    Settlement Agreement between the Department of Energy and the State of Idaho mandates treatment of sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center within the Idaho National Engineering and Environmental Laboratory. One of the requirements of the Settlement Agreement is to complete treatment of sodium-bearing waste by December 31, 2012. Applied technology activities are required to provide the data necessary to complete conceptual design of four identified alternative processes and to select the preferred alternative. To provide a technically defensible path forward for the selection of a treatment process and for the collection of needed data, an applied technology plan is required. This document presents that plan, identifying key elements of the decision process and the steps necessary to obtain the required data in support of both the decision and the conceptual design. The Sodium-Bearing Waste Treatment Applied Technology Plan has been prepared to provide a description/roadmap of the treatment alternative selection process. The plan details the results of risk analyzes and the resulting prioritized uncertainties. It presents a high-level flow diagram governing the technology decision process, as well as detailed roadmaps for each technology. The roadmaps describe the technical steps necessary in obtaining data to quantify and reduce the technical uncertainties associated with each alternative treatment process. This plan also describes the final products that will be delivered to the Department of Energy Idaho Operations Office in support of the office's selection of the final treatment technology.

    This document is a technical status report on In Situ Vitrification (ISV) as applied to buried waste; the report takes both technical and institutional concerns into perspective. The ISV process involves electrically melting such contaminated solid media as soil, sediment, sludge, and mill tailings. The resultant product is a high-quality glass-and-crystalline waste form that possesses high resistance to corrosion and leaching and is capable of long-term environmental exposure without significant degradation. The process also significantly reduces the volume of the treated solid media due to the removal of pore spaces in the soil.

    The information barrier is an important part of any system that allows inspector verification of declared classified materials. In this context, the information barrier must protect classified information while allowing the inspectors to reach correct and independent conclusions concerning the veracity of the declaration. Although other applications may not involve national security, information barrier techniques can still be used to protect information considered sensitive by individuals, commercial entities, or national organizations. Other potential areas of application include homeland security and airport screening, personal information disclosed by modern scanning techniques, nuclear information not considered classified but still sensitive, and industrial secret information that could be compromised during 3rd party acceptance testing. Modern personnel screening devices are limited more by their potential for release of personal information than by technology. Screening systems that could be used in airports and other sensitive areas are often not utilized because the same system that can show the details of weapons carried on a person's body can also reveal potentially embarrassing and sensitive details of the body itself. Much other nuclear information, as well as industrially secret information, while not actually classified, is not appropriate for widespread dissemination. In both cases an inspector may need to verify elements of the manufacturer's or owner's claims, but at the same time not disclose sensitive information to either the inspector or the general public. Thus, information barrier technology, although originally developed for protection of nuclear weapons information, is also directly usable in a number of counter-terrorism and nonproliferation applications. Although these applications may not (or may) require the same level of rigor as the original application to classified items, many of the same techniques can be used in protecting this non-classified, but still sensitive, information.

    This multi-state collaborative project brings together federal, state, and private sector resources in order to move the design and use of high-performance energy technologies in schools to the forefront. NASEO and its contractors continue to make progress on completion of the statement of work. The high watermark for this period is the installation and operation of the micro-turbine in the Canton School District. The school is pleased to begin the monitoring phase of the project and looks forward to a ribbon cutting this Spring. The other projects continue to move forward and NYSERDA has now begun work in earnest. We expect the NASEO/NYSERDA workshop sometime this Spring as well. By the time the next Annual Technical Progress Report is submitted, we plan to have finished all of the work. The next year should be filled with dissemination of information to interested parties on the success of the project in an effort to get others to duplicate the high performance, and energy smart schools initiatives. We expect all of the deliverables to be completed with the possible exception of the high-performance schools retrofits in California. We expect that 2 of the 3 campuses undergoing retrofits will be complete and the third will be nearly complete. All other activities are on schedule for 10/1/03 completion at this time.

    This document updates the 1978 report on the status of thermal imaging technology as applied to energy conservation in buildings. Thermal imaging technology is discussed in terms of airborne surveys, ground survey programs, and application needs such as standards development and lower cost equipment. Information on the various thermal imaging devices was obtained from manufacturer's standard product literature. Listings are provided of infrared projects of the DOE building diagnostics program, of aerial thermographic firms, and of aerial survey programs. (LCL)

    The United States is well positioned to play an expanding role in meeting the energy technology demands of the Asian Pacific Basin, including Indonesia, Thailand, and the Republic of China (ROC-Taiwan). The US Department of Energy Clean Coal Technology (CCT) Demonstration Program provides a proving ground for innovative coal-related technologies that can be applied domestically and abroad. These innovative US CCTs are expected to satisfy increasingly stringent environmental requirements while substantially improving power generation efficiencies. They should also provide distinct advantages over conventional pulverized coal-fired combustors. Finally, they are expected to be competitive with other energy options currently being considered in the region. This paper presents potential technology scenarios for Indonesia, Thailand, and the ROC-Taiwan and considers an environmental cost-benefit approach employing a newly developed method of applying environmental externalities. Results suggest that the economic benefits from increased emission control can indeed be quantified and used in cost-benefit comparisons, and that US CCTs can be very cost effective in reducing emissions.

    Concrete surfaces contaminated with radionuclides present a significant challenge during the decontamination and decommissioning (D and D) process. As structures undergo D and D, coating layers and/or surface layers of the concrete containing the contaminants must be removed for disposal in such a way as to present little to no risk to human health or the environment. The selection of a concrete decontamination technology that is safe, efficient, and cost-effective is critical to the successful D and D of contaminated sites. To support U.S. Department of Energy (DOE) Environmental Management objectives and to assist DOE site managers in the selection of the best-suited concrete floor decontamination technology(s) for a given site, two innovative and three baseline technologies have been assessed under standard, non-nuclear conditions at the Hemispheric Center for Environmental Technology (HCET) at Florida International University (FIU). The innovative technologies assessed include the Pegasus Coating Removal System and Textron's Electro-Hydraulic Scabbling System. The three baseline technologies assessed include: the Wheelabrator Blastrac model 1-15D, the NELCO Porta Shot Blast{trademark} model GPx-1O-18 HO Rider, and the NELCO Porta Shot Blast{trademark} model EC-7-2. These decontamination technology assessments provide directly comparable performance data that have previously been available for only a limited number of technologies under restrictive site-specific constraints. Some of the performance data collected during these technology assessments include: removal capability, production rate, removal gap, primary and secondary waste volumes, and operation and maintenance requirements. The performance data generated by this project is intended to assist DOE site managers in the selection of the safest, most efficient, and cost-effective decontamination technologies to accomplish their remediation objectives.

    During the decontamination and decommissioning (D and D) activities being conducted by the U.S. Department of Energy (DOE), approximately 550,000 metric tons of contaminated metal will be generated by the disposition of contaminated buildings. The majority of the structural steel is considered to be radiologically contaminated. The D and D activities require the treatment of the structural steel to reduce occupational and environmental radiological exposures during dismantlement. Treatment technologies may also be required for possible recycling. Many proven commercial treatment technologies are available. These treatment processes vary in aggressiveness, safety requirements, secondary waste generation, necessary capital, and operation and maintenance costs. Choosing the appropriate technology to meet the decontamination objectives for structural steel is a difficult process. A single information source comparing innovative and nuclear and non-nuclear technologies in the areas of safety, cost and effectiveness is not currently commercially available to perform a detailed analysis. This study presents comparable data related to operation and maintenance, cost, and health and safely aspects of three readily available technologies and one innovative technology for nuclear decontamination. The technologies include Advance Recyclable Media System (ARMS{trademark}), NELCO Porta Shot Blast{trademark} (JHJ-2000), Pegasus Coating Removal System 7 (PCRS-7) and the innovative laser ablation technology called the Yag Eraser{trademark}.

    The dismantlement of radioactively contaminated process equipment is a major concern during the D&D process. There are an estimated 1,200 buildings in the DOE-EM complex that will require the dismantlement of equipment and various metal structures. As buildings undergo the D&D process, this metallic equipment contaminated with radionuclides such as uranium and plutonium must be size-reduced before final disposal. A single information source comparing dismantlement technologies in the areas of safety, cost, and performance is needed by DOE managers and is not currently available. The selection of the appropriate technologies to meet the dismantlement objectives for a given site is a difficult process in the absence of comprehensive and comparable data. Choosing the wrong technology could result in increased exposure of personnel to contaminants and an increase in D&D project costs. The purpose of this investigation was to evaluate commercially available and innovative technologies for equipment dismantlement and provide a comprehensive source of information to the D&D community in the areas of technology performance, cost, and health and safety.

    Sensor data validity is extremely important in a number of applications, particularly building technologies where collected data are used to determine performance. An example of this is Oak Ridge National Laboratory s ZEBRAlliance research project, which consists of four single-family homes located in Oak Ridge, TN. The homes are outfitted with a total of 1,218 sensors to determine the performance of a variety of different technologies integrated within each home. Issues arise with such a large amount of sensors, such as missing or corrupt data. This paper aims to eliminate these problems using: (1) Kalman filtering and (2) linear prediction filtering techniques. Five types of data are the focus of this paper: (1) temperature; (2) humidity; (3) energy consumption; (4) pressure; and (5) airflow. Simulations show the Kalman filtering method performed best in predicting temperature, humidity, pressure, and airflow data, while the linear prediction filtering method performed best with energy consumption data.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    The original scope of work was to obtain and analyze existing and emerging data in four states: California, Florida, New York, and Wisconsin. The goal of this data collection was to deliver a baseline database or recommendations for such a database that could possibly contain window and daylighting features and energy performance characteristics of Kindergarten through 12th grade (K-12) school buildings (or those of classrooms when available). In particular, data analyses were performed based upon the California Commercial End-Use Survey (CEUS) databases to understand school energy use, features of window glazing, and availability of daylighting in California K-12 schools. The outcomes from this baseline task can be used to assist in establishing a database of school energy performance, assessing applications of existing technologies relevant to window and daylighting design, and identifying future R&D needs. These are in line with the overall project goals as outlined in the proposal. Through the review and analysis of this data, it is clear that there are many compounding factors impacting energy use in K-12 school buildings in the U.S., and that there are various challenges in understanding the impact of K-12 classroom energy use associated with design features of window glazing and skylight. First, the energy data in the existing CEUS databases has, at most, provided the aggregated electricity and/or gas usages for the building establishments that include other school facilities on top of the classroom spaces. Although the percentage of classroom floor area in schools is often available from the databases, there is no additional information that can be used to quantitatively segregate the EUI for classroom spaces. In order to quantify the EUI for classrooms, sub-metering of energy usage by classrooms must be obtained. Second, magnitudes of energy use for electricity lighting are not attainable from the existing databases, nor are the lighting levels contributed by artificial lighting or daylight. It is impossible to reasonably estimate the lighting energy consumption for classroom areas in the sample of schools studied in this project. Third, there are many other compounding factors that may as well influence the overall classroom energy use, e.g., ventilation, insulation, system efficiency, occupancy, control, schedules, and weather. Fourth, although we have examined the school EUI grouped by various factors such as climate zones, window and daylighting design features from the California databases, no statistically significant associations can be identified from the sampled California K-12 schools in the current California CEUS. There are opportunities to expand such analyses by developing and including more powerful CEUS databases in the future. Finally, a list of parameters is recommended for future database development and for use of future investigation in K-12 classroom energy use, window and skylight design, and possible relations between them. Some of the key parameters include: (1) Energy end use data for lighting systems, classrooms, and schools; (2) Building design and operation including features for windows and daylighting; and (3) Other key parameters and information that would be available to investigate overall energy uses, building and systems design, their operation, and services provided.

    Cyclone{trademark} boiler owners continue to drive down NO{sub x} emissions by increasingly sophisticated staging and air distribution schemes. For example, Alliant Energy has employed RMT's SmartBurn{reg_sign} technology, and Ameren UE has pioneered neural nets to reduce emissions. Over the last 11 years under sponsorship of EPRI, the team of ORNL and B&W has developed pulverized coal burner diagnostic technology by applying nonlinear signal analysis techniques to flame scanner signals. The team has extended the technology to cyclones to facilitate deeper staging of the cyclones to reduce NO{sub x} emissions. Development projects were conducted at the Alliant Energy Edgewater Units 3 and 4, and Ameren UE Sioux Unit 1. Nonlinear analysis statistics were correlated to upsets in cyclone operation resulting from poor air distribution in the burner and barrel. The team demonstrated that the lighter and main flame scanners can be used to independently guide adjustments to the burner and barrel.

    The Environmental Restoration/Waste Management-Applied Technology (ER/WM-AT) Program is developing restoration and waste treatment technologies needed for the ongoing environmental cleanup of the Department of Energy (DOE) complex and treatment technologies for wastes generated in the nuclear weapons production complex. These technologies can find application to similar problems nationally and even worldwide. They can be demonstrated at the Livermore site, which mirrors (on a small scale) many of the environmental and waste management problems of the rest of the DOE complex. Their commercialization should speed cleanup, and the scope of the task should make it attractive to US industry. The articles in this semi-annual report cover the following areas: ceramic final forms for residues of mixed waste treatment; treatment of wastes containing sodium nitrate; actinide volatility in thermal oxidation processes; in situ microbial filters for remediating contaminated soils; collaboration with scientists in the former Soviet Union on new ER/WM technologies; and fiber-optic sensors for chlorinated organic solvents.

    The use of wireless technologies in commercial and industrial facilities has grown significantly in the past several years. New applications of wireless technologies with increasing frequency and varying radiated power are being developed everyday. Wireless application specialists and end users have already identified several sources of electromagnetic interference (EMI) in these facilities. Interference has been reported between wireless devices and between these devices and other types of electronic equipment either using frequencies in the unlicensed wireless spectrum or equipment that may generate undesired man-made noise in this spectrum. Facilities that are not using the wireless band should verify the spectral quality of that band and the electromagnetic compatibility (EMC) integrity of safety-related power and signal cables before installing wireless technologies. With the introduction of new wireless devices in the same electromagnetic space where analog and digital I and C systems and cables must co-exist, the ability of facility managers to manage their spectra will dictate the degree of interference between wireless devices and other electronic equipment. Because of the unknowns associated with interference with analog and digital I and C systems in the wireless band, nuclear power plants have been slow to introduce wireless technologies in plant areas. With the application of newly developed advanced radiated emissions measurement systems that can record, process, and analyze radiated and conducted emissions in a cost-effective manner, facility managers can more reliably characterize potential locations for wireless technologies, including potential coupling effects with safety-related power and signal cables, with increased confidence that the risks associated with creating an interference can be significantly reduced. This paper will present an effective philosophy already being used in other mission-critical applications for managing EMC, an overview of wireless emissions sources, the need for EMC characterization of power and signal cables with exposure to wireless devices, and an intelligent and automated emissions measurement system. Such a system can be used in nuclear power plants to determine the spectral quality of the wireless band, the EMC characterization of power and signal cables, and if wireless technologies can be collocated in plants while reducing the risk of interference with I and C systems.   17. Carbon emissions reduction potential in the US chemicals and pulp and paper industries by applying CHP technologies

    The chemical and the pulp/paper industries combined provide 55% of CHP generation in the US industry. Yet, significant potential for new CHP capacities exists in both industries. From the present steam consumption data, the authors estimate about 50 GW of additional technical potential for CHP in both industries. The reduced carbon emissions will be equivalent to 44% of the present carbon emissions in these industries. They find that most of the carbon emissions reductions can be achieved at negative costs. Depending on the assumptions used in calculations, the economic potential of CHP in these industries can be significantly lower, and carbon emissions mitigation costs can be much higher. Using sensitivity analyses, they determine that the largest effect on the CHP estimate have the assumptions in the costs of CHP technology, in the assumed discount rates, in improvements in efficiency of CHP technologies, and in the CHP equipment depreciation periods. Changes in fuel and electricity prices and the growth in the industries' steam demand have less of an effect. They conclude that the lowest carbon mitigation costs are achieved with the CHP facility is operated by the utility and when industrial company that owns the CHP unit can sell extra electricity and steam to the open wholesale market. Based on the results of the analyses they discuss policy implications.

    Extensive data on the coal resources, characteristics, demand and supply, coal production and plans for coal utilization to meet the energy needs in the countries of the Pacific Basin and Asia have been gathered. Two databases have been prepared based on this information which are compatible with the database on domestic coals available at NCTDC, PETC on coal resources and characteristics. Coal technologies and coal preparation methods currently in use in the Pacific Basin and Asia have also been addressed. In the second phase of this project, an assessment of the information obtained will be conducted and, wherever possible, this data will be compared with domestic data on coals and coal conversion practices so as to highlight similarities or differences. High quality and useful data will be enumerated in the form of graphs, tables and matrices for quick review. Conclusions from this data will depict work areas of potential mutual interest and areas of technology transfer. US products and services which can be exported will be emphasized.
