    As an ongoing part of the collaborative efforts between the Cooperative Monitoring Center (CMC) at Sandia National Laboratories, the United States Arms Control and Disarmament Agency (ACDA), and U.S. Department of Energy (DOE), staff from the CMC served as faculty in conducting a workshop in Shanghai, China. Sponsor of the workshop was the Regional Centre for Strategic Studies (RCSS) based in Colombo, Sri Lanka. The workshop included participants from throughout South Asia and China. The CMC presented four sessions related to the role of monitoring technologies in promoting regional security and building confidence among nations. Participation in these workshops supports U.S. efforts to further regional cooperation and promote arms control, nonproliferation and other cooperative securily measures and supplements efforts funded by DOE and ACDA over the past four years. The RCSS Shanghai meeting permitted a continued CMC involvement in regionally conducted training for anew generation of leaders in government, the military, and academia throughout South Asia and China. Nuclear issues are clearly a dominant South Asian concern since the nuclear tests of May 1998. However, there remains a strong interest in identifying opportunities for increased trade and reduced tensions in other areas. The RCSS and other regional organizations are enthusiastic about continued CMC involvement in future regional courses.

    The development and maintenance of the broad range of the highly technical skills required for safe and successful management of nuclear sites is of vital importance during routine operations, decommissioning and waste treatment activities.. In order to maintain a core team of technical experts, across all of the disciplines required for these tasks, the approach which has been taken by the Sellafield Ltd has been the formation of twenty five Centres of Expertise (CoE), each covering key aspects of the technical skills required for nuclear site operations. Links with the Specialist University Departments: The CoE leads are also responsible for establishing formal links with university departments with specialist skills and facilities relevant to their CoE areas. The objective of these links is to allow these very specialist capabilities within the university sector to be more effectively utilized by the nuclear industry, which benefits both sectors. In addition to the utilization of specialist skills, the university links are providing an important introduction to the nuclear industry for students and researchers. This is designed to develop the pipeline of potential staff, who will be required in the future by both the academic and industrial sectors. (authors)

    The CMS Experiment at the LHC is establishing a global network of inter-connected 'CMS Centres' for controls, operations and monitoring. These support: (1) CMS data quality monitoring, detector calibrations, and analysis; and (2) computing operations for the processing, storage and distribution of CMS data. We describe the infrastructure, computing, software, and communications systems required to create an effective and affordable CMS Centre. We present our highly successful operations experiences with the major CMS Centres at CERN, Fermilab, and DESY during the LHC first beam data-taking and cosmic ray commissioning work. The status of the various centres already operating or under construction in Asia, Europe, Russia, South America, and the USA is also described. We emphasise the collaborative communications aspects. For example, virtual co-location of experts in CMS Centres Worldwide is achieved using high-quality permanently-running 'telepresence' video links. Generic Web-based tools have been developed and deployed for monitoring, control, display management and outreach.

Controlling the emission properties of colour centres in diamond is a key requirement for developing efficient single photon sources with high collection efficiency. A number of groups have produced enhancement in the emission rate over narrow wavelength ranges by coupling single emitters in nanodiamond crystals to resonant electromagnetic structures. Here we characterise in detail the spontaneous emission rates of nitrogen-vacancy centres positioned in various locations on a structured substrate. We show an average factor of 1.5 enhancement of the total emission rate when nanodiamonds are on an opal photonic crystal surface, and observe changes in the lifetime distribution. We present a model to explain these observations and associate the lifetime properties with dipole orientation and polarization effects.

    Successful operation of the LHC and its experiments is crucial to the future of the worldwide high-energy physics program. Remote operations and monitoring centres have been established for the CMS experiment in several locations around the world. The development of remote centres began with the LHC{at}FNAL ROC and has evolved into a unified approach with distributed centres that are collectively referred to as 'CMS Centres Worldwide'. An overview of the development of remote centres for CMS will be presented, along with a synopsis of collaborative tools that are used in these centres today and trends in the development of remote operations capabilities for high-energy physics.

    We analyse the expression for the centre of mass density of the gravitational field in the context of the teleparallel equivalent of general relativity. The purpose is to investigate the localization of dark energy in the three-dimensional space, induced by a cosmological constant in a simple Schwarzschild-de Sitter space-time. We also investigate the gravitational centre of mass density in a particular model of dark matter, in the space-time of a point massive particle and in an arbitrary space-time with axial symmetry. The results are plausible, and lead to the notion of gravitational centre of mass distribution function.

    The CLIC (Compact Linear Collider) multi-lateral study group based at CERN is studying the technology for an electron-positron linear collider with a centre-of-mass energy up to 5 TeV. In contrast to the International Linear Collider (ILC) study which has chosen to use super-conducting cavities with accelerating gradients in the range of 30-40 MV/m to obtain centre-of-mass collision energies of 0.5-1 TeV, the CLIC study aims to use a normal-conducting system based on two-beam technology with gradients of 150 MV/m. It is generally accepted that this change in technology is not only necessary but the only viable choice for a cost-effective multi-TeV collider.     Single photons are fundamental elements for quantum information technologies such as quantum cryptography, quantum information storage and optical quantum computing. Colour centres in diamond have proven to be stable single photon sources and thus essential components for reliable and integrated quantum information technology. A key requirement for such applications is a large photon flux and a high efficiency. Paying tribute to various attempts to maximise the single photon flux we show that collection efficiencies of photons from colour centres can be increased with a rather simple experimental setup. To do so we spin-coated nanodiamonds containing single nitrogen-vacancy colour centres on the flat surface of a ZrO2 solid immersion lens. We found stable single photon count rates of up to 853 kcts/s at saturation under continuous wave excitation while having excess to more than 100 defect centres with count rates from 400 kcts/s to 500 kcts/s.     I examine the effectiveness of Kozai oscillations in the centres of galaxies and in particular the Galactic centre using standard techniques from celestial mechanics. In particular, I study the effects of a stellar bulge potential and general relativity on Kozai oscillations, which are induced by stellar discs. Lockmann et al (2008) recently suggested that Kozai oscillations induced by the two young massive stellar discs in the Galactic centre drives the orbits of the young stars to large eccentricity ($e\\approx 1$). If some of these young eccentric stars are in binaries, they would be disrupted near pericentre, leaving one star in a tight orbit around the central SMBH and producing the S-star population. I find that the {\\it spherical} stellar bulge suppresses Kozai oscillations, when its enclosed mass inside of a test body is of order the mass in the stellar disc(s). Since the stellar bulge in the Galactic centre is much larger than the stellar discs, Kozai oscillations {\\it due to the stellar discs} are likely suppressed. Whether Kozai oscillations are induced from other nonspherical components to the potential (for instance, a flattened stellar bulge) is yet to be determined.

    In regions of very high dark matter density such as the Galactic centre, the capture and annihilation of WIMP dark matter by stars has the potential to significantly alter their evolution. We describe the dark stellar evolution code DarkStars, and present a series of grids of WIMP-influenced stellar models for main sequence stars. We describe changes in which occur as a function of the rate of energy injection by WIMPs, for stars of 0.3-2.0 solar masses and metallicities Z = 0.0003-0.02. We show what rates of energy injection can be obtained using realistic orbital parameters for stars at the Galactic centre, including detailed consideration of the velocity and density profiles of dark matter. Capture and annihilation rates are strongly boosted when stars follow elliptical rather than circular orbits. If there is a spike of dark matter induced by the supermassive black hole at the Galactic centre, single solar-mass stars following orbits with periods as long as 50 years and eccentricities as low as 0.9 could be significantly affected. Binary systems with similar periods about the Galactic centre could be affected on even less eccentric orbits. The most striking evidence of this scenario would be the existence of a binary consisting of a low-mass protostar and a higher-mass evolved star. The observation of low-mass stars and/or binaries on such orbits would either provide a detection of WIMP dark matter, or place stringent limits on the combination of the WIMP mass, spin-dependent nuclear-scattering cross-section, halo density and velocity distribution near the Galactic centre. In some cases, the limits on the WIMP mass and spin-dependent nuclear-scattering cross-section would be of comparable sensitivity to current direct-detection experiments.

    The CLIC (Compact Linear Collider) multi-lateral study group based at CERN is studying the technology for an electron-positron linear collider with a centre-of-mass energy up to 5 TeV. In contrast to the International Linear Collider (ILC) study which has chosen to use super-conducting cavities with accelerating gradients in the range of 30-40 MV/m to obtain centre-of-mass collision energies of 0.5-1 TeV, the CLIC study aims to use a normal-conducting system based on two-beam technology with gradients of 150 MV/m. It is generally accepted that this change in technology is not only necessary but the only viable choice for a cost-effective multi-TeV collider. The CLIC study group is studying the technology issues of such a machine, and is in particular developing state-of-the-art 30 GHz molybdenum-iris accelerating structures and power extraction and transfer structures (PETS). The accelerating structure has a new geometry which includes fully-profiled RF surfaces optimised to minimize surface fields, and hybrid damping using both iris slots and radial waveguides. A newly-developed structure-optimisation procedure has been used to simultaneously balance surface fields, power flow, short and long-range transverse wakefields, RF-to-beam efficiency and the ratio of luminosity to input power. The slotted irises allow a simple structure fabrication by high-precision high-speed 3D milling of just four pieces, and an even easier bolted assembly in a vacuum chamber.

    The confluence of quantum physics and biology is driving a new generation of quantum-based sensing and imaging technology capable of harnessing the power of quantum effects to provide tools to understand the fundamental processes of life. One of the most promising systems in this area is the nitrogen-vacancy centre in diamond - a natural spin qubit which remarkably has all the right attributes for nanoscale sensing in ambient biological conditions. Typically the nitrogen-vacancy qubits are fixed in tightly controlled/isolated experimental conditions. In this work quantum control principles of nitrogen-vacancy magnetometry are developed for a randomly diffusing diamond nanocrystal. We find that the accumulation of geometric phases, due to the rotation of the nanodiamond plays a crucial role in the application of a diffusing nanodiamond as a bio-label and magnetometer.   11. Ultra-bright and efficient single photon generation based on N-V centres in nanodiamonds on a solid immersion lens

    Single photons are fundamental elements for quantum information technologies such as quantum cryptography, quantum information storage and optical quantum computing. Colour centres in diamond have proven to be stable single photon sources and thus essential components for reliable and integrated quantum information technology. A key requirement for such applications is a large photon flux and a high efficiency. Paying tribute to various attempts to maximise the single photon flux we show that collection efficiencies of photons from colour centres can be increased with a rather simple experimental setup. To do so we spin-coated nanodiamonds containing single nitrogen-vacancy colour centres on the flat surface of a ZrO2 solid immersion lens. We found stable single photon count rates of up to 853 kcts/s at saturation under continuous wave excitation while having excess to more than 100 defect centres with count rates from 400 kcts/s to 500 kcts/s. For a blinking defect centre we found count rates up to 2.4 Mcts/s for time intervals of several ten seconds. It seems to be a general feature that very high rates are accompanied by a blinking behaviour. The overall collection efficiency of our setup of up to 4.2% is the highest yet reported for N-V defect centres in diamond. Under pulsed excitation of a stable emitter of 10 MHz, 2.2% of all pulses caused a click on the detector adding to 221 kcts/s thus opening the way towards diamond based on-demand single photon sources for quantum applications.

    We present a manifestly duality covariant formulation of the composite non-BPS and almost-BPS systems of multi-centre black hole solutions in four dimensions. The method of nilpotent orbits is used to define the two systems in terms of first order flow equations that transform covariantly under the duality group. Subsequently, we rewrite both systems of equations in terms of real, manifestly duality covariant, linear systems of Poisson equations. Somewhat unexpectedly, we find that the two systems are naturally described by the same equations involving space dependent abelian isometries that are conjugate to T-dualities by similarity transformations.

    KCDC, the KASCADE Cosmic-ray Data Centre, is a web portal, where data of astroparticle physics experiments will be made available for the interested public. The KASCADE experiment, financed by public money, was a large-area detector for the measurement of high-energy cosmic rays via the detection of air showers. KASCADE and its extension KASCADE-Grande stopped finally the active data acquisition of all its components including the radio EAS experiment LOPES end of 2012 after more than 20 years of data taking. In a first release, with KCDC we provide to the public the measured and reconstructed parameters of more than 160 million air showers. In addition, KCDC provides the conceptional design, how the data can be treated and processed so that they are also usable outside the community of experts in the research field. Detailed educational examples make a use also possible for high-school students and early stage researchers.

    The confluence of quantum physics and biology is driving a new generation of quantum-based sensing and imaging technology capable of harnessing the power of quantum effects to provide tools to understand the fundamental processes of life. One of the most promising systems in this area is the nitrogen-vacancy centre in diamond - a natural spin qubit which remarkably has all the right attributes for nanoscale sensing in ambient biological conditions. Typically the nitrogen-vacancy qubits are fixed in tightly controlled/isolated experimental conditions. In this work quantum control principles of nitrogen-vacancy magnetometry are developed for a randomly diffusing diamond nanocrystal. We find that the accumulation of geometric phases, due to the rotation of the nanodiamond plays a crucial role in the application of a diffusing nanodiamond as a bio-label and magnetometer. Specifically, we show that a freely diffusing nanodiamond can offer real-time information about local magnetic fields and its own rotational behaviour, beyond continuous optically detected magnetic resonance monitoring, in parallel with operation as a fluorescent biomarker.

At the Slovak Electric, plc, a range of technologies are used for the processing of radioactive waste into a form suitable for disposal in near surface repository. These technologies operated by JAVYS, PLc. Nuclear and Decommissioning Company, PLc. Jaslovske Bohunice are described. Main accent is given to the Bohunice Radwaste Treatment and Conditioning Centre, Bituminization plant, Vitrification plant, and Near surface repository of radioactive waste in Mochovce and their operation. Conclusions to safe and effective management of radioactive waste in the Slovak Republic are presented. (authors)

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

  16. Probing hybrid modified gravity by stellar motion around Galactic Centre

    We consider possible signatures for the so called {\\it hybrid gravity} within the Galactic Central Parsec. This modified theory of gravity consists of a superposition of the metric Einstein-Hilbert Lagrangian with an $f(R)$ term constructed {\\it \\`{a} la Palatini } and can be easily reduced to an equivalent scalar-tensor theory. The present analysis is based on the S2 star orbital precession around the massive compact dark object at the Galactic Centre where the simulated orbits in hybrid modified gravity are compared with astronomical observations. These simulations result with strong constraints on the range of hybrid gravity interaction parameter $\\phi_0$ and show that its most probable value, in the case of S2 star, is around -0.0009 to -0.0002. At the same time, we are also able to obtain reliable constrains on the effective mass parameter $m_{\\phi}$ of hybrid modified gravity. Its most probable value, in the case of S2 star, is around -0.0034 to -0.0025. Furthermore, the hybrid gravity potential induces precession of S2 star orbit in the same direction as General Relativity. In previous papers, we considered other types of extended gravities, like metric power law $f(R)\\propto R^n$ gravity, inducing Yukawa and Sanders-like gravitational potentials, but it seems that hybrid gravity is the best among these models to explain different gravitational phenomena at different astronomical scales.

    During the last decades, increasingly precise astronomical observations of the Galactic Centre (GC) region at radio, infrared, and X-ray wavelengths laid the foundations to a detailed understanding of the high energy astroparticle physics of this most remarkable location in the Galaxy. Recently, observations of this region in high energy (HE, 10 MeV - 100GeV) and very high energy (VHE, > 100 GeV) gamma rays added important insights to the emerging picture of the Galactic nucleus as a most violent and active region where acceleration of particles to very high energies -- possibly up to a PeV -- and their transport can be studied in great detail. Moreover, the inner Galaxy is believed to host large concentrations of dark matter (DM), and is therefore one of the prime targets for the indirect search for gamma rays from annihilating or decaying dark matter particles.     A search for high-energy neutrinos coming from the direction of the Galactic Centre is performed using the data recorded by the ANTARES neutrino telescope from 2007 to 2012. The event selection criteria are chosen to maximise the sensitivity to possible signals produced by the self-annihilation of weakly interacting massive particles accumulated around the centre of the Milky Way with respect to the atmospheric background. After data unblinding, the number of neutrinos observed in the line of sight of the Galactic Centre is found to be compatible with background expectations.     The environmental condition called vacuum is created any time the pressure of a gas is reduced compared to atmospheric pressure. On earth we typically create a vacuum by connecting a pump capable of moving gas to a relatively leak free vessel. Through operation of the gas pump the number of gas molecules per unit volume is decreased within the vessel. As soon as one creates a vacuum natural forces (in this case entropy) work to restore equilibrium pressure; the practical effect of this is that gas molecules attempt to enter the evacuated space by any means possible. It is useful to think of vacuum in terms of a gas at a pressure below atmospheric pressure. In even the best vacuum vessels ever created there are approximately 3,500,000 molecules of gas per cubic meter of volume remaining inside the vessel. The lowest pressure environment known is in interstellar space where there are approximately four molecules of gas per cubic meter. Researchers are currently developing vacuum technology components (pumps, gauges, valves, etc.) using micro electro mechanical systems (MEMS) technology. Miniature vacuum components and systems will open the possibility for significant savings in energy cost and will open the doors to advances in electronics, manufacturing and semiconductor fabrication. In conclusion, an understanding of the basic principles of vacuum technology as presented in this summary is essential for the successful execution of all projects that involve vacuum technology. Using the principles described above, a practitioner of vacuum technology can design a vacuum system that will achieve the project requirements.

    The Galactic centre hosts a crowded, dense nuclear star cluster with a half-light radius of 4 pc. Most of the stars in the Galactic centre are cool late-type stars, but there are also >100 hot early-type stars in the central parsec of the Milky Way. These stars are only 3-8 Myr old. Our knowledge of the number and distribution of early-type stars in the Galactic centre is incomplete. Only a few spectroscopic observations have been made beyond a projected distance of 0.5 pc of the Galactic centre. The distribution and kinematics of early-type stars are essential to understand the formation and growth of the nuclear star cluster. We cover the central >4pc^2 of the Galactic centre using the integral-field spectrograph KMOS. We extracted more than 1,000 spectra from individual stars and identified early-type stars based on their spectra. Our data set contains 114 bright early-type stars: 6 have narrow emission lines, 23 are Wolf-Rayet stars, 9 stars have featureless spectra, and 76 are O/B type stars. Our wide-fi...

    The mission of the Emerging Technologies thrust area at Lawrence Livermore National Laboratory is to help individuals establish technology areas that have national and commercial impact, and are outside the scope of the existing thrust areas. We continue to encourage innovative ideas that bring quality results to existing programs.     Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    Circuit-QED has demonstrated very strong coupling between individual microwave photons trapped in a superconducting coplanar resonator and nearby superconducting qubits. In this work we show how, by designing a novel interconnect, one can strongly connect the superconducting resonator, via a magnetic interaction, to a small number (perhaps single), of electronic spins. By choosing the electronic spin to be within a Nitrogen Vacancy centre in diamond one can perform optical readout, polarization and control of this electron spin using microwave and radio frequency irradiation. More importantly, by utilising Nitrogen Vacancy centres with nearby 13C nuclei, using this interconnect, one has the potential build a quantum device where the nuclear spin qubits are connected over centimeter distances via the Nitrogen Vacancy electronic spins interacting through the superconducting bus.

    Hadrontherapy is a novel technique of cancer radiation therapy which employs beams of charged hadrons, protons and carbon ions in particular. Due to their physical and radiobiological properties, they allow one to obtain a more conformal treatment with respect to photons used in conventional radiation therapy, sparing better the healthy tissues located in proximity of the tumour and allowing a higher control of the disease.     This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics.     The huge supergiant shell (SGS) LMC4, next to the giant HII region 30 Doradus the second most impressive feature of the Large Magellanic Cloud (LMC), has been the subject of many studies and was used to test various models of star forming mechanisms. In this paper we present a B, V photometry of the very centre of this SGS. The new data yield an age of 11(2)Myr and a colour excess E(B-V) = 0.10(3)mag. Additionally, the two clusters near the geometric centre are too old to be related to the formation of LMC4: HS343 being ~0.1Gyr and KMHK1000 being ~0.3Gyr of age. This and existing photometries support that the young stellar population covering the entire inner region is nearly coeval. We compare these findings with predictions of models proposed for the creation mechanism of SGSs. We conclude that the large-scale trigger, necessary to explain the observations, comes from hydrodynamic interaction of the galactic halo with gas in the leading edge of the moving LMC.

    We present a recursive method to generate the expansion of the lattice Green function of the d-dimensional face-centred cubic (fcc) lattice. We produce a long series for d =7. Then we show (and recall) that, in order to obtain the linear differential equation annihilating such a long power series, the most economic way amounts to producing the non-minimal order differential equations. We use the method to obtain the minimal order linear differential equation of the lattice Green function of the seven-dimensional face-centred cubic (fcc) lattice. We give some properties of this irreducible order-eleven differential equation. We show that the differential Galois group of the corresponding operator is included in $SO(11, \\mathbb{C})$. This order-eleven operator is non-trivially homomorphic to its adjoint, and we give a "decomposition" of this order-eleven operator in terms of four order-one self-adjoint operators and one order-seven self-adjoint operator. Furthermore, using the Landau conditions on the integral, we forward the regular singularities of the differential equation of the d-dimensional lattice and show that they are all rational numbers. We evaluate the return probability in random walks in the seven-dimensional fcc lattice. We show that the return probability in the d-dimensional fcc lattice decreases as $d^{-2}$ as the dimension d goes to infinity.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    We have studied the effect of the yttria content on the recovery of paramagnetic centres in electron-irradiated yttria-stabilized zirconia (ZrO2: Y3+). Single crystals with 9.5 mol% or 18 mol% Y2O3 were irradiated with electrons of 1.0, 1.5, 2.0 and 2.5 MeV. Paramagnetic centre thermal annealing was studied by X-band EPR spectroscopy. Hole-centres are found to be annealed more quickly, or at a lower temperature, for 18 mol% than for 9.5 mol% Y2O3. At long annealing times, a non-zero asymptotic behaviour is observed in the isothermal annealing curves of hole-centres and F+-type centres between 300 and 500 K. The normalized asymptotic concentration of both defects has a maximum value of about 0.5 for annealing temperatures near 375 K, below the onset of the (isochronal) recovery stage, regardless of the yttria content. Such an uncommon behaviour is analyzed on the basis of either kinetic rate equations of charge transfer or equilibria between point defects with different charge states.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology; determine the performance range of available technologies; identify the most promising technologies and promising trends in technology advances; examine market forces and market trends; and develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fag into that class.

    Sgr A East is a supernova remnant located within few parsecs from the Galactic Centre (GC). There are good reasons to believe that this object is the source of the gamma-ray excess detected by HESS in the direction of the GC meaning that Sgr A East is likely to be an efficient Cosmic Ray accelerator. Some observations suggest that strong magnetic fields may be present in that region allowing the acceleration of composite nuclei in Sgr A East beyond the EeV. We show that, if this is case, EeV neutrons should be effectively produced by the photo-disintegration of Ultra High Energy nuclei onto the IR photon background (with temperature $\\sim 40$ K) in which Sgr A East is embedded. Neutrons with such an energy can reach the Earth before decaying and may be detectable under the form of a CR point-like excess in the direction of the GC. We determine the expected energy spectrum and the amplitude of this signal showing that it may be measurable by the AUGER observatory.

    There are significant developments underway in new types of actuators for power plant active components. Many of these make use of digital technology to provide a wide array of benefits in performance of the actuators and in reduced burden to maintain them. These new product offerings have gained considerable acceptance in use in process plants. In addition, they have been used in conventional power generation very successfully. This technology has been proven to deliver the benefits promised and substantiate the claims of improved performance. The nuclear industry has been reluctant to incorporate digital actuator technology into nuclear plant designs due to concerns due to a number of concerns. These could be summarized as cost, regulatory uncertainty, and a certain comfort factor with legacy analog technology. The replacement opportunity for these types of components represents a decision point for whether to invest in more modern technology that would provide superior operational and maintenance benefits. Yet, the application of digital technology has been problematic for the nuclear industry, due to qualification and regulatory issues. With some notable exceptions, the result has been a continuing reluctance to undertake the risks and uncertainties of implementing digital actuator technology when replacement opportunities present themselves. Rather, utilities would typically prefer to accept the performance limitations of the legacy analog actuator technologies to avoid impacts to project costs and schedules. The purpose of this report is to demonstrate that the benefits of digital actuator technology can be significant in terms of plant performance and that it is worthwhile to address the barriers currently holding back the widespread development and use of this technology. It addresses two important objectives in pursuit of the beneficial use of digital actuator technology for nuclear power plants: 1. To demonstrate the benefits of digital actuator technology over legacy analog sensor technology in both quantitative and qualitative ways. 2. To recognize and address the added difficulty of digital technology qualification, especially in regard to software common cause failure (SCCF), that is introduced by the use of digital actuator technology.

    The Department of Energy`s Office of Environmental Restoration and Waste Management (EM) is responsible for remediating its contaminated sites and managing its waste inventory in a safe and efficient manner. EM`s Office of Technology Development (OTD) supports applied research and demonstration efforts to develop and transfer innovative, cost-effective technologies to its site clean-up and waste management programs within EM`s Office of Environmental Restoration and Office of Waste Management. The purpose of the Technology Catalogue is to provide performance data on OTD-developed technologies to scientists and engineers assessing and recommending technical solutions within the Department`s clean-up and waste management programs, as well as to industry, other federal and state agencies, and the academic community. OTD`s applied research and demonstration activities are conducted in programs referred to as Integrated Demonstrations (IDs) and Integrated Programs (IPs). The IDs test and evaluate.systems, consisting of coupled technologies, at specific sites to address generic problems, such as the sensing, treatment, and disposal of buried waste containers. The IPs support applied research activities in specific applications areas, such as in situ remediation, efficient separations processes, and site characterization. The Technology Catalogue is a means for communicating the status. of the development of these innovative technologies. The FY93 Technology Catalogue features technologies successfully demonstrated in the field through IDs and sufficiently mature to be used in the near-term. Technologies from the following IDs are featured in the FY93 Technology Catalogue: Buried Waste ID (Idaho National Engineering Laboratory, Idaho); Mixed Waste Landfill ID (Sandia National Laboratories, New Mexico); Underground Storage Tank ID (Hanford, Washington); Volatile organic compound (VOC) Arid ID (Richland, Washington); and VOC Non-Arid ID (Savannah River Site, South Carolina).

    The objective of this project is to develop new, efficient, cost effective methods of internally sealing natural gas pipeline leaks through the application of differential pressure activated sealants. In researching the current state of the art for gas pipeline sealing technologies we concluded that if the project was successful, it appeared that pressure activated sealant technology would provide a cost effective alternative to existing pipeline repair technology. From our analysis of current field data for a 13 year period from 1985 to 1997 we were able to identify 205 leaks that were candidates for pressure activated sealant technology, affirming that pressure activated sealant technology is a viable option to traditional external leak repairs. The data collected included types of defects, areas of defects, pipe sizes and materials, incident and operating pressures, ability of pipeline to be pigged and corrosion states. This data, and subsequent analysis, was utilized as a basis for constructing applicable sealant test modeling.

  10. Remediation of Centre Pier, Port Hope, Ontario: Historical, Logistical, Regulatory and Technical Challenges - 13118

    Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered during remediation. A wide variety of industrial activity on the Pier including extensive foundry operations as well as the industrial nature of the fill used to construct the Pier has resulted in extensive contamination distribution. The Pier structure will require reinforcement to permit both the remediation of the Pier and the adjacent Harbour and remediation techniques will need to be well suited to minimize disruption of wall structures as well as being able to deal with fill ranging from ash to boulders. - Multiple stakeholders are responsible for building demolition, remediation of radiological impacts, remediation of industrial impacts and the use of the site as a staging area for Harbour sediment remediation. The successful remediation of the Centre Pier will require careful negotiation and planning for the various remediation activities noted above. - The depth of contamination on the Pier would result in the complete removal of the Pier if all contamination were to be excavated. Therefore, a Risk Assessment will be conducted to determine the appropriate means for in situ risk management for materials to be left in place below a proposed depth of 1.5 m below current grade. With the concurrence of the property owners and Provincial regulators, the Risk Assessment will be undertaken in accordance with the Provincial requirements that will ensure adequate protection of the environment and future users of the site. - The end use of the Pier has yet to be confirmed by the Municipality. A lengthy series of presentations and discussions at DOE sites considered critical to DOE`s Environmental Restoration and Waste Management (EM) Programs resulted in a clear understanding of needed robotics applications toward resolving definitive problems at the sites. A detailed analysis of the Tank Waste Retrieval (TWR), Contaminant Analysis Automation (CAA), Mixed Waste Operations (MWO), and Decontamination & Dismantlement (D&D). The RTDP Group realized that much of the technology development was common (Cross Cutting-CC) to each of these robotics application areas, for example, computer control and sensor interface protocols. Further, the OTD approach to the Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) process urged an additional organizational break-out between short-term (1--3 years) and long-term (3--5 years) efforts (Advanced Technology-AT). The RDTP is thus organized around these application areas -- TWR, CAA, MWO, D&D and CC&AT -- with the first four developing short-term applied robotics. An RTDP Five-Year Plan was developed for organizing the Program to meet the needs in these application areas.

    DOE's Technology Commercialization activities in 2009-13 have involved three broad areas of focus. The primary focus of technology commercialization has continued to be through new technologies developed at the National Laboratories and Facilities. As a second focus, to support and streamline commercialization of these DOE technologies, DOE has carried out a number of new initiatives and pilot projects. Finally, DOE's Department-wide commitment to using commercialization as one mechanism to support U.S. economic growth has led to new cross-cutting programs. U.S. Department of Energy researchers won 31 of the 100 awards in 2014, 36 awards in each of 2013, 2012 and 2011, and 46 in 2010, for a total of 185 over the period of 2009-13. A subset of these awards and other DOE developed technologies are described in Appendix E. These represent a spectrum of commercial areas including DOE mission areas of energy, efficiency, environment and security, as well as spin-off applications in the agricultural, aeronautical, medical, semiconductor and information technology industries, and broad applications in cyber security and sensing/control systems.

This publication contains the abstracts of DOE reports, journal articles, conference papers, patents, theses, and monographs added to the Energy Science and Technology Database during the past month. Also included are US information obtained through acquisition programs or interagency agreements and international information obtained through the International Energy Agency`s Energy Technology Data Exchange or government-to-government agreements. The digests in NRT and other citations to information on nuclear reactors back to 1948 are available for online searching and retrieval on the Energy Science and Technology Database and Nuclear Science Abstracts (NSA) database. Current information, added daily to the Energy Science and Technology Database, is available to DOE and its contractors through the DOE Integrated Technical Information System. Customized profiles can be developed to provide current information to meet each user`s needs.

    As part of a cooperative agreement with the United States Department of Energy (DOE) - entitled Technology's Impact on Production: Developing Environmental Solutions at the State and National Level - the Interstate Oil and Gas Compact Commission (IOGCC) has been tasked with assisting state governments in the effective, efficient, and environmentally sound regulation of the exploration and production of natural gas and crude oil, specifically in relation to orphaned and abandoned wells and wells nearing the end of productive life. Project goals include: (1) Developing (a) a model framework for prioritization and ranking of orphaned or abandoned well sites; (b) a model framework for disbursement of Energy Policy Act of 2005 funding; and (c) a research study regarding the current status of orphaned wells in the nation. (2) Researching the impact of new technologies on environmental protection from a regulatory perspective. Research will identify and document (a) state reactions to changing technology and knowledge; (b) how those reactions support state environmental conservation and public health; and (c) the impact of those reactions on oil and natural gas production. (3) Assessing emergent technology issues associated with wells nearing the end of productive life. Including: (a) location of orphaned and abandoned well sites; (b) well site remediation; (c) plugging materials; (d) plug placement; (e) the current regulatory environment; and (f) the identification of emergent technologies affecting end of life wells. New Energy Technologies - Regulating Change, is the result of research performed for Tasks 2 and 3.

    Technology is a complex system, with technologies relating to each other in a space that can be mapped as a network. The technology relatedness network's structure can reveal properties of technologies and of human behavior, if it can be mapped accurately. Technology networks have been made from patent data, using several measures of relatedness. These measures, however, are influenced by factors of the patenting system that do not reflect technologies or their relatedness. We created technology networks that precisely controlled for these impinging factors and normalized them out, using data from 3.9 million patents. The normalized technology relatedness networks were sparse, with only ~20% of technology domain pairs more related than would be expected by chance. Different measures of technology relatedness became more correlated with each other after normalization, approaching a single dimension of technology relatedness.
