    The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

The amplifier consists of three separate radio frequency power combiner cabinets and one monitor and control cabinet. The transmitter employs rugged field effect transistors built into one kilowatt drawers that are individually hot swappable at maximum continuous power output. The total combined power of the transmitter system is 33 kW at 200 MHz, output through a standard coaxial transmission line. A low level radio frequency system is employed to digitally synthesize the 200 MHz signal and precisely control amplitude and phase.

    Fracture stimulation is commonly used for coal degasification at the Black Warrior basin in Alabama. To understand coalbed fracturing better, Well AM-1 in the Oak Grove field was completed openhole in the section bracketing the Black Creek coals. Special diagnostics used on this project included various injection tests, static-line pressure measurements, and a downhole television camera. The television camera observed fractures during injection tests and after the propped fracture treatment. The authors believe these are the first successful downhole television pictures of propped fractures in coalbeds. Results are compared with predictions of hydraulic fracture simulators. This is a way of calibrating hydraulic fracture models for improved design/optimization.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended, establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. DOE is currently considering amending standards for seven types of products: water heaters, direct heating equipment, mobile home furnaces, pool heaters, room air conditioners, kitchen ranges and ovens (including microwave ovens), and fluorescent light ballasts and is considering establishing standards for television sets. This Technical Support Document presents the methodology, data, and results from the analysis of the energy and economic impacts of the proposed standards. This document shows HTVL measurements are fundamen- tally insufficient as a metric to determine camera resolution, and propose a quantitative, standards based methodology by measuring the camera system modulation transfer function (MTF), the most common and accepted metric of res- olution in the optical science community. Because HTVL calculations are easily misinterpreted or poorly defined, we present several scenarios in which HTVL is frequently reported, and discuss their problems.     A device is provided for improving the vertical resolution in a television-based, two-dimensional readout for radiation detection systems such as are used to determine the location of light or nuclear radiation impinging a target area viewed by a television camera, where it is desired to store the data indicative of the centroid location of such images. In the example embodiment, impinging nuclear radiation detected in the form of a scintillation occurring in a crystal is stored as a charge image on a television camera tube target. The target is scanned in a raster and the image position is stored according to a corresponding vertical scan number and horizontal position number along the scan. To determine the centroid location of an image that may overlap a number of horizontal scan lines along the vertical axis of the raster, digital logic circuits are provided with at least four series-connected shift registers, each having 512 bit positions according to a selected 512 horizontal increment of resolutions along a scan line. The registers are shifted by clock pulses at a rate of 512 pulses per scan line. When an image or portion thereof is detected along a scan, its horizontal center location is determined and the present front bit is set in the first shift register and shifted through the registers one at a time for each horizontal scan. Each register is compared bit-by-bit with the preceding register to detect coincident set bit positions until the last scan line detecting a portion of the image is determined. Depending on the number of shift registers through which the first detection of the image is shifted, circuitry is provided to store the vertical center position of the event according to the number of shift registers through which the first detection of the event is shifted. Interpolation circuitry is provided to determine if the event centroid is between adjacent scan lines and stored in a vertical address accordingly. The horizontal location of the event is stored in a separate address memory.

    Along with the rapid increase in both production and use of TV sets in China, there is an increasing awareness of the environmental impacts related to the accelerating mass production, electricity use, and waste management of these sets. This paper aims to describe the application of life cycle assessment (LCA) to investigate the environmental performance of Chinese TV sets. An assessment of the TV set device (focusing on the Cathode Ray Tube (CRT) monitor) was carried out using a detailed modular LCA based on the international standards of the ISO 14040 series. The LCA was constructed using SimaPro software version 7.2 and expressed with the Eco-indicator' 99 life cycle impact assessment method. For a sensitivity analysis of the overall LCA results, the CML method was used in order to estimate the influence of the choice of the assessment method on the results. Life cycle inventory information was compiled by Ecoinvent 2.2 databases, combined with literature and field investigations on the current Chinese situation. The established LCA study shows that the use stage of such devices has the highest environmental impact, followed by the manufacturing stage. In the manufacturing stage, the CRT and the Printed Circuit Board (PCB) are those components contributing the most environmental impacts. During the use phase, the environmental impacts are due entirely to the methods of electricity generation used to run them, since no other aspects were taken into account for this phase. The final processing step-the end-of-life stage-can lead to a clear environmental benefit when the TV sets are processed through the formal dismantling enterprises in China.

    Recent initiatives at UCLA concerning ultra-short, GeV electron beam generation have been aimed at achieving sub-fs pulses capable of driving X-ray free-electron lasers (FELs) in single-spike mode. This use of very low Q beams may allow existing FEL injectors to produce few-100 attosecond pulses, with very high brightness. Towards this end, recent experiments at the LCLS have produced {approx}2 fs, 20 pC electron pulses. We discuss here extensions of this work, in which we seek to exploit the beam brightness in FELs, in tandem with new developments in cryogenic undulator technology, to create compact accelerator-undulator systems that can lase below 0.15 {angstrom}, or be used to permit 1.5 {angstrom} operation at 4.5 GeV. In addition, we are now developing experiments which use the present LCLS fs pulses to excite plasma wakefields exceeding 1 TV/m, permitting a table-top TeV accelerator for frontier high energy physics applications.

    This invited paper focuses on high speed electronic/electro-optic camera development by the Applied Physics Experiments and Imaging Measurements Group (P-15) of Los Alamos National Laboratory`s Physics Division over the last two decades. The evolution of TV and image intensifier sensors and fast readout fast shuttered cameras are discussed. Their use in nuclear, military, and medical imaging applications are presented. Several salient characteristics and anomalies associated with single-pulse and high repetition rate performance of the cameras/sensors are included from earlier studies to emphasize their effects on radiometric accuracy of electronic framing cameras. The Group`s test and evaluation capabilities for characterization of imaging type electro-optic sensors and sensor components including Focal Plane Arrays, gated Image Intensifiers, microchannel plates, and phosphors are discussed. Two new unique facilities, the High Speed Solid State Imager Test Station (HSTS) and the Electron Gun Vacuum Test Chamber (EGTC) arc described.     The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public.As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States.     Using Hampshire County Council (HCC) as a case study, this paper evaluates and discusses the estimated impacts of the so-called digital switchover (DSO) (scheduled for 2012 in Hampshire) on Household Waste Recycling Centres (HWRCs) in England and the UK. Two public surveys of Hampshire residents were used to collect data on their preparedness for and awareness of the switchover and its implications. The survey also sought to establish the quantities of televisions (TVs) and TV related devices that are ready for the DSO. The quantities of TV and related devices that are likely to be disposed via HCC's collection network have been established and compared to the County's current handling capacities for waste electronic and electrical equipment (WEEE). Best and worst case potential net disposal scenarios have been established and the latter compared to Government projections. In addition, the potential environmental, logistical, financial and legal impacts of the WEEE arising as a consequence of the switchover have been identified and discussed. The results indicate that the majority of TVs both in Hampshire and the UK are digital ready and that awareness of the switchover is high. In contrast, most recording devices in Hampshire are not ready for the DSO. Awareness of the timeframe of the event remains modest however and about half of Hampshire households were not aware that TV recording devices will be affected by the switchover. A significant proportion of waste TVs and related equipment would be taken to HWRCs in contrast to smaller items such as remote controls that would more likely be disposed with normal household waste. Projected figures for the DSO year show that if Hampshire maintained its current collection capacity for WEEE it would experience a handling shortfall of around {approx}100 K for TVs and recording devices, respectively. The most important finding of the study is that the UK Government may have substantially underestimated the quantities of TV and related devices that will be disposed during the switchover. The potential impacts for local and national WEEE management have been discussed. The paper concludes by making recommendations to address identified issues.

    This is Volume 3 in a series of documents on energy efficiency of consumer products. This volume discusses energy efficiency of water heaters. Water heaters are defined by NAECA as products that utilize oil, gas, or electricity to heat potable water for use outside the heater upon demand. These are major appliances, which use a large portion (18% on average) of total energy consumed per household (1). They differ from most other appliances in that they are usually installed in obscure locations as part of the plumbing and are ignored until they fail. Residential water heaters are capable of heating water up to 180{degrees}F, although the setpoints are usually set lower.

    The minimum energy efficiency standards program for household appliances in China was initiated in 1989. Since 1996, CLASP and its implementing partner, LBNL, have assisted China in developing 11 minimum energy performance standards (MEPS) for 9 products and endorsement labels for 11 products including: refrigerators; air conditioners; clothes washers; televisions; printers; computers; monitors; fax machines; copiers; DVD/VCD players; external power supplies; and set-top boxes (under development). Before 2003, China's traditional approach to standards development involved small increases in efficiency requirements for implementation within 6 months of a standard's approval. Since 2003, China has adopted a new approach in setting MEPS. This new approach involves the development of two tiers of standards--one for initial implementation and a second tier at a more aggressive level of energy efficiency for implementation three to five years later. The second-tier standard is also referred to as a 'reach standard'. Reach standards have now been developed in China for: color TVs; refrigerators; air conditioners; and external power supplies. This report is presented in five sections. After the introduction in Section 1, Section 2 analyzes the distribution of the efficiency of refrigerators and air-conditioners in China based on data collected by the China Energy Label Center for the mandatory energy information label program. The results provide an assessment of the adoption of reach standards for these two products. Section 3 summarizes on-going collaborations with Shanghai related to early local adoption of reach standards, and presents both the impact and an analysis of barriers to the local adoption of reach standard for air-conditioners. Section 4 offers suggestions for local governments on how to move forward in adopting reach standards in their localities and concludes with a summary of the results and a plan for developing local capacity in order to achieve success in adopting reach standards.

    An apparatus and method for monitoring an ultraviolet laser beam includes disposing in the path of an ultraviolet laser beam a substantially transparent crystal that will produce a color pattern in response to ultraviolet radiation. The crystal is exposed to the ultraviolet laser beam and a color pattern is produced within the crystal corresponding to the laser beam intensity distribution therein. The crystal is then exposed to visible light, and the color pattern is observed by means of the visible light to determine the characteristics of the laser beam that passed through crystal. In this manner, a perpendicular cross sectional intensity profile and a longitudinal intensity profile of the ultraviolet laser beam may be determined. The observation of the color pattern may be made with forward or back scattered light and may be made with the naked eye or with optical systems such as microscopes and television cameras.

Black-Right-Pointing-Pointer Ecodesign is still not practiced for EEE, with repercussions in end of life stage. - Abstract: This paper describes a direct analysis study carried out in a recycling unit for waste electrical and electronic equipment (WEEE) in Portugal to characterize the plastic constituents of WEEE. Approximately 3400 items, including cooling appliances, small WEEE, printers, copying equipment, central processing units, cathode ray tube (CRT) monitors and CRT televisions were characterized, with the analysis finding around 6000 kg of plastics with several polymer types. The most common polymers are polystyrene, acrylonitrile-butadiene-styrene, polycarbonate blends, high-impact polystyrene and polypropylene. Additives to darken color are common contaminants in these plastics when used in CRT televisions and small WEEE. These additives can make plastic identification difficult, along with missing polymer identification and flame retardant identification marks. These drawbacks contribute to the inefficiency of manual dismantling of WEEE, which is the typical recycling process in Portugal. The information found here can be used to set a baseline for the plastics recycling industry and provide information for ecodesign in electrical and electronic equipment production.

    We present results on the determination of the observable ratio R = BR(H{sup +} {yields} {tau}{sup +}{nu}{sup -})/BR(H{sup +} {yields} t{bar b}) of charged Higgs boson decay rates as a discriminant quantity between Supersymmetric and non-Supersymmetric models. Simulation of measurements of this quantity through the analysis of the charged Higgs production process gb {yields} tbH{sup +} and relative backgrounds in the two above decay channels has been performed in the context of ATLAS. A {approx} 12-14% accuracy on R can be achieved for tan {beta} = 50, m{sub H{sup {+-}}} = 300-500 GeV and after an integrated luminosity of 300 fb{sup -1}. With this precision measurement, the Large Hadron Collider (LHC) can easily discriminate between models for the two above scenarios, so long as tan {beta} > 20.

    The quantum color coding scheme proposed by Korff and Kempe [e-print quant-ph/0405086] is easily extended so that the color coding quantum system is allowed to be entangled with an extra auxiliary quantum system. It is shown that in the extended scheme we need only {approx}2{radical}(N) quantum colors to order N objects in large N limit, whereas {approx}N/e quantum colors are required in the original nonextended version. The maximum success probability has asymptotics expressed by the Tracy-Widom distribution of the largest eigenvalue of a random Gaussian unitary ensemble (GUE) matrix.

    The topological color code and the toric code are two leading candidates for realizing fault-tolerant quantum computation. Here we show that the color code on a $d$-dimensional closed manifold is equivalent to multiple decoupled copies of the $d$-dimensional toric code up to local unitary transformations and adding or removing ancilla qubits. Our result not only generalizes the proven equivalence for $d=2$, but also provides an explicit recipe of how to decouple independent components of the color code, highlighting the importance of colorability in the construction of the code. Moreover, for the $d$-dimensional color code with $d+1$ boundaries of $d+1$ distinct colors, we find that the code is equivalent to multiple copies of the $d$-dimensional toric code which are attached along a $(d-1)$-dimensional boundary. In particular, for $d=2$, we show that the (triangular) color code with boundaries is equivalent to the (folded) toric code with boundaries. We also find that the $d$-dimensional toric code admits logical non-Pauli gates from the $d$-th level of the Clifford hierarchy, and thus saturates the bound by Bravyi and K\\"{o}nig. In particular, we show that the $d$-qubit control-$Z$ logical gate can be fault-tolerantly implemented on the stack of $d$ copies of the toric code by a local unitary transformation.

    Superfluidity or superconductivity with mismatched Fermi momenta appears in many systems such as charge neutral dense quark matter, asymmetric nuclear matter, and in imbalanced cold atomic gases. The mismatch plays the role of breaking the Cooper pairing, and the pair-breaking state cannot be properly described in the framework of standard BCS theory. I give a brief review on recent theoretical development in understanding unconventional color superconductivity, including gapless color superconductor, the chromomagnetic instabilities and the Higgs instability in the gapless phase. I also introduce a possible new framework for describing unconventional color superconductor.

    The capacitance of the edge plane of pyrolytic graphite electrodes, in acetonitrile solutions, is measured by recording the current response to an applied triangular voltage sweep; TVS, and then fitting the current response with an appropriate function, (via a set of adjustable parameters). The pretreatment of the electrodes, the supporting electrolyte concentration used, and the frequency of the input TVS, were all found to affect the measured capacitance. In these experiments, a background current was also seen and the shape of the current output for the TVS; the charging/discharging curve, is shown to correlate with the magnitude of this background current. In addition, the size of the background current was found to have some dependence on the type of electrode pretreatment procedure used. 60 refs., 49 figs., 3 tabs.

    A refueling machine is disclosed having relative positioning capability for refueling a nuclear reactor. The refueling machine includes a pair of articulated arms mounted on a refueling bridge. Each arm supports a respective telescoping mast. Each telescoping mast is designed to flex laterally in response to application of a lateral thrust on the end of the mast. A pendant mounted on the end of the mast carries an air-actuated grapple, television cameras, ultrasonic transducers and waterjet thrusters. The ultrasonic transducers are used to detect the gross position of the grapple relative to the bail of a nuclear fuel assembly in the fuel core. The television cameras acquire an image of the bail which is compared to a pre-stored image in computer memory. The pendant can be rotated until the television image and the pre-stored image match within a predetermined tolerance. Similarly, the waterjet thrusters can be used to apply lateral thrust to the end of the flexible mast to place the grapple in a fine position relative to the bail as a function of the discrepancy between the television and pre-stored images. 11 figs.

    We revisit the issue of color neutrality in effective model descriptions of dense quark matter based on global color symmetry. While the equilibrium thermodynamics of such models is now well understood, we examine the collective modes, focusing on the fluctuations of the order parameter. We point out that the constraint of color neutrality must be carefully generalized in order to obtain physically consistent and well-defined results. Particularly important is that the collective modes associated with order parameter fluctuations couple to charge density fluctuations in the neutral medium. We start by proving explicitly that, in contrast to claims made previously in literature, Nambu-Goldstone bosons of spontaneously broken global color symmetry remain exactly massless even after imposing the color neutrality constraint. As the next step, we make the argument general by using effective field theory. We then employ the high-density approximation to calculate the couplings in the effective Lagrangian and thus the Nambu-Goldstone boson dispersion relations.
