    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

  6. Technology choice in a least-cost expansion analysis framework: Effects of gas price, planning period, and system characteristics

    The current outlook for new capacity additions by electric utilities is uncertain and tenuous. The fundamental question about the additional capacity requirements center on technology choice and the factors influencing the decision process. Instead of building capital-intensive power plants, utilities have begun relying on natural gas technologies, which permit rapid construction and deployment and low capital investment. Of concern to policymakers and utility planners are the following questions: (1) What is the impact of alternative gas price projections on technology choice (2) What influence does the planning horizon have on technology choice (3) How important are existing system characteristics on technology choice (4) What effect does capital cost, when combined with other technology characteristics in a capacity expansion framework, have on technology choice In this study Argonne National Laboratory examined the impact of these concerns on technology choices in 10 representative power pools with a dynamic optimization expansion model, the Wien Automatic System Planning Package (WASP). At least-cost expansion plan was determined for each power pool with three candidate technologies--natural gas combustion turbine technology (GT), natural gas combined-cycle technology (NGCC), and integrated gasification combined-cycle technology (IGCC)--three alternative fuel price tracks, and two planning periods (10-yr versus 30-yr optimization) between the years 1995 and 2025. The three fuel price tracks represented scenarios for low, medium, and high gas prices. Sensitivity analyses were conducted on IGCC capital cost and unserved energy costs. 21 refs., 79 figs., 21 tabs.

    Much of the literature on risk perception and management has asked how society should resolve the question, ''How safe is safe enough'' There has been political and technical disagreement over the types of answers that may be given, as well as over the social values attached to perceived probabilities and magnitudes of various outcomes. Despite controversy, there seems to have been a large measure of consensus that, ''How safe is safe enough'' is the right question to ask. This paper sets out to question that assumption. Various ingenious techniques of risk analysis have sought to discover the real risks inherent in various activities, but from a sociocultural viewpoint it can be seen that no single answer can be given to the problem of adequate safety in a complex society which contains a wide variety of perceptual biases about danger, expectations of the good life, and levels of demand for safety. The paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypotheses in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach in areas such as noxious facility siting.

  8. ADOPT: A Historically Validated Light Duty Vehicle Consumer Choice Model

    The Automotive Deployment Option Projection Tool (ADOPT) is a light-duty vehicle consumer choice and stock model supported by the U.S. Department of Energy’s Vehicle Technologies Office. It estimates technology improvement impacts on U.S. light-duty vehicles sales, petroleum use, and greenhouse gas emissions. ADOPT uses techniques from the multinomial logit method and the mixed logit method estimate sales. Specifically, it estimates sales based on the weighted value of key attributes including vehicle price, fuel cost, acceleration, range and usable volume. The average importance of several attributes changes nonlinearly across its range and changes with income. For several attributes, a distribution of importance around the average value is used to represent consumer heterogeneity. The majority of existing vehicle makes, models, and trims are included to fully represent the market. The Corporate Average Fuel Economy regulations are enforced. The sales feed into the ADOPT stock model. It captures key aspects for summing petroleum use and greenhouse gas emissions This includes capturing the change in vehicle miles traveled by vehicle age, the creation of new model options based on the success of existing vehicles, new vehicle option introduction rate limits, and survival rates by vehicle age. ADOPT has been extensively validated with historical sales data. It matches in key dimensions including sales by fuel economy, acceleration, price, vehicle size class, and powertrain across multiple years. A graphical user interface provides easy and efficient use. It manages the inputs, simulation, and results.

  9. Role of liability preferences in societal technology choices: results of a pilot study

    At the 1984 Annual Meeting of the Society for Risk Analysis, Steve Rayner presented a paper that challenged the conventional wisdom of risk management research. In that paper, he argued that resolving the question, ''How safe is safe enough.'' is less important in making societal technology choices than ''How fair is safe enough.'' Adopting the fairness question as the concern of risk management would imply that the process of technology choice explicitly recognize the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. This paper discusses a recent empirical pilot study which explored the fairness hypothesis in the context of nuclear power. Individual interviews and focus groups were conducted to examine whether or not preferred principles for liability distributions were consistent with those suggested by the cultural characteristics of the constituency. The results suggest that for this type of societal technology choice, violation of these preferred principles may be a major source of the conflict between different constituencies. Additionally, the study contributes towards the development of a new approach in risk management that combines the cultural model of risk perceptions with the decision-theoretic approaches found in economics and psychology.

  10. The impact of energy prices on technology choice in the United States steel industry

    In the last thirty years US steel producers have replaced their aging open hearth steel furnaces with basic oxygen or large electric arc furnaces. This choice of technology leads to the opportunity to substitute electricity for fossil fuels as a heat source. We extend earlier research to investigate whether or not energy prices affect this type of technology adoption as predicted by economic theory. The econometric model uses the seemingly unrelated Tobit'' method to capture the effects of the industry's experience with both technologies, technical change, and potential cost reductions, as well as energy prices, on adoption. When we include the prices of electricity and coking coal as explanatory variables, the four energy price coefficients have the signs predicted by the law of demand. The two price coefficients have a statistically significant effect on adoption of basic oxygen furnaces. The inclusion of energy prices leads to significantly more efficient estimates of other coefficients in the model. 19 refs., 3 tabs.

  12. A Plug-in Hybrid Consumer Choice Model with Detailed Market Segmentation

    This paper describes a consumer choice model for projecting U.S. demand for plug-in hybrid electric vehicles (PHEV) in competition among 13 light-duty vehicle technologies over the period 2005-2050. New car buyers are disaggregated by region, residential area, attitude toward technology risk, vehicle usage intensity, home parking and work recharging. The nested multinomial logit (NMNL) model of vehicle choice incorporates daily vehicle usage distributions, refueling and recharging availability, technology learning by doing, and diversity of choice among makes and models. Illustrative results are presented for a Base Case, calibrated to the Annual Energy Outlook (AEO) 2009 Reference Updated Case, and an optimistic technology scenario reflecting achievement of U.S. Department of Energy s (DOE s) FreedomCAR goals. PHEV market success is highly dependent on the degree of technological progress assumed. PHEV sales reach one million in 2037 in the Base Case but in 2020 in the FreedomCARGoals Case. In the FreedomCARGoals Case, PHEV cumulative sales reach 1.5 million by 2015. Together with efficiency improvements in other technologies, petroleum use in 2050 is reduced by about 45% from the 2005 level. After technological progress, PHEV s market success appears to be most sensitive to recharging availability, consumers attitudes toward novel echnologies, and vehicle usage intensity. Successful market penetration of PHEVs helps bring down battery costs for electric vehicles (EVs), resulting in a significant EV market share after 2040.

  13. Technology choice in a least-cost expansion analysis framework: Implications for state regulators

    It is inevitable that new power plants will need to be constructed in the near future; however, it is unclear which technologies will be selected for these new plants. In a study for the US Department of Energy, the impacts of fuel prices, length of the planning period, and the characteristics of the generating system were examined for their influence on technology choice in 10 representative power pools. It was determined that natural gas combined-cycle technology was generally preferred for base-load and intermediate/cycling capacity when gas prices are low and the planning period is short (10 years). Integrated coal gasification combined-cycle plants were selected to serve most base-load requirements under other conditions. One aspect often overlooked in making a least-cost technology choice is system reliability: nonoptimal technology choices call be made if alternative expansion plans do not have the same level of reliability when discounted system costs are compared. Utilities have become capital averse due to a multitude of regulatory, market, and supply issues. Utilities are looking at natural gas technologies, since they offer rapid construction/deployment, low capital investment, and higher availability than coal-fired technologies. Of concern to state regulators is how to evaluate a least-cost plan. Key parameters studied were based on the following: (1) What is the impact of alternative gas projections on technology choice (2) What influence does the planning horizon (10 versus 30 years) have on technology choice (3) How important are existing system characteristics (e.g., mix of technologies, operating costs, load shape) on technology choice This paper summarizes the analysis framework and presents results for two power pools: Power Pool 1, the American Electric Power (AEP) service territory, and Power Pool 16, with all the utilities in Florida. 7 refs., 17 figs., 2 tabs.     In this study, computational models have become increasingly used as part of modeling, predicting, and understanding how infectious diseases spread within large populations. These models can be broadly classified into differential equation-based models (EBM) and agent-based models (ABM). Both types of models are central in aiding public health officials design intervention strategies in case of large epidemic outbreaks. We examine these models in the context of illuminating their hidden assumptions and the impact these may have on the model outcomes. Very few ABM/EBMs are evaluated for their suitability to address a particular public health concern, and drawing relevant conclusions aboutmore » their suitability requires reliable and relevant information regarding the different modeling strategies and associated assumptions. Hence, there is a need to determine how the different modeling strategies, choices of various parameters, and the resolution of information for EBMs and ABMs affect outcomes, including predictions of disease spread. In this study, we present a quantitative analysis of how the selection of model types (i.e., EBM vs. ABM), the underlying assumptions that are enforced by model types to model the disease propagation process, and the choice of time advance (continuous vs. discrete) affect the overall outcomes of modeling disease spread. Our study reveals that the magnitude and velocity of the simulated epidemic depends critically on the selection of modeling principles, various assumptions of disease process, and the choice of time advance.« less

    Using the theory of information-gap for decision-making under severe uncertainty, it has been shown that model output compared to experimental data contains irrevocable trade-offs between fidelity-to-data, robustness-to-uncertainty and confidence-in-prediction. We illustrate a strategy for information integration by gathering and aggregating all available data, knowledge, theory, experience, similar applications. Such integration of information becomes important when the physics is difficult to model, when observational data are sparse or difficult to measure, or both. To aggregate the available information, we take an inference perspective. Models are not rejected, nor wasted, but can be integrated into a final result. We show an example of information integration using Saaty's Analytic Hierarchy Process (AHP), integrating theory, simulation output and experimental data. We used expert elicitation to determine weights for two models and two experimental data sets, by forming pair-wise comparisons between model output and experimental data. In this way we transform epistemic and/or statistical strength from one field of study into another branch of physical application. The price to pay for utilizing all available knowledge is that inferences drawn for the integrated information must be accounted for and the costs can be considerable. Focusing on inferences and inference uncertainty (IU) is one way to understand complex information.

  3. The Impact of Near-term Climate Policy Choices on Technology and Emissions Transition Pathways

    This paper explores the implications of delays associated with currently formulated climate policies (compared to optimal policies) for long-term transition pathways to limit climate forcing to 450ppm CO2e on the basis of the AMPERE Work Package 2 model comparison study. The paper highlights the critical importance of the 2030-2050 period for ambitious mitigation strategies. In this period, the most rapid shift to non-greenhouse gas emitting technology occurs. In the delayed response emissions mitigation scenarios, an even faster transition rate in this period is required to compensate for the additional emissions before 2030. Our physical deployment measures indicate that, without CCS, technology deployment rates in the 2030-2050 period would become considerably high. Yet the presence of CCS greatly alleviates the challenges to the transition particularly after the delayed climate policies. The results also highlight the critical role that bioenergy and CO2 capture and storage (BECCS) could play. If this technology is available, transition pathways exceed the emissions budget in the mid-term, removing the excess with BECCS in the long term. Excluding either BE or CCS from the technology portfolio implies that emission reductions need to take place much earlier.

  5. Understanding the Effect of Baseline Modeling Implementation Choices on Analysis of Demand Response Performance

    Accurate evaluation of the performance of buildings participating in Demand Response (DR) programs is critical to the adoption and improvement of these programs. Typically, we calculate load sheds during DR events by comparing observed electric demand against counterfactual predictions made using statistical baseline models. Many baseline models exist and these models can produce different shed calculations. Moreover, modelers implementing the same baseline model can make different modeling implementation choices, which may affect shed estimates. In this work, using real data, we analyze the effect of different modeling implementation choices on shed predictions. We focused on five issues: weather data source, resolution of data, methods for determining when buildings are occupied, methods for aligning building data with temperature data, and methods for power outage filtering. Results indicate sensitivity to the weather data source and data filtration methods as well as an immediate potential for automation of methods to choose building occupied modes.

    This paper consists of an argument and a pilot study. First is a general, perhaps philosophical, argument against the National Academy's viewpoint that dealing with risk is a two-stage process consisting of (a) assessment of facts, and (b) evaluation of facts in sociopolitical context. They argue that societal risk intrinsically revolves around social relations as much as around evaluations of probability. Second, they outline one particular approach to analyzing societal risk management styles. They call this the fairness hypothesis. Rather than focusing on probabilities and magnitudes of undesired events, this approach emphasizes societal preferences for principles of achieving consent to a technology, distributing liabilities, and investing trust in institutions. Conflict rather than probability is the chief focus of this approach to societal risk management. This view is illustrated by a recent empirical pilot study that explored the fairness hypothesis in the context of new nuclear technologies.

  10. An indirect latent informational conformity social influence choice model: Formulation and case study

    The current state-of-the-art in social influence models of travel behavior is conformity models with direct benefit social influence effects. Indirect effects have seen limited development, but this paper presents a latent class discrete choice model of an indirect informational conformity hypothesis. Moreover, class membership depends on the proportion of group members who adopt a behavior. Membership into the more informed class causes changes in the preferences of those individuals thus making adoption more attractive. Equilibrium properties are derived for this model showing the possibility of multiple equilibria but under different conditions than the direct-benefit formulations. Social influence elasticity is derivedmore » for both models types. The informational conformity model can represent non-linear elasticity behavior unlike the direct-benefit formulation. Additionally, a two-stage control function is developed to obtain consistent parameter estimates in the presence of an endogenous class membership model covariate that is correlated with choice model unobservables. A case study to study social influence in bicycle ownership in the United States is presented. Our results showed that more informed households had a greater chance of owning a bike due to preference changes with less sensitivity to smaller home footprints and limited incomes. The behavioral hypothesis of positive preference change due to information transfer was confirmed.     A large body of transport sector-focused research recognizes the complexity of human behavior in relation to mobility. Yet, global integrated assessment models (IAMs), which are widely used to evaluate the costs, potentials, and consequences of different greenhouse gas emission trajectories over the medium-to-long term, typically represent behavior and the end use of energy as a simple rational choice between available alternatives, even though abundant empirical evidence shows that real-world decision making is more complex and less routinely rational. This paper demonstrates the value of incorporating certain features of consumer behavior in IAMs, focusing on light-duty vehicle (LDV) purchase decisions. Anmore » innovative model formulation is developed to represent heterogeneous consumer groups with varying preferences for vehicle novelty, range, refueling/recharging availability, and variety. The formulation is then implemented in the transport module of MESSAGE-Transport, a global IAM, although it also has the generic flexibility to be applied in energy-economy models with varying set-ups. Comparison of conventional and behaviorally-realistic model runs with respect to vehicle purchase decisions shows that consumer preferences may slow down the transition to alternative fuel (low-carbon) vehicles. Consequently, stronger price-based incentives and/or non-price based measures may be needed to transform the global fleet of passenger vehicles, at least in the initial market phases of novel alternatives. Otherwise, the mitigation burden borne by other transport sub-sectors and other energy sectors could be higher than previously estimated. Moreover, capturing behavioral features of energy consumers in global IAMs increases their usefulness to policy makers by allowing a more realistic assessment of a more diverse suite of policies.« less

    Simulation of boiling water reactor (BWR) fuel depletion poses a challenge for nuclide inventory validation and nuclear criticality safety analyses. This challenge is due to the complex operating conditions and assembly design heterogeneities that characterize these nuclear systems. Fuel depletion simulations and in-cask criticality calculations are affected by (1) completeness of design information, (2) variability of operating conditions needed for modeling purposes, and (3) possible modeling choices. These effects must be identified, quantified, and ranked according to their significance. This paper presents an investigation of BWR fuel depletion using a complete set of actual design specifications and detailed operational data available for five operating cycles of the Swedish BWR Forsmark 3 reactor. The data includes detailed axial profiles of power, burnup, and void fraction in a very fine temporal mesh for a GE14 (10×10) fuel assembly. The specifications of this case can be used to assess the impacts of different modeling choices on inventory prediction and in-cask criticality, specifically regarding the key parameters that drive inventory and reactivity throughout fuel burnup. This study focused on the effects of the fidelity with which power history and void fraction distributions are modeled. The corresponding sensitivity of the reactivity in storage configurations is assessed, and the impacts of modeling choices on decay heat and inventory are addressed.

This update to the original document takes into account the new technical challenges and roles for advanced technology (AT) systems and the new ASC Program workload categories that must be supported. The goal of this updated model is to effectively allocate and schedule AT computing resources among all three National Nuclear Security Administration (NNSA) laboratories for weapons deliverables that merit priority on this class of resource. The process outlined below describes how proposed work can be evaluated and approved for resource allocations while preserving high effective utilization of the systems. This approach will provide the broadest possible benefit to the Stockpile Stewardship Program (SSP).

    Compliance with the Clean Air Mercury Rule will require implementation of dedicated mercury control solutions at a significant portion of the U.S. coal-fired utility fleet. Activated Carbon Injection (ACI) upstream of a particulate control device (ESP or baghouse) remains one of the most promising near-term mercury control technologies. The DOE/NETL field testing program has advanced the understanding of mercury control by ACI, but a persistent need remains to develop predictive models that may improve the understanding and practical implementation of this technology. This presentation describes the development of an advanced model of in-flight mercury capture based on Computational Fluid Dynamics (CFD). The model makes detailed predictions of the induct spatial distribution and residence time of sorbent, as well as predictions of mercury capture efficiency for particular sorbent flow rates and injection grid configurations. Hence, CFD enables cost efficient optimization of sorbent injection systems for mercury control to a degree that would otherwise be impractical both for new and existing plants. In this way, modeling tools may directly address the main cost component of operating an ACI system the sorbent expense. A typical 300 MW system is expected to require between $1 and $2 million of sorbent per year, and so even modest reductions (say 10-20%) in necessary sorbent feed injection rates will quickly make any optimization effort very worthwhile. There are few existing models of mercury capture, and these typically make gross assumptions of plug gas flow, zero velocity slip between particle and gas phase, and uniform sorbent dispersion. All of these assumptions are overcome with the current model, which is based on first principles and includes mass transfer processes occurring at multiple scales, ranging from the large-scale transport in the duct to transport within the porous structure of a sorbent particle.     This poster provides detail for implementation and the underlying methodology for modeling wind power generation performance in the National Renewable Energy Laboratory's (NREL's) System Advisor Model (SAM). SAM's wind power model allows users to assess projects involving one or more large or small wind turbines with any of the detailed options for residential, commercial, or utility financing. The model requires information about the wind resource, wind turbine specifications, wind farm layout (if applicable), and costs, and provides analysis to compare the absolute or relative impact of these inputs. SAM is a system performance and economic model designed to facilitate analysis and decision-making for project developers, financers, policymakers, and energy researchers. The user pairs a generation technology with a financing option (residential, commercial, or utility) to calculate the cost of energy over the multi-year project period. Specifically, SAM calculates the value of projects which buy and sell power at retail rates for residential and commercial systems, and also for larger-scale projects which operate through a power purchase agreement (PPA) with a utility. The financial model captures complex financing and rate structures, taxes, and incentives.

    The goal of this project was to compare and contrast utility scale power plant characteristics used in data sets that support energy market models. Characteristics include both technology cost and technology performance projections to the year 2050. Cost parameters include installed capital costs and operation and maintenance (O&M) costs. Performance parameters include plant size, heat rate, capacity factor or availability factor, and plant lifetime. Conventional, renewable, and emerging electricity generating technologies were considered. Six data sets, each associated with a different model, were selected. Two of the data sets represent modeled results, not direct model inputs. These two data sets include cost and performance improvements that result from increased deployment as well as resulting capacity factors estimated from particular model runs; other data sets represent model input data. For the technologies contained in each data set, the levelized cost of energy (LCOE) was also evaluated, according to published cost, performance, and fuel assumptions.

    In this paper we explore the tradeoffs between thermal storage capacity, cost, and other system parameters in order to examine possible evolutionary pathways for thermal Concen-trating Solar Power (CSP) technologies. A representation of CSP performance that is suit-able for incorporation into economic modeling tools is developed. We find that, as the fraction of electricity supplied by CSP technologies grows, the application of thermal CSP technologies might progress from current hybrid plants, to plants with a modest amount of thermal storage, and potentially even to plants with sufficient thermal storage to provide base load generation capacity. The representation of CSP cost and performance developed here was implemented in the ObjECTS MiniCAM long-term integrated assessment model. Datasets for global solar resource characteristics as applied to CSP technology were also developed. The regional and global potential of thermal CSP technologies is examined.

Many of these capture technologies also are applicable to fossil fuel power plants, although applications to large-scale power generation remain to be demonstrated. This report describes the development of a generalized modeling framework to assess alternative CO{sub 2} capture and storage options in the context of multi-pollutant control requirements for fossil fuel power plants. The focus of the report is on post-combustion CO{sub 2} capture using amine-based absorption systems at pulverized coal-fired plants, which are the most prevalent technology used for power generation today. The modeling framework builds on the previously developed Integrated Environmental Control Model (IECM). The expanded version with carbon sequestration is designated as IECM-cs. The expanded modeling capability also includes natural gas combined cycle (NGCC) power plants and integrated coal gasification combined cycle (IGCC) systems as well as pulverized coal (PC) plants. This report presents details of the performance and cost models developed for an amine-based CO{sub 2} capture system, representing the baseline of current commercial technology. The key uncertainties and variability in process design, performance and cost parameters which influence the overall cost of carbon mitigation also are characterized. The new performance and cost models for CO{sub 2} capture systems have been integrated into the IECM-cs, along with models to estimate CO{sub 2} transport and storage costs. The CO{sub 2} control system also interacts with other emission control technologies such as flue gas desulfurization (FGD) systems for SO{sub 2} control. The integrated model is applied to

    Rapid expansion of wind power in the electricity sector is raising questions about how wind resource variability might affect the capacity value of wind farms at high levels of penetration. Electricity storage, with the capability to shift wind energy from periods of low demand to peak times and to smooth fluctuations in output, may have a role in bolstering the value of wind power at levels of penetration envisioned by a new Department of Energy report ('20% Wind by 2030, Increasing Wind Energy's Contribution to U.S. Electricity Supply'). This paper quantifies the value storage can add to wind. The analysis was done employing the Regional Energy Deployment System (ReEDS) model, formerly known as the Wind Deployment System (WinDS) model. ReEDS was used to estimate the cost and development path associated with 20% penetration of wind in the report. ReEDS differs from the WinDS model primarily in that the model has been modified to include the capability to build and use three storage technologies: pumped-hydroelectric storage (PHS), compressed-air energy storage (CAES), and batteries. To assess the value of these storage technologies, two pairs of scenarios were run: business-as-usual, with and without storage; 20% wind energy by 2030, with and without storage.     The thermal plasma arc process is under consideration to thermally treat hazardous and radioactive waste. A computer model for the thermal plasma arc technology was designed as a tool to aid in the development and use of the plasma arc-Joule beating process. The value of this computer model is to: (a) aid in understanding the plasma arc-Joule beating process as applied to buried waste or exhumed buried waste, (b) help design melter geometry and electrode configuration, (c) calculate the process capability of vitrifying waste (i.e., tons/hour), (d) develop efficient plasma and melter operating conditions to optimize the process and/or reduce safety hazards, (e) calculate chemical reactions during treatment of waste to track chemical composition of off-gas products, and composition of final vitrified waste form and (f) help compare the designs of different plasma-arc facilities. A steady-state model of a two-dimensional axisymmetric transferred plasma arc has been developed and validated. A parametric analysis was performed that studied the effects of arc length, plasma gas composition, and input power on the temperatures and velocity profiles of the slag and plasma gas. A two-dimensional transient thermo-fluid model of the US Bureau of Mines plasma arc melter has been developed. This model includes the growth of a slag pool. The thermo-fluid model is used to predict the temperature and pressure fields within a plasma arc furnace. An analysis was performed to determine the effects of a molten metal pool on the temperature, velocity, and voltage fields within the slag. A robust and accurate model for the chemical equilibrium calculations has been selected to determine chemical composition of final waste form and off-gas based on the temperatures and pressures within the plasma-arc furnace. A chemical database has been selected. The database is based on the materials to be processed in the plasma arc furnaces.

  17. Cluster-continuum quantum mechanical models to guide the choice of anions for Li{sup +}-conducting ionomers

    A quantum-mechanical investigation on Li poly(ethylene oxide)-based ionomers was performed in the cluster-continuum solvation model (CCM) that includes specific solvation in the first shell surrounding the cation, all surrounded by a polarizable continuum. A four-state model, including a free Li cation, Li{sup +}-anion pair, triple ion, and quadrupole was used to represent the states of Li{sup +} within the ionomer in the CCM. The relative energy of each state was calculated for Li{sup +} with various anions, with dimethyl ether representing the ether oxygen solvation. The population distribution of Li{sup +} ions among states was estimated by applying Boltzmann statistics to the CCM energies. Entropy difference estimates are needed for populations to better match the true ionomer system. The total entropy change is considered to consist of four contributions: translational, rotational, electrostatic, and solvent immobilization entropies. The population of ion states is reported as a function of Bjerrum length divided by ion-pair separation with/without entropy considered to investigate the transition between states. Predicted concentrations of Li{sup +}-conducting states (free Li{sup +} and positive triple ions) are compared among a series of anions to indicate favorable features for design of an optimal Li{sup +}-conducting ionomer; the perfluorotetraphenylborate anion maximizes the conducting positive triple ion population among the series of anions considered.

    The energy use in America's commercial and residential building sectors is large and growing. Over 38 quadrillion Btus (Quads) of primary energy were consumed in 2002, representing 39% of total U.S. energy consumption. While the energy use in buildings is expected to grow to 52 Quads by 2025, a large number of energy-related technologies exist that could curtail this increase. In recent years, improvements in such items as high efficiency refrigerators, compact fluorescent lights, high-SEER air conditioners, and improved building shells have all contributed to reducing energy use. Hundreds of other technology improvements have and will continue to improve the energy use in buildings. While many technologies are well understood and are gradually penetrating the market, more advanced technologies will be introduced in the future. The pace and extent of these advances can be improved through state and federal R&D. This report focuses on the long-term potential for energy-efficiency improvement in buildings. Five promising technologies have been selected for description to give an idea of the wide range of possibilities. They address the major areas of energy use in buildings: space conditioning (33% of building use), water heating (9%), and lighting (16%). Besides describing energy-using technologies (solid-state lighting and geothermal heat pumps), the report also discusses energy-saving building shell improvements (smart roofs) and the integration of multiple energy service technologies (CHP packaged systems and triple function heat pumps) to create synergistic savings. Finally, information technologies that can improve the efficiency of building operations are discussed. The report demonstrates that the United States is not running out of technologies to improve energy efficiency and economic and environmental performance, and will not run out in the future. The five technology areas alone can potentially result in total primary energy savings of between 2 and 4

    This paper presents the new Linear Fresnel technology performance model in NREL's System Advisor Model. The model predicts the financial and technical performance of direct-steam-generation Linear Fresnel power plants, and can be used to analyze a range of system configurations. This paper presents a brief discussion of the model formulation and motivation, and provides extensive discussion of the model performance and financial results. The Linear Fresnel technology is also compared to other concentrating solar power technologies in both qualitative and quantitative measures. The Linear Fresnel model - developed in conjunction with the Electric Power Research Institute - provides users with the ability to model a variety of solar field layouts, fossil backup configurations, thermal receiver designs, and steam generation conditions. This flexibility aims to encompass current market solutions for the DSG Linear Fresnel technology, which is seeing increasing exposure in fossil plant augmentation and stand-alone power generation applications.

  9. Decision Analysis Science Modeling for Application and Fielding Selection Applied to Concrete Decontamination Technologies

    Concrete surfaces contaminated with radionuclides present a significant challenge during the decontamination and decommissioning (D and D) process. As structures undergo D and D, coating layers and/or surface layers of the concrete containing the contaminants must be removed for disposal in such a way as to present little to no risk to human health or the environment. The selection of a concrete decontamination technology that is safe, efficient, and cost-effective is critical to the successful D and D of contaminated sites. To support U.S. Department of Energy (DOE) Environmental Management objectives and to assist DOE site managers in the selection of the best-suited concrete floor decontamination technology(s) for a given site, two innovative and three baseline technologies have been assessed under standard, non-nuclear conditions at the Hemispheric Center for Environmental Technology (HCET) at Florida International University (FIU). The innovative technologies assessed include the Pegasus Coating Removal System and Textron's Electro-Hydraulic Scabbling System. The three baseline technologies assessed include: the Wheelabrator Blastrac model 1-15D, the NELCO Porta Shot Blast{trademark} model GPx-1O-18 HO Rider, and the NELCO Porta Shot Blast{trademark} model EC-7-2. These decontamination technology assessments provide directly comparable performance data that have previously been available for only a limited number of technologies under restrictive site-specific constraints. Some of the performance data collected during these technology assessments include: removal capability, production rate, removal gap, primary and secondary waste volumes, and operation and maintenance requirements. The performance data generated by this project is intended to assist DOE site managers in the selection of the safest, most efficient, and cost-effective decontamination technologies to accomplish their remediation objectives.

  10. Simulation models and designs for advanced Fischer-Tropsch technology

    Process designs and economics were developed for three grass-roots indirect Fischer-Tropsch coal liquefaction facilities. A baseline and an alternate upgrading design were developed for a mine-mouth plant located in southern Illinois using Illinois No. 6 coal, and one for a mine-mouth plane located in Wyoming using Power River Basin coal. The alternate design used close-coupled ZSM-5 reactors to upgrade the vapor stream leaving the Fischer-Tropsch reactor. ASPEN process simulation models were developed for all three designs. These results have been reported previously. In this study, the ASPEN process simulation model was enhanced to improve the vapor/liquid equilibrium calculations for the products leaving the slurry bed Fischer-Tropsch reactors. This significantly improved the predictions for the alternate ZSM-5 upgrading design. Another model was developed for the Wyoming coal case using ZSM-5 upgrading of the Fischer-Tropsch reactor vapors. To date, this is the best indirect coal liquefaction case. Sensitivity studies showed that additional cost reductions are possible.

    Because solar power is a rapidly growing component of the electricity system, robust representations of solar technologies should be included in capacity-expansion models. This is a challenge because modeling the electricity system--and, in particular, modeling solar integration within that system--is a complex endeavor. This report highlights the major challenges of incorporating solar technologies into capacity-expansion models and shows examples of how specific models address those challenges. These challenges include modeling non-dispatchable technologies, determining which solar technologies to model, choosing a spatial resolution, incorporating a solar resource assessment, and accounting for solar generation variability and uncertainty.

Cost of Ownership (COO) is a decision making technique based on inputting the total costs of acquiring, operating and maintaining production equipment. All quantitative economic and production data can be modeled and processed using COO software programs such as the Cost of Ownership Luminator program TWO COOL{trademark}. This report investigated the Cost of Ownership differences between the current state-of-the-art solder ball attachment process and a prototype solder jetting process developed by Sandia National Laboratories. The prototype jetting process is a novel and unique approach to address the anticipated high rate ball grid array (BGA) production requirements currently forecasted for the next decade. The jetting process, which is both economically and environmentally attractive eliminates the solder sphere fabrication step, the solder flux application step as well as the furnace reflow and post cleaning operations.

    Carbon capture and storage (CCS) is one of many approaches that are critical for significantly reducing domestic and global CO2 emissions. The U.S. Department of Energy’s Clean Coal Technology Program Plan envisions 2nd generation CO2 capture technologies ready for demonstration-scale testing around 2020 with the goal of enabling commercial deployment by 2025 [1]. Third generation technologies have a similarly aggressive timeline. A major challenge is that the development and scale-up of new technologies in the energy sector historically takes up to 15 years to move from the laboratory to pre-deployment and another 20 to 30 years for widespread industrial scale deployment. In order to help meet the goals of the DOE carbon capture program, the Carbon Capture Simulation Initiative (CCSI) was launched in early 2011 to develop, demonstrate, and deploy advanced computational tools and validated multi-scale models to reduce the time required to develop and scale up new carbon capture technologies. The CCSI Toolset (1) enables promising concepts to be more quickly identified through rapid computational screening of processes and devices, (2) reduces the time to design and troubleshoot new devices and processes by using optimization techniques to focus development on the best overall process conditions and by using detailed device-scale models to better understand and improve the internal behavior of complex equipment, and (3) provides quantitative predictions of device and process performance during scale up based on rigorously validated smaller scale simulations that take into account model and parameter uncertainty[2]. This article focuses on essential elements related to the development and validation of multi-scale models in order to help minimize risk and maximize learning as new technologies progress from pilot to demonstration scale.

    In the present paper we use the output of multiple expert elicitation surveys on the future cost of key low-carbon technologies and use it as input of three Integrated Assessment models, GCAM, MARKAL_US and WITCH. By means of a large set of simulations we aim to assess the implications of these subjective distributions of technological costs over key model outputs. We are able to detect what sources of technology uncertainty are more influential, how this differs across models, and whether and how results are affected by the time horizon, the metric considered or the stringency of the climate policy. In unconstrained emission scenarios, within the range of future technology performances considered in the present analysis, the cost of nuclear energy is shown to dominate all others in affecting future emissions. Climate-constrained scenarios, stress the relevance, in addition to that of nuclear energy, of biofuels, as they represent the main source of decarbonization of the transportation sector and bioenergy, since the latter can be coupled with CCS to produce negative emissions.

    This 3.1 version of the Impact of Sector Energy Technologies (ImSET) model represents the next generation of the previously-built ImSET model (ImSET 2.0) that was developed in 2005 to estimate the macroeconomic impacts of energy-efficient technology in buildings. In particular, a special-purpose version of the Benchmark National Input-Output (I-O) model was designed specifically to estimate the national employment and income effects of the deployment of Office of Energy Efficiency and Renewable Energy (EERE)–developed energy-saving technologies. In comparison with the previous versions of the model, this version features the use of the U.S. Bureau of Economic Analysis 2002 national input-output table and the central processing code has been moved from the FORTRAN legacy operating environment to a modern C++ code. ImSET is also easier to use than extant macroeconomic simulation models and incorporates information developed by each of the EERE offices as part of the requirements of the Government Performance and Results Act. While it does not include the ability to model certain dynamic features of markets for labor and other factors of production featured in the more complex models, for most purposes these excluded features are not critical. The analysis is credible as long as the assumption is made that relative prices in the economy would not be substantially affected by energy efficiency investments. In most cases, the expected scale of these investments is small enough that neither labor markets nor production cost relationships should seriously affect national prices as the investments are made. The exact timing of impacts on gross product, employment, and national wage income from energy efficiency investments is not well-enough understood that much special insight can be gained from the additional dynamic sophistication of a macroeconomic simulation model.     A project to improve and enhance the Industrial Sector Technology Use Model (ISTUM) was originated in the summer of 1983. The project had dix identifiable objectives: update the data base; improve run-time efficiency; revise the reference base case; conduct case studies; provide technical and promotional seminars; and organize a service bureau. This interim report describes which of these objectives have been met and which tasks remain to be completed. The most dramatic achievement has been in the area of run-time efficiency. From a model that required a large proportion of the total resources of a mainframe computer and a great deal of effort to operate, the current version of the model (ISTUM-PC) runs on an IBM Personal Computer. The reorganization required for the model to run on a PC has additional advantages: the modular programs are somewhat easier to understand and the data base is more accessible and easier to use. A simple description of the logic of the model is given in this report. To generate the necessary funds for completion of the model, a multiclient project is proposed. This project will extend the industry coverage to all the industrial sectors, including the construction of process flow models for chemicals and petroleum refining. The project will also calibrate this model to historical data and construct a base case and alternative scenarios.   9. Tuning electronic and magnetic properties of armchair|zigzag hybrid graphene nanoribbons by the choice of supercell model of grain boundaries

    Grain boundaries (GBs) attract much interest for its ability to tune the property of hybrid materials. Theoretically predicting the properties of hybrid graphene with GBs, even a linear GB remains challenging due to its inhomogeneous structure, which makes supercell model tough to choose in theoretic studies. For the first time, the applicability of supercells with different GBs and lattice-mismatches for describing armchair-zigzag hybrid graphene nanoribbons was validated by ab initio molecular dynamic simulations and first principles electronic structure calculations. And to what extent the electronic properties can be tuned by the strain effects resulting from the lattice-mismatch and the GBs distortion in supercells was demonstrated. This work showed that the intrinsic strain in such system plays a decisive role in determining the band structure and spin polarization properties. Hybrid graphene nanoribbon was found to be ferromagnetic in the ground state, especially for the case of using the supercell with nearly-perfect lattice match. Its high Curie temperature suggests the potential applications of this material in spintronics.

The workshop was comprised of plenary sessions that reviewed the state of the marine energy industry and technical sessions that covered specific topics of relevance. Each session consisted of presentations, followed by facilitated discussions. During the facilitated discussions, the session chairs posed several prepared questions to the presenters and audience to encourage communication and the exchange of ideas between technical experts. Following the workshop, attendees were asked to provide written feedback on their takeaways from the workshop and their best ideas on how to accelerate the pace of marine energy technology development. The first four sections of this document give a general overview of the workshop format, provide presentation abstracts, supply discussion session notes, and list responses to the post-workshop questions. The final section presents key findings and conclusions from the workshop that suggest what the most pressing MHK technology needs are and how the U.S. Department of Energy (DOE) and national laboratory resources can be utilized to assist the marine energy industry in the most effective manner.

In this paper we present results and analysis of the cost modeling effort to date and apply the methodology in case study of a stainless steel MPT device designed, built and tested by Pacific Northwest National Laboratory. Extensions of the model to adjacent material sets and the interaction of device designs with fabrication processes will be discussed.

    This paper explores the laboratory performance of five integrated Heat Pump Water Heaters (HPWHs) across a wide range of operating conditions representative of US climate regions. Laboratory results demonstrate the efficiency of this technology under most of the conditions tested and show that differences in control schemes and design features impact the performance of the individual units. These results were used to understand current model limitations, and then to bracket the energy savings potential for HPWH technology in various US climate regions. Simulation results show that HPWHs are expected to provide significant energy savings in many climate zones when compared to other types of water heaters (up to 64%, including impact on HVAC systems).

Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models.

    A graphical conceptual model of the uranium fuel cycles has been developed to capture the present, anticipated, and potential (future) nuclear fuel cycle elements. The once-through cycle and plutonium recycle in fast reactors represent two basic approaches that bound classical options for nuclear fuel cycles. Chief among these other options are mono-recycling of plutonium in thermal reactors and recycling of minor actinides in fast reactors. Mono-recycling of plutonium in thermal reactors offers modest savings in natural uranium, provides an alternative approach for present-day interim management of used fuel, and offers a potential bridging technology to development and deployment of future fuel cycles. In addition to breeder reactors' obvious fuel sustainability advantages, recycling of minor actinides in fast reactors offers an attractive concept for long-term management of the wastes, but its ultimate value is uncertain in view of the added complexity in doing so,. Ultimately, there are no simple choices for nuclear fuel cycle options, as the selection of a fuel cycle option must reflect strategic criteria and priorities that vary with national policy and market perspectives. For example, fuel cycle decision-making driven primarily by national strategic interests will likely favor energy security or proliferation resistance issues, whereas decisions driven primarily by commercial or market influences will focus on economic competitiveness.

Midway through the Part II program, however, at the urging of the industrial consortium members, the decision was made to refocus limited resources on transfer of the existing GFM 2.0 software to the industry to speed up commercialization of the technology. This decision, in turn, necessitated a de-emphasis of the development of the planned final version of the GFM software that had full multiphase capability, GFM 3.0. As a result, version 3.0 was not completed; considerable progress, however, was made before the effort was terminated. The objectives of the Technology Transfer program were to transfer the Glass Furnace Model (GFM) to the glass industry and to promote its widespread use by providing the requisite technical support to allow effective use of the software. GFM Version 2.0 was offered at no cost on a trial, six-month basis to expedite its introduction to and use by the industry. The trial licenses were issued to generate a much more thorough user beta test of the software than the relatively small amount completed by the consortium members prior to the release of version 2.0.

    This final report describes the results of a research program we carried out over a five-year (3/1999-9/2004) period with funding from a Department of Energy geothermal FDP grant (DE-FG07-99ID13745) and from other agencies. The goal of research projects in this program were to develop modeling technologies that can increase the understanding of geothermal reservoir chemistry and chemistry-related energy production processes. The ability of computer models to handle many chemical variables and complex interactions makes them an essential tool for building a fundamental understanding of a wide variety of complex geothermal resource and production chemistry. With careful choice of methodology and parameterization, research objectives were to show that chemical models can correctly simulate behavior for the ranges of fluid compositions, formation minerals, temperature and pressure associated with present and near future geothermal systems as well as for the very high PT chemistry of deep resources that is intractable with traditional experimental methods. Our research results successfully met these objectives. We demonstrated that advances in physical chemistry theory can be used to accurately describe the thermodynamics of solid-liquid-gas systems via their free energies for wide ranges of composition (X), temperature and pressure. Eight articles on this work were published in peer-reviewed journals and in conference proceedings. Four are in preparation. Our work has been presented at many workshops and conferences. We also considerably improved our interactive web site (geotherm.ucsd.edu), which was in preliminary form prior to the grant. This site, which includes several model codes treating different XPT conditions, is an effective means to transfer our technologies and is used by the geothermal community and other researchers worldwide.     In this document we report on the status of the Nuclear Energy Advanced Modeling and Simulation (NEAMS) Enabling Computational Technologies (ECT) effort. In particular, we provide the context for ECT In the broader NEAMS program and describe the three pillars of the ECT effort, namely, (1) tools and libraries, (2) software quality assurance, and (3) computational facility (computers, storage, etc) needs. We report on our FY09 deliverables to determine the needs of the integrated performance and safety codes (IPSCs) in these three areas and lay out the general plan for software quality assurance to meet the requirements of DOE and the DOE Advanced Fuel Cycle Initiative (AFCI). We conclude with a brief description of our interactions with the Idaho National Laboratory computer center to determine what is needed to expand their role as a NEAMS user facility.

    Microgrids are a focus of localized energy production that support resiliency, security, local con- trol, and increased access to renewable resources (among other potential benefits). The Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Capa- bility Technology Demonstration (JCTD) program between the Department of Defense (DOD), Department of Energy (DOE), and Department of Homeland Security (DHS) resulted in the pre- liminary design and deployment of three microgrids at military installations. This paper is focused on the analysis process and supporting software used to determine optimal designs for energy surety microgrids (ESMs) in the SPIDERS project. There are two key pieces of software, an ex- isting software application developed by Sandia National Laboratories (SNL) called Technology Management Optimization (TMO) and a new simulation developed for SPIDERS called the per- formance reliability model (PRM). TMO is a decision support tool that performs multi-objective optimization over a mixed discrete/continuous search space for which the performance measures are unrestricted in form. The PRM is able to statistically quantify the performance and reliability of a microgrid operating in islanded mode (disconnected from any utility power source). Together, these two software applications were used as part of the ESM process to generate the preliminary designs presented by SNL-led DOE team to the DOD.     Successful relationships with industry that benefit both corporate partners and the research institution require a constant balancing of interests. Researchers must balance developing technology in a manner that can be used by industry, publishing and publicizing developments so that industry recognizes the advances and the institution while protecting the technology with patents or other appropriate vehicles to preserve the commercial value. Research institutions must adopt a set of business practices that allow industry to access technology efficiently while protecting the legitimate institutional interests. Professional responsive business staff who are familiar with common industry practice, have contacts in appropriate industries and companies, and know how to publicize technology developments ensure efficient access to technology developed by the institution. The same business staff must understand the institutional and research goals in order to protect the proprietary interests of the institution.     The dismantlement of radioactively contaminated process equipment is a major concern during the D and D process. As buildings undergo the D and D process, metallic equipment contaminated with radionuclides such as uranium and plutonium must be dismantled before final disposal.The primary objective for equipment dismantlement is to reduce the potential for personnel and environmental exposure to contaminants during the decommissioning of the nuclear facility. The selection of the appropriate technologies to meet the dismantlement objectives for a given site is a difficult process in the absence of comprehensive and comparable data. Choosing the wrong technology could result in increased exposure of personnel to contaminants and an increase in D and D project costs. Innovative technologies are being developed with the goal of providing safer and more cost-effective alternatives that generate less secondary waste, thereby decreasing the operating costs for dismantlement. During the development and implementation process, performance indicators for the success of these technologies must be reviewed to ensure that these aims are being met. This project provides a mechanism for the assessment of innovative and commercially available nuclear and non-nuclear technologies for equipment dismantlement.

    This report presents an overview of research conducted on solar energy technologies and their implementation in the ObjECTS framework. The topics covered include financing assumptions and selected issues related to the integration of concentrating thermal solar power (CSP) and photovoltaics PV technologies into the electric grid. A review of methodologies for calculating the levelized energy cost of capital-intensive technologies is presented, along with sensitivity tests illustrating how the cost of a solar plant would vary depending on financing assumptions. An analysis of the integration of a hybrid concentrating thermal solar power (CSP) system into the electric system is conducted. Finally a failure statistics analysis for PV plants illustrates the central role of solar irradiance uncertainty in determining PV grid integration characteristics.

  20. An LCA model for waste incineration enhanced with new technologies for metal recovery and application to the case of Switzerland

    Highlights: • An enhanced process-based LCA model for MSWI is featured and applied in case study. • LCA modeling of recent technological developments for metal recovery from fly ash. • Net release from Swiss MSWI 133 kg CO{sub 2}-eq/tonne waste from attributional LCA perspective. • Net savings from a consequential LCA perspective reach up to 303 kg CO{sub 2}-eq/tonne waste. • Impacts according to ReCiPe and CExD show similar pattern to climate change. - Abstract: A process model of municipal solid waste incinerators (MSWIs) and new technologies for metal recovery from combustion residues was developed. The environmental impact is modeled as a function of waste composition as well as waste treatment and material recovery technologies. The model includes combustion with a grate incinerator, several flue gas treatment technologies, electricity and steam production from waste heat recovery, metal recovery from slag and fly ash, and landfilling of residues and can be tailored to specific plants and sites (software tools can be downloaded free of charge). Application of the model to Switzerland shows that the treatment of one tonne of municipal solid waste results on average in 425 kg CO{sub 2}-eq. generated in the incineration process, and 54 kg CO{sub 2}-eq. accrue in upstream processes such as waste transport and the production of operating materials. Downstream processes, i.e. residue disposal, generates 5 kg CO{sub 2}-eq. Savings from energy recovery are in the range of 67 to 752 kg CO{sub 2}-eq. depending on the assumptions regarding the substituted energy production, while the recovery of metals from slag and fly ash currently results in a net saving of approximately 35 kg CO{sub 2}-eq. A similar impact pattern is observed when assessing the MSWI model for aggregated environmental impacts (ReCiPe) and for non-renewable resource consumption (cumulative exergy demand), except that direct emissions have less and no relevance, respectively, on the total

    The use of coal as a source of high Btu gas is currently viewed as one possible means of supplementing dwindling natural gas supplies. While certain coal gasification processes have demonstrated technical feasibility, much uncertainty and inconsistency remains regarding the capital and operating costs of large scale coal conversion facilities; cost estimates may vary by as much as 50%. Studies conducted for the American Gas Association (AGA) and US Energy Research and Development Administration by C.F. Braun and Co. have defined technical specifications and cost guidelines for estimating costs of coal gasification technologies (AGA Guidelines). Based on the AGA Guidelines, Braun has also prepared cost estimates for selected coal gasification processes. Recent efforts by International Research and Technology Inc. (IR and T) have led to development of the Materials-Process-Product Model (MPPM), a comprehensive anaytic tool for evaluation of processes and costs for coal gasification and other coal conversion technologies. This validation of the MPPM presents a comparison of engineering and cost computation methodologies employed in the MPPM to those employed by Braun and comparison of MPPM results to Braun cost estimates. These comparisons indicate that the MPPM has the potential to be a valuable tool for assisting in the evaluation of coal gasification technologies.

    The home buyer brings to the decision an elaborate set of preferences, perceptions, conditions, and attitudes. The homes from which the buyer can choose offer bundles of attributes including location, price, size, energy efficiency, and age. Programs designed to increase residential energy efficiency alter the mix of attributes offered. Ultimately, the effects and penetration of such programs depend on how the altered mix of attributes interacts with buyers' characteristics. One technique for modeling buyer responses to products with different mixes of attributes is conjoint analysis. This technique has been applied primarily in marketing research studies, usually designed to estimate market shares for new consumer products. This paper presents the results of an application of this technique to a housing market in which residential energy-efficiency programs have been instituted to improve the efficiency of new, electrically heated homes. The conjoint analysis methodology permits the analyst to unbundle'' the characteristics of homes and determine how individual characteristics affect the purchase decision. This unbundling is essential for determining how energy efficiency affects buyer choice, and what penetration rates energy-efficiency programs are likely to achieve. When programs are not fuel-blind, it is especially important to unbundle housing characteristics because the programs may affect not only energy-efficiency choice, but also fuel choice. 4 refs., 3 tabs.

    COMPLEAT takes its name, as an acronym, from Community-Oriented Model for Planning Least-Cost Energy Alternatives and Technologies. It is an electric utility planning model designed for use principally by publicly owned electric utilities and agencies serving such utilities. As a model, COMPLEAT is significantly more full-featured and complex than called out in APPA's original plan and proposal to DOE. The additional complexity grew out of a series of discussions early in the development schedule, in which it became clear to APPA staff and advisors that the simplicity characterizing the original plan, while highly desirable in terms of utility applications, was not achievable if practical utility problems were to be addressed. The project teams settled on Energy 20/20, an existing model developed by Dr. George Backus of Policy Assessment Associates, as the best candidate for the kinds of modifications and extensions that would be required. The remainder of the project effort was devoted to designing specific input data files, output files, and user screens and to writing and testing the compute programs that would properly implement the desired features around Energy 20/20 as a core program. This report presents in outline form, the features and user interface of COMPLEAT.

    The confrontation of the finite element technology with the awesome number crunching required for the nonlinear problem has forced a new assessment. The finite element community discovered that for impact, wave propagation and even slower impulsively driven dynamic problems, the finite difference hydrocodes were much more efficient, albeit requiring contorted mesh topologies to model practical geometries and fifty thousand time steps to follow a quasi-static process or reach static equilibrium. The experience of engineering analysis at the Lawrence Livermore National Laboratory has straddled both worlds, and the intent of this lecture is to review choices in the context of the two and three dimensional implicit and explicit Lagrangian codes developed in our Methods Development Group. The explicit DYNA2D and DYNA3D and implicit NIKE2D and NIKE3D of Hallquist form the focus of this discussion.

    A system dynamics model was developed in response to the apparent decline in STEM candidates in the United States and a pending shortage. The model explores the attractiveness of STEM and STEM careers focusing on employers and the workforce. Policies such as boosting STEM literacy, lifting the H-1B visa cap, limiting the offshoring of jobs, and maintaining training are explored as possible solutions. The system is complex, with many feedbacks and long time delays, so solutions that focus on a single point of the system are not effective and cannot solve the problem. A deeper understanding of parts of the system that have not been explored to date is necessary to find a workable solution.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends. Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    We investigate the long-term global energy technology diffusion patterns required to reach a stringent climate change target with a maximum average atmospheric temperature increase of 2C. If the anthropogenic temperature increase is to be limited to 2C, total CO2 emissions have to be reduced massively, so as to reach substantial negative values during the second half of the century. Particularly power sector CO2 emissions should become negative from around 2050 onwards according to most models used for this analysis in order to compensate for GHG emissions in other sectors where abatement is more costly. The annual additional capacity deployment intensity (expressed in GW/yr) for solar and wind energy until 2030 needs to be around that recently observed for coal-based power plants, and will have to be several times higher in the period 20302050. Relatively high agreement exists across models in terms of the aggregated low-carbon energy system cost requirements on the supply side until 2050, which amount to about 50 trillion US$.

    Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. With the working of energy programs and policies on carbon regulation, how to effectively analyze and manage the costs associated with GHG reductions become extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions (e.g., carbon emission) for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models. In this report, we first conduct brief overview on different representations of end-use technologies (mitigation measures) in various energy-climate models, followed by problem statements, and a description of the basic concepts of quantifying the cost of conserved energy including integrating non-regrets options. A non-regrets option is defined as a GHG reduction option that is cost effective, without considering their additional benefits related to reducing GHG emissions. Based upon these, we develop information on costs of mitigation measures and technological change. These serve as the basis for collating the data on energy savings and costs for their future use in integrated assessment models. In addition to descriptions of the iron and steel making processes, and the mitigation measures identified in this study, the report includes tabulated databases on costs of measure implementation, energy savings, carbon-emission reduction, and lifetimes.     Electric drive systems, which include electric machines and power electronics, are a key enabling technology for advanced vehicle propulsion systems that reduce the dependence of the U.S. transportation sector on petroleum. However, to penetrate the market, these electric drive technologies must enable vehicle solutions that are economically viable. The push to make critical electric drivesystems smaller, lighter, and more cost-effective brings respective challenges associated with heat removal and system efficiency. In addition, the wide application of electric drive systems to alternative propulsion technologies ranging from integrated starter generators, to hybrid electric vehicles, to full electric vehicles presents challenges in terms of sizing critical components andthermal management systems over a range of in-use operating conditions. This effort focused on developing a modular modeling methodology to enable multi-scale and multi-physics simulation capabilities leading to generic electric drive system models applicable to alternative vehicle propulsion configurations. The primary benefit for the National Renewable Energy Laboratory (NREL) is the abilityto define operating losses with the respective impact on component sizing, temperature, and thermal management at the component, subsystem, and system level. However, the flexible nature of the model also allows other uses related to evaluating the impacts of alternative component designs or control schemes depending on the interests of other parties.

    We examine customers` choice between standard and high-efficiency equipment, and the impact of utility incentives such as rebates and loans on this decision. Using data from interviews with 400 households, we identify the factors that customers consider in their choice of efficiency level for appliances and the relative importance of these factors. We build a model that describes customers` choices and can be used to predict choices in future situations under changes in the attributes of appliances and in the utility`s DSM and as part of the appliance-choice component of utilities` end-use forecasting systems. As examples, the model is used to predict the impacts of: doubling the size of rebates, replacing rebates with financing programs, and offering loans and rebates as alternative options for customers.

  9. PTC, ITC, or Cash Grant? An Analysis of the Choice Facing Renewable Power Projects in the United States

    ) could have a significant impact on how renewable power projects are financed over the next few years. The purpose of this report is to both quantitatively and qualitatively analyze, from the project developer/owner perspective, the choice between the PTC and the ITC (or equivalent cash grant) for a number of different renewable power technologies.1 Because the two credits are structured differently, and apply in different ways to different technologies, the choice between the two lends itself to quantitative financial analysis of the conditions under which either the PTC or the ITC would, at least in theory, provide greater financial value. Qualitative considerations may be equally important, however, particularly in instances where quantitative differences are modest. This report proceeds as follows. Section 2 provides a brief summary of ARRA 2009, with some emphasis on those provisions designed to ease the liquidity crisis facing the renewable power sector. Section 3 describes the quantitative analysis methodology, as well as modeling results for wind, open-loop biomass, closed-loop biomass, geothermal, and landfill gas projects. Section 4 discusses a number of qualitative considerations that may play as important of a role as quantitative results in deciding between the PTC and the ITC (or equivalent cash grant). Section 5 concludes, and an Appendix provides supplemental tables that present quantitative analysis results conducted at different discount rates.

    An initial version of a Systems Dynamics (SD) modeling framework was developed for the analysis of a broad range of energy technology and policy questions. The specific question selected to demonstrate this process was 'what would be the carbon and import implications of expanding nuclear electric capacity to provide power for plug in hybrid vehicles?' Fifteen SNL SD energy models were reviewed and the US Energy and Greenhouse gas model (USEGM) and the Global Nuclear Futures model (GEFM) were identified as the basis for an initial modeling framework. A basic U.S. Transportation model was created to model U.S. fleet changes. The results of the rapid adoption scenario result in almost 40% of light duty vehicles being PHEV by 2040 which requires about 37 GWy/y of additional electricity demand, equivalent to about 25 new 1.4 GWe nuclear plants. The adoption rate of PHEVs would likely be the controlling factor in achieving the associated reduction in carbon emissions and imports.
