    The major goal of the Lasagna{trademark} project was to design, construct, install, and operate an in situ remediation system in low-permeability soil. A new technology--the Lasagna process--uses electro-osmosis to move contaminated groundwater through treatment zones. The treatment zones are installed in contaminated soils, thereby forming an integrated in situ remedial process. Electro-osmosis, well known for its effectiveness and extremely low power consumption, uses a direct current to cause Groundwater to travel through low-permeability soil. When a bench-scale version of the technology was 98 percent effective in removing contamination, an actual field test was the next step. The site chosen for this first field effort was the DOE-owned Paducah Gaseous Diffusion Plant located in Paducah, Kentucky. The target contaminant for this project was trichloroethylene (TCE) because it is found at many sites across the country and is present at approximately 60 percent of DOE`s sites.

    The U.S. Department of Energy (DOE) Office of Environmental Management (EM) cleanup mission at Oak Ridge National Laboratory (ORNL) includes dispositioning facilities, contaminated legacy materials/waste, and contamination sources and remediation of soil under facilities, groundwater, and surface water to support final Records of Decision (RODs). The Integrated Facilities Disposition Project (IFDP) is a roughly $15B project for completion of the EM mission at Oak Ridge, with a project duration of up to 35 years. The IFDP Mission Need Statement - Critical Decision-0 (CD-0) - was approved by DOE in July 2007, and the IFDP Alternative Selection and Cost Range - Critical Decision-1 (CD-1) - was approved in November 2008. The IFDP scope includes reconfiguration of waste collection and treatment systems as needed to complete the IFDP remediation and decontamination and decommissioning (D&D) missions in a safe and cost-effective manner while maintaining compliance with all governing regulations and bodies and preserving the support of continuing operations at ORNL. A step in the CD-1 approval process included an external technical review (ETR) of technical approaches proposed in the CD-1 document related to the facility reconfiguration for the ORNL radioactive waste and liquid low-level waste management systems. The ETR team recommended that the IFDP team consider the use of trenchless technologies for installing pipelines underground in and around contaminated sites as part of the alternatives evaluations required in support of the CD-2 process. The team specifically recommended evaluating trenchless technologies for installing new pipes in existing underground pipelines as an alternative to conventional open trench installation methods. Potential benefits could include reduction in project costs, less costly underground piping, fewer disruptions of ongoing and surface activities, and lower risk for workers. While trenchless technologies have been used extensively in the sanitary sewer and natural gas pipeline industries, they have been used far less in contaminated environments. Although trenchless technologies have been used at ORNL in limited applications to install new potable water and gas lines, the technologies have not been used in radioactive applications. This study evaluates the technical risks, benefits, and economics for installing gravity drained and pressurized piping using trenchless technologies compared to conventional installation methods for radioactive applications under ORNL geological conditions. A range of trenchless installation technologies was reviewed for this report for general applicability for replacing existing contaminated piping and/or installing new pipelines in potentially contaminated areas. Installation methods that were determined to have potential for use in typical ORNL contaminated environments were then evaluated in more detail for three specific ORNL applications. Each feasible alternative was evaluated against the baseline conventional open trench installation method using weighted criteria in the areas of environment, safety, and health (ES&H); project cost and schedule; and technical operability. The formulation of alternatives for evaluation, the development of selection criteria, and the scoring of alternatives were performed by ORNL staff with input from vendors and consultants. A description of the evaluation methodology and the evaluation results are documented in the following sections of this report.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology; determine the performance range of available technologies; identify the most promising technologies and promising trends in technology advances; examine market forces and market trends; and develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fag into that class.

  10. Evaluation of Aqua-Ammonia Chiller Technologies and Field Site Installation

    The Naval Facilities Engineering Service Center (NFESC) has sponsored Oak Ridge National Laboratory (ORNL) to review, select, and evaluate advanced, gas-fired, 5-ton, aqua-ammonia, chiller technologies. The selection criteria was that units have COP values of 0.67 or better at Air-conditioning and Refrigeration Institute (ARI) 95 F outdoor rating conditions, an active refrigerant flow control, and a variable-speed condenser fan. These features are expected to allow these units to operate at higher ambient temperatures (up to the maximum operating temperature of 110 F) with minimal degradation in performance. ORNL evaluated three potential manufacturers of advanced, gas-fired, 5-ton, aqua-ammonia chillers-Robur, Ambian, and Cooling Technologies. Unfortunately, Robur did not meet the COP requirements and Cooling Technologies could not deliver a unit to be tested at the U.S. Department of Energy (DOE)-ORNL environmental chamber testing facility for thermally activated heat pumps. This eliminated these two technologies from further consideration, leaving only the Ambian chillers for evaluation. Two Ambian chillers were evaluated at the DOE-ORNL test facility. Overall these chillers operated well over a wide range of ambient conditions with minimal degradation in performance due to several control strategies used such as a variable speed condenser fan, a modulating burner, and active refrigerant flow control. These Ambian pre-commercial units were selected for installation and field testing at three federal facilities. NFESC worked with ORNL to assist with the site selection for installation and evaluation of these chillers. Two sites (ORNL and Naval Surface Warfare Center [NSWC] Corona) had a single chiller unit installed; and at one site (Naval Amphibious Base [NAB] Little Creek), two 5-ton chillers linked together were installed to provide 10 tons of cooling. A chiller link controller developed under this project was evaluated in the field test at Little Creek.

    Lithium cobalt oxide (LiCoO{sub 2}) was already used in the first commercialized Li-ion battery by SONY in 1990. Still, it is the most frequently used cathode material nowadays. However, LiCoO{sub 2} is intrinsically unstable in the charged state, especially at elevated temperatures and in the overcharged state causing volume changes and transport limitation for high power batteries. In this paper, some technological aspects with large impact on cell performance from the cathode material point of view will be reviewed. At first it will be focused on the degradation processes and life-time mechanisms of the cathode material LiCoO{sub 2}. Electrochemical and structural results on commercial Li-ion batteries recorded during the cycling will be discussed. Thereafter, advanced nanomaterials for new cathode materials will be presented.

    The use of encapsulation technology to produce a compliant waste form is an outgrowth from existing polymer industry technology and applications. During the past 12 years, the Department of Energy (DOE) has been researching the use of this technology to treat mixed wastes (i.e., containing hazardous and radioactive wastes). The two primary encapsulation techniques are microencapsulation and macroencapsulation. Microencapsulation is the thorough mixing of a binding agent with a powdered waste, such as incinerator ash. Macroencapsulation coats the surface of bulk wastes, such as lead debris. Cement, modified cement, and polyethylene are the binding agents which have been researched the most. Cement and modified cement have been the most commonly used binding agents to date. However, recent research conducted by DOE laboratories have shown that polyethylene is more durable and cost effective than cements. The compressive strength, leachability, resistance to chemical degradation, etc., of polyethylene is significantly greater than that of cement and modified cement. Because higher waste loads can be used with polyethylene encapsulant, the total cost of polyethylene encapsulation is significantly less costly than cement treatment. The only research lacking in the assessment of polyethylene encapsulation treatment for mixed wastes is pilot and full-scale testing with actual waste materials. To date, only simulated wastes have been tested. The Rocky Flats Environmental Technology Site had planned to conduct pilot studies using actual wastes during 1996. This experiment should provide similar results to the previous tests that used simulated wastes. If this hypothesis is validated as anticipated, it will be clear that polyethylene encapsulation should be pursued by DOE to produce compliant waste forms.

    Safety, lifetime, energy density, and costs are the key factors for battery development. This generates the need for improved cell chemistries and new, advanced battery materials. The components of an electrolyte are the solvent, in which a conducting salt and additives are dissolved. Each of them plays a specific role in the overall mechanism of a cell: the solvent provides the host medium for ionic conductivity, which originates in the conductive salt. Furthermore, additives can be used to optimize safety, performance, and cyclability. By understanding the tasks of the individual components and their optimum conditions of operation, the functionality of cells can be improved from a holistic point of view. This paper will present the most important technological features and requirements for electrolytes in lithium-ion batteries. The state-of-the-art chemistry of each component is presented, as well as different approaches for their modification. Finally, a comparison of Li-cells with lithium-based technologies currently under development is conducted.

    The Lawrence Livermore National Laboratory was established in 1952 to do research on nuclear weapons and magnetic fusion energy. Since then, we other major programs have been added including laser fusion, and laser isotope separation, biomedical and environmental science, strategic defense and applied energy technology. These programs, in turn, require research in basic scientific disciplines, including chemistry and materials science, computer science and technology, engineering and physics. In this issue, Herald Brown, the Laboratory`s third director and now counselor at the Center for Strategic and International Studies, reminisces about his years at Livermore and comments about the Laboratory`s role in the future. Also an article on visualizing dynamic systems in three dimensions is presented. Researchers can use our interactive algorithms to translate massive quantities of numerical data into visual form and can assign the visual markers of their choice to represent three- dimensional phenomena in a two-dimensional setting, such as a monitor screen. Major work has been done in the visualization of climate modeling, but the algorithms can be used for visualizing virtually any phenomena.

This issue of Science & Technology Review highlights the award-winning technologies: noninvasive pneumothorax detector, microelectromechanical system-based adaptive optics scanning laser ophthalmoscope, large-area imager, hyper library of linear solvers, and continuous-phase-plate optics system manufactured using magnetorheological finishing.     In this study, the Oak Ridge National Laboratory (ORNL) is performing a technology review to assess the market for commercially available power electronic converters that can be used to connect microturbines to either the electric grid or local loads. The intent of the review is to facilitate an assessment of the present status of marketed power conversion technology to determine how versatile the designs are for potentially providing different services to the grid based on changes in market direction, new industry standards, and the critical needs of the local service provider. The project includes data gathering efforts and documentation of the state-of-the-art design approaches that are being used by microturbine manufacturers in their power conversion electronics development and refinement. This project task entails a review of power converters used in microturbines sized between 20 kW and 1 MW. The power converters permit microturbine generators, with their non-synchronous, high frequency output, to interface with the grid or local loads. The power converters produce 50- to 60-Hz power that can be used for local loads or, using interface electronics, synchronized for connection to the local feeder and/or microgrid. The power electronics enable operation in a stand-alone mode as a voltage source or in grid-connect mode as a current source. Some microturbines are designed to automatically switch between the two modes. The information obtained in this data gathering effort will provide a basis for determining how close the microturbine industry is to providing services such as voltage regulation, combined control of both voltage and current, fast/seamless mode transfers, enhanced reliability, reduced cost converters, reactive power supply, power quality, and other ancillary services. Some power quality improvements will require the addition of storage devices; therefore, the task should also determine what must be done to enable the power conversion circuits to accept a varying dc voltage source. The study will also look at technical issues pertaining to the interconnection and coordinated/compatible operation of multiple microturbines. It is important to know today if modifications to provide improved operation and additional services will entail complete redesign, selected component changes, software modifications, or the addition of power storage devices. This project is designed to provide a strong technical foundation for determining present technical needs and identifying recommendations for future work.

    Biotechnology will significantly affect many industrial sectors in the future. Industrial sectors that will be affected include pharmaceutical, chemical, fuel, agricultural, and environmental remediation. Future research is needed to improve bioprocessing efficiency and cost-effectiveness in order to compete with traditional technologies. This report describes recent advances in bioprocess technologies and bioreactor designs and relates them to problems encountered in many industrial bioprocessing operations. The primary focus is directed towards increasing gas and vapor transfer for enhanced bioprocess kinetics as well as unproved by-product separation and removal. The advantages and disadvantages of various conceptual designs such as hollow-fiber, gas-phase, hyperbaric/hypobaric, and electrochemical bioreactors are also discussed. Specific applications that are intended for improved bioprocesses include coal desulfurization, coal liquefaction, soil bioremediation, biomass conversion to marketable chemicals, biomining, and biohydrometallurgy as well as bioprocessing of gases and vapors.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize die state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends. Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

    This monthly report of research activities at Lawrence Livermore Laboratory highlights three different research programs. First, the Forensic Science Center supports a broad range of analytical techniques that focus on detecting and analyzing chemical, biological, and nuclear species. Analyses are useful in the areas of nonproliferation, counterterrorism, and law enforcement. Second, starting in 1977, the laboratory initiated a series of studies to understand a high incidence of melanoma among employees.     This issue of Energy and Technology Review focuses on cooperative research and development agreements (CRADAs)-one of the Laboratory's most effective means of technology transfer. The first article chronicles the legislative evolution of these agreements. The second article examines the potential beneficial effects of CRADAs on the national economy and discusses their role in the development and marketing of Laboratory technologies. The third article provides information on how to initiate and develop CRADAs at LLNL, and the fourth and fifth articles describe the Laboratory's two most prominent technology transfer projects. One is a 30-month CRADA with General Motors to develop advanced lasers for cutting, welding, and heat-treating operations. The cover photograph shows this laser cutting through a piece of steel 1/16 of an inch thick. The other project is a three-year CRADA with Amoco, Chevron-Conoco, and Unocal to refine our oil shale retorting process.

    As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

    Integral to the Advanced Fuel Cycle Initiative (AFCI) Program’s proposed closed nuclear fuel cycle, the fission products cesium and strontium in the dissolved spent nuclear fuel stream are to be separated and managed separately. A comprehensive literature survey is presented to identify cesium and strontium separation technologies that have the highest potential and to focus research and development efforts on these technologies. Removal of these high-heat-emitting fission products reduces the radiation fields in subsequent fuel cycle reprocessing streams and provides a significant short-term (100 yr) heat source reduction in the repository. This, along with separation of actinides, may provide a substantial future improvement in the amount of fuel that could be stored in a geologic repository. The survey and review of the candidate cesium and strontium separation technologies are presented herein. Because the AFCI program intends to manage cesium and strontium together, technologies that simultaneously separate both elements are of the greatest interest, relative to technologies that separate only one of the two elements.

The first article describes the ultimate goal of laser fusion as the production of electricity by inertial confinement fusion.     Typical engineering methods utilized to calculate stresses on a roof structure involve simplifying assumptions that render a complex non-linear structure a simple and basic determinate beam. That is, instead of considering the composite action of the entire roof structure, the engineer evaluates only a single beam that is deemed conservatively to represent an affected rafter or top chord of a truss. This simplification based on assumptions of a complex problem is where significant conservatism can be introduced. Empirical data will be developed to evaluate this issue. Simple wood beams will be tested to failure. More complex and complete sections of roof structures that include composite action will also be tested to failure. The results can then be compared. An initial step in this process involves a literature review of any work that has been performed on roof structure composite action. The following section summarizes the literature review that was completed.

    Available treatment technologies for methyl tertiary butyl ether (MTBE) contamination in soil, groundwater, and recovered groundwater are reviewed and assessed. MTBE contamination is becoming an important issue due to the increasing prevalence and regulation of this gasoline additive. In addition, MTBE is more soluble and more mobile in groundwater than most hydrocarbons, so it is usually the first gasoline constituent to reach sensitive receptors. Treatment of MTBE is complicated by its Henry`s constant, which is lower than most other gasoline constituents. Furthermore, evidence of biodegradability of MTBE is mixed, and MTBE does not degrade rapidly abiotically. Groundwater pumping is usually employed to contain and collect MTBE-contaminated groundwater, often successfully because of its high aqueous solubility. Air sparging/soil vapor extraction is also successfully employed to treat MTBE, but its effectiveness is reduced by the low Henry`s constant of MTBE. Sparging and other aerobic bioremediation approaches are hampered by the poor biodegradability of MTBE. Oxidation technologies, such as ozone injection, hold promise for rapid in situ remediation of MTBE. Treatment of recovered groundwater contaminated with MTBE is also problematic. MTBE adsorbs poorly to granular activated carbon; advanced oxidation processes are effective on MTBE, but entail high capital and operating costs; bioreactors are of questionable effectiveness on MTBE. Air stripping is usually the most cost-effective treatment technology for MTBE so long as the off gas from the air stripper can be discharged without treatment. However, off gas treatment is expensive, so groundwater is sometimes heated to reduce the requirement for stripping air.

    For the 40-plus years of the Cold War, both the United States and the Soviet Union built up nuclear stockpiles of tens of thousands of weapons. Now, as the Cold War has ended and tensions between the superpowers have subsided, the US faces the task of significantly reducing its nuclear arsenal. Many thousands of nuclear weapons are being removed from the stockpile as a result of recent treaties and unilateral decisions. This issue of Energy and Technology Review describes the Laboratory`s role in the nation`s effort to dismantle these weapons safely and rapidly. The first article in this issue summarizes the Laboratory`s involvement in dismantling Livermore-designed nuclear weapons. LLNL (like Los Alamos) has responsibility for the weapons it designed, from design concept to retirement. In the past, the responsibilities ended when the weapon was retired from the stockpile. Now however, the role has been extended to include dismantlement. The second article reports on an incident that occurred in November 1992, in which the pit of a W48 warhead cracked during dismantlement. The Laboratory was called upon to handle the pit safely and determine the causes of the cracking. The third article explores a variety of methods proposed for reusing the high explosives after they are removed from the weapon. In the past, Laboratory work on nuclear weapons focused primarily on design and development. However, as the size and composition of the US stockpile changes with evolving international conditions, they will be called upon with increasing frequency to provide the scientific and technical expertise needed to dismantle the nation`s retired nuclear weapons safely and efficiently.

    Decommissioning and dismantling of the former German Pilot Reprocessing Plant Karlsruhe (WAK) including the Vitrification Facility (VEK) is being executed in different Project steps related to the reprocessing, HLLW storage and vitrification complexes /1/. While inside the reprocessing building the total inventory of process equipment has already been dismantled and disposed of, the HLLW storage and vitrification complex has been placed out of operation since vitrification and tank rinsing procedures where finalized in year 2010. This paper describes the progress made in dismantling of the shielded boxes of the highly contaminated laboratory as a precondition to get access to the hot cells of the HLLW storage. The major challenges of the dismantling of this laboratory were the high dose rates up to 700 mSv/h and the locking technology for the removal of the hot cell installations. In parallel extensive prototype testing of different carrier systems and power manipulators to be applied to dismantle the HLLW-tanks and other hot cell equipment is ongoing. First experiences with the new manipulator carrier system and a new master slave manipulator with force reflection will be reported. (authors)

    The Fuels Technology Contractors Review Meeting was held November 16-18, 1993, at the Morgantown Energy Technology Center (METC) in Morgantown, West Virginia. This meeting was sponsored and hosted by METC, the Office of Fossil Energy, U.S. Department of Energy (DOE). METC periodically provides an opportunity to bring together all of the R&D participants in a DOE-sponsored contractors review meeting to present key results of their research and to provide technology transfer to the active research community and to the interested public. This meeting was previously called the Natural Gas Technology Contractors Review Meeting. This year it was expanded to include DOE-sponsored research on oil shale and tar sands and so was retitled the Fuels Technology Contractors Review Meeting. Current research activities include efforts in both natural gas and liquid fuels. The natural gas portion of the meeting included discussions of results summarizing work being conducted in fracture systems, both natural and induced; drilling, completion, and stimulation research; resource characterization; delivery and storage; gas to liquids research; and environmental issues. The meeting also included project and technology summaries on research in oil shale, tar sands, and mild coal gasification, and summaries of work in natural-gas fuel cells and natural-gas turbines. The format included oral and poster session presentations. Individual papers have been processed separately for inclusion in the Energy Science and Technology database.

    This report contains reviews of operating experiences, selected accident events, and industrial safety performance indicators that document the performance of the major US DOE magnetic fusion experiments and particle accelerators. These data are useful to form a basis for the occupational safety level at matured research facilities with known sets of safety rules and regulations.     Proteomics technologies have experienced rapid advances over the last decade to identify or quantify thousands of proteins per sample, typically in a few hours, enabling proteomics applications in environmental, biological, medical, and clinical research. A number of publications have reviewed advances in proteomic technologies and applications. This short review focuses first on a discussion of sensitivity in bottom-up (i.e. digested protein) proteomics and approaches for characterization of small cell populations, and secondly on protein separations for top-down (i.e. intact protein) proteomics including discussions of key technical challenges where recent advances are elucidating specific functions of proteins in biological processes.

    The Lawrence Livermore National Laboratory was established in 1952 to do research on nuclear weapons and magnetic fusion energy. Since then other major programs have been added, including laser fusion and laser isotope separation, biomedical and environmental science, strategic defense, and applied energy technology. These programs require basic research in chemistry, materials science, computer science, engineering and physics. This bulletin is published on a monthly basis to report on unclassified work in all of the programs. There are two articles in this issue. Herbert F. York reminisces about the early days in Livermore, emphasizing the legacy of E.O. Lawrence, and comments on the role of the Laboratory in the future. COG, a new,high-resolution code for modeling radiation transport is described. The code is a new Monte Carlo neutron/photon transport code that solves complex radiation shielding and nuclear criticality problems. It is now available for high-speed desktop workstations as well as mainframes.

    Distributed temperature sensors (DTS) measure temperatures by means of optical fibers. Those optoelectronic devices provide a continuous profile of the temperature distribution along the cable. Initiated in the 1980s, DTS systems have undergone significant improvements in the technology and the application scenario over the last decades. The main measuring principles are based on detecting the back-scattering of light, e.g., detecting via Rayleigh, Raman, Brillouin principles. The application domains span from traditional applications in the distributed temperature or strain sensing in the cables, to the latest smart grid initiative in the power systems, etc. In this paper, we present comparative reviews of the different DTS technologies, different applications, standard and upcoming, different manufacturers.

    Besides a continuous increase of the worldwide use of electricity, the electric energy storage technology market is a growing sector. At the latest since the German energy transition ('Energiewende') was announced, technological solutions for the storage of renewable energy have been intensively studied. Storage technologies in various forms are commercially available. A widespread technology is the electrochemical cell. Here the cost per kWh, e. g. determined by energy density, production process and cycle life, is of main interest. Commonly, an electrochemical cell consists of an anode and a cathode that are separated by an ion permeable or ion conductive membrane - the separator - as one of the main components. Many applications use polymeric separators whose pores are filled with liquid electrolyte, providing high power densities. However, problems arise from different failure mechanisms during cell operation, which can affect the integrity and functionality of these separators. In the case of excessive heating or mechanical damage, the polymeric separators become an incalculable security risk. Furthermore, the growth of metallic dendrites between the electrodes leads to unwanted short circuits. In order to minimize these risks, temperature stable and non-flammable ceramic particles can be added, forming so-called composite separators. Full ceramic separators, in turn, are currently commercially used only for high-temperature operation systems, due to their comparably low ion conductivity at room temperature. However, as security and lifetime demands increase, these materials turn into focus also for future room temperature applications. Hence, growing research effort is being spent on the improvement of the ion conductivity of these ceramic solid electrolyte materials, acting as separator and electrolyte at the same time. Starting with a short overview of available separator technologies and the separator market, this review focuses on ceramic-based separators. Two prominent examples, the lithium-ion and sodium-sulfur battery, are described to show the current stage of development. New routes are presented as promising technologies for safe and long-life electrochemical storage cells.

    The 1999 Review Conference on Fuel Cell Technology was jointly sponsored by the U.S. Department of Energy, Federal Energy Technology Center (FETC), the Gas Research Institute (GRI), and the Electric Power Research Institute (EPRI). It was held August 3 to 5 in Chicago, Illinois. The goal of this conference was to provide a forum for reviewing fuel cell research and development (R&D) programs, assist in strategic R&D planning, promote awareness of sponsor activities, and enhance interactions between manufacturers, researchers, and stakeholders. This conference was attended by over 250 representatives from industry, academia, national laboratories, gas and electric utilities, DOE, and other Government agencies. The conference agenda included a keynote session, five presentation sessions, a poster presentation reception, and three breakout sessions. The presentation session topics were DOD Fuel Cell Applications, Low-Temperature Fuel Cell Manufacturers, Low-Temperature Component Research, High-Temperature Fuel Cell Manufacturers, and High-Temperature Component Research; the breakout session topics were Future R&D Directions for Low-Temperature Fuel Cells, Future R&D Directions for High-Temperature Fuel Cells, and a plenary summary session. All sessions were well attended.

    The National Renewable Energy Laboratory (NREL) has a major responsibility in the implementation of the U.S. Department of Energy's (DOE's) Solar Energy Technologies Program. Sandia National Laboratories (SNL) has a major role in supporting inverter development, characterization, standards, certifications, and verifications. The Solar Energy Technologies Program recently published a Multiyear Technical Plan, which establishes a goal of reducing the Levelized Energy Cost (LEC) for photovoltaic (PV) systems to $0.06/kWh by 2020. The Multiyear Technical Plan estimates that, in order to meet the PV system goal, PV inverter prices will need to decline to $0.25-0.30 Wp by 2020. DOE determined the need to conduct a rigorous review of the PV Program's technical and economic targets, including the target set for PV inverters. NREL requested that Navigant Consulting Inc.(NCI) conduct a review of historical and projected cost and performance improvements for PV inverters, including identification of critical barriers identified and the approaches government might use to address them.

    At Fair Oaks Dairy, dried manure solids (''DMS'') are currently used as a low value compost. United Power was engaged to evaluate the feasibility of processing these DMS into ethanol utilizing commercially available cellulosic biofuels conversion platforms. The Fair Oaks Dairy group is transitioning their traditional ''manure to methane'' mesophilic anaerobic digester platform to an integrated bio-refinery centered upon thermophilic digestion. Presently, the Digested Manure Solids (DMS) are used as a low value soil amendment (compost). United Power evaluated the feasibility of processing DMS into higher value ethanol utilizing commercially available cellulosic biofuels conversion platforms. DMS was analyzed and over 100 potential technology providers were reviewed and evaluated. DMS contains enough carbon to be suitable as a biomass feedstock for conversion into ethanol by gasification technology, or as part of a conversion process that would include combined heat and power. In the first process, 100% of the feedstock is converted into ethanol. In the second process, the feedstock is combusted to provide heat to generate electrical power supporting other processes. Of the 100 technology vendors evaluated, a short list of nine technology providers was developed. From this, two vendors were selected as finalists (one was an enzymatic platform and one was a gasification platform). Their selection was based upon the technical feasibility of their systems, engineering expertise, experience in commercial or pilot scale operations, the ability or willingness to integrate the system into the Fair Oaks Biorefinery, the know-how or experience in producing bio-ethanol, and a clear path to commercial development.

    This issue of Energy and Technology Review describes two powerful analytical tools that use ion-beam techniques to make contributions to an astonishing range of fundamental problems. We characterize these techniques -- accelerator mass spectrometry (AMS) and ion microbeam analysis -- under the common rubric of accelerator microanalysis. Each of these tools is used in disciplines ranging from anthropology to zoology. The rich diversity of applications is reason enough to dedicate an entire issue to these impressive tools. Most of the applications are already under investigation here at LLNL. One section in this issue explains how the high sensitivity of AMS offers the possibility of one day tailoring drugs to the needs of individual patients. Other articles describe the broad potential of AMS in environmental monitoring, so critical to the well-being of the public, and explain how it offers a precise timepiece that can help us understand our prehistoric past and, perhaps, one day help make accurate predictions for future global climate changes. The ion microbeam facility at LLNL may give the United States a competitive edge in advanced production techniques for microdevices. An article on the economic impact of microanalytical tools explains that other industries, too, may benefit during this era when we are facing tough competition from international markets. This is also an article on the history, development, and key advantages of AMS and ion microbeam analysis. Of prime importance for research is that they are nondestructive of many samples, allowing valuable (or irreplaceable) materials to be analyzed. These techniques also make it possible to study unique, small-sample experiments and may allow the first-time imaging of some living materials or functioning systems.

Although not currently profitable, operating costs can be minimized by choosing the technology most suited to the particular application. The Stretford Holmes, Takahax/Hirohax, Koppers Vacuum Carbonate, Sulfiban and Dravo/Still processes are discussed, together with criteria for economic analysis based on technical and by-product market evaluations.
