    The primary objectives of the Caribbean Tourist Facilities (CTF) project were to develop and publish materials and conduct workshops on solar energy and conservation technologies that would directly address the needs and interests of tourist facilities in the Caribbean basin. Past contacts with the Caribbean and US tourist industries indicated that decision-makers remained unconvinced that renewable technologies could have a significant impact on development and operation costs or that renewable energy products and services suited their needs. In order to assure that the materials and programs developed were responsive to the Caribbean tourist industry and US conservation and renewable energy industries, marketing research with potential end users and the organizations and associations that serve those users was included as an underlying task in the project. The tasks outlined in the CTF Statement of Work included conference planning, gathering of field data, development of educational materials, and conduct of workshop(s). In addition to providing a chronicle of the fulfillment of those tasks, this final report includes suggestions for distributing the documents developed during the project, venues for future workshops, and other technology transfer and market influence strategies. 3 refs.

    One of the major objectives of CTF3 (CLIC Test Facility) is the production of 30 GHz power for the high-gradient testing of CLIC accelerating structures. To this end a dedicated beam line, power generating structure and power transfer line have been designed, installed and commissioned. 52 MW of 30 GHz power with a pulse length of 74 ns and a repetition rate of 16 Hz were delivered to the high-gradient test area. This will allow operation of test accelerating structures in the first CTF3 run of 2005 up to the nominal CLIC accelerating gradient of 150 MV/m and beyond the nominal pulse length. The system is described and the performances of the CTF3 linac, beam line and the rf components are reviewed.

    The primary objective of this study is to evaluate the effects of introducing a boron tracking capability to the COBRA-TF / NEM code coupling. The Pennsylvania State University (PSU) versions of COBRA-TF - CTF, and Nodal Expansion Method (NEM) codes are utilized. Previous implementations of the CTF / NEM coupled code had no capability to model soluble boron feedback effects due to boron transport. This study builds upon the validation and qualification efforts of the boron tracking model implementation in CTF by modeling the boron feedback calculated by the CTF boron tracking model in NEM. The core model chosen for this study is the Purdue MOX/UO{sub 2} core model used in the 2007 OECD/NRC code benchmark study. Following the implementation of an explicit online coupling scheme and accompanying k-search routine, the newly coupled CTF / NEM code version with boron tracking is compared to prior results of the non-boron tracking CTF / NEM code version at steady-state hot full power and hot zero power conditions. It was found that the boron tracking model exhibited little influence on the hot zero power result as expected due to a smaller heat flux, which does not significantly change the moderator density and boron concentration as the moderator travels up the axial core length. Meanwhile the boron tracking model had a much greater impact on the hot full power results, predicting the critical inlet boron concentration to be 9.9 ppm below the non-boron tracking result due to greater and more rapid changes in boron concentration corresponding to the reduction in moderator density from being more rapidly heated.     The DOE Office of Science, Basic Energy Sciences, supports a number of basic research projects in materials, chemicals, and biosciences at the National Renewable Energy Laboratory (NREL) that impact several renewable energy technologies, including photovoltaics (PV). The goal of the Material Sciences projects is to study the structural, optical, electrical, and defect properties of semiconductors and related materials using state-of-the-art experimental and theoretical techniques. Specific projects involving PV include: ordering in III-V semiconductors, isoelectronic co-doping, doping bottlenecks in semiconductors, solid-state theory, and computational science. The goal of the Chemical Sciences projects is to advance the fundamental understanding of the relevant science involving materials, photochemistry, photoelectrochemistry, nanoscale chemistry, and catalysis that support solar photochemical conversion technologies. Specific projects relating to PV include: dye-sensitized TiO2 solar cells, semiconductor nanostructures, and molecular semiconductors. This presentation will give an overview of some of the major accomplishments of these projects.

    In Fiscal Year 1998, the Federal Energy Technology Center (FETC) was responsible for managing about $723 million in budgetary resources. The objective of this audit was to determine if FETC had a funds distribution and control system to ensure appropriated funds were managed in accordance with congressional intent and applicable policies and procedures. Improvements are needed in FETC`s administration of budgetary and accounting transactions. FETC did not have a comprehensive system to allocate indirect costs to funding programs and work-for-others projects. In addition, FETC did not completely adhere to Headquarters Clean Coal budget direction. The Office of Inspector General (OIG) reached its conclusions despite a scope impairment. Written documentation was not always available, and the audit team did not have ready access to key personnel who could explain certain transactions and management practices and procedures. In order to strengthen the FETC financial management system, the OIG recommended (1) the development of policies, procedures, and practices to accurately collect and allocate indirect costs and (2) improvements in internal control procedures. The OIG also recommended that the Chief Financial Officer conduct a detailed for cause review of the financial management practices at FETC and work with the Office of Field Management to develop a schedule for reviewing the financial management systems of all Departmental elements.

    The EERC developed an applied research consortium project to test cost-effective mercury (Hg) control technologies for utilities burning bituminous coals. The project goal was to test innovative Hg control technologies that have the potential to reduce Hg emissions from bituminous coal-fired power plants by {ge}90% at costs of one-half to three-quarters of current estimates for activated carbon injection (ACI). Hg control technology evaluations were performed using the EERC's combustion test facility (CTF). The CTF was fired on pulverized bituminous coals at 550,000 Btu/hr (580 MJ/hr). The CTF was configured with the following air pollution control devices (APCDs): selective catalytic reduction (SCR) unit, electrostatic precipitator (ESP), and wet flue gas desulfurization system (WFDS). The Hg control technologies investigated as part of this project included ACI (three Norit Americas, Inc., and eleven Envergex sorbents), elemental mercury (Hg{sup 0}) oxidation catalysts (i.e., the noble metals in Hitachi Zosen, Cormetech, and Hitachi SCR catalysts), sorbent enhancement additives (SEAs) (a proprietary EERC additive, trona, and limestone), and blending with a Powder River Basin (PRB) subbituminous coal. These Hg control technologies were evaluated separately, and many were also tested in combination.

    The Cherenkov Telescope Array (CTA) is an international initiative to build the next generation ground based very-high energy gamma-ray observatory. It will consist of telescopes of three different sizes, employing several different technologies for the cameras that detect the Cherenkov light from the observed air showers. In order to ensure the compliance of each camera technology with CTA requirements, CTA will perform central acceptance testing of each camera technology. To assist with this, the Camera Test Facilities (CTF) work package is developing a detailed test program covering the most important performance, stability, and durability requirements, including setting up the necessary equipment. Performance testing will include a wide range of tests like signal amplitude, time resolution, dead-time determination, trigger efficiency, performance testing under temperature and humidity variations and several others.     In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics. Communities and service providers need to carefully consider these and other factors in developing and implementing a funding approach. This chapter will describe the issues that communities and service providers must address in developing the best strategy for funding waste and recyclable collection programs.

    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

    The EMS Energy Institute at The Pennsylvania State University (Penn State) has managed the Gas Storage Technology Consortium (GSTC) since its inception in 2003. The GSTC infrastructure provided a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. The GSTC received base funding from the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL) Oil & Natural Gas Supply Program. The GSTC base funds were highly leveraged with industry funding for individual projects. Since its inception, the GSTC has engaged 67 members. The GSTC membership base was diverse, coming from 19 states, the District of Columbia, and Canada. The membership was comprised of natural gas storage field operators, service companies, industry consultants, industry trade organizations, and academia. The GSTC organized and hosted a total of 18 meetings since 2003. Of these, 8 meetings were held to review, discuss, and select proposals submitted for funding consideration. The GSTC reviewed a total of 75 proposals and committed co-funding to support 31 industry-driven projects. The GSTC committed co-funding to 41.3% of the proposals that it received and reviewed. The 31 projects had a total project value of $6,203,071 of which the GSTC committed $3,205,978 in co-funding. The committed GSTC project funding represented an average program cost share of 51.7%. Project applicants provided an average program cost share of 48.3%. In addition to the GSTC co-funding, the consortium provided the domestic natural gas storage industry with a technology transfer and outreach infrastructure. The technology transfer and outreach were conducted by having project mentoring teams and a GSTC website, and by working closely with the Pipeline Research Council International (PRCI) to jointly host technology transfer meetings and occasional field excursions. A total of 15 technology transfer/strategic planning workshops were held.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    Across the United States, as competition in the supply and delivery of electricity has been introduced, states have sought to ensure the continuation of ''public benefits'' programs traditionally administered or funded by electric utilities. Many states have built into their restructuring plans methods of supporting renewable energy sources. One of the most popular policy mechanisms for ensuring such continued support has been the system-benefits charge (SBC), a non-bypassable charge to electricity customers (usually applied on a cents/kWh basis) used to collect funds for public purpose programs. Thus far, at least fourteen states have established SBC funds targeted in part towards renewable energy. This paper discusses the status and performance of these state renewable or ''clean'' energy funds supported by system-benefits charges. As illustrated later, existing state renewable energy funds are expected to collect roughly $3.5 billion through 2012 for renewable energy. Clearly, these funds have the potential to provide significant support for clean energy technologies over at least the next decade. Because the level of funding for renewable energy available under these programs is unprecedented and because fund administrators are developing innovative and new programs to fund renewable projects, a certain number of program failures are unavoidable. Also evident is that states are taking very different approaches to the distribution of these funds and that many lessons are being learned as programs are designed, implemented, and evaluated. Our purpose in this paper is therefore to relay early experience with these funds and provide preliminary lessons learned from that experience. It is our hope that this analysis will facilitate learning across states and help state fund managers develop more effective and more coordinated programs. Central to this paper are case studies that provide information on the SBC-funded renewable energy programs and experiences of 14 states. These case studies are attached as Appendix A. The body of the paper both summarizes and draws lessons from these more detailed state case studies. Section II provides a broad overview of the current status of state SBC funds, including funding level and duration, technology eligibility, and program administration. Section III offers an overview of funding activity and highlights the various renewable energy programs states have established thus far. Section IV provides a summary of results to date. Section V turns to salient observations and preliminary lessons learned from this early experience. Administrative, programmatic, and strategic observations and lessons are emphasized. The paper ends with some brief concluding remarks.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5) Hydrogen Technology Learning Centers, (6) Fossil Energy, and (7) Rebuild America.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    Sandia National Laboratories Environmental Restoration Technologies Department is developing environmental restoration technologies through funding form the US Department of Energy`s (DOE`s) Office of Science and Technology. Initially, this technology development has been through the Mixed Waste Landfill Integrated Demonstration (MWLID). It is currently being developed through the Contaminant Plume containment and Remediation Focus Area, the Landfill Stabilization Focus Area, and the Characterization, Monitoring, and Sensor Cross-Cutting Program. This Technology Integration Project (TIP) was responsible for transferring MWLID-developed technologies for routine use by environmental restoration groups throughout the DOE complex and commercializing these technologies to the private sector. The MWLID`s technology transfer/commercialization successes were achieved by involving private industry in development, demonstration, and technology transfer/commercialization activities; gathering and disseminating information about MWLID activities and technologies; and promoting stakeholder and regulatory involvement. From FY91 through FY95, 30 Technical Task Plans (TTPs) were funded. From these TTPs, the MWLID can claim 15 technology transfer/commercialization successes. Another seven technology transfer/commercialization successes are expected. With the changeover to the focus areas, the TIP continued the technology transfer/commercialization efforts begun under the MWLID.

    The state of the laboratory address by LLNL Director Roger Batzel is summarized, and a breakdown of the laboratory funding is given. The Livermore defense-related committment is described, including the design and development of advanced nuclear weapons as well as research in inertial confinement fusion, nonnuclear ordnance, and particle beam technology. LLNL is also applying its scientific and engineering resources to the dual challenge of meeting future energy needs without degrading the quality of the biosphere.     This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Western Environmental Technology Office (WETO) in Butte, Montana. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. WETO`s environmental technology research and testing activities focus on the recovery of useable resources from waste. Environmental technology development and commercialization activities will focus on mine cleanup, waste treatment, resource recovery, and water resource management. Since the site has no record of radioactive material use and no history of environmental contamination/remediation activities, DOE-EM can concentrate on performing developmental and demonstration activities without the demands of regulatory requirements and schedules. Thus, WETO will serve as a national resource for the development of new and innovative environmental technologies.

    Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers. The funding thus flows from one participant to the next, each acting as if he or she were a funding agency themselves.     As part of a cooperative agreement with the United States Department of Energy (DOE) - entitled Technology's Impact on Production: Developing Environmental Solutions at the State and National Level - the Interstate Oil and Gas Compact Commission (IOGCC) has been tasked with assisting state governments in the effective, efficient, and environmentally sound regulation of the exploration and production of natural gas and crude oil, specifically in relation to orphaned and abandoned wells and wells nearing the end of productive life. Project goals include: (1) Developing (a) a model framework for prioritization and ranking of orphaned or abandoned well sites; (b) a model framework for disbursement of Energy Policy Act of 2005 funding; and (c) a research study regarding the current status of orphaned wells in the nation. (2) Researching the impact of new technologies on environmental protection from a regulatory perspective. Research will identify and document (a) state reactions to changing technology and knowledge; (b) how those reactions support state environmental conservation and public health; and (c) the impact of those reactions on oil and natural gas production. (3) Assessing emergent technology issues associated with wells nearing the end of productive life. Including: (a) location of orphaned and abandoned well sites; (b) well site remediation; (c) plugging materials; (d) plug placement; (e) the current regulatory environment; and (f) the identification of emergent technologies affecting end of life wells. New Energy Technologies - Regulating Change, is the result of research performed for Tasks 2 and 3.

    The U.S. is the largest producer of mining products in the world. In 2003, U.S. mining operations produced $57 billion worth of raw materials that contributed a total of $564 billion to the nation's wealth. Despite these contributions, the mining industry has not been well supported with research and development funds as compared to mining industries in other countries. To overcome this problem, the Center for Advanced Separation Technologies (CAST) was established to develop technologies that can be used by the U.S. mining industry to create new products, reduce production costs, and meet environmental regulations. Much of the research to be conducted with Cooperative Agreement funds will be longer-term, high-risk, basic research and will be carried out in five broad areas: (1) Solid-solid separation; (2) Solid-liquid separation; (3) Chemical/Biological Extraction; (4) Modeling and Control; and (5) Environmental Control.

    The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short-term. Energy storage may play a crucial role in the future of the power and transportation systems, which together consume two thirds of primary energy in the United States. A recent National Academy of Science report recommended carrying out detailed scenario assessments of the penetration of unconventional fuels from coal and coal and biomass with CCS. And the research plan provided for nuclear fission does not justify spending as many funds as were requested. The proposed funding for FY 2010 and the resources from ARRA, however, do not guarantee that the United States will finally enjoy the predictable and consistent publicly-funded energy technology innovation effort that it needs. The Obama administration must put in place a comprehensive energy technology innovation strategy that will ensure that an expanded ERD3 effort is both sustainable and efficient. This commission would be charged with, inter alia, developing a strategy that optimizes the integration of the various stages of innovation (research, development, demonstration, early deployment), as well as integrates efforts across technology areas.     The U.S. is the largest producer of mining products in the world. In 2003, U.S. mining operations produced $57 billion worth of raw materials that contributed a total of $564 billion to the nation's wealth. Despite these contributions, the mining industry has not been well supported with research and development funds as compared to mining industries in other countries. To overcome this problem, the Center for Advanced Separation Technologies (CAST) was established to develop technologies that can be used by the U.S. mining industry to create new products, reduce production costs, and meet environmental regulations. Originally set up by Virginia Tech and West Virginia University, this endeavor has been expanded into a seven-university consortium -- Virginia Tech, West Virginia University, University of Kentucky, University of Utah, Montana Tech, New Mexico Tech and University of Nevada, Reno - that is supported through U.S. DOE Cooperative Agreement No. DE-FC26-02NT41607: Crosscutting Technology Development at the Center for Advanced Separation Technologies. Much of the research to be conducted with Cooperative Agreement funds will be longer-term, high-risk, basic research and will be carried out in five broad areas: (1) Solid-solid separation; (2) Solid-liquid separation; (3) Chemical/biological extraction; (4) Modeling and control; and (5) Environmental control. Distribution of funds is handled via competitive solicitation of research proposals through Site Coordinators at the seven member universities. These were first reviewed and ranked by a group of technical reviewers (selected primarily from industry). Based on these reviews, and an assessment of overall program requirements, the CAST Technical Committee made an initial selection/ranking of proposals and forwarded these to the DOE/NETL Project Officer for final review and approval. The successful projects are listed by category, along with brief abstracts of their aims and objectives.

    Geothermal Technologies Office conducted its annual program peer review in April of 2013. The review provided an independent, expert evaluation of the technical progress and merit of GTO-funded projects. Further, the review was a forum for feedback and recommendations on future GTO strategic planning. During the course of the peer review, DOE-funded projects were evaluated for 1) their contribution to the mission and goals of the GTO and 2) their progress against stated project objectives.     The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a €2B principal. This level of capitalization could provide significant support to all aspects of the IAEA’s mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

    This NREL Hydrogen and Fuel Cell Technical Highlight describes how early market end users are operating 1,111 fuel cell units at 301 sites in 20 states with funding from the U.S. Department of Energy Fuel Cell Technologies Program and analysis by NREL. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports on the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

    Each individual investor is different, with different financial goals, different levels of risk tolerance and different personal preferences. From the point of view of investment management, these characteristics are often defined as objectives and constraints. Objectives can be the type of return being sought, while constraints include factors such as time horizon, how liquid the investor is, any personal tax situation and how risk is handled. It's really a balancing act between risk and return with each investor having unique requirements, as well as a unique financial outlook - essentially a constrained utility maximization objective. To analyze how well a customer fits into a particular investor class, one investment house has even designed a structured questionnaire with about two-dozen questions that each has to be answered with values from 1 to 5. The questions range from personal background (age, marital state, number of children, job type, education type, etc.) to what the customer expects from an investment (capital protection, tax shelter, liquid assets, etc.). A fuzzy logic system has been designed for the evaluation of the answers to the above questions. We have investigated the notion of fuzziness with respect to funds allocation.

    This progress report presents the results of 10 projects funded ($504K) in FY98 by the Technology Development, Evaluation, and Application (TDEA) Committee of the Environment, Safety, and Health Division. Nine projects are new for this year; two projects were completed in their third and final TDEA-funded year. As a result of their TDEA-funded projects, investigators have published 19 papers in professional journals, proceedings, or Los Alamos reports and presented their work at professional meetings. Supplemental funds and in-kind contributions, such as staff time, instrument use, and work space were also provided to the TDEA-funded projects by organizations external to ESH Division. Products generated from the projects funded in FY98 included a new extremity dosimeter that replaced the previously used finger-ring dosimeters, a light and easy-to-use detector to measure energy deposited by neutron interactions, and a device that will allow workers to determine the severity of a hazard.

    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

    The U.S. Department of Energy Office of Wind and Geothermal Technologies (DOE) is funding advanced geothermal research through University Geothermal Research solicitations. These solicitations are intended to generate research proposals in the areas of fracture permeability location and characterization, reservoir management and geochemistry. The work funded through these solicitations should stimulate the development of new geothermal electrical generating capacity through increasing scientific knowledge of high-temperature geothermal systems. In order to meet this objective researchers are encouraged to collaborate with the geothermal industry. These objectives and strategies are consistent with DOE Geothermal Energy Program strategic objectives.

    The U.S. Department of Energy Office of Wind and Geothermal Technologies (DOE) is funding advanced geothermal research through University Geothermal Research solicitations. These solicitations are intended to generate research proposals in the areas of fracture permeability location and characterization, reservoir management and geochemistry. The work funded through these solicitations should stimulate the development of new geothermal electrical generating capacity through increasing scientific knowledge of high-temperature geothermal systems. In order to meet this objective researchers are encouraged to collaborate with the geothermal industry. These objectives and strategies are consistent with DOE Geothermal Energy Program strategic objectives.

  14. ZERO EMISSION POWER GENERATION TECHNOLOGY DEVELOPMENT

    Clean Energy Systems (CES) was previously funded by DOE's ''Vision 21'' program. This program provided a proof-of-concept demonstration that CES' novel gas generator (combustor) enabled production of electrical power from fossil fuels without pollution. CES has used current DOE funding for additional design study exercises which established the utility of the CES-cycle for retrofitting existing power plants for zero-emission operations and for incorporation in zero-emission, ''green field'' power plant concepts. DOE funding also helped define the suitability of existing steam turbine designs for use in the CES-cycle and explored the use of aero-derivative turbines for advanced power plant designs. This work is of interest to the California Energy Commission (CEC) and the Norwegian Ministry of Petroleum & Energy. California's air quality districts have significant non-attainment areas in which CES technology can help. CEC is currently funding a CES-cycle technology demonstration near Bakersfield, CA. The Norwegian government is supporting conceptual studies for a proposed 40 MW zero-emission power plant in Stavager, Norway which would use the CES-cycle. The latter project is called Zero-Emission Norwegian Gas (ZENG). In summary, current engineering studies: (1) supported engineering design of plant subsystems applicable for use with CES-cycle zero-emission power plants, and (2) documented the suitability and availability of steam turbines for use in CES-cycle power plants, with particular relevance to the Norwegian ZENG Project.

  17. Interactions between Energy Efficiency Programs funded under the Recovery Act and Utility Customer-Funded Energy Efficiency Programs

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

  1. Exploratory Research for New Solar Electric Technologies

    We will review highlights of exploratory research for new PV technologies funded by the DOE Solar Energy Technologies Program through NREL and its Photovoltaic Exploratory Research Project. The goal for this effort is highlighted in the beginning of the Solar Program Multi-Year Technical Plan by Secretary of Energy Spencer Abraham's challenge to leapfrog the status quo by pursuing research having the potential to create breakthroughs. The ultimate goal is to create solar electric technologies for achieving electricity costs below 5 cents/kWh. Exploratory research includes work on advanced photovoltaic technologies (organic and ultra-high efficiency solar cells for solar concentrators) as well as innovative approaches to emerging and mature technologies (e.g., crystalline silicon).
