    In a recent paper \\cite{mySEPvsLOCC}, we showed how to construct a quantum protocol for implementing a bipartite, separable quantum measurement using only local operations on subsystems and classical communication between parties (LOCC) within any fixed number of rounds of communication, whenever such a protocol exists. Here, we generalize that construction to one that applies for any number of parties. One important observation is that the construction automatically determines the ordering of the parties' measurements, overcoming a significant apparent difficulty in designing protocols for more than two parties. We also present various other results about LOCC, including showing that if, in any given measurement operator of the separable measurement under consideration, the local parts for two different parties are rank-1 operators that are not repeated in any other measurement operator of the measurement, then this separable measurement cannot be exactly implemented by LOCC in any finite number of rounds.

    Third-party contact with pipelines (typically caused by contact with a digging or drilling device) can result in mechanical damage to the pipe, in addition to coating damage that can initiate corrosion. Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil at periodic locations where pipeline access is available. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating changes the signal received at the receiving stations. In this project, the IACC monitoring method is being developed, tested, and demonstrated. Work performed to date includes a technology assessment, development of an IACC model to predict performance and assist with selection of signal operating parameters, and experimental measurements on a buried pipe at a test site. Initial results show that simulated contact can be detected. Future work will involve further refinement of the method and testing on operating pipelines.

Because this type of damage often goes unreported and can lead to eventual catastrophic failure of the pipe, a reliable, cost-effective method is needed for monitoring the pipeline and reporting third-party contact events. The impressed alternating cycle current (IACC) pipeline monitoring method developed by Southwest Research Institute (SwRI) consists of impressing electrical signals on the pipe by generating a time-varying voltage between the pipe and the soil. The signal voltage between the pipe and ground is monitored continuously at receiving stations located some distance away. Third-party contact to the pipe that breaks through the coating (thus resulting in a signal path to ground) changes the signal received at the receiving stations. The IACC method was shown to be a viable method that can be used to continuously monitor pipelines for third-party contact. Electrical connections to the pipeline can be made through existing cathodic protection (CP) test points without the need to dig up the pipe. The instrumentation is relatively simple, consisting of (1) a transmitting station with a frequency-stable oscillator and amplifier and (2) a receiving station with a filter, lock-in amplifier, frequency-stable oscillator, and remote reporting device (e.g. cell phone system). Maximum distances between the transmitting and receiving stations are approximately 1.61 km (1 mile), although the length of pipeline monitored can be twice this using a single transmitter and one receiver on each side (since the signal travels in both directions). Certain conditions such as poor pipeline coatings or strong induced 60-Hz signals on the pipeline can degrade IACC performance, so localized testing should be performed to determine the suitability for an IACC installation at a given location. The method can be used with pipelines having active CP systems in place without causing interference with operation of the CP system. The most appropriate use of IACC is monitoring of localized high-consequence areas where there is a significant risk of third-party contact (e.g. construction activity). The method also lends itself to temporary, low-cost installation where there is a short-term need for monitoring.

    The OECD Nuclear Energy Agency (NEA) is organizing the cooperation between the major nuclear data evaluation projects in the world. The NEA Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established to promote the exchange of information on nuclear data evaluation, measurement, nuclear model calculation, validation, and related topics, and to provide a framework for cooperative activities between the participating projects. The working party assesses nuclear data improvement needs and addresses these needs by initiating joint activities in the framework of dedicated WPEC subgroups. Studies recently completed comprise a number of works related to nuclear data covariance and associated processing issues, as well as more specific studies related to the resonance parameter representation in the unresolved resonance region, the gamma production from fission-product capture reactions, the U-235 capture cross-section, the EXFOR database, and the improvement of nuclear data for advanced reactor systems. Ongoing activities focus on the evaluation of Pu-239 in the resonance region, scattering angular distribution in the fast energy range, and reporting/usage of experimental data for evaluation in the resolved resonance region. New activities include two new subgroups on improved fission product yield evaluation methodologies and on modern nuclear database structures. Future activities under discussion include a pilot project of a Collaborative International Evaluated Library (CIELO) and methods to provide feedback from nuclear and covariance data adjustment for improvement of nuclear data. In addition to the above mentioned short-term, task-oriented subgroups, the WPEC also hosts a longer-term subgroup charged with reviewing and compiling the most important nuclear data requirements in a high priority request list (HPRL).

    The noisy-storage model allows the implementation of secure two-party protocols under the sole assumption that no large-scale reliable quantum storage is available to the cheating party. No quantum storage is thereby required for the honest parties. Examples of such protocols include bit commitment, oblivious transfer, and secure identification. Here, we provide a guideline for the practical implementation of such protocols. In particular, we analyze security in a practical setting where the honest parties themselves are unable to perform perfect operations and need to deal with practical problems such as errors during transmission and detector inefficiencies. We provide explicit security parameters for two different experimental setups using weak coherent, and parametric down-conversion sources. In addition, we analyze a modification of the protocols based on decoy states.

    In a variant of communication complexity tasks, two or more separated parties cooperate to compute a function of their local data, using a limited amount of communication. It is known that communication of quantum systems and shared entanglement can increase the probability for the parties to arrive at the correct value of the function, compared to classical resources. Here we show that quantum superpositions of the direction of communication between parties can also serve as a resource to improve the probability of success. We present a tripartite task for which such a superposition provides an advantage compared to the case where the parties communicate in a fixed order. In a more general context, our result also provides the first semi-device-independent certification of the absence of a definite order of communication.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    Third-party photovoltaics (PV) ownership is a rapidly growing market trend, where commercial companies own and operate customer-sited PV systems and lease PV equipment or sell PV electricity to the building occupant. Third-party PV companies can reduce or eliminate up-front adoption costs, reduce technology risk and complexity by monitoring system performance, and can repackage the PV value proposition by showing cost savings in the first month of ownership rather than payback times on the order of a decade. We find that the entrance of third-party business models in southern California residential PV markets has enticed a new demographic to adopt PV systems that is more highly correlated to younger, less affluent, and less educated populations than the demographics correlated to purchasing PV systems. By enticing new demographics to adopt PV, we find that third-party PV products are likely increasing total PV demand rather than gaining market share entirely at the expense of existing customer owned PV demand. We also find that mean population demographics are good predictors of third-party and customer owned PV adoption, and mean voting trends on California carbon policy (Proposition 23) are poor predictors of PV adoption.

    The idea of 'date' and 'party' hubs has been influential in the study of protein-protein interaction networks. Date hubs display low co-expression with their partners, whilst party hubs have high co-expression. It was proposed that party hubs are local coordinators whereas date hubs are global connectors. Here we show that the reported importance of date hubs to network connectivity can in fact be attributed to a tiny subset of them. Crucially, these few, extremely central, hubs do not display particularly low expression correlation, undermining the idea of a link between this quantity and hub function. The date/party distinction was originally motivated by an approximately bimodal distribution of hub co-expression; we show that this feature is not always robust to methodological changes. Additionally, topological properties of hubs do not in general correlate with co-expression. Thus, we suggest that a date/party dichotomy is not meaningful and it might be more useful to conceive of roles for protein-protein interactions rather than individual proteins. We find significant correlations between interaction centrality and the functional similarity of the interacting proteins.

    Barcelona en Com\\'u, an emerging grassroots movement-party, won the 2015 Barcelona City Council election. This candidacy was devised by activists involved in the 15M movement in order to turn citizen outrage into political change. On the one hand, the 15M movement is based on a decentralized structure. On the other hand, political science literature postulates that parties historically develop oligarchical leadership structures. This tension motivates us to examine whether Barcelona en Com\\'u preserved a decentralizated structure or adopted a conventional centralized organization. In this article we analyse the Twitter networks of the parties that ran for this election by measuring their hierarchical structure, information efficiency and social resilience. Our results show that in Barcelona en Com\\'u two well-defined groups co-exist: a cluster dominated by the leader and the collective accounts, and another cluster formed by the movement activists.     India is experiencing fast income growth and urbanization, and this leads to unprecedented increases in demand for building energy services and resulting energy consumption. In response to rapid growth in building energy use, the Government of India issued the Energy Conservation Building Code (ECBC) in 2007, which is consistent with and based on the 2001 Energy Conservation Act. ECBC implementation has been voluntary since its enactment and a few states have started to make progress towards mandatory implementation. Rajasthan is the first state in India to adopt ECBC as a mandatory code. The State adopted ECBC with minor additions on March 28, 2011 through a stakeholder process; it became mandatory in Rajasthan on September 28, 2011. Tamil Nadu, Gujarat, and Andhra Pradesh have started to draft an implementation roadmap and build capacity for its implementation. The Bureau of Energy Efficiency (BEE) plans to encourage more states to adopt ECBC in the near future, including Haryana, Uttar Pradesh, Karnataka, Maharashtra, West Bengal, and Delhi. Since its inception, India has applied the code on a voluntary basis, but the Government of India is developing a strategy to mandate compliance. Implementing ECBC requires coordination between the Ministry of Power and the Ministry of Urban Development at the national level as well as interdepartmental coordination at the state level. One challenge is that the Urban Local Bodies (ULBs), the enforcement entities of building by-laws, lack capacity to implement ECBC effectively. For example, ULBs in some states might find the building permitting procedures to be too complex; in other cases, lack of awareness and technical knowledge on ECBC slows down the amendment of local building by-laws as well as ECBC implementation. The intent of this white paper is to share with Indian decision-makers code enforcement approaches: through code officials, third-party inspectors, or a hybrid approach. Given the limited capacity and human resources available in the state and local governments, involving third-party inspectors could rapidly expand the capacity for plan reviews and broad implementation. However, the procedures of involving third-parties need to be carefully designed in order to guarantee a fair process. For example, there should be multiple checks and certification requirements for third-party inspectors, and the government should have the final approval when third-party inspectors are used in a project. This paper discusses different approaches of involving third-parties in ECBC enforcement; the Indian states may choose the approaches that work best in their given circumstances.

Before we can truly make sig-nificant strides in devising collaborative communication systems, there is a need to understand how typical users utilize com-putationally supported communications mechanisms such as email, instant mes-saging, video conferencing, chat rooms, etc., both singularly and in conjunction with traditional means of communication such as face-to-face meetings, telephone calls and postal mail. Attempting to un-derstand an individuals communications profile with access to only a single modal-ity is challenging at best and often futile. Here, we discuss the development of RACE Retrospective Analysis of Com-munications Events a test-bed prototype to investigate issues relating to multi-modal multi-party discourse.

    Techniques and tools for implementing protocols for secure multi-party communication after quantum key distribution ("QKD") are described herein. In example implementations, a trusted authority facilitates secure communication between multiple user devices. The trusted authority distributes different quantum keys by QKD under trust relationships with different users. The trusted authority determines combination keys using the quantum keys and makes the combination keys available for distribution (e.g., for non-secret distribution over a public channel). The combination keys facilitate secure communication between two user devices even in the absence of QKD between the two user devices. With the protocols, benefits of QKD are extended to multi-party communication scenarios. In addition, the protocols can retain benefit of QKD even when a trusted authority is offline or a large group seeks to establish secure communication within the group.

    A reconfigurable, multi-party quantum key distribution scheme is experimentally demonstrated by utilizing a poled fiber-based source of broadband polarization-entangled photon pairs and dense wavelength-division multiplexing (DWDM). The large bandwidth (> 90 nm centered about 1555 nm) and highly spectrally-correlated nature of the entangled source is exploited to allow for the generation of more than 25 frequency-conjugate entangled pairs when aligned to the standard 200-GHz ITU grid. Such a network can serve more than 50 users simultaneously, allowing any one user on the network to establish a QKD link with any other user through wavelength-selective switching. The entangled pairs are delivered over 40 km of actual fiber (equivalent to 120 km of fiber based on channel-loss experienced), and a secure key rate of more than 20 bits/s per bi-party is observed.

    We expand the substantive terrain of QI's reach by illuminating a body of political theory that to date has been elaborated in strictly classical language and formalisms but has complex features that seem to merit generalizations of the problem outside the confines of classicality. The line of research, initiated by Fiorina in the 1980s, seeks to understand the origins and nature of party governance in two-party political systems wherein voters cast partisan ballots in two contests, one that determines partisan control of the executive branch and another that determines party control of a legislature. We describe how research in this area evolved in the last two decades in directions that bring it now to the point where further elaboration and study seem natural in the more general formalistic and philosophical environments embraced in QI research. In the process, we find evidence that a restriction of a classical model that has animated work in the field appears violated in a form that leads one naturally to embrace the superposition principle. We then connect classical distinctions between separable and nonseparable preferences that are common in political science to their quantum and quantum-like counterparts in the QI literature, finding special affinity for a recently-introduced understanding of the distinction that provides a passageway into the boundary between fully quantum and fully classical views of the distinction and thereby provides new leverage on existing work germane to the theory.

    China`s central political authorities have constructed a system which is designed to enable them to exert their personal influence and control over each level of every organization in the country -- both civil and military. The Communist Party of China (CPC) is represented at all levels of each and every organization, including the People`s Liberation Army (PLA). These Party entities are intended to both provide oversight and to ensure that Party policies, directives and orders are obeyed. This penchant for political control, which may have its roots in China`s imperial past, appears to have been reinforced by the early developmental path chosen by the Party`s leadership. Current attempts aimed at maintaining political control of its resources, especially the military, are embodied in the formal system of {open_quotes}Political Work.{close_quotes} In the PLA, this system of political control results in the involvement of political organs in day-to-day military matters to an extent unheard of in the West. Further work is needed in order to understand, more fully, both the system of {open_quotes}Political Work{close_quotes} and its contributions to the overall military (and civil) command and control philosophic of the Communist Party of China.

    The drastic effect of local alliances in three-party competition is investigated in democratic hierarchical bottom-up voting. The results are obtained analytically using a model which extends a sociophysics frame introduced in 1986 \\cite{psy} and 1990 \\cite{lebo} to study two-party systems and the spontaneous formation of democratic dictatorship. It is worth stressing that the 1990 paper was published in the Journal of Statistical Physics, the first paper of its kind in the journal. It was shown how a minority in power can preserve its leadership using bottom-up democratic elections. However such a bias holds only down to some critical value of minimum support. The results were used latter to explain the sudden collapse of European communist parties in the nineties. The extension to three-party competition reveals the mechanisms by which a very small minority party can get a substantial representation at higher levels of the hierarchy when the other two competing parties are big.     In this work we study the sets of two-party correlations generated from a Bell scenario involving two spatially separated systems with respect to various physical models. We show that the sets of classical, quantum, no-signaling and unrestricted correlations can be expressed as projections of affine sections of appropriate convex cones. As a by-product, we identify a spectrahedral outer approximation to the set of quantum correlations which is contained in the first level of the Navascu\\'es, Pironio and Ac\\'in (NPA) hierarchy and also a sufficient condition for the set of quantum correlations to be closed. Furthermore, by our conic formulations, the value of a nonlocal game over the sets of classical, quantum, no-signaling and unrestricted correlations can be cast as a linear conic program. This allows us to show that a semidefinite programming upper bound to the classical value of a nonlocal game introduced by Feige and Lov\\'asz is in fact an upper bound to the quantum value of the game and moreover, it is at least as strong as optimizing over the first level of the NPA hierarchy. Lastly, we show that deciding the existence of a perfect quantum (resp. classical) strategy is equivalent to deciding the feasibility of a linear conic program over the cone of completely positive semidefinite matrices (resp. completely positive matrices). By specializing the results to synchronous nonlocal games, we recover the conic formulations for various quantum and classical graph parameters that were recently derived in the literature.

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    We investigate the entanglement within a system undergoing a random, local process. We find that there is initially a phase of very fast generation and spread of entanglement. At the end of this phase the entanglement is typically maximal. In previous work we proved that the maximal entanglement is reached to a fixed arbitrary accuracy within $O(N^3)$ steps, where $N$ is the total number of qubits. Here we provide a detailed and more pedagogical proof. We demonstrate that one can use the so-called stabilizer gates to simulate this process efficiently on a classical computer. Furthermore, we discuss three ways of identifying the transition from the phase of rapid spread of entanglement to the stationary phase: (i) the time when saturation of the maximal entanglement is achieved, (ii) the cut-off moment, when the entanglement probability distribution is practically stationary, and (iii) the moment block entanglement scales exhibits volume scaling. We furthermore investigate the mixed state and multipartite setting. Numerically we find that classical and quantum correlations appear to behave similarly and that there is a well-behaved phase-space flow of entanglement properties towards an equilibrium, We describe how the emergence of typical entanglement can be used to create a much simpler tripartite entanglement description.     The received wisdom of social science holds that voluntary organizations founded on egalitarian principles, can only survive by undergoing transformation into hierarchical systems. The underlying logic of Weber, Michels and Toennies' descriptions is that social organizations sustain themselves over time by generating increasingly complex systems of rules that become sources of inequality. This article argues that routinization in voluntary groups does not consist of a gradual accumulation of rules that promote internal inequality. Instead, two analytically distinct steps are proposed: (1) construction of a distinctive organizational boundary, which is a necessary condition for (2) the ultimate imposition of a complex organizational hierarchy. The case used to illustrate this argument is drawn from the history of the British Trotskyist movement prior to 1978. The argument itself is framed within a formal model of the sociology of knowledge called grid/group analysis.

    We study the entanglement of families of Unruh modes in the Bell states $|\\Phi^\\pm\\rangle =1/\\sqrt{2}(|00\\rangle\\pm|11\\rangle)$ and $|\\Psi^\\pm\\rangle=1/\\sqrt{2}(|01\\rangle\\pm|10\\rangle)$ shared by two accelerated observers and find fundamental differences in the robustness of entanglement against acceleration for these states. States $\\Psi^\\pm$ are entangled for all finite accelerations, whereas, due to the Unruh effect, states $\\Phi^\\pm$ lose their entanglement for finite accelerations. This is true for Bell states of two bosonic modes, as well as for Bell states of a bosonic and a fermionic mode. Furthermore, there are also differences in the degradation of entanglement for Bell states of fermionic modes. We reveal the origin of these distinct characteristics of entanglement degradation and discuss the role that is played by particle statistics. Our studies suggest that the behavior of entanglement in accelerated frames strongly depends on the occupation patterns of the constituent states, whose superposition constitutes the entangled state, where especially states $\\Phi^\\pm$ and $\\Psi^\\pm$ exhibit distinct characteristics regarding entanglement degradation. Finally, we point out possible implications of hovering over a black hole for these states.

    Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. This article, which is excerpted from a longer report, focuses specifically on just one subset of the non-residential PV market: systems hosted (and perhaps owned) by commercial, tax-paying entities. Tax-exempt entities (e.g., non-profits or municipalities) face unique issues and have different financing options at their disposal; readers interested in PV financing options for tax-exempt entities can find more information in the Bolinger report.

    This report presents an assessment of market, energy impact, and utility of the PetroTex Hydrocarbons, LLC., ReGen process for re-refining used lubricating oil to produce Group I, II, and III base oils, diesel fuel, and asphalt. PetroTex Hydrocarbons, LLC., has performed extensive pilot scale evaluations, computer simulations, and market studies of this process and is presently evaluating construction of a 23 million gallon per year industrial-scale plant. PetroTex has obtained a 30 acre site in the Texas Industries RailPark in Midlothian Texas. The environmental and civil engineering assessments of the site are completed, and the company has been granted a special use permit from the City of Midlothian and air emissions permits for the Texas Commission on Environmental Quality.

What is common practice today on the Internet is that servers have public keys, but clients are largely authenticated via short passwords. Protecting these passwords by not storing them in the clear on institutions's servers has become a priority. This paper develops password-based ciphersuites for the Transport Layer Security (TLS) protocol that are: (1) resistant to server compromise; (2) provably secure; (3) believed to be free from patent and licensing restrictions based on an analysis of relevant patents in the area.

The plan was developed in four steps: (1) the volumes of the applicable waste streams and the physical, dangerous, and radioactive characteristics were established using existing databases and forecasts; (2) required treatment was identified for each waste stream based on land disposal restriction treatment standards and waste characterization data; (3) alternatives for providing the required treatment were evaluated and the preferred options were selected; and (4) an acquisition plan was developed to establish the techuical, schedule, and cost baselines for providing the required treatment capabilities. Using a longitudinal sample of all DNC/RNC-designated blog-citation networks we are able to test the influence of various strategic, institutional, and balance-theoretic mechanisms and exogenous factors such as seasonality and political events on the propensity of blogs to cite one another over time. Capitalizing on the temporal resolution of our data, we utilize an autoregressive network regression framework to carry out inference for a logistic choice process. Using a combination of deviance-based model selection criteria and simulation-based model adequacy tests, we identify the combination of processes that best characterizes the choice behavior of the contending blogs.

We focus on the situation of three political parties, and divide the electorate into four groups: partisan supporters of each party and a group of undecided voters.     Most arms-control-treaty-monitoring scenarios involve a host party that makes a declaration regarding its nuclear material or items and a monitoring party that verifies that declaration. A verification system developed for such a use needs to be trusted by both parties. The first concern, primarily from the host party's point of view, is that any sensitive information that is collected must be protected without interfering in the efficient operation of the facility being monitored. This concern is addressed in what can be termed a 'certification' process. The second concern, of particular interest to the monitoring party, is that it must be possible to confirm the veracity of both the measurement system and the data produced by this measurement system. The monitoring party addresses these issues during an 'authentication' process. Addressing either one of these concerns independently is relatively straightforward. However, it is more difficult to simultaneously satisfy host party certification concerns and monitoring party authentication concerns. Typically, both parties will want the final access to the measurement system. We will describe an alternative approach that allows both parties to gain confidence simultaneously. This approach starts with (1) joint development of the measurement system followed by (2) host certification of several copies of the system and (3) random selection by the inspecting party of one copy to be use during the monitoring visit and one (or more) copy(s) to be returned to the inspecting party's facilities for (4) further hardware authentication; any remaining copies are stored under joint seal for use as spares. Following this process, the parties will jointly (5) perform functional testing on the selected measurement system and then (6) use this system during the monitoring visit. Steps (1) and (2) assure the host party as to the certification of whichever system is eventually used in the monitoring visit. Steps (1), (3), (4), and (5) increase the monitoring party's confidence in the authentication of the measurement system.

    We present and experimentally show a novel protocol for distributing secret information between two and only two parties in a N-party single-qubit Quantum Secret Sharing (QSS) system. We demonstrate this new algorithm with N = 3 active parties over 6km of telecom. ber. Our experimental device is based on the Clavis2 Quantum Key Distribution (QKD) system built by ID Quantique but is generalizable to any implementation. We show that any two out of the N parties can build secret keys based on partial information from each other and with collaboration from the remaining N > 2 parties. This algorithm allows for the creation of two-party secret keys were standard QSS does not and signicantly reduces the number of resources needed to implement QKD on a highly connected network such as the electrical grid.

Starting from a five party scenario, we demonstrate the local implementation of simultaneous control-Hermitian and multiparty control-unitary gates in an arbitrary n-party network. Previously established networks are shown to be special cases of this general construct.
