    The primary objectives of the Caribbean Tourist Facilities (CTF) project were to develop and publish materials and conduct workshops on solar energy and conservation technologies that would directly address the needs and interests of tourist facilities in the Caribbean basin. Past contacts with the Caribbean and US tourist industries indicated that decision-makers remained unconvinced that renewable technologies could have a significant impact on development and operation costs or that renewable energy products and services suited their needs. In order to assure that the materials and programs developed were responsive to the Caribbean tourist industry and US conservation and renewable energy industries, marketing research with potential end users and the organizations and associations that serve those users was included as an underlying task in the project. The tasks outlined in the CTF Statement of Work included conference planning, gathering of field data, development of educational materials, and conduct of workshop(s). In addition to providing a chronicle of the fulfillment of those tasks, this final report includes suggestions for distributing the documents developed during the project, venues for future workshops, and other technology transfer and market influence strategies. 3 refs.

Much of the funding available to the Vehicle Technologies Program is distributed to private firms, educational institutions, nonprofit organizations, state and local governments, Native American organizations, and individuals, through competitive solicitations.     The primary objective of this study is to evaluate the effects of introducing a boron tracking capability to the COBRA-TF / NEM code coupling. The Pennsylvania State University (PSU) versions of COBRA-TF - CTF, and Nodal Expansion Method (NEM) codes are utilized. Previous implementations of the CTF / NEM coupled code had no capability to model soluble boron feedback effects due to boron transport. This study builds upon the validation and qualification efforts of the boron tracking model implementation in CTF by modeling the boron feedback calculated by the CTF boron tracking model in NEM. The core model chosen for this study is the Purdue MOX/UO{sub 2} core model used in the 2007 OECD/NRC code benchmark study. Following the implementation of an explicit online coupling scheme and accompanying k-search routine, the newly coupled CTF / NEM code version with boron tracking is compared to prior results of the non-boron tracking CTF / NEM code version at steady-state hot full power and hot zero power conditions. It was found that the boron tracking model exhibited little influence on the hot zero power result as expected due to a smaller heat flux, which does not significantly change the moderator density and boron concentration as the moderator travels up the axial core length. Meanwhile the boron tracking model had a much greater impact on the hot full power results, predicting the critical inlet boron concentration to be 9.9 ppm below the non-boron tracking result due to greater and more rapid changes in boron concentration corresponding to the reduction in moderator density from being more rapidly heated.     The DOE Office of Science, Basic Energy Sciences, supports a number of basic research projects in materials, chemicals, and biosciences at the National Renewable Energy Laboratory (NREL) that impact several renewable energy technologies, including photovoltaics (PV). The goal of the Material Sciences projects is to study the structural, optical, electrical, and defect properties of semiconductors and related materials using state-of-the-art experimental and theoretical techniques. Specific projects involving PV include: ordering in III-V semiconductors, isoelectronic co-doping, doping bottlenecks in semiconductors, solid-state theory, and computational science. The goal of the Chemical Sciences projects is to advance the fundamental understanding of the relevant science involving materials, photochemistry, photoelectrochemistry, nanoscale chemistry, and catalysis that support solar photochemical conversion technologies. Specific projects relating to PV include: dye-sensitized TiO2 solar cells, semiconductor nanostructures, and molecular semiconductors.     This paper describes major improvements to the computational infrastructure of the CTF sub-channel code so that full-core sub-channel-resolved simulations can now be performed in much shorter run-times, either in stand-alone mode or as part of coupled-code multi-physics calculations. These improvements support the goals of the Department Of Energy (DOE) Consortium for Advanced Simulations of Light Water (CASL) Energy Innovation Hub to develop high fidelity multi-physics simulation tools for nuclear energy design and analysis. A set of serial code optimizations--including fixing computational inefficiencies, optimizing the numerical approach, and making smarter data storage choices--are first described and shown to reduce both execution time and memory usage by about a factor of ten. Next, a Single Program Multiple Data (SPMD) parallelization strategy targeting distributed memory Multiple Instruction Multiple Data (MIMD) platforms and utilizing domain-decomposition is presented. In this approach, data communication between processors is accomplished by inserting standard MPI calls at strategic points in the code. The domain decomposition approach implemented assigns one MPI process to each fuel assembly, with each domain being represented by its own CTF input file. The creation of CTF input files, both for serial and parallel runs, is also fully automated through use of a pre-processor utility that takes a greatly reduced set of user input over the traditional CTF input file.     The EERC developed an applied research consortium project to test cost-effective mercury (Hg) control technologies for utilities burning bituminous coals. The project goal was to test innovative Hg control technologies that have the potential to reduce Hg emissions from bituminous coal-fired power plants by {ge}90% at costs of one-half to three-quarters of current estimates for activated carbon injection (ACI). Hg control technology evaluations were performed using the EERC's combustion test facility (CTF). The CTF was fired on pulverized bituminous coals at 550,000 Btu/hr (580 MJ/hr). The CTF was configured with the following air pollution control devices (APCDs): selective catalytic reduction (SCR) unit, electrostatic precipitator (ESP), and wet flue gas desulfurization system (WFDS). The Hg control technologies investigated as part of this project included ACI (three Norit Americas, Inc., and eleven Envergex sorbents), elemental mercury (Hg{sup 0}) oxidation catalysts (i.e., the noble metals in Hitachi Zosen, Cormetech, and Hitachi SCR catalysts), sorbent enhancement additives (SEAs) (a proprietary EERC additive, trona, and limestone), and blending with a Powder River Basin (PRB) subbituminous coal. These Hg control technologies were evaluated separately, and many were also tested in combination.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipients membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

    Across the United States, as competition in the supply and delivery of electricity has been introduced, states have sought to ensure the continuation of ''public benefits'' programs traditionally administered or funded by electric utilities. Many states have built into their restructuring plans methods of supporting renewable energy sources. One of the most popular policy mechanisms for ensuring such continued support has been the system-benefits charge (SBC), a non-bypassable charge to electricity customers (usually applied on a cents/kWh basis) used to collect funds for public purpose programs. Thus far, at least fourteen states have established SBC funds targeted in part towards renewable energy. This paper discusses the status and performance of these state renewable or ''clean'' energy funds supported by system-benefits charges. As illustrated later, existing state renewable energy funds are expected to collect roughly $3.5 billion through 2012 for renewable energy. Clearly, these funds have the potential to provide significant support for clean energy technologies over at least the next decade. Because the level of funding for renewable energy available under these programs is unprecedented and because fund administrators are developing innovative and new programs to fund renewable projects, a certain number of program failures are unavoidable. Also evident is that states are taking very different approaches to the distribution of these funds and that many lessons are being learned as programs are designed, implemented, and evaluated. Our purpose in this paper is therefore to relay early experience with these funds and provide preliminary lessons learned from that experience. It is our hope that this analysis will facilitate learning across states and help state fund managers develop more effective and more coordinated programs. The first open solicitation was open to ideas from all energy areas and focused on funding projects already equipped with strong research and development plans for their potentially high-impact technologies. The 37 projects chosen received a level of financial support that could accelerate technical progress and catalyze additional investment from the private sector. After only 2 months, ARPA-Es investment in these projects catalyzed an additional $33 million in investments.

    The EMS Energy Institute at The Pennsylvania State University (Penn State) has managed the Gas Storage Technology Consortium (GSTC) since its inception in 2003. The GSTC infrastructure provided a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. The GSTC received base funding from the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL) Oil & Natural Gas Supply Program. The GSTC base funds were highly leveraged with industry funding for individual projects. Since its inception, the GSTC has engaged 67 members. The GSTC membership base was diverse, coming from 19 states, the District of Columbia, and Canada. The membership was comprised of natural gas storage field operators, service companies, industry consultants, industry trade organizations, and academia. The GSTC organized and hosted a total of 18 meetings since 2003. Of these, 8 meetings were held to review, discuss, and select proposals submitted for funding consideration. The GSTC reviewed a total of 75 proposals and committed co-funding to support 31 industry-driven projects. The GSTC committed co-funding to 41.3% of the proposals that it received and reviewed. The 31 projects had a total project value of $6,203,071 of which the GSTC committed $3,205,978 in co-funding. The committed GSTC project funding represented an average program cost share of 51.7%. Project applicants provided an average program cost share of 48.3%. In addition to the GSTC co-funding, the consortium provided the domestic natural gas storage industry with a technology transfer and outreach infrastructure. The technology transfer and outreach were conducted by having project mentoring teams and a GSTC website, and by working closely with the Pipeline Research Council International (PRCI) to jointly host

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project.
