    Access to clean, affordable, secure, and reliable energy has been a cornerstone of American’s economic growth. Yet, today the Nation’s systems that produce, store, transmit, and use energy are falling short of U.S needs. The Department of Energy’s (DOE) first Quadrennial Technology Review (QTR), launched at the recommendation of the President’s Council of Advisors on Science and Technology (PCAST), addresses these facts. The report details today’s energy landscape and the associated energy security, economic and environmental challenges; provides a framework for presenting six strategies to address those challenges encompassing vehicle efficiency, deployment of alternative hydrocarbon fuels, increased building and industrial efficiency, modernization of the grid, and deployment of clean electricity; addresses priorities among activities in DOE’s energy-technology programs; and explains the roles that DOE, the broader government, the private sector, the national laboratories, and academia play in energy transformation.

    Access to clean, affordable, secure, and reliable energy has been a cornerstone of America’s economic growth. The Nation’s systems that produce, store, transmit, and use energy are falling short of U.S. needs. Maintaining energy security, bolstering U.S. competitiveness, and mitigating the environmental impacts of energy are long-­standing challenges. Governments, consumers, and the private sector have worked for decades to address these challenges, yet they remain among the Nation’s most pressing issues. President Obama has articulated broad national energy goals for reducing U.S. dependence on oil, reducing pollution, and investing in research and development (R&D) for clean-­energy technologies in the United States to create jobs. These include: Reducing oil imports by one-third by 2025; Supporting the deployment of 1 million electric vehicles on the road by 2015; Making non-residential buildings 20% more energy efficient by 2020; Deriving 80% of America's electricity from clean-energy sources by 2035; and Reducing greenhouse gas emissions by 175 by 2020 and 83% of 2050, from a 2005 baseline.

    Three review articles are presented. The first describes the Lawrence Livermore Laboratory role in the research and development of oil-shale retorting technology through its studies of the relevant chemical and physical processes, mathematical models, and new retorting concepts. Second is a discussion of investigation of properties of dense molecular fluids at high pressures and temperatures to improve understanding of high-explosive behavior, giant-planet structure, and hydrodynamic shock interactions. Third, by totally computerizing the triple-quadrupole mass spectrometer system, the laboratory has produced a general-purpose instrument of unrivaled speed, selectivity, and adaptability for the analysis and identification of trace organic constituents in complex chemical mixtures.     Lithium cobalt oxide (LiCoO{sub 2}) was already used in the first commercialized Li-ion battery by SONY in 1990. Still, it is the most frequently used cathode material nowadays. However, LiCoO{sub 2} is intrinsically unstable in the charged state, especially at elevated temperatures and in the overcharged state causing volume changes and transport limitation for high power batteries. In this paper, some technological aspects with large impact on cell performance from the cathode material point of view will be reviewed. At first it will be focused on the degradation processes and life-time mechanisms of the cathode material LiCoO{sub 2}. Electrochemical and structural results on commercial Li-ion batteries recorded during the cycling will be discussed. Thereafter, advanced nanomaterials for new cathode materials will be presented.

    This report discusses: The Clementine satellite, the first US satellite to the Moon in more than two decades, sent back more than 1.5 million images of the lunar surface using cameras designed and calibrated by LLNL. An LLNL-developed laser ranger provided information that will be used to construct a relief map of the Moon`s surface; and Uncertainty and the Federal Role in Science and Technology, Ralph E. Gomory was a recent participate in the Director`s Distinguished Lecturer Series at LLNL. In his lecture, he addressed some of the tensions, conflicts, and possible goals related to federal support for science and technology.

    The state of the laboratory address by LLNL Director Roger Batzel is summarized, and a breakdown of the laboratory funding is given. The Livermore defense-related committment is described, including the design and development of advanced nuclear weapons as well as research in inertial confinement fusion, nonnuclear ordnance, and particle beam technology. LLNL is also applying its scientific and engineering resources to the dual challenge of meeting future energy needs without degrading the quality of the biosphere. Some representative examples are given of the supporting groups vital for providing the specialized expertise and new technologies required by the laboratory's major research programs. (GHT)

    Safety, lifetime, energy density, and costs are the key factors for battery development. This generates the need for improved cell chemistries and new, advanced battery materials. The components of an electrolyte are the solvent, in which a conducting salt and additives are dissolved. Each of them plays a specific role in the overall mechanism of a cell: the solvent provides the host medium for ionic conductivity, which originates in the conductive salt. Furthermore, additives can be used to optimize safety, performance, and cyclability. By understanding the tasks of the individual components and their optimum conditions of operation, the functionality of cells can be improved from a holistic point of view. This paper will present the most important technological features and requirements for electrolytes in lithium-ion batteries. The state-of-the-art chemistry of each component is presented, as well as different approaches for their modification. Finally, a comparison of Li-cells with lithium-based technologies currently under development is conducted.

    On June 6-10, 2011, the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Geothermal Technologies Program (GTP or the Program) conducted its annual program peer review in Bethesda, Maryland. In accordance with the EERE Peer Review Guide, the review provides an independent, expert evaluation of the strategic goals and direction of the program and is a forum for feedback and recommendations on future program planning. The purpose of the review was to evaluate DOE-funded projects for their contribution to the mission and goals of the Program and to assess progress made against stated objectives.

    Geothermal Technologies Office conducted its annual program peer review in April of 2013. The review provided an independent, expert evaluation of the technical progress and merit of GTO-funded projects. Further, the review was a forum for feedback and recommendations on future GTO strategic planning. During the course of the peer review, DOE-funded projects were evaluated for 1) their contribution to the mission and goals of the GTO and 2) their progress against stated project objectives. Principal Investigators (PIs) came together in sessions organized by topic tracks to disseminate information, progress, and results to a panel of independent experts as well as attendees.

    On May 7-10, 2012, the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Geothermal Technologies Office conducted its annual program peer review in Westminster, CO. In accordance with the EERE Peer Review Guide, the review provides an independent, expert evaluation of the strategic goals and direction of the office and is a forum for feedback and recommendations on future office planning. The purpose of the review was to evaluate DOE-funded projects for their contribution to the mission and goals of the office and to assess progress made against stated objectives. Project scoring results, expert reviewer comments, and key findings and recommendations are included in this report.

    As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

    Abatement of lead from various surfaces proves to be a rapidly developing industry. Removal techniques and effectiveness varies greatly with varying substrates (wood, concrete, steel, etc.) and surface configurations including interior/exterior considerations, habitability and anticipated retrofit. Numerous technologies advances, and/or adaptations of long accepted removal techniques have recently emerged. Some of the more commonly used removal procedures including vacuum blasting, chemical stripping, scarifiers, grinders, sanders, etc. will be reviewed. Specific emphasis will be placed upon mode of application, positive and negative environmental aspects, and varying emissions generated. Personnel sampling data will be discussed with respect to associated personal protective equipment impact to derive the most cost productive environmentally conscious alternatives.

    For the 40-plus years of the Cold War, both the United States and the Soviet Union built up nuclear stockpiles of tens of thousands of weapons. Now, as the Cold War has ended and tensions between the superpowers have subsided, the US faces the task of significantly reducing its nuclear arsenal. Many thousands of nuclear weapons are being removed from the stockpile as a result of recent treaties and unilateral decisions. This issue of Energy and Technology Review describes the Laboratory`s role in the nation`s effort to dismantle these weapons safely and rapidly. The dismantlement of the United States` nuclear weapons takes place at the Department of Energy`s Pantex facility near Amarillo, Texas. The first article in this issue summarizes the Laboratory`s involvement in dismantling Livermore-designed nuclear weapons. LLNL (like Los Alamos) has responsibility for the weapons it designed, from design concept to retirement. In the past, the responsibilities ended when the weapon was retired from the stockpile. Now however, the role has been extended to include dismantlement. The second article reports on an incident that occurred in November 1992, in which the pit of a W48 warhead cracked during dismantlement. The Laboratory was called upon to handle the pit safely and determine the causes of the cracking. The third article explores a variety of methods proposed for reusing the high explosives after they are removed from the weapon. In the past, Laboratory work on nuclear weapons focused primarily on design and development. However, as the size and composition of the US stockpile changes with evolving international conditions, they will be called upon with increasing frequency to provide the scientific and technical expertise needed to dismantle the nation`s retired nuclear weapons safely and efficiently.

    The 2014 U.S. Department of Energy (DOE) Fuel Cell Technologies Office (FCTO) and Vehicle Technologies Office (VTO) Annual Merit Review and Peer Evaluation Meeting (AMR) was held June 16-20, 2014, in Washington, DC. The review encompassed all of the work done by the FCTO and the VTO: a total of 295 individual activities were reviewed for VTO, by a total of 179 reviewers. A total of 1,354 individual review responses were received for the VTO technical reviews. The objective of the meeting was to review the accomplishments and plans for VTO over the previous 12 months, and provide an opportunity for industry, government, and academia to give inputs to DOE on the Office with a structured and formal methodology. The meeting also provided attendees with a forum for interaction and technology information transfer.

    The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. The format included oral and poster session presentations. Individual papers have been processed separately for inclusion in the Energy Science and Technology database.

    This report contains reviews of operating experiences, selected accident events, and industrial safety performance indicators that document the performance of the major US DOE magnetic fusion experiments and particle accelerators. These data are useful to form a basis for the occupational safety level at matured research facilities with known sets of safety rules and regulations. Some of the issues discussed are radiation safety, electromagnetic energy exposure events, and some of the more widespread issues of working at height, equipment fires, confined space work, electrical work, and other industrial hazards. Nuclear power plant industrial safety data are also included for comparison.

    There are two main feature articles in this publication. The first article tells of how using off-the-shelf computers, state-of-the-art CCDs, and a network of collaborators, scientist at Lawrence Livermore National Lab explore the composition of dark matter. Indications are that MACHOs (MAssive Compact Halo Objects) make up the bulk of dark matter in the universe. The second article discusses a new breed of Livermore-developed, flywheel-based energy storage systems using new materials, new technologies, and new thinking to develop a new electromechanical battery. Patents and research highlights are also listed in this publication.

    The Molecular Laser Isotope Separation (MLIS) process currently under development is discussed as an operative example of the use of lasers for material processing. The MLIS process, which uses infrared and ultraviolet lasers to process uranium hexafluoride (UF/sub 6/) resulting in enriched uranium fuel to be used in electrical-power-producing nuclear reactor, is reviewed. The economics of the MLIS enrichment process is compared with conventional enrichment technique, and the projected availability of MLIS enrichment capability is related to estimated demands for U.S. enrichment service. The lasers required in the Los Alamos MLIS program are discussed in detail, and their performance and operational characteristics are summarized. Finally, the timely development of low-cost, highly efficient ultraviolet and infrared lasers is shownd to be the critical element controlling the ultimate deployment of MLIS uranium enrichment. 8 figures, 7 tables.
