    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

    Television is an important source of information for political issues in the eyes of many people. This also holds true for environmental issues. Television news is also deemed more credible than print news because {open_quotes}seeing is believing{close_quotes}. This research is also buttressed by evidence that one of the primary conversation topics among individuals is television content. So how well does television cover global warming? Unfortunately, previous research indicates that television news suffers from some serious inadequacies in its portrayal of global warming issues. This paper examines the potential impact of this coverage on organizational decisions. Organizations include businesses, government agencies, environmental action groups, media organizations, and other parties interested with the environment. The paper proposes framing theory and involvement theory as springboards for organizational decision-making.

  11. Study of television interference by small wind turbines. Final subcontract report

    Electromagnetic interference to television reception caused by small wind turbines (generating about 5 kW of power) has been studied by carrying out measurements using 1/8th-scale models of small windmills in conjunction with a microwave TV system inside an anechoic chamber. Two- and three-bladed windmills with metallized and wooden blades rectangular and trapezoidal in shape were investigated. The locally available TV Channel 9 signal was received and, after up-converting its center frequency to 4.0 GHz, was used as the rf source of the microwave TV system. The television interference (TVI) results were extrapolated to give the TVI effects of the corresponding full-scale windmills at the commercial TV Channel frequencies. Generally, it was found that the two- and three-bladed machines produced similar TVI effects, the metallized blades producing stronger interference than the wooden blades. Extrapolation of the results obtained indicate that, even at the highest TV frequency, the significant TVI effects (video distortion) produced by small wind turbines will not extend out to a distance larger than about 2.5 times the rotor diameter. At lower TV frequenies (or Channel numbers) the distance will be correspondingly smaller. Within this distance, the observed effects will generally be small to negligible over most of the region except possibly in the forward interference direction.

    The electromagnetic interference to television reception caused by the 17 m Darreius at Albuquerque, NM, has been studied by carrying out measurements at a number of sites in the vicinity of the VAWT. The rf sources used were the commercial vhf and uhf TV signals available in the area. Ambient field-strength measurements showed that the signals on all TV channels except one were strong, and provided good reception at all test sites. With the antenna (properly) oriented for maximum direct signal, unacceptable interference was observed on some channels at sites out to 33 m from the WT in the forward and backward regions. With the antenna beam directed at the WT, interference varying from slight to violent were observed at all sites on some or all TV channels. A simple theoretical model has been developed for analyzing the TVI produced by a VAWT like the Darrieus. Using the model in conjunction with measured data, an approximate expression for the equivalent scattering area A of the Darrieus has been developed. It is found that A is wavelength (lambda) dependent and varies as lambda/sup 1/2/.

  17. The Use of a Solid State Analog Television Transmitter as a Superconducting Electron Gun Power Amplifier

    A solid state analog television transmitter designed for 200 MHz operation is being commissioned as a radio frequency power amplifier on the Wisconsin superconducting electron gun cavity. The amplifier consists of three separate radio frequency power combiner cabinets and one monitor and control cabinet. The transmitter employs rugged field effect transistors built into one kilowatt drawers that are individually hot swappable at maximum continuous power output. The total combined power of the transmitter system is 33 kW at 200 MHz, output through a standard coaxial transmission line. A low level radio frequency system is employed to digitally synthesize the 200 MHz signal and precisely control amplitude and phase.

The image display device includes: a data processing part for executing bit map conversion, compression, restoration and format-conversion for text data; a memory for storing the bit map data obtained according to the bit map conversion and compression in the data processing part and image data inputted from an arbitrary receiving part, the receiving part receiving one of digital image data and analog image data; an image outputting part for reading the image data from the memory; and a display processing part for mixing the image data read from the image outputting part and the bit map data converted in format from the a data processing part. Therefore, the image display device according to the present invention can convert text data in such a manner as to correspond with various resolution, carry out the compression for bit map data, thereby reducing the memory space, and support text data of an HTML format, thereby providing the image with the text data of various shapes.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended, establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. DOE is currently considering amending standards for seven types of products: water heaters, direct heating equipment, mobile home furnaces, pool heaters, room air conditioners, kitchen ranges and ovens (including microwave ovens), and fluorescent light ballasts and is considering establishing standards for television sets. This Technical Support Document presents the methodology, data, and results from the analysis of the energy and economic impacts of the proposed standards. This volume presents a general description of the analytic approach, including the structure of the major models.

    The horizontal television lines (HTVL) metric has been the primary quantity used by division 6000 related to camera resolution for high consequence security systems. This document shows HTVL measurements are fundamen- tally insufficient as a metric to determine camera resolution, and propose a quantitative, standards based methodology by measuring the camera system modulation transfer function (MTF), the most common and accepted metric of res- olution in the optical science community. Because HTVL calculations are easily misinterpreted or poorly defined, we present several scenarios in which HTVL is frequently reported, and discuss their problems. The MTF metric is discussed, and scenarios are presented with calculations showing the application of such a metric.

    Toshiba Display Services, a television picture-tube manufacturer in Horseheads, NY, recently was able to meet stringent state regulations to reduce emissions from two of its film applications lines by installing a regenerative catalytic oxidation system. Toshiba officials initially evaluated several technologies to control volatile organic compounds. After deciding that oxidation was the best technology for its facility, the company invited a number of suppliers to submit proposals. Because all of the oxidation technologies considered by Toshiba had the capability to achieve the destruction and removal efficiency requirement, the company combined the second and third decision elements and conducted an in-depth comparison of the initial capital and ongoing operating costs for each proposal. Officials narrowed the field to two systems--the lowest-cost regenerative thermal oxidation system on the market and a regenerative catalytic oxidation system. The company selected St. Louis, Mo.-based Monsanto Enviro-Chem Systems Inc., to install its DynaCycle{reg_sign} regenerative catalytic oxidation system, marking the first Dyna-Cycle installation in a US television picture-tube facility.

    A device is provided for improving the vertical resolution in a television-based, two-dimensional readout for radiation detection systems such as are used to determine the location of light or nuclear radiation impinging a target area viewed by a television camera, where it is desired to store the data indicative of the centroid location of such images. In the example embodiment, impinging nuclear radiation detected in the form of a scintillation occurring in a crystal is stored as a charge image on a television camera tube target. The target is scanned in a raster and the image position is stored according to a corresponding vertical scan number and horizontal position number along the scan. To determine the centroid location of an image that may overlap a number of horizontal scan lines along the vertical axis of the raster, digital logic circuits are provided with at least four series-connected shift registers, each having 512 bit positions according to a selected 512 horizontal increment of resolutions along a scan line. The registers are shifted by clock pulses at a rate of 512 pulses per scan line. When an image or portion thereof is detected along a scan, its horizontal center location is determined and the present front bit is set in the first shift register and shifted through the registers one at a time for each horizontal scan. Each register is compared bit-by-bit with the preceding register to detect coincident set bit positions until the last scan line detecting a portion of the image is determined. Depending on the number of shift registers through which the first detection of the image is shifted, circuitry is provided to store the vertical center position of the event according to the number of shift registers through which the first detection of the event is shifted. Interpolation circuitry is provided to determine if the event centroid is between adjacent scan lines and stored in a vertical address accordingly. The horizontal location of the event

  10. Evaluation of the OSC-TV iterative reconstruction algorithm for cone-beam optical CT

    Purpose: The present work evaluates an iterative reconstruction approach, namely, the ordered subsets convex (OSC) algorithm with regularization via total variation (TV) minimization in the field of cone-beam optical computed tomography (optical CT). One of the uses of optical CT is gel-based 3D dosimetry for radiation therapy, where it is employed to map dose distributions in radiosensitive gels. Model-based iterative reconstruction may improve optical CT image quality and contribute to a wider use of optical CT in clinical gel dosimetry. Methods: This algorithm was evaluated using experimental data acquired by a cone-beam optical CT system, as well as complementary numerical simulations. A fast GPU implementation of OSC-TV was used to achieve reconstruction times comparable to those of conventional filtered backprojection. Images obtained via OSC-TV were compared with the corresponding filtered backprojections. Spatial resolution and uniformity phantoms were scanned and respective reconstructions were subject to evaluation of the modulation transfer function, image uniformity, and accuracy. The artifacts due to refraction and total signal loss from opaque objects were also studied. Results: The cone-beam optical CT data reconstructions showed that OSC-TV outperforms filtered backprojection in terms of image quality, thanks to a model-based simulation of the photon attenuation process. It was shown to significantly improve the image spatial resolution and reduce image noise. The accuracy of the estimation of linear attenuation coefficients remained similar to that obtained via filtered backprojection. Certain image artifacts due to opaque objects were reduced. Nevertheless, the common artifact due to the gel container walls could not be eliminated. Conclusions: The use of iterative reconstruction improves cone-beam optical CT image quality in many ways.   11. Test of 3D CT reconstructions by EM + TV algorithm from undersampled data

    Computerized tomography (CT) plays an important role in medical imaging for diagnosis and therapy. However, CT imaging is connected with ionization radiation exposure of patients. Therefore, the dose reduction is an essential issue in CT. In 2011, the Expectation Maximization and Total Variation Based Model for CT Reconstruction (EM+TV) was proposed. This method can reconstruct a better image using less CT projections in comparison with the usual filtered back projection (FBP) technique. Thus, it could significantly reduce the overall dose of radiation in CT. This work reports the results of an independent numerical simulation for cone beam CT geometry with alternative virtual phantoms. As in the original report, the 3D CT images of 128 Multiplication-Sign 128 Multiplication-Sign 128 virtual phantoms were reconstructed. It was not possible to implement phantoms with lager dimensions because of the slowness of code execution even by the CORE i7 CPU.

    A method of recovering particulate material from a seam of such material within the earth bounded above and below by different material which comprises the steps of positioning in mining relation to the seam a continuous mining machine having a power driven mechanism thereon for moving the machine through successive seam material cutting cycles which include an advancing movement along a mined entry within the seam in a direction toward the working face of the seam; illuminating portions of the space surrounding the continuous mining machine including portions of the working face disposed forwardly thereof and adjacent portions of the roof, floor and side walls of the mined entry rearwardly of the working face; establishing electromagnetic signals indicative of the appearance of the illuminated portions of the working face of the seam and the adjacent portions of the roof, floor and side walls; transmitting the established electromagnetic signals to a remote control station; converting at the remote control station the transmitted electromagnetic signals to a continuous picture of the appearance of at least a selected portion of the illuminated portions of the working face of the seam and the adjacent portions of the roof, floor and side walls; and controlling from the remote control station the cutting cycle of the continuous mining machine so that the material cut during a cycle is cut from the seam up to the different material defining the roof and down to the different material defining the floor based upon visually distinguishing between the material of the seam and the different material which forms the roof and floor by viewing the continuous picture provided at the remote control station and apparatus for carrying out the method.

Tv2a.2 is an aerobic, motile, Gram-negative, non-spore-forming rod that was isolated from an effective nitrogen-fixing root nodule of Tachigali versicolor collected in Barro Colorado Island of Panama. Here we describe the features of Bradyrhizobiumsp. Tv2a.2, together with high-quality permanent draft genome sequence information and annotation. The 8,496,279 bp high-quality draft genome is arranged in 87 scaffolds of 87 contigs, contains 8,109 protein-coding genes and 72 RNA-only encoding genes. In conclusion, this rhizobial genome was sequenced as part of the DOE Joint Genome Institute 2010 Genomic Encyclopedia for Bacteria and Archaea-Root Nodule Bacteria (GEBA-RNB) project.

In pursuing the 3D reconstruction problem in the sense of compressive sampling theory, we propose to reduce the number of projections by applying an advanced algebraic technique subject to the minimisation of the total variation (TV) in the reconstructed slice. This problem is formulated in a Lagrangian multiplier fashion with the parameter value determined by appealing to a discrete L-curve in conjunction with a conjugate gradient method.     The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs.     For Season III, our goal has been to produce 13 new episodes that can optimally benefit from our research and experience in developing this unique series. With a total of 39 episodes, MSB`s third season will move the production from a weekly to a daily series, airing Monday to Friday and Sundays on PBS. As we delivered the 13 Season II episodes to PBS during fall of 1995, we also completed 13 more scripts for Season III production. During the remaining portion of Season III, these 13 scripts are being animated and prepared for delivery to PBS for an October 7th, 1996 launch date. Based on staggered phases of production used since the project`s inception, the development of science topics and show scripting for Season IV occurs at the same time that Season III shows are in animation and post-production. Thus, topics for Season IV shows are being selected, and science research and scripting have also begun during this time period. Both the National Science Foundation and PBS have made a commitment to Season IV, and a proposal has been submitted to Microsoft for consideration.

    Highly efficient direct current (DC) appliances have the potential to dramatically increase the affordability of off-grid solar power systems used for rural electrification in developing countries by reducing the size of the systems required. For example, the combined power requirement of a highly efficient color TV, four DC light emitting diode (LED) lamps, a mobile phone charger, and a radio is approximately 18 watts and can be supported by a small solar power system (at 27 watts peak, Wp). Price declines and efficiency advances in LED technology are already enabling rapidly increased use of small off-grid lighting systems in Africa and Asia. Similar progress is also possible for larger household-scale solar home systems that power appliances such as lights, TVs, fans, radios, and mobile phones. When super-efficient appliances are used, the total cost of solar home systems and their associated appliances can be reduced by as much as 50%. The results vary according to the appliances used with the system. These findings have critical relevance for efforts to provide modern energy services to the 1.2 billion people worldwide without access to the electrical grid and one billion more with unreliable access. However, policy and market support are needed to realize rapid adoption of super-efficient appliances.

    The Transportable Vitrification System (TVS) was a large-scale vitrification system for the treatment of mixed wastes. The wastes contained both hazardous and radioactive materials in the form of sludge, soil, and ash. The TVS was developed to be moved to various United States Department of Energy (DOE) facilities to vitrify mixed waste as needed. The TVS consists of four primary modules: (1) Waste and Additive Materials Processing Module; (2) Melter Module; (3) Emissions Control Module; and (4) Control and Services Module. The TVS was demonstrated at the East Tennessee Technology Park (ETTP) during September and October of 1997. During this period, approximately 16,000 pounds of actual mixed waste was processed, producing over 17,000 pounds of glass. After the demonstration was complete it was determined that it was more expensive to use the TVS unit to treat and dispose of mixed waste than to direct bury this waste in Utah permitted facility. Thus, DOE had to perform a Resource Conservation and Recovery Act (RCRA) closure of the facility and find a reuse for as much of the equipment as possible. This paper will focus on the following items associated with this successful RCRA closure project: TVS site closure design and implementation; characterization activities focused on waste disposition; pollution prevention through reuse; waste minimization efforts to reduce mixed waste to be disposed; and lessons learned that would be integrated in future projects of this magnitude.

    An apparatus and method for monitoring an ultraviolet laser beam includes disposing in the path of an ultraviolet laser beam a substantially transparent crystal that will produce a color pattern in response to ultraviolet radiation. The crystal is exposed to the ultraviolet laser beam and a color pattern is produced within the crystal corresponding to the laser beam intensity distribution therein. The crystal is then exposed to visible light, and the color pattern is observed by means of the visible light to determine the characteristics of the laser beam that passed through crystal. In this manner, a perpendicular cross sectional intensity profile and a longitudinal intensity profile of the ultraviolet laser beam may be determined. The observation of the color pattern may be made with forward or back scattered light and may be made with the naked eye or with optical systems such as microscopes and television cameras.

    An image population having a large number of attributes is processed to form a display population with a predetermined smaller number of attributes which represent the larger number of attributes. In a particular application, the color values in an image are compressed for storage in a discrete lookup table (LUT) where an 8-bit data signal is enabled to form a display of 24-bit color values. The LUT is formed in a sampling and averaging process from the image color values with no requirement to define discrete Voronoi regions for color compression. Image color values are assigned 8-bit pointers to their closest LUT value whereby data processing requires only the 8-bit pointer value to provide 24-bit color values from the LUT.

    A color correlogram is a three-dimensional table indexed by color and distance between pixels which expresses how the spatial correlation of color changes with distance in a stored image. The color correlogram may be used to distinguish an image from other images in a database. To create a color correlogram, the colors in the image are quantized into m color values, c.sub.i . . . c.sub.m. Also, the distance values k.epsilon.[d] to be used in the correlogram are determined where [d] is the set of distances between pixels in the image, and where dmax is the maximum distance measurement between pixels in the image. Each entry (i, j, k) in the table is the probability of finding a pixel of color c.sub.i at a selected distance k from a pixel of color c.sub.i.     The Transportable Vitrification System (TVS) is a transportable melter system designed to demonstrate the treatment of low-level and mixed hazardous and radioactive wastes such as wastewater treatment sludges, contaminated soils and incinerator ash. The TVS is a large-scale, fully integrated vitrification system consisting of melter feed preparation, melter, offgas, service, and control modules. The TVS was tested with surrogate waste at the Clemson University Environmental Systems Engineering Department`s (ESED) DOE/Industry Center for Vitrification Research prior to being shipped to the DOE Oak Ridge Reservation (ORR) K-25 site for treatment of mixed waste. This testing, along with additional testing at ORR, proved that the TVS would be able to successfully treat mixed waste. These surrogate tests consistently produced glass that met the EPA Toxicity Characteristic Leaching Procedure (TCLP). Performance of the system resulted in acceptable emissions of regulated metals from the offgas system. The TVS is scheduled to begin mixed waste operations at ORR in June 1997.

    The Transportable Vitrification System (TVS) is a large-scale, fully-integrated, transportable, vitrification system for the treatment of low-level nuclear and mixed wastes in the form of sludges, soils, incinerator ash, and similar waste streams. The TVS was built to demonstrate the vitrification of actual mixed waste at U. S. Department of Energy (DOE) sites. Currently, Westinghouse Savannah River Company (WSRC) is working with Lockheed Martin Energy Systems (LMES) to apply field scale vitrification to actual mixed waste at Oak Ridge Reservation`s (ORR) K-25 Site. Prior to the application of the TVS to actual mixed waste it was tested on simulated K-25 B and C Pond waste at Clemson University. This paper describes the results of that testing and preparations for the demonstration on actual mixed waste.

    This paper describes preliminary results from the first demonstration of the Transportable Vitrification System (TVS) on actual mixed waste.     We report a structural color printing platform based on aluminum plasmonic metamaterials supporting near perfect light absorption and narrow-band spectral response tunable across the visible spectrum to realize high-resolution, angle-insensitive color printing with high color purity and saturation. Additionally, the fabricated metamaterials can be protected by a transparent polymer thin layer for ambient use with further improved color performance. The demonstrated structural color printing with aluminum plasmonic metamaterials offers great potential for relevant applications such as security marking and information storage.

    The US DOE through the Mixed Waste Integrated Program, has identified a need to move mixed waste vitrification technology from the laboratory to the field as rapidly as possible. A great deal of work over the last few years has shown the feasibility of immobilizing selected hazardous waste streams in a vitrified product. Lab-scale work has been extended to pilot-scale tests, usually with surrogates of the actual waste. DOE felt that the technology was mature enough to allow demonstration in the field, on actual wastes, with units that would be prototypic of full sized waste treatment equipment. To this end, DOE`s Office of Technology Development sponsored the Westinghouse Savannah River Company (WSRC) to specify, procure, test, and operate a field scale demonstration using mobile equipment. Oak Ridge Reservation was chosen as the initial location for the field demonstration and Martin Marietta Reservation was chosen as the initial location for the field demonstration and Martin Marietta Energy Systems (MMES) tasked with all permitting, site preparation, and field support activities. During September 1993, WSRC used a ``Vendor Forum`` to solicit preliminary proposals for the Transportable Vitrification System (TVS). A number of quality proposals were received and evaluated. A vendor was selected and detailed negotiations were completed in August 1994, at which time a contract was signed for the TVS. In parallel, WSRC opened a dialogue with MMES to explore candidate waste streams at the Oak Ridge Reservation for the first TVS vitrification campaign. After some preliminary work, a group of waste water sludges were selected. The first of these to be demonstrated with the TVS will be the West End Treatment Facility (WETF) sludge. This paper describes the development of the specification for the TVS, the design and construction activities to date, and ongoing efforts for permitting and site support. The schedule for field application is also discussed.

We calculate the amounts of substances contained in end-of-life (EoL) TV sets. Less common metals will tend to decrease in content in generation of EoL TV sets. Precious metals will tend to increase in content in EoL TV sets in 20152030. - Abstract: Given the amounts of end-of-life electrical and electronic equipment (EoL-EEE) being generated and their contents of both harmful and valuable materials, the EoL-EEE issue should be regarded not only as an emerging environmental problem but also as a resource management strategy in China. At present, in order to provide the basis for managing EoL-EEE at both product and substance levels in China, it is necessary to carry out a quantitative analysis on EoL-EEE and to determine how much of it will be generated and how much materials and substances it contains. In this study, the possession and obsolescence amounts of five types of household appliance (HA) including television (TV) sets and the amounts of substances contained in EoL TV sets were estimated using time-series product flow analysis (PFA) and substance flow analysis (SFA). The results of PFA indicated that the total possession amounts of those five types of HAs will exceed 3.1 billion units in 2030, which will be two times higher than those in 2010. In addition, it was estimated that cumulatively over 4.85.1 billion units of these five types of EoL HA would be obsoleted between 20102030. The results of SFA on TV sets indicated that the generated amounts of most of the less common metals and a part of common metals such as copper (Cu) would tend to decrease, whereas those of other common metals such as iron (Fe) as well as precious metals would tend to increase in EoL TV sets in 20152030.     Using recently developed techniques for computing event shapes with soft-collinear effective theory, CERN Large Electron Positron Collider event shape data are used to derive strong model-independent bounds on new colored particles. In the effective field theory computation, colored particles contribute in loops not only to the running of {alpha}{sub s} but also to the running of hard, jet, and soft functions. Moreover, the differential distribution in the effective theory explicitly probes many energy scales, so even shapes have a strong sensitivity to new particle thresholds. Using thrust data from ALEPH and OPAL, colored adjoint fermions (such as a gluino) below 51.0 GeV are ruled out to 95% confidence. This is nearly an order-of-magnitude improvement over the previous model-independent bound of 6.3 GeV.

    Two basic types of scintillation area neutron detectors are reviewed. The first is the prompt detector which uses photomultipliers to convert the neutron scintillations to electrical pulses. These signals are combined in weighting or encoding circuits to give event location. Several embodiments of the weighted and coded scintillator approach are mentioned. The second type of scintillation detector is based on television techniques and has a delayed readout. In this method all the light (or as much as possible) is either focused with a fast lens or is coupled by being put in direct contact with the fiber-optic faceplate of an image intensifier tube. The light from the phosphor screen is intensified and coupled to a television camera tube instead of a photomultiplier, and further amplification is produced in the camera tube by accelerating the photoelectrons in order to produce secondary electrons.     Within the European Union, it is estimated that between 8 and 9 million tonnes of waste electric and electronic equipment (WEEE) arises annually, of which television sets and computers account for an important part. Traditionally, Cathode Ray Tubes (CRT) have been used for TVs and computer monitors, but are rapidly being replaced by flat-screen technology. Only part of the discarded CRT glass is being recycled. Primary smelters use large amounts of silica flux to form iron-silicate slag, and can, in most cases, tolerate lead input. Use of discarded CRT glass in copper smelting is a potential alternative for utilization of the glass. The mineralogical composition of a slag sampled during ordinary slag praxis has been compared with that of a mixture of slag and CRT glass when re-melted and slowly cooled. Slag (iron-silicate slag) from Boliden Mineral AB, Sweden, was used for the experiments. Slag and glass have been mixed in various proportions: pure slag, pure glass, 90% slag-10% glass and 65% slag-35% glass, and heated in an inert atmosphere up to 1400 deg. C in a Netzsch Thermal Analysis (TA) instrument. The re-melted material has been analyzed using X-ray diffraction (XRD) and scanning electron microscopy (SEM) to determine changes in mineralogical composition after mixing with glass. The results show that the main mineralogical component of the slag is fayalite; the CRT glass is amorphous. The main crystalline phases of the slag do not change with addition of glass. An amorphous phase appears when the addition of glass is increased, which gives the sample a different structure.

    Solar infrared colors provide powerful constraints on the stellar effective temperature scale, but they must be measured with both accuracy and precision in order to do so. We fulfill this requirement by using line-depth ratios to derive in a model-independent way the infrared colors of the Sun, and we use the latter to test the zero point of the Casagrande et al. effective temperature scale, confirming its accuracy. Solar colors in the widely used Two Micron All Sky Survey (2MASS) JHK{sub s} and WISE W1-4 systems are provided: (V - J){sub Sun} = 1.198, (V - H){sub Sun} = 1.484, (V - K{sub s} ){sub Sun} = 1.560, (J - H){sub Sun} = 0.286, (J - K{sub s} ){sub Sun} = 0.362, (H - K{sub s} ){sub Sun} = 0.076, (V - W1){sub Sun} = 1.608, (V - W2){sub Sun} = 1.563, (V - W3){sub Sun} = 1.552, and (V - W4){sub Sun} = 1.604. A cross-check of the effective temperatures derived implementing 2MASS or WISE magnitudes in the infrared flux method confirms that the absolute calibration of the two systems agrees within the errors, possibly suggesting a 1% offset between the two, thus validating extant near- and mid-infrared absolute calibrations. While 2MASS magnitudes are usually well suited to derive T{sub eff}, we find that a number of bright, solar-like stars exhibit anomalous WISE colors. In most cases, this effect is spurious and can be attributed to lower-quality measurements, although for a couple of objects (3% {+-} 2% of the total sample) it might be real, and may hint at the presence of warm/hot debris disks.

    We propose novel gaze control algorithms for active perception in mobile autonomous agents with directable, foveated vision sensors. Our agents are realistic artificial animals, or animals, situated in physics-based virtual worlds. Their active perception systems continuously analyze photorealistic retinal image streams to glean information useful for controlling the animal`s eyes and body. The vision system computes optical flow and segments moving targets in the low-resolution visual periphery. It then matches segmented targets against mental models of colored objects of interest. The eyes saccade to increase acuity by foveating objects, The resulting sensorimotor control loop supports complex behaviors, such as predation.

    A simple representation of the Q anti QQ anti Q Green's Function in the strong coupling quenched approximation to lattice QCD is used to illustrate the nature of color force saturation in chromodynamics. The example shows that configuration mixing allows a binding energy of a few MeV in a Q anti QQ anti Q ''molecule'' formed from mesons with mass 1 GeV. In lattice QCD, configuration mixing can be calculated on the same footing with glueball exchange effects by measuring the appropriate operators in a Monte Carlo simulation. 3 refs., 5 figs.

    An LED lamp color control system and method including an LED lamp having an LED controller 58; and a plurality of LED channels 60 operably connected to the LED controller 58, each of the plurality of LED channels 60 having a channel switch 62 in series with at least one shunted LED circuit 83, the shunted LED circuit 83 having a shunt switch 68 in parallel with an LED source 80. The LED controller 58 determines whether the LED source 80 is in a feedback controllable range, stores measured optical flux for the LED source 80 when the LED source 80 is in the feedback controllable range, and bypasses storing the measured optical flux when the LED source 80 is not in the feedback controllable range.

    This invention is a fiber-based multi-color pyrometry set-up for real-time non-contact temperature and emissivity measurement. The system includes a single optical fiber to collect radiation emitted by a target, a reflective rotating chopper to split the collected radiation into two or more paths while modulating the radiation for lock-in amplification (i.e., phase-sensitive detection), at least two detectors possibly of different spectral bandwidths with or without filters to limit the wavelength regions detected and optics to direct and focus the radiation onto the sensitive areas of the detectors. A computer algorithm is used to calculate the true temperature and emissivity of a target based on blackbody calibrations. The system components are enclosed in a light-tight housing, with provision for the fiber to extend outside to collect the radiation. Radiation emitted by the target is transmitted through the fiber to the reflective chopper, which either allows the radiation to pass straight through or reflects the radiation into one or more separate paths. Each path includes a detector with or without filters and corresponding optics to direct and focus the radiation onto the active area of the detector. The signals are recovered using lock-in amplification. Calibration formulas for the signals obtained using a blackbody of known temperature are used to compute the true temperature and emissivity of the target. The temperature range of the pyrometer system is determined by the spectral characteristics of the optical components.

    A lighting apparatus capable of emitting white light includes a semiconductor light source; and a phosphor material radiationally coupled to the light source. The phosphor material includes a color-stable Mn.sup.+4 doped phosphor prepared by a process including providing a phosphor of formula I; A.sub.x[MF.sub.y]:Mn.sup.+4 I and contacting the phosphor in particulate form with a saturated solution of a composition of formula II in aqueous hydrofluoric acid; A.sub.x[MF.sub.y]; II wherein A is Li, Na, K, Rb, Cs, NR.sub.4 or a combination thereof; M is Si, Ge, Sn, Ti, Zr, Al, Ga, In, Sc, Y, La, Nb, Ta, Bi, Gd, or a combination thereof; R is H, lower alkyl, or a combination thereof; x is the absolute value of the charge of the [MF.sub.y] ion; and y is 5, 6 or 7.
