    This report covers the first year of operation of a fuel cell power plant, installed by PPL Spectrum, Inc. (PPL) under contract with the United States Coast Guard (USCG), Research and Development Center (RDC). The fuel cell was installed at Air Station Cape Cod in Bourne, MA. The project had the support of the Massachusetts Technology Collaborative (MTC), the Department of Energy (DOE), and Keyspan Energy. PPL selected FuelCell Energy, Inc. (FCE) and its fuel cell model DFC{reg_sign}300 for the contract. Grant contributions were finalized and a contract between PPL and the USCG for the manufacture, installation, and first year's maintenance of the fuel cell was executed on September 24, 2001. As the prime contractor, PPL was responsible for all facets of the project. All the work was completed by PPL through various subcontracts, including the primary subcontract with FCE for the manufacture, delivery, and installation of the fuel cell. The manufacturing and design phases proceeded in a relatively timely manner for the first half of the project. However, during latter stages of manufacture and fuel cell testing, a variety of issues were encountered that ultimately resulted in several delivery delays, and a number of contract modifications. Final installation and field testing was completed in April and May 2003. Final acceptance of the fuel cell was completed on May 16, 2003. The fuel cell has operated successfully for more than one year. The unit achieved an availability rate of 96%, which exceeded expectations. The capacity factor was limited because the unit was set at 155 kW (versus a nameplate of 250 kW) due to the interconnection with the electric utility. There were 18 shutdowns during the first year and most were brief. The ability of this plant to operate in the island mode improved availability by 3 to 4%. Events that would normally be shutdowns were simply island mode events. The mean time between failure was calculated at 239 hours, or slightly less than 10 days. The fuel cell did run continuously for more than one month on three occasions during the first year. Overall efficiency, including the thermal recovery, was found to be over 60%. Operation for the fuel cell during the first year produced net savings for the Coast Guard of over $18,000.

    The objectives for this project were to create the laboratory facilities to deliver recently created and amended curriculum in the areas of energy creation, storage, and delivery in the transportation and stationary power sectors. The project scope was to define the modules, courses and programs in the emerging energy sectors of the stationary power and transportation industries, and then to determine the best equipment to support instruction, and procure it and install it in the laboratories where courses will be taught. Macomb Community College had a curriculum development grant through the Department of Education that ran parallel to this one where the energy curriculum at the school was revised to better permit students to gain comprehensive education in a targeted area of the renewable energy realm, as well as enhance the breadth of jobs addressed by curriculum in the transportation sector. The curriculum development and experiment and equipment definition ran in parallel, and resulted in what we believe to be a cogent and comprehensive curriculum supported with great hands-on experiments in modern labs. The project has been completed, and this report will show how the equipment purchases under the Department of Energy Grant support the courses and programs developed and amended under the Department of Education Grant. Also completed is the tagging documentation and audit tracking process required by the DOE. All materials are tagged, and the documentation is complete as required.

    Coal is the United States’ most widely used fossil fuel for the production of electric power. Coal’s availability and cost dictates that it will be used for many years to come in the United States for power production. As a result of the environmental impact of burning coal for power production more efficient and environmentally benign power production processes using coal are sought. Solid oxide fuel cells (SOFCs) combined with gasification technologies represent a potential methodology to produce electric power using coal in a much more efficient and cleaner manner. It has been shown in the past that trace species contained in coal, such as sulfur, severely degrade the performance of solid oxide fuel cells rendering them useless. Coal derived syngas cleanup technologies have been developed that efficiently remove sulfur to levels that do not cause any performance losses in solid oxide fuel cells. The ability of these systems to clean other trace species contained in syngas is not known nor is the effect of these trace species on the performance of solid oxide fuel cells. This works presents the thermodynamic and diffusion transport simulations that were combined with experimental testing to evaluate the effects of the trace species on the performance of solid oxide fuel cells. The results show that some trace species contained in coal will interact with the SOFC anode. In addition to the transport and thermodynamic simulations that were completed experimental tests were completed investigating the effect of HCl and AsH3 on the performance of SOFCs.

    This project was a research facility construction project and did not include actual research. The new facility will benefit the public by providing training opportunities for students, as well as incubator and laboratory space for entrepreneurs in the areas of alternative and renewable energies. The 9,216 -square-foot Missouri Alternative and Renewable Energy Technology (MARET) Center was completed in late 2011. Classes in the MARET Center began in the spring 2012 semester. Crowder College takes pride in the MARET Center, a focal point of the campus, as the cutting edge in education, applied research and commercial development in the growing field of green technology.

    The US Department of Energy (DOE) laboratories have a long history of excellence in performing research and development in a number of areas, including the basic sciences, applied-energy technology, and weapons-related technology. Although technology transfer has always been an element of DOE and laboratory activities, it has received increasing emphasis in recent years as US industrial competitiveness has eroded and efforts have increased to better utilize the research and development resources the laboratories provide. This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The Overview section describes the activities and accomplishments of the DOE research and development program offices. The Technologies section provides descriptions of new technologies developed at the DOE laboratories. The Laboratories section presents information on the missions, programs, and facilities of each laboratory, along with a name and telephone number of a technology transfer contact for additional information. Separate papers were prepared for appropriate sections of this report.

    The Florissant Valley Campus of the St. Louis, MO Community College was constructed during the late 1960s and early 1970s. The main campus consists of 11 classroom, laboratory, and instructional buildings comprising 411,000 ft{sup 2} (38 183 m{sup 2}). The Florissant Valley campus wanted to provide the maintenance staff with a state-of-the-art DDC building automation system which would eliminate manual control of HVAC systems and reduce maintenance. Several of the classrooms and laboratories have had changes in their occupancy and use from the original design intent, and, the campus has consistently been adding additional internal load to many of the spaces in the form of new computers, printers, and other electronic equipment. The original campus HVAC systems were not designed to meet the indoor air quality (IAQ) standards of today. The college specifically requested that the design team prepare the project within DOE guidelines so that ICP grant funds could be used. The college also wanted to have the design team prepare the project in a manner to be bid by Energy Savings Contractors (ESCO) using a Guaranteed Energy Service Contract to assure the college could pay back their investment in the time stated.

    This report has been drafted in response to a request from the Japanese Technology Evaluation Center`s (JTEC) Panel on Benchmarking Select Technologies. Since April 1991, the Competitive Semiconductor Manufacturing (CSM) Program at the University of California at Berkeley has been engaged in a detailed study of quality, productivity, and competitiveness in semiconductor manufacturing worldwide. The program is a joint activity of the College of Engineering, the Haas School of Business, and the Berkeley Roundtable on the International Economy, under sponsorship of the Alfred P. Sloan Foundation, and with the cooperation of semiconductor producers from Asia, Europe and the United States. Professors David A. Hodges and Robert C. Leachman are the project`s Co-Directors. The present report for JTEC is primarily based on data and analysis drawn from that continuing program. The CSM program is being conducted by faculty, graduate students and research staff from UC Berkeley`s Schools of Engineering and Business, and Department of Economics. Many of the participating firms are represented on the program`s Industry Advisory Board. The Board played an important role in defining the research agenda. A pilot study was conducted in 1991 with the cooperation of three semiconductor plants. The research plan and survey documents were thereby refined. The main phase of the CSM benchmarking study began in mid-1992 and will continue at least through 1997. reports are presented on the manufacture of integrated circuits; data storage; wireless technology; human-machine interfaces; and optoelectronics. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the Charles River Basin in one of its most significantly polluted sections and, will provide a green renovation mechanism for the redirected storm water of a public alley way. This activity is designed to improve the quality of water recharging the ground water and protecting the vulnerable wood pilings under many of the historic masonry buildings in Boston's Back Bay. Sustainable design research and system monitoring opportunities will also be incorporated, providing ongoing tools for public outreach and education through innovative signage and "virtual tour" technology. The monitoring will include a "building performance dash board" that reflects real time operating conditions and improvements in environmental and economic performance to be prominently displayed on the face of our 320 Newbury Street building (approximately 1.5 million people walk by annually). The project site and demonstration area is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task II of the project is Geothermal Solution. This task involves the installation of approximately seven Geothermal wells which will tap into the earth's constant underground temperatures to provide air-conditioning and heating for BAC facilities. The environmentally friendly geothermal system uses no fossil fuel, produces no emissions and runs silently, providing a sustainable model for commercial and residential buildings throughout Boston. Ultimately the combination of this project and other projects will assist in making the BAC "carbon-neutral", and could generate enough additional energy to provide free power to the Engine 33 and Ladder 15 Firehouse located at 941 Boylston Street. The project is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay.     The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    In the aftermath of the Cold War, the United States has begun addressing the environmental consequences of five decades of nuclear weapons production. In November 1989, DOE established the Office of Environmental Restoration and Waste Management (EM) as the central authority for cleaning up the DOE weapons complex legacy of pollution, for preventing further environmental contamination, and for instituting responsible environmental management. While performing its tasks, EM found that many aspects of its large and complex mission could not be achieved using existing science and technology or without incurring unreasonable costs, risks, or schedule impacts. Consequently, a process was developed to solicit needs from around the DOE complex and focus the science and technology resources of EM-50, the National Laboratories, private industry, and colleges and universities on those needs. This document describes those needs that the Hanford Site has identified as requiring additional science or technology to complete.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

    Half of the steel produced in the US is derived from scrap. With zinc-coated prompt scrap increasing fivefold since 1980, steel-makers are feeling the effect of increased contaminant loads on their operations. The greatest concern is the cost of treatment before disposal of waste dusts and water that arise from remelting zinc-coated scrap. An economic process is needed to strip and recover the zinc from scrap to provide a low residual scrap for steel- and iron-making. Metal Recovery Technologies, Inc., with the assistance of Argonne National Laboratory, have been developing a caustic leach dezincing process for upgrading galvanized stamping plant scrap into clean scrap with recovery of the zinc. With further development the technology could also process galvanized scrap from obsolete automobiles.     The purpose of the Daemen Alternative Energy/Geothermal Technologies Demonstration Project is to demonstrate the use of geothermal technology as model for energy and environmental efficiency in heating and cooling older, highly inefficient buildings. The former Marian Library building at Daemen College is a 19,000 square foot building located in the center of campus. Through this project, the building was equipped with geothermal technology and results were disseminated. Gold LEED certification for the building was awarded. 1) How the research adds to the understanding of the area investigated. This project is primarily a demonstration project. Information about the installation is available to other companies, organizations, and higher education institutions that may be interested in using geothermal energy for heating and cooling older buildings. 2) The technical effectiveness and economic feasibility of the methods or techniques investigated or demonstrated. According to the modeling and estimates through Stantec, the energy-efficiency cost savings is estimated at 20%, or $24,000 per year. Over 20 years this represents $480,000 in unrestricted revenue available for College operations. See attached technical assistance report. 3) How the project is otherwise of benefit to the public. The Daemen College Geothermal Technologies Ground Source Heat Pumps project sets a standard for retrofitting older, highly inefficient, energy wasting and environmentally irresponsible buildings�¢����quite typical of many of the buildings on the campuses of regional colleges and universities. As a model, the project serves as an energy-efficient system with significant environmental advantages. Information about the energy-efficiency measures is available to other colleges and universities, organizations and companies, students, and other interested parties. The installation and renovation provided employment for 120 individuals during the award period. Through the new Center, Daemen will continue to host a range of events on campus for the general public. The College does not charge fees for speakers or most other events. This has been a long-standing tradition of the College.

    The Automation & Robotics Research Institute (ARRI) and the Texas Engineering Extension Service (TEEX) were funded by the U.S. Department of Energy to determine the feasibility of a regional industrial technology institute to be located at the Superconducting Super Collider (SSC) Central Facility in Waxahachie, Texas. In response to this opportunity, ARRI and TEEX teamed with the DOE Kansas City Plant (managed by Allied Signal, Inc.), Los Alamos National Laboratory (managed by the University of California), Vought Aircraft Company, National Center for Manufacturing Sciences (NCMS), SSC Laboratory, KPMG Peat Marwick, Dallas County Community College, Navarro Community College, Texas Department of Commerce (TDOC), Texas Manufacturing Assistance Center (TMAC), Oklahoma Center for the Advancement of Science and Technology, Arkansas Science and Technology Authority, Louisiana Productivity Center, and the NASA Mid-Continent Technology Transfer Center (MCTTC) to develop a series of options, perform the feasibility analysis and secure industrial reviews of the selected concepts. The final report for this study is presented in three sections: Executive Summary, Business Plan, and Technical Plan.     This project addressed coordinate measuring machine (CMM) technology and model-based engineering. CMM data analysis and delivery were enhanced through the addition of several machine types to the inspection summary program. CMM hardware and software improvements were made with the purchases of calibration and setup equipment and new model-based software for the creation of inspection programs. Kansas City Plant (KCP) personnel contributed to and influenced the development of dimensional metrology standards. Model-based engineering capabilities were expanded through the development of software for the tolerance analysis of piece parts and for the creation of model-based CMM inspection programs and inspection plans and through the purchase of off-the-shelf software for the tolerance analysis of mechanical assemblies. An obsolete database application used to track jobs in Precision Measurement was replaced by a web-based application with improved query and reporting capabilities. A potential project to address the transformation of the dimensional metrology enterprise at the Kansas City Plant was identified.

    Virginian Tech's College of Engineering's Roe-Hoan Yoon and his group have developed a hyperbaric centrifuge that can dewater coal as fine as talcum powder. Such coal fines presently must be discarded by even the most advanced coal cleaning plants because of their high moisture content. The new technology can be used with the Microcel technology to remove ash, to re-mine the fine coal discarded to impoundments and to help minimize waste generation.     Following decades of success in solar energy projects, the Missouri Legislature designated Crowder College in 1992 as the State's renewable energy education center. The resulting Missouri Alternative and Renewable Energy Technology (MARET) Center is recognized internationally for its contributions to the energy field. The mission of the MARET Center is to expand renewable energy throughout the region with education, applied research, and economic development. Educational programs include certification and transfer degrees encompassing green construction, solar thermal energy, solar electricity, and wind. The MARET Center also assists in new product development and other business support services in renewable energy. The Missouri Alternative and Renewable Energy Technology (MARET) Center at Crowder College hopes to eventually develop a 27,500 ft2 facility as a living laboratory to support solar and other renewable and sustainable energy development through professional degrees, new product development and commercialization, renewable energy business incubation, and consumer education. The primary objective of the current project was to complete Stage One of this building, with solar, wind, and geothermal technologies installed to power its 9,216 ft2 office, classroom, and research spaces. This MARET Center includes a modular roof structure that permits both solar module mounting and daylighting, PV/thermal hybrid modules pioneered in Crowder Solar Decathlon homes, modular electrical management subsystems; and modular delivery systems for heating and cooling the structure. The MARET Facility will operate as a Net Positive energy building, consistently producing surplus energy for distributed generation on the utility grid. The modular design of the energy systems within the building is to serve as a scalable and repeatable model for a wide variety of building applications and climate zones. As a living laboratory of renewable energy, exploring and validating new applications of solar and other renewable technologies, the MARET Facility will house a wide variety of programs which will advance implementation of renewable energy throughout the region. These program goals include: • Curriculum in renewable energy for pre-engineering transfer programs; • Certification and degree programs for technical degrees for Energy Efficiency, Wind, Photovoltaic and Solar Thermal professionals; • Short courses and workshops for building management and design professionals; • Public education and demonstration projects in renewable energy through conferences and K-12 educational outreach; • Technical degree offering in building construction incorporating “best practices” for energy efficiency and renewables; and • Business incubators for new renewable energy businesses and new product development The new MARET facility will support the mission of the US Department of Energy (DOE) Solar Program, “to improve America’s security, environmental quality, and economic prosperity through public-private partnerships that bring reliable and affordable solar energy technologies to the marketplace,” through a variety of educational and business assistance programs. Further, technical innovations planned for the MARET facility and its applied research activities will advance the Solar Program strategic goals to “reduce the cost of solar energy to the point it becomes competitive in relevant energy markets (e.g., buildings, power plants) and for solar technology to enable a sustainable solar industry.” Overarching Goals relative to program needs, future expansion, flexibility, quality of materials, and construction and operational costs: 1. Experimental: The structure and systems of the building operate as an educational resource. The systems are meant to be a source for data collection and study for building users and instructors. 2.
