    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    We investigate the interaction of a charged particle with nonideal 3D electron gases by using the quantum hydrodynamic (QHD) theory. The stopping power for a nonideal electron gas at a finite-temperature has been theoretically analyzed and numerically calculated. In our calculation, the impact of nonideality and temperature on stopping power is stressed and clearly presented. The QHD dielectric function is obtained and compared to random-phase approximation result. It is shown that the QHD theory can properly describe the stopping power for higher particle velocities greater than the Bohr velocity.

    The goal of this investigation was to characterize themanual and automated response of residential customers to high-price"critical" events dispatched under critical peak pricing tariffs testedin the 2003-2004 California Statewide Pricing Pilot. The 15-monthexperimental tariff gave customers a discounted two-price time-of-userate on 430 days in exchange for 27 critical days, during which the peakperiod price (2 p.m. to 7 p.m.) was increased to about three times thenormal time-of-use peak price. We calculated response by five-degreetemperature bins as the difference between peak usage on normal andcritical weekdays. Results indicatedthat manual response to criticalperiods reached -0.23 kW per home (-13 percent) in hot weather(95-104.9oF), -0.03 kW per home (-4 percent) in mild weather (60-94.9oF),and -0.07 kW per home (-9 percent) during cold weather (50-59.9oF).Separately, we analyzed response enhanced by programmable communicatingthermostats in high-use homes with air-conditioning. Between 90oF and94.9oF, the response of this group reached -0.56 kW per home (-25percent) for five-hour critical periods and -0.89 kW/home (-41 percent)for two-hour critical periods.

    GE is developing a moving-bed, high-temperature desulfurization system for the integrated gasification combined-cycle (IGCC) power cycle in which zinc-based regenerable sorbents are currently being used as desulfurization sorbents. Zinc titanate and other zinc-based oxides are being considered as sorbents for use in the Clean Coal Technology Demonstration Program at Tampa Electric Co.`s Polk Power Station. A key to success in the development of high-temperature desulfurization systems is the matching of sorbent properties for the selected process operating conditions, namely, sustainable desulfurization kinetics, high sulfur capacity, and mechanical durability over multiple cycles. Additionally, the sulfur species produced during regeneration of the sorbent must be in a form compatible with sulfur recovery systems, such as sulfuric acid or elemental sulfur processes. The objective of this contract is to identify and test sorbent fabrication methods and chemical compositions that enhance the long-term chemical reactivity and mechanical strength of zinc titanate and other novel sorbents for moving-bed, high-temperature desulfurization of coal-derived gases. A parametric study on the use of calcium sulfate additives to zinc titanate was conducted for zinc titanates having a 2:1 and 1.5:1 zinc-to-titanium molar ratio, and they showed a beneficial effect on crush strength of fresh 2:1 zinc titanate sorbents. In addition, a test procedure was developed to screen sorbent formulations based on resistance to spalling and pellet breakage induced by zinc sulfate formation in the presence of sulfur dioxide and excess oxygen conditions.

    This report examines a recurring question about gasoline markets: why, especially in times of high price volatility, do retail gasoline prices seem to rise quickly but fall back more slowly? Do gasoline prices actually rise faster than they fall, or does this just appear to be the case because people tend to pay more attention to prices when they`re rising? This question is more complex than it might appear to be initially, and it has been addressed by numerous analysts in government, academia and industry. The question is very important, because perceived problems with retail gasoline pricing have been used in arguments for government regulation of prices. The phenomenon of prices at different market levels tending to move differently relative to each other depending on direction is known as price asymmetry. This report summarizes the previous work on gasoline price asymmetry and provides a method for testing for asymmetry in a wide variety of situations. The major finding of this paper is that there is some amount of asymmetry and pattern asymmetry, especially at the retail level, in the Midwestern states that are the focus of the analysis. Nevertheless, both the amount asymmetry and pattern asymmetry are relatively small. In addition, much of the pattern asymmetry detected in this and previous studies could be a statistical artifact caused by the time lags between price changes at different points in the gasoline distribution system. In other words, retail gasoline prices do sometimes rise faster than they fall, but this is largely a lagged market response to an upward shock in the underlying wholesale gasoline or crude oil prices, followed by a return toward the previous baseline. After consistent time lags are factored out, most apparent asymmetry disappears.

Using a finite-width plate streamlined by a cold neutralized electron flow as an example, it is shown that an electrically neutral body can be unstable against the development of spontaneous polarization. The plasma parameters at which such instability takes place, as well as the frequency and growth rate of the fundamental mode of instability, are determined.

    Gasoline markets in 1996 and 1997 provided several spectacular examples of petroleum market dynamics. The first occurred in spring 1996, when tight markets, following a long winter of high demand, resulted in rising crude oil prices just when gasoline prices exhibit their normal spring rise ahead of the summer driving season. Rising crude oil prices again pushed gasoline prices up at the end of 1996, but a warm winter and growing supplies weakened world crude oil markets, pushing down crude oil and gasoline prices during spring 1997. The 1996 and 1997 spring markets provided good examples of how crude oil prices can move gasoline prices both up and down, regardless of the state of the gasoline market in the United States. Both of these spring events were covered in prior Energy Information Administration (EIA) reports. As the summer of 1997 was coming to a close, consumers experienced yet another surge in gasoline prices. Unlike the previous increase in spring 1996, crude oil was not a factor. The late summer 1997 price increase was brought about by the supply/demand fundamentals in the gasoline markets, rather than the crude oil markets. The nature of the summer 1997 gasoline price increase raised questions regarding production and imports. Given very strong demand in July and August, the seemingly limited supply response required examination. In addition, the price increase that occurred on the West Coast during late summer exhibited behavior different than the increase east of the Rocky Mountains. Thus, the Petroleum Administration for Defense District (PADD) 5 region needed additional analysis (Appendix A). This report is a study of this late summer gasoline market and some of the important issues surrounding that event.

Am., 1938, v.28, 215) concludes that the spectral emission of a moving atom exhibits always a redshift which informs not the direction of the atom's motion. The conclusion is also evident from a simple energy relation: atomic spectral radiation is emitted as an orbiting electron consumes a portion of its internal energy on transiting to a lower-energy state which however has in a moving atom an additional energy gain; this results in a redshift in the emission frequency. Based on auxiliary experimental information and a scheme for de Broglie particle formation, we give a vigorous elucidation of the mechanism for deceleration radiation of atomic electron; the corresponding prediction of the redshift is in complete agreement with the Ives and Stilwell's experimental formula.

    The design, fabrication, and installation of the cold flow test facility has been completed. The SMGBF test facility shown in Figure 2 consists of a solids feed hopper, a transparent test vessel, a screw conveyor, a 55-gal drum for solids storage, a dust feeder, a baghouse filter, and the associated instrumentation for flow and pressure control and measurement. The standleg is 11-in ID by 3-ft long, and also transparent to facilitate observation. The crushed acrylic particles of characteristics shown in Table 1 are used as the bed media. The bed particles were selected, by maintaining the particle size while reducing the particle density, to simulate the minimum fluidization velocity expected under high-temperature, high-pressure conditions. By maintaining the particle size, the bed effectively simulates the bed packing and voidage in the moving bed which is directly related to the efficiency of particulate removal and pressure drop characteristics. The test facility performed as designed and no particular difficulties were encountered. The baseline data on pressure profiles across the stationary and the moving granular beds were obtained for gas face velocities up to 6 ft/s, higher than the minimum fluidization velocity of the bed material (5 ft/s), and no visible fluidization was observed at the base of the standleg. This confirms the operational feasibility of the compact SMGBF design.

  17. CIRCULATING MOVING BED COMBUSTION PROOF OF CONCEPT

    Circulating Moving Bed (CMB) combustion technology has its roots in traditional circulating fluidized bed technology and involves a novel method of solid fuel combustion and heat transfer. CMB technology represents a step change in improved performance and cost relative to conventional PC and FBC boilers. The CMB heat exchanger preheats the energy cycle working fluid, steam or air, to the high temperature levels required in systems for advanced power generation. Unique features of the CMB are the reduction of the heat transfer surfaces by about 60% as a result of the enhanced heat transfer rates, flexibility of operation, and about 30% lower cost over existing technology. The CMB Phase I project ran from July 2001 through March 2003. Its objective was to continue development of the CMB technology with a series of proof of concept tests. The tests were conducted at a scale that provided design data for scale up to a demonstration plant. These objectives were met by conducting a series of experiments in ALSTOM Power’s Multi-use Test Facility (MTF). The MTF was modified to operate under CMB conditions of commercial interest. The objective of the tests were to evaluate gas-to-solids heat transfer in the upper furnace, assess agglomeration in the high temperature CMB bubbling bed, and evaluate solids-to-tube heat transfer in the moving bed heat exchanger. The Phase I program results showed that there are still some significant technical uncertainties that needed to be resolved before the technology can be confidently scaled up for a successful demonstration plant design. Work remained in three primary areas: • scale up of gas to solid heat transfer • high temperature finned surface design • the overall requirements of mechanical and process design. The CMB Phase II workscope built upon the results of Phase I and specifically addressed the remaining technical uncertainties. It included a scaled MTF heat transfer test to provide the necessary data to scale up gas-to-solids heat transfer. A stress test rig was built and tested to provide validation data for a stress model needed to support high temperature finned surface design. Additional cold flow model tests and MTF tests were conducted to address mechanical and process design issues. This information was then used to design and cost a commercial CMB design concept. Finally, the MBHE was reconfigured into a slice arrangement and tested for an extended duration at a commercial CFB plant.

    In 2010, the NEA in conjunction with the International Energy Agency produced an analysis of the Projected Costs of Electricity for almost 200 power plants, covering nuclear, fossil fuel and renewable electricity generation. That analysis used lifetime costs to consider the merits of each technology. However, the lifetime cost analysis is less applicable in liberalised markets and does not look specifically at the viewpoint of the private investor. A follow-up NEA assessment of the competitiveness of nuclear energy against coal- and gas-fired generation under carbon pricing has considered just this question. The economic competition in electricity markets is today between nuclear energy and gas-fired power generation, with coal-fired power generation not being competitive as soon as even modest carbon pricing is introduced. Whether nuclear energy or natural gas comes out ahead in their competition depends on a number of assumptions, which, while all entirely reasonable, yield very different outcomes. The analysis in this study has been developed on the basis of daily data from European power markets over the last five-year period. Three different methodologies, a Profit Analysis looking at historic returns over the past five years, an Investment Analysis projecting the conditions of the past five years over the lifetime of plants and a Carbon Tax Analysis (differentiating the Investment Analysis for different carbon prices) look at the issue of competitiveness from different angles. They show that the competitiveness of nuclear energy depends on a number of variables which in different configurations determine whether electricity produced from nuclear power or from CCGTs generates higher profits for its investors. These are overnight costs, financing costs, gas prices, carbon prices, profit margins (or mark-ups), the amount of coal with carbon capture and electricity prices. This paper will present the outcomes of the analysis in the context of a liberalised electricity market, looking at the impact of the seven key variables and provide conclusions on the portfolio that a utility would be advised to maintain, given the need to limit risks but also to move to low carbon power generation. Such portfolio diversification would not only limit financial investor risk, but also a number of non-financial risks (climate change, security of supply, accidents). (authors)

Any unstable system may be regarded as a clock. The time evolution (e.g., the decay) of a uniformly moving physical system is considered using the relativistic quantum theory. The example of a moving system is given whose evolution turns out to be speeded-up instead of being dilated. A discussion of this paradoxical result is presented.

    Congestion begins when an excess of vehicles on a segment of roadway at a given time, resulting in speeds that are significantly slower than normal or 'free flow' speeds. Congestion often means stop-and-go traffic. The transition occurs when vehicle density (the number of vehicles per mile in a lane) exceeds a critical level. Once traffic enters a state of congestion, recovery or time to return to a free-flow state is lengthy; and during the recovery process, delay continues to accumulate. The breakdown in speed and flow greatly impedes the efficient operation of the freeway system, resulting in economic, mobility, environmental and safety problems. Freeways are designed to function as access-controlled highways characterized by uninterrupted traffic flow so references to freeway performance relate primarily to the quality of traffic flow or traffic conditions as experienced by users of the freeway. The maximum flow or capacity of a freeway segment is reached while traffic is moving freely. As a result, freeways are most productive when they carry capacity flows at 60 mph, whereas lower speeds impose freeway delay, resulting in bottlenecks. Bottlenecks may be caused by physical disruptions, such as a reduced number of lanes, a change in grade, or an on-ramp with a short merge lane. This type of bottleneck occurs on a predictable or 'recurrent' basis at the same time of day and same day of week. Recurrent congestion totals 45% of congestion and is primarily from bottlenecks (40%) as well as inadequate signal timing (5%). Nonrecurring bottlenecks result from crashes, work zone disruptions, adverse weather conditions, and special events that create surges in demand and that account for over 55% of experienced congestion. Figure 1.1 shows that nonrecurring congestion is composed of traffic incidents (25%), severe weather (15%), work zones, (10%), and special events (5%). Between 1995 and 2005, the average percentage change in increased peak traveler delay, based on hours spent in traffic in a year, grew by 22% as the national average of hours spent in delay grew from 36 hours to 44 hours. Peak delay per traveler grew one-third in medium-size urban areas over the 10 year period. The traffic engineering community has developed an arsenal of integrated tools to mitigate the impacts of congestion on freeway throughput and performance, including pricing of capacity to manage demand for travel. Congestion pricing is a strategy which dynamically matches demand with available capacity. A congestion price is a user fee equal to the added cost imposed on other travelers as a result of the last traveler's entry into the highway network. The concept is based on the idea that motorists should pay for the additional congestion they create when entering a congested road. The concept calls for fees to vary according to the level of congestion with the price mechanism applied to make travelers more fully aware of the congestion externality they impose on other travelers and the system itself. The operational rationales for the institution of pricing strategies are to improve the efficiency of operations in a corridor and/or to better manage congestion. To this end, the objectives of this project were to: (1) Better understand and quantify the impacts of congestion pricing strategies on traffic operations through the study of actual projects, and (2) Better understand and quantify the impacts of congestion pricing strategies on traffic operations through the use of modeling and other analytical methods. Specifically, the project was to identify credible analytical procedures that FHWA can use to quantify the impacts of various congestion pricing strategies on traffic flow (throughput) and congestion.

    Advanced, coal-based, power plants, such as IGCC and Advanced-PFBC, are currently nearing commercial demonstration. These power plant technologies require hot gas filtration as part of their gas cleaning trains. Ceramic barrier filters are the major filter candidates being developed for these hot gas cleaning applications. While ceramic barrier filters achieve high levels of particle removal, concerns exist for their reliability and operability in these applications. An alternative hot gas filtration technology is the moving granular bed filter. An advanced, moving granular bed filter has been conceived, and early development activities performed by the Westinghouse Electric Corporation, Science and Technology Center. This document reports on the Base Contract tasks performed to resolve the barrier technical issues for this technology. The concept, the Standleg Moving Granular Bed Filter (SMGBF) has a concurrent downward, gas and bed media flow configuration that results in simplified features and improved scaleup feasibility compared to alternative designs. Two modes of bed media operation were assessed in the program: once-through using pelletized power plant waste as bed media, and recycle of bed media via standleg and pneumatic transport techniques. Cold Model testing; high-temperature, high-pressure testing; and pelletization testing using advanced power plant wastes, have been conducted in the program. A commercial, economic assessment of the SMGBF technology was performed for IGCC and Advanced-PFBC applications. The evaluation shows that the barrier technical issues can be resolved, and that the technology is potentially competitive with ceramic barrier filters.

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

    The present paper describes the experimental implementation of a measuring technique employing a slowly moving, near resonant, optical standing wave in the context of trapped ions. It is used to measure several figures of merit that are important for quantum computation in ion traps and which are otherwise not easily obtainable. Our technique is shown to offer high precision, and also in many cases using a much simpler setup than what is normally used. We demonstrate here measurements of i) the distance between two crystalline ions, ii) the Lamb-Dicke parameter, iii) temperature of the ion crystal, and iv) the interferometric stability of a Raman setup. The exact distance between two ions, in units of standing wave periods, is very important for motional entangling gates, and our method offers a practical way of calibrating this distance in the typical lab situation.

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

    Because of the importance of second harmonic generation in some nonlinear media, in this paper, we investigated induced second harmonic generation in diamond where there is no intrinsic second order susceptibility, X(2). The electric field is proposed to introduce moving susceptibility of the second order and induce second harmonic generation. Then, spatiotemporal (QPM) is applied to optimize the induced second harmonic generation. Numerical results reveals that in this way, the induced second harmonic is found at the frequency of omega (2) = 2 omega(0) + or - Delta omega rather than omega (0).

    Three-dimensional excitable systems can selforganize vortex patterns that rotate around one-dimensional phase singularities called filaments. In experiments with the Belousov-Zhabotinsky reaction and numerical simulations, we pin these scroll waves to moving heterogeneities and demonstrate the controlled repositioning of their rotation centers. If the pinning site extends only along a portion of the filament, the phase singularity is stretched out along the trajectory of the heterogeneity which effectively writes the singularity into the system. Its trailing end point follows the heterogeneity with a lower velocity. This velocity, its dependence on the placement of the anchor, and the shape of the filament are explained by a curvature flow model.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

The price and expenditure estimates developed in the State Energy Price and Expenditure Data System (SEPEDS) are provided by energy source and economic sector and are published for the years 1970 through 1994. Consumption estimates used to calculate expenditures and the documentation for those estimates are taken from the State Energy Data Report 1994, Consumption Estimates (SEDR), published in October 1996. Expenditures are calculated by multiplying the price estimates by the consumption estimates, which are adjusted to remove process fuel; intermediate petroleum products; and other consumption that has no direct fuel costs, i.e., hydroelectric, geothermal, wind, solar, and photovoltaic energy sources. Documentation is included describing the development of price estimates, data sources, and calculation methods. 316 tabs.

    This study analyses the un-priced environmental harm caused by generating electricity from fossil fuels in the ECAR control region south of the Great Lakes in 2004 and again in 2015 when the recent Clean Air Interstate Rule will have its full effect. Using existing damage values, we estimate wholesale electricity under-pricing for coal-fired plants at about $40 per MWh in 2004, almost as much again as the $45/MWh actual price. Averaging across all fuels, the price of electricity was more than $30/MWh too low. The under-pricing will still be $18/MWh for coal plants and $15 for all generation sources in 2015, a decade after CAIR was adopted. Recognizing this environmental price now could reduce pollution levels, increase energy conservation and lead to wiser choices of new generation technology.

    The disruption of stellar systems, such as open clusters or stellar complexes, stands out as one of the most reasonable physical processes accounting for the young moving groups observed in the solar neighbourhood. In the present study we analyse some of the mechanisms that are important in the kinematic evolution of a group of unbound stars, such as the focusing phenomenon and its ability to recover the observed moving group's velocity dispersions, and the efficiency of disc heating and galactic differential rotation in disrupting unbound stellar systems. Our main tools used to perform this analysis are both the epicycle theory and the integration of the equations of motion using a realistic gravitational potential of the Galaxy. The study of the trajectories followed by stars in each of the Pleiades moving group substructures found by Asiain et al. (1999) allows us to determine their stellar spatial and velocity distribution evolution. The kinematic properties of these substructures are compared to those of a simulated stellar complex which has evolved under the influence of the galactic gravitational potential and the disc heating. We conclude that a constant diffusion coefficient compatible with the observational heating law is able to explain the velocity and spatial dispersions of the Pleiades moving group substructures that are younger than $\\sim 1.5 \\cdot 10^8$ yr.

    The hypothesis of this paper is that crude oil, like any other unfinished commodity, is valued for the products derived from it; the purpose is to offer an empirical explanation for changes in the crude price charged by the members of OPEC. The model results show that the market-clearing prices reported to prevail for petroleum products on the principal petroleum spot market at Rotterdam are the primary determinants of changes in official crude prices. A systematic relationship between offical and spot prices is argued to have prevailed since 1974. An appendix clarifies five types of data required for the model. 13 references, 4 tables.

    The purpose of this dissertation is to study the international transmission of oil-price effects and the derivation of optimal oil prices not as two separate problems but rather as one problem by recognizing that changes in oil prices affect real income of oil importers and thus feed back to the demand for oil faced by OPEC. To study the international transmission of oil price changes, the author develops a three-region world model where real income, prices, and international trade are endogenously determined. With this model he derives the comparative statics of oil price changes. He also analyzes the feedback effect of oil price changes, allowing for counterinflationary policies in oil-importing countries. A modified version of the theoretical model is econometrically estimated with data for 1960-1979. The quantitative dimension of oil price changes using dynamic multipliers is studied. Also studied are the impacts of restrictive fiscal policy in DC's, greater absorption by OPEC, and increased financial transfers to LDC's on real income, in the international oil market, on inflation, and on international trade of manufacturers and raw materials. It was found that not recognizing the feedback effects of oil price increases introduces a significant upward bias in the total price elasticity and in the optimal oil price path, neither of which is consistent with OPEC's best interest.

    The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

    The main purpose of developing high temperature gas cleaning technologies are to clean the gas under high temperature in order to be cost effective and to improve energy efficiency. Moving granular bed filters are technically and economically applicable for high temperature cleaning system because of low cost, possible to keep operation at a constant pressure drop, simple structure, easy in operation and maintenance, no high risk internals, and more tolerant to process thermal flow. Energy and Resource Laboratories, Taiwan Industrial Technology Research Institute (ERL/ITRI) has been developing a moving granular bed filter (MGBF) for BIGCC(Biomass Integrated Gasification Combined Cycle) high temperature gas cleanup. The filter granules move downwards directed by louver-like guide plates and the hot gases penetrate the MGBF horizontally. Filtration mechanisms include collection of the dust cake over the bed media surface and deep bed filtration. Stagnant zones of filter granules combining with the dusts always exist along the louver walls. Such stagnant zones often corrode the louver-like guide plates, increase the system pressure drop and decrease the total reaction efficiency that may endanger MGBF operation. Series louver and inert structure research that modify the granular flow pattern have been designed to eliminate the formation of these stagnant zones. By connecting to an auxiliary dust/bed media separation system, MGBF can be operated continuously at a stable pressure drop with a stable high efficiency. There are several MGBF R&D activities in progress: (1) a 3-dimensional cold flow system for testing the MGBF filtration efficiency; (2) a high temperature gas cleanup experimental system that has been designed and installed; (3) a 2-dimensional flow pattern experimental system for approving design concepts.
