    This final technical report was prepared by Rolls-Royce Allison summarizing the multiyear activities of the Advanced Turbine Technology Applications Project (ATTAP) and the Hybrid Vehicle Turbine Engine Technology Support (HVTE-TS) project. The ATTAP program was initiated in October 1987 and continued through 1993 under sponsorship of the US Department of Energy (DOE), Energy Conservation and Renewable Energy, Office of Transportation Technologies, Propulsion Systems, Advanced Propulsion Division. ATTAP was intended to advance the technological readiness of the automotive ceramic gas turbine engine. The target application was the prime power unit coupled to conventional transmissions and powertrains. During the early 1990s, hybrid electric powered automotive propulsion systems became the focus of development and demonstration efforts by the US auto industry and the Department of energy. Thus in 1994, the original ATTAP technology focus was redirected to meet the needs of advanced gas turbine electric generator sets. As a result, the program was restructured to provide the required hybrid vehicle turbine engine technology support and the project renamed HVTE-TS. The overall objective of the combined ATTAP and HVTE-TS projects was to develop and demonstrate structural ceramic components that have the potential for competitive automotive engine life cycle cost and for operating 3,500 hr in an advanced high temperature turbine engine environment. This report describes materials characterization and ceramic component development, ceramic components, hot gasifier rig testing, test-bed engine testing, combustion development, insulation development, and regenerator system development. 130 figs., 12 tabs.

    This report presents a summary of technical work accomplished on the Hybrid Vehicle Turbine Engine--Technology Support (HVTE-TS) Project during calendar years 1995 and 1996. Work was performed under an initial National Aeronautics and Space Administration (NASA) contract DEN3-336. As of September 1996 the contract administration was transferred to the US Department of Energy (DoE) Chicago Operations Office, and renumbered as DE-AC02-96EE50553. The purpose of the HVTE-TS program is to develop gas turbine engine technology in support of DoE and automotive industry programs exploring the use of gas turbine generator sets in hybrid-electric automotive propulsion systems. The program focus is directed to the development of four key technologies to be applied to advanced turbogenerators for hybrid vehicles: Structural ceramic materials and processes; Low emissions combustion systems; Regenerators and seals systems; and Insulation systems and processes. 60 figs., 9 tabs.

    Accurate and verifiable emission reductions are a function of the degree of transparency and stringency of the protocols employed in documenting project- or program-associated emissions reductions. The purpose of this guide is to provide a background for law and policy makers, urban planners, and project developers working with the many Greenhouse Gas (GHG) emission reduction programs throughout the world to quantify and/or evaluate the GHG impacts of Natural Gas Vehicle (NGVs). In order to evaluate the GHG benefits and/or penalties of NGV projects, it is necessary to first gain a fundamental understanding of the technology employed and the operating characteristics of these vehicles, especially with regard to the manner in which they compare to similar conventional gasoline or diesel vehicles. Therefore, the first two sections of this paper explain the basic technology and functionality of NGVs, but focus on evaluating the models that are currently on the market with their similar conventional counterparts, including characteristics such as cost, performance, efficiency, environmental attributes, and range. Since the increased use of NGVs, along with Alternative Fuel Vehicle (AFVs) in general, represents a public good with many social benefits at the local, national, and global levels, NGVs often receive significant attention in the form of legislative and programmatic support. Some states mandate the use of NGVs, while others provide financial incentives to promote their procurement and use. Furthermore, Federal legislation in the form of tax incentives or procurement requirements can have a significant impact on the NGV market. In order to implement effective legislation or programs, it is vital to have an understanding of the different programs and activities that already exist so that a new project focusing on GHG emission reduction can successfully interact with and build on the experience and lessons learned of those that preceded it. Finally, most programs that deal with passenger vehicles--and with transportation in general--do not address the climate change component explicitly, and thus there are few GHG reduction goals that are included in these programs. Furthermore, there are relatively few protocols that exist for accounting for the GHG emissions reductions that arise from transportation and, specifically, passenger vehicle projects and programs. These accounting procedures and principles gain increased importance when a project developer wishes to document in a credible manner, the GHG reductions that are achieved by a given project or program. Section four of this paper outlined the GHG emissions associated with NGVs, both upstream and downstream, and section five illustrated the methodology, via hypothetical case studies, for measuring these reductions using different types of baselines. Unlike stationary energy combustion, GHG emissions from transportation activities, including NGV projects, come from dispersed sources creating a need for different methodologies for assessing GHG impacts. This resource guide has outlined the necessary context and background for those parties wishing to evaluate projects and develop programs, policies, projects, and legislation aimed at the promotion of NGVs for GHG emission reduction.

  8. Advanced Technology Vehicle Testing

    The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following reports summarize data collected from a project General Motors conducted to deploy 150 2011 Chevrolet Volts around the country. This research was conducted by Idaho National Laboratory.

    The Smith Electric Vehicle Demonstration Project (SDP) was integral to the Smith business plan to establish a manufacturing base in the United States (US) and produce a portfolio of All Electric Vehicles (AEV’s) for the medium duty commercial truck market. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements. The SDP accelerated the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption, reduce vehicular emissions of greenhouse gases (GHG), and increase US jobs.

    The research and development project supported the engineering, design and implementation of on-road Electric Vehicle (“EV”) charging technologies. It included development of potential solutions for DC fast chargers (“DCFC”) capable of converting high voltage AC power to the DC power required by EVs. Additional development evaluated solutions related to the packaging of power electronic components and enclosure design, as well as for the design and evaluation of EV charging stations. Research compared different charging technologies to identify optimum applications in a municipal fleet. This project collected EV usage data and generated a report demonstrating that EVs, when supported by adequate charging infrastructure, are capable of replacing traditional internal combustion vehicles in many municipal applications. The project’s period of performance has demonstrated various methods of incorporating EVs into a municipal environment, and has identified three general categories for EV applications: - Short Commute: Defined as EVs performing in limited duration, routine commutes. - Long Commute: Defined as tasks that require EVs to operate in longer daily mileage patterns. - Critical Needs: Defined as the need for EVs to be ready at every moment for indefinite periods. Together, the City of Charlottesville, VA (the “City”) and Aker Wade Power Technologies, LLC (“Aker Wade”) concluded that the EV has a viable position in many municipal fleets but with limited recommendation for use in Critical Needs applications such as Police fleets. The report also documented that, compared to internal combustion vehicles, BEVs have lower vehicle-related greenhouse gas (“GHG”) emissions and contribute to a reduction of air pollution in urban areas. The enhanced integration of EVs in a municipal fleet can result in reduced demand for imported oil and reduced municipal operating costs. The conclusions indicated in the project’s Engineering Report (see Attachment A) are intended to assist future implementation of electric vehicle technology. They are based on the cited research and on the empirical data collected and presented. The report is not expected to represent the entire operating conditions of any of the equipment under consideration within this project, and tested equipment may operate differently under other conditions.

    Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

    The Role of Biomass in America's Energy Future (RBAEF) is a multi-institution, multiple-sponsor research project. The primary focus of the project is to analyze and assess the potential of transportation fuels derived from cellulosic biomass in the years 2015 to 2030. For this project, researchers at Dartmouth College and Princeton University designed and simulated an advanced fermentation process to produce fuel ethanol/protein, a thermochemical process to produce Fischer-Tropsch diesel (FTD) and dimethyl ether (DME), and a combined heat and power plant to co-produce steam and electricity using the ASPEN Plus{trademark} model. With support from the U.S. Department of Energy (DOE), Argonne National Laboratory (ANL) conducted, for the RBAEF project, a mobility chains or well-to-wheels (WTW) analysis using the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model developed at ANL. The mobility chains analysis was intended to estimate the energy consumption and emissions associated with the use of different production biofuels in light-duty vehicle technologies.

    Battery technologies of different chemistries, manufacture and geometry were evaluated as candidates for use in Electric Vehicles (EV). The candidate batteries that were evaluated include four single cell and seven multi-cell modules representing four technologies: Lead-Acid, Nickel-Cadmium, Nickel-Metal Hydride and Zinc-Bromide. A standard set of testing procedures for electric vehicle batteries, based on industry accepted testing procedures, and any tests which were specific to individual battery types were used in the evaluations. The batteries were evaluated by conducting performance tests, and by subjecting them to cyclical loading, using a computer controlled charge--discharge cycler, to simulate typical EV driving cycles. Criteria for comparison of batteries were: performance, projected vehicle range, cost, and applicability to various types of EVs. The four battery technologies have individual strengths and weaknesses and each is suited to fill a particular application. None of the batteries tested can fill every EV application.

    This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the Vehicle Technologies (VT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, and (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 08 the Heavy Vehicles program continued its involvement with various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. These changes are the result of a planning effort that first occurred during FY 04 and was updated in the past year. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY08 Budget Request. The energy savings models are utilized by the VT program for internal project management purposes.

    The Ceramic Technology Project was developed by the USDOE Office of Transportation Systems (OTS) in Conservation and Renewable Energy. This project, part of the OTS's Materials Development Program, was developed to meet the ceramic technology requirements of the OTS's automotive technology programs. Significant accomplishments in fabricating ceramic components for the USDOE and NASA advanced heat engine programs have provided evidence that the operation of ceramic parts in high-temperature engine environments is feasible. These programs have also demonstrated that additional research is needed in materials and processing development, design methodology, and data base and life prediction before industry will have a sufficient technology base from which to produce reliable cost-effective ceramic engine components commercially. A five-year project plan was developed with extensive input from private industry. In July 1990 the original plan was updated through the estimated completion of development in 1993. The objective is to develop the industrial technology base required for reliable ceramics for application in advanced automotive heat engines. The project approach includes determining the mechanisms controlling reliability, improving processes for fabricating existing ceramics, developing new materials with increased reliability, and testing these materials in simulated engine environments to confirm reliability. Although this is a generic materials project, the focus is on the structural ceramics for advanced gas turbine and diesel engines, ceramic bearings and attachments, and ceramic coatings for thermal barrier and wear applications in these engines. To facilitate the rapid transfer of this technology to US industry, the major portion of the work is being done in the ceramic industry, with technological support from government laboratories, other industrial laboratories, and universities.

    The Natural Gas for Vehicles (NGV) Project in Venezuela describes the development and growth of the NGV project in the country. Venezuela is a prolific oil producer with advanced exploration, production, refining and solid marketing infrastructure. Gas production is 5.2 Bscfd. The Venezuelan Government and the oil state owned company Petroleos de Venezuela (PDVSA), pursued the opportunity of using natural gas for vehicles based on the huge amounts of gas reserves present and produced every day associated with the oil production. A nationwide gas pipeline network crosses the country from south to west reaching the most important cities and serving domestic and industrial purposes but there are no facilities to process or export liquefied natural gas. NGV has been introduced gradually in Venezuela over the last eight years by PDVSA. One hundred forty-five NGV stations have been installed and another 25 are under construction. Work done comprises displacement or relocation of existing gasoline equipment, civil work, installation and commissioning of equipment. The acceptance and usage of the NGV system is reflected in the more than 17,000 vehicles that have been converted to date using the equivalent of 2,000 bbl oil/day.

  11. Natural Gas Vehicle Cylinder Safety, Training and Inspection Project

    Under the auspices of the National Energy Technology Laboratory and the US Department of Energy, the Clean Vehicle Education Foundation conducted a three-year program to increase the understanding of the safe and proper use and maintenance of vehicular compressed natural gas (CNG) fuel systems. High-pressure fuel systems require periodic inspection and maintenance to insure safe and proper operation. The project addressed the needs of CNG fuel containers (cylinders) and associated high-pressure fuel system components related to existing law, codes and standards (C&S), available training and inspection programs, and assured coordination among vehicle users, public safety officials, fueling station operators and training providers. The program included a public and industry awareness campaign, establishment and administration of a cylinder inspector certification training scholarship program, evaluation of current safety training and testing practices, monitoring and investigation of CNG vehicle incidents, evaluation of a cylinder recertification program and the migration of CNG vehicle safety knowledge to the nascent hydrogen vehicle community.

    Numerous organizations have published reports in recent years that investigate the ever changing world of electric vehicle (EV) technologies and their potential effects on society. Specifically, projections have been made on greenhouse gas (GHG) emissions associated with these vehicles and how they compare to conventional vehicles or hybrid electric vehicles (HEVs). Similar projections have been made on the volumes of oil that these vehicles can displace by consuming large amounts of grid electricity instead of petroleum-based fuels. Finally, the projected rate that these new vehicle fleets will enter the market varies significantly among organizations. New ideas, technologies, and possibilities are introduced often, and projected values are likely to be refined as industry announcements continue to be made. As a result, over time, a multitude of projections for GHG emissions, oil displacement, and market penetration associated with various EV technologies has resulted in a wide range of possible future outcomes. This leaves the reader with two key questions: (1) Why does such a collective range in projected values exist in these reports? (2) What assumptions have the greatest impact on the outcomes presented in these reports? Since it is impractical for an average reader to review and interpret all the various vehicle technology reports published to date, Sentech Inc. and the Oak Ridge National Laboratory have conducted a comparative study to make these interpretations. The primary objective of this comparative study is to present a snapshot of all major projections made on GHG emissions, oil displacement, or market penetration rates of EV technologies. From the extensive data found in relevant publications, the key assumptions that drive each report's analysis are identified and 'apples-to-apples' comparisons between all major report conclusions are attempted. The general approach that was taken in this comparative study is comprised of six primary steps: (1) Search Relevant Literature - An extensive search of recent analyses that address the environmental impacts, market penetration rates, and oil displacement potential of various EV technologies was conducted; (2) Consolidate Studies - Upon completion of the literature search, a list of analyses that have sufficient data for comparison and that should be included in the study was compiled; (3) Identify Key Assumptions - Disparity in conclusions very likely originates from disparity in simple assumptions. In order to compare 'apples-to-apples,' key assumptions were identified in each study to provide the basis for comparing analyses; (4) Extract Information - Each selected report was reviewed, and information on key assumptions and data points was extracted; (5) Overlay Data Points - Visual representations of the comprehensive conclusions were prepared to identify general trends and outliers; and (6) Draw Final Conclusions - Once all comparisons are made to the greatest possible extent, the final conclusions were draw on what major factors lead to the variation in results among studies.

    Liquid natural gas (LNG) is an attractive transportation fuel because of its high heating value and energy density (i.e. Btu/lb and Btu/gal), clean burning characteristics, relatively low cost ($/Btu), and domestic availability. This research evaluated LNG vehicle and refueling system technology, economics, and safety. Prior and current LNG vehicle projects were studied to identify needed technology improvements. Life-cycle cost analyses considered various LNG vehicle and fuel supply options. Safety records, standards, and analysis methods were reviewed. The LNG market niche is centrally fueled heavy-duty fleet vehicles with high fuel consumption. For these applications, fuel cost savings can amortize equipment capital costs.

    Class 8 tractor-trailers consume 11-12% of the total US petroleum use. At highway speeds, 65% of the energy expenditure for a Class 8 truck is in overcoming aerodynamic drag. The project objective is to improve fuel economy of Class 8 tractor-trailers by providing guidance on methods of reducing drag by at least 25%. A 25% reduction in drag would present a 12% improvement in fuel economy at highway speeds, equivalent to about 130 midsize tanker ships per year. Specific goals include: (1) Provide guidance to industry in the reduction of aerodynamic drag of heavy truck vehicles; (2) Develop innovative drag reducing concepts that are operationally and economically sound; and (3) Establish a database of experimental, computational, and conceptual design information, and demonstrate the potential of new drag-reduction devices. The studies described herein provide a demonstration of the applicability of the experience developed in the analysis of the standard configuration of the Generic Conventional Model. The modeling practices and procedures developed in prior efforts have been applied directly to the assessment of new configurations including a variety of geometric modifications and add-on devices. Application to the low-drag 'GTS' configuration of the GCM has confirmed that the error in predicted drag coefficients increases as the relative contribution of the base drag resulting from the vehicle wake to the total drag increases and it is recommended that more advanced turbulence modeling strategies be applied under those circumstances. Application to a commercially-developed boat tail device has confirmed that this restriction does not apply to geometries where the relative contribution of the base drag to the total drag is reduced by modifying the geometry in that region. Application to a modified GCM geometry with an open grille and radiator has confirmed that the underbody flow, while important for underhood cooling, has little impact on the drag coefficient of the vehicle. Furthermore, the evaluation of the impact of small changes in radiator or grille dimensions has revealed that the total drag is not particularly sensitive to those changes. This observation leads to two significant conclusions. First, a small increase in radiator size to accommodate heat rejection needs related to new emissions restrictions may be tolerated without significant increases in drag losses. Second, efforts to reduce drag on the tractor requires that the design of the entire tractor be treated in an integrated fashion. Simply reducing the size of the grille will not provide the desired result, but the additional contouring of the vehicle as a whole which may be enabled by the smaller radiator could have a more significant effect.

    The goal of the present technology development was to increase the efficiency of internal combustion engines while minimizing the energy penalty of meeting emissions regulations. This objective was achieved through experimentation and the development of advanced combustion regimes and emission control strategies, coupled with advanced petroleum and non-petroleum fuel formulations. To meet the goals of the project, it was necessary to improve the efficiency of expansion work extraction, and this required optimized combustion phasing and minimized in-cylinder heat transfer losses. To minimize fuel used for diesel particulate filter (DPF) regeneration, soot emissions were also minimized. Because of the complex nature of optimizing production engines for real-world variations in fuels, temperatures and pressures, the project applied high-fidelity computing and high-resolution engine experiments synergistically to create and apply advanced tools (i.e., fast, accurate predictive models) developed for low-emission, fuel-efficient engine designs. The companion experiments were conducted using representative single- and multi-cylinder automotive and truck diesel engines.

    This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the FreedomCar and Vehicle Technologies (FCVT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 05 the Heavy Vehicles program activity expanded its technical involvement to more broadly address various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. This broadening of focus has continued in subsequent activities. These changes are the result of a planning effort that occurred during FY 04 and 05. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY07 Budget Request. The energy savings models are utilized by the FCVT program for internal project management purposes.

    Vehicle manufacturers, U.S. Department of Energy laboratories, universities, private researchers, and organizations from countries around the globe are pursuing advanced vehicle technologies that aim to reduce gasoline and diesel consumption. This report details study findings of broad American public sentiments toward issues surrounding advanced vehicle technologies and is supported by the U.S. Department of Energy Vehicle Technology Office (VTO) in alignment with its mission to develop and deploy these technologies to improve energy security, increase mobility flexibility, reduce transportation costs, and increase environmental sustainability. Understanding and tracking consumer sentiments can influence the prioritization of development efforts by identifying barriers to and opportunities for broad acceptance of new technologies. Predicting consumer behavior toward developing technologies and products is inherently inexact. A person's stated preference given in an interview about a hypothetical setting may not match the preference that is demonstrated in an actual situation. This difference makes tracking actual consumer actions ultimately more valuable in understanding potential behavior. However, when developing technologies are not yet available and actual behaviors cannot be tracked, stated preferences provide some insight into how consumers may react in new circumstances. In this context this report provides an additional source to validate data and a new resource when no data are available. This report covers study data captured from December 2005 through June 2015 relevant to VTO research efforts at the time of the studies. Broadly the report covers respondent sentiments about vehicle fuel economy, future vehicle technology alternatives, ethanol as a vehicle fuel, plug-in electric vehicles, and willingness to pay for vehicle efficiency. This report represents a renewed effort to publicize study findings and make consumer sentiment data available to researchers, policy makers, and the public. Planned reports will follow detailing data from new studies targeting the primary challenges to and opportunities for advanced vehicle technology deployment. The effort continually refines study content to maintain and improve the relevance and validity of results.

    The National Aeronautics and Space Administration (NASA) has initiated a program to establish the readiness of nuclear electric propulsion (NEP) technology for relatively near-term applications to outer planet robotic science missions with potential future evolution to system for piloted Mars vehicles. This program was initiated in 1991 with a very modest effort identified with nuclear thermal propulsion (NTP); however, NEP is also an integral part of this program and builds upon NASA's Base Research and Technology Program in power and electric propulsion as well as the SP-100 space nuclear power program. The NEP Program will establish the feasibility and practicality of electric propulsion for robotic and piloted solar system exploration. The performance objectives are high specific impulse (200 greater than I(sub sp) greater than 10000 s), high efficiency (over 0.50), and low specific mass. The planning for this program was initially focussed on piloted Mars missions, but has since been redirected to first focus on 100-kW class systems for relatively near-term robotic missions, with possible future evolution to megawatt-and multi-megawatt-class systems applicable to cargo vehicles supporting human missions as well as to the piloted vehicles. This paper reviews current plans and recent progress for the overall nuclear electric propulsion project and closely related activities. 33 refs.

    The project objective was to develop the technologies necessary to prototype a dedicated compressed natural gas (CNG) powered, mid-size automobile with operational capabilities comparable to gasoline automobiles. A system approach was used to design and develop the engine, gas storage system and vehicle packaging. The 2.4-liter DOHC engine was optimized for natural gas operation with high-compression pistons, hardened exhaust valves, a methane-specific catalytic converter and multi-point gaseous injection. The chassis was repackaging to increase space for fuel storage with a custom-designed, cast-aluminum, semi-trailing arm rear suspension system, a revised flat trunk sheet-metal floorpan and by equipping the car with run-flat tires. An Integrated Storage system (ISS) was developed using all-composite, small-diameter cylinders encapsulated within a high-strength fiberglass shell with impact-absorbing foam. The prototypes achieved the target goals of a city/highway driving range of 300 miles, ample trunk capacity, gasoline vehicle performance and ultra low exhaust emissions.

    PEVs can represent a significant power resource for the grid. An IVCI with bi-direction V2G capabilities would allow PEVs to provide grid support services and thus generate a source of revenue for PEV owners. The fleet of EV Project vehicles represents a power resource between 30 MW and 90 MW, depending on the power rating of the grid connection (5-15 kW). Aggregation of vehicle capacity would allow PEVs to participate in wholesale reserve capacity markets. One of the key insights from EV Project data is the fact that vehicles are connected to an EVSE much longer than is necessary to deliver a full charge. During these hours when the vehicles are not charging, they can be participating in wholesale power markets providing the high-value services of regulation and spinning reserves. The annual gross revenue potential for providing these services using the fleet of EV Project vehicles is several hundred thousands of dollars to several million dollars annually depending on the power rating of the grid interface, the number of hours providing grid services, and the market being served. On a per vehicle basis, providing grid services can generate several thousands of dollars over the life of the vehicle.

  13. Electric and hybrid electric vehicles: A technology assessment based on a two-stage Delphi study

    To address the uncertainty regarding future costs and operating attributes of electric and hybrid electric vehicles, a two stage, worldwide Delphi study was conducted. Expert opinions on vehicle attributes, current state of the technology, possible advancements, costs, and market penetration potential were sought for the years 2000, 2010, and 2020. Opinions related to such critical components as batteries, electric drive systems, and hybrid vehicle engines, as well as their respective technical and economic viabilities, were also obtained. This report contains descriptions of the survey methodology, analytical approach, and results of the analysis of survey data, together with a summary of other factors that will influence the degree of market success of electric and hybrid electric vehicle technologies. Responses by industry participants, the largest fraction among all the participating groups, are compared with the overall responses. An evaluation of changes between the two Delphi stages is also summarized. An analysis of battery replacement costs for various types is summarized, and variable operating costs for electric and hybrid vehicles are compared with those of conventional vehicles. A market penetration analysis is summarized, in which projected market shares from the survey are compared with predictions of shares on the basis of two market share projection models that use the cost and physical attributes provided by the survey. Finally, projections of market shares beyond the year 2020 are developed by use of constrained logit models of market shares, statistically fitted to the survey data.

    An engineering research and design competition to develop and demonstrate dedicated natural gas-powered light-duty trucks, the Natural Gas Vehicle (NGV) Challenge, was held June 6--11, 1191, in Oklahoma. Sponsored by the US Department of Energy (DOE), Energy, Mines, and Resources -- Canada (EMR), the Society of Automative Engineers (SAE), and General Motors Corporation (GM), the competition consisted of rigorous vehicle testing of exhaust emissions, fuel economy, performance parameters, and vehicle design. Using Sierra 2500 pickup trucks donated by GM, 24 teams of college and university engineers from the US and Canada participated in the event. A gasoline-powered control testing as a reference vehicle. This paper discusses the results of the event, summarizes the technologies employed, and makes observations on the state of natural gas vehicle technology.

    An engineering research and design competition to develop and demonstrate dedicated natural gas-powered light-duty trucks, the Natural Gas Vehicle (NGV) Challenge, was held June 6--11, 1191, in Oklahoma. Sponsored by the US Department of Energy (DOE), Energy, Mines, and Resources -- Canada (EMR), the Society of Automative Engineers (SAE), and General Motors Corporation (GM), the competition consisted of rigorous vehicle testing of exhaust emissions, fuel economy, performance parameters, and vehicle design. Using Sierra 2500 pickup trucks donated by GM, 24 teams of college and university engineers from the US and Canada participated in the event. A gasoline-powered control testing as a reference vehicle. This paper discusses the results of the event, summarizes the technologies employed, and makes observations on the state of natural gas vehicle technology.

    A fundamental concern in projecting the future attributes of light-duty vehicles-passenger cars, sport utility vehicles, pickup trucks, and minivans-is how to represent technological change and the market forces that drive it. There is always considerable uncertainty about the evolution of existing technologies, what new technologies might emerge, and how consumer preferences might influence the direction of change. Most of the new and emerging technologies expected to affect the performance and fuel use of light-duty vehicles over the next 25 years are represented in the National Energy Modeling System (NEMS); however, the potential emergence of new, unforeseen technologies makes it impossible to address all the technology options that could come into play.     Advancements in vehicle electronics, along with communication and sensing technologies, have led to a growing number of intelligent vehicle applications. Example systems include those for advanced driver information, route planning and prediction, driver assistance, and crash avoidance. The National Renewable Energy Laboratory is exploring ways to leverage intelligent vehicle systems to achieve fuel savings. This presentation discusses several potential applications, such as providing intelligent feedback to drivers on specific ways to improve their driving efficiency, and using information about upcoming driving to optimize electrified vehicle control strategies for maximum energy efficiency and battery life. The talk also covers the potential of Advanced Driver Assistance Systems (ADAS) and related technologies to deliver significant fuel savings in addition to providing safety and convenience benefits.

    High-level objective of this project is to develop nanoparticle based additive technology to improve friction and wear characteristics of engine oil with a long-term focus to enhance durability and efficiency of engines. The project encompasses a detailed investigation of various chemicals that favors stable boundary film formation and therefore reduce friction and wear of engine components. These active chemicals designed as nanomaterials will be surface-stabilized to gain maximum dispersion stability in a lubricant media. This effort shall be focused with the following objectives in mind: develop active nanoparticle composite, optimize process design, detailed tribological testing and surface characterization, physical and chemical characterization of nanomaterials, and limited component level testing to document friction and wear improvements. Additional motivation is to minimize sulfur/phosphorous contents and lower ash forming components in additives and therefore improve aftertreatment functioning and emission. This effort shall be focused, over a two year funding period: Phase-I will be primarily a feasibility study, which includes selection of components for active nanoparticles, design and formulation, and synthesis of the active nanoparticles, optimize process design, physical and chemical characterization of nanomaterials, tribological testing and document friction and wear improvements. As a continuous effort of the Phase-I, Phase-II will focus on the optimization of the identified nanoparticle-based additives specifically for DOE strategic goal - minimizing S and P contents in additives and lowering ash-forming components. Additional efforts will also be invested in extended component level tribo-testing, manufacturing process scale-up, cost evaluation, and commercial viability assessment. In boundary lubrication, mating surfaces in direct physical contact are in surface asperities dimensional scale. These conditions may benefit from the nanometric size of the advanced nanoparticle lubricants in the following ways: (1) by supplying nano to sub-micron size lubricating agents which reduce friction and wear at the asperity contact zone, (2) by enabling strong metal adsorption and easy wetting, (3) by reacting with the surface to form durable lubricating 'transient transfer' films, sustain high loads and also retain under high temperatures, and (4) by enabling all these at minimal cost and great environmental safety. Suitably designed nanomaterials can significantly lower sulfur and phosphorus level in the lubricant additive pack, and therefore positively impact after-treatment catalyst life and exhaust emissions.

    The U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy has defined milestones for its Vehicle Technologies Program (VTP). This report provides estimates of the benefits that would accrue from achieving these milestones relative to a base case that represents a future in which there is no VTP-supported vehicle technology development. Improvements in the fuel economy and reductions in the cost of light- and heavy-duty vehicles were estimated by using Argonne National Laboratory's Autonomie powertrain simulation software and doing some additional analysis. Argonne also estimated the fraction of the fuel economy improvements that were attributable to VTP-supported development in four 'subsystem' technology areas: batteries and electric drives, advanced combustion engines, fuels and lubricants, and materials (i.e., reducing vehicle mass, called 'lightweighting'). Oak Ridge National Laboratory's MA{sup 3}T (Market Acceptance of Advanced Automotive Technologies) tool was used to project the market penetration of light-duty vehicles, and TA Engineering's TRUCK tool was used to project the penetrations of medium- and heavy-duty trucks. Argonne's VISION transportation energy accounting model was used to estimate total fuel savings, reductions in primary energy consumption, and reductions in greenhouse gas emissions that would result from achieving VTP milestones. These projections indicate that by 2030, the on-road fuel economy of both light- and heavy-duty vehicles would improve by more than 20%, and that this positive impact would be accompanied by a reduction in oil consumption of nearly 2 million barrels per day and a reduction in greenhouse gas emissions of more than 300 million metric tons of CO{sub 2} equivalent per year. These benefits would have a significant economic value in the U.S. transportation sector and reduce its dependency on oil and its vulnerability to oil price shocks.

The update is based largely on an Environmental Protection Agency (EPA) analysis of technology attributes augmented by NHTSA data and contractor staff assessments. These technology cost and performance data were documented in the Draft Joint Technical Support Document (TSD) issued by EPA and NHTSA in September 2009 (EPA/NHTSA 2009). For these tasks, the Energy and Environmental Analysis (EEA) division of ICF International (ICF) examined each technology and technology package in the Draft TSD and assessed their costs and performance potential based on U.S. Department of Energy (DOE) program assessments. ICF also assessed the technologies? other relevant attributes based on data from actual production vehicles and from recently published technical articles in engineering journals. ICF examined technology synergy issues through an ICF in-house model that uses a discrete parameter approach.

    As the vehicle population in China increases, oil consumption and carbon dioxide (CO{sub 2}) emissions associated with on-road transportation are rising dramatically. During this study, we developed a methodology to project trends in the growth of the vehicle population, oil demand, and CO{sub 2} emissions associated with on-road transportation in China. By using this methodology, we projected--separately--the number of highway vehicles, motorcycles, and rural vehicles in China through 2050. We used three scenarios of highway vehicle growth (high-, mid-, and low-growth) to reflect patterns of motor vehicle growth that have occurred in different parts of the world (i.e., Europe and Asia). All are essentially business-as-usual scenarios in that almost none of the countries we examined has made concerted efforts to manage vehicle growth or to offer serious alternative transportation means to satisfy people's mobility needs. With this caveat, our projections showed that by 2030, China could have more highway vehicles than the United States has today, and by 2035, it could have the largest number of highway vehicles in the world. By 2050, China could have 486-662 million highway vehicles, 44 million motorcycles, and 28 million rural vehicles. These numbers, which assume essentially unmanaged vehicle growth, would result in potentially disastrous effects on the urban infrastructure, resources, and other social and ecological aspects of life in China. We designed three fuel economy scenarios, from conservative to aggressive, on the basis of current policy efforts and expectations of near-future policies in China and in developed countries. It should be noted that these current and near-future policies have not taken into consideration the significant potential for further fuel economy improvements offered by advanced technologies such as electric drive technologies (e.g., hybrid electric vehicles and fuel-cell vehicles). By using vehicle growth projections and potential vehicle fuel economy, we projected that China's on-road vehicles could consume approximately 614-1016 million metric tons of oil per year (12.4-20.6 million barrels per day) and could emit 1.9-3.2 billion metric tons of CO{sub 2} per year in 2050, which will put tremendous pressure on the balance of the Chinese and world oil supply and demand and could have significant implications on climate change. Our analysis shows that, while improvements in vehicle fuel economy are crucial for reducing transportation energy use, containing the growth of the vehicle population could have an even more profound effect on oil use and CO{sub 2} emissions. This benefit is in addition to other societal and environmental benefits--such as reduced congestion, land use, and urban air pollution--that will result from containing vehicle population growth. Developing public transportation systems for personal travel and rail and other modes for freight transportation will be important for containing the growth of motor vehicles in China. Although the population of passenger cars will far exceed that of all truck types in China in the future, our analysis shows that oil use by and CO{sub 2} emissions from the Chinese truck fleet will be far larger than those related to Chinese passenger cars because trucks are very use intensive (more vehicle miles traveled per year) and energy intensive (lower fuel economy). Unfortunately, the potential for improving fuel economy and reducing air pollutant emissions for trucks has not been fully explored; such efforts are needed. Considering the rapid depletion of the world's oil reserve, the heightened global interest in addressing greenhouse gas emissions, and the geopolitical complications of global oil supply and demand, the study results suggest that unmanaged vehicle growth and limited improvements in vehicle fuel efficiency will lead to an unsustainable and unstable transportation system in China. In other words, while our projections do not definitively indicate what will happen in the Chinese transportation sector by 2050, they do demonstrate

    This battery test procedure manual was prepared for the United States Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Vehicle Technologies Office. It is based on technical targets for commercial viability established for energy storage development projects aimed at meeting system level DOE goals for Plug-in Hybrid Electric Vehicles (PHEV). The specific procedures defined in this manual support the performance and life characterization of advanced battery devices under development for PHEV’s. However, it does share some methods described in the previously published battery test manual for power-assist hybrid electric vehicles. Due to the complexity of some of the procedures and supporting analysis, future revisions including some modifications and clarifications of these procedures are expected. As in previous battery and capacitor test manuals, this version of the manual defines testing methods for full-size battery systems, along with provisions for scaling these tests for modules, cells or other subscale level devices. The DOE-United States Advanced Battery Consortium (USABC), Technical Advisory Committee (TAC) supported the development of the manual. Technical Team points of contact responsible for its development and revision are Renata M. Arsenault of Ford Motor Company and Jon P. Christophersen of the Idaho National Laboratory. The development of this manual was funded by the Unites States Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Office.
