    Repeated access to WWW pages currently makes inefficient use of available network bandwidth. A Distribution Point Model is proposed where large and relatively static sets of pages (e.g. magazines or other such media) are distributed via bulk multicast to LAN distribution points for local access. Some access control issues are discussed. Hopwise Reliable Multicast (HRM) is proposed to simplify reliable multicast of non real time bulk data between LANs. HRM uses TCP for reliability and flow control on a hop by hop basis throughout a multicast distribution tree created by today`s Internet MBone.

    To enhance the measurement capability of EICs to alpha spectrometry, measurements at FIU-HCET were performed on different energy alpha sources, and response factors of ST electrets in 960-mL chamber were determined. Earlier, EIC was considered as only a charge-integrating device without spectrometric capability. This is a potentially significant development accomplished by FIU-HCET. It could appreciably lower the current cost of spectral characterization. FIU-HCET has been invited to participate in the Operating Engineers' National Hazmat program's assessment of the Mini Mitter, commercially known as the VitalSense{trademark} Telemetric Monitoring System. This evaluation is scheduled for early July 1999. Additional health and safety technology evaluations, in which FIU-HCET will also participate, are also scheduled for later in the summer.     During the last 15 years, NREL has been utilizing its unique expertise and capabilities to work with industry partners on battery thermal testing and electric and hybrid vehicle simulation and testing. Particularly, NREL has developed and fabricated a large volume isothermal battery calorimeter that has been made available for licensing and potential commercialization (http://techportal.eere.energy.gov/technology.do/techID=394). In summer of 2011, NREL developed and fabricated a smaller version of the large volume isothermal battery calorimeter, called hereafter 'cell-scale LVBC.'     Retrieval of waste from single-shell tank C-110 resumed in January making it the first waste retrieval operation for WRPS since taking over Hanford's Tank Operations Contract last October. Now, with approximately 90 percent of the waste removed, WRPS believes that modified sluicing has reached the limits of the technology to remove any further waste and is preparing documentation for use in decision making about any future retrieval actions. Tank C-110 is located in C Fann near the center of the Hanford Site. It is a 530,000 gallon tank, built in 1946, and held approximately 126,000 gallons of sludge and other radioactive and chemical waste materials when retrieval resumed. Modified sluicing technology uses liquid waste from a nearby double-shell tank to break up, dissolve and mobilize the solid material so it can be pumped. Because of the variety of waste fon11S, sluicing is often not able to remove all of the waste. The remaining waste will next be sampled for analysis, and results will be used to guide decisions regarding future actions. Work is moving rapidly in preparation to retrieve waste from a second single-shell tank this summer and transfer it to safer double-shell tank storage. Construction activities necessary to retrieve waste from Tank C-104, a 530,000 gallon tank built in 1943, are approximately 60 percent complete as WRPS maintains its focus on reducing the risk posed by Hanford's aging single-shell waste tanks. C-104 is one of Hanford's oldest radioactive and chemical waste storage tanks, containing approximately 263,000 gallons of wet sludge with a top layer that is dry and powdery. This will be the largest sludge volume retrieval ever attempted using modified sluicing technology. Modified sluicing uses high pressure water or liquid radioactive waste sprayed from nozzles above the waste. The liquid dissolves and/or mobilizes the waste so it can be pumped. In addition to other challenges, tank C-104 contains a significant amount of plutonium and uranium. It also contains a host of contaminated legacy equipment so the entire process is being managed carefully to protect workers and the environment.

    The lowering of the drinking water standard (MCL) for arsenic from 50 {micro}g/L to 10 {micro}g/L in January 2006 could lead to significant increases in the cost of water for many rural systems throughout the United States. The Arsenic Water Technology Partnership (AWTP), a collaborative effort of Sandia National Laboratories, the Awwa Research Foundation (AwwaRF) and WERC: A Consortium for Environmental Education and Technology Development, was formed to address this problem by developing and testing novel treatment technologies that could potentially reduce the costs of arsenic treatment. As a member of the AWTP, Sandia National Laboratories evaluated cutting-edge commercial products in three annual Arsenic Treatment Technology Vendors Forums held during the annual New Mexico Environmental Health Conferences (NMEHC) in 2003, 2004 and 2005. The Forums were comprised of two parts. At the first session, open to all conference attendees, commercial developers of innovative treatment technologies gave 15-minute talks that described project histories demonstrating the effectiveness of their products. During the second part, these same technologies were evaluated and ranked in closed sessions by independent technical experts for possible use in pilot-scale field demonstrations being conducted by Sandia National Laboratories. The results of the evaluations including numerical rankings of the products, links to company websites and copies of presentations made by the representatives of the companies are posted on the project website at http://www.sandia.gov/water/arsenic.htm. This report summarizes the contents of the website by providing brief descriptions of the technologies represented at the Forums and the results of the evaluations.

    Consumer preferences are key to the adoption of new vehicle technologies. Barriers to consumer adoption include price and other obstacles, such as limited driving range and charging infrastructure; unfamiliarity with the technology and uncertainty about direct benefits; limited makes and models with the technology; reputation or perception of the technology; standardization issues; and regulations. For each of these non-cost barriers, this report estimates an effective cost and summarizes underlying influences on consumer preferences, approximate magnitude and relative severity, and assesses potential actions, based on a comprehensive literature review. While the report concludes that non-cost barriers are significant, effective cost and potential market share are very uncertain. Policies and programs including opportunities for drivers to test drive advanced vehicles, general public outreach and information programs, incentives for providing charging and fueling infrastructure, and development of technology standards were examined for their ability to address barriers, but little quantitative data exists on the effectiveness of these measures. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.     Attaching WWW interfaces to scientific software opens new opportunities to researchers by making their results available to wide scientific community in a way complimentary to publication. We have shown that this task may be much easier than many used to think: the amount of additional code is small, the Common Gateway Interface (CGI) can be written in any language, not necessarily PERL, and the software can be interfaced on any operating system it was originally written and does not have to be ported to UNIX. This paper provides some useful recipes resulted from seven years of author's experience in developing and maintaining highly successful X-ray Web server project. All these solutions are based on free public domain software (Apache, GnuPlot, and InfoZip) and applicable for multiple computer platforms. Some practical examples are provided.

    The Renewable Electricity Futures (RE Futures) Study investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%–90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions.     The nation faces two severe challenges that will determine our prosperity for decades to come: assuring clean, secure, and sustainable energy to power our world, and establishing a new foundation for enduring economic and jobs growth. These challenges are linked: the global demand for clean sustainable energy is an unprecedented economic opportunity for creating jobs and exporting energy technology to the developing and developed world. But achieving the tremendous potential of clean energy technology is not easy. In contrast to traditional fossil fuel-based technologies, clean energy technologies are in their infancy, operating far below their potential, with many scientific and technological challenges to overcome. Industry is ultimately the agent for commercializing clean energy technology and for reestablishing the foundation for our economic and jobs growth. For industry to succeed in these challenges, it must overcome many roadblocks and continuously innovate new generations of renewable, sustainable, and low-carbon energy technologies such as solar energy, carbon sequestration, nuclear energy, electricity delivery and efficiency, solid state lighting, batteries and biofuels. The roadblocks to higher performing clean energy technology are not just challenges of engineering design but are also limited by scientific understanding.Innovation relies on contributions from basic research to bridge major gaps in our understanding of the phenomena that limit efficiency, performance, or lifetime of the materials or chemistries of these sustainable energy technologies. Thus, efforts aimed at understanding the scientific issues behind performance limitations can have a real and immediate impact on cost, reliability, and performance of technology, and ultimately a transformative impact on our economy. With its broad research base and unique scientific user facilities, the DOE Office of Basic Energy Sciences (BES) is ideally positioned to address these needs. BES has laid out a broad view of the basic and grand challenge science needs for the development of future clean energy technologies in a series of comprehensive 'Basic Research Needs' workshops and reports (inside front cover and http://www.sc.doe.gov/bes/reports/list.html) and has structured its programs and launched initiatives to address the challenges. The basic science needs of industry, however, are often more narrowly focused on solving specific nearer-term roadblocks to progress in existing and emerging clean energy technologies. To better define these issues and identify specific barriers to progress, the Basic Energy Sciences Advisory Committee (BESAC) sponsored the Workshop on Science for Energy Technology, January 18-21, 2010. A wide cross-section of scientists and engineers from industry, universities, and national laboratories delineated the basic science Priority Research Directions most urgently needed to address the roadblocks and accelerate the innovation of clean energy technologies. These Priority Research Directions address the scientific understanding underlying performance limitations in existing but still immature technologies. Resolving these performance limitations can dramatically improve the commercial penetration of clean energy technologies. A key conclusion of the Workshop is that in addition to the decadal challenges defined in the 'Basic Research Needs' reports, specific research directions addressing industry roadblocks are ripe for further emphasis. Another key conclusion is that identifying and focusing on specific scientific challenges and translating the results to industry requires more direct feedback and communication and collaboration between industrial and BES-supported scientists. BES-supported scientists need to be better informed of the detailed scientific issues facing industry, and industry more aware of BES capabilities and how to utilize them. An important capability is the suite of BES scientific user facilities, which are seen as playing a key role in advancing the science of clean energy technology. Working together, in

    Source Term, Materials Performance, Radionuclide Getters, Natural Barriers, and Advanced Technologies, a brief introduction in each section describes the overall organization and goals of each program area. All of these areas have great potential for improving our understanding of the safety performance of the proposed Yucca Mountain repository, as processes within these areas are generally very conservatively represented in the Total System Performance Assessment. In addition, some of the technology thrust areas in particular may enhance system efficiency and reduce risk to workers. Thus, rather modest effort in the S&T Program could lead to large savings in the lifetime repository total cost and significantly enhanced understanding of the behavior of the proposed Yucca Mountain repository, without safety being compromised, and in some instances being enhanced. An overall strength of the S&T Program is the significant amount of integration that has already been achieved after two years of research. As an example (illustrated in Figure 1), our understanding of the behavior of the total waste isolation system has been enhanced through integration of the Source Term, Materials Performance, and Natural Barriers Thrust areas. All three thrust areas contribute to the integration of different processes in the in-drift environment. These processes include seepage into the drift, dust accumulation on the waste package, brine formation and precipitation on the waste package, mass transfer through the fuel cladding, changes in the seepage-water chemical composition, and transport of released radionuclides through the invert and natural barriers. During FY2005, each of our program areas assembled a team of external experts to conduct an independent review of their respective projects, research directions, and emphasis. In addition, the S&T Program as a whole was independently reviewed by the S&T Programmatic Evaluation Panel. As a result of these reviews, adjustments to the S&T Program will be implemented in FY2006 to ensure that the Program is properly aligned with OCRWM's priorities. Also during FY2005, several programmatic documents were published, including the Science and Technology Program Strategic Plan, the Science and Technology Program Management Plan, and the Science and Technology Program Plan.     Electric and hybrid-electric vehicle systems require an inverter to convert the direct current (DC) output of the energy generation/storage system (engine, fuel cells, or batteries) to the alternating current (AC) that vehicle propulsion motors use. Vehicle support systems, such as lights and air conditioning, also use the inverter AC output. Distributed energy systems require an inverter to provide the high quality AC output that energy system customers demand. Today's inverters are expensive due to the cost of the power electronics components, and system designers must also tailor the inverter for individual applications. Thus, the benefits of mass production are not available, resulting in high initial procurement costs as well as high inverter maintenance and repair costs. Electricore, Inc. (www.electricore.org) a public good 501 (c) (3) not-for-profit advanced technology development consortium assembled a highly qualified team consisting of AeroVironment Inc. (www.aerovironment.com) and Delphi Automotive Systems LLC (Delphi), (www.delphi.com), as equal tiered technical leads, to develop an advanced, modular construction, inverter packaging technology that will offer a 30% cost reduction over conventional designs adding to the development of energy conversion technologies for crosscutting applications in the building, industry, transportation, and utility sectors. The proposed inverter allows for a reduction of weight and size of power electronics in the above-mentioned sectors and is scalable over the range of 15 to 500kW. The main objective of this program was to optimize existing AeroVironment inverter technology to improve power density, reliability and producibility as well as develop new topology to reduce line filter size. The newly developed inverter design will be used in automotive and distribution generation applications. In the first part of this program the high-density power stages were redesigned, optimized and fabricated. One of the main tasks was to design and validate new gate drive circuits to provide the capability of high temp operation. The new power stages and controls were later validated through extensive performance, durability and environmental tests. To further validate the design, two power stages and controls were integrated into a grid-tied load bank test fixture, a real application for field-testing. This fixture was designed to test motor drives with PWM output up to 50kW. In the second part of this program the new control topology based on sub-phases control and interphase transformer technology was successfully developed and validated. The main advantage of this technology is to reduce magnetic mass, loss and current ripple.     The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    The technology items in this report were selected on the basis of technological readiness and applicability to current technology transfer thrusts. The items include technologies that are considered to be within 2 to 3 years of being transferred. While the catalog does not profess to be entirely complete, it does represent an initial attempt at archiving innovative geothermal technologies with ample room for additions as they occur. The catalog itself is divided into five major functional areas: Exploration; Drilling, Well Completion, and Reservoir Production; Materials and Brine Chemistry; Direct Use; and Economics.     The nuclear industry has been slow to incorporate digital sensor technology into nuclear plant designs due to concerns with digital qualification issues. However, the benefits of digital sensor technology for nuclear plant instrumentation are substantial in terms of accuracy, reliability, availability, and maintainability. This report demonstrates these benefits in direct comparisons of digital and analog sensor applications. It also addresses the qualification issues that must be addressed in the application of digital sensor technology.
