OF 'COCKTAIL PARTIES' AND EXOPLANETS

The characterization of ever smaller and fainter extrasolar planets requires an intricate understanding of one's data and the analysis techniques used. Correcting the raw data at the 10{sup -4} level of accuracy in flux is one of the central challenges. This can be difficult for instruments that do not feature a calibration plan for such high precision measurements. Here, it is not always obvious how to de-correlate the data using auxiliary information of the instrument and it becomes paramount to know how well one can disentangle instrument systematics from one's data, given nothing but the data themselves. We propose a non-parametric machine learning algorithm, based on the concept of independent component analysis, to de-convolve the systematic noise and all non-Gaussian signals from the desired astrophysical signal. Such a 'blind' signal de-mixing is commonly known as the 'Cocktail Party problem' in signal processing. Given multiple simultaneous observations of the same exoplanetary eclipse, as in the case of spectrophotometry, we show that we can often disentangle systematic noise from the original light-curve signal without the use of any complementary information of the instrument. In this paper, we explore these signal extraction techniques using simulated data and two data sets observed with the Hubble Space Telescope NICMOS instrument. Another important application is the de-correlation of the exoplanetary signal from time-correlated stellar variability. Using data obtained by the Kepler mission we show that the desired signal can be de-convolved from the stellar noise using a single time series spanning several eclipse events. Such non-parametric techniques can provide important confirmations of the existent parametric corrections reported in the literature, and their associated results. Additionally they can substantially improve the precision exoplanetary light-curve analysis in the future.

Several utilities have already signed third-party contracts to buy the output of wind farms, the largest commitments being in California and Hawaii. Third-party entrepreneurs, such as Windfarms, Ltd., San Francisco, finance, build, and operate facilities and sell the electric power output to a utility under a long-term contract. As a financial bridge between utilities and new technology, their primary role is to raise capital. A spokesman for Windfarms considers the federal income tax credit for business investment and a DOE demonstration plant as essential for commercialization to succeed, but both are threatened by the administration. The two communities had seen a lot of each other during the war as men and women from the pueblo commuted daily to work at Los Alamos. The association produced a cross fertilization of cultures. "Bernice Brode wrote: 'Some of us had more Indian crafts in our Army apartments than the Indians had in their homes, (and) modern American conveniences such as refrigerators and linoleum began cropping up in the pueblo.' At the dance, the Indians performed for the square dancers and the square dancers performed for the Indians. After the demonstrations, members from the two groups began dancing with each other. Charlie Masters, a teacher at the Los Alamos school, wrote: 'This fiesta-hoedown I like to remember as the climax of our relations with the natives.'

Third-party financing of central-receiver repowering projects

An innovative third party financing approach for the first solar thermal repowering plants is investigated that may reduce the need for direct DOE cost sharing during the early application of central receiver technology by industry. Third party refers to a corporation, partnership, or a joint venture that can take advantage of existing financial incentives. The available financial incentives are summarized, including the guaranteed market for central receiver power provided by Section 210 of the Public Utility Regulatory Policy Act, and federal and state tax credits and depreciation schedules. The economics of third party central receiver repowering plant financing is analyzed, and the case history of the Arizona Public Service Utility Saguaro Plant No. 1 is used as an example. Finally, a sensitivity analysis examines the effects of variations of different financial parameters on the return on investment. It is found that a substantial portion of investment equity can be recovered in the first few years of plant operation, and good future years cash flows appear possible. Third party financing appears capable of helping stimulate mass production of heliostats and a rapid transfer of central receiver technology to utilities and industry, with attending economic benefits. We construct a simple algorithm to generate any CHSH type Bell inequality involving a party with two local binary measurements from two CHSH type inequalities without this party. The algorithm readily generalizes to situations, where the additional observer uses three measurement settings. There, each inequality involving the additional party is constructed from three inequalities with this party excluded. With this generalization at hand, we construct and analyze new symmetric inequalities for four observers and three experimental settings per observer.

Fundamentals of a Third-Party Cogeneration Project

There is an increasing number of 2-10 MW cogeneration projects involving retrofits at institutional and industrial installations. This type of project requires that the cogeneration equipment be (a) designed and sized to match the electrical and thermal usage of the facility and (b) retrofitted or integrated physically with the facility. Third-party ownership and operation of these installations offer significant advantages such as no capital investment and no risk by the user, technical expertise to handle the more involved implementation of retrofit projects, and the ability to combine cogeneration with other energy conservation measures to reduce total energy costs for many facilities by 15-30%. This paper describes certain fundamentals required for the successful implementation of a third-party cogeneration project such as the 2.5 MW installation at York Hospital in York, Pennsylvania. The most significant fundamentals are the contract between the user and the third party, early contact with the electric utility and gas distribution companies, the ability to keep the capital cost low, the selection of a contractor with retrofit experience, the capability to obtain fuel at favorable terms and conditions, and a practical approach toward operation and maintenance.

REALTIME MONITORING OF PIPELINES FOR THIRD-PARTY CONTACT

Third-party contact with pipelines (typically caused by contact with a digging or drilling device) can result in mechanical damage to the pipe, in addition to coating damage that can initiate corrosion. Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring the pipeline and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method developed by Southwest Research Institute (SwRI) consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating (thus resulting in a signal path to ground) changes the signal received at the receiving stations. The IACC method was shown to be a viable method that can be used to continuously monitor pipelines for third-party contact. Electrical connections to the pipeline can be made through existing cathodic protection (CP) test points without the need to dig up the pipe. The instrumentation is relatively simple, consisting of (1) a transmitting station with a frequency-stable oscillator and amplifier and (2) a receiving station with a filter, lock-in amplifier, frequency-stable oscillator, and remote reporting device (e.g. cell phone system). Maximum distances between the transmitting and receiving stations are approximately 1.61 km (1 mile), although the length of pipeline monitored can be twice this using a single transmitter and one receiver on each side (since the signal travels in both directions). Certain conditions such as poor pipeline coatings or strong induced 60-Hz signals on the pipeline can degrade IACC performance, so localized testing should be performed to determine the suitability for an IACC installation at a given location. The method can be used with pipelines having active CP systems in place without causing interference with operation of the CP system. The most appropriate use of IACC is monitoring of localized high-consequence areas where there is a significant risk of third-party contact (e.g. construction activity). The method also lends itself to temporary, low-cost installation where there is a short-term need for monitoring.

A characterization of the complete correlation structure in an $n$-party system is proposed in terms of a series of $(k,n)$ threshold classical secret sharing protocols ($2\\le k\\le n$). The total correlation is shown to be the sum of independent correlations of 2-, 3-,$...$, $n$-parties. Our result unifies several earlier scattered works, and shines new light at the important topic of multi-party quantum entanglement. As an application, we explicitly construct the hierarchy of correlations in an $n$-qubit graph state.

Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

Transformation of California's Residential Photovoltaics Market Through Third-Party Ownership

Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

Little research examines the privacy threats associated with the use of third-party apps on Facebook. To address this gap in the literature, we systematically study third-party apps ' current practices for privacy notice and consent by: i) collecting data from the 1800 most popular Facebook apps to record their data collection practices concerning users and their friends, and ii) developing our own Facebook app to conduct a number of tests to identify problems that exist in the current design of authentication dialogs for third-party apps on Facebook. To address these problems, we propose two new interface designs for third-party apps authentication dialogs to: i) increase user control of apps' data access and restrict apps ' publishing ability during the process of adding them to users profiles, and ii) alert users when their global privacy settings on Facebook are violated by apps. This research provides both conceptual and empirical insights in terms of design recommendations to address privacy concerns toward third-party apps on Facebook.

Using Third-Party Inspectors in Building Energy Codes Enforcement in India

India is experiencing fast income growth and urbanization, and this leads to unprecedented increases in demand for building energy services and resulting energy consumption. In response to rapid growth in building energy use, the Government of India issued the Energy Conservation Building Code (ECBC) in 2007, which is consistent with and based on the 2001 Energy Conservation Act. ECBC implementation has been voluntary since its enactment and a few states have started to make progress towards mandatory implementation. Rajasthan is the first state in India to adopt ECBC as a mandatory code. The State adopted ECBC with minor additions on March 28, 2011 through a stakeholder process; it became mandatory in Rajasthan on September 28, 2011. Tamil Nadu, Gujarat, and Andhra Pradesh have started to draft an implementation roadmap and build capacity for its implementation. The Bureau of Energy Efficiency (BEE) plans to encourage more states to adopt ECBC in the near future, including Haryana, Uttar Pradesh, Karnataka, Maharashtra, West Bengal, and Delhi. Since its inception, India has applied the code on a voluntary basis, but the Government of India is developing a strategy to mandate compliance. Implementing ECBC requires coordination between the Ministry of Power and the Ministry of Urban Development at the national level as well as interdepartmental coordination at the state level. One challenge is that the Urban Local Bodies (ULBs), the enforcement entities of building by-laws, lack capacity to implement ECBC effectively. For example, ULBs in some states might find the building permitting procedures to be too complex; in other cases, lack of awareness and technical knowledge on ECBC slows down the amendment of local building by-laws as well as ECBC implementation. The intent of this white paper is to share with Indian decision-makers code enforcement approaches: through code officials, third-party inspectors, or a hybrid approach. Given the limited capacity and human resources available in the state and local governments, involving third-party inspectors could rapidly expand the capacity for plan reviews and broad implementation. However, the procedures of involving third-parties need to be carefully designed in order to guarantee a fair process. For example, there should be multiple checks and certification requirements for third-party inspectors, and the government should have the final approval when third-party inspectors are used in a project. This paper discusses different approaches of involving third-parties in ECBC enforcement; the Indian states may choose the approaches that work best in their given circumstances.

Techniques and tools for implementing protocols for secure multi-party communication after quantum key distribution ("QKD") are described herein. In example implementations, a trusted authority facilitates secure communication between multiple user devices. The trusted authority distributes different quantum keys by QKD under trust relationships with different users. The trusted authority determines combination keys using the quantum keys and makes the combination keys available for distribution (e.g., for non-secret distribution over a public channel). The combination keys facilitate secure communication between two user devices even in the absence of QKD between the two user devices. With the protocols, benefits of QKD are extended to multi-party communication scenarios. In addition, the protocols can retain benefit of QKD even when a trusted authority is offline or a large group seeks to establish secure communication within the group.

Socio-political structure and concerns of offshore charter and party boat operators in Alabama, Mississippi, Louisiana and Texas

In the summer of 1998, 117 person to person interviews were conducted from a random sample of charter boats and from an entire population of party boats operating in Alabama, Mississippi, Louisiana and Texas. Due to the single ownership of multiple boats, these were collapsed into 105 operational cases. Field observation notes and interviews were analyzed according to content analysis techniques. From this, 105 operational profiles emerged. Additional in-depth interviews were conducted and similarly analyzed, with 5 cases distributed regionally. These were selected on the basis of official capacity in representing other charter and party boat operators in fisheries organizations. This research focuses on the identity of this group of "fishermen", their motivations for being charter and party boat operators and their various styles of doing fishing. Four main types of "fishermen"/fishing operations are identified from characteristic trends that emerge out of the data, leading to a separation between types that are dependent on the fisheries for their livelihoods (called Core "fishermen") and types that are not dependent on the fisheries for their livelihoods (called Periphery "fishermen"). Issues of political contention to charter and party boat operators are explored from a structural perspective of existing fisheries management, and management ideology and practice, within the historical context of National Marine Fisheries Service (NMFS) and the Gulf of Mexico Regional Council.

In this article we obtain results for the task of converting a single N-qubit W-class state (of the form {radical}(x{sub 0})|00...0>+{radical}(x{sub 1})|10...0>+{center_dot}{center_dot}{center_dot}+{radical}(x{sub N})|00...1>) into maximum entanglement shared between two random parties. Previous studies in random distillation have not considered how the particular choice of target pairs affects the transformation, and here we develop a strategy for distilling into general configurations of target pairs. We completely solve the problem of determining the optimal distillation probability for all three-qubit configurations and most four-qubit configurations when x{sub 0}=0. Our proof involves deriving new entanglement monotones defined on the set of four-qubit W-class states. As an additional application of our results, we present new upper bounds for converting a generic W-class state into the standard W state |W{sub N}>={radical}((1/N))(|10...0>+{center_dot}{center_dot}{center_dot}+|00...1>).

Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. The project uses cogeneration steam to aid in the enhanced oil recovery process. The proposed modifications will allow MSCC to install a new evolution compressor rotor in the Unit A turbine. The addition of the more energy efficient rotor would increase output by 9 percent (approximately 7 megawatts), lower the heat rate, and reduce emission limits for Oxides of Nitrogen (NOx) and Carbon Monoxide (CO). Energy Commission staff reviewed the petition and assessed the impacts of this proposal on environmental quality, public health and safety, and proposes revisions to existing condition of certification for Air Quality-18. It is staffs opinion that, with the implementation of the revised condition, the project will remain in compliance with applicable laws, ordinances, regulations, and standards, and the proposed modifications will not result in a significant adverse direct or cumulative impact to the environment (Title 20, California Code of Regulations, Section 1769). Cogeneration Partnerships -- A "Win-Win" Approach for All Parties

"Historically, electric utilities in the US have tended to discourage the deployment of cogeneration installations in their own service territory because the resulting electricity sales reduction would be greater than normal load growth, and thus there would be a negative impact on earnings. For an island-based utility such as Jamaica Public Service Company (JPSCo) that is experiencing strong load growth, however, the situation is quite different. There is a need to provide new electrical resources on a continuing basis. There is a need to support the manufacturing sector, to help to grow the economy. There are no indigenous fuels; expensive imported fuel oil is virtually the only energy source available. Cogeneration is recognized as a proven technology that provides an economical, efficient, and environmental friendly way to increase electricity supply in appropriately sized increments. By facilitating, cogeneration installations and sharing in their ownership, the utility can protect-and under some circumstances even increase its overall revenue stream. The basic concept is as follows: a JPSCo-owned Cogeneration Plant will supply: (1) electricity to the JPSCo grid, and (2) ""energy products"" (such as chilled water, steam, or hot water, and perhaps compressed air) to manufacturing businesses operating within a specific geographic area. Some non-manufacturing facilities in the same area may also be served. The ""energy products"" would be supplied via a local District Energy piping network. The large manufacturing entities who are customers for one of more of the ""energy products"" would be billed for electricity supplied by JPSCo under an new Industrial Park Tariff that is about 10-15% lower than the standard tariff. Ideally, the price charged for each of the ""energy products"" would be competitive with each customer's total cost to produce the same product on-site, or as a minimum each customer's total annual cost for electricity and fuel would be lower. The results of a feasibility study of the concept using data for a specific Industrial Park will be presented in this paper. The rated net electrical capacity of the cogeneration plant is 15 MW (four 4 MW medium-speed diesel engines serve as prime movers.) A total of eight industrial plants are served with electricity, chilled water, and steam. "

Third-Party Finance for Commercial Photovoltaic Systems: The Rise of the PPA  

SciTech Connect

Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. This article, which is excerpted from a longer report, focuses specifically on just one subset of the non-residential PV market: systems hosted (and perhaps owned) by commercial, tax-paying entities. Tax-exempt entities (e.g., non-profits or municipalities) face unique issues and have different financing options at their disposal; readers interested in PV financing options for tax-exempt entities can find more information in the Bolinger report.

New issues in criticality safety continue to emerge as spent fuel storage facilities reach the saturation point, fuel enrichments and burn-ups increase and new types of plutonium-carrying fuels are being developed. The new challenges related to the manipulation, transportation and storage of fuel demand further work to improve models predicting behavior through new experiments, especially where there is a lack of data in the present databases. This article summarizes the activities of the OECD/NEA working groups that coordinate and carry out work in the domain of criticality safety. Particular attention is devoted to establishing sound databases required in this area and to addressing issues of high relevance such as burn-up credit. This is aimed toward improving safety and identifying economic solutions to issues concerning the back end of the fuel cycle.

This report presents an assessment of market, energy impact, and utility of the PetroTex Hydrocarbons, LLC., ReGen process for re-refining used lubricating oil to produce Group I, II, and III base oils, diesel fuel, and asphalt. PetroTex Hydrocarbons, LLC., has performed extensive pilot scale evaluations, computer simulations, and market studies of this process and is presently evaluating construction of a 23 million gallon per year industrial-scale plant. PetroTex has obtained a 30 acre site in the Texas Industries RailPark in Midlothian Texas. The environmental and civil engineering assessments of the site are completed, and the company has been granted a special use permit from the City of Midlothian and air emissions permits for the Texas Commission on Environmental Quality.

Response to the IUPAC/IUPAP Joint Working Party Second Report 'On the Discovery of Elements 110-118'

Back in 1971 fission fragments were observed by us in Hg sources separated from two CERN W targets that were irradiated with 24 GeV protons. The masses of the fissioning species were measured and heavy masses like 272, 308 and 317-318 were found and interpreted as due to the superheavy element 112 with 160-161 neutrons and various molecules of it. Based on the measured mass of the produced superheavy nucleus cold fusion reactions like 88Sr + 184W -> 272(112) and 86Sr + 186W -> 272(112) were deduced. The ordinary heavy ion reaction 88Sr + 184W has been studied and characteristic X-rays of element 112 and a very high-energy alpha particle in coincidence with a fission fragment have been observed. The data have been studied by the TWG and they were concerned about the question of the reaction mechanism since very large fusion cross sections, in the region of a few mb, have been deduced in the secondary reaction experiments. This question can now be answered in view of our recent discovery of long-lived super- and hyperdeformed isomeric states. The JWP did not accept our arguments and this response answers their queries.

Assurance Standards Committee is seeking comments on the IAASB Discussion Paper which has been posted on the Institutes website at: www.hkicpa.org.hk/professionaltechnical/assurance/exposuredraft/. This Discussion Paper highlights recent trends in the range, volume, and complexity of financial statement disclosures, and explores issues and practical challenges in preparing, auditing, and using them. It begins with a discussion of recent trends in financial reporting and their impact on financial statement disclosures. It then discusses how the International Standards on Auditing currently deal with disclosures. The remainder of the Discussion Paper focuses on audit issues that the IAASB has identified regarding disclosures required by a financial reporting framework. The Discussion Paper addresses critical issues such as challenges in preparing disclosures, the nature and extent of evidence for different types of disclosures, and the application of the concept of materiality to disclosures. Views from all stakeholders are sought, and the discussion paper asks specific questions of preparers; investors, lenders, and other creditors; regulators; and auditors.

This report documents the findings of a major landfill gas recovery study conducted in Adams County, Colorado. The study was performed during the period from August 1979 through September 1980. The study was broad in scope, involving a technical, economic, and institutional feasibility analysis of recovering landfill-generated methane gas from seven sanitary landfills in southwestern Adams County. The study included: field extraction testing at the seven sistes; detailed legislative research and activity; a market survey, including preliminary negotiations; and preliminary design and cost estimates for gas recovery systems at all seven sites.

The 290,000-square-foot concrete and stone facility con- sists of an arena with bleachers at the center of the building, and classrooms, offices, storage areas, and garages at the north and south ends. In 1942, the Manhattan Engineer District (MED) leased the National Guard Armory to store and process uranium metal. The MED also used the armory as the main procurement and shipping location for its Metallurgical Laboratory. Although not verified by historical records, the armory storeroom was believed to have been used to store uranium shavings and grinding wastes. One of several uranium fires was

California`s congestion management protocols provide comparable access and prices to all users of the transmission system (power exchange and bilateral contract parties). The users implicitly bid for capacity on major transmission paths between zones. The Independent System Operator (ISO) allocates the available transmission capacity on these paths so that it maximizes the value of this capacity as measured by the users` bids. Everyone scheduling flow on a congested path is charged the marginal-cost-based price for using the path. The ISO keeps each party`s portfolio of generation and load individually in balance when adjusting schedules to relieve congestion on interzonal paths. By keeping the portfolios of the different parties separate, the ISO clears its transmission market without arranging energy trades between parties. Parties are responsible for arranging their own trades. The ISO does not become involved in the energy forward markets.

Random bipartite entanglement from W and W-like states

We describe a protocol for distilling maximally entangled bipartite states between random pairs of parties from those sharing a tripartite W state, and show that, rather surprisingly, the total distillation rate (the total number of EPR pairs distilled per W, irrespective of who shares them) may be done at a higher rate than distillation of bipartite entanglement between specified pairs of parties. Specifically, the optimal distillation rate for specified entanglement for the W has been previously shown to be the asymptotic entanglement of assistance of 0.92 EPR pairs per W, while our protocol can asymptotically distill 1 EPR pair per W between random pairs of parties, which we conjecture to be optimal. We thus demonstrate a tradeoff between the overall asymptotic rate of EPR distillation and the distribution of final EPR pairs between parties. We further show that by increasing the number of parties in the protocol that there exist states with fixed lower-bounded distillable entanglement for random parties but arbitrarily small distillable entanglement for specified parties.

The project investigated fundamental aspects of carbon metabolism and genetics in the methane-producing archaeon Methanococcus maripaludis. We investigate a fundamental property of device independent security in quantum cryptography by characterizing probability distributions which are necessarily independent of the measurement results of any eavesdropper. We show that probability distributions that are secure in this sense are exactly the extremal quantum probability distributions. This allows us to give a characterization of security in algebraic terms. We apply the method to common examples for two-party as well as multi-party setups and present a scheme for verifying security of probability distributions with two parties, two measurement settings, and two outcomes.

The relative entropy of two n-party quantum states is an important quantity exhibiting, for example, the extent to which the two states are different. The relative entropy of the states formed by reducing two n-party to a smaller number $m$ of parties is always less than or equal to the relative entropy of the two original n-party states. This is the monotonicity of relative entropy. Using techniques from convex geometry, we prove that monotonicity under restrictions is the only general inequality satisfied by relative entropies. In doing so we make a connection to secret sharing schemes with general access structures. A suprising outcome is that the structure of allowed relative entropy values of subsets of multiparty states is much simpler than the structure of allowed entropy values. And the structure of allowed relative entropy values (unlike that of entropies) is the same for classical probability distributions and quantum states.

Random bipartite entanglement from W and W-like states

We describe a protocol for distilling maximally entangled bipartite states between random pairs of parties (``random entanglement'') from those sharing a tripartite W state, and show that this may be done at a higher rate than distillation of bipartite entanglement between specified pairs of parties (``specified entanglement''). Specifically, the optimal distillation rate for specified entanglement for the W has been previously shown to be the asymptotic entanglement of assistance of 0.92 EPR pairs per W, while our protocol can distill 1 EPR pair per W between random pairs of parties, which we conjecture to be optimal. We further extend this to a more general class of W-like states and show by increasing the number of parties in the protocol that there exist states with fixed lower-bounded distillable random entanglement for arbitrarily small specified entanglement.

These open interfaces enable popular site enhancements but pose serious privacy risks by exposing user data to third-party developers. We address the privacy risks associated with social networking APIs by presenting a privacy-by-proxy design for a privacy-preserving API. Our design is motivated by an analysis of the data needs and uses of Facebook applications. We studied 150 popular Facebook applications and found that nearly all applications could maintain their functionality using a limited interface that only provides access to an anonymized social graph and placeholders for user data. Since the platform host can control the third party applications output, privacy-by-proxy can be accomplished by using new tags and data transformations without major changes to either the platform architecture or applications.
