systems.

    Columbia River terminal fisheries have been conducted in Youngs Bay, Oregon, since the early 1960`s targeting coho salmon produced at the state facility on the North Fork Klaskanine River. In 1977 the Clatsop County Economic Development Council`s (CEDC) Fisheries Project began augmenting the Oregon Department of Fish and Wildlife production efforts. Together ODFW and CEDC smolt releases totaled 5,060,000 coho and 411,300 spring chinook in 1993 with most of the releases from the net pen acclimation program. During 1980-82 fall commercial terminal fisheries were conducted adjacent to the mouth of Big Creek in Oregon. All past terminal fisheries were successful in harvesting surplus hatchery fish with minimal impact on nonlocal weak stocks. In 1993 the Northwest Power Planning Council recommended in its` Strategy for Salmon that terminal fishing sites be identified and developed. The Council called on the Bonneville Power Administration to fund a 10-year study to investigate the feasibility of creating and expanding terminal known stock fisheries in the Columbia River Basin. The findings of the initial year of the study are included in this report. The geographic area considered for study extends from Bonneville Dam to the river mouth. The initial year`s work is the beginning of a 2-year research stage to investigate potential sites, salmon stocks, and methodologies; a second 3-year stage will focus on expansion in Youngs Bay and experimental releases into sites with greatest potential; and a final 5-year phase establishing programs at full capacity at all acceptable sites. After ranking all possible sites using five harvest and five rearing criteria, four sites in Oregon (Tongue Point, Blind Slough, Clifton Channel and Wallace Slough) and three in Washington (Deep River, Steamboat Slough and Cathlamet Channel) were chosen for study.

    The objective of this survey was to obtain user feedback to determine how users of the Atmospheric Radiation Measurement (ARM) Climate Research Facility Data Archive interact with the more than 2000 available types of datastreams. The survey also gathered information about data discovery and data quality. The Market and Competitive Analysis group at Pacific Northwest National Laboratory worked with web administrators to develop a landing page from which users could access the survey. A survey invitation was sent by ARM via email to about 6100 users on February 22, 2012. The invitation was also posted on the ARM website and Facebook page. Reminders were sent via e-mail and posted on Facebook while the survey was open, February 22-March 23, 2012.

    The Open Science Grid (OSG) ties together individual experiments’ computing power, connecting their resources to create a large, robust computing grid, this computing infrastructure started primarily as a collection of sites associated with large HEP experiments such as ATLAS, CDF, CMS, and DZero. In the years since, the OSG has broadened its focus to also address the needs of other US researchers and increased delivery of Distributed High Through-put Computing (DHTC) to users from a wide variety of disciplines via the OSG Open Facility. Presently, the Open Facility delivers about 100 million computing wall hours per year to researchers who are not already associated with the owners of the computing sites, this is primarily accomplished by harvesting and organizing the temporarily unused capacity (i.e. opportunistic cycles) from the sites in the OSG. Using these methods, OSG resource providers and scientists share computing hours with researchers in many other fields to enable their science, striving to make sure that these computing power used with maximal efficiency. We believe that expanded access to DHTC is an essential tool for scientific innovation and work continues in expanding this service.

    In late 2012, the National Renewable Energy Laboratory (NREL) initiated the Solar Access to Public Capital (SAPC) working group. Backed by a three-year funding facility from the U.S. Department of Energy (DOE), NREL set out to organize the solar, legal, banking, capital markets, engineering, and other relevant stakeholder communities in order to open lower-cost debt investment for solar asset deployment. SAPC engaged its members to standardize contracts, develop best practices, and comprehend how the rating agencies perceive solar project portfolios as an investment asset class. Rating agencies opine on the future creditworthiness of debt obligations. Issuers often seek investment-grade ratings from the rating agencies in order to satisfy the desires of their investors. Therefore, for the solar industry to access larger pools of capital at a favorable cost, it is critical to increase market participants' understanding of solar risk parameters. The process provided valuable information to address rating agency perceptions of risk that, without such information, could require costly credit enhancement or higher yields to attract institutional investors. Two different securities were developed--one for a hypothetical residential solar portfolio and one for a hypothetical commercial solar portfolio. Five rating agencies (Standard and Poor's, Moody's, KBRA, Fitch, and DBRS) participated and provided extensive feedback, some through conversations that extended several months. The findings represented in this report are a composite summary of that feedback and do not indicate any specific feedback from any single rating agency.

This application note will describe how to use the open source schematic capture tool gschem and its associated netlist creation tool gnetlist to create basic circuit designs for Xyce, and how to access advanced features of Xyce that are not directly supported by either gschem or gnetlist.

    The temperature stability of the kicker magnet termination resistor assembly directly affects the field flatness and amplitude stability. Comprehensive thermal enhancements were made to the existing Main Injector resistor assembly design to satisfy NuMI performance specifications. Additionally, a fluid-processing system utilizing Fluorinert{reg_sign} FC-77 high-voltage dielectric was built to precisely control the setpoint temperature of the resistor assembly from 70 to 120F, required to maintain constant resistance during changing operational modes. The Fluorinert{reg_sign} must be continually processed to remove hazardous breakdown products caused by radiation exposure to prevent chemical attack of system components. Design details of the termination resistor assembly and Fluorinert{reg_sign} processing system are described. Early performance results will be presented.

  15. U.S. LPG pipeline begins deliveries to Pemex terminal

    LPG deliveries began this spring to the new Mendez LPG receiving terminal near Juarez, State of Chihuahua, Mexico. Supplying the terminal is the 265-mile, 8-in. Rio Grande Pipeline that includes a reconditioned 217-mile, 8-in. former refined-products pipeline from near Odessa, Texas, and a new 48-mile, 8-in. line beginning in Hudspeth County and crossing the US-Mexico border near San Elizario, Texas. Capacity of the pipeline is 24,000 b/d. The LPG supplied to Mexico is a blend of approximately 85% propane and 15% butane. Before construction and operation of the pipeline, PGPB blended the propane-butane mix at a truck dock during loading. Demand for LPG in northern Mexico is strong. Less than 5% of the homes in Juarez have natural gas, making LPG the predominant energy source for cooking and heating in a city of more than 1 million. LPG also is widely used as a motor fuel.

    A multipoint conventional buoy mooring, often called a Mediterranean moor, provides a low-cost solution for loading tankers from the new onshore Isla de Bioko terminal in Equatorial Guinea, West Africa. This paper reports on this mooring method which is a basic no frills terminal system, suitable for protected areas with moderate sea conditions. The system will be used for transporting condensate produced in the offshore Alba field. Walter International, a Houston-based independent producer, together with its partners, is developing this gas condensate field in about 250 ft of water, some 18 miles off the coast. The high gravity, 47-48{degrees} API, Alba field gas condensate is piped to a shore-based tank farm for processing and storage.

    Energy Management Systems (EMSs) have been called the nerve center for an electric utility. These systems have the capacity to monitor the electrical grid by retrieving tens of thousands of MW/MVar flows, voltages and breaker/switch positions every few seconds. With data interchange agreements utilities can also monitor performance of neighboring systems. System dispatchers need to access more and more information sources and their job is becoming more complicated. Other departments need to access EMS related data and work more closely with system dispatch. To date, the role of Energy Management Systems has not been affected significantly by the prospect of competition. With the clean air act, emission allowance trading, open transmission access, and potential for customer choice it is likely that Energy Management Systems will play a more strategic business role in the future. In particular, Open Energy Management Systems that allow the utility the freedom to select applications from multiple vendors will have special advantages. This paper will address potential areas, where an Open Energy Management System can be used to obtain a competitive edge. It will also outline how competition is likely to affect Energy Management System architectures and procurement practices.

    This notice announces BPA`S`s decision to fund the Oregon Department of Fish and Wildlife (ODFW), the Washington Department of Fish and Wildlife (WDFW), and the Clatsop Economic Development Committee for the Lower Columbia River Terminal Fisheries Research Project (Project). The Project will continue the testing of various species/stocks, rearing regimes, and harvest options for terminal fisheries, as a means to increase lower river sport and commercial harvest of hatchery fish, while providing both greater protection of weaker wild stocks and increasing the return of upriver salmon runs to potential Zone 6 Treaty fisheries. The Project involves relocating hatchery smolts to new, additional pen locations in three bays/sloughs in the lower Columbia River along both the Oregon and Washington sides. The sites are Blind Slough and Tongue Point in Clatsop County, Oregon, and Grays Bay/Deep River, Wahkiakum County, Washington. The smolts will be acclimated for various lengths of time in the net pens and released from these sites. The Project will expand upon an existing terminal fisheries project in Youngs Bay, Oregon. The Project may be expanded to other sites in the future, depending on the results of this initial expansion. BPA`S has determined the project is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required, and BPA`S is issuing this FONSI.

  20. Automatic control and detector for three-terminal resistance measurement

    A device is provided for automatic control and detection in a three-terminal resistance measuring instrument. The invention is useful for the rapid measurement of the resistivity of various bulk material with a three-terminal electrode system. The device maintains the current through the sample at a fixed level while measuring the voltage across the sample to detect the sample resistance. The three-electrode system contacts the bulk material and the current through the sample is held constant by means of a control circuit connected to a first of the three electrodes and works in conjunction with a feedback controlled amplifier to null the voltage between the first electrode and a second electrode connected to the controlled amplifier output. An A.C. oscillator provides a source of sinusoidal reference voltage of the frequency at which the measurement is to be executed. Synchronous reference pulses for synchronous detectors in the control circuit and an output detector circuit are provided by a synchronous pulse generator. The output of the controlled amplifier circuit is sampled by an output detector circuit to develop at an output terminal thereof a D.C. voltage which is proportional to the sample resistance R. The sample resistance is that segment of the sample between the area of the first electrode and the third electrode, which is connected to ground potential.
