    A new energy industry--the recovery of energy from the industrial sector by means of conservation equipment--is just forming. Capital costs retard progress. This problem has given rise to third party leasing plans. The Alliance to Save Energy has embarked on a feasibility study, and a few preliminary findings are revealed in this paper. Leasing has IRS problems because of the tax classification of ''limited use properties.'' Useful life for tax purposes is also much shorter for general capital equipment than for conservation equipment. The Economic Recovery Act liberalized limited use and useful life rules, with new ''safe harbor'' lease arrangements. But broad interpretation of safe harbor has caused problems. Energy service contract--the second type of third party leasing--carries with it substantial specified risks. Share-the-savings leasing arrangements offer significant benefits to energy users, but all tax risks are shifted to the third party. In conclusion, several legal obstacles must be overcome before energy conservation investment by means of third party leasing can expand.

    In this letter, we concentrate on the very recently proposed Measurement Device Independent Quantum Key Distribution (MDI QKD) protocol by Lo, Curty and Qi (PRL, 2012). We study how one can suitably present an eavesdropping strategy on MDI QKD, that is in the direction of the fundamental CNOT attack on BB84 protocol, though our approach is quite different. In this strategy, Eve will be able to know expected half of the secret bits communicated between Alice and Bob with certainty (probability 1) without introducing any error. Further, for the remaining bits, where Eve will only be able to predict the bit values as in random guess (with probability 1/2), she will certainly find out whether her interaction induced an error in the secret bits between the communicating parties. Given the asymmetric nature of the CNOT attack, we also introduce Hadamard gates to present a symmetric version. Though our analysis does not refute the security claims in MDI QKD, adapting the CNOT attack in this scenario requires nontrivial approach using entanglement swapping.

    Third-party contact with pipelines (typically caused by contact with a digging or drilling device) can result in mechanical damage to the pipe, in addition to coating damage that can initiate corrosion. Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring the pipeline and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method developed by Southwest Research Institute (SwRI) consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating (thus resulting in a signal path to ground) changes the signal received at the receiving stations. The IACC method was shown to be a viable method that can be used to continuously monitor pipelines for third-party contact. Electrical connections to the pipeline can be made through existing cathodic protection (CP) test points without the need to dig up the pipe. The instrumentation is relatively simple, consisting of (1) a transmitting station with a frequency-stable oscillator and amplifier and (2) a receiving station with a filter, lock-in amplifier, frequency-stable oscillator, and remote reporting device (e.g. cell phone system). Maximum distances between the transmitting and receiving stations are approximately 1.61 km (1 mile), although the length of pipeline monitored can be twice this using a single transmitter and one receiver on each side (since the signal travels in both directions). Certain conditions such as poor pipeline coatings or strong induced 60-Hz signals on the pipeline can degrade IACC performance, so localized testing should be performed to determine the suitability for an IACC installation at a given location. The method can be used with pipelines having active CP systems in place without causing interference with operation of the CP system. The most appropriate use of IACC is monitoring of localized high-consequence areas where there is a significant risk of third-party contact (e.g. construction activity). The method also lends itself to temporary, low-cost installation where there is a short-term need for monitoring.

    The OECD Nuclear Energy Agency (NEA) is organizing the cooperation between the major nuclear data evaluation projects in the world. The NEA Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established to promote the exchange of information on nuclear data evaluation, measurement, nuclear model calculation, validation, and related topics, and to provide a framework for cooperative activities between the participating projects. The working party assesses nuclear data improvement needs and addresses these needs by initiating joint activities in the framework of dedicated WPEC subgroups. Studies recently completed comprise a number of works related to nuclear data covariance and associated processing issues, as well as more specific studies related to the resonance parameter representation in the unresolved resonance region, the gamma production from fission-product capture reactions, the U-235 capture cross-section, the EXFOR database, and the improvement of nuclear data for advanced reactor systems. Ongoing activities focus on the evaluation of Pu-239 in the resonance region, scattering angular distribution in the fast energy range, and reporting/usage of experimental data for evaluation in the resolved resonance region. New activities include two new subgroups on improved fission product yield evaluation methodologies and on modern nuclear database structures. Future activities under discussion include a pilot project of a Collaborative International Evaluated Library (CIELO) and methods to provide feedback from nuclear and covariance data adjustment for improvement of nuclear data. In addition to the above mentioned short-term, task-oriented subgroups, the WPEC also hosts a longer-term subgroup charged with reviewing and compiling the most important nuclear data requirements in a high priority request list (HPRL).

    We present and demonstrate a method of distributing secret information based on N-party single-qubit Quantum Secret Sharing (QSS) in a modied plug-and-play two-party Quantum Key Distribution (QKD) system with N 2 intermediate nodes and compare it to both standard QSS and QKD. Our setup is based on the Clavis2 QKD system built by ID Quantique but is generalizable to any implementation. We show that any two out of N parties can build a secret key based on partial information from each other and with collaboration from the remaining N 2 parties. This method signicantly reduces the number of resources (single photon detectors, lasers and dark ber connections) needed to implement QKD on the grid.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    India is experiencing fast income growth and urbanization, and this leads to unprecedented increases in demand for building energy services and resulting energy consumption. In response to rapid growth in building energy use, the Government of India issued the Energy Conservation Building Code (ECBC) in 2007, which is consistent with and based on the 2001 Energy Conservation Act. ECBC implementation has been voluntary since its enactment and a few states have started to make progress towards mandatory implementation. Rajasthan is the first state in India to adopt ECBC as a mandatory code. The State adopted ECBC with minor additions on March 28, 2011 through a stakeholder process; it became mandatory in Rajasthan on September 28, 2011. Tamil Nadu, Gujarat, and Andhra Pradesh have started to draft an implementation roadmap and build capacity for its implementation. The Bureau of Energy Efficiency (BEE) plans to encourage more states to adopt ECBC in the near future, including Haryana, Uttar Pradesh, Karnataka, Maharashtra, West Bengal, and Delhi. Since its inception, India has applied the code on a voluntary basis, but the Government of India is developing a strategy to mandate compliance. Implementing ECBC requires coordination between the Ministry of Power and the Ministry of Urban Development at the national level as well as interdepartmental coordination at the state level. One challenge is that the Urban Local Bodies (ULBs), the enforcement entities of building by-laws, lack capacity to implement ECBC effectively. For example, ULBs in some states might find the building permitting procedures to be too complex; in other cases, lack of awareness and technical knowledge on ECBC slows down the amendment of local building by-laws as well as ECBC implementation. The intent of this white paper is to share with Indian decision-makers code enforcement approaches: through code officials, third-party inspectors, or a hybrid approach. Given the limited capacity and human resources available in the state and local governments, involving third-party inspectors could rapidly expand the capacity for plan reviews and broad implementation. However, the procedures of involving third-parties need to be carefully designed in order to guarantee a fair process. For example, there should be multiple checks and certification requirements for third-party inspectors, and the government should have the final approval when third-party inspectors are used in a project. This paper discusses different approaches of involving third-parties in ECBC enforcement; the Indian states may choose the approaches that work best in their given circumstances.

    Techniques and tools for implementing protocols for secure multi-party communication after quantum key distribution ("QKD") are described herein. In example implementations, a trusted authority facilitates secure communication between multiple user devices. The trusted authority distributes different quantum keys by QKD under trust relationships with different users. The trusted authority determines combination keys using the quantum keys and makes the combination keys available for distribution (e.g., for non-secret distribution over a public channel). The combination keys facilitate secure communication between two user devices even in the absence of QKD between the two user devices. With the protocols, benefits of QKD are extended to multi-party communication scenarios. In addition, the protocols can retain benefit of QKD even when a trusted authority is offline or a large group seeks to establish secure communication within the group.

    We expand the substantive terrain of QI's reach by illuminating a body of political theory that to date has been elaborated in strictly classical language and formalisms but has complex features that seem to merit generalizations of the problem outside the confines of classicality. The line of research, initiated by Fiorina in the 1980s, seeks to understand the origins and nature of party governance in two-party political systems wherein voters cast partisan ballots in two contests, one that determines partisan control of the executive branch and another that determines party control of a legislature. We describe how research in this area evolved in the last two decades in directions that bring it now to the point where further elaboration and study seem natural in the more general formalistic and philosophical environments embraced in QI research. In the process, we find evidence that a restriction of a classical model that has animated work in the field appears violated in a form that leads one naturally to embrace the superposition principle. We then connect classical distinctions between separable and nonseparable preferences that are common in political science to their quantum and quantum-like counterparts in the QI literature, finding special affinity for a recently-introduced understanding of the distinction that provides a passageway into the boundary between fully quantum and fully classical views of the distinction and thereby provides new leverage on existing work germane to the theory.

The Communist Party of China (CPC) is represented at all levels of each and every organization, including the People`s Liberation Army (PLA).     Cryptanalysis is an important branch in the study of cryptography, including both the classical cryptography and the quantum one. In this paper we analyze the security of two three-party quantum key distribution protocols (QKDPs) proposed recently, and point out that they are susceptible to a simple and effective attack, i.e. the dense-coding attack. It is shown that the eavesdropper Eve can totally obtain the session key by sending entangled qubits as the fake signal to Alice and performing collective measurements after Alice's encoding. The attack process is just like a dense-coding communication between Eve and Alice, where a special measurement basis is employed. Furthermore, this attack does not introduce any errors to the transmitted information and consequently will not be discovered by Alice and Bob. The attack strategy is described in detail and a proof for its correctness is given. At last, the root of this insecurity and a possible way to improve these protocols are discussed.

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    Since the late 1980s, a number of electric utilities and interested non-utility parties (NUPs)-such as environmental groups, large industrial customers, and state government agencies-have tried a new approach to reaching agreement on program design and policy issues related to utility use of Demand-Side Management (DSM) resources. Through this new arrangement, known as the DSM collaborative process, parties who have often been adversaries attempt to resolve their differences through compromise and consensus rather than by using traditional litigation. This paper-which is based on studies of over a dozen collaboratives nationwide-discusses the organizational structure of collaboratives, the ways in which NUPs have been involved in the decision-making process, and how the amount of influence exerted by the NUPs is related to collaborative accomplishments. Most of the collaboratives studied had two organizational levels: a {open_quotes}working group{close_quotes} that provided policy direction and guidance for the collaborative and {open_quotes}subgroups{close_quotes} that performed the detailed tasks necessary to flesh out individual DSM programs. Most collaboratives also had a coordinator who was charged with scheduling meetings, exchanging information, and performing other important organizational functions, and it was common for the utility to fund consultants to provide expert assistance for the NUPs. In general, the utilities reserved the final decision-making prerogative for themselves, in line with their ultimate responsibility to shareholders, customers, and regulators. Still, there was substantial variation among the collaboratives in terms of how actively consensus was sought and how seriously the inputs of the NUPs were taken. In general, the collaboratives that resulted in the largest effects on utility DSM usage were those in which the utilities were most willing to allow their decisions to be shaped by the NUPs.

    The purpose of this statement of work is for third party collaborators to train, validate and have Lawrence Livermore National Security, LLC (LLNS) evaluate algorithms to detect liquid threats in digital radiography (DR)/TIP Ready X-ray (TRX) images that will be provided by LLNS through the Transportation and Security Administration (TSA). LLNS will provide a set of images with threat(s) to determine detection rates and non-threat images from airports to determine false alarm rates. A key including a bounding box showing the locations of the threats and non-threats will be provided for the images. It is expected that the Subcontractor shall use half of the images with their keys for training the algorithms and the other half shall be used for validation (third party evaluation) purposes. The Subcontractor shall not use the key to the second half of the data other than for the validation and reporting of the performance of its algorithm (not for training). The Subcontractor has 45 business days from the receipt of datasets and the Subcontract to: (1) Run their detection/classification algorithms on the data; (2) Deliver a final report describing their performance by generating Receiver Operator Characteristic (ROC) curves using their algorithm; and (3) Deliver a copy of the third party's executable software (already trained and validated by the datasets) to LLNL accompanied by a user manual. LLNS will evaluate the performance of the same algorithm on another separate set of data. LLNS evaluation of the Subcontractor's algorithm will be documented in a final report within 30 days of receiving the executable code. This report will be sent to TSA and the report may be disseminated to the Subcontract at TSA's discretion.

    W-States have achieved the status of the standard fully symmetric entangled states, for many entanglement application purposes. Z-States are a generalization of W-States that display an elegant algebra, enabling short paths to desired results. This paper describes Z-States algebra starting from neat definitions and laying down explicitly some fundamental theorems on composition and distillation, needed for applications. These theorems are synthesized into a generic tunable Entanglement-Distillation Protocol. Applications are readily developed based upon the tunable protocol. A few examples are provided to illustrate the approach generality. A concomitant graphical representation allows fast comprehension of the protocol inputs, operations and outcomes.

    We study the entanglement of families of Unruh modes in the Bell states $|\\Phi^\\pm\\rangle =1/\\sqrt{2}(|00\\rangle\\pm|11\\rangle)$ and $|\\Psi^\\pm\\rangle=1/\\sqrt{2}(|01\\rangle\\pm|10\\rangle)$ shared by two accelerated observers, and find fundamental differences in the robustness of entanglement against acceleration for these states. States $\\Psi^\\pm$ are entangled for all finite accelerations, whereas, due to the Unruh effect, states $\\Phi^\\pm$ lose their entanglement for finite accelerations. This is true for Bell states of two bosonic modes, as well as for Bell states of a bosonic and a fermionic mode. But also for Bell states of fermionic modes there are differences in the degradation of entanglement. We reveal the origin of these distinct characteristics of entanglement degradation and discuss the role that is played by particle statistics. Our studies suggest that the behavior of entanglement in accelerated frames strongly depends on the occupation patterns of the constituent states, whose superposition constitutes the entangled state, where especially states $\\Phi^\\pm$ and $\\Psi^\\pm$ exhibit distinct characteristics regarding entanglement degradation. Finally, we point out possible implications of hovering over a black hole for these states.

    Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. This article, which is excerpted from a longer report, focuses specifically on just one subset of the non-residential PV market: systems hosted (and perhaps owned) by commercial, tax-paying entities. Tax-exempt entities (e.g., non-profits or municipalities) face unique issues and have different financing options at their disposal; readers interested in PV financing options for tax-exempt entities can find more information in the Bolinger report.

    Authentication is how we establish trust in monitoring systems and measurements to verify compliance with, for example, the storage of nuclear weapons material. Authentication helps assure the monitoring party that accurate and reliable information is provided by any measurement system and that any irregularities are detected. The U.S. is developing its point of view on the procedures for authentication of monitoring systems now planned or contemplated for arms reduction and control applications. The authentication of a system utilizes a set of approaches, including: functional testing using trusted calibration sources, evaluation of documentation, evaluation of software, evaluation of hardware, random selection of hardware and software, tamper-indicating devices, and operational procedures. Authentication of measurement systems should occur throughout their lifecycles, starting with the elements of design, and moving to off-site authentication, on-siste authentication, and continuing with authentication following repair. The most important of these is the initial design of systems. Hardware and software design criteria and procurement decisions can make future authentication relatively straightforward or conversely very difficult. Facility decisions can likewise ease the procedures for authentication since reliable and effective monitoring systems and tampering indicating devices can help provide the assurance needed in the integrity of such items as measurement systems, spare equipment, and reference sources. This paper will summarize the results of the U.S. Authentication Task Force discussion on the role of procedures in authentication.

    This report presents an assessment of market, energy impact, and utility of the PetroTex Hydrocarbons, LLC., ReGen process for re-refining used lubricating oil to produce Group I, II, and III base oils, diesel fuel, and asphalt. PetroTex Hydrocarbons, LLC., has performed extensive pilot scale evaluations, computer simulations, and market studies of this process and is presently evaluating construction of a 23 million gallon per year industrial-scale plant. PetroTex has obtained a 30 acre site in the Texas Industries RailPark in Midlothian Texas. The environmental and civil engineering assessments of the site are completed, and the company has been granted a special use permit from the City of Midlothian and air emissions permits for the Texas Commission on Environmental Quality.

    Back in 1971 fission fragments were observed by us in Hg sources separated from two CERN W targets that were irradiated with 24 GeV protons. The masses of the fissioning species were measured and heavy masses like 272, 308 and 317-318 were found and interpreted as due to the superheavy element 112 with 160-161 neutrons and various molecules of it. Based on the measured mass of the produced superheavy nucleus cold fusion reactions like 88Sr + 184W -> 272(112) and 86Sr + 186W -> 272(112) were deduced. The ordinary heavy ion reaction 88Sr + 184W has been studied and characteristic X-rays of element 112 and a very high-energy alpha particle in coincidence with a fission fragment have been observed. The data have been studied by the TWG and they were concerned about the question of the reaction mechanism since very large fusion cross sections, in the region of a few mb, have been deduced in the secondary reaction experiments. This question can now be answered in view of our recent discovery of long-lived super- and hyperdeformed isomeric states. The JWP did not accept our arguments and this response answers their queries.

    We experimentally explore the state space of three qubits on an NMR quantum information processor. We construct a scheme to experimentally realize a canonical form for general three-qubit states up to single-qubit unitaries. This form involves a non-trivial combination of GHZ and W-type maximally entangled states of three qubits. The general circuit that we have constructed for the generic state reduces to those for GHZ and W states as special cases. The experimental construction of a generic state is carried out for a nontrivial set of parameters and the good fidelity of preparation is confirmed by complete state tomography. The GHZ and W-states are constructed as special cases of the general experimental scheme. Further, we experimentally demonstrate a curious fact about three-qubit states, where for almost all pure states, the two-qubit reduced states can be used to reconstruct the full three-qubit state. For the case of a generic state and for the W-state, we demonstrate this method of reconstruction by comparing it with the directly tomographed three-qubit state.

The plan is submitted to fulfill the requirements of the Hanford Federal Facility Agreement and Consent Order Milestone M-91-10. The plan was developed in four steps: (1) the volumes of the applicable waste streams and the physical, dangerous, and radioactive characteristics were established using existing databases and forecasts; (2) required treatment was identified for each waste stream based on land disposal restriction treatment standards and waste characterization data; (3) alternatives for providing the required treatment were evaluated and the preferred options were selected; and (4) an acquisition plan was developed to establish the techuical, schedule, and cost baselines for providing the required treatment capabilities. The major waste streams are summarized in the table below, along with the required treatment for disposal.

A 72, 012304 (2005)] presented a quantum secret sharing protocol which allows a secret message to be shared between two groups of parties (m parties in group 1 and n parties in group 2). Their protocol is claimed to be secure that, except with the cooperation of the entire group 1 or group 2, no subgroup of either group 1 or group 2 can extract the secret message. However, this study points out that the mth party (the last party to process the quantum state) of group 1 can maliciously replace the secret message with an arbitrary message without the detection of the other parties.

Starting from a five party scenario, we demonstrate the local implementation of simultaneous control-Hermitian and multiparty control-unitary gates in an arbitrary n-party network. Previously established networks are shown to be special cases of this general construct.
