  13. A Focus on Offshore Safety: Recent Reports by The Marine Board of the National Research Council

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities. Two studies now underway continue several of the themes noted in aforementioned reports: one theme being a review of the uses of risk assessment opportunities in an effort to find useful experience from other industries. Another current study targets the introduction of human performance and organizational system theory and practice from other industries into the maritime and offshore industries.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. Coordinated from a Headquarters (HQ) office in Houston, PTTC maintains an active grassroots program executed by 10 Regional Lead Organizations (RLOs) and two satellite offices (Figure 1). Regional Directors interact with domestic oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and cooperative outreach efforts. HQ facilitates inter-regional technology transfer and implements a comprehensive communications program. Active volunteers on the National Board and in Producer Advisory Groups (PAGs) in each of the 10 regions focus effort in areas that will create the most impact for domestic producers. Focused effort by dedicated individuals across the country has enabled PTTC to achieve the milestones outlined in Appendix A.

    The EMS Energy Institute at The Pennsylvania State University (Penn State) has managed the Gas Storage Technology Consortium (GSTC) since its inception in 2003. The GSTC infrastructure provided a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. The GSTC received base funding from the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL) Oil & Natural Gas Supply Program. The GSTC base funds were highly leveraged with industry funding for individual projects. Since its inception, the GSTC has engaged 67 members. The GSTC membership base was diverse, coming from 19 states, the District of Columbia, and Canada. The membership was comprised of natural gas storage field operators, service companies, industry consultants, industry trade organizations, and academia. The GSTC organized and hosted a total of 18 meetings since 2003. Of these, 8 meetings were held to review, discuss, and select proposals submitted for funding consideration. The GSTC reviewed a total of 75 proposals and committed co-funding to support 31 industry-driven projects. The GSTC committed co-funding to 41.3% of the proposals that it received and reviewed. The 31 projects had a total project value of $6,203,071 of which the GSTC committed $3,205,978 in co-funding. The committed GSTC project funding represented an average program cost share of 51.7%. Project applicants provided an average program cost share of 48.3%. In addition to the GSTC co-funding, the consortium provided the domestic natural gas storage industry with a technology transfer and outreach infrastructure. The technology transfer and outreach were conducted by having project mentoring teams and a GSTC website, and by working closely with the Pipeline Research Council International (PRCI) to jointly host technology transfer meetings and occasional field excursions. A total of 15 technology transfer/strategic planning workshops were held.

    The State Scientific Center of the Russian Federation--Institute of Physics and Power Engineering's (SSC RF-IPPE) practice of nuclear material control and accounting (MC&A) has undergone significant changes during the period of cooperation with U.S. national laboratories from 1995 to the present. These changes corresponded with general changes of the Russian system of state control and accounting of nuclear materials resulting from the new Concept of the System for State Regulating and Control of Nuclear Materials (1996) and further regulatory documents, which were developed and implemented to take into account international experience in the MC&A [1]. During the upgrades phase of Russian-U.S. cooperation, an MC&A laboratory was specially created within the SSC RF IPPE for the purpose of guiding the creation of the upgraded MC&A system, coordinating the activities of all units involved in the creation of this system, and implementing a unified technical policy during the transition period. After five years of operation of the MC&A laboratory and the implementation of new components for the upgraded MC&A system, it was decided that a greater degree of attention must be paid to the MC&A system's operation in addition to the coordination activities carried out by the MC&A laboratory. To meet this need, an organization for operation of the nuclear material (NM) control and accounting system was created as part of the Division of NM Transportation and Storage. It was also recognized that a new mechanism was required for effective coordination of MC&A activities in IPPE, including the implementation of a unified MC&A policy in methodological, technical and practical areas. This mechanism should allow the IPPE management to gain an objective evaluation of the MC&A system status and provide leading specialists with objective recommendations on maintenance of MC&A system and on basic directions for further improvements. Preliminary discussions indicated that such a mechanism could be created through the establishment of an MC&A Council at SSC RF-IPPE. The MC&A Council has been created in SSC RF-IPPE as an advisory body without administrative functions. However it is stated in the Council Regulations that if the IPPE Director General or his Deputy responsible for NM control and accounting approves Council recommendations, the recommendations become obligatory. In this paper, the experience of the Council and its initial activities are presented and discussed in, as are possible activities and roles the Council could play in the future.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information.     Nuclear energy generates significant reliable baseload electricity, yet many citizens in countries with nuclear power do not know the facts and benefits this clean energy source provides. For much of its history, the nuclear energy industry has been perceived as secretive and protective. Anti-nuclear activists use this general lack of public knowledge to sensationalise events, spread misinformation, and play on people's emotions. Yet, the nuclear energy industry has done little to combat these falsehoods imposed on the general public. Support for nuclear energy, or lack thereof, is even more pronounced after the extraordinary natural disasters and ensuing nuclear incident in Japan earlier this year, making proactive outreach to restore public trust even more important than before. The industry must inform and educate at all levels to dispel the falsehoods and enable clear, rational decision-making by government officials, business leaders and the general public, if it wants to grow and provide clean energy for the future. AREVA understands that this community outreach and education are just the first steps toward helping clean energy sources grow. We know that energy demand and security means we need to utilize every clean energy source available. We must start the education process from pre-school age to encourage children to enter science, technology, engineering and math curriculums. We must maintain regular community dialog and open discussions and operate in a safe manner, because in the long run, it is these community members who will help ensure energy security for the country. These stakeholders have a strong voice, a voice that can be heard locally, and if necessary, a voice that can impact the future of nuclear energy worldwide. As always, our industry is committed to the relentless pursuit of ever safer nuclear power. The nuclear industry as a whole must restore and win back trust. But the only way to restore this trust is by working together as an industry to engage in open discussion and dialogue.     Federal agencies are under pressure to do more with less--to improve the services they provide to the public, with greater accountability for achieving results, more quickly and at lower cost. In a 1994 study of leading organizations, the General Accounting Office (GAO) identified 11 strategic information management (SIM) practices, which became the foundation of the Clinger-Cohen Act of 1996. In 1997, the Federal Chief Information Officers (CIO) Council and the Industry Advisory Council prepared 20 case studies demonstrating the use of information technology to achieve a positive return on investment within the federal government. Focusing on these 20 case studies, this research first looked for evidence that supported or refuted each of GAO's SIM practices. Second, the research looked for best practices that may be unique to a federal environment. Third, the study identified other best practices.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network. Argonne used Geographic Information System (GIS) technology to analyze the proposed energy corridors in the WECC report in five topic areas: Federal land jurisdiction, Existing Section 368 corridors, Existing transmission lines, Previously studied corridor locations, and Protected areas. Analysis methods are explained and tables and maps are provided to describe the results of the analyses in all five topic areas. WECC used a rational approach to connecting the hubs it identified, although there may be opportunities for adapting some of the proposed WECC routes to previously designated Section 368 corridors, for example: The WECC proposed energy corridors are in fact centerlines of proposed routes connecting hubs of various descriptions related to electric energy transmission. Although the centerlines were sited to avoid sensitive areas, infrastructure proposed within actual pathways or corridors defined by the centerlines would sometimes affect lands where such development would not normally be allowed, such as National Parks and Monuments, National Wildlife Refuges, and Wilderness Areas. Many WECC proposed energy corridors are sited along centerlines of existing roads, including Interstate Highways, where in some cases additional width to accommodate energy transmission infrastructure may not be available. Examples include the WECC Proposed Corridor along Interstate 70 through Glenwood Canyon in Colorado, and along U.S. Highway 89 across Glen Canyon Dam in Arizona. Several WECC proposed energy corridors are parallel to designated Section 368 corridors that have already cleared the preliminary steps to right-of-way approval. In many of these cases, the WECC hub connection objectives can be met more efficiently by routing on the designated Section 368 corridors.

  1. Statutory complexity disguises agency capture in Citizens Coal Council v. EPA

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The Southern States Energy Board's (SSEB) 'Regional Effort to Deploy Clean Coal Technologies' program began on June 1, 2003, and was completed on January 31, 2009. The project proved beneficial in providing state decision-makers with information that assisted them in removing barriers or implementing incentives to deploy clean coal technologies. This was accomplished through two specific tasks: (1) domestic energy security and diversity; and (2) the energy-water interface.     Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    The energy-efficient building codes adopted by Tacoma, Washington will give the city a reservoir of power comparable to the water stored behind Grand Coulee Dam. The code standards reduce energy requirements 60%, a saving that will continue through the 50- to 60-year service life of the houses. The first to adopt the Northwest Power Planning Council (NWPPC) Model Conservation Stardards, Tacoma recognized that current electric power surpluses are temporary and that conservation is the cheapest way to get new power. The city adopted the plan despite its low rates because economic growth is likely to come from power-intensive industries. A support package for the plan combines building code compliance, an information system, marketing, and financial incentives.

    This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

    The US Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1113) for the proposed lease of 957.16 acres of the Oak Ridge Reservation (ORR) to the East Tennessee Economic Council (ETEC), a non-profit community organization, for a period of 10 years, with an option for renewal. ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

    Development of a new technology for commercial application can be significantly accelerated by leveraging related technologies used in other markets. Synergies across multiple application domains attract research and development (R and D) talent - widening the innovation pipeline - and increases the market demand in common components and subsystems to provide performance improvements and cost reductions. For these reasons, driver development plans for inertial fusion energy (IFE) should consider the non-fusion technology base that can be lveraged for application to IFE. At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. This document provides a brief survey of organizations actively engaged in these technologies. This is intended to facilitate comparison of the opportunities for leveraging the larger technical community for IFE laser driver development. They have included tables that summarize the commercial organizations selling solid-state and KrF lasers, and a brief summary of organizations actively engaged in R and D on these technologies.

    Passive soil vapor extraction (PSVE) is an enhanced attenuation (EA) approach that removes volatile contaminants from soil. The extraction is driven by natural pressure gradients between the subsurface and atmosphere (Barometric Pumping), or by renewable sources of energy such as wind or solar power (Assisted PSVE). The technology is applicable for remediating sites with low levels of contamination and for transitioning sites from active source technologies such as active soil vapor extraction (ASVE) to natural attenuation. PSVE systems are simple to design and operate and are more cost effective than active systems in many scenarios. Thus, PSVE is often appropriate as an interim-remedial or polishing strategy. Over the past decade, PSVE has been demonstrated in the U.S. and in Europe. These demonstrations provide practical information to assist in selecting, designing and implementing the technology. These demonstrations indicate that the technology can be effective in achieving remedial objectives in a timely fashion. The keys to success include: (1) Application at sites where the residual source quantities, and associated fluxes to groundwater, are relatively low; (2) Selection of the appropriate passive energy source - barometric pumping in cases with a deep vadose zone and barrier (e.g., clay) layers that separate the subsurface from the atmosphere and renewable energy assisted PSVE in other settings and where higher flow rates are required. (3) Provision of sufficient access to the contaminated vadose zones through the spacing and number of extraction wells. This PSVE technology report provides a summary of the relevant technical background, real-world case study performance, key design and cost considerations, and a scenario-based cost evaluation. The key design and cost considerations are organized into a flowchart that dovetails with the Enhanced Attenuation: Chlorinated Organics Guidance of the Interstate Technology and Regulatory Council (ITRC). The PSVE flowchart provides a structured process to determine if the technology is, or is not, reasonable and defensible for a particular site. The central basis for that decision is the expected performance of PSVE under the site specific conditions. Will PSVE have sufficient mass removal rates to reduce the release, or flux, of contamination into the underlying groundwater so that the site can meet it overall remedial objectives? The summary technical information, case study experiences, and structured decision process provided in this 'user guide' should assist environmental decision-makers, regulators, and engineers in selecting and successfully implementing PSVE at appropriate sites.

    During FY99, the Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions. PTfC's national organization has active grassroots programs that connect with independents through its 10 Regional Lead Organizations (RLOs). These activities--including technology workshops, resource centers, websites, newsletters, and other outreach efforts--are guided by regional Producer Advisory Groups (PAGs). The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort.   18. TECHNOLOGY TRANSFER TO U.S. INDEPENDENT OIL AND NATURAL GAS PRODUCERS

    During FY99, the Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions. PTTC's national organization has active grassroots programs that connect with independents through its 10 Regional Lead Organizations (RLOs). These activities--including technology workshops, resource centers, websites, newsletters, and other outreach efforts--are guided by regional Producer Advisory Groups (PAGs). The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. This technical progress report summarizes PTTC's accomplishments during FY99, which lay the groundwork for further growth in the future.

  19. Geothermal energy technology: issues, R and D needs, and cooperative arrangements

    In 1986, the National Research Council, through its Energy Engineering Board, formed the Committee on Geothermal Energy Technology. The committee's study addressed major issues in geothermal energy technology, made recommendations for research and development, and considered cooperative arrangements among government, industry, and universities to facilitate RandD under current severe budget constraints. The report addresses four types of geothermal energy: hydrothermal, geopressured, hot dry rock, and magma systems. Hydrothermal systems are the only type that are now economically competitive commercially. Further technology development by the Department of Energy could make the uneconomical hydrothermal resources commercially attractive to the industry. The economics are more uncertain for the longer-term technologies for extracting energy from geopressured, hot dry rock, and magma systems. For some sites, the cost of energy derived from geopressured and hot dry rock systems is projected within a commercially competitive range. The use of magma energy is too far in the future to make reasonable economic calculations.

    This report contains the proceedings of a workshop held during 1995 in Portland, Oregon. The objective of the workshop was to assemble a group of experts that could help us define carrying capacity for Columbia River Basin salmonids. The workshop was one activity designed to answer the questions asked in Measure 7.1A of the Council`s Fish and Wildlife Program. Based, in part, on the information we learned during the workshop we concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. Measure 7.1A requires a definition of carrying capacity and a list of determinants (limiting factors) of capacity. The implication or inference then follows that by asking what we know and do not know about the determinants will lead to research that increases our understanding of what is limiting salmon survival. It is then assumed that research results will point to management actions that can remove or repair the limiting factors. Most ecologists and fisheries scientists that have studied carrying capacity clearly conclude that this approach is an oversimplification of complex ecological processes. To pursue the capacity parameter, that is, a single number or set of numbers that quantify how many salmon the basin or any part of the basin can support, is meaningless by itself and will not provide useful information.

    This document provides results and conclusions for Task 15.0--Detailed Analysis of Air Balance & Conceptual Design of Improved Air Manifolds in the ''Technologies to Enhance the Operation of Existing Natural Gas Compression Infrastructure'' project. SwRI{reg_sign} is conducting this project for DOE in conjunction with Pipeline Research Council International, Gas Machinery Research Council, El Paso Pipeline, Cooper Compression, and Southern Star, under DOE contract number DE-FC26-02NT41646. The objective of Task 15.0 was to investigate the perceived imbalance in airflow between power cylinders in two-stroke integral compressor engines and develop solutions via manifold redesign. The overall project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. The number of workshops delivered by its RLOs during the contract period is shown below. Combined attendance over the period was approximately 32,000, 70% of whom were repeat attendees. Participant feedback established that 40% of them said they had applied a technology they learned of through PTTC. So. Cal. (past) 54 At the national level HQ went from an office in Houston to a virtual office in the Tulsa, Okla. area with AAPG providing any physical assets required. There are no employees, rather several full time and several part time contractors. Since inception, PTTC has produced quarterly and mailed the 16-page Network News newsletter. It highlights new advances in technology and has a circulation of 19,000. It also produces the Tech Connections Column in The American Oil & Gas Reporter, with a circulation of 13,000. On an approximate three-week frequency, the electronic Email Tech Alert goes out to 9,000 readers. The national staff also maintains a central website with information of national interest and individual sections for each of the six regions. The national organization also provides legal and accounting services, coordinates the RLO activities, exhibits at at least major national and other meetings, supports the volunteer Board as it provides strategic direction, and is working to restore the Producer Advisory Groups to bolster the regional presence. Qualitative Value: Three qualitative factors confirm PTTC's value to the domestic O&G producing industry. First, AAPG was willing to step in and rescue PTTC, believing it was of significant interest to its domestic membership and of potential value internationally.     There are significant developments underway in new types of actuators for power plant active components. Many of these make use of digital technology to provide a wide array of benefits in performance of the actuators and in reduced burden to maintain them. These new product offerings have gained considerable acceptance in use in process plants. In addition, they have been used in conventional power generation very successfully. This technology has been proven to deliver the benefits promised and substantiate the claims of improved performance. The nuclear industry has been reluctant to incorporate digital actuator technology into nuclear plant designs due to concerns due to a number of concerns. These could be summarized as cost, regulatory uncertainty, and a certain comfort factor with legacy analog technology. The replacement opportunity for these types of components represents a decision point for whether to invest in more modern technology that would provide superior operational and maintenance benefits. Yet, the application of digital technology has been problematic for the nuclear industry, due to qualification and regulatory issues. With some notable exceptions, the result has been a continuing reluctance to undertake the risks and uncertainties of implementing digital actuator technology when replacement opportunities present themselves. Rather, utilities would typically prefer to accept the performance limitations of the legacy analog actuator technologies to avoid impacts to project costs and schedules. The purpose of this report is to demonstrate that the benefits of digital actuator technology can be significant in terms of plant performance and that it is worthwhile to address the barriers currently holding back the widespread development and use of this technology. It addresses two important objectives in pursuit of the beneficial use of digital actuator technology for nuclear power plants: 1. To demonstrate the benefits of digital actuator technology over legacy analog sensor technology in both quantitative and qualitative ways. 2. To recognize and address the added difficulty of digital technology qualification, especially in regard to software common cause failure (SCCF), that is introduced by the use of digital actuator technology.

    The Department of Energy`s Office of Environmental Restoration and Waste Management (EM) is responsible for remediating its contaminated sites and managing its waste inventory in a safe and efficient manner. EM`s Office of Technology Development (OTD) supports applied research and demonstration efforts to develop and transfer innovative, cost-effective technologies to its site clean-up and waste management programs within EM`s Office of Environmental Restoration and Office of Waste Management. The purpose of the Technology Catalogue is to provide performance data on OTD-developed technologies to scientists and engineers assessing and recommending technical solutions within the Department`s clean-up and waste management programs, as well as to industry, other federal and state agencies, and the academic community. OTD`s applied research and demonstration activities are conducted in programs referred to as Integrated Demonstrations (IDs) and Integrated Programs (IPs). The IDs test and evaluate.systems, consisting of coupled technologies, at specific sites to address generic problems, such as the sensing, treatment, and disposal of buried waste containers. The IPs support applied research activities in specific applications areas, such as in situ remediation, efficient separations processes, and site characterization. The Technology Catalogue is a means for communicating the status. of the development of these innovative technologies. The FY93 Technology Catalogue features technologies successfully demonstrated in the field through IDs and sufficiently mature to be used in the near-term. Technologies from the following IDs are featured in the FY93 Technology Catalogue: Buried Waste ID (Idaho National Engineering Laboratory, Idaho); Mixed Waste Landfill ID (Sandia National Laboratories, New Mexico); Underground Storage Tank ID (Hanford, Washington); Volatile organic compound (VOC) Arid ID (Richland, Washington); and VOC Non-Arid ID (Savannah River Site, South Carolina).

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. PTTC's Board made a strategic decision to relocate the Headquarters (HQ) office from Washington, DC to Houston, Texas. Driving force behind relocation was to better connect with independent producers, but cost savings could also be realized. Relocation was accomplished in late December 2000, with the HQ office being fully operational by January 2001. Early indications are that the HQ relocation is, in fact, enabling better networking with senior executives of independents in the Houston oil community. New Board leadership, elected in March 2001, will continue to effectively guide PTTC.

    Spectrum sharing potentially holds the promise of solving the emerging spectrum crisis. However, technology innovators face the conundrum of developing spectrum sharing technologies without the ability to experiment and test with real incumbent systems. Interference with operational incumbents can prevent critical services, and the cost of deploying and operating an incumbent system can be prohibitive. Thus, the lack of incumbent systems and frequency authorization for technology incubation and demonstration has stymied spectrum sharing research. To this end, industry, academia, and regulators all require a test facility for validating hypotheses and demonstrating functionality without affecting operational incumbent systems. This article proposes a four-phase program supported by our spectrum accountability architecture. We propose that our comprehensive experimentation and testing approach for technology incubation and demonstration will accelerate the development of spectrum sharing technologies.
