    Third-party contact with pipelines (typically caused by contact with a digging or drilling device) can result in mechanical damage to the pipe, in addition to coating damage that can initiate corrosion. Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring the pipeline and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method developed by Southwest Research Institute (SwRI) consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating (thus resulting in a signal path to ground) changes the signal received at the receiving stations. The IACC method was shown to be a viable method that can be used to continuously monitor pipelines for third-party contact. Electrical connections to the pipeline can be made through existing cathodic protection (CP) test points without the need to dig up the pipe. The instrumentation is relatively simple, consisting of (1) a transmitting station with a frequency-stable oscillator and amplifier and (2) a receiving station with a filter, lock-in amplifier, frequency-stable oscillator, and remote reporting device (e.g. cell phone system). Maximum distances between the transmitting and receiving stations are approximately 1.61 km (1 mile), although the length of pipeline monitored can be twice this using a single transmitter and one receiver on each side (since the signal travels in both directions). Certain conditions such as poor pipeline coatings or strong induced 60-Hz signals on the pipeline can degrade IACC performance, so localized testing should be performed to determine the suitability for an IACC installation at a given

    The OECD Nuclear Energy Agency (NEA) is organizing the cooperation between the major nuclear data evaluation projects in the world. The NEA Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established to promote the exchange of information on nuclear data evaluation, measurement, nuclear model calculation, validation, and related topics, and to provide a framework for cooperative activities between the participating projects. The working party assesses nuclear data improvement needs and addresses these needs by initiating joint activities in the framework of dedicated WPEC subgroups. Studies recently completed comprise a number of works related to nuclear data covariance and associated processing issues, as well as more specific studies related to the resonance parameter representation in the unresolved resonance region, the gamma production from fission-product capture reactions, the U-235 capture cross-section, the EXFOR database, and the improvement of nuclear data for advanced reactor systems. Ongoing activities focus on the evaluation of Pu-239 in the resonance region, scattering angular distribution in the fast energy range, and reporting/usage of experimental data for evaluation in the resolved resonance region. New activities include two new subgroups on improved fission product yield evaluation methodologies and on modern nuclear database structures. Future activities under discussion include a pilot project of a Collaborative International Evaluated Library (CIELO) and methods to provide feedback from nuclear and covariance data adjustment for improvement of nuclear data. In addition to the above mentioned short-term, task-oriented subgroups, the WPEC also hosts a longer-term subgroup charged with reviewing and compiling the most important nuclear data requirements in a high priority request list (HPRL).

    The OECD Nuclear Energy Agency (NEA) organizes cooperation between the major nuclear data evaluation projects in the world. Moreover, the NEA Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established to promote the exchange of information on nuclear data evaluation, measurement, nuclear model calculation, validation, and related topics, and to provide a framework for cooperative activities between the participating projects. The working party assesses nuclear data improvement needs and addresses these needs by initiating joint activities in the framework of dedicated WPEC subgroups. Studies recently completed comprise a number of works related to nuclear data covariance and associated processing issues, as well as more specific studies related to the resonance parameter representation in the unresolved resonance region, the gamma production from fission product capture reactions, the 235U capture cross section, the EXFOR database, and the improvement of nuclear data for advanced reactor systems. Ongoing activities focus on the evaluation of 239Pu in the resonance region, scattering angular distribution in the fast energy range, and reporting/usage of experimental data for evaluation in the resolved resonance region. New activities include two subgroups on improved fission product yield evaluation methodologies and on modern nuclear database structures. Some future activities under discussion include a pilot project for a Collaborative International Evaluated Library Organization (CIELO) and methods to provide feedback from nuclear and covariance data adjustment for improvement of nuclear data. In addition to the above mentioned short-term task-oriented subgroups, WPEC also hosts a longer-term subgroup charged with reviewing and compiling the most important nuclear data requirements in a high priority request list (HPRL).

    The noisy-storage model allows the implementation of secure two-party protocols under the sole assumption that no large-scale reliable quantum storage is available to the cheating party. No quantum storage is thereby required for the honest parties. Examples of such protocols include bit commitment, oblivious transfer, and secure identification. Here, we provide a guideline for the practical implementation of such protocols. In particular, we analyze security in a practical setting where the honest parties themselves are unable to perform perfect operations and need to deal with practical problems such as errors during transmission and detector inefficiencies. We provide explicit security parameters for two different experimental setups using weak coherent, and parametric down-conversion sources. In addition, we analyze a modification of the protocols based on decoy states.

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

  1. Using Third-Party Inspectors in Building Energy Codes Enforcement in India

    India is experiencing fast income growth and urbanization, and this leads to unprecedented increases in demand for building energy services and resulting energy consumption. In response to rapid growth in building energy use, the Government of India issued the Energy Conservation Building Code (ECBC) in 2007, which is consistent with and based on the 2001 Energy Conservation Act. ECBC implementation has been voluntary since its enactment and a few states have started to make progress towards mandatory implementation. Rajasthan is the first state in India to adopt ECBC as a mandatory code. The State adopted ECBC with minor additions on March 28, 2011 through a stakeholder process; it became mandatory in Rajasthan on September 28, 2011. Tamil Nadu, Gujarat, and Andhra Pradesh have started to draft an implementation roadmap and build capacity for its implementation. The Bureau of Energy Efficiency (BEE) plans to encourage more states to adopt ECBC in the near future, including Haryana, Uttar Pradesh, Karnataka, Maharashtra, West Bengal, and Delhi. Since its inception, India has applied the code on a voluntary basis, but the Government of India is developing a strategy to mandate compliance. Implementing ECBC requires coordination between the Ministry of Power and the Ministry of Urban Development at the national level as well as interdepartmental coordination at the state level. One challenge is that the Urban Local Bodies (ULBs), the enforcement entities of building by-laws, lack capacity to implement ECBC effectively. For example, ULBs in some states might find the building permitting procedures to be too complex; in other cases, lack of awareness and technical knowledge on ECBC slows down the amendment of local building by-laws as well as ECBC implementation.     China`s central political authorities have constructed a system which is designed to enable them to exert their personal influence and control over each level of every organization in the country -- both civil and military. The Communist Party of China (CPC) is represented at all levels of each and every organization, including the People`s Liberation Army (PLA). These Party entities are intended to both provide oversight and to ensure that Party policies, directives and orders are obeyed. This penchant for political control, which may have its roots in China`s imperial past, appears to have been reinforced by the early developmental path chosen by the Party`s leadership. Current attempts aimed at maintaining political control of its resources, especially the military, are embodied in the formal system of {open_quotes}Political Work.{close_quotes} In the PLA, this system of political control results in the involvement of political organs in day-to-day military matters to an extent unheard of in the West.     This paper will begin with a brief introduction to the EIS and a recognition of its use since 1970. The paper will discuss the problems faced by EIS sponsors (federal agencies) which spur the third-party process and explain the third-party arrangement. Project teams, discipline specialists, and the corresponding ID team concept (agency/consultant) will be described. The organization of the EIS document leads to several simplifying measures. Presentation of the project description and alternatives, project packages, and project package versus project component alternatives will be clarified. Mapping tricks will be revealed for effective presentations to the layman. Impact analysis methods and how to press the agency to specify a feasible and concise rating scheme will be outlined. A discussion of engineering and cost factors will amplify CEQ guidance, as well as guidance in state environmental policy and quality acts. Preparation of the draft preferred alternative for agency consideration (if so directed) and implications for the ROD and subsequent EIS permits will be discussed. The questions of funding for impacts monitoring and interagency MOAs to help perform such monitoring will be addressed.

First, why do publics in West European nations support environmental organizations And second, what is the effect of environmental group support on economically based partisan orientations In order to address these questions, we analyze public opinion surveys (1982-1986) in Germany, France, Great Britain and the Netherlands. The findings suggest that European publics give considerable support to environmental organizations in these four nations. The two factors which are particularly strongly related to environmental group support are post material value priorities and the perception of national pollutions problems. Moreover, environmentalism is integrated into a well structured schema which guides the evaluation of environmentally related information. Considerable variations across national emerge in regard to the link between citizens' partisanship and environmental group support. In Germany and the Netherlands, environmentalism provides the basis for new partisan cleavage- Individuals who evaluate environmental groups favorably are much more likely to support New left or Old left parties. In contrast to these two nations, citizens' partisanship in France and Great Britain is dominated by economic policy positions; environmental group support is only weakly linked to individuals' partisan choice. These findings suggest that environmentalism will be an important influence on European public opinion and party systems in the foreseeable future.

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    This paper describes how the Olympic Pipeline Co., in Washington, uses computers to handle more than 13,000 One Call messages annually. One call systems give contractors and the general public the ability to make one phone call and have all the utilities contacted in the general area of planned work. All the 1984 One Call messages were hand-researched and checked against system maps to determine if conflicts existed. Out of the 13,262 messages received, 12,763 were determined by a map search to be outside of the pipe line right of way. This represents, on the average, 4.4 man hours per day of clerical time spent checking the messages on the maps. Participating in a One Call system will definitely increase the work load of existing company personnel, and the system does not guarantee a company will never notified of all encroachment activity or never incur line damage as a result of encroachment.

    The received wisdom of social science holds that voluntary organizations founded on egalitarian principles, can only survive by undergoing transformation into hierarchical systems. The underlying logic of Weber, Michels and Toennies' descriptions is that social organizations sustain themselves over time by generating increasingly complex systems of rules that become sources of inequality. This article argues that routinization in voluntary groups does not consist of a gradual accumulation of rules that promote internal inequality. Instead, two analytically distinct steps are proposed: (1) construction of a distinctive organizational boundary, which is a necessary condition for (2) the ultimate imposition of a complex organizational hierarchy. The case used to illustrate this argument is drawn from the history of the British Trotskyist movement prior to 1978. The argument itself is framed within a formal model of the sociology of knowledge called grid/group analysis.

    Thirty-three hyperthyroid patients treated with radioiodine (mean administered activity 414 MBq, range 163-555) were studied to determine if pretreatment dosimetry could be used to give radiation protection advice that could assure compliance with the effective dose constraints suggested by the European Commission. Effective doses to travelers, co-workers, and sleeping partners were estimated by integrating the effective dose rate-versus-time curve obtained by fitting the dose rates measured several times after radioiodine administration to a biexponential function. The mean estimated effective doses to travelers, co-workers, and sleeping partners were 0.11 mSv (0.05-0.24), 0.24 mSv (0.07-0.52), and 1.8 mSv (0.6-4.1), respectively. The best correlation was found between effective dose (D) in mSv and maximum activity (AU{sub max}) in MBq taken up in the thyroid: D{sub traveler}=0.0005*(AU{sub max})+0.04 (r=0.88,p<0.01); D{sub co-worker}=0.0013*(AU{sub max})+0.03(r=0.89,p<0.01); D{sub sleepingpartners}=0.0105*(AU{sub max})+0.16 (r=0.93,p<0.01). Private/public transports are always allowed. For the co-workers the effective dose constraint of 0.3 mSv is met without restrictions and with 3 days off work if AU{sub max} is lower or higher than 185 MBq, respectively. For the sleeping partners the effective dose constraint of 3 mSv is met without restriction and with 4 nights separate sleeping arrangements if AU{sub max} is lower or higher than 185 MBq, respectively. The potential for contamination by the patients was determined from perspiration samples taken from the patient's hands, forehead, and neck and in saliva at 4, 24, and 48 h after radioiodine treatment. The mean highest {sup 131}I activity levels for hands, forehead, neck, and saliva were 4.1 Bq/cm{sup 2}, 1.9 Bq/cm{sup 2}, 0.9 Bq/cm{sup 2}, and 796 kBq/g, respectively. The results indicate that there is minimal risk of contamination from these patients.

What is common practice today on the Internet is that servers have public keys, but clients are largely authenticated via short passwords. Protecting these passwords by not storing them in the clear on institutions's servers has become a priority.     Following the Supreme Court`s decisions in Escondido and Tacoma, it is sometimes difficult to remember FERC`s view of its role in the licensing process and how that view has shaped FERC`s adoption of the NEPA review process.     An interactive boundary-layer method is described for computing unsteady incompressible flow over airfoils, including the initiation of dynamic stall. The inviscid unsteady panel method developed by Platzer and Teng is extended to include viscous effects. The solutions of the boundary-layer equations are obtained with an inverse finite-difference method employing an interaction law based on the Hilbert integral, and the algebraic eddy-viscosity formulation of Cebeci and Smith. The method is applied to airfoils subject to periodic and ramp-type motions and its abilities are examined for a range of angles of attack, reduced frequency, and pitch rate.

    Presently, there are two most frequently used parameterezations of linear x-y coupled motion used in the accelerator physics. They are the Edwards-Teng and Mais-Ripken parameterizations. The article is devoted to an analysis of close relationship between the two representations, thus adding a clarity to their physical meaning. It also discusses the relationship between the eigen-vectors, the beta-functions, second order moments and the bilinear form representing the particle ellipsoid in the 4D phase space. Then, it consideres a further development of Mais-Ripken parameteresation where the particle motion is descrabed by 10 parameters: four beta-functions, four alpha-functions and two betatron phase advances.more » In comparison with Edwards-Teng parameterization the chosen parametrization has an advantage that it works equally well for analysis of coupled betatron motion in circular accelerators and in transfer lines. In addition, considered relationship between second order moments, eigen-vectors and beta-functions can be useful in interpreting tracking results and experimental data.     Most arms-control-treaty-monitoring scenarios involve a host party that makes a declaration regarding its nuclear material or items and a monitoring party that verifies that declaration. A verification system developed for such a use needs to be trusted by both parties. The first concern, primarily from the host party's point of view, is that any sensitive information that is collected must be protected without interfering in the efficient operation of the facility being monitored. This concern is addressed in what can be termed a 'certification' process. The second concern, of particular interest to the monitoring party, is that it must be possible to confirm the veracity of both the measurement system and the data produced by this measurement system. The monitoring party addresses these issues during an 'authentication' process. Addressing either one of these concerns independently is relatively straightforward. However, it is more difficult to simultaneously satisfy host party certification concerns and monitoring party authentication concerns. Typically, both parties will want the final access to the measurement system. We will describe an alternative approach that allows both parties to gain confidence simultaneously. This approach starts with (1) joint development of the measurement system followed by (2) host certification of several copies of the system and (3) random selection by the inspecting party of one copy to be use during the monitoring visit and one (or more) copy(s) to be returned to the inspecting party's facilities for (4) further hardware authentication; any remaining copies are stored under joint seal for use as spares. Following this process, the parties will jointly (5) perform functional testing on the selected measurement system and then (6) use this system during the monitoring visit. Steps (1) and (2) assure the host party as to the certification of whichever system is eventually used in the monitoring visit. Steps (1), (3), (4), and (5

    We present and experimentally show a novel protocol for distributing secret information between two and only two parties in a N-party single-qubit Quantum Secret Sharing (QSS) system. We demonstrate this new algorithm with N = 3 active parties over 6km of telecom. ber. Our experimental device is based on the Clavis2 Quantum Key Distribution (QKD) system built by ID Quantique but is generalizable to any implementation. We show that any two out of the N parties can build secret keys based on partial information from each other and with collaboration from the remaining N > 2 parties. This algorithm allows for the creation of two-party secret keys were standard QSS does not and signicantly reduces the number of resources needed to implement QKD on a highly connected network such as the electrical grid.
