New Amber LEDs for High-Efficiency Solid-State Lighting New Amber LEDs for High-Efficiency Solid-State Lighting NREL is closing the LED "green gap" with a patent-pending technology that allows for easy manufacturing of low-cost amber LEDs that-when combined with red, green, and blue LEDs-produce brilliant broad-spectrum white light more efficiently than current LEDs. This color-mixing technique enables low-cost, easy-to-manufacture white LEDs with improved luminosity. This novel device architecture achieves greater efficiencies than current amber LEDs. In addition, the color-mixing approach avoids the energy losses associated with producing white light via conventional (phosphor-converted blue) LEDs. Prepared for U.S. Army Corps of Engineers Washington, DC 20314-1000ABSTRACT: The Federal government is the greatest consumer of electricity in the nation. Federal procurement and installation of higher efficiency energy sources promises many benefits, in terms of economy, employment, export, and environment. While distributed generation (DG) technologies offer many of the benefits of alternative, efficient energy sources, few DG systems can currently be commercially purchased “off the shelf, ” and complicated codes and standards deter potential users. Federal use of distributed generation demonstrates the technology, can help drive down costs, and an help lead the general public to accept a changing energy scheme. This work reviews and describes various distributed generation technologies, including fuel cells, microturbines, wind turbines, photovoltaic arrays, and Stirling engines. Issues such as fuel availability, construction considerations, protection controls are addressed. Sources of further information are provided. When comparing coal transportation with electric transmission as a means of delivering electric power, it is desirable to compare entire energy systems rather than just the transportation/transmission components because the requirements of each option may affect the requirements of other energy system components. PNL's assessment consists of two parts. The first part, which is the subject of this document, is a detailed description of the technical, cost, resource and environmental characteristics of each system component and technologies available for these components. The second part is a computer-based model that PNL has developed to simulate construction and operation of alternative system configurations and to compare the performance of these systems under a variety of economic and technical conditions. This document consists of six chapters and two appendices. A more thorough description of coal-based electric energy systems is presented in the Introduction and Chapter 1. Each of the subsequent chapters describes technologies for five system components: Western coal resources (Chapter 2), coal transportation (Chapter 3), coal gasification and gas transmission (Chapter 4), and electric power transmission (Chapter 6).

Commercially available CO{sub 2} capture technology

While many CO{sub 2} removal technologies are being researched through laboratory and pilot-scale testing, an existing technology has a significant operating history at commercial-scale facilities, where it is collecting CO{sub 2} from multiple sources, including low-CO{sub 2} concentration flue gas with high oxygen concentrations. This is an advanced amine-based post-combustion CO{sub 2} capture technology developed by Fluor called Ecoamine FG Plus (EFG+). This has been successfully applied at a natural gas-fired power plant at the Bellingham Energy Centre in Massachusetts. EFG+ technology is a cost effective process for removing CO{sub 2} from low pressure, oxygen-containing flue gas. FLuor and E.ON Energie AG are developing a pilot plant which will begin operation in 2010 at E.ON's coal-fired power plant in Wilhelmshaven, Germany. 4 figs.

The Department of Energy created the Office of Environmental Management (EM) to conduct a 30-year plus, multi-billion dollar program to manage the wastes and cleanup the legacy from over fifty years of nuclear material production. Across the DOE System there are thousands of sites containing millions of metric tons of buried wastes and contaminated soils and groundwater. Additionally, there are nearly 400,000 m{sup 3} of highly radioactive wastes in underground storage tanks, over 1,400 different mixed-waste streams, and thousands of contaminated surplus facilities, some exceeding 200,000 m{sup 2} in size. Costs to remediate all these problems have been estimated to be as much as several hundred billion dollars. The tremendous technical challenges with some of the problems and the high costs of using existing technologies has led the Department to create the Office of Technology Development (TD) to lead an aggressive, integrated national program to develop and deploy the needed advanced, cost-effective technologies. This program is developing technologies for all major cleanup steps: assessment, characterization, retrieval, treatment, final stabilization, and disposal. Work is focused on the Department`s five major problem areas: High-Level Waste Tank Remediation; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; Contaminated Soils and Buried Wastes Facility Transitioning, Decommissioning, and Final Disposal.

The new maps incorporate updated 10-km hourly solar resource data developed using weather satellite measurements combined with site-time specific solar modeling. Additionally, the maps expand the time of analysis by four years, from 2002-2007 to 2002-2011 and include enhanced aerosols information to improve estimates of direct normal irradiance. The Scientific Data Management Center: Available Technologies and Highlights

Managing scientific data has been identified by the scientific community as one of the most important emerging needs because of the sheer volume and increasing complexity of data being collected. Effectively generating, managing, and analyzing this information requires a comprehensive, end-to-end approach to data management that encompasses all of the stages from the initial data acquisition to the final analysis of the data. Based on community input, we have identified three significant requirements. First, more efficient access to storage systems is needed. In particular, parallel file system and I/O system improvements are needed to write and read large volumes of data without slowing a simulation. Second, scientists require technologies to facilitate better understanding of their data, in particular the ability to effectively perform complex data analysis and searches over extremely large data sets. Furthermore, exploratory analysis requires techniques for efficiently selecting subsets of the data. Third, generating the data, collecting and storing the results, keeping track of data provenance, data post-processing, and analysis of results is a tedious, fragmented process. Tools for automation of this process in a robust, tractable, and recoverable fashion are required to enhance scientific exploration.

Status Update for Implementing Best Available Technology per DOE Order 5400.5 - September 2002

This report identifies discharges of liquid waste streams that require documentation of the Best Available Technology selection process at Bechtel BWXT Idaho, LLC, operated facilities at the Idaho National Engineering and Environmental Laboratory. The Best Available Technology selection process is conducted according to Department of Energy Order 5400.5, Chapter II (3),“Management and Control of Radioactive Materials in Liquid Discharges and Phaseout of Soil Columns” and Department of Energy guidance. Only those liquid waste streams and facilities requiring the Best Available Technology selection process are evaluated in further detail. In addition, this report will be submitted to the Department of Energy Idaho Operations Office Field Office manager for approval according to DOE Order 5400.5, Chapter II, Section 3.b.(1). Two facilities (Idaho Nuclear Technology and Engineering Center existing Percolation Ponds and Test Area North/Technical Support Facility Disposal Pond) at the Idaho National Engineering and Environmental Laboratory required documentation of the Best Available Technology selection process (Section 4). These two facilities required documentation of the Best Available Technology selection process because they discharge wastewater that may contain process-derived radionuclides to a soil column even though the average radioactivity levels are typically below drinking water maximum contaminant levels. At the request of the Department of Energy Idaho Operations Office, the 73.5-acre Central Facilities Area Sewage Treatment Plant land application site is included in Section 4 of this report to ensure the requirements of DOE Order 5400.5, Chapter II, Section 3 are met. The Central Facilities Area Sewage Treatment Plant effluent contains process-derived radionuclides from radioactive tracers used in certain analytical procedures. The radioactivity levels of these radionuclides are below maximum contaminant levels. According to Department of Energy guidance, “If the liquid waste stream is below maximum contaminant levels, then the goals of the Best Available Technology selection process are being met and the liquid waste stream is considered clean water. However, it is necessary to document this through the Best Available Technology selection process.” Because liquid waste streams below maximum contaminant levels are already considered “clean water,” additional treatment technologies are considered unnecessary and are not addressed in this report.

The Next Generation Nuclear Plant (NGNP) Project, managed by the Idaho National Laboratory (INL), is authored by the Energy Policy Act of 2005, to research, develop, design, construct, and operate a prototype fourth generation nuclear reactor to meet the needs of the 21st Century. A section in this document proposes that the NGNP will provide heat for process heat applications. As with all large projects developing and deploying new technologies, the NGNP is expected to meet high performance and availability targets relative to current state of the art systems and technology. One requirement for the NGNP is to provide heat for the generation of hydrogen for large scale productions and this process heat application is required to be at least 90% or more available relative to other technologies currently on the market. To reach this goal, a RAM Roadmap was developed highlighting the actions to be taken to ensure that various milestones in system development and maturation concurrently meet required availability requirements. Integral to the RAM Roadmap was the use of a RAM analytical/simulation tool which was used to estimate the availability of the system when deployed based on current design configuration and the maturation level of the system.

The Grout Disposal Facility (GDF) is currently operated on the US Department of Energy`s Hanford Site. The GDF is located near the east end of the Hanford Site`s 200 East operations area, and is used for the treatment and disposal of low-level radioactive liquid wastes. In the grout treatment process, selected radioactive wastes from double-shell tanks are mixed with grout-forming solids; the resulting grout slurry is pumped to near-surface concrete vaults for solidification and permanent disposal. As part of this treatment process, small amounts of toxic particles and volatile organic compounds (VOCs) may be released to the atmosphere through the GDF`s exhaust system. This analysis constitutes a Best Available Control Technology for Toxics (T-BACT) study, as required in the Washington Administrative Code (WAC 173-460) to support a Notice of Construction for the operation of the GDF exhaust system at a modified flow rate that exceeds the previously permitted value. This report accomplishes the following: assesses the potential emissions from the GDF; estimates air quality impacts to the public from toxic air pollutants; identifies control technologies that could reduce GDF emissions; evaluates impacts of the control technologies; and recommends appropriate emissions controls.

Report on the Best Available Technology (BAT) for the treatment of the INEL Central Laundry and Respirator Facility (CFA-617)

The Central Laundry and Respirator Facility (CLRF) designated by the building number of CFA-617 has been addressed as a potential source of contamination to the Central Facilities Area (CFA) subsurface drainage field which also receives waste water from the current CFA Sewage Treatment Plant (STP). Currently, discharges from the CLRF have been below set guidelines, DCG. A new STP has been proposed for the CFA. Since the CLRF has been designated as a potential source of contamination, a Best Available Technology (BAT) assessment was requested to determine what action should be taken in respect to the aqueous discharges from the CLRF. The BAT assessment involved source definition, technology evaluation, BAT matrix development, BAT selection, and BAT documentation. The BAT for the Central laundry and Respirator Facility selected the treatment which would impact the CLRF and the new STP the least in all aspects considered and was the system of filtration and a lined pond for natural evaporation of the water. The system will provide an isolation of this waste stream from all other CFA waste water which will be treated at the new STP. Waste minimization possibilities exist within the laundry process and are considered. These minimization actions will reduce the amount of waste water being released, but will result in raising the contaminate's concentrations (the total mass will remain the same). The second option was the use of ion exchange to remove the contaminates and recycle the water back to the wash and rinse cycles in the laundry. 3 refs., 9 figs., 11 tabs.

An Assessment of the Commercial Availability of Carbon Dioxide Capture and Storage Technologies as of June 2009

Currently, there is considerable confusion within parts of the carbon dioxide capture and storage (CCS) technical and regulatory communities regarding the maturity and commercial readiness of the technologies needed to capture, transport, inject, monitor and verify the efficacy of carbon dioxide (CO2) storage in deep, geologic formations. The purpose of this technical report is to address this confusion by discussing the state of CCS technological readiness in terms of existing commercial deployments of CO2 capture systems, CO2 transportation pipelines, CO2 injection systems and measurement, monitoring and verification (MMV) systems for CO2 injected into deep geologic structures. To date, CO2 has been captured from both natural gas and coal fired commercial power generating facilities, gasification facilities and other industrial processes. Transportation via pipelines and injection of CO2 into the deep subsurface are well established commercial practices with more than 35 years of industrial experience. There are also a wide variety of MMV technologies that have been employed to understand the fate of CO2 injected into the deep subsurface. The four existing end-to-end commercial CCS projects – Sleipner, Snøhvit, In Salah and Weyburn – are using a broad range of these technologies, and prove that, at a high level, geologic CO2 storage technologies are mature and capable of deploying at commercial scales. Whether wide scale deployment of CCS is currently or will soon be a cost-effective means of reducing greenhouse gas emissions is largely a function of climate policies which have yet to be enacted and the public’s willingness to incur costs to avoid dangerous anthropogenic interference with the Earth’s climate. There are significant benefits to be had by continuing to improve through research, development, and demonstration suite of existing CCS technologies. Nonetheless, it is clear that most of the core technologies required to address capture, transport, injection, monitoring, management and verification for most large CO2 source types and in most CO2 storage formation types, exist.

The U.S. Army is evaluating recycle of field shower water as a conservation practice in arid regions and is seeking to define appropriate technologies and health criteria. Shower wastewaters at a military installation have been characterized in terms of physical, chemical and microbiological parameters. Two treatment technologies havebeen investigated. Microfiltration cartridges with a nominal pore size of 0.2 MU m achieved consistent removals of 75 15% of total organic carbon (TOC) and better than 99% of turbidity from synthetic shower water containing 50 to 100 mg/L of TOC as soap. An alternative treatmenttechnology utilized powered activated carbon and coagulation/flocculation/ sedimentation followed by diatomaceous earth filtration. A TOC reduction of 70 15% was achieved in three separate studies, although at a cost of 1 g/L or more of powered activated carbon. Revised quality criteria for recycled shower water have been developed with guidance from the National Research Council. Parameters which can practically be measured in the field are primarily associated with microbiological safety.

This paper addresses a simple, yet fundamental question in the design of peer-to-peer systems: What does it mean when we say "availability" and how does this understanding impact the engineering of practical systems? We argue that existing measurements and models do not capture the complex time-varying nature of availability in today's peer-to-peer environments. Further, we show that unforeseen methodological shortcomings have dramatically biased previous analyses of this phenomenon. As the basis of our study, we empirically characterize the availability of a large peer-to-peer system over a period of 7 days, analyze the dependence of the underlying availability distributions, measure host turnover in the system, and discuss how these results may affect the design of high-availability peer-to-peer services.

Expanded Web Map Server and WebGIS Tools Available for ORNL DAAC Data Expanded Web Map Server and WebGIS Tools Available for ORNL DAAC Data The ORNL DAAC has developed a WebGIS system that consolidates earlier project-centric viewers into one system to help users locate data, including site characteristics, from flux tower sites, MODIS ASCII Subset Sites, and NPP field sites from around the world. WebGIS is an internet-based technology that enables users to browse, query, display, and download spatial data using a standard web browser. The ORNL DAAC WebGIS includes a number of land cover, biophysical, elevation, and geopolitical layers, as well as access to other relevant Open Geospatial Consortium (OGC) layers. Users can interrogate map features and extract and download selected map features including map layers (shape files).

Abstract — In this paper, we investigate the problem of highly available, massive-scale file distribution in the Internet. To this end, we conduct a large-scale measurement study of BitTorrent, a popular class of systems that use swarms of actively downloading peers to assist each other in file distribution. The first generation of BitTorrent systems used a central tracker to enable coordination among peers, resulting in low availability due to the tracker’s single point of failure. Our study analyzes the prevalence and impact of two recent trends to improve BitTorrent availability: (i) use of multiple trackers, and (ii) use of Distributed Hash Tables (DHTs), both of which also help to balance load better. The study considered more than 1,400 trackers and 24,000 DHT nodes (extracted from about 20,000 torrents) over a period of two months. We find that both trends improve availability, but for different and somewhat unexpected reasons. Our findings include: (i) multiple trackers improve availability, but the improvement largely comes from the choice of a single highly available tracker, (ii) such improvement is reduced by the presence of correlated failures, (iii) multiple trackers can significantly reduce the connectivity of the overlay formed by peers, (iv) the DHT improves information availability, but induces a higher response latency to peer queries. ASCII Subsets Available ASCII Subsets Available The ORNL DAAC announces the availability of subsets from the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor for 274 field sites. These subsetted products, which are in ASCII format for a 7 x 7 km area centered on the field sites, are especially useful for tracking seasonal dynamics. The primary objective, to promote broad use of the earlier developed elastomers technology appears to have been successfully accomplished. The expertise was transferred to three rubber products manufacturers, and is currently commercially available. Significant substantiation of the viability of the technology was fostered through supporting and tracking numerous test efforts in various industry laboratories and out in the field. Numerous papers were presented on the technology and information was also disseminated verbally and by providing data packages. The formal and informal technology transfer effort are described. Several secondary spin-offs also resulted. Steps toward a better understanding of the complex technology transfer process were achieved. The experience provides a data point illustrating one way that technology transfer can be accomplished and a data point which can be used to evaluate its effectiveness. And finally studies were made assessing the potential of elastomers to perform at even higher temperatures.

The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

Available Available Archiving environmental data products has become recognized as a vital research practice: it improves our ability to reproduce results and perform additional analyses while saving the cost of redundant data collection activities. The same rationale applies to archiving numerical models. Archived models will provide the methodological detail of numerical modeling studies to recreate published modeling results, enabling the synthesis of results across modeling studies and the investigation of new hypotheses. In addition, archived models will allow determination of uncertainties for comparison with results from other models in assessment / policy studies. Meteorological studies of available wind power were begun at Sandia in 1973 to support the development of a vertical-axis wind turbine (VAWT, ''egg-beater''). This presentation reviews work to date. Copies of seven source reports were provided to ELETROBRAS; Scientia, Ltda., has included them in an extensive bibliography that was distributed at the seminar. This report summarizes those climatological studies that are needed to assist and promote wind energy exploitation in Brazil.

High availability using virtualization

High availability has always been one of the main problems for a data center. Till now high availability was achieved by host per host redundancy, a highly expensive method in terms of hardware and human costs. A new approach to the problem can be offered by virtualization. Using virtualization, it is possible to achieve a redundancy system for all the services running on a data center. This new approach to high availability allows to share the running virtual machines over the servers up and running, by exploiting the features of the virtualization layer: start, stop and move virtual machines between physical hosts. The system (3RC) is based on a finite state machine with hysteresis, providing the possibility to restart each virtual machine over any physical host, or reinstall it from scratch. Energy technologies and the environment: Environmental information handbook

This revision of Energy Technologies and the Environment reflects the changes in energy supply and demand, focus of environmental concern, and emphasis of energy research and development that have occurred since publication of the earlier edition in 1980. The increase in availability of oil and natural gas, at least for the near term, is responsible in part for a reduced emphasis on development of replacement fuels and technologies. Trends in energy development also have been influenced by an increased reliance on private industry initiatives, and a correspondingly reduced government involvement, in demonstrating more developed technologies. Environmental concerns related to acid rain and waste management continue to increase the demand for development of innovative energy systems. The basic criteria for including a technology in this report are that (1) the technology is a major current or potential future energy supply and (2) significant changes in employing or understanding the technology have occurred since publication of the 1980 edition. Coal is seen to be a continuing major source of energy supply, and thus chapters pertaining to the principal coal technologies have been revised from the 1980 edition (those on coal mining and preparation, conventional coal-fired power plants, fluidized-bed combustion, coal gasification, and coal liquefaction) or added as necessary to include emerging technologies (those on oil shale, combined-cycle power plants, coal-liquid mixtures, and fuel cells).
