It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.

    Utilities first began offering consumers a choice of purchasing electricity generated from renewable energy sources in the early 1990s. Since then, the number of U.S. utilities offering green pricing programs has steadily grown. Today, more than 500 utilities in regulated electricity markets--or about 16% of all utilities nationally--offer their customers green power options. Because some of these utilities offer programs in conjunction with cooperative associations or other public power entities, the number of distinct programs is slightly more than 100. Through these programs, more than 33 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs, or make contributions to support the development of renewable energy resources. Typically, customers must pay a premium above standard electricity rates for this service. This report presents year-end 2003 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data provided in this report can be used by utilities as benchmarks by which to gauge the success of their green power programs.

Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

  6. Green energy: The implementation and utilization of renewable energy in the United States

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

  7. Characterization of failure modes in deep UV and deep green LEDs utilizing advanced semiconductor localization techniques.

    We present the results of a two-year early career LDRD that focused on defect localization in deep green and deep ultraviolet (UV) light-emitting diodes (LEDs). We describe the laser-based techniques (TIVA/LIVA) used to localize the defects and interpret data acquired. We also describe a defect screening method based on a quick electrical measurement to determine whether defects should be present in the LEDs. We then describe the stress conditions that caused the devices to fail and how the TIVA/LIVA techniques were used to monitor the defect signals as the devices degraded and failed. We also describe the correlation between the initial defects and final degraded or failed state of the devices. Finally we show characterization results of the devices in the failed conditions and present preliminary theories as to why the devices failed for both the InGaN (green) and AlGaN (UV) LEDs.

  8. Novel Pulping Technology: Directed Green Liquor Utilization (D-GLU) Pulping

    The general objectives of this new project are the same as those described in the original proposal. Conventional kraft pulping technologies will be modified for significant improvements in pulp production, such as strength, bleachability, and yield by using green liquor, a naturally high, kraft mill-derived sulfidity source. Although split white liquor sulfidity and other high sulfidity procedures have the promise of addressing several of the latter important economic needs of pulp mills, they require considerable engineering/capital retrofits, redesigned production methods, and thus add to overall mill expenditures. Green liquor use, however, possesses the required high sulfidity to obtain in general the benefits attributable to higher sulfidity cooking, without the required capital constraints for implementation. Before introduction of green liquor in our industrial operations, a stronger understanding of its fundamental chemical interaction with the lignin and carbohydrates in US hardwood and softwoods must be obtained. In addition, its effect on bleachability, enhancement of pulp properties, and influence on the overall energy and recovery of the mill requires further exploration before the process witnesses widespread mill use in North America. Thus, proof of principle will be accomplished in this work and the consequent effect of green liquor and other high sulfide sources on the pulping and bleaching operations will be explored for US kraft mills. The first year of this project will generate the pertinent information to validate its ability for implementation in US pulping operations, whereas year two will continue this work while proceeding to analyze pulp bleachability and final pulp/paper properties and develop a general economic and feasibility analysis for its eventual implementation in North America.

  9. HIGHLY ENERGY EFFICIENT D-GLU (DIRECTED-GREEN LIQ-UOR UTILIZATION) PULPING

    Purpose: The purpose of the project was to retrofit the front end (pulp house) of a commercial kraft pulping mill to accommodate a mill green liquor (GL) impregna-tion/soak/exposure and accrue downstream physical and chemical benefits while prin-cipally reducing the energy footprint of the mill. A major player in the mill contrib-uting to excessive energy costs is the lime kiln. The project was intended to offload the energy (oil or natural gas) demands of the kiln by by-passing the causticization/slaking site in the recovery area and directly using green liquor as a pulping medium for wood. Scope: The project was run in two distinct, yet mutually compatible, phases: Phase 1 was the pre-commercial or laboratory phase in which NC State University and the Insti-tute of Paper Science and Technology (at the Georgia Institute of Technology) ran the pulping and associated experiments, while Phase 2 was the mill scale trial. The first tri-al was run at the now defunct Evergreen Pulp Mill in Samoa, CA and lead to a partial retrofit of the mill that was not completed because it went bankrupt and the work was no longer the low-hanging fruit on the tree for the new management. The second trial was run at the MeadWestvaco Pulp Mill in Evedale, TX which for all intents and pur-poses was a success. They were able to fully retrofit the mill, ran the trial, studied the pulp properties, and gave us conclusions.

    Green petroleum coke (GPC) is an oil refining byproduct that can be used directly as a solid fuel or as a feedstock for the production of calcined petroleum coke. GPC contains a high amount of volatiles and sulfur. During the calcination process, the GPC is heated to remove the volatiles and sulfur to produce purified calcined coke, which is used in the production of graphite, electrodes, metal carburizers, and other carbon products. Currently, more than 80% of calcined coke is produced in rotary kilns or rotary hearth furnaces. These technologies provide partial heat utilization of the calcined coke to increase efficiency of the calcination process, but they also share some operating disadvantages. However, coke calcination in an electrothermal fluidized bed (EFB) opens up a number of potential benefits for the production enhancement, while reducing the capital and operating costs. The increased usage of heavy crude oil in recent years has resulted in higher sulfur content in green coke produced by oil refinery process, which requires a significant increase in the calcinations temperature and in residence time. The calorific value of the process off-gas is quite substantial and can be effectively utilized as an “opportunity fuel” for combined heat and power (CHP) production to complement the energy demand. Heat recovered from the product cooling can also contribute to the overall economics of the calcination process. Preliminary estimates indicated the decrease in energy consumption by 35-50% as well as a proportional decrease in greenhouse gas emissions. As such, the efficiency improvement of the coke calcinations systems is attracting close attention of the researchers and engineers throughout the world. The developed technology is intended to accomplish the following objectives: - Reduce the energy and carbon intensity of the calcined coke production process. - Increase utilization of opportunity fuels such as industrial waste off-gas from the novel

    Malachite green is a known teratogen and therefore its use is limited to nonfood fish under an Investigational New Animal Drug permit (INAD), number 2573. Although a charcoal adsorption column was developed to remove malachite green from hatchery water, INAD compliance requires that the malachite green residue concentrations in any effluent from hatcheries using the chemical be quantified. Therefore, we developed a method for the analysis of malachite green residues in water. Enrichment of the residues of malachite green in water on a diol column followed by High Performance Liquid Chromatographic (HPLC) analysis gives a minimum sensitivity of less than 10 ppb for the chemical. When combined with post-column oxidation using a lead oxide post-column reactor, the procedure can be used for the simultaneous analysis of malachite green in its leuco form, a decomposition product of the dye, as well as its chromatic form. Recovery of the leuco form is pH dependent and water samples should be adjusted to pH 6 to optimize recovery of this form. Water samples spiked with malachite green were concentrated on a diol column followed by elution with 0.05 M p-toluene sulfonic acid in methanol. The methanol elutes were analyzed by HPLC. Pond water samples spiked with malachite green and leuco malachite green yielded average recoveries of 95.4% for malachite green and 57.3% for leuco malachite green. Tap water samples spiked with the carbinol form of malachite green gave average recoveries of 98.6%. The method is very sensitive and is capable of detecting malachite green residues in water at less than 10 ppb. Fish culturists, who cannot find an effective replacement for malachite green, can utilize the method to ensure that their effluents comply with INAD regulations. 13 refs., 2 figs., 7 tabs.

    This award was split into five tasks, HVAC replacement, lighting retrofitting, daylight harvesting, data center virtualization, and traffic signal retrofitting. The first three tasks were combined into an Energy Performance Contract on seven City facilities. This allowed for the total cost of the project to be offset by guaranteed savings over a 14 year period. The other two projects where done by separate vendors and successfully completed. The combination of these five tasks will result in a significant reduction in our energy consumption city wide, and will also translate to savings for the taxpayer on utility costs. There were also additional financial savings to the taxpayer not related to energy reduction that added value to these projects which will be discussed below.

    In 1990, DOE initiated a nationwide evaluation of its Weatherization Program, with assistance from Oak Ridge National Laboratory and an advisory group of 40 weatherization professionals, program managers, and researchers. The evaluation is comprised of three impact studies covering the Program`s major market segments: Single-family homes, mobile homes, and dwellings in small (2 to 4-unit) multifamily buildings (the Single-Family Study), Single-family homes heated primarily with fuel oil (the Fuel-Oil Study), and Dwellings in buildings with five or more units (the Multifamily Study). The Single-Family Study, the subject of this report, is a critical part of this coordinated evaluation effort. Its focus on single-family dwellings, mobile homes, and dwellings in small multifamily buildings covers 83% of the income-eligible population and 96% of the dwellings weatherized during Program Year 1989. The first phase of the Single-Family Study involved the analysis of a massive data base of information collected from 368 local weatherization agencies and 543 electric and gas utilities. This analysis resulted in energy-saving and cost-effectiveness estimates for the Weatherization Program and the identification of a set of ten high-performing agencies located throughout the country. The second phase, which is the subject of this report, involves a ``process`` evaluation of these ten high performers, aimed at identifying those weatherization practices that explain their documented success.

    Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    This report discusses the activities of organizations that seek to promote integrated resource planning and aggressive, cost-effective demand-side management by utilities. The activities of such groups -- here called energy efficiency advocacy groups (EEAGs) -- are examined in ten detailed am studies. Nine of the cases involve some form of interactive effort between investor-owned electric utilities and non-utility to develop policies, plans, or programs cooperatively. Many but not all of the interactive efforts examined are formal collaboratives. In addition, all ten cases include discussion of other EEAG activities, such as coalition-building, research, participation in statewide energy planning, and intervention in regulatory proceedings.

    Voluntary consumer decisions to purchase electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. Beginning in the early 1990s, a small number of U.S. utilities began offering''green power'' options to their customers. Since then, these products have become more prevalent both from utilities and in states that have introduced competition into their retail electricity markets. Today, nearly 50% of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. Currently, more than 350 investor-owned utilities, rural electric cooperatives, and other publicly owned utilities in 33 states offer green power programs. This report provides an overview of green power marketing activity in the United States. It describes green power product offerings, consumer response, and recent industry trends. The three distinct markets for green power are discussed in turn.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. In addition to the 8760-hour annual load record, the user provides the following information for each unit: plant capacity, annual maintenance requirement, two or three-state unit failure and repair rates, and for three-state models, the partial state capacity deficiency.     Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

    In practice, it is difficult to determine the optimal amount to spend on marketing and administering a green pricing program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

Beginning in the early 1990s, a small number of U.S. utilities began offering ''green power'' options to their customers. Since then, these products have become more prevalent, both from traditional utilities and from marketers operating in states that have introduced competition into their retail electricity markets. Today, more than half of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. Currently, more than 600 utilities, or about 20% of utilities nationally, offer green power programs to customers. These programs allow customers to purchase some portion of their power supply as renewable energy--almost always at a higher price--or to contribute funds for the utility to invest in renewable energy development. The term ''green pricing'' is typically used to refer to these utility programs offered in regulated or noncompetitive electricity markets. This report documents green power marketing activities and trends in the United States.

    The Green Zia Environmental Excellence Program is a voluntary program designed to support and assist New Mexico businesses to achieve environmental excellence through the development of an environmental management system (EMS). Since 2000, organizations within Sandia National Laboratories (SNL) have participated in the program. SNL's Pollution Prevention (P2) program supports and assists SNL organizations by utilizing Green Zia tools to aid in the implementation of each organization's EMS. This report is based on a feedback session held in September 2002 with past SNL Green Zia Program participants. The goal of the feedback session and of this report is to enhance the services that the P2 Program provides to SNL organizations. This report summarizes the feedback received.

Section 3 describes companies that actively market green power in competitive markets and those that market renew able energy certificates nationally or regionally. The last section provides information on a select number of large, nonresidential green power purchasers, including governmental agencies, universities, and businesses.
