This commitment to sustainability and specifically sustainable design of buildings is also incorporated into Presidential Executive Orders (EO), DOE Orders (DOE O), and goals. Sustainable building design is an approach to design, construct, and operate facilities in an efficient and environmentally sound manner that will produce a healthful, resource-efficient and productive working environment that is inherently protective of the environment. The DOE has established the following 5 Guiding Principles for High Performance Sustainable Building (HPSB), and has issued directives that require Y-12 to incorporate the principles and a number of supporting specific practices and techniques into building design, construction and renovation projects: (1) Employ Integrated Design Principles; (2) Optimize Energy Performance; (3) Protect and Conserve Water; (4) Enhance Indoor Environmental Quality; and (5) Reduce Environmental Impact of Materials. The purpose of this document is to present the required sustainable building principles, practices and techniques, summarize the key drivers for incorporating them into Y-12 projects, and present additional recommendations and resources that can be used to support sustainable buildings to enhance the environmental and economic performance of the Y-12 Complex.

The pages that follow document the Guiding Principles conformance effort for the Radiochemical Processing Laboratory (RPL) at PNNL.     A method for automated macromolecular side-chain model building and for aligning the sequence to the map is described. An algorithm is described for automated building of side chains in an electron-density map once a main-chain model is built and for alignment of the protein sequence to the map. The procedure is based on a comparison of electron density at the expected side-chain positions with electron-density templates. The templates are constructed from average amino-acid side-chain densities in 574 refined protein structures. For each contiguous segment of main chain, a matrix with entries corresponding to an estimate of the probability that each of the 20 amino acids is located at each position of the main-chain model is obtained. The probability that this segment corresponds to each possible alignment with the sequence of the protein is estimated using a Bayesian approach and high-confidence matches are kept. Once side-chain identities are determined, the most probable rotamer for each side chain is built into the model. The automated procedure has been implemented in the RESOLVE software. Combined with automated main-chain model building, the procedure produces a preliminary model suitable for refinement and extension by an experienced crystallographer.

    A method for automated macromolecular main-chain model building is described. An algorithm for the automated macromolecular model building of polypeptide backbones is described. The procedure is hierarchical. In the initial stages, many overlapping polypeptide fragments are built. In subsequent stages, the fragments are extended and then connected. Identification of the locations of helical and ?-strand regions is carried out by FFT-based template matching. Fragment libraries of helices and ?-strands from refined protein structures are then positioned at the potential locations of helices and strands and the longest segments that fit the electron-density map are chosen. The helices and strands are then extended using fragment libraries consisting of sequences three amino acids long derived from refined protein structures. The resulting segments of polypeptide chain are then connected by choosing those which overlap at two or more C{sup ?} positions. The fully automated procedure has been implemented in RESOLVE and is capable of model building at resolutions as low as 3.5 Ĺ. The algorithm is useful for building a preliminary main-chain model that can serve as a basis for refinement and side-chain addition.

    Coalescence of two massive black holes is the strongest and most promising source for LISA. In fact, gravitational signal from the end of inspiral and merger will be detectable throughout the Universe. In this article we describe the first step in the two-step hierarchical search for gravitational wave signal from the inspiraling massive BH binaries. It is based on the routinely used in the ground base gravitational wave astronomy method of filtering the data through the bank of templates. However we use a novel Monte-Carlo based (stochastic) method to lay a grid in the parameter space, and we use the likelihood maximized analytically over some parameters, known as F-statistic, as a detection statistic. We build a coarse template bank to detect gravitational wave signals and to make preliminary parameter estimation. The best candidates will be followed up using Metropolis-Hasting stochastic search to refine the parameter estimation. We demonstrate the performance of the method by applying it to the Mock LISA data challenge 1B (training data set).

    The available sustainable building evaluation systems have produced a new environmental design paradigm. However, there is an increasing need to overcome the buildingcentric approach of these systems, in order to further exploit their innovate potential for sustainable building practices. The paper takes this challenge by developing a cross-scale evaluation approach focusing on the reliability of sustainable building design solutions for the context in which the building is situated. An integrated building-urban evaluation model is proposed based on the urban matrix, which is a conceptualisation of the built environment as a social-ecological system. The model aims at evaluating the sustainability of a building considering it as an active entity contributing to the resilience of the urban matrix. Few holistic performance indicators are used for evaluating such contribution, so expressing the building reliability. The discussion on the efficacy of the model shows that it works as a heuristic tool, supporting the acquisition of a better insight into the complexity which characterises the relationships between the building and the built environment sustainability. Shading new lights on the meaning of sustainable buildings, the model can play a positive role in innovating sustainable building design practices, thus complementing current evaluation systems. - Highlights: Black-Right-Pointing-Pointer We model an integrated building-urban evaluation approach. They encourage citizen involvement, and provide the tools that enable them to do so. Capacity building enables communities that would otherwise be excluded to participate in the process, leading to better, and more just decisions. The Department of Energy (DOE) continues to be committed to promoting environmental justice and involving its stakeholders more directly in the planning and decision-making process for environmental cleanup. DOE's Environmental Management Program (EM) is in full support of this commitment. Through its environmental justice project, EM provides communities with the capacity to effectively contribute to a complex technical decision-making process by furnishing access to computers, the Internet, training and technical assistance. DOE's Dr. Samuel P. Massie Chairs of Excellence Program (Massie Chairs) function as technical advisors to many of these community projects. The Massie Chairs consist of nationally and internationally recognized engineers and scientists from nine Historically Black Colleges and Universities (HBCUs) and one Hispanic Serving Institution (HIS).     As part its campus sustainability efforts, Pacific Northwest National Laboratory (PNNL) has invested in eight new and existing buildings to ensure they meet the U.S. Department of Energy’s requirements for high performance sustainable buildings (HPSB) at DOE sites. These investments are expected to benefit PNNL by reducing the total life-cycle cost of facilities, improving energy efficiency and water conservation, and making buildings safer and healthier for the occupants. This study examines the cost-effectiveness of the implementing measures that meet the criteria for HPSBs in 3 different types of buildings on the PNNL campus: offices, scientific laboratories, and data centers. In each of the three case studies examined the investments made to achieve HPSB status demonstrated a high return on the HPSB investments that have taken place in these varied environments. Simple paybacks for total investments in the three case study buildings ranged from just 2 to 5 years; savings-to-investment ratios all exceeded the desirable threshold of 1; and the net present values associated with these investments were all positive.

The template is composed of an array of spaced-apart moveable and individually addressable rods or plungers. Thus, the template can be configured to provide a desired pattern by programming the array of plungers such that certain of the plungers are in an "up" or actuated configuration. This arrangement of "up" and "down" plungers forms a pattern composed of protruding and recessed features which can then be impressed onto a polymer film coated substrate by applying a pressure to the template impressing the programmed configuration into the polymer film. The pattern impressed into the polymer film will be reproduced on the substrate by subsequent processing.

    Template matching is a well-proven approach in the area of articulated object tracking. Matching accuracy and computation time of template matching are essential and yet often conflicting goals. In this paper, we present a novel, adaptive template matching approach based on the silhouette area of the articulated object. With our approach, the ratio between accuracy and speed simply is a modifiable parameter, and, even at high accuracy, it is still faster than a state-of-the-art approach. We approximate the silhouette area by a small set of axis-aligned rectangles. Utilizing the integral image, we can thus compare a silhouette with an input image at an arbitrary position independently of the resolution of the input image. In addition, our rectangle covering yields a very memory efficient representation of templates. Furthermore, we present a new method to build a template hierarchy optimized for our rectangular representation of template silhouettes. With the template hierarchy, the complexity of our matching method for n templates is O(logn) and independent of the input resolution. For example, a set of 3000 templates can be matched in 2.3 ms. Overall, our novel methods are an important contribution to a complete system for tracking articulated objects.

This yields a very memory efficient representation of templates. In addition, utilizing the integral image, we can thus compare a silhouette with an input image at an arbitrary position in constant time. Furthermore, we present a new method to build a template hierarchy optimized for our rectangular representation of template silhouettes. With the template hierarchy, the complexity of our matching method for n templates is O(log n). For example, we can match a hierarchy consisting of 1000 templates in 1.5ms. Overall, our contribution constitutes an important piece in the initialization stage of any tracker of (articulated) objects.     This paper presents a state-level systems model that incorporates traditional behavior change models into a more extensive framework for explaining energy efficiency and renewable energy impacts. The model was developed from a seminal national study of state energy programs covering a broad array of programmatic topic areas. The study examined a wide range of program offerings within 24 states, involving over 25 years of state efforts. While specific priorities and outcomes varied greatly across the states for each of the topic areas, consistent systems-level capacity-building patterns were revealed. This model demonstrates how the U.S. Department of Energy s (DOE s) State Energy Program (SEP) and non-SEP resources, when incorporated into a framework of essential capacity-building components, can lead to energy efficiency and renewable energy achievements. This paper then features two case study illustrations of the model.

    This patent describes a remotely releasable template assembly for precision placement of a template of the type having at least one sleeve member for placing about a well casing stub extending from the sea floor, comprising: mating means mounted with the template for demountably coupling the template to a complementary end of a drill string extending from a support structure located above the well casing stub. The mating means is positioned near the template assembly center of balance when the template assembly is demountably coupled to the drill string; the vertical axis of the drill string being essentially parallel to the longitudinal axis of the sleeve member when the drill string is demountably couple to the template assembly; the end of the drill string includes a gyroscopic orientation means for detecting the deviation of the template from a desired bearing; and the mating means maintains the template semi-ridgidly coupled to the drill string until the template is controllably released from the drill string; whereby the rotation of the drill string about the vertical axis of the drill string rotates the template assembly into the desired orientation.

    Modern supernova (SN) surveys are now uncovering stellar explosions at rates that far surpass what the world's spectroscopic resources can handle. In order to make full use of these SN data sets, it is necessary to use analysis methods that depend only on the survey photometry. This paper presents two methods for utilizing a set of SN light-curve templates to classify SN objects. In the first case, we present an updated version of the Bayesian Adaptive Template Matching program (BATM). To address some shortcomings of that strictly Bayesian approach, we introduce a method for Supernova Ontology with Fuzzy Templates (SOFT), which utilizes fuzzy set theory for the definition and combination of SN light-curve models. For well-sampled light curves with a modest signal-to-noise ratio (S/N >10), the SOFT method can correctly separate thermonuclear (Type Ia) SNe from core collapse SNe with >=98% accuracy. In addition, the SOFT method has the potential to classify SNe into sub-types, providing photometric identification of very rare or peculiar explosions. The accuracy and precision of the SOFT method are verified using Monte Carlo simulations as well as real SN light curves from the Sloan Digital Sky Survey and the SuperNova Legacy Survey. In a subsequent paper, the SOFT method is extended to address the problem of parameter estimation, providing estimates of redshift, distance, and host galaxy extinction without any spectroscopy.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

The conventional dimensionless variable $T=(c^3/Gm)t,$ where $m$ is the total mass of a binary, in the time-domain and a not-so-conventional velocity-like variable $v=(\\pi Gm f)^{1/3}$ in the Fourier-domain, render the phasing of the waves independent of the total mass of the system enabling the construction of {\\it mother templates} that depend only on the mass ratio of a black hole binary. Use of such mother templates in a template bank will bring about a reduction in computational costs up to a factor of 10 and a saving on storage by a factor of 100.

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design (LEED®) Green Building Rating System (LEED 2009). The document employs a two-level approach for high performance building at INL. The first level identifies the requirements of the Guiding Principles for Sustainable New Construction and Major Renovations, and the second level recommends which credits should be met when LEED Gold certification is required.

    Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

    Exergy is the elixir of life. Exergy is that portion of energy available to do work. Elixir is defined as a substance held capable of prolonging life indefinitely, which implies sustainability of life. In terms of mathematics and engineering, exergy sustainability is defined as the continuous compensation of irreversible entropy production in an open system with an impedance and capacity-matched persistent exergy source. Irreversible and nonequilibrium thermodynamic concepts are combined with self-organizing systems theories as well as nonlinear control and stability analyses to explain this definition. In particular, this paper provides a missing link in the analysis of self-organizing systems: a tie between irreversible thermodynamics and Hamiltonian systems. As a result of this work, the concept of ''on the edge of chaos'' is formulated as a set of necessary and sufficient conditions for stability and performance of sustainable systems. This interplay between exergy rate and irreversible entropy production rate can be described as Yin and Yang control: the dialectic synthesis of opposing power flows. In addition, exergy is shown to be a fundamental driver and necessary input for sustainable systems, since exergy input in the form of power is a single point of failure for self-organizing, adaptable systems.

These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

    This paper addresses the general concept of sustainability and relates it to the building owner`s selection of a low-slope roof. It offers a list of performance features of sustainable roofs. Experiences and data relevant to these features for four unique roofs are then presented which include: self-drying systems, low total equivalent warming foam insulation, roof coatings and green roofs. The paper concludes with a list of sustainable roofing features worth considering for a low-slope roof investment. Building owners and community developers are showing more interest in investing in sustainability. The potential exists to design, construct, and maintain roofs that last twice as long and reduce the building space heating and cooling energy loads resulting from the roof by 50% (based on the current predominant design of a 10-year life and a single layer of 1 to 2 in. (2.5 to 5.1 cm) of insulation). The opportunity to provide better low-slope roofs and sell more roof maintenance service is escalating. The general trend of outsourcing services could lead to roofing companies` owning the roofs they install while the traditional building owner owns the rest of the building. Such a situation would have a very desirable potential to internalize the costs of poor roof maintenance practices and high roof waste disposal costs, and to offer a profit for installing roofs that are more sustainable. 14 refs., 12 figs.

    This project will identify and model mechanisms that template the self-assembly of nanostructures. We focus on a class of systems involving a two-phase monolayer of molecules adsorbed on a solid surface. At a suitably elevated temperature, the molecules diffuse on the surface to reduce the combined free energy of mixing, phase boundary, elastic field, and electrostatic field. With no template, the phases may form a pattern of stripes or disks. The feature size is on the order of 1-100 nm, selected to compromise the phase boundary energy and the long-range elastic or electrostatic interaction. Both experimental observations and our theoretical simulations have shown that the pattern resembles a periodic lattice, but has abundant imperfections. To form a perfect periodic pattern, or a designed aperiodic pattern, one must introduce a template to guide the assembly. For example, a coarse-scale pattern, lithographically defined on the substrate, will guide the assembly of the nanoscale pattern. As another example, if the molecules on the substrate surface carry strong electric dipoles, a charged object, placed in the space above the monolayer, will guide the assembly of the molecular dipoles. In particular, the charged object can be a mask with a designed nanoscale topographic pattern. A serial process (e.g., e-beam lithography) is necessary to make the mask, but the pattern transfer to the molecules on the substrate is a parallel process. The technique is potentially a high throughput, low cost process to pattern a monolayer. The monolayer pattern itself may serve as a template to fabricate a functional structure. This project will model fundamental aspects of these processes, including thermodynamics and kinetics of self-assembly, templated self-assembly, and self-assembly on unconventional substrates. It is envisioned that the theory will not only explain the available experimental observations, but also motivate new experiments.

    Template-synthesized mesoporous carbons were successfully used in in vitro investigations of controlled delivery of three model drugs, captopril, furosemide, and ranitidine hydrochloride. Captopril and furosemide exhibited desorption kinetics over 30 40 h, and ranitidine HCl had a complete release time of 5 10 h. As evident from the slow release kinetics, we contend that our mesoporous carbon is an improved drug-delivery medium compared to state-of-the-art porous silica-based substrates. The mesoporous carbons, synthesized from phloroglucinol and lignin, a synthetic and a sustainable precursor, respectively, exhibit BET surface area of 200 400 m2 g-1 and pore volume of 0.2 0.6 cm3 g-1. The phloroglucinol-based carbon has narrower pore widths and higher pore volume than the lignin-derived counterpart and maintains a longer release time. Numerical modeling of the release kinetics data reveals that the diffusivities of all the drugs from lignin-based carbon media are of equivalent magnitude (10-22 to 10-24 m2 s-1). However, a tailored reduction of pore width in the sorbent reduces the diffusivity of smaller drug molecules (captopril) by an order of magnitude. Thus, engineered pore morphology in our synthesized carbon sorbent, along with its potential to tailor the chemistry of its interaction with sorbet, can be exploited for optimal delivery system of a preferred drug within its therapeutic level and below the level of toxicity.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where INL can demonstrate leadership but they could require significant upfront cost, additional studies, and/or development. Appendix A includes a checklist summary of the INL Green Building Strategy that can be used as a tool during the design process when considering which green building features to include. It provides a quick reference for determining which strategies have lower or no increased capital cost, yield lower O&M costs, increase employee productivity, and contribute to LEED certification.

    Methods of fabricating uniform nanotubes are described in which nanotubes were synthesized as sheaths over nanowire templates, such as using a chemical vapor deposition process. For example, single-crystalline zinc oxide (ZnO) nanowires are utilized as templates over which gallium nitride (GaN) is epitaxially grown. The ZnO templates are then removed, such as by thermal reduction and evaporation. The completed single-crystalline GaN nanotubes preferably have inner diameters ranging from 30 nm to 200 nm, and wall thicknesses between 5 and 50 nm. Transmission electron microscopy studies show that the resultant nanotubes are single-crystalline with a wurtzite structure, and are oriented along the <001> direction. The present invention exemplifies single-crystalline nanotubes of materials with a non-layered crystal structure. Similar "epitaxial-casting" approaches could be used to produce arrays and single-crystalline nanotubes of other solid materials and semiconductors. Furthermore, the fabrication of multi-sheath nanotubes are described as well as nanotubes having multiple longitudinal segments.

Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box).     In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state’s interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state’s energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals.     U.S. and China are the world’s top two economics. Together they consumed one-third of the world’s primary energy. It is an unprecedented opportunity and challenge for governments, researchers and industries in both countries to join together to address energy issues and global climate change. Such joint collaboration has huge potential in creating new jobs in energy technologies and services. Buildings in the US and China consumed about 40% and 25% of the primary energy in both countries in 2010 respectively. Worldwide, the building sector is the largest contributor to the greenhouse gas emission.     The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    Two types of organic cyclic aliphatic diamine molecules piperazine (pip) and 1,3-bis(4-piperidyl)propane (bpp) were used, respectively, to react with an inorganic mixture of CuI and KI in the acidic CH{sub 3}OH solutions under the solvothermal conditions, generating finally three new organically templated iodocuprates as 2-D layered [(Hpip)Cu{sub 3}I{sub 4}] 1, 1-D chained [tmpip][Cu{sub 2}I{sub 4}] 2 (tmpip=N,N,N',N'-tetramethylpiperazinium) and dinuclear [H{sub 2}bpp]{sub 2}[Cu{sub 2}I{sub 5}] I.2H{sub 2}O 3. Note that the templating agent tmpip{sup 2+} in compound 2 originated from the in situ N-alkylation reaction between the pip molecule and the methanol solvent. The photoluminescence analysis indicates that the title compounds emit the different lights: yellow for 1, blue for 2 and yellow-green for 3, respectively. - Graphical abstract: The solvothermal self-assemblies of CuI, KI and pip/bpp in acidic CH{sub 3}OH solutions created three iodocuprates 2-D layered [(Hpip)Cu{sub 3}I{sub 4}] 1, 1-D chained [tmpip][Cu{sub 2}I{sub 4}] 2 and dinuclear [H{sub 2}bpp]{sub 2}[Cu{sub 2}I{sub 5}] I.2H{sub 2}O 3.     Methods are described for making nanostructures that are mechanically, chemically and thermally stable at desired elevated temperatures, from nanostructure templates having a stability temperature that is less than the desired elevated temperature. The methods comprise depositing by atomic layer deposition (ALD) structural layers that are stable at the desired elevated temperatures, onto a template employing a graded temperature deposition scheme. At least one structural layer is deposited at an initial temperature that is less than or equal to the stability temperature of the template, and subsequent depositions made at incrementally increased deposition temperatures until the desired elevated temperature stability is achieved. Nanostructure templates include three dimensional (3D) polymeric templates having features on the order of 100 nm fabricated by proximity field nanopatterning (PnP) methods.

    The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2. Energy Efficient Building Technologies (EEBT) Certificate Program (16 hours); and 3. Energy Efficent Buildings (EEB) Seminar (4 hours). Training Program 1 incorporates the following topics in the primary five-day Building Energy/Sustainability Management Certificate program in five training modules, namely: 1) Strategic Planning, 2) Sustainability Audits, 3) Information Analysis, 4) Energy Efficiency, and 5) Communication. Training Program 2 addresses the following technical topics in the two-day Building Technologies workshop: 1) Energy Efficient Building Materials, 2) Green Roofing Systems, 3) Energy Efficient Lighting Systems, 4) Alternative Power Systems for Buildings, 5) Innovative Building Systems, and 6) Application of Building Performance Simulation Software.     Imaging systems can provide measurements that confidently assess characteristics of nuclear weapons and dismantled weapon components, and such assessment will be needed in future verification for arms control. Yet imaging is often viewed as too intrusive, raising concern about the ability to protect sensitive information. In particular, the prospect of using image-based templates for verifying the presence or absence of a warhead, or of the declared configuration of fissile material in storage, may be rejected out-of-hand as being too vulnerable to violation of information barrier (IB) principles. Development of a rigorous approach for generating and comparing reduced-information templates from images, and assessing the security, sensitivity, and robustness of verification using such templates, are needed to address these concerns. We discuss our efforts to develop such a rigorous approach based on a combination of image-feature extraction and encryption-utilizing hash functions to confirm proffered declarations, providing strong classified data security while maintaining high confidence for verification. The proposed work is focused on developing secure, robust, tamper-sensitive and automatic techniques that may enable the comparison of non-sensitive hashed image data outside an IB. It is rooted in research on so-called perceptual hash functions for image comparison, at the interface of signal/image processing, pattern recognition, cryptography, and information theory. Such perceptual or robust image hashing—which, strictly speaking, is not truly cryptographic hashing—has extensive application in content authentication and information retrieval, database search, and security assurance. Applying and extending the principles of perceptual hashing to imaging for arms control, we propose techniques that are sensitive to altering, forging and tampering of the imaged object yet robust and tolerant to content-preserving image distortions and noise. Ensuring that the information contained in the hashed image data (available out-of-IB) cannot be used to extract sensitive information about the imaged object is of primary concern. Thus the techniques are characterized by high unpredictability to guarantee security. We will present an assessment of the performance of our techniques with respect to security, sensitivity and robustness on the basis of a methodical and mathematically precise framework.

    The goals of this project were directed at the identification and characterization of bio-mineralization processes and patterning methods for the development of nano scale materials and structures with novel energy and conductive traits. This project utilized a simple plant virus as a model template to investigate methods to attach and coat metals and other inorganic compounds onto biologically based nanotemplates. Accomplishments include: the development of robust biological nanotemplates with enhanced inorganic coating activities; novel coating strategies that allow for the deposition of a continuous inorganic layer onto a bio-nanotemplate even in the absence of a reducing agent; three-dimensional patterning methods for the assemble of nano-featured high aspect ratio surfaces and the demonstrated use of these surfaces in enhancing battery and energy storage applications. Combined results from this project have significantly advanced our understanding and ability to utilize the unique self-assembly properties of biologically based molecules to produce novel materials at the nanoscale level.

    Wide-field surveys will soon be discovering Type Ia supernovae (SNe) at rates of several thousand per year. Spectroscopic follow-up can only scratch the surface for such enormous samples, so these extensive data sets will only be useful to the extent that they can be characterized by the survey photometry alone. In a companion paper we introduced the Supernova Ontology with Fuzzy Templates (SOFT) method for analyzing SNe using direct comparison to template light curves, and demonstrated its application for photometric SN classification. In this work we extend the SOFT method to derive estimates of redshift and luminosity distance for Type Ia SNe, using light curves from the Sloan Digital Sky Survey (SDSS) and Supernova Legacy Survey (SNLS) as a validation set. Redshifts determined by SOFT using light curves alone are consistent with spectroscopic redshifts, showing an rms scatter in the residuals of rms{sub z} = 0.051. SOFT can also derive simultaneous redshift and distance estimates, yielding results that are consistent with the currently favored {Lambda}CDM cosmological model. When SOFT is given spectroscopic information for SN classification and redshift priors, the rms scatter in Hubble diagram residuals is 0.18 mag for the SDSS data and 0.28 mag for the SNLS objects. Without access to any spectroscopic information, and even without any redshift priors from host galaxy photometry, SOFT can still measure reliable redshifts and distances, with an increase in the Hubble residuals to 0.37 mag for the combined SDSS and SNLS data set. Using Monte Carlo simulations, we predict that SOFT will be able to improve constraints on time-variable dark energy models by a factor of 2-3 with each new generation of large-scale SN surveys.

    Human DNA polymerase (Pol) incorporates correct nucleotides opposite template purines with a much higher efficiency and fidelity than opposite template pyrimidines. In fact, the fidelity opposite template T is so poor that Pol inserts an incorrect dGTP approximately 10 times better than it inserts the correct dATP. We determine here how a template T/U is accommodated in the Pol active site and why a G is incorporated more efficiently than an A. We show that in the absence of incoming dATP or dGTP (binary complex), template T/U exists in both syn and anti conformations, but in the presence of dATP or dGTP (ternary complexes), template T/U is predominantly in the anti conformation. We also show that dATP and dGTP insert differently opposite template T/U, and that the basis of selection of dGTP over dATP is a hydrogen bond between the N2 amino group of dGTP and Gln59 of Pol.

Furthermore, a comprehensive thermodynamic analysis of overall reactions network was carried out to address the major channels of methanol to olefins conversion. - Highlights: • Introduction of Ce into SAPO-34 framework. • Comparison of CeAPSO-34 synthesized using morpholine and TEAOH. • The nature of the template determines the physiochemical properties of CeAPSO-34. • Morpholine enhances catalyst lifetime in MTO process. • Presenting a complete reaction network for MTO process. - Abstract: TEAOH and morpholine were employed in synthesis of nanostructured CeAPSO-34 molecular sieve and used in methanol to olefins conversion. Prepared samples were characterized by XRD, FESEM, EDX, BET, FTIR and NH{sub 3}-TPD techniques. XRD patterns reflected the higher crystallinity of the catalyst synthesized with morpholine. The FESEM results indicated that the nature of the template determines the morphology of nanostructured CeAPSO-34 due to different rate of crystal growth. There was a meaningful difference in the strength of both strong and weak acid sites for CeAPSO-34 catalysts synthesized with TEAOH and morpholine templates. The catalyst synthesized with morpholine showed higher desorption temperature of both weak and strong acid sites evidenced by NH{sub 3}-TPD characterization. The catalyst obtained using morpholine template had the longer lifetime and sustained desired light olefins at higher values. A comprehensive thermodynamic analysis of overall reactions network was carried out to address the major channels of methanol to olefins conversion.
