    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    This study is an analysis of the foundations and emergence in 1981 of the Gulf Cooperation Council (GCC), which consists of six traditional Arab Gulf states (the United Arab Emirates, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait). It finds the GCC to be a unique case among twentieth-century integrative schemes. The study also identifies and analyzes relevant local, regional, and international forces. Among the local forces are traditional religio-political systems, economic dependence on a depletable resource, and the presence of a large number of foreign residents. On the regional level, this study takes into consideration such issues as the Arab League, Arab Nationalism, and the Islamic revolutionary movement in Iran. On the international level, the influence of the superpowers and the major industrialized nations on the emergence and future of the GCC Community are analyzed. Throughout the past decade there has been a growing scholarly interest in the Gulf region. In preparation for this study, the author relied heavily on the literature generated by this new research, as well as on documents and official publications, mostly in Arabic. A survey was conducted among a limited number of GCC graduate students during the summer of 1983. In addition, interviews with selected members of the GCC Secretariat-General and various member-state officials were conducted during a research trip in the region in the spring of 1984.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. Coordinated from a Headquarters (HQ) office in Houston, PTTC maintains an active grassroots program executed by 10 Regional Lead Organizations (RLOs) and two satellite offices (Figure 1). Regional Directors interact with domestic oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and cooperative outreach efforts. HQ facilitates inter-regional technology transfer and implements a comprehensive communications program. Active volunteers on the National Board and in Producer Advisory Groups (PAGs) in each of the 10 regions focus effort in areas that will create the most impact for domestic producers. Focused effort by dedicated individuals across the country has enabled PTTC to achieve the milestones outlined in Appendix A.

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed. One of the most recent reports describes a concept for using present undersea vehicles technology and systems to perform tasks that respond to the need to monitor the condition of offshore pipelines and seabed facilities. Two studies now underway continue several of the themes noted in aforementioned reports: one theme being a review of the uses of risk assessment opportunities in an effort to find useful experience from other industries. Another current study targets the introduction of human performance and organizational system theory and practice from other industries into the maritime and offshore industries.

    The EMS Energy Institute at The Pennsylvania State University (Penn State) has managed the Gas Storage Technology Consortium (GSTC) since its inception in 2003. The GSTC infrastructure provided a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. The GSTC received base funding from the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL) Oil & Natural Gas Supply Program. The GSTC base funds were highly leveraged with industry funding for individual projects. Since its inception, the GSTC has engaged 67 members. The GSTC membership base was diverse, coming from 19 states, the District of Columbia, and Canada. The membership was comprised of natural gas storage field operators, service companies, industry consultants, industry trade organizations, and academia. The GSTC organized and hosted a total of 18 meetings since 2003. Of these, 8 meetings were held to review, discuss, and select proposals submitted for funding consideration. The GSTC reviewed a total of 75 proposals and committed co-funding to support 31 industry-driven projects. The GSTC committed co-funding to 41.3% of the proposals that it received and reviewed. The 31 projects had a total project value of $6,203,071 of which the GSTC committed $3,205,978 in co-funding. The committed GSTC project funding represented an average program cost share of 51.7%. Project applicants provided an average program cost share of 48.3%. In addition to the GSTC co-funding, the consortium provided the domestic natural gas storage industry with a technology transfer and outreach infrastructure. The technology transfer and outreach were conducted by having project mentoring teams and a GSTC website, and by working closely with the Pipeline Research Council International (PRCI) to jointly host technology transfer meetings and occasional field excursions. A total of 15 technology transfer/strategic planning workshops were held.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    The National Research Council-National Academy of Sciences report on ''Major Facilities for Materials Research and Related Disciplines'' recommends that new facilities and upgrades of existing facilities are very important to the nation. At the request of the Secretary of Energy, the Energy Research Advisory Board has reviewed this report and finds that the Department of Energy is responsible for the majority of these projects to carry out its missions in energy, national defense, and science and technology. Therefore, we recommend that the Department should place a high priority on requesting the new funds necessary to fulfill these responsibilities in the next decade. The energy and defense missions of the Department will be best served by this approach. This responsibility requires strong coordination with other funding agencies through a shared advisory and decision-making process. The review recommends immediate implementation of new capabilities at existing DOE facilities (the neutron experimental halls at Brookhaven and Los Alamos and the new synchrotron insertion devices at Stanford and Brookhaven) as a cost effective way of maintaining the Nation's leading role in neutron scattering and synchrotron radiation research. It also recommends the immediate initiation of non-site-specific research and development for the proposed 6 GeV synchrotron and advanced steady state neutron source. This pre-construction work should be sufficient to ensure that these facilities will be constructed in a timely fashion at design goals and with well identified costs. Other recommendations concern advancing the Nation's leading capabilities in synchrotron produced ultraviolet radiation and spallation neutron research. A budget scenario is developed.

    The U.S. Interagency Geothermal Coordinating Council was a multi-agency group charged with identifying and reducing barriers to geothermal energy development in the U.S. Many of the issues covered related to regulations for and progress in the leasing of Federal lands in the West for power development. The IGCC reports are important sources of historical information. Table 1 lists significant events in the history of use of geothermal energy in the U.S., starting in1884. That is useful for tracking which Federal departments and agencies managed aspects of this work over time. Table 2 gives a complete accounting for all Federal outlays for geothermal energy development for FY 1979 - 1989, including non-DOE outlays. Table 3 shows the status of the U.S. Geothermal Loan Guarantee Program at end of FY 1989: of the $500 million authorized, $285 million was committed to eight projects, and about $40 million had been paid out on project defaults. An additional $101 million had been repaid by the borrowers. (DJE 2005)

    The Southern States Energy Board's (SSEB) 'Regional Effort to Deploy Clean Coal Technologies' program began on June 1, 2003, and was completed on January 31, 2009. The project proved beneficial in providing state decision-makers with information that assisted them in removing barriers or implementing incentives to deploy clean coal technologies.     The environmental condition called vacuum is created any time the pressure of a gas is reduced compared to atmospheric pressure. On earth we typically create a vacuum by connecting a pump capable of moving gas to a relatively leak free vessel. Through operation of the gas pump the number of gas molecules per unit volume is decreased within the vessel. As soon as one creates a vacuum natural forces (in this case entropy) work to restore equilibrium pressure; the practical effect of this is that gas molecules attempt to enter the evacuated space by any means possible. It is useful to think of vacuum in terms of a gas at a pressure below atmospheric pressure. In even the best vacuum vessels ever created there are approximately 3,500,000 molecules of gas per cubic meter of volume remaining inside the vessel. The lowest pressure environment known is in interstellar space where there are approximately four molecules of gas per cubic meter. Researchers are currently developing vacuum technology components (pumps, gauges, valves, etc.) using micro electro mechanical systems (MEMS) technology. Miniature vacuum components and systems will open the possibility for significant savings in energy cost and will open the doors to advances in electronics, manufacturing and semiconductor fabrication. In conclusion, an understanding of the basic principles of vacuum technology as presented in this summary is essential for the successful execution of all projects that involve vacuum technology. Using the principles described above, a practitioner of vacuum technology can design a vacuum system that will achieve the project requirements.

    Western Research Institute established, and ACRC continues to maintain, the National Spill Technology database to provide support to the Liquified Gaseous Fuels Spill Test Facility (now called the National HAZMAT Spill Center) as directed by Congress in Section 118(n) of the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Albany County Research Corporation (ACRC) was established to make publicly funded data developed from research projects available to benefit public safety. The founders since 1987 have been investigating the behavior of toxic chemicals that are deliberately or accidentally spilled, educating emergency response organizations, and maintaining funding to conduct the research at the DOEÆs HAZMAT Spill Center (HSC) located on the Nevada Test Site. ACRC also supports DOE in collaborative research and development efforts mandated by Congress in the Clean Air Act Amendments. The data files are results of spill tests conducted at various times by the Silicones Environmental Health and Safety Council (SEHSC) and DOE, ANSUL, Dow Chemical, the Center for Chemical Process Safety (CCPS) and DOE, Lawrence Livermore National Laboratory (LLNL), OSHA, and DOT; DuPont, and the Western Research Institute (WRI), Desert Research Institute (DRI), and EPA. Each test data page contains one executable file for each test in the test series as well as a file named DOC.EXE that contains information documenting the test series. These executable files are actually self-extracting zip files that, when executed, create one or more comma separated value (CSV) text files containing the actual test data or other test information.

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance.     Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network. Argonne used Geographic Information System (GIS) technology to analyze the proposed energy corridors in the WECC report in five topic areas: ? Federal land jurisdiction, ? Existing Section 368 corridors, ? Existing transmission lines, ? Previously studied corridor locations, and ? Protected areas. Analysis methods are explained and tables and maps are provided to describe the results of the analyses in all five topic areas. WECC used a rational approach to connecting the hubs it identified, although there may be opportunities for adapting some of the proposed WECC routes to previously designated Section 368 corridors, for example: ? The WECC proposed energy corridors are in fact centerlines of proposed routes connecting hubs of various descriptions related to electric energy transmission. Although the centerlines were sited to avoid sensitive areas, infrastructure proposed within actual pathways or corridors defined by the centerlines would sometimes affect lands where such development would not normally be allowed, such as National Parks and Monuments, National Wildlife Refuges, and Wilderness Areas. ? Many WECC proposed energy corridors are sited along centerlines of existing roads, including Interstate Highways, where in some cases additional width to accommodate energy transmission infrastructure may not be available. Examples include the WECC Proposed Corridor along Interstate 70 through Glenwood Canyon in Colorado, and along U.S. Highway 89 across Glen Canyon Dam in Arizona. ? Several WECC proposed energy corridors are parallel to designated Section 368 corridors that have already cleared the preliminary steps to right-of-way approval. In many of these cases, the WECC hub connection objectives can be met more efficiently by routing on the designated Section 368 corridors.

    Passive soil vapor extraction (PSVE) is an enhanced attenuation (EA) approach that removes volatile contaminants from soil. The extraction is driven by natural pressure gradients between the subsurface and atmosphere (Barometric Pumping), or by renewable sources of energy such as wind or solar power (Assisted PSVE). The technology is applicable for remediating sites with low levels of contamination and for transitioning sites from active source technologies such as active soil vapor extraction (ASVE) to natural attenuation. PSVE systems are simple to design and operate and are more cost effective than active systems in many scenarios. Thus, PSVE is often appropriate as an interim-remedial or polishing strategy. Over the past decade, PSVE has been demonstrated in the U.S. and in Europe. These demonstrations provide practical information to assist in selecting, designing and implementing the technology. These demonstrations indicate that the technology can be effective in achieving remedial objectives in a timely fashion. The keys to success include: (1) Application at sites where the residual source quantities, and associated fluxes to groundwater, are relatively low; (2) Selection of the appropriate passive energy source - barometric pumping in cases with a deep vadose zone and barrier (e.g., clay) layers that separate the subsurface from the atmosphere and renewable energy assisted PSVE in other settings and where higher flow rates are required. (3) Provision of sufficient access to the contaminated vadose zones through the spacing and number of extraction wells. This PSVE technology report provides a summary of the relevant technical background, real-world case study performance, key design and cost considerations, and a scenario-based cost evaluation. The key design and cost considerations are organized into a flowchart that dovetails with the Enhanced Attenuation: Chlorinated Organics Guidance of the Interstate Technology and Regulatory Council (ITRC). The PSVE flowchart provides a structured process to determine if the technology is, or is not, reasonable and defensible for a particular site. The central basis for that decision is the expected performance of PSVE under the site specific conditions. Will PSVE have sufficient mass removal rates to reduce the release, or flux, of contamination into the underlying groundwater so that the site can meet it overall remedial objectives? The summary technical information, case study experiences, and structured decision process provided in this 'user guide' should assist environmental decision-makers, regulators, and engineers in selecting and successfully implementing PSVE at appropriate sites.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    This document provides results and conclusions for Task 15.0--Detailed Analysis of Air Balance & Conceptual Design of Improved Air Manifolds in the ''Technologies to Enhance the Operation of Existing Natural Gas Compression Infrastructure'' project. SwRI{reg_sign} is conducting this project for DOE in conjunction with Pipeline Research Council International, Gas Machinery Research Council, El Paso Pipeline, Cooper Compression, and Southern Star, under DOE contract number DE-FC26-02NT41646. The objective of Task 15.0 was to investigate the perceived imbalance in airflow between power cylinders in two-stroke integral compressor engines and develop solutions via manifold redesign. The overall project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    To address the need for accessible, high-quality data, the Department of Energy has developed the Technology Performance Exchange (TPEx). TPEx enables technology suppliers, third-party testing laboratories, and other entities to share product performance data. These data are automatically transformed into a format that technology evaluators can easily use in their energy modeling assessments to inform procurement decisions.
