    Acurex Environmental Corporation is bringing Clean Fuel to the environmentally demand Krakow market, through the cooperative agreement with the U.S. Department of Energy. Clean fuel is a proprietary clean burning coal-based energy source intended for use in stoves and hand stoked boilers. Clean Fuel is a home heating fuel that is similar in form and function to raw coal, but is more environmentally friendly and lower in cost. The heating value of Clean Fuel is 24,45 kJ/kg. Extensive sets of confirmation runs were conducted in the Academy of Mining and Metallurgy in the Krakow laboratories. It demonstrated up to 54 percent reduction of particulate matter emission, up to 35 percent reduction of total hydrocarbon emissions. Most importantly, polycyclic aromatic hydrocarbons (toxic and carcinogens compounds) emissions were reduced by up to 85 percent, depending on species measured. The above comparison was made against premium chunk coal that is currently available in Krakow for approximately $83 to 93/ton. Clean Fuel will be made available in Krakow at a price approximately 10 percent lower than that of the premium chunk coal.

    A method is described of cleaning a fuel assembly including surfaces thereof prior to decladding, each assembly surface contaminated with a radioactive alkali metal and comprising a plurality of pressurized metallic fuel pins containing a spent fissible material, the method comprising the sequential steps of: (a) placing the fuel assembly in a sealed chamber; (b) passing a heated, inert gas through the chamber to heat the fuel assembly to a temperature sufficient to cause volatilization of the alkali metal but insufficient to rupture the pressurized metal pins; (c) evacuating the chamber to a pressure of less than 0.5 mm of Hg to further enhance volatilization and removal of the alkali metal and maintaining the chamber at that pressure until the decay heat of the fissile materials causes the temperature of the fuel assembly to increase to a level which would be detrimental to the integrity of the metal pins; (d) cooling the fuel assembly by passing a cool, inert gas through the chamber to reduce the temperature of the fuel assembly to a desired level; (e) repeating the evacuation and cooling steps as required to insure removal of substantially all of the radioactive alkali metal from the assembly surface; and (f) recovering the cleaned fuel assembly from the chamber.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    ConocoPhillips, in conjunction with Nexant Inc., Penn State University, and Cummins Engine Co., joined with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) in a cooperative agreement to perform a comprehensive study of new ultra clean fuels (UCFs) produced from remote sources of natural gas. The project study consists of three primary tasks: an environmental Life Cycle Assessment (LCA), a Market Study, and a series of Engine Tests to evaluate the potential markets for Ultra Clean Fuels. The overall objective of DOE's Ultra Clean Transportation Fuels Initiative is to develop and deploy technologies that will produce ultra-clean burning transportation fuels for the 21st century from both petroleum and non-petroleum resources. These fuels will: (1) Enable vehicles to comply with future emission requirements; (2) Be compatible with the existing liquid fuels infrastructure; (3) Enable vehicle efficiencies to be significantly increased, with concomitantly reduced CO{sub 2} emissions; (4) Be obtainable from a fossil resource, alone or in combination with other hydrocarbon materials such as refinery wastes, municipal wastes, biomass, and coal; and (5) Be competitive with current petroleum fuels. The objectives of the ConocoPhillips Ultra Clean Fuels Project are to perform a comprehensive life cycle analysis and to conduct a market study on ultra clean fuels of commercial interest produced from natural gas, and, in addition, perform engine tests for Fisher-Tropsch diesel and methanol in neat, blended or special formulations to obtain data on emissions. This resulting data will be used to optimize fuel compositions and engine operation in order to minimize the release of atmospheric pollutants resulting from the fuel combustion. Development and testing of both direct and indirect methanol fuel cells was to be conducted and the optimum properties of a suitable fuel-grade methanol was to be defined. The results of the study are also applicable

    Acurex Environmental Corporation is conducting a cooperative agreement with the US Department of Energy (DOE) to establish a company that will ultimately supply energy to residences throughout Eastern Europe. Initially it will manufacture a new load priced, but environmentally friendly fuel (Clean Fuel) in Krakow, Poland. As acceptance and profitability is proven, manufacturing will be extended to other regions of Poland, the Czech Republic, Germany, and the Ukraine. Currently, apartments and individual homes are heated with expensive and polluting raw coal. Acurex Environmental Corporation has developed and patented a Clean Fuel that is manufactured from inexpensively raw material--coal fines, a waste byproduct of the coal mining industry. This material is readily available, inexpensive, and substantially polluting if used in its raw state. When mixed with the proprietary binder and pressed into fuel pellets, or briquettes, it has been proven to have substantially less pollutants than high grade coal (70% reduction). Acurex Environmental Corporation will be able to offer a home heating fuel that is similar in form and function to raw coal, but is environmentally friendly and lower in cost. The market for Clean Fuel is essentially limitless. The initial intent of this new company is to focus on the city of Krakow, Poland and its neighboring province of Katowice. This area consumes about 686,000 tons/yr in the fourth year of commercial operation. Price competitiveness will be met by pricing Clean Fuel below the price of chunk coal.

    In response to a request from the U.S. Nuclear Regulatory Commission, a study was made of excessive kidney disease at Nuclear Fuel Services, Erwin, Tennessee. This facility was the sole producer of nuclear fuel rods for the United States Navy. The major operations involved the production of highly enriched uranium fuel for naval nuclear reactors and the recovery from scrap of low enriched uranium for commercial light water reactors. Highly enriched uranium-hexafluoride was converted to oxides and ultimately into finished nuclear fuel. A medical questionnaire revealed more frequent kidney stones (19%) and urinary tract infections (28%) among the workers than among the guards used as a comparison group, 7 and 12%, respectively. Dairy farmers from a nearby town used as an additional comparison group reported kidney stones more frequently (26 versus 21%) and infections less frequently (20 versus 30%) than the current and former senior workers at the nuclear facility. Kidney function was similar in both groups. Workers in both groups had frequent risk factors for kidney stones, particularly high calcium, oxalate, sodium, uric-acid, phosphorus and low urinary volume on testing. The authors conclude that the urinary tract disorders in the nuclear workers were not the result of occupational hazards at this site.

    Within the framework of Sodium Fast Reactor development, innovative fuel assembly cleaning operations are investigated to meet the GEN IV goals of safety and of process development. One of the challenges is to mitigate the Sodium Water Reaction currently used in these processes. The potential applications of aqueous solutions of mineral salts (including the possibility of using redox chemical reactions) to mitigate the Sodium Water Reaction are considered in a first part and a new experimental bench, dedicated to this study, is described. Anhydrous alternative options based on Na/CO{sub 2} interaction are also presented. Then, in a second part, a functional study conducted on the cleaning pit is proposed. Based on experimental feedback, some calculations are carried out to estimate the sodium inventory on the fuel elements, and physical methods like hot inert gas sweeping to reduce this inventory are also presented. Finally, the implementation of these innovative solutions in cleaning pits is studied in regard to the expected performances. (authors)

Turf grass is a fixture of the American landscape and the American economy. It is the nation's largest irrigated crop, covering more than 40 million acres. Legions of lawnmowers care for this expanse during the growing season-up to year-round in the warmest climates. The annual economic impact of the U.S. turf grass industry has been estimated at more than $62 billion. Lawn mowing also contributes to the nation's petroleum consumption and pollutant emissions. Mowers consume 1.2 billion gallons of gasoline annually, about 1% of U.S. motor gasoline consumption. Commercial mowing accounts for about 35% of this total and is the highest-intensity use. Large property owners and mowing companies cut lawns, sports fields, golf courses, parks, roadsides, and other grassy areas for 7 hours per day and consume 900 to 2,000 gallons of fuel annually depending on climate and length of the growing season. In addition to gasoline, commercial mowing consumes more than 100 million gallons of diesel annually. Alternative fuel mowers are one way to reduce the energy and environmental impacts of commercial lawn mowing. They can reduce petroleum use and emissions compared with gasoline- and diesel-fueled mowers. They may also save on fuel and maintenance costs, extend mower life, reduce fuel spillage and fuel theft, and promote a 'green' image. And on ozone alert days, alternative fuel mowers may not be subject to the operational restrictions that gasoline mowers must abide by. To help inform the commercial mowing industry about product options and potential benefits, Clean Cities produced this guide to alternative fuel commercial lawn equipment.     Fuel economy estimates are provided for the CleanFleet vans operated for two years by FedEx in Southern California. Between one and three vehicle manufacturers (Chevrolet, Dodge, and Ford) supplied vans powered by compressed natural gas (CNG), propane gas, California Phase 2 reformulated gasoline (RFG), methanol (M-85), and unleaded gasoline as a control. Two electric G-Vans, manufactured by Conceptor Corporation, were supplied by Southern California Edison. Vehicle and engine technologies are representative of those available in early 1992. A total of 111 vans were assigned to FedEx delivery routes at five demonstration sites. The driver and route assignments were periodically rotated within each site to ensure that each vehicle would experience a range of driving conditions. Regression analysis was used to estimate the relationships between vehicle fuel economy and factors such as the number of miles driven and the number of delivery stops made each day. The energy adjusted fuel economy (distance per energy consumed) of the alternative fuel vans operating on a typical FedEx duty cycle was between 13 percent lower and 4 percent higher than that of control vans from the same manufacturer. The driving range of vans operating on liquid and gaseous alternative fuels was 1 percent to 59 percent lower than for vans operating on unleaded gasoline. The driving range of the electric G-Vans was less than 50 miles. These comparisons are affected to varying degrees by differences in engine technology used in the alterative fuel and control vehicles. Relative fuel economy results from dynamometer emissions tests were generally consistent with those obtained from FedEx operations.

    The Tennessee Valley Authority (TVA) Allen power plant is located on the Mississippi River in the southwest corner of Memphis, Tennessee. Allen has three coal-fired cyclone boilers with a rated capacity of 272 MW each. It is a Phase 2 plant under Title IV of the Clean Air Act and is the largest single source of NO{sub x} in the Memphis area. TVA plans to reduce Allen NOx emissions through a combination of burning low-sulfur coal (which has the benefit of reducing NO{sub x} emissions while also reducing SO{sub 2} emissions) and installing gas re-burn technology. A modeling study using the SAI, Inc., UAM-V photochemical model was conducted to examine the potential impacts of NO{sub x} reductions on ozone levels in the Memphis area. A series of four model simulations were made in which different Allen emissions scenarios were examined. The focus period of the photochemical modeling was 11--14 July 1995 when measurements in and near Memphis indicated peak hourly ozone levels of 135--140 ppb. This analysis primarily examined computed impacts within 50 km of Memphis. Allen was computed to contribute as much as 20--30 ppb to ground ozone levels 20-50 km downwind using its NO{sub x} emission rate before Title IV compliance. After compliance it was computed to contribute only about 10--20 ppb. At the same time, maximum daily ozone reductions due to Allen NO{sub x} titration of ozone were between 30 and 60 ppb. These benefits will be reduced by 30--50% after Title IV compliance, and are expected to occur within 30 km of the plant. More model grid cells indicated dis-benefits (net ground-level ozone increases) than benefits on three of the four episode days using the Title IV compliance emission rate. Significant ozone dis-benefits were expected because of the well-documented NO titration of ozone within plumes having a high ratio of NO to volatile organic compounds.

    The Support for Eastern European Democracy (SEED) Act of 1989 directed the U.S. Department of Energy (DOE) to undertake an equipment assessment project aimed at developing the capability within Poland to manufacture or modify industrial-scale combustion equipment to utilize fossil fuels cleanly. This project is being implemented in the city of Krakow as the `Krakow Clean Fossil Fuels and Energy Efficiency Project.` Funding is provided through the U.S. Agency for International Development (AID). The project is being conducted in a manner that can be generalized to all of Poland and to the rest of Eastern Europe. The historic city of Krakow has a population of 750,000. Almost half of the heating energy used in Krakow is supplied by low-efficiency boilerhouses and home coal stoves. Within the town, there are more than 1,300 local boilerhouses and 100,000 home stoves. These are collectively referred to as the `low emission sources` and they are the primary sources of particulates and hydrocarbon emissions in the city and major contributors of sulfur dioxide and carbon monoxide.

    Phase I of the work to be done under this agreement consisted of conducting atmospheric gasification of coal using the HyMelt technology to produce separate hydrogen rich and carbon monoxide rich product streams. In addition smaller quantities of petroleum coke and a low value refinery stream were gasified. Phase II of the work to be done under this agreement, consists of gasification of the above-mentioned feeds at a gasifier pressure of approximately 5 bar. The results of this work will be used to evaluate the technical and economic aspects of producing ultra-clean transportation fuels using the HyMelt technology in existing and proposed refinery configurations. This report describes activities for the ninth quarter of work performed under this agreement. The design of the vessel for pressure testing has been completed. The design will be finalized and purchased in the next quarter.

    This report describes activities for the seventh quarter of work performed under this agreement. We await approval from the Swedish pressure vessel board to allow us to proceed with the procurement of the vessel for super atmospheric testing. Phase I of the work to be done under this agreement consists of conducting atmospheric gasification of coal using the HyMelt technology to produce separate hydrogen rich and carbon monoxide rich product streams. In addition smaller quantities of petroleum coke and a low value refinery stream will be gasified. DOE and EnviRes will evaluate the results of this work to determine the feasibility and desirability of proceeding to Phase II of the work to be done under this agreement, which is gasification of the above-mentioned feeds at a gasifier pressure of approximately 5 bar. The results of this work will be used to evaluate the technical and economic aspects of producing ultra-clean transportation fuels using the HyMelt technology in existing and proposed refinery configurations.

    The Renewable Aviation Fuels Development Center at Baylor University in Waco, Texas, was designated, in March 1996, by the US Department of Energy (US DOE) as the national coordinator of the Clean Airports Program. This program, a spin-off of the Clean Cities Program, was initiated to increase the use of alternative fuels in aviation. There are two major fuels used in aviation today, the current piston engine aviation gasoline, and the current turbine engine fuel. The environmental impact of each of these fuels is significant. Aviation Gasoline (100LL), currently used in the General Aviation piston engine fleet, contributes 100% of the emissions containing lead in the USA today. In the case of the turbine engine fuel (Jet fuel), there are two major environmental impacts to be considered: the local, in the vicinity of the airports, and the global impact on climate change. The Clean Airports Program was established to promote the use of clean burning fuels in order to achieve and maintain clean air at and in the vicinities of airports through the use of alternative fuel-powered air and ground transportation vehicles.

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, collected split surface water samples with Nuclear Fuel Services (NFS) representatives on August 21, 2013. Representatives from the U.S. Nuclear Regulatory Commission (NRC) and the Tennessee Department of Environment and Conservation were also in attendance. Samples were collected at four surface water stations, as required in the approved Request for Technical Assistance number 11-018. These stations included Nolichucky River upstream (NRU), Nolichucky River downstream (NRD), Martin Creek upstream (MCU), and Martin Creek downstream (MCD). Both ORAU and NFS performed gross alpha and gross beta analyses, and the comparison of results using the duplicate error ratio (DER), also known as the normalized absolute difference, are tabulated. All DER values were less than 3 and results are consistent with low (e.g., background) concentrations.

Advantages of the SOFC include a simple, compact system configuration; inherent fuel flexibility for hydrocarbon and alternative fuels; and minimal water management. The specific advantages of the SOFC for powering a railroad locomotive are examined. Feasibility, practicality, and safety concerns regarding SOFCs in transportation applications are discussed, as am the major R&D issues.

    The Consortium for Fossil Fuel Science (CFFS) is a research consortium with participants from the University of Kentucky, University of Pittsburgh, West Virginia University, University of Utah, and Auburn University. The CFFS is conducting a research program to develop C1 chemistry technology for the production of clean transportation fuel from resources such as coal and natural gas, which are more plentiful domestically than petroleum. The processes under development will convert feedstocks containing one carbon atom per molecular unit into ultra clean liquid transportation fuels (gasoline, diesel, and jet fuel) and hydrogen, which many believe will be the transportation fuel of the future. Feedstocks include synthesis gas, a mixture of carbon monoxide and hydrogen produced by coal gasification, coalbed methane, light products produced by Fischer-Tropsch (FT) synthesis, methanol, and natural gas.

    The goal of this project is engineering development of two advanced physical fine coal cleaning processes, column flotation and selective agglomeration, for premium fuel applications. Its scope includes laboratory research and bench-scale testing on six coals to optimize these processes, followed by design and construction of a 2 t/h process development unit (PDU). Large lots of clean coal are to be produced in the PDU from three project coals. Investigation of the near-term applicability of the two advanced fine coal cleaning processes in an existing coal preparation plant is another goal of the project and is the subject of this report.

This report discusses the effects that reformulated gasolines will have on transportation services such as Colonial`s pipeline system. Currently, Colonial is delivering about 1.2 million barrels per day of gasolines, as well as over 700,000 barrels per day of kerosene, diesel fuel, and fuel oil. Colonial anticipates that there will be additional demands for moving gasolines as a result of the reformulated gasoline regulations.

    The ash in six common bituminous coals, Taggart, Winifrede, Elkhorn No. 3, Indiana VII, Sunnyside and Hiawatha, could be liberated by fine grinding to allow preparation of clean coal meeting premium fuel specifications (< 1- 2 lb/ MBtu ash and <0.6 lb/ MBtu sulfur) by laboratory and bench- scale column flotation or selective agglomeration. Over 2,100 tons of coal were cleaned in the PDU at feed rates between 2,500 and 6,000 lb/ h by Microcel™ column flotation and by selective agglomeration using recycled heptane as the bridging liquid. Parametric testing of each process and 72- hr productions runs were completed on each of the three test coals. The following results were achieved after optimization of the operating parameters: The primary objective was to develop the design base for commercial fine coal cleaning facilities for producing ultra- clean coals which can be converted into coal-water slurry premium fuel. The coal cleaning technologies to be developed were advanced column flotation and selective agglomeration, and the goal was to produce fuel meeting the following specifications.

  13. COMPARISON OF RESULTS FOR QUARTER 2 SURFACE WATER SPLIT SAMPLES COLLECTED AT THE NUCLEAR FUEL SERVICES SITE, ERWIN, TENNESSEE

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, collected split surface water samples with Nuclear Fuel Services (NFS) representatives on November 15, 2012. Representatives from the U.S. Nuclear Regulatory Commission and Tennessee Department of Environment and Conservation were also in attendance. Samples were collected at four surface water stations, as required in the approved Request for Technical Assistance number 11-018. These stations included Nolichucky River upstream (NRU), Nolichucky River downstream (NRD), Martin Creek upstream (MCU), and Martin Creek downstream (MCD). Both ORAU and NFS performed gross alpha and gross beta analyses, and the results are compared using the duplicate error ratio (DER), also known as the normalized absolute difference. A DER {<=} 3 indicates that, at a 99% confidence interval, split sample results do not differ significantly when compared to their respective one standard deviation (sigma) uncertainty (ANSI N42.22). The NFS split sample report does not specify the confidence level of reported uncertainties (NFS 2012). Therefore, standard two sigma reporting is assumed and uncertainty values were divided by 1.96. In conclusion, all DER values were less than 3 and results are consistent with low (e.g., background) concentrations.

    In the fall of 1994, the UPS fleet in Landover, Maryland, began operating 20 vehicles on CNG. UPS selected CNG because natural gas is an abundant domestic resource that is available in almost every city in the US, and it also generally costs less than other fuels. The UPS project, funded by DOE through NREL and managed by TRI, was designed to test the feasibility of using CNG in a medium-duty pick-up and delivery fleet. This study is intended only to illustrate approaches that organizations could use in adopting AFVs into their fleets.

    The Report Abstract provides summaries of the past year's activities relating to each of the main project objectives. Some of the objectives will be expanded on in greater detail further down in the report. The following objectives have their own addition sections in the report: SFP Construction and Fuel Production, Impact of SFP Fuel on Engine Performance, Fleet Testing at WMATA and Denali National Park, Demonstration of Clean Diesel Fuels in Diesel Electric Generators in Alaska, and Economic Analysis. ICRC provided overall project organization and budget management for the project. ICRC held meetings with various project participants. ICRC presented at the Department of Energy's annual project review meeting. The plant began producing fuel in October 2004. The first delivery of finished fuel was made in March of 2004 after the initial start-up period.

  17. The Krakow clean fossil fuels and energy efficiency program

    The joint effort by Polish and American organizations in Krakow has accomplished a great deal in just a few years. In particular, the low emission sources program has had major successes. Poland and America have a lot to learn from each other in the clean and economical use of coal. Both our countries are major producers and users of coal. Both have had to deal with the emissions of particulate and organics from coal combustion. We were fortunate, since our free market economy and democratic government helped us deal with a lot of these problems in the 1950s. In Poland, the freedom to solve these problems has evolved only in the last few years. In the first phase of the program, Polish and American engineers ran combustion tests on boilers and stoves in Krakow. They also performed analyses on the cost and feasibility of various equipment changes. The results of the first phase were used in refining the spreadsheet model to give better estimates of costs emissions. The first phase also included analyses of incentives for proceeding with needed changes. These analyses identified actions needed to create a market for the goods and services which control pollution. Such actions could include privatization, regulation, or financial incentives. The second phase of the program consisted of public meetings in Chicago, Washington, and Krakow. The purpose of the meetings was to inform U.S. and Polish firms about the results of phase 1 and to encourage them to compete to take part in phase 3. The third phase currently underway consists of the commercial ventures that were competitively selected. These ventures were consistent with recommendations unanimously made by the BSC. The three phases of the Polish-American program are discussed.

    This final report summarizes work accomplished in the Program from January 1, 2001 through December 31, 2004. Most of the key technical objectives for this program were achieved. A breakthrough material system has lead to the development of an OTM (oxygen transport membrane) compact planar reactor design capable of producing either syngas or hydrogen. The planar reactor shows significant advantages in thermal efficiency and a step change reduction in costs compared to either autothermal reforming or steam methane reforming with CO{sub 2} recovery. Syngas derived ultra-clean transportation fuels were tested in the Nuvera fuel cell modular pressurized reactor and in International Truck and Engine single cylinder test engines. The studies compared emission and engine performance of conventional base fuels to various formulations of ultra-clean gasoline or diesel fuels. A proprietary BP oxygenate showed significant advantage in both applications for reducing emissions with minimal impact on performance. In addition, a study to evaluate new fuel formulations for an HCCI engine was completed.

    This topical report summarizes work accomplished for the Program from November 1, 2001 to December 31, 2002 in the following task areas: Task 1: Materials Development; Task 2: Composite Development; Task 4: Reactor Design and Process Optimization; Task 8: Fuels and Engine Testing; 8.1 International Diesel Engine Program; 8.2 Nuvera Fuel Cell Program; and Task 10: Program Management. Major progress has been made towards developing high temperature, high performance, robust, oxygen transport elements. In addition, a novel reactor design has been proposed that co-produces hydrogen, lowers cost and improves system operability. Fuel and engine testing is progressing well, but was delayed somewhat due to the hiatus in program funding in 2002. The Nuvera fuel cell portion of the program was completed on schedule and delivered promising results regarding low emission fuels for transportation fuel cells. The evaluation of ultra-clean diesel fuels continues in single cylinder (SCTE) and multiple cylinder (MCTE) test rigs at International Truck and Engine. FT diesel and a BP oxygenate showed significant emissions reductions in comparison to baseline petroleum diesel fuels. Overall through the end of 2002 the program remains under budget, but behind schedule in some areas.

    The objective of the DOE-NETL Fischer-Tropsch (F-T) Production and Demonstration Program was to produce and evaluate F-T fuel derived from domestic natural gas. The project had two primary phases: (1) fuel production of ultra-clean diesel transportation fuels from domestic fossil resources; and (2) demonstration and performance testing of these fuels in engines. The project also included a well-to-wheels economic analysis and a feasibility study of small-footprint F-T plants (SFPs) for remote locations such as rural Alaska. During the fuel production phase, ICRC partnered and cost-shared with Syntroleum Corporation to complete the mechanical design, construction, and operation of a modular SFP that converts natural gas, via F-T and hydro-processing reactions, into hydrogensaturated diesel fuel. Construction of the Tulsa, Oklahoma plant started in August 2002 and culminated in the production of over 100,000 gallons of F-T diesel fuel (S-2) through 2004, specifically for this project. That fuel formed the basis of extensive demonstrations and evaluations that followed. The ultra-clean F-T fuels produced had virtually no sulfur (less than 1 ppm) and were of the highest quality in terms of ignition quality, saturation content, backend volatility, etc. Lubricity concerns were investigated to verify that commercially available lubricity additive treatment would be adequate to protect fuel injection system components. In the fuel demonstration and testing phase, two separate bus fleets were utilized. The Washington DC Metropolitan Area Transit Authority (WMATA) and Denali National Park bus fleets were used because they represented nearly opposite ends of several spectra, including: climate, topography, engine load factor, mean distance between stops, and composition of normally used conventional diesel fuel. Loading the anode with a conducting polymer enhances the visible light absorption. -- Abstract: In this work, a novel photoelectrochemical fuel cell consisting of a titanium dioxide nanotube array photosensitive anode and a platinum cathode was made for decomposing environmentally hazardous materials to produce electricity and clean fuel. Titanium dioxide nanotubes (TiO{sub 2} NTs) were prepared via electrochemical oxidation of pure Ti in an ammonium fluoride and glycerol-containing solution. Scanning electron microscopy was used to analyze the morphology of the nanotubes. The average diameter, wall thickness and length of the as-prepared TiO{sub 2} NTs were determined. The photosensitive anode made from the highly ordered TiO{sub 2} NTs has good photo-catalytic property, as proven by the decomposition tests on urea, ammonia, sodium sulfide and automobile engine coolant under ultraviolet (UV) radiation. To improve the efficiency of the fuel cell, doping the TiO{sub 2} NTs with a transition metal oxide, NiO, was performed and the photosensitivity of the doped anode was tested under visible light irradiation. It is found that the NiO-doped anode is sensitive to visible light. Also found is that polyaniline-doped photosensitive anode can harvest photon energy in the visible light spectrum range much more efficiently than the NiO-doped one. It is concluded that the nanostructured photoelectrochemical fuel cell can generate electricity and clean fuel by decomposing hazardous materials under sunlight.

    Bechtel, together with Amax Research and Development Center (Amax R&D), has prepared this study which provides conceptual cost estimates for the production of premium quality coal-water slurry fuel (CWF) in a commercial plant. Two scenarios are presented, one using column flotation technology and the other the selective agglomeration to clean the coal to the required quality specifications. This study forms part of US Department of Energy program "Engineering Development of Advanced Physical Fine Coal Cleaning for Premium Fuel Applications," (Contract No. DE-AC22- 92PC92208), under Task 11, Project Final Report. The primary objective of the Department of Energy program is to develop the design base for prototype commercial advanced fine coal cleaning facilities capable of producing ultra-clean coals suitable for conversion to stable and highly loaded CWF. The fuels should contain less than 2 lb ash/MBtu (860 grams ash/GJ) of HHV and preferably less than 1 lb ash/MBtu (430 grams ash/GJ). The advanced fine coal cleaning technologies to be employed are advanced column froth flotation and selective agglomeration. It is further stipulated that operating conditions during the advanced cleaning process should recover not less than 80 percent of the carbon content (heating value) in the run-of-mine source coal. These goals for ultra-clean coal quality are to be met under the constraint that annualized coal production costs does not exceed $2.5 /MBtu ($ 2.37/GJ), including the mine mouth cost of the raw coal. A further objective of the program is to determine the distribution of a selected suite of eleven toxic trace elements between product CWF and the refuse stream of the cleaning processes. Laboratory, bench-scale and Process Development Unit (PDU) tests to evaluate advanced column flotation and selective agglomeration were completed earlier under this program with selected coal samples.     Faculty and students from five universities--the University of Kentucky, University of Pittsburgh, University of Utah, West Virginia University, and Auburn University--are collaborating in a research program to develop C1 chemistry processes to produce ultra-clean liquid transportation fuels and hydrogen, the zero-emissions transportation fuel of the future. The feedstocks contain one carbon atom per molecular unit. They include synthesis gas (syngas), a mixture of carbon monoxide and hydrogen produced by coal gasification or reforming of natural gas, methane, methanol, carbon dioxide, and carbon monoxide. An important objective is to develop C1 technology for the production of transportation fuel from domestically plentiful resources such as coal, coalbed methane, and natural gas. An Industrial Advisory Board with representatives from Chevron-Texaco, Eastman Chemical, Conoco-Phillips, Energy International, the Department of Defense, and Tier Associates provides guidance on the practicality of the research.

  11. Engineering development of advanced physical fine coal cleaning for premium fuel applications

    The primary goal of this project is the engineering development of two advanced physical fine coal cleaning processes, column flotation and selective agglomeration, for premium fuel applications. The project scope included laboratory research and bench-scale testing on six coals to optimize these processes, followed by the design, construction and operation of 2 t/hr process development unit (PDU). This report represents the findings of the PDU Advanced Column Flotation Testing and Evaluation phase of the program and includes a discussion of the design and construction of the PDU. Three compliance steam coals, Taggart, Indiana VII and Hiawatha, were processed in the PDU to determine performance and design parameters for commercial production of premium fuel by advanced flotation. Consistent, reliable performance of the PDU was demonstrated by 72-hr production runs on each of the test coals. Its capacity generally was limited by the dewatering capacity of the clean coal filters during the production runs rather than by the flotation capacity of the Microcel column. The residual concentrations of As, Pb, and Cl were reduced by at least 25% on a heating value basis from their concentrations in the test coals. The reduction in the concentrations of Be, Cd, Cr, Co, Mn, Hg, Ni and Se varied from coal to coal but the concentrations of most were greatly reduced from the concentrations in the ROM parent coals. The ash fusion temperatures of the Taggart and Indiana VII coals, and to a much lesser extent the Hiawatha coal, were decreased by the cleaning.

  12. Additive development for ultra-clean coal slurry fuel: Final report

    AMAX performed research to develop improved quality, cost-effective dispersing additives for coal-water slurry fuels intended for high-intensity combustion systems. Dispersants were identified on the basis of coal surface characteristics and coal-dispersant interactions. Micronized samples of physically and chemically cleaned coal feedstocks from the Eastern and Midwestern regions of the United States were examined using bulk and surface analysis techniques. Utilization of coal surface and dispersant functionality was optimized through multicomponent application of additives, pH control, and control of surface oxidation. A low-cost, low-alkali, sulfur-free dextrin compound was found to be effective in enhancing dispersion when applied to the coal surfaces as a pretreatment or with conventional dispersants as a co-additive. The cleaning method and ash content had minimal direct impact on coal surface functionality. Parameters such as internal moisture, particle size, surface area, surface oxidation, and soluble ions were the primary considerations which influenced slurry loading and additive consumption. The dispersing additive packages functioned over the range of coal types and cleaning levels investigated. The preferred additives were compatible with each other, allowing for blending to optimize performance, cost, and alkali contamination. Each additive was found to be suitable for use in applications which utilize elevated-temperature fuel delivery systems. 17 refs., 8 figs., 27 tabs.

The ORAU result of 9.23 ± 0.73 pCi/L from location MCD is well above NFS's result of -0.567 ± 0.63 pCi/L (non-detected). NFS's data package included a detected result for U-233/234, but no other uranium or plutonium detection, and nothing that would suggest the presence of beta-emitting radionuclides.     Advanced diesel combustion regimes such as High Efficiency Clean Combustion (HECC) offer the benefits of reduced engine out NOX and particulate matter (PM) emissions. Lower PM emissions during advanced combustion reduce the demand on diesel particulate filters (DPFs) and can, thereby, reduce the fuel penalty associated with DPF regeneration. In this study, a SiC DPF was loaded and regenerated on a 1.7-liter 4-cylinder diesel engine operated in conventional and advanced combustion modes at different speed and load conditions. A diesel oxidation catalyst (DOC) and a lean NOX trap (LNT) were also installed in the exhaust stream. Five steady-state speed and load conditions were weighted to estimate Federal Test Procedure (FTP) fuel efficiency. The DPF was loaded using lean-rich cycling with frequencies that resulted in similar levels of NOX emissions downstream of the LNT. The pressure drop across the DPF was measured at a standard point (1500 rpm, 5.0 bar) before and after loading, and a P rise rate was determined for comparison between conventional and advanced combustion modes. Higher PM emissions in conventional combustion resulted in a higher rate of backpressure rise across the DPF at all of the load points leading to more frequent DPF regenerations and higher fuel penalty. The fuel penalty during conventional combustion was 4.2% compared with 3.1% for a mixture of conventional and advanced modes.

    The Consortium for Fossil Fuel Science (CFFS) is a research consortium with participants from the University of Kentucky, University of Pittsburgh, University of Utah, West Virginia University, and Auburn University. The CFFS is conducting a research program to develop C1 chemistry technology for the production of clean transportation fuel from resources such as coal and natural gas, which are more plentiful domestically than petroleum. The processes under development will convert feedstocks containing one carbon atom per molecular unit into ultra clean liquid transportation fuels (gasoline, diesel, and jet fuel) and hydrogen, which many believe will be the transportation fuel of the future. These feedstocks include synthesis gas, a mixture of carbon monoxide and hydrogen produced by coal gasification or reforming of natural gas, methane, methanol, carbon dioxide, and carbon monoxide. Some highlights of the results obtained during the first year of the current research contract are summarized as: (1) Terminal alkynes are an effective chain initiator for Fischer-Tropsch (FT) reactions, producing normal paraffins with C numbers {ge} to that of the added alkyne. (2) Significant improvement in the product distribution towards heavier hydrocarbons (C{sub 5} to C{sub 19}) was achieved in supercritical fluid (SCF) FT reactions compared to that of gas-phase reactions. (3) Xerogel and aerogel silica supported cobalt catalysts were successfully employed for FT synthesis. Selectivity for diesel range products increased with increasing Co content. (4) Silicoaluminophosphate (SAPO) molecular sieve catalysts have been developed for methanol to olefin conversion, producing value-added products such as ethylene and propylene. (5) Hybrid Pt-promoted tungstated and sulfated zirconia catalysts are very effective in cracking n-C{sub 36} to jet and diesel fuel; these catalysts will be tested for cracking of FT wax. Phase II of the work to be done under this agreement, consists of gasification of the above-mentioned feeds at a gasifier pressure of approximately 5 bar. The results of this work will be used to evaluate the technical and economic aspects of producing ultra-clean transportation fuels using the HyMelt technology in existing and proposed refinery configurations.

This report describes activities for the thirteenth quarter of work performed under this agreement. MEFOS, the gasification testing subcontractor, reported to EnviRes that they were having difficulty with refractory vendors meeting specifications for the lining of the pressure vessel. EnviRes is working to resolve this issue.

  12. Electrochemical Potential (ECP) of Clean Heated Fuel Cladding Material and Structural SS under BWR Operating Conditions

    To preliminarily monitor the relative effect of advanced water chemistry measures on SS structural material and fuel cladding in BWR environments a number of experiments were performed using laboratory equipment (recirculation loop, autoclave with heated electrodes, reference electrodes, etc.). The simulation of the plant condition was done without impurities or crud deposit contribution (clean surfaces). Subsequent testing, performed during 2007 and not yet cleared for release, is considering the effect of combined complex BWR chemistries and crud deposition. The heated Zircaloy fuel cladding tubing was prepared to simulate heat transfer by internal heating at levels existing in BWR (70 W/cm{sup 2}). For comparison purposes additional type SS347 electrode and unheated zirconium was used. A platinum electrode was used to measure the redox potential of the electrolyte. A high temperature Ag/AgCl electrode was used as a reference electrode. The assembly was installed in a recirculation 1 liter autoclave. Present report presents corrosion potential measurements performed under the following BWR water chemistry conditions (at 288 deg. C fluid exit temperature, 86 bar with surface temperature of Zirconium hot finger at 296 deg. C) - normal (inert) water conditions, - hydrogen injection in three steps from 0.68 ppm to 1.6 ppm, - oxygen injection in three steps from 2.4 ppm to 10 ppm - -methanol 2 ppm and oxygen 2 ppm in a close loop (without methanol refreshing) (authors)

  13. Cleaning residual NaK in the fast flux test facility fuel storage cooling system

    The Fast Flux Test Facility (FFTF), located on the U.S. Department of Energy's Hanford Reservation, is a liquid metal-cooled test reactor. The FFTF was constructed to support the U.S. Liquid Metal Fast Breeder Reactor Program. The bulk of the alkali metal (sodium and NaK) has been drained and will be stored onsite prior to final disposition. Residual NaK needed to be removed from the pipes, pumps, heat exchangers, tanks, and vessels in the Fuel Storage Facility (FSF) cooling system. The cooling system was drained in 2004 leaving residual NaK in the pipes and equipment. The estimated residual NaK volume was 76 liters in the storage tank, 1.9 liters in the expansion tank, and 19-39 liters in the heat transfer loop. The residual NaK volume in the remainder of the system was expected to be very small, consisting of films, droplets, and very small pools. The NaK in the FSF Cooling System was not radiologically contaminated. The portions of the cooling system to be cleaned were divided into four groups: 1. The storage tank, filter, pump, and associated piping; 2. The heat exchanger, expansion tank, and associated piping; 3. Argon supply piping; 4. In-vessel heat transfer loop. The cleaning was contracted to Creative Engineers, Inc. (CEI) and they used their superheated steam process to clean the cooling system. It has been concluded that during the modification activities (prior to CEI coming onsite) to prepare the NaK Cooling System for cleaning, tank T-914 was pressurized relative to the In-Vessel NaK Cooler and NaK was pushed from the tank back into the Cooler and that on November 6, 2005, when the gas purge through the In-Vessel NaK Cooler was increased from 141.6 slm to 283.2 slm, NaK was forced from the In-Vessel NaK Cooler and it contacted water in the vent line and/or scrubber. The gases from the reaction then traveled back through the vent line coating the internal surface of the vent line with NaK and NaK reaction products. The hot gases also exited the

  16. New clean fuel from coal -- Direct dimethyl ether synthesis from hydrogen and carbon monoxide

    Dimethyl ether (DME), which has similar physical properties to propane and is easily liquefied at low pressure, has a significant possibility as a clean and non-toxic fuel from coal or coal bed methane. Equilibrium calculation also shows a big advantage of high carbon monoxide conversion of DME synthesis compared to methanol synthesis. By using a 50 kg/day DME bench scale test plant, direct synthesis of DME from hydrogen and carbon monoxide has been studied with newly developed catalysts which are very fine particles. This test plant features a high pressure three-phase slurry reactor and low temperature DME separator. DME is synthesized at temperatures around 533--553 K and at pressures around 3--5 MPa. According to the reaction stoichiometry, the same amount of hydrogen and carbon monoxide react to DME and carbon dioxide. Carbon conversion to DME is one third and the rest of carbon is converted to carbon dioxide. As a result of the experiments, make-up CO conversion is 35--50% on an once-through basis, which is extremely high compared to that of methanol synthesis from hydrogen and carbon monoxide. DME selectivity is around 60 c-mol %. Most of the by-product is CO{sub 2} with a small amount of methanol and water. No heavy by-products have been recognized. Effluent from the reactor is finally cooled to 233--253 K in a DME separator and liquid DME is recovered as a product.

An Advisory Board with representatives from Chevron-Texaco, Eastman Chemical, Conoco-Phillips, the Air Force Research Laboratory, the U.S. Army National Automotive Center, and Tier Associates provides guidance on the practicality of the research. The current report summarizes the results obtained in this program during the period October 1, 2002 through March 31, 2006. The results are presented in detailed reports on 16 research projects headed by professors at each of the five CFFS Universities and an Executive Summary. Some of the highlights from these results are: (1) Small ({approx}1%) additions of acetylene or other alkynes to the Fischer-Tropsch (F-T) reaction increases its yield, causes chain initiation, and promotes oxygenate formation. (2) The addition of Mo to Fe-Cu-K/AC F-T catalysts improves catalyst lifetime and activity.     The primary goal of this project is the engineering development of two advanced physical fine coal cleaning processes, column flotation and selective agglomeration, for premium fuel applications. The project scope includes laboratory research and bench-scale testing on six coals to optimize these processes, followed by the design, construction, and operation of a 2 t/hr process development unit (PDU). Accomplishments during the quarter are described on the following tasks and subtasks: Development of near-term applications (engineering development and dewatering studies); Engineering development of selective agglomeration (bench-scale testing and process scale-up); PDU and advanced column flotation module (coal selection and procurement and advanced flotation topical report); Selective agglomeration module (module operation and clean coal production with Hiawatha, Taggart, and Indiana 7 coals); Disposition of the PDU; and Project final report. Plans for next quarter are discussed and agglomeration results of the three tested coals are presented.

    TDA Research Inc., in collaboration with FuelCell Energy, will develop a new, high-capacity sorbent to remove sulfur from anaerobic digester gas. This technology will enable the production of a nearly sulfur-free biogas to replace natural gas in fuel cell power plants while reducing greenhouse gas emissions from fossil fuels.

    The Syntroleum plant is mechanically complete and currently undergoing start-up. The fuel production and demonstration plan is near completion. The study on the impact of small footprint plant (SFP) fuel on engine performance is about half-completed. Cold start testing has been completed. Preparations have been completed for testing the fuel in diesel electric generators in Alaska. Preparations are in progress for testing the fuel in bus fleets at Denali National Park and the Washington Metropolitan Transit Authority. The experiments and analyses conducted during this project show that Fischer-Tropsch (FT) gas-to-liquid diesel fuel can easily be used in a diesel engine with little to no modifications. Additionally, based on the results and discussion presented, further improvements in performance and emissions can be realized by configuring the engine to take advantage of FT diesel fuel's properties. The FT fuel also shows excellent cold start properties and enabled the engine tested to start at more the ten degrees than traditional fuels would allow. This plant produced through this project will produce large amounts of FT fuel. This will allow the fuel to be tested extensively, in current, prototype, and advanced diesel engines. The fuel may also contribute to the nation's energy security. The military has expressed interest in testing the fuel in aircraft and ground vehicles.
