    Repeated access to WWW pages currently makes inefficient use of available network bandwidth. A Distribution Point Model is proposed where large and relatively static sets of pages (e.g. magazines or other such media) are distributed via bulk multicast to LAN distribution points for local access. Some access control issues are discussed. Hopwise Reliable Multicast (HRM) is proposed to simplify reliable multicast of non real time bulk data between LANs. HRM uses TCP for reliability and flow control on a hop by hop basis throughout a multicast distribution tree created by today`s Internet MBone.

    To enhance the measurement capability of EICs to alpha spectrometry, measurements at FIU-HCET were performed on different energy alpha sources, and response factors of ST electrets in 960-mL chamber were determined. Earlier, EIC was considered as only a charge-integrating device without spectrometric capability. This is a potentially significant development accomplished by FIU-HCET. It could appreciably lower the current cost of spectral characterization. FIU-HCET has been invited to participate in the Operating Engineers' National Hazmat program's assessment of the Mini Mitter, commercially known as the VitalSense{trademark} Telemetric Monitoring System. This evaluation is scheduled for early July 1999. Additional health and safety technology evaluations, in which FIU-HCET will also participate, are also scheduled for later in the summer.     During the last 15 years, NREL has been utilizing its unique expertise and capabilities to work with industry partners on battery thermal testing and electric and hybrid vehicle simulation and testing. Particularly, NREL has developed and fabricated a large volume isothermal battery calorimeter that has been made available for licensing and potential commercialization (http://techportal.eere.energy.gov/technology.do/techID=394). In summer of 2011, NREL developed and fabricated a smaller version of the large volume isothermal battery calorimeter, called hereafter 'cell-scale LVBC.'     Retrieval of waste from single-shell tank C-110 resumed in January making it the first waste retrieval operation for WRPS since taking over Hanford's Tank Operations Contract last October. Now, with approximately 90 percent of the waste removed, WRPS believes that modified sluicing has reached the limits of the technology to remove any further waste and is preparing documentation for use in decision making about any future retrieval actions. Tank C-110 is located in C Fann near the center of the Hanford Site. It is a 530,000 gallon tank, built in 1946, and held approximately 126,000 gallons of sludge and other radioactive and chemical waste materials when retrieval resumed. Modified sluicing technology uses liquid waste from a nearby double-shell tank to break up, dissolve and mobilize the solid material so it can be pumped. Because of the variety of waste fon11S, sluicing is often not able to remove all of the waste. The remaining waste will next be sampled for analysis, and results will be used to guide decisions regarding future actions. Work is moving rapidly in preparation to retrieve waste from a second single-shell tank this summer and transfer it to safer double-shell tank storage. Construction activities necessary to retrieve waste from Tank C-104, a 530,000 gallon tank built in 1943, are approximately 60 percent complete as WRPS maintains its focus on reducing the risk posed by Hanford's aging single-shell waste tanks. C-104 is one of Hanford's oldest radioactive and chemical waste storage tanks, containing approximately 263,000 gallons of wet sludge with a top layer that is dry and powdery. This will be the largest sludge volume retrieval ever attempted using modified sluicing technology. Modified sluicing uses high pressure water or liquid radioactive waste sprayed from nozzles above the waste. The liquid dissolves and/or mobilizes the waste so it can be pumped.     The lowering of the drinking water standard (MCL) for arsenic from 50 {micro}g/L to 10 {micro}g/L in January 2006 could lead to significant increases in the cost of water for many rural systems throughout the United States. The Arsenic Water Technology Partnership (AWTP), a collaborative effort of Sandia National Laboratories, the Awwa Research Foundation (AwwaRF) and WERC: A Consortium for Environmental Education and Technology Development, was formed to address this problem by developing and testing novel treatment technologies that could potentially reduce the costs of arsenic treatment. As a member of the AWTP, Sandia National Laboratories evaluated cutting-edge commercial products in three annual Arsenic Treatment Technology Vendors Forums held during the annual New Mexico Environmental Health Conferences (NMEHC) in 2003, 2004 and 2005. The Forums were comprised of two parts. At the first session, open to all conference attendees, commercial developers of innovative treatment technologies gave 15-minute talks that described project histories demonstrating the effectiveness of their products. During the second part, these same technologies were evaluated and ranked in closed sessions by independent technical experts for possible use in pilot-scale field demonstrations being conducted by Sandia National Laboratories. The results of the evaluations including numerical rankings of the products, links to company websites and copies of presentations made by the representatives of the companies are posted on the project website at http://www.sandia.gov/water/arsenic.htm. This report summarizes the contents of the website by providing brief descriptions of the technologies represented at the Forums and the results of the evaluations.

    This work represents an initial investigation into determining whether correlations actually exist between metadata and content descriptors in multimedia datasets. We provide a quantitative method for evaluating whether the hue of images on the WWW is correlated with the occurrence of color-words in metadata such as URLs, image names, and attendant text. It turns out that such a correlation does exist: the likelihood that a particular color appears in an image whose URL, name, and/or attendant text contains the corresponding color-word is generally at least twice the likelihood that the color appears in a randomly chosen image on the WWW. While this finding might not be significant in and of itself, it represents an initial step towards quantitatively establishing that other, perhaps more useful correlations exist. These correlations form the basis for exciting novel approaches that leverage semi-supervised datasets, such as the WWW, to overcome the semantic gap that has hampered progress in multimedia information retrieval for some time now.

    Consumer preferences are key to the adoption of new vehicle technologies. Barriers to consumer adoption include price and other obstacles, such as limited driving range and charging infrastructure; unfamiliarity with the technology and uncertainty about direct benefits; limited makes and models with the technology; reputation or perception of the technology; standardization issues; and regulations. For each of these non-cost barriers, this report estimates an effective cost and summarizes underlying influences on consumer preferences, approximate magnitude and relative severity, and assesses potential actions, based on a comprehensive literature review. While the report concludes that non-cost barriers are significant, effective cost and potential market share are very uncertain. Policies and programs including opportunities for drivers to test drive advanced vehicles, general public outreach and information programs, incentives for providing charging and fueling infrastructure, and development of technology standards were examined for their ability to address barriers, but little quantitative data exists on the effectiveness of these measures. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.     Attaching WWW interfaces to scientific software opens new opportunities to researchers by making their results available to wide scientific community in a way complimentary to publication. We have shown that this task may be much easier than many used to think: the amount of additional code is small, the Common Gateway Interface (CGI) can be written in any language, not necessarily PERL, and the software can be interfaced on any operating system it was originally written and does not have to be ported to UNIX. This paper provides some useful recipes resulted from seven years of author's experience in developing and maintaining highly successful X-ray Web server project. All these solutions are based on free public domain software (Apache, GnuPlot, and InfoZip) and applicable for multiple computer platforms. Some practical examples are provided.

    The Renewable Electricity Futures (RE Futures) Study investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%–90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions.     out a broad view of the basic and grand challenge science needs for the development of future clean energy technologies in a series of comprehensive 'Basic Research Needs' workshops and reports (inside front cover and http://www.sc.doe.gov/bes/reports/list.html) and has structured its programs and launched initiatives to address the challenges. The basic science needs of industry, however, are often more narrowly focused on solving specific nearer-term roadblocks to progress in existing and emerging clean energy technologies. To better define these issues and identify specific barriers to progress, the Basic Energy Sciences Advisory Committee (BESAC) sponsored the Workshop on Science for Energy Technology, January 18-21, 2010. A wide cross-section of scientists and engineers from industry, universities, and national laboratories delineated the basic science Priority Research Directions most urgently needed to address the roadblocks and accelerate the innovation of clean energy technologies. These Priority Research Directions address the scientific understanding underlying performance limitations in existing but still immature technologies. Resolving these performance limitations can dramatically improve the commercial penetration of clean energy technologies. A key conclusion of the Workshop is that in addition to the decadal challenges defined in the 'Basic Research Needs' reports, specific research directions addressing industry roadblocks are ripe for further emphasis. Another key conclusion is that identifying and focusing on specific scientific challenges and translating the results to industry requires more direct feedback and communication and collaboration between industrial and BES-supported scientists. BES-supported scientists need to be better informed of the detailed scientific issues facing industry, and industry more aware of BES capabilities and how to utilize them.     Electric and hybrid-electric vehicle systems require an inverter to convert the direct current (DC) output of the energy generation/storage system (engine, fuel cells, or batteries) to the alternating current (AC) that vehicle propulsion motors use. Vehicle support systems, such as lights and air conditioning, also use the inverter AC output. Distributed energy systems require an inverter to provide the high quality AC output that energy system customers demand. Today's inverters are expensive due to the cost of the power electronics components, and system designers must also tailor the inverter for individual applications. Thus, the benefits of mass production are not available, resulting in high initial procurement costs as well as high inverter maintenance and repair costs. Electricore, Inc. (www.electricore.org) a public good 501 (c) (3) not-for-profit advanced technology development consortium assembled a highly qualified team consisting of AeroVironment Inc. (www.aerovironment.com) and Delphi Automotive Systems LLC (Delphi), (www.delphi.com), as equal tiered technical leads, to develop an advanced, modular construction, inverter packaging technology that will offer a 30% cost reduction over conventional designs adding to the development of energy conversion technologies for crosscutting applications in the building, industry, transportation, and utility sectors. The proposed inverter allows for a reduction of weight and size of power electronics in the above-mentioned sectors and is scalable over the range of 15 to 500kW. The main objective of this program was to optimize existing AeroVironment inverter technology to improve power density, reliability and producibility as well as develop new topology to reduce line filter size. The newly developed inverter design will be used in automotive and distribution generation applications.     This document is a compilation of the Hanford science and technology needs statements for FY 1998. The needs were developed by the Hanford Site Technology Coordination Group (STCG) with full participation and endorsement of site user organizations, stakeholders, and regulators. The purpose of this document is to: (a) provide a comprehensive listing of Hanford science and technology needs, and (b) identify partnering and commercialization opportunities with industry, other federal and state agencies, and the academic community. The Hanford STCG reviews and updates the needs annually. Once completed, the needs are communicated to DOE for use in the development and prioritization of their science and technology programs, including the Focus Areas, Cross-Cutting Programs, and the Environmental Management Science Program. The needs are also transmitted to DOE through the Accelerating Cleanup: 2006 Plan.     The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    The authors present a search for associated Higgs boson production in the process p{bar p} {yields} WH {yields} WWW* {yields} {ell}{sup {+-}}{nu} {ell}{prime}{sup {+-}} {nu}{prime} + X in final states containing two like-sign isolated electrons or muons (e{sup {+-}}e{sup {+-}}, e{sup {+-}} {mu}{sup {+-}}, or {mu}{sup {+-}} {mu}{sup {+-}}). The search is based on D0 Run II data samples corresponding to integrated luminosities of 360-380 pb{sup -1}. No excess is observed over the predicted standard model background.     The Fast-On-orbit Recording of Transient Events (FORTE) satellite is the second satellite to be developed and flown by Los Alamos National Laboratory and is scheduled to be launched August, 1997 by a Pegasus XL rocket. FORTE follows in the footsteps of the ALEXIS satellite in utilizing a very small operations crew for mission operations. Partially based upon the ALEXIS automation and World Wide Web (WWW) usage for data dissemination, FORTE began at an early stage of ground processing to use the web as a repository of information about all aspects of the satellite. Detailed descriptions of the various satellite and experiment components, cable diagrams, integration photographs as well as extensive test data have all been compiled into a single site as a means of archiving the data at a single location. In this manner, it is readily available during times of ground testing, ground station operation training as well as anomaly resolution. Small satellites usually require extensive effort to optimize operation under minimal resources. For the FORTE satellite, a unique planning tool has been developed over the past 2 years which balances the various resources of the satellite (power, memory, downlink, on board command buffer, etc.) to provide the maximum data acquisition. This paper will concentrate on a description of both the extensive web interface and the planning tool. 6 refs.

METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. As part of this effort, this technical evaluation provides review and the latest information on the technology for SRS soil remediation. Additional technology evaluation reports will be issued periodically to update these reports. The purpose of this report is to review the soil washing technology and its potential application to SRS soil remediation.     The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    Lawrence Livermore National Laboratory's Engineering Directorate has two primary discretionary avenues for its investment in technologies: the Laboratory Directed Research and Development (LDRD) program and the ''Tech Base'' program. This volume summarizes progress on the projects funded for technology-base efforts in FY2004. The Engineering Technical Reports exemplify Engineering's more than 50-year history of researching and developing (LDRD), and reducing to practice (technology-base) the engineering technologies needed to support the Laboratory's missions. Engineering has been a partner in every major program and project at the Laboratory throughout its existence, and has prepared for this role with a skilled workforce and technical resources. This accomplishment is well summarized by Engineering's mission: ''Enable program success today and ensure the Laboratory's vitality tomorrow''. LDRD is the vehicle for creating those technologies and competencies that are cutting edge. These require a significant level of research or contain some unknown that needs to be fully understood. Tech Base is used to apply those technologies, or adapt them to a Laboratory need. The term commonly used for Tech Base projects is ''reduction to practice''. Tech Base projects effect the natural transition to reduction-to-practice of scientific or engineering methods that are well understood and established. They represent discipline-oriented, core competency activities that are multi-programmatic in application, nature, and scope. The objectives of technology-base funding include: (1) the development and enhancement of tools and processes to provide Engineering support capability, such as code maintenance and improved fabrication methods; (2) support of Engineering science and technology infrastructure, such as the installation or integration of a new capability; (3) support for technical and administrative leadership through our technology Centers; and (4) the initial scoping and
